    WASHINGTON, April 2 (Reuters) – An inspection found 49 violations of detention standards at the largest U.S. migrant detention camp, ​located in El Paso, Texas, which has faced criticism from immigration ‌advocates opposed to President Donald Trump’s crackdown.

    The U.S. Immigration and Customs Enforcement (ICE) agency’s office of detention oversight carried out a congressionally mandated inspection over three ​days in February; its report was released this week.

    The ​report found 49 “deficiencies” at the $1.2 billion facility, called Camp ⁠East Montana. It defined a “deficiency” as “any violation of detention standards, ​policies, or operational procedures, as applicable.”

    There were 22 deficiencies related ​to the “use of force and restraints,” 11 related to “facility security and control” and five related to “medical care,” the report said.

    The Trump administration has pursued ​an aggressive immigration crackdown that has been condemned by rights groups and ​others as being in violation of due process and free speech.

    Advocacy groups ‌say ⁠it has created an unsafe environment for minorities and raised concerns about racial profiling. Trump has cast the government’s actions as an attempt to improve domestic security and curb illegal immigration.

    Conditions at ICE ​facilities have been ​under scrutiny.

    At ⁠least 14 immigrants have died in ICE custody from January 2026 through late March, according ​to the agency. That follows 31 deaths last ​year, ⁠a two-decade high.

    Of the deaths thus far in 2026, at least two took place at Camp East Montana.

    Late last year, U.S. ⁠Representative ​Veronica Escobar, a Texas Democrat, visited the ​facility and said detainees there endured foul-tasting drinking water, rotten food and ​inadequate healthcare.

    WASHINGTON, April 2 (Reuters) – Islamic Society of Milwaukee President Salah Sarsour, who is ​a Palestinian American, has been detained by the U.S. Immigration and Customs Enforcement agency, the ‌mosque said on Thursday.

    ISM, which is Wisconsin’s largest mosque, said Sarsour, 53, is a legal permanent resident who has lived in the U.S. for over three decades and was detained on Monday. He grew up in the Israeli-occupied West Bank.

    “He was pulled over ​while driving by over 10 ICE agents with no cause,” a page on the mosque’s website said, ​adding he was taken out of the state to a detention facility in Chicago before ⁠being transferred to a detention center in Indiana.

    The Milwaukee Journal Sentinel cited Othman Atta, the executive director of ​the mosque, as saying that deportation documents focused on Sarsour’s arrest by Israeli authorities as a teenager living in ​the West Bank to argue he provided material support for extremists.

    Atta said Sarsour was convicted as a teenager in an Israeli military court, according to the Milwaukee Journal Sentinel. Though Israel has ratified the U.N. convention against torture, Israeli rights group B’Tselem says military ​courts in the West Bank, where Palestinians are tried for alleged crimes, have a 96 percent conviction rate ​and a history of extracting confessions through torture.

    Atta denied that Sarsour supported the militant group Hamas.

    Sarsour is “being targeted on the basis ‌of his ⁠Palestinian and Muslim background, and his advocacy for Palestinian rights,” the mosque said.

    The Department of Homeland Security, of which ICE is a part, confirmed his arrest and accused Sarsour of lying on his immigration forms and alleged that he was “suspected of funding terror organizations.”

    DHS said he came to the U.S. in 1993. Noting his past conviction, it ​said he was previously “convicted ​for throwing Molotov cocktails at ⁠the homes of Israeli armed forces.”

    President Donald Trump’s administration has pursued an immigration crackdown condemned by rights groups as being in violation of due process and free speech. Advocacy groups ​say it has created an unsafe environment for minorities.

    Trump has particularly cracked down on ​pro-Palestinian voices by attempting ⁠to deport foreign protesters, threatening funding freeze for universities where protests were held and ordering screening of immigrants’ online comments.

    The crackdown has faced judicial obstacles. Many of the protesters targeted for deportation have been freed from detention by court orders while ⁠their cases ​proceed. Judges have also blocked some of Trump’s attempts to freeze ​funds for universities.

    Trump alleges protesters are antisemitic and support extremists. Demonstrators, including some Jewish groups, say he wrongly conflates criticism of Israel’s assault on Gaza ​with antisemitism and advocacy for Palestinian rights as supporting extremism.

    WASHINGTON, April 2 (Reuters) – U.S. President Donald Trump ordered 100% tariffs on certain branded pharmaceutical imports and overhauled steel, aluminum and copper duties on Thursday as his ​administration sought to move on from the collapse of the broad global tariffs he announced exactly one year ago.

    The new tranche of tariffs is aimed partly at ‌rebuilding duties lost when the Supreme Court struck them down in February. But they drew criticism from some business groups for adding potential new cost pressures at a time when the war on Iran has spiked energy prices for consumers.

    In a new proclamation revealing the results of a long-awaited national security investigation into pharmaceutical imports, Trump said foreign manufacturers of patented products must agree to make deals with the U.S. government to cut prescription-drug prices and commit to moving ​production to the United States.

    They must do both to avoid tariffs altogether and will face a 20% tariff if they simply move some manufacturing to the U.S., according to an ​administration official. Those who do neither would face a 100% duty.

    The tariffs will not apply to drug imports from all countries. Branded drug tariffs ⁠will be capped at 15% under trade deals with the European Union, Japan, South Korea and Switzerland.

    The U.S. and Britain also finalized a separate pharmaceuticals tariff deal that guarantees zero tariffs on British-made pharmaceuticals ​for at least three years as Britain builds out production in the United States.

    An administration official said large pharmaceutical companies would have 120 days to comply before the 100% tariff rates kicked in, ​and smaller producers would have 180 days.

    METALS RATE REDUCED

    Trump also issued a separate metals tariff proclamation that halved the duty rate to 25% on many derivative products made with steel, aluminum and copper, and dropped them altogether on products with minimal metals content.

    The move kept in place the 50% duty on commodity imports of steel, aluminum and copper. But according to the official, the Trump administration will now apply this rate to the U.S. sales price of ​the metals – not the declared import value, which the official said had often been kept artificially low.

    The metals changes are aimed at simplifying an overly complicated tariff regime that gave importers headaches ​in trying to determine the value of the metal content of thousands of derivative products, from tractor parts to stainless steel sinks and railroad equipment.

    Products with minimal metals content of less than 15% by weight, such as a ‌dental floss ⁠container with a tiny steel cutter blade, will no longer be subject to these tariffs. The White House also said it will cut duties on certain metal-intensive industrial and power-grid equipment to 15% from 50% through 2027 to aid a broad industrial and data-center build-out.

    The change in the metals tariffs would be effective just after midnight on Monday, the order said.

    PIVOT FROM ‘LIBERATION DAY’

    The changes came on the one-year anniversary of Trump’s “Liberation Day” announcements of “reciprocal tariffs” ranging from 10% to 50% on imports from all trading partners and even some uninhabited islands. The tariffs under the International Emergency Economic Powers Act kicked ​off months of retaliation from China, trade negotiations ​with other countries and court challenges from ⁠importers.

    The U.S. Supreme Court in February declared the IEEPA-based tariffs illegal, prompting a lower court order for the U.S. Customs and Border Protection agency to devise a plan to refund some $166 billion in tariffs collected over a year.

    Jamieson Greer, the U.S. trade representative, on Thursday defended the IEEPA tariffs as a “reset ​button” for a broken global trading system and credited the tariffs with driving companies to build new factories in the U.S. and forcing ​trading partners to grant concessions ⁠for U.S. exports.

    “The best is yet to come as President Trump’s tariff program incentivizes domestic production, raises workers’ wages, and reinforces our critical supply chains,” Greer said in a statement.

    INDUSTRY REACTION

    The U.S. Chamber of Commerce said that a full year of Trump’s higher tariffs has already raised prices and added cost pressures for many industries, and warned that the latest announcements could spur further price increases.

    “A new, complex tariff scheme ⁠on pharmaceuticals will ​raise healthcare costs for American families,” the Chamber’s policy chief Neil Bradley said in a statement.

    “Changes to metals tariffs will ​likewise raise prices for consumers and add pressure to manufacturing, construction, and energy — industries that are already reeling from higher input costs and ongoing supply-chain challenges,” Bradley added.

    But Steel Manufacturers Association president Philip Bell praised the administration for “right-sizing” the metals ​derivatives list and updating its valuation methodology to ensure that tariffs “remain precisely targeted to support the revitalization of the American steel industry without undermining broader economic goals.”

    April 2 (Reuters) – The U.S. Department of the Interior will ​offer employees new opportunities to leave the ‌agency as part of a plan to improve efficiency, it said in a statement on Thursday.

    Interior will ​offer a deferred resignation program and ​voluntary early retirement, it said, without giving ⁠details on the number of employees or parts ​of the agency that would be targeted.

    Agency officials ​did not immediately respond to a request for comment.

    The move is aligned with President Donald Trump’s broader effort to ​shrink the size of the federal government.

    As ​part of the plan, the agency will move more ‌National ⁠Park Service positions to visitor-facing roles and modernize processes including permitting, it said.

    “By modernizing our operations we’re strengthening our ability to carry out ​Interior’s mission ​and deliver ⁠world-class service for the American people,” Interior Secretary Doug Burgum said in ​the statement.

    The Interior Department manages about ​a ⁠fifth of the land in the United States. It is responsible for energy and mineral development ⁠on ​public lands and waters, tribal ​relations and preservation of the nation’s cultural heritage.

    WASHINGTON, April 2 (Reuters) – Two Democratic U.S. senators on Thursday called on Wall Street’s top regulator and a Defense Department watchdog to prevent and investigate possible insider trading by government officials following a spate of market activity seemingly timed to President Donald Trump’s announcements.

    Reuters and others have reported that major moves over the last year in equity, commodities and prediction markets are consistent with the possibility that traders had advance knowledge of Trump’s announcements concerning the war with Iran, tariffs and the capture of Venezuelan leader Nicolas Maduro, among other examples.

    The White House has denied any wrongdoing.

    “Recent reports of equity trading that occurred shortly before significant government policy announcements suggest that federal officials are disclosing material non-public information for financial gain,” Senators Mark Warner of Virginia and Adam Schiff of California wrote to the heads of the Securities and Exchange Commission and the Defense Department’s Inspector General.

    “These actions undermine public interest and market integrity, and demand oversight by each of your respective authorities, as well as by Congress.”

    Warner is the top Democrat on the Senate’s Select Committee on Intelligence.

    An SEC spokesperson declined to comment while the Defense Department Inspector General’s office did not immediately respond.

    United raises bag fees, becoming second U.S. carrier to up the price this week

    United Airlines is raising its fees for first and second checked bags, becoming the second U.S. airline to up the price this week.

    United is raising the price by $10 for flights in the U.S., Mexico and Canada and Latin America, the airline said Thursday in a statement, making the price for the first checked bag $45 for those who pay ahead of time and $50 for travelers who check their bag within 24 hours of their flight. The price for a second checked bag also gets bumped up to $55 for those who pay in advance and $60 for those checking within 24 hours.

    The change will not apply to customers who bought tickets before Friday, April 3, the airline said.

    “United Chase credit card holders, MileagePlus Premier members, active military members and customers traveling in premium cabins can still check a bag for free,” United said, noting this was the first time it had raised the price for checked bags in two years.

    United did not say why it was raising its prices, but the move follows JetBlue also hiking its checked bag fees earlier this week, citing “rising operating costs.”

    Airlines have been contending with the rising price of fuel amid the Iran war. Oil supplies have been constricted due to the closure of the Strait of Hormuz, causing costs to soar.

    Oil prices had jumped following President Trump’s remarks about the war on Wednesday. Brent crude, the international standard, rose 7.7% to $109 per barrel on Thursday afternoon, while benchmark U.S. crude climbed 11.9% to $111.81.

    United Airlines CEO Scott Kirby last week told CBS News senior transportation correspondent Kris Van Cleave that elevated oil prices “create a lot of stress” for airlines, noting that United’s airfares have increased between 15% to 20% over the past month.

    WASHINGTON, April 2 (Reuters) – U.S. Army Chief of Staff Randy George was fired on Thursday by Defense Secretary Pete Hegseth, two U.S. defense officials and a source familiar with the matter told Reuters, in the latest purge among the Pentagon’s most senior ranks.

    Hegseth, a former Fox News host, has moved quickly to reshape the department, firing generals and admirals as he seeks to implement U.S. President Donald Trump’s national security agenda.

    The Pentagon confirmed that George, who had more than a year left in his term, “will be retiring from his position as the 41st Chief of Staff of the Army effective immediately.”

    The Pentagon said in a statement it was grateful for George’s decades of service. “We wish him well in his retirement,” it said.

    The department did not give a reason for his departure, which comes as the U.S. military builds up its forces in the Middle East while carrying out operations against Iran.

    The strikes in the region are largely being carried out by the Navy and Air Force, although U.S. Army soldiers have been dispatched to the Middle East for air defense systems. The Army is the largest branch of the U.S. military, with about 450,000 active-duty soldiers.

    Thousands of soldiers from the U.S. Army’s elite 82nd Airborne Division have also started arriving in the Middle East, potentially for ground operations in Iran.

    LATEST UPHEAVAL AT PENTAGON

    There had been no public signs of friction between Hegseth and George, even as Hegseth pursued controversial moves such as firing the Army’s top lawyer and arranging a massive military parade celebrating the Army’s 250th birthday, which coincided with Trump’s birthday.

    Earlier this week, however, Hegseth reversed an Army decision to investigate Army pilots who were flying attack helicopters near singer Kid Rock’s house, in an apparent show of support for the vocal Trump backer.

    CBS News, which first reported George’s dismissal, said his firing was not related to the Kid Rock incident. An official said Hegseth’s former military aide and Army vice chief of staff, General Christopher LaNeve, will take over George’s role in an acting capacity.

    George, an infantry officer who served in Iraq and Afghanistan, was confirmed to the top Army post in 2023. Terms in that role usually run for four years.

    Prior to holding the top job, George was the vice chief of the Army and, before that, the senior military adviser to then-Defense Secretary Lloyd Austin.

    He was considered close to Army Secretary Dan Driscoll. The two worked together to take on large defense companies, in the Army’s drive to speed up weapons development and drive down costs.

    George’s removal adds to recent upheaval at all levels of leadership at the Pentagon, including the firing last year of the previous chairman of the Joint Chiefs of Staff, Air Force General C.Q. Brown, as well as the chief of naval operations and Air Force vice chief of staff.

    The office for George did not immediately respond to a request for comment.

    Judge dismisses Blake Lively’s sexual harassment claims against Justin Baldoni

    A federal judge in New York tossed out actor Blake Lively’s sexual harassment claimsThursday against actor Justin Baldoni over their roles in the movie “It Ends With Us,” but he left intact two retaliation claims.

    The 152-page ruling by Judge Lewis J. Liman in Manhattan came after Lively sued Baldoni in December 2024, alleging sexual harassment among more than a dozen claims against Baldoni and other parties.

    A trial is scheduled to start on May 18. A brief phone conference was conducted after Liman issued his ruling. On the call, lawyers discussed the process of jury selection for the trial.

    Baldoni, who directed the movie and co-starred opposite Lively, has denied the sexual harassment claims.

    Baldoni and production company Wayfarer Studios had countersued for $400 million against Lively and her husband, “Deadpool” actor Ryan Reynolds, accusing them of defamation and extortion. The judge dismissed Baldoni’s claims last June.

    In his ruling, Liman determined that Lively was an independent contractor rather than an employee. On that basis, he said she was not entitled to bring sexual harassment claims under Title VII of the Civil Rights Act of 1964. That law prohibits employment discrimination on various grounds, including gender.

    In an analysis of the sexual harassment claims, the judge said Lively’s claims had to be viewed in the context of the movie they were working on.

    “Lively claims that during filming, Baldoni leaned in and gestured as if he was intending to kiss her, and that he kissed her forehead, rubbed his face and mouth against her neck, put his thumb to her mouth and flicked her lower lip, caressed her, and leaned into her neck, saying ‘it smells good,’” the judge wrote.

    He said there was no question that the conduct would support a hostile work environment claim if it happened on a factory floor or in an executive suite.

    However, the judge noted, Baldoni was “acting in the scene.”

    “Assuming he was improvising, the conduct was not so far beyond what might reasonably be expected to take place between two characters during a slow dancing scene such that an inference of hostile treatment on the basis of sex would arise. At least in isolation, the conduct was directed to Lively’s character rather than to Lively herself,” he wrote.

    “Creative artists, no less than comedy room writers, must have some amount of space to experiment within the bounds of an agreed script without fear of being held liable for sexual harassment,” Liman added.

    An attorney for Lively said in a statement to CBS News that the case “has always been and will remain focused on the devastating retaliation and the extraordinary steps the defendants took to destroy Blake Lively’s reputation because she stood up for safety on the set and that is the case that is going to trial.”

    “For Blake Lively, the greatest measure of justice is that the people and the playbook behind these coordinated digital attacks have been exposed and are already being held accountable by other women they’ve targeted,” said Sigrid McCawley, an attorney for Lively. “She looks forward to testifying at trial and continuing to shine a light on this vicious form of online retaliation so that it becomes easier to detect and fight.”

    In February 2025, Lively alleged in an amended complaint that Baldoni made other women uncomfortable on the set of “It Ends with Us.”

    Attorneys for Baldoni said in a statement to CBS News that they’re “very pleased” the court dismissed the sexual harassment claims, stating they were “very serious allegations.”

    “What’s left is a significantly narrowed case, and we look forward to presenting our defense to the remaining claims in court,” attorneys Alexandra Shapiro and Jonathan Bach said in a statement.

    “It Ends With Us,” an adaptation of Colleen Hoover’s bestselling 2016 novel that begins as a romance but takes a dark turn into domestic violence, was released in August 2024, exceeding box office expectations with a $50 million debut. But the movie’s release was shrouded by speculation over discord between Lively and Baldoni.

    Lively appeared in the 2005 film “The Sisterhood of the Traveling Pants” and the TV series “Gossip Girl” from 2007 to 2012 before starring in films including “The Town” and “The Shallows.”

    Baldoni starred in the TV comedy “Jane the Virgin,” directed the 2019 film “Five Feet Apart” and wrote “Man Enough,” a book challenging traditional notions of masculinity.

    Roughly half of Iran’s missile launchers are still intact and thousands of one-way attack drones remain in Iran’s arsenal despite the daily pounding by US and Israeli strikes against military targets over the past five weeks, according to recent US intelligence assessments, three sources familiar with the intel told CNN.

    “They are still very much poised to wreak absolute havoc throughout the entire region,” one of the sources said of Iran.

    The US intelligence assessment total may include launchers that are currently inaccessible, such as those buried underground by strikes but not destroyed.

    Thousands of Iranian drones still exist — roughly 50% of the country’s drone capabilities — two of the sources said the intelligence indicated. The intelligence, compiled in recent days, also showed a large percentage of Iran’s coastal defense cruise missiles were intact, the sources said, consistent with the US not focusing its air campaign on coastal military assets though they have been hitting ships. Those missiles serve as a key capability allowing Iran to threaten shipping traffic in the Strait of Hormuz.

    The intelligence offers a more nuanced picture of Iran’s continuing capabilities compared to sweeping assessments of military victory offered publicly by President Donald Trump and administration officials.

    In remarks to the nation on Wednesday evening, Trump said Iran’s “ability to launch missiles and drones is dramatically curtailed, and their weapons factories and rocket launchers are being blown to pieces, very few of them left.”

    As of Wednesday, the US has struck more than 12,300 targets inside Iran, according to US Central Command. The sources said the intelligence showed the US military has degraded Iran’s military capabilities, and key senior leaders have been killed in US and Israeli strikes, including Supreme Leader Ali Khamenei and Ali Larijani, the head of Iran’s National Security Council.

    In addition to the country’s missile launchers, Iran maintains a large number of missiles, according to the intelligence.

    In public comments, the Pentagon has pointed to a reduction in the total number of missiles launched by Iran, rather than what has been destroyed. Secretary of Defense Pete Hegseth said during a press briefing on March 19 that “ballistic missile attacks against our forces, down 90 percent since the start of the conflict, same with one way attack UAVs, think kamikaze drones, down 90 percent.”

    In response to questions for this story, White House spokesperson Anna Kelly said that, “anonymous sources desperately want to attack President Trump and demean the incredible work of our United States Military in achieving the goals of Operation Epic Fury.”

    “Here are the facts: Iranian ballistic missile and drone attacks are down 90 percent, their navy is wiped out, two-thirds of their production facilities are damaged or destroyed, and the United States and Israel have overwhelming air dominance over Iran,” she said. “The terrorist regime is being decimated militarily and their dismal situation grows bleaker by the day – their only hope is to make a deal with President Trump’s administration and leave behind their nuclear ambitions for good. Otherwise, they will be hit harder than they’ve ever been hit before.”

    An administration official added that Iran’s ballistic missiles are being destroyed rapidly.

    Israel, countries in the Gulf, and US military personnel have continued to face regular barrages of missile and drone strikes.

    Pentagon spokesman Sean Parnell disputed CNN’s reporting, calling it “completely wrong.”

    “The United States military has delivered a crippling series of blows to the Iranian regime,” Parnell said. “We are far ahead of schedule on accomplishing our military objectives: destroy Iran’s missile arsenal, annihilate their Navy, destroy their terrorist proxies, and ensure Iran can never obtain a nuclear weapon.”

    Israeli military officials put the total number of operational Iranian launchers at a lower number, roughly 20-25%. Israel does not include launchers that have been buried or made inaccessible in caves and tunnels in their count of surviving launchers, said one of the sources familiar with the US’ intelligence assessment and an Israeli source.

    On Wednesday, Trump put the timeline for finishing US operations at two to three weeks.

    The first source who has reviewed the US intelligence assessment said such a goal was unrealistic, given how much remains on the playing field for Iran to use.

    “We can keep f**king them up, I don’t doubt it, but you’re out of your mind if you think this will be done in two weeks,” the source said.

    Hegseth said this week in a press briefing that Iran’s firepower is continuing to decrease.

    “Yes, they will still shoot some missiles, but we will shoot them down,” he said. “Of note, the last 24 hours saw the lowest number of enemy missiles and drones fired by Iran. They will go underground, but we will find them.”

    The ability to go underground is a primary reason why launchers have not been further degraded, two of the sources familiar with the recent assessment told CNN. Iran has long hid its launchers in extensive networks of tunnels and caves — preparing for conflict like this for decades — making them particularly difficult to target. Two of the sources said Iran has had success in shooting and moving the mobile platforms, making it difficult to track the launchers, similar to the challenges the US has had with the Houthis in Yemen, one of Iran’s primary proxy forces.

    The US and Israel have increasingly targeted tunnel entrances to those underground facilities and equipment used to try to regain access to them, like bulldozers and other heavy equipment, Annika Ganzeveld, the Middle East Portfolio Manager for the Critical Threats Project at the American Enterprise Institute said.

    The recent intelligence assessment also comes as the US has struggled to re-open the Strait of Hormuz, acknowledging privately that it cannot promise to reopen the crucial waterway before ending the war. The coastal cruise missile capabilities could be largely still intact because it hasn’t been the focus of the US military’s campaign, the first source said, instead narrowing its firepower on what can be fired at allies in the region. But those capabilities have also likely retreated underground, making them difficult to find.

    And while Iran’s Navy has largely been destroyed, the first source said, the separate naval forces belonging to the Islamic Revolutionary Guard Corps still retain roughly half of its capabilities. The second source said the IRGC still has “hundreds, if not thousands, of small boats and unmanned surface vessels left.”

    As of Wednesday, CENTCOM said in a public release that more than 155 Iranian vessels have been damaged or destroyed. But Ganzeveld said it has been unclear when the US says it has destroyed Iranian vessels which Navy they’re referring to.

    The IRGC Navy, she said, is largely the force responsible for harassing shipping in the Strait of Hormuz.

    “There are certainly things that remain — the proxies, as well as the drones, and Iran recently demonstrated in the past couple of days that it still retains the ability to target shipping in the strait,” Ganzeveld said. “So there are definitely things that remain to be targeted if we want to completely destroy these capabilities.”
