    Two people, including a police officer, were killed Monday in a shooting in Montreal, police in the Canadian city said. The gunman was also killed.

    There was no immediate word on the motive of the attack, which took place in an area of the Côte-des-Neiges neighborhood that has kosher restaurants and supermarkets frequented by Montreal’s large Jewish community. The area includes a supermarket, shops and a residential building.

    “It is with immense sadness that we confirm the death of one of our police officers in the line of duty,” Montreal police said in a statement posted on X. Police separately announced that a civilian and the suspect had been killed, while also urging residents to avoid the area.

    Police said the incident began around 11:30 a.m. ET. Police swarmed the apparent scene of the shooting and a police helicopter flew overhead.

    Fady Dagher, chief of the Montreal Police Service, told reporters he didn’t know the identity of the civilian who was killed or if they were Jewish. Dagher also could not confirm who killed the civilian. Dagher said the suspect was “shot right away. But the other person, I don’t have the details yet.”

    Public broadcaster Radio Canada said another officer was seriously wounded. “We are all behind her,” Dagher said of the injured officer during a Monday afternoon news conference.

    The officer who was killed was not immediately identified, but Dagher said he was a “great, great, great police officer” who was “very passionate.”

    “It’s a very, very sad day. It’s a nightmare,” Dagher said, adding this was the first time SPVM, the Montreal police agency, had lost an officer in the line of duty since 2002.

    Dagher said there was no ongoing threat and the community was safe. He said he didn’t have details on the possibility that the shooter or someone else called 911 to lure police officers into an ambush.

    “I don’t think it was police target, but maybe we’ll see what the investigation would tell us,” he said.

    The Centre for Israel and Jewish Affairs (CIJA), a prominent Canadian civil society group, said it was “closely monitoring the situation.”

    “As we await more details about the nature of this horrifying incident, we urge community members to exercise vigilance,” CIJA said.

    Quebec Premier Christine Frechette said she was “deeply shaken by the tragic events.”

    “It is essential to allow the authorities to do their work and to avoid speculation,” Frechette added.

    WASHINGTON, June 22 (Reuters) – A federal judge in Washington, D.C., on Monday blocked the Trump administration from preventing food stamp recipients in five states from using their benefits to buy sugary foods and drinks.

    ruled that the U.S. Department of Agriculture lacked the authority under federal law to approve state requests to bar recipients of the Supplemental Nutrition Assistance Program, or SNAP, from using benefits to buy sugary foods and drinks. She sided with five plaintiffs who argued the restrictions would undermine their access to food.

    The USDA has approved “food restriction” waivers ⁠in 23 states allowing them to restrict SNAP participants from using their benefits to buy products such as soda and candy. Agriculture Secretary Brooke Rollins and Health and Human Services Secretary Robert F. Kennedy Jr. have endorsed the waivers as part of the “Make America Healthy Again” (MAHA) movement.

    SNAP, commonly known as the food stamp program, provides monthly benefits to 42 million low-income Americans, and is administered by the USDA in partnership with state governments.

    “The federal defendants and the states may have a genuine desire to improve the health of SNAP households by encouraging healthy choices at the store, and they can take lawful steps to meet those goals,” Jackson said. “But what they cannot do is violate the law and their own regulations along the way.”

    The USDA ⁠defended the policy and signaled it would continue pursuing restrictions on the use of SNAP benefits for certain foods.

    “The idea that taxpayer funds should not be used to purchase junk food should not be controversial,” a USDA spokesperson said in a statement. “USDA will not be backing down from the fight to Make America Healthy Again, including for families and communities reliant on SNAP.”

    The plaintiffs — who live ⁠in Colorado, Iowa, Nebraska, Tennessee and West Virginia — said in their March lawsuit that they or family members rely on the restricted foods to manage health conditions such as diabetes and allergies, or to obtain energy boosts needed to conduct their daily lives.

    They asked the court to block the restrictions in their respective states.

    “The court’s ruling is a major step in restoring essential food assistance to the millions of families that rely on SNAP nationwide,” said Katharine Deabler-Meadows, an attorney for the plaintiffs at the National Center for Law and Economic Justice.

    In Monday’s ruling, Jackson said the USDA could approve waivers only for limited purposes allowed under U.S. law such as improving the efficiency of the SNAP program.

    “Improving the health and diet of SNAP recipients is not included,” Jackson said.

    When it comes to the U.S. food supply, more voters prioritize protecting public health than lowering food prices, according to the latest Fox News Poll.

    The survey, released Monday, also finds broad voter support for key elements of the Make America Healthy Again (MAHA) movement, even as they give Health and Human Services Secretary Robert F. Kennedy Jr. negative job ratings.

    By a 16-point margin, voters prefer safeguarding public health (58%) more than lowering food prices (42%).

    That view crosses party lines, with majorities of Democrats (57%), Republicans (58%), and independents (62%) prioritizing health and well-being.

    MAHA was popularized by Kennedy during his 2024 presidential campaign and evolved into a national health-policy movement after he ended his bid and endorsed President Trump. Some of its goals include improving nutrition, eliminating harmful additives, and enhancing children’s health.

    Roughly 9 in 10 voters say it is extremely or very important for the government to focus on improving food safety (89% important), lowering food costs (88%), and expanding access to healthy foods (85%). About 8 in 10 consider limiting harmful additives (83% important) and increasing transparency in food labeling (81%) important. About 6 in 10 place the same emphasis on reducing vaping and nicotine use (63% important) or limiting screen time for children under age 16 (60%).

    Support for new food regulations is prevalent. More than 9 in 10 voters favor requiring clearer food labeling (91%), and almost as many (87%) support banning food additives that other countries have restricted because of health concerns.

    Smaller majorities support banning flavored nicotine products, including vapes and nicotine pouches (65% favor) and prohibiting children under 16 from using social media platforms (60%).

    Eliminating vaccine requirements is less popular, as fewer than 4 in 10 are in favor (36%) – although that number is up 10 points since December.

    Most policies enjoy widespread support across key demographics, except on vaccines where differences emerge.

    More Republicans (45%) than Democrats (25%) favor eliminating vaccine requirements in public schools by a 20-point margin (the only proposal where fewer than half of each group favor it), and more MAGA (53%) than non-MAGA Republicans (32%) support eliminating vaccines by 21 points.

    Men, Black voters, and voters under age 30 are more likely to favor eliminating vaccine requirements than women, White voters, and voters 65 and up.

    “If I were advising Republicans in state and local races in 2026, I would tell them to embrace key policy elements from the MAHA agenda,” says Republican pollster Daron Shaw who helps conduct the Fox News Poll alongside Democratic counterpart Chris Anderson. “Protecting Americans, especially children, from bad food, bad drugs, and bad apps is extremely popular, particularly with groups Republicans have struggled with lately.”

    Despite support for many MAHA priorities, Kennedy’s job rating remains underwater: 45% approve of his performance, while 54% disapprove. Those numbers are largely unchanged since last September.

    Fathers (54% approve) and voters under 30 (51%) also boost Kennedy’s ratings, with more than half approving of his job performance, higher than mothers (43% approve), non-parents (44%), and voters 65 and over (39%).

    A closer look at parents

    Mothers and fathers differ in food-policy priorities. More moms prioritize keeping food costs low by 2 points, while dads favor protecting public health by 16 points.

    Although parents and non-parents generally align on many MAHA-related issues, more dads than moms say it is important for the government to reduce screen time for children under 16 (68% vs. 47% important) and support banning children from social media platforms (67% vs. 59% favor).

    Dads are also more likely than moms to favor eliminating vaccine requirements (52% vs. 33% favor), and more parents support eliminating them than non-parents (42% vs. 34% favor).

    The generational divide

    Voters under age 30 favor prioritizing public health more than lower food costs by 8 points, but that gap widens to 44 points among voters 65 and over.

    On screen time, voters under 30 support banning children under 16 from social media by just 2 points, while that margin expands to 24 points among voters 65 and over.

    When it comes to vaccines, young voters oppose eliminating them by 10 points, compared to a large 57-point opposition among those 65 and up.

    Conducted June 12-15, 2026, under the direction of Beacon Research (D) and Shaw & Company Research (R), this Fox News survey includes interviews with a sample of 1,002 registered voters randomly selected from a national voter file. Respondents spoke with live interviewers on landlines (101) and cellphones (644) or completed the survey online after receiving a text (257). Results based on the full sample have a margin of sampling error of ±3 percentage points. Sampling error for results among subgroups is higher.     A rare bipartisan bill passed in the Senate on Monday aims to make it easier and more affordable for Americans to buy a home by boosting the nation’s housing supply.

    The 21st Century ROAD to Housing Act would restrict institutional investors from purchasing single-family homes, remove regulatory barriers to construction and take other steps to expand the availability of affordable housing.

    It now heads to the House for a final vote. President Trump is expected to sign the bill into law if it is approved. In a proclamation earlier this month, he urged Congress to pass the legislation, calling it “the most comprehensive and consequential housing legislation in the history of our country.”

    Mr. Trump also pushed for a ban on institutional investors scooping up single-family homes during his January State of the Union address.

    Along with the limit on investor ownership, the ROAD Act would seek to boost housing supply by establishing pre-approved home designs, streamlining environmental reviews and encouraging zoning reforms to accelerate homebuilding.

    Another provision would create a grant program, the Innovation Fund, that awards $200 million a year for five years to localities with a track record of increasing housing supply.

    The bill would also launch a pilot program to help local governments convert vacant commercial buildings into affordable housing; unlock more federal funding for the construction of factory-built homes; and eliminate a rule that requires homes to be built on a chassis, a steel framework used to transport them.

    Why have home prices soared?

    A major reason home prices have skyrocketed after crashing during the 2007-09 financial crisis is that housing demand across the U.S. has far outstripped supply.

    “There’s a general recognition that a big part of the reason why home sale prices and rents have gone up significantly is that we have under-built housing by millions of homes since the Great Recession,” said Dennis Shea, executive vice president at the Bipartisan Policy Center, a Washington, D.C., think tank that has expressed support for the ROAD Act.

    The median home price in the U.S. now hovers around $403,000, up 77% from roughly $227,000 in 2011, according to data from the Federal Reserve Bank of St. Louis. Americans need an annual household income of $116,780 to afford the average home, according to real estate firm Redfin.

    A provision in the bill would cap the number of single-family homes that institutional investors can buy across the U.S. at 350 properties. The goal is to restrict deep-pocketed investors, such as private equity firms and real estate investment trusts, from buying up vast swaths of residential real estate.

    During the 2007-08 housing crash, such investors capitalized on low-cost financing to hoover up thousands of foreclosed properties. Although that helped stabilize the housing market at the time, financial firms have continued to expand their holdings in the years that followed.

    However, investment firms whose residential real estate portfolios currently exceed the proposed 350-home limit would not be required to liquidate any properties if the bill becomes law.

    Investor ownership higher in some cities

    A Senate aide told CBS News that the proposed rules for institutional investors are aimed at curbing their control of the housing market, including in metro areas where investors have an outsized influence. The restrictions apply to existing single-family homes, not new construction, a carveout that preserves incentives for financial firms to invest in new housing construction, the staffer noted.

    As of 2025, larger institutional investors — those that own more than 1,000 homes — owned a combined 500,000 properties, accounting for 0.34% of U.S. housing stock and roughly 3% of the total single-family rental supply, according to analysts with BofA Global Research.

    Yet such investors are a much larger presence in some cities. In Jacksonville, Florida, for example, investors own more than 20% of single-family rental homes, according to a 2026 U.S. Government Accountability Office analysis. Between 2018 and 2024, Dallas and Phoenix each added at least 16,000 investor-owned homes, up 177% and 114%, respectively, over that period.

    Institutional investors “don’t own a large percentage of all the single-family homes in the United States, but it’s concentrated in certain communities throughout the country, and that’s the concern,” Shea said.

    Would limiting investors make a difference?

    The bill’s legislative backers tout it as an important step in addressing the critical shortage of affordable homes around the country.

    “This bill is the result of years of work to lower costs, expand housing supply, cut red tape, protect taxpayers and help more Americans achieve the dream of homeownership,” Sen. Tim Scott of South Carolina, one of the main architects of the bill, said in a statement last week.

    Experts are more tempered in assessing the bill’s potential impact. Daryl Fairweather, chief economist at the real estate firm Redfin, expressed doubt that the bill would meaningfully boost the nation’s housing supply, noting that investors could potentially skirt the ownership cap by breaking their holdings into smaller entities.

    “A lot of people think that if we get rid of private equity, there will be all these houses available for sale for first-time homebuyers,” she said. “But that’s not going to happen.”

    Yet Fairweather noted that the legislation could work to spur new home construction, potentially easing price pressures.

    “Developers, they focus on large single-family homes or small apartments and condos,” she said. “With these new incentives in the act, we should see developers building more of that missing middle housing like town homes, multi-family or smaller condo buildings,” she told CBS News.

    WASHINGTON, June 22 (Reuters) – The National Transportation Safety Board said on Monday it is opening ​an investigation into a near-miss incident that happened on Saturday between two passenger ‌jetliners at Boston Logan airport.

    The crew of a Delta Air Lines DAL.N Airbus A319 on Saturday performed a go-around as an American Airlines AAL.O Boeing 737-800 was departing from an ​intersecting runway, said the Federal Aviation Administration, which is also investigating.

    New York City Mayor Zohran Mamdani defended his criticism of AIPAC after Jewish leaders accused him of antisemitism.

    Mamdani faced scrutiny after describing groups who he said fund misleading political ads as “monsters” and denouncing the pro-Israel lobbying group.

    The mayor on Monday argued that AIPAC supports a status quo he called immoral and cited the death toll in Gaza despite a ceasefire.

    New York City Mayor Zohran Mamdani on Monday defended his remarks last week sharply denouncing the American Israel Public Affairs Committee after prominent Jewish leaders accused him of antisemitism.

    “When I am speaking about AIPAC, I’m speaking about an organization that has been supportive of the status quo, that has fought any attempt to actually deliver safety to people, not just in Palestine, but frankly, through much of the region, and it is a status quo for immorality,” Mamdani said during a press conference at City Hall, pointing to Israeli operations in Gaza. “And when it comes to the way in which they defend the status quo, oftentimes they defend it through direct contributions, as we are seeing right now in New York.”

    As Mamdani rallied with a slate of progressive challengers he has endorsed on Thursday, he described“monsters” that he said include “those who fund television ads that blanket the airwaves with misleading and bad faith attacks” against his three endorsed candidates. Mamdani then ripped into AIPAC, which has spent millions to boost pro-Israel candidates in congressional primaries this year, often by running ads that reference domestic issues rather than foreign policy.

    “They move millions in dark money to accomplish a single goal, to preserve their power, so that they can turn us against one another, instead of our leaders turning towards the moral change we all know to be necessary,” Mamdani said.

    According to Federal Election Commission filings, AIPAC’s super PAC, United Democracy Project, made two political contributions last month totaling over $600,000 to BOLD America, which has been funding ads in support of Rep. Adriano Espaillat – whom Mamdani-backed candidate Darializa Avila Chevalier is challenging in New York’s 13th District.

    CNN has reached out to AIPAC for comment.

    In the following days, the leaders of the Anti-Defamation League and the American Jewish Committee condemned Mamdani’s remarks, accusing Mamdani of using antisemitic tropes and warning of the dangers of such language coming from the mayor of the city with the largest Jewish population outside Israel.

    “Mayor Mamdani, referring to fellow New Yorkers as ‘monsters’ is outrageous and dangerous, and the impact of your words extends far beyond politics,” said Ted Deutch, the AJC’s CEO, in a post on X.

    New Jersey Rep. Josh Gottheimer, a Jewish Democrat, echoed those concerns on Sunday evening.

    “Swap ‘AIPAC’ for ‘Jews’ and it’s the oldest antisemitic conspiracy theory in the books,” Democratic Rep. Josh Gottheimer, said in a post on X. “That’s not criticizing a lobby. That’s laundering antisemitism from your podium as Mayor of a city with more than a million Jews. This bullshit is dangerous.”

    Mamdani stood by his remarks on Monday, noting the increasing death toll in Gaza despite a fragile, US-brokered ceasefire. According to the Palestinian Ministry of Health, Israeli strikes have killed more than 1,000 people in Gaza since the ceasefire went into effect in mid-October.

    “I think that it is important that when we ask ourselves how such death and destruction is happening overseas, we also name those who allow it to take place,” he told reporters.

    When pressed on his use of the term “monsters,” Mamdani said he was quoting Antonio Gramsci, the founder of the Italian Communist Party, as he condemned super PAC spending in several New York races.

    “I used the term to describe all those who are preventing the birth of a new world, not solely AIPAC, but frankly super PACs at large, who are spending millions of dollars in deceptive and misleading ads that are blanketing airwaves, not just in the case of Darializa Avila Chevalier, but also we see that kind of PAC spending when it comes to oppose Brad Lander, who’s running for Congress, as well as Claire Valdez, as well as a number of other races,” the mayor said.

    “And I also use the term to describe a politics that, for far too long, has asked working people to lower their expectations,” he continued. “My use of the term is a broad use that speaks to the untenable nature of a status quo that is quite literally starving people in the city, all in the name of sustaining something that we simply cannot defend any longer.”

    Lander has made Rep. Dan Goldman’s past support from AIPAC a key part of his campaign against the two-term incumbent, who declined to endorse Mamdani in either the primary or general election of last year’s mayoral race because he was concerned about the now-mayor’s stance on antisemitism.

    Avila Chevalier, meanwhile, has faced criticism for attending a pro-Palestinian rally the day after Hamas’ October 7, 2023, attack on Israel – where militants killed 1,200 people and took more than 250 hostages.

    Political leaders widely condemned the rally in the aftermath of the attack and Lander said earlier this month that he canceled his membership with the Democratic Socialists of America for promoting it.

    Accused by Espaillat of attending the rally to “celebrate the death of innocent people in Israel right after the attack,” Avila Chevalier pushed back at a debate earlier this month.

    “I would never celebrate the death of any human being,” she said. “I was there at that rally on October 8 because I remembered what happened in 2014 and I knew that the reaction would be an outsize reaction that would cause the deaths of thousands upon thousands of people. And that is what I was there to protest.”
