    After delays spurred by shock announcements from the Trump administration, Senate Republicans have officially launched their play to fund immigration enforcement.

    The upper chamber took the first step in the last leg of the process to advance a roughly $70 billion package to fund Immigration and Customs Enforcement (ICE) and Border Patrol after being derailed by the administration’s surprise “anti-weaponization” fund.

    It comes after uncertainty over whether acting Attorney General Todd Blanche’s testimony under oath that the administration was “not moving forward with the fund” would be enough to satisfy skeptical Republicans.

    Republican leaders hope that the unity on display Wednesday afternoon carries through the forthcoming “vote-a-rama,” where Democrats, and some Republicans, are considering several amendments to ensure that the nearly $2 billion fund is dead and never returns.

    Senate Majority Leader John Thune, R-S.D., acknowledged that there may be some Republicans who weren’t satisfied with Blanche’s testimony, and reiterated that the main goal was to “get the base bill across the finish line.”

    “Hopefully, all of our members who have amendment ideas will, as they think through that, and they have the opportunities to have conversations… about their ideas, keep in mind we need to keep the bill together and make sure we’ve got 50 votes for it,” Thune said.

    The fund, announced last month as part of a settlement between the Trump family and the Internal Revenue Service, received strong pushback from Republicans who feared that without proper guardrails, people convicted of assaulting police officers during the Jan. 6, 2021, riot on Capitol Hill could access the taxpayer funds.

    Republicans who were irate at the fund are still deciding whether they’ll support amendments, and beyond that, whether they will support final passage from the upper chamber.

    Sen. Thom Tillis, R-N.C., wanted a guarantee from leadership that his add-on to permanently kill any attempt at an “anti-weaponization” fund would at least get a vote. And if there’s no language that makes its way into the package that addresses the fund, he said, “It’s going to be hard for me to vote yes.”

    “I mean, I think we got to know this is a huge political liability,” Tillis told reporters. “I said it was stupid on stilts a week or two ago.”

    Senate Democrats intend to take advantage of any lingering fractures among Republicans with a plethora of amendments on the fund, along with other issues like the war in Iran and affordability.

    Senate Minority Leader Chuck Schumer, D-N.Y., said, “Whenever we go into a vote-a-rama, Democrats will be ready.”

    “Every vote, every amendment we bring to the floor will demonstrate that Democrats are standing up for the American people, and Republicans are selling out to Donald Trump,” Schumer said.

    Meanwhile, the “anti-weaponization” fund, along with scrapped funding for security upgrades to President Donald Trump’s ballroom, became a distraction from the reconciliation package’s primary purpose.

    Republicans turned to the process after congressional Democrats refused to fund immigration enforcement absent stringent reforms — that dispute led to the longest government shutdown in history.

    But the march to fund ICE and Border Patrol has been marred at times by infighting, either within the Senate GOP or with the administration, that has threatened to blow up the exercise.

    Senate Majority Whip John Barrasso, R-Wyo., said Republicans were “moving in the right direction,” despite the issues that have cropped up.

    “We need to get border security funded, we need to get Immigration and Customs Enforcement funded,” Barrasso said. “And the Democrats continue to stand — and I am sure they will today — stand with illegal immigrant criminals over the safety and security of the American people.”

    Washington — The House on Wednesday passed a measure that would force President Trump to end the war with Iran without congressional authorization, marking the first time the lower chamber has defied the White House on the conflict.

    The House voted 215 to 208 to approve the war powers resolution with the help of four Republicans. Democratic Rep. Jared Golden of Maine, who has voted against the three previous failed attempts, also dropped his opposition and voted for the measure, giving his party unanimity on the issue.

    Republican Reps. Thomas Massie of Kentucky, Brian Fitzpatrick of Pennsylvania, Tom Barrett of Michigan and Warren Davidson of Ohio voted with Democrats in favor of the measure.

    Democrats in the chamber erupted in applause after passage.

    The vote was supposed to take place before lawmakers left for the Memorial Day recess, but House GOP leaders abruptly pulled the vote when it became clear they did not have the numbers to block it. Several Republicans were absent and others were expected to support it.

    The Senate advanced a similar measure in May to rein in Mr. Trump on Iran after four Republicans joined all but one Democrat to push it forward. Three Republican absences also helped deliver the breakthrough after seven previous unsuccessful votes.

    But the Senate’s procedural vote was just the first step on the way to potential passage, and Republicans will have another opportunity to block it in the coming days.

    It’s unclear when they plan to vote on the House version. In a statement, House Democratic leaders called on Senate Republicans “to do the right thing.”

    Support for the war from some Republicans waned after the conflict passed a statutory 60-day deadline under the War Powers Resolution of 1973, which says the president must remove armed forces from hostilities if Congress has not authorized the war. The war passed the deadline on May 1, but the administration has argued that a fragile ceasefire stopped the clock in early April, though both sides have carried out attacks since then.

    The Trump administration has also argued the War Powers Resolution of 1973 is unconstitutional, though that theory has never been tested in court.

    Republicans who have voted in favor of limiting Mr. Trump’s military powers in Iran have been uncomfortable with the lack of congressional authorization on the war and a strategy to end it. Some fear the war’s unpopularity and the economic fallout could harm the GOP’s chances at keeping control of Congress after the midterm elections in November.

    GOP Rep. Ashley Hinson of Iowa, who is running for Senate, said in a private exchange at a campaign stop last week that the war could be a “political liability” if it continues beyond “the next couple of weeks,” according to audio obtained by CBS News.

    But Mr. Trump said last month he was in “no hurry” to make a deal with Iran ahead of the midterms.

    “Everybody’s saying, ‘Oh, the midterms, I’m in a hurry.’ I’m in no hurry,” he said.

    The resolution approved Wednesday was introduced in April by Rep. Gregory Meeks of New York, the top Democrat on the House Foreign Affairs Committee. It directs the president “to remove United States Armed Forces from hostilities with Iran,” unless Congress declares war or authorizes the use of military force.

    Rep. Brian Mast of Florida, the Republican chairman of the House Foreign Affairs Committee, earlier Wednesday called it a “stupid political vote” that “weakens the president’s hands as he’s negotiating with Iran.”

    After the vote, Meeks brushed off the assertion that the war powers votes have undercut the president during negotiations with Iran. When asked whether Democrats would keep forcing votes to end the Iran war, Meeks told reporters, “You can expect us to continue to do our jobs.”

    “We’re going to continue to do our constitutional responsibilities,” he said.

    Fitzpatrick, who also voted in favor of a war powers resolution in May, said, “The law is the law.”

    “We have to follow the law. There’s a law on the books,” Fitzpatrick said. “So you have two choices: You either follow the law or you change the law. You can’t violate the law. That’s not an option.”

    During floor debate on the measure on May 20, Democrats questioned why Republicans haven’t held a vote on an authorization for military force to provide Mr. Trump with legal guardrails for attacking Iran.

    “If my Republican colleagues believe this is justified, they should bring an AUMF to the floor,” Meeks said.

    There’s been little momentum so far behind an AUMF introduced by Barrett earlier in May.

    Rep. Kevin Kiley of California, an independent who caucuses with Republicans, argued there are “better tools” for Congress to assert its authority.

    “We actually have the ability to provide direction as to how funds should be used,” Kiley said, referring to Congress’ power of the purse. “I understand why people want to use whatever tools are available, but I believe that Congress should use those tools of congressional oversight and the powers we have under Article I that really have teeth here.”

    The expected arrival of El Niño in the next few months could trigger another mass coral bleaching event, just a year after the last one’s conclusion, the National Oceanic and Atmospheric Administration warned this week.

    This would mark the fifth global bleaching incident in recorded history if it comes to fruition, said NOAA, a U.S. federal agency that also conducts weather and climate research around the world. Its updated coral bleaching outlook, shared Tuesday, predicts that reefs are at a high risk of losing their colors this summer across much of the northern Pacific Ocean, including Hawaii. Reefs surrounding Florida and the Caribbean may face the same threats, the latest outlook said.

    Coral reefs are vital underwater ecosystems that broadly support marine life and provide habitats for approximately one-fourth of all marine species. The undue stress of higher ocean temperatures can cause them to deteriorate, stripping them of their pigments and turning them white.

    Visible bleaching has occurred often and at times infamously in recent decades, a pattern that many scientists attribute to climate change. Last October, researchers at the University of Exeter declared coral reefs the first environmental system on Earth to pass a climate “tipping point,” after years of repeated degradation.

    Derek Manzello, who coordinates the Coral Reef Watch program that produced NOAA’s bleaching outlook, said in a statement that tracking mass bleaching events is challenging because ongoing heat stress means they are more common now than ever before. But the onset of El Niño, which is associated with warmer ocean temperatures, indicates the next one may be happening soon.

    “We are now in the era where reefs will bleach on a near-annual basis, which means defining when global events begin and end is becoming increasingly difficult,” he said. “The plan moving forward is to rely on field bleaching observations to determine if and when global events are happening.”

    Research suggests the last global bleaching event — which impacted 84% of the world’s reefs, breaking records — ended halfway through 2025. If El Niño emerges as anticipated this summer, NOAA said coral bleaching could return in a big way between June and September.

    Scientists are fairly certain at this point that El Niño will arrive before the fall season begins, but they are still working to determine exactly when it will happen and how strong it will be. The stronger it is, the more likely it will prompt global coral bleaching, NOAA said, because global bleaching events have coincided with every strong El Niño since 1998.

    Heat stress has also become more severe and widespread, and sea surface temperatures are currently higher than they were during the first mass bleaching event almost three decades ago.

    Although the consequences of warming oceans on reef health have been well-documented, scientists also found coral to be resilient. During the record-breaking bleaching event that ocurred between 2024 and 2025, there were some reefs that resisted bleaching despite high ocean temperatures, NOAA said.

    Jennifer Koss, director of NOAA’s reef conservation program, said in a statement that the agency is studying “multiple aspects of heat tolerance in corals.”

    “This will help us better understand resilience in corals and improve coral restoration strategies and techniques across the nation,” she said.

    The Trump administration is rolling out what experts describe as the most significant expansion of U.S. sanctions on Cuba in decades.

    The administration is attempting what supporters say is the first broad application of Cuba-related secondary sanctions against foreign firms, aiming not only at Havana itself but also at foreign companies and banks that continue doing business with the island’s military-linked economic empire.

    The new framework, established under an executive order signed by President Donald Trump May 1, applies pressure beyond U.S. companies for the first time, threatening foreign firms with sanctions exposure if they continue operating in key sectors of the Cuban economy linked to Grupo de Administración Empresarial S.A., or GAESA.

    Supporters say the move closes a loophole that allowed foreign investors to sustain Cuba’s communist regime while the longstanding U.S. embargo largely restricted Americans.

    Critics argue the measures risk worsening an already severe humanitarian crisis on the island without meaningfully weakening the government.

    “At the top of the month, what the Trump administration did was for the first time extend the application of U.S. sanctions from just prohibiting trade between U.S. firms and U.S. persons and the Cuban island to third-party countries and enablers,” Max Meizlish, a former Treasury Department official now serving as a research fellow at the Foundation for Defense of Democracies, told Fox News Digital in an interview.

    “For the first time ever in a truly unprecedented fashion, that’s the same logic that the administration is now applying to Cuba,” he said.

    The sanctions focus heavily on GAESA, a sprawling military-linked conglomerate that analysts estimate controls between 40% and 70% of Cuba’s economy, including tourism, mining, retail, ports and financial services.

    A recent Foundation for Defense of Democracies report authored by Meizlish and Connor Pfeiffer argued that foreign companies doing business in Cuba are effectively helping sustain the regime’s military and political leadership.

    The State Department sanctioned GAESA and several affiliated entities in May under the new authorities, opening the door for potential penalties against foreign companies and financial institutions that continue dealings with them after a June 5 wind-down deadline.

    Meizlish argued previous sanctions regimes failed because they isolated American companies while allowing foreign actors to continue financing the Cuban state.

    “There’s a lot of Spanish firms, for instance, that have invested millions of dollars in luxury hotel properties, villa properties in Cuba that partner with GAESA, all funding this military enterprise at the expense of the Cuban people,” he said.

    He also pointed to Canadian involvement in Cuba’s nickel and cobalt sectors, saying foreign investment has generated “huge amounts of money for the regime.”

    “A lot of people think about the U.S. embargo over the years is actually being responsible for a lot of the problems on the Cuban island, but they don’t give consideration to the fact that GAESA, this newly sanctioned entity, has been sitting on an estimated $20 billion in assets and cash over the year while depriving the people of Cuba,” Meizlish told Fox News Digital.

    But critics of the policy warn the economic fallout could land hardest on ordinary Cubans.

    William LeoGrande, a longtime Cuba expert at American University, said the May 1 measures represent a major escalation because they specifically target foreign businesses rather than just Americans.

    LeoGrande said the new sanctions represent a major escalation because they extend beyond Americans and aim to deter foreign companies from doing business with GAESA by threatening sanctions exposure.

    LeoGrande acknowledged the measures could deprive the Cuban government of revenue but argued the broader population is likely to suffer most.

    “This would potentially deprive the Cuban government of funds, but the impact will fall mainly on ordinary citizens because it means the government has fewer resources to import food, medicine and fuel,” he said.

    The debate comes as Cuba faces its deepest economic and humanitarian crisis in years.

    The World Food Programme says food insecurity is worsening amid fuel shortages, inflation and declining access to imported goods, while U.N. officials have warned that electricity shortages and blackouts are disrupting hospitals, vaccination programs and food distribution networks across the island.

    LeoGrande also warned tougher sanctions could contribute to another migration crisis.

    “Another unintended effect is that by making living conditions in Cuba even more desperate, tougher sanctions could trigger a mass migration like we saw in 1980 or 1994,” LeoGrande said.

    On background, a U.S. official rejected arguments that American sanctions are responsible for Cuba’s humanitarian crisis.

    “The suffering of the Cuban people is not caused by the U.S. embargo but by the Cuban dictatorship’s failed Communist policies and human rights violations,” the official told Fox News Digital. “The embargo does not prohibit Cuba’s access to world markets or trade with third countries.”

    The official added that U.S. law explicitly permits exports of food, medicine and medical equipment to Cuba and accused the regime of hiding “billions in overseas bank accounts instead of investing in electricity, infrastructure and the daily needs of its people.”

    The debate mirrors longstanding arguments surrounding U.S. sanctions on countries like Iran and Venezuela, where supporters view economic pressure as a tool to weaken authoritarian governments while critics argue regimes often survive and civilians absorb the economic damage.

    Meizlish argued sanctions should not be judged simply by whether they immediately topple governments.

    “The problem isn’t that the embargo went too far,” he said. “It’s that it didn’t go far enough.”

    Eight bodies have been found in plastic bags in a southwestern narco-trafficking hotspot, where eight people went missing on Sunday, Ecuadoran police said Wednesday.

    “It has been confirmed that there are eight bodies” found on the outskirts of the town of Babahoyo, Col. Galo Munoz, the area’s police chief, told reporters.

    The discovery comes in the midst of a U.S.-backed military crackdown on the organized crime gangs that have transformed Ecuador from one of South America’s safest countries into one of its deadliest.

    Eight people, some of whom were related, disappeared on Sunday while traveling from Daule to Milagro, about 30 miles south of Babahoyo.

    Interior Minister John Reimberg said a note found at the scene suggested the victims, who had yet to be identified, were targeted by the Los Lobos gang, as part of its war with the rival Los Choneros outfit.

    Los Lobos (The Wolves) and Los Choneros (after the city of Chone) are among Ecuador’s main drug trafficking and extortion gangs, with ties to international cartels. In September, Los Lobos was designated a terrorist organization by the United States.

    Modesto Freire, the state prosecutor in Milagro, said two of the people reported missing were minors and, according to their families, they were farmers from Daule, a rice-growing region.

    Ecuador serves as a gateway to international markets for 70% of the cocaine from neighboring Colombia and Peru, the world’s leading producers of the drug.

    The fight for control of the drug trade has led to an explosion of violence, particularly around the port cities of Guayaquil and Manta, through which much of the drugs are smuggled.

    In January, police found the bodies of six young people who had gone for a motorbike ride in Santa Elena province, next to Guayas province, where Guayaquil is located.

    Ecuador recorded over 9,200 violent deaths last year — a record high.

    Right-wing President Daniel Noboa, a staunch ally of President Trump, has imposed curfews and deployed the military to several provinces to try to stamp out gang activity.

    American commandos recently joined Ecuadorian troops in a joint mission aimed at dismantling a suspected criminal hub operated by an alleged narco-terrorist organization along the country’s coast.

    In early March, the United States and Ecuador launched joint military operations against “designated terrorist organizations” in the country.

    Criminal gang violence continues unabated in Ecuador following the recapture in June 2025 of the country’s biggest drug lord, Adolfo Macías, who leads Los Choneros, after his escape from a maximum-security prison in 2024. In July 2025, the Ecuadoran government extradited Macías to the United States, where he faces multiple drug trafficking and firearms charges.

    U.S. Department of Homeland Security Secretary Markwayne Mullin announced on Wednesday the administration is on track to have the primary border wall, from the Pacific to the Gulf of America, completed by June 2027.

    He added all contracts will be out by the end of this month, noting the department is making “great progress.”

    Mullin’s comments came as he testified before the House Homeland Security Committee about his department’s 2027 fiscal year budget. He testified before the Senate Appropriations Committee Tuesday.

    However, Mullin clarified the primary wall is separate from the secondary wall.

    “The primary wall is the first wall up because of the way the cartels adjust… they’re thugs and they’re terrorists,” Mullin said. “We have to push out a secondary wall because they’ve been going in and cutting the wall, and before we can respond to some of these remote areas, they’ve been able to get through.”

    He said that every mile of fencing the department puts up, “the smaller the choke point gets for criminals to cross.”

    To combat the potential break-ins, Mullin said the secondary 150-foot walls will be placed in certain locations, in addition to a smart wall, which will tell the department how many people are there.

    “The smart wall is pretty impressive and we can put a drone in the sky and immediately keep eyes on them,” he said. “We’re well within track. The secondary wall — we feel like if we can continue to have the progress we have and the partnerships we’re having, we will probably complete that in the summer of 2028. All of it will be fully completed.”

    Mullin noted he has made multiple trips to oversee the wall construction and used aircraft to fly over “a tremendous amount of it.”

    “We have some Democrat members that have had some concerns — some Democrat senators, congressmen — every one we try to address immediately,” he said.

    Delta Air Lines ranked as the top U.S. airline in The Points Guy’s latest annual survey, which evaluated carriers on factors including reliability, customer experience, loyalty programs and cost.

    United Airlines and Southwest Airlines rounded out the top three in the travel site’s 2026 report.

    The Points Guy gave extra weight to the cost category in its 10th annual airline ranking, citing cost pressures due to the Iran war. Cost contributed 25% of an airline’s score this year, up from 20% in 2025. Rising jet fuel prices have prompted several airlines to hike ticket prices and baggage fees.

    Still, reliability carried the greatest weight at 30% of the score, while loyalty programs accounted for 25%. Travel experience made up the remaining 20%.

    How airlines stack up

    The Points Guy ranked eight airlines this year, down from 10 in years past. The site was originally planning to include Spirit Airlines, but dropped the carrier after the budget airline ceased operations earlier this month.

    Delta’s top ranking represents its eighth consecutive win in The Points Guy’s survey.

    Kelly told “CBS Mornings” that Delta’s continued success reflects strong employee satisfaction, which he said translates into a better passenger experience. This year, Delta provided $1.3 billion in profit sharing to its employees, or about 8.9% of its workers’ eligible annual earnings.

    “So when you fly Delta, there is a marked difference in the happiness of their employees, which I believe is attributed to that profit sharing,” he said. “And they’re generally very reliable.”

    United ranked highly with its loyalty program, including its strong frequent-flyer benefits. However, its poor track record with baggage prevented it from claiming the top spot, Kelly said. The airline had the highest rate of mishandled bags, the report said, citing data from the Department of Transportation.

    Despite scrapping their free checked bag policy last year, Southwest managed to clinch the No. 3 spot. “Southwest still is, relatively, when you look at fees, lower than most other airlines,” Kelly said, adding that they “run a tight operation.”

    Which airline offers the best deal?

    Frontier ranked No. 1 in terms of offering the most affordable ticket prices, according to the analysis. Spirit would have been a close second, The Points Guy said.

    Delta and United ranked the worst when it came to affordability.

    Kelly recommended using AI tools to find cheaper fares. One such tool is Autopilot, which tracks ticket fares and helps customers get a credit if the price drops after they book.

    Other tools include Junova, PAiback and JetBack. Google Flights can also help people traveling to Europe lock in deals, so long as they’re willing to be flexible, Kelly said.

    “When you go to Google flights, you can put in your home airport on the explore map and put in Europe, the Caribbean, wherever you want to go,” he said. “It’ll show you a map of Europe and all the cheapest flights.”

    A Virginia woman who says she slipped and fell on mashed potatoes at an Outback Steakhouse is suing the restaurant chain for $1.5 million.

    Tracy Renshaw, 56, alleges she experienced serious and lasting injuries from the incident, which took place at a Sterling, Virginia, location in May 2023. Her lawsuit, which moved to federal court last month after earlier filing in Loudoun County Circuit Court, claims the restaurant chain is at fault because it failed to maintain a safe environment for its customers.

    Renshaw alleges she was on her way to use the restroom when she stepped on a slippery substance, which the lawsuit says appeared to be mashed potatoes, causing her to fall and land face-first on the restaurant’s hard floor.

    Outback Steakhouse did not immediately respond to CBS News’ request for comment.

    She claims the restaurant failed to warn customers about the fall hazard and that the spilled food remained on the floor for too long, creating “unreasonably dangerous” conditions for diners.

    The chain “breached their duties of care and were negligent in that they allowed a slippery foreign substance to remain on the floor, failed to remove the foreign substance within a reasonable amount of time” and failed to warn customers about the spill, the lawsuit alleges.

    Renshaw claims she has experienced significant pain and medical costs, and that injuries related to the accident have reduced her ability to work.
