    Washington— Federal prosecutors in Florida on Wednesday unsealed an indictment charging former Cuban leader Raúl Castro and five others in connection with the Cuban military’s fatal downing of two planes 30 years ago, with officials unveiling the charges at a press conference in Miami.

    The federal criminal charges against the 94-year-old Castro — brother of the late Fidel Castro and widely seen as one of Cuba’s most powerful figures — mark an escalation in the Trump administration’s pressure campaign against the Cuban government. Castro served as president of Cuba from 2008 to 2018 and as the top official of the country’s Communist Party from 2011 to 2021.

    CBS News was first to report that the U.S. was preparing to indict Castro.

    Castro was indicted in Miami on April 23 on one count of conspiracy to kill U.S. nationals, four counts of murder and two counts of destruction of aircraft. A judge granted prosecutors’ request to unseal the 20-page indictment on Wednesday.

    The charges focus on the Cuban air force’s decision to shoot down two civilian planes flown by Florida-based exile group Brothers to the Rescue in February 1996, killing four people. The indictment says the planes were outside of Cuban airspace at the time of the shootdown.

    The other five named defendants are identified as Cuban fighter pilots, including one who was initially charged in connection with the shootdown more than two decades ago.

    “For nearly 30 years, the families of four murdered Americans have waited for justice,” acting Attorney General Todd Blanche said at the news conference. “My message today is clear: The United States and President Trump does not and will not forget its citizens.”

    Indictment of Raúl Castro

    It’s not clear whether Castro will ever stand trial, since Cuba does not extradite people to the United States. Former Venezuelan leader Nicolás Maduro was indicted on drug charges in 2020. Earlier this year, he was captured by U.S. forces and flown to New York for trial, a daring operation that led to the installation of an interim leader who is now working closely with the U.S.

    Asked by reporters how Castro might be brought to the U.S. to face trial, Blanche did not offer any details, but said “this isn’t a show indictment” and that the Justice Department intends to try the case. He said “there’s all kinds of different ways” to bring in defendants who are located in other countries.

    The indictment alleges that Castro — who led Cuba’s armed forces at the time — “met with military leaders and authorized them to use decisive and deadly action” against Brothers to the Rescue planes in January 1996, following several earlier rounds of flights by the group to drop leaflets.

    “All orders to kill by the Cuban military traveled through [the armed forces’] chain of command with [Raúl Castro] and Fidel Castro as the final decision makers,” prosecutors said.

    The indictment also alleges that Cuba’s intelligence agency tasked a network of spies in Florida with informing on Brothers to the Rescue. Several members of that spy ring were charged more than two decades ago, including one man who was convicted of murder conspiracy in connection with the 1996 shootdown.

    The indictment offers sweeping criticism of the Cuban regime.

    “The Castro Regime established and maintained control over Cuba and her people through a reign that eliminated dissent, preserved their power, territory, and reputations, and, through expropriation and nationalization of private business, funded those objectives,” the indictment reads.

    Brothers to the Rescue planes shot down

    The 1996 incident involved a Cuban MiG-29 fighter jet that shot down two Cessnas operated by Brothers to the Rescue, which searched for Cubans seeking to flee the island nation in rafts. Three U.S. citizens and one green-card holder aboard the planes were killed.

    The United Nations’ International Civil Aviation Organization found that the planes were flying outside Cuban airspace when they were shot down, which Cuba denies. The organization also said Cuban authorities did not make any attempt to deal with the planes through some other means, including contacting them over the radio or guiding them out of the area.

    The shootdown was met with outrage. The Organization of American States alleged Cuba violated international law, and then-President Bill Clinton condemned it “in the strongest possible terms.” Congress reacted by tightening U.S. sanctions on Cuba.

    The Cuban government denied wrongdoing, insisting the planes had entered Cuban airspace. Cuba accused Brothers to the Rescue members of repeatedly violating Cuban airspace to drop leaflets, and claimed the group had planned to sabotage Cuban infrastructure.

    On Tuesday night, Cuba’s top diplomat Lianys Torres Rivera posted on social media a link to the declassified FAA records from 1996 in which U.S. officials foresaw a “worst case scenario that one of these days the Cubans will shoot down one of these planes and the FAA better have all its ducks in a row.”

    At the time of the shootdown, Raúl Castro was the country’s defense minister, and the indictment alleges he authorized force against Brothers to the Rescue. In a 1996 interview with “CBS Evening News” anchor Dan Rather, then-Cuban President Fidel Castro acknowledged that he issued “general orders” to stop planes from encroaching on the country.

    In addition to Castro, the indictment charges one of the fighter pilots who allegedly shot down the two planes, Lorenzo Alberto Perez-Perez, with conspiracy, murder and destruction of aircraft. Perez-Perez was previously indicted for the incident in 2003, along with the other pilot on his MiG-29 and the now-deceased former head of Cuba’s air force. The case was never tried.

    Four other fighter pilots were charged with conspiracy in the new indictment. They were accused of engaging in “training missions using Cuban military aircraft to find, track, pursue, and intercept small, civilian aircraft off the coast of Cuba” in the lead-up to the Brothers to the Rescue incident.

    The indictment also describes an extensive effort by the Cuban government to infiltrate Brothers to the Rescue and gather information on the group’s flights, deploying a web of spies known as the Wasp Network.

    That spying effort — known as Operation Scorpion — allegedly involved an accused Cuban double agent named Juan Pablo Roque, who defected to the U.S. in the early 1990s but returned to Cuba one day before the flights were shot down. The indictment alleges that Roque “falsely informed the FBI that [Brothers to the Rescue] would not be flying during the weekend of February 24, 1996.” It also says Cuban intelligence officials told Roque and one other person not to fly with Brothers to the Rescue on the weekend of the shootdown.

    Roque, who died last year, denied serving as a Cuban spy.

    Several members of the spy ring were convicted in federal court more than a decade ago, including alleged leader Gerardo Hernandez, who was sentenced to life in prison for murder conspiracy in connection with the shootdown. Hernandez returned to Cuba in a 2014 prisoner swap.

    What’s next for Cuba-U.S. relations?

    Now, with the indictment of Raúl Castro, prosecutors are charging a figure who has held senior roles in Cuba since his brother Fidel overthrew the country’s U.S.-backed leader in 1959. Raúl succeeded his brother as head of Cuba’s Communist Party in 2011. He stepped down as party leader a decade later, but he has remained influential, and his grandson — often known as “Raulito” — is a key point of contact with U.S. officials.

    The indictment comes after months of tensions between the U.S. and Cuba. The Trump administration has threatened steep tariffs against any country that ships oil to Cuba, leading to widespread energy shortages and electrical grid failures on the island.

    Meanwhile, the U.S. attorney in Miami launched an initiative earlier this year to look into prosecuting Cuban leaders, including for economic, drug, immigration and violent crimes.

    Secretary of State Marco Rubio has argued that Cuba needs to make sweeping economic and political reforms, and suggested the existing Cuban regime — which he says is led by “incompetent, senile men” — needs to change. Hours after Maduro’s capture, Rubio pointed to Cuba’s reliance on Venezuela and told reporters: “If I lived in Havana and I was in the government, I would be concerned, at least a little bit.”

    In a video message posted online Wednesday morning, Rubio urged the people of Cuba to choose “a new path.” Meanwhile, Cuba’s deputy foreign minister Carlos F. de Cossio posted on social media early Wednesday that Rubio “lies” about Cuba because he “knows full well that there is no excuse for such a cruel and ruthless aggression.”

    President Trump has not ruled out military action, saying at various points that he is interested in a “friendly takeover” of Cuba and that the country could be “next” after the U.S.’ war with Iran. Mr. Trump has also suggested he’s open to negotiation.

    “Cuba is asking for help, and we are going to talk!!!” he wrote in a Truth Social post last week.

    Despite the tensions, American officials have visited Havana for talks at least twice this year, with CIA Director John Ratcliffe meeting with Raúl Castro’s grandson last week. The administration also separately offered Cuba $100 million in humanitarian aid.

    A CIA official said Ratcliffe told Cuban leaders the Trump administration was offering “a genuine opportunity for collaboration” and a chance to stabilize Cuba’s struggling economy. But Ratcliffe warned, the official added, that the opportunity would not remain open indefinitely and the administration would enforce “red lines” if necessary.

    The House passed a sweeping housing bill backed by President Donald Trump on Wednesday, handing Republicans a potential affordability win ahead of November’s midterms.

    Lawmakers voted overwhelmingly 396-13 to send the bipartisan measure aimed at boosting housing supply and homeownership to the Senate, where it will need final sign-off before being signed into law by the president.

    “The White House supports the House’s housing bill thanks to the changes that were made,” a White House official told Fox News Digital.

    The president’s support is a major victory for House GOP leadership, who defied a pressure campaign from the Senate to pass the upper chamber’s rival housing bill without any changes.

    The amended House bill’s future remains uncertain in the Senate, where it will need to overcome a 60-vote threshold and potential frustration over the lower chamber’s modifications.

    The final House bill struck out a controversial provision in the Senate-passed measure that required single-family homes owned by large investors for the purpose of renting to be sold off within seven years.

    Critics argued the measure could reduce housing supply and would hurt the build-to-rent industry, which provides rental options for Americans priced out of homeownership.

    The package preserved a ban on large institutional investors from buying new single-family homes. That provision is a top priority of the Trump administration, as well as leading progressives, such as Sen. Elizabeth Warren, D-Mass., who argues it would help individual homebuyers compete with well-funded investors.

    Large institutional investors own just a sliver of the nation’s housing stock.

    Seven in 10 voters said they would support a ban on large investors owning more than 350 homes from purchasing more, according to a May survey commissioned by the Bipartisan Policy Center. Support dipped among some supporters when respondents were told the provision could reduce the supply of rental homes.

    “This bill prioritizes American families by expanding homeownership, enhancing affordability, reducing burdensome regulations that drive up costs, and increasing housing supply nationwide,” House Financial Services Chairman French Hill, R-Ark., said in a statement. “Importantly, it delivers on President Trump’s call to limit institutional investors from competing with the American people as they seek to purchase a home.”

    Thirteen conservative lawmakers associated with the House Freedom Caucus voted against the bipartisan housing measure over concerns about language temporarily banning CBDCs, which they argue would open the door to unchecked financial surveillance.

    GOP privacy hawks have long pushed for a permanent ban and have argued that a short-term prohibition would permit the Federal Reserve to issue a digital token after it expires in 2030.

    “A temporary ban is the worst of both worlds: political cover today, a clear runway tomorrow,” Rep. Warren Davidson, R-Ohio, wrote in an op-ed for The Washington Reporter this week. “Make it permanent, or take it out.”

    GOP leadership has pointed to the housing bill as part of Republicans’ broader push to address cost-of-living issues ahead of the midterm elections.

    “Increased housing costs and lack of quality supply are two issues that impact nearly every American family,” House Speaker Mike Johnson, R-La., said at a news conference on Wednesday, adding that the House measure is a “strong bipartisan package that will put more American families into homes.”

    “This is something that every American in this country is going to be happy to see, to have lower housing costs,” House Majority Leader Steve Scalise, R-La., said.

    A former managing assistant US attorney in the Southern District of Florida has been charged with emailing herself the most sought-after, confidential Justice Department records in special counsel Jack Smith’s investigation of President Donald Trump, masquerading them as dessert recipes.

    Carmen Mercedes Lineberger, 62, was charged with two counts of theft of government money or property, valued less than $1,000. She entered a plea of not guilty on Wednesday.

    Prosecutors allege Lineberger received an email on her Justice Department account in January 2025 with copies of a report entitled “Volume II Report” that was related to a pending investigation. The Volume II report was the final finding of Smith’s investigation of Trump and his alleged mishandling of classified documents.

    Lineberger was in a supervisory role in the Southern District of Florida US Attorney’s Office, based in Fort Pierce, during the time of the investigation and prosecution of Trump.

    While she was not on the special counsel team, the US Attorney’s Office played a supporting role to some parts of Smith’s work, including before the special counsel was appointed and Trump’s personal area of his Mar-a-Lago resort were searched in 2022.

    The Justice Department alleges that in September 2025, Lineberger compiled portions of an internal DOJ memorandum and transmitted messages she received on her government email account to her personal Hotmail email account, with the subject line “chocolate cake recipe.”

    Lineberger is also accused of accessing the email she received earlier in the year with the Volume II Report in December 2025, and sharing it to her personal Gmail account with the file renamed “Bundt_Cake_Recipe.pdf”

    District Judge Aileen Cannon barred the release of Volume II in February 2026. She wrote in a 15-page ruling that is was “not customary” for a prosecutor to release findings publicly for a case that was dismissed. Cannon had tossed the case against Trump before he was re-elected to a second term, citing that the appointment of Smith as a special counsel was unconstitutional.

    The indictment mentions that Cannon issued an order on January 2025 regarding the report that prohibited any Justice Department official from “releasing, sharing or transmitting” the report outside of the department.

    Top Trump Justice Department officials, who were Trump’s personal attorneys on the classified documents case, and lawyers for his two codefendants have argued that Smith’s filings should never be released and were invalid.

    If convicted, Lineberger could face up to 20 years in prison.

    Two police officers who defended the U.S. Capitol during the Jan. 6, 2021, riot filed a federal lawsuit Wednesday seeking to block the Trump administration’s nearly $1.8 billion fund to compensate people who claim they were targets of a “weaponized” legal system.

    Harry Dunn, who retired from the Capitol Police, and Daniel Hodges, a D.C. police officer, said in their lawsuit that the Justice Department’s new fund could enrich the far-right extremists who led the attack on the Capitol and embolden those who commit violence in President Donald Trump’s name.

    The use of taxpayer money to fund those payments would represent “the most brazen act of presidential corruption this century,” attorneys for Dunn and Hodges said.

    The lawsuit, filed in U.S. District Court in D.C., is the first known legal challenge to the “Anti-Weaponization Fund” announced this week by acting attorney general Todd Blanche. No funds have yet been disbursed.

    In an unusual move, Trump agreed to drop a $10 billion lawsuit he had filed against the IRS over the 2019 leak of his confidential tax records, and in exchange, his administration agreed to establish a $1.776 billion fund to pay applicants who can show they were improperly investigated or prosecuted.

    Trump has long claimed that he, along with allies and supporters, have been wronged by Democratic administrations. Under the settlement, the president and his family cannot receive payments.

    A five-member commission that Blanche has yet to appoint would set the criteria for the awards and distribute them to eligible applicants. The $1.776 billion would be drawn from the Judgment Fund, which Congress created in 1956 to cover the cost of legal settlements or court judgments involving the U.S. government.

    The settlement — which includes a provision that forever bars the IRS from pursuing unpaid-tax claims against Trump, his family or businesses that predated the agreement — has drawn bipartisan concern. Critics described it as the latest step in Trump’s quest to rewrite the violent history of the Jan. 6 attack.

    The Capitol riot followed a rally where Trump repeated his false claims that he had defeated Joe Biden in the 2020 presidential election. A mob stormed and breached the Capitol, forcing lawmakers to evacuate and delaying the certification of Biden’s victory for hours. More than 140 police officers were injured, including Hodges, and the Justice Department has said the attack caused millions of dollars in damage.

    In the aftermath, the Justice Department launched the largest investigation in its history. More than 1,500 people were charged in connection with the attack. Trump has pardoned all of them or commuted their prison sentences.

    Dunn and Hodges argue in the lawsuit that the Justice Department’s move to potentially hand out reparations to hundreds of rioters violates the Constitution and several federal statutes. The 14th Amendment says “neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States.”

    A federal judge in Florida who had been handling Trump’s lawsuit against the IRS had asked his personal attorneys, government officials and a group of independent, court-appointed lawyers to file legal briefs on whether the case could proceed despite the fact that the IRS works for the president. Usually, federal lawsuits can proceed only if the parties are adversarial to each other.

    The Justice Department’s brief was due Wednesday, but it was not filed. The case ended abruptly Monday when Blanche announced the settlement with Trump. Federal law prohibits using the Judgment Fund for “sham” cases that would not lead to a court-approved monetary judgment, the attorneys for Dunn and Hodges argued.

    “The Fund’s mere existence sends a clear and chilling message: those who enact violence in President Trump’s name will not just avoid punishment, they will be rewarded with riches,” the lawsuit says. “That message, by itself, substantially increases the already sizeable risk of vigilante violence Dunn and Hodges face on a near-daily basis. And it encourages those who are harassing Dunn and Hodges, and sending them death threats, to up the ante.”

    The Justice Department did not immediately respond to a request for comment on the lawsuit.

    In Capitol Hill testimony Wednesday, Blanche refused to rule out the possibility that people convicted of violent attacks on police officers during the riot could receive payouts through the fund.

    “As was made plain yesterday, anybody in this country is eligible to apply if they believe they were a victim of weaponization,” Blanche said. He added: “It’s not limited to Republicans. It’s not limited to the Biden weaponization. It’s not limited in any way, scope or form to January 6.”

    Still, several Jan. 6 defendants have hailed the fund’s announcement as a positive sign that the Trump administration is finally willing to engage with claims they’ve filed against the government over their prosecutions.

    The Proud Boys, one of the extremist groups leading the riots, already was seeking $100 million in damages over its alleged “political persecution” before the new fund was announced. Hundreds of individual rioters had filed claims against the federal government for alleged property damage and personal injury.

    “There’s no amount of money that will make their lives whole,” Mark McCloskey, an attorney representing several of the defendants who filed compensation claims before the fund’s announcement. “But they’re hopeful this process will give them a start.”

    Judge orders White House staff to comply with presidential records law that DOJ calls unconstitutional

    Washington — A federal judge on Wednesday ordered White House staff and President Trump’s top advisers to comply with a law that requires certain presidential records to be preserved.

    In a 54-page decision, U.S. District Judge John Bates granted a preliminary injunction that requires most White House employees to preserve presidential and vice presidential records covered by the Presidential Records Act. The 1978 law was enacted in the wake of the Watergate scandal and established public ownership of presidential records.

    Among those who must comply with Bates’ order are White House chief of staff Susie Wiles, deputy chief of staff Stephen Miller, the National Security Council, Council of Economic Advisers and employees working within the Executive Office of the President. Mr. Trump and Vice President JD Vance are not covered by the judge’s directive. The injunction takes effect at 9 a.m. on May 26.

    The decision stems from a memorandum opinion issued by the Justice Department’s Office of Legal Counsel last month that claimed the Presidential Records Act is unconstitutional because it exceeds Congress’ power. The office said Mr. Trump therefore didn’t need to comply with it.

    Two historical and government oversight groups, the American Historical Association and American Oversight, as well as the Freedom of the Press Foundation, sued to invalidate the Justice Department’s opinion. They asked the judge to order White House officials to comply with the Presidential Records Act and preserve records.

    In his decision granting that request for relief, the judge wrote that the Presidential Records Act is “likely constitutional,” splitting from the Justice Department’s determination.

    “To adopt the government’s position that the Act is unconstitutional would disable Congress and future Presidents from reflecting on experience, in defiance of the very words engraved on the National Archives Building in Washington: ‘What is past is prologue,’” Bates wrote. “And while the presidency is a singularly important institution, that gravity does not free it from modest constraint. Quite the opposite. Each branch of government derives its authority from the trust placed in it by the People, and Congress has validly determined that this Act helps to maintain that trust by shining some light on the activities of the President and his aides.”

    The judge noted that there has not been another Watergate-level scandal since President Richard Nixon, which “suggests that the sunshine disinfectant of the Records Act is working as intended.”

    “It is not for this Court, the Office of Legal Counsel, or the White House to second guess Congress’s lawful determination — made pursuant to at least two different enumerated powers — that citizens ought eventually to have access to these records of presidential activities carried out in their name,” Bates wrote.

    The plaintiffs cheered the decision granting them emergency relief.

    “Today’s ruling is an important victory for presidential accountability and for affirming what decades of law and practice already established — the constitutionality of the Presidential Records Act,” Chioma Chukwu, executive director of American Oversight, said in a statement. “The court recognized the serious danger posed by the administration’s attempt to cast aside longstanding federal law governing presidential records and replace it with a system dependent largely on presidential discretion and public trust.”

    Enacted four years after Nixon’s resignation, the Presidential Records Act established that presidential records belong to the U.S. government, not the president personally, and must be preserved. The law requires most of a president’s documents to be turned over to the National Archives and Records Administration at the end of an administration and lays out requirements for the maintenance, access and preservation of information during and after a presidency.

    The law governs the records of the president, vice president and certain parts of the Executive Office of the President, such as the National Security Council. The president’s personal records, which are those of a “purely private or nonpublic character,” are excluded from the Presidential Records Act.

    In their lawsuit, the American Historical Association, the largest membership association of historians in the world, and American Oversight, a nonprofit government watchdog group, warned there was “strong reason” to believe Mr. Trump would attempt to keep presidential records when his term ends in January 2029.

    The groups pointed to his decision at the end of his first term in early 2021 to hold onto 15 boxes of records, which the Archives fought for months to get back. The boxes contained thousands of documents, some of which were marked classified, and Mr. Trump claimed the Presidential Records Act allowed him to keep the records.

    He was later indicted by former special counsel Jack Smith on more than three dozen charges for alleged mishandling of classified records, but the case ended after Mr. Trump was reelected in 2024.

    The Justice Department did not immediately respond to a request for comment on the judge’s ruling.

    马来西亚电讯公司(简称马电讯)的美国子公司三名前高层,由于挪用2000万美元(约2560万新元),遭美国司法部提控。

    据外电报道,纽约南区联邦检察官办公室星期三(5月20日)发文告说,三人被控多年来透过伪造文件、虚报交易及冒名操作挪用公司资金,甚至涉嫌利用人工智能(AI)生成冒充者欺骗公司的人力资源部门。

    文告指出,三名被告包括马国公民莫哈末哈菲兹洛曼和莫哈末尤再米,以及越南公民阮清商。他们涉嫌共谋电信诈骗、电信诈骗和严重盗窃身分。“联邦检察官数周前收到相关公司主动投报,并在星期三提控三人。”

    文告说,三人被控2020年7月至2026年2月在马电讯(美国)公司任职期间,多次透过虚假陈述及伪造记录,从公司挪走资金,并欺骗美国的交易伙伴、供应商、审计师及他们的直属上司。

    欧洲议会和欧盟理事会代表星期三就欧盟-美国贸易协议相关立法提案达成一致,同意对美国输欧产品实施关税优惠措施,同时强化相关保障机制以维护欧盟及其成员国利益。

    综合新华社和法新社报道,欧洲议会星期三(5月20日)在一份声明中说,欧洲议会与欧盟理事会就欧盟-美国贸易协议的立法文本达成临时协议,在欧盟委员会原提案基础上强化多项条款,以应对欧美贸易关系中的不确定性,并加强对欧盟产业、农业及中小企业的保护。

    德国总理默茨说,这是个“好消息”,并指这表明欧盟正在“履行承诺”,并为欧洲企业带来“安全与稳定”。
