    中国就日本与菲律宾即将举行的海域划界谈判向两国发出法律警告,指该谈判构成“国际不法行为”。此举凸显北京正加大力度向华盛顿的这两个关键区域盟友施压,以应对日菲试图抗衡中国在海上强势姿态的举措。

    中国自然资源部下属机构“中国海洋发展战略研究所”星期四(7月2日)发布《关于日菲宣布启动双边海域划界的法律评论》。报告指出,日菲谈判未与中国协商,无视区域特定地理情况,违背国际法上主权平等、善意原则以及合作与克制义务,构成国际不法行为。

    Washington — Sen. Mitch McConnell remains in the hospital and “continues to improve,” a spokesperson for the Kentucky Republican said in a statement Thursday, just over two weeks after he was initially hospitalized.

    McConnell was hospitalized on June 14. On the same day, emergency medical personnel went to his home to respond to an unconscious person, according to a public EMS dispatch call reviewed by CBS News this week.

    During the call, a dispatcher called in a “cardiac arrest” and a medic said there was “CPR in progress” at McConnell’s address. The dispatcher also said somebody was “unconscious.” The senator’s name is not mentioned during the EMS call, and CBS News has not confirmed the identity of the unconscious person.

    McConnell’s team has not confirmed that the dispatch call was about the senator or provided more information about why he was admitted to the hospital.

    “Senator McConnell appreciates the outpouring of support he’s receiving while he continues his recovery in the hospital,” the spokesperson said in a statement Thursday. “The Senator continues to improve, and is working closely with his staff on Kentucky and Senate matters while the Senate is out of session.”

    McConnell, a childhood polio survivor, has faced several health scares in recent years. In a May 19 committee hearing, the 84-year-old was seen with a bandage around his hand. In February, McConnell spent more than a week in the hospital after he checked himself in for “flu-like symptoms.”

    In 2023, he was hospitalized with a concussion after a fall and later appeared to freeze in two separate instances. He suffered minor injuries in 2024 after another fall.

    In a June 30 letter denying the unit’s annual recertification, Health and Human Services Office of Inspector General (OIG) officials concluded that New York’s Medicaid Fraud Control Unit had become the lowest-performing large state unit in the nation for criminal Medicaid fraud enforcement despite receiving roughly $60 million annually in federal funding and employing more than 270 staff members.

    Sarcone noted that the New York MFCU averaged just nine criminal indictments a year between 2021 and 2025, compared with more than 100 annually during the three years preceding James’ tenure.

    “Public benefits fraud and Medicaid fraud did not abruptly stop in 2019,” Sarcone added. “Instead, under the failed leadership of AG James, criminal Medicaid fraud in New York State has been ignored.”

    The suspension took effect July 1 and remains in effect through Sept. 30 unless New York completes a series of corrective actions ordered by HHS, including reducing case backlogs, increasing criminal indictments and improving coordination with federal investigators. If those deficiencies are not corrected, the Office of Inspector General warned New York it could lose its federal Medicaid Fraud Control Unit grant for fiscal year 2027.

    The Trump administration is planning for an increase in worksite immigration enforcement operations, with multiple federal agencies involved in determining how to boost the number of arrests and placate the president’s base, according to five sources familiar with the discussions.

    Administration officials say that criminal investigations have been ongoing and that any additional enforcement measures would stem from those probes. A Homeland Security spokesperson told CNN there has been an “increase in criminal investigations targeting fraud.”

    The internal effort comes as the administration has tried to balance carrying out a historic number of deportations without agitating key industries — from manufacturing to construction to agriculture — or unsettling a fragile economy.

    The Department of Homeland Security has previously sent mixed messages on conducting raids at worksite locations. Last year, an immigration raid at a Hyundai plant in Georgia kicked off a diplomatic spat between the United States and South Korea.

    Immigration hardliners argue worksite enforcement is necessary to achieve the president’s broader immigration agenda.

    “The reality is worksite enforcement isn’t happening and without that the numbers won’t hit the needed levels,” an administration official told CNN, referring to the state of play.

    Officials from various federal agencies, including the Justice Department and the Department of Homeland Security, have been in ongoing discussions to put together a strategy tackling worksite enforcement, three of the sources told CNN.

    Part of that plan, so far, involves educating employers on hiring responsibilities, as well as conducting immigration arrests at worksites involved in criminal activity, one of the sources said. Sources cautioned that plans are still fluid and can change.

    “This isn’t a new policy,” a White House official told CNN. “The administration has been conducting criminal investigations into a host of violations since the start of the administration into items like welfare fraud, benefit fraud, identity theft, and more.”

    “These investigations are criminal in nature. If investigations require law enforcement action to stop those who are breaking the law, the Trump administration will enforce the law,” the official added.

    It can take months, if not years, to prepare for a worksite operation, which is often based on an ongoing criminal investigation. ICE Homeland Security Investigations will generally serve notice of intent to audit a company’s immigration paperwork; perform that audit; and, if issues arise, kick off a criminal investigation.

    “They’re hard because it’s mountains of paperwork and it requires a lot of analysis and due diligence to put it together to prove culpability,” a former DHS official told CNN, referring to worksite operations. “It takes quite a bit of effort.”

    Immigration hardliners and allies of the president have long been urging the administration to do more on worksite enforcement, seeing it as a way to deport a large swath of undocumented immigrants beyond those who are public safety or national security threats and penalize the employers who hire them.

    “The administration is going to face with a test — are they going to pass the test or not?” said Mark Krikorian, director of the Center for Immigration Studies, which advocates for limited immigration. “The test is whether they’re going to significantly step up job-related enforcement. That’s not just raiding worksites. That’s got to be part of it, but all the other stuff like paperwork enforcement.”

    That includes putting employers on notice, he said.

    The worksite push comes as the administration is also increasing its overall arrest effort. In recent days, ICE has stepped up immigration arrests, taking around 2,000 people into custody daily on average, up from previous months— a target that officials want to sustain. Last year, White House deputy chief of staff Stephen Miller directed ICE officials to meet daily quotas of 3,000 immigration arrests — an unprecedented number that the agency struggled to meet.

    “We’re seeing our arrest numbers come up. We’re seeing our deportation numbers continue to increase. Right now, we’re deporting on average over 3,000 individuals — actually, the average has been, for several weeks now, over 3,200 individuals a day,” Homeland Security Secretary Markwayne Mullin said at a press conference in New York on Wednesday.

    “We’re surging every day because we’re trying to restore law and order, regardless of whether you live in a red state or a blue state,” he added.

    Last year, Trump himself wavered repeatedly on the topic of cracking down on migrant workers. At times he had suggested farms and other industries employing migrants should be protected, even as he and some top aides have pushed ICE to intensify its immigration sweeps.

    That led to whiplash within ICE as agents were told to limit immigration raids at farms, hotels and restaurants — and then told to continue worksite enforcement.

    It isn’t clear yet what the scope of the latest enforcement effort would be.

    “This is going to inconvenience some people,” Krikorian said, referring to employers. “There’s no way to do (mass deportation) and there’s no way to encourage significant self-deportation without it.”

    While staff at the Centers for Disease Control and Prevention were racing to stop the worst measles outbreak since 2000 last year, Health and Human Services Secretary Robert F. Kennedy Jr. and his allies sought backward-looking data on measles and its vaccine, a former top CDC official said.

    In an interview with “Face the Nation with Margaret Brennan” on Wednesday, former CDC Chief Medical Officer Dr. Debra Houry, one of four senior CDC officials who resigned in protest last summer, said Kennedy and his allies were pushing out information “not based on science or reality, but trying to answer an agenda that was already in place.”

    More than 2,000 cases of measles were reported nationwide last year, including hundreds in a West Texas outbreak linked to the deaths of two children. During that time, Kennedy aides asked Houry for years-old data on people with measles who had died. Houry told them in an email that the “active measles response has to take priority,” according to a trove of newly released emails that she provided to the Senate health committee.

    “During all of that, we also get requests for 15 years of data on every single measles case and were there any other diseases that those people had, that died from measles,” she told CBS News. “Same time, a former group of the secretary’s put out a statement saying that some of the measles deaths weren’t due to measles. So, to me, it seemed like they were looking through CDC data, these requests to answer some questions from other organizations, or potentially promote their beliefs.”

    At around the same time, Houry also expressed worry about statements by Kennedy — a longtime vaccine skeptic — on the measles, mumps and rubella vaccine. Kennedy spoke positively about the vaccine at times, but also made inaccurate claims about its ingredients and promoted other treatments. In emails in spring 2025, Houry asked Kennedy’s aides whether health officials could “help him with his talking points.”

    “He would say things like there’s fetal parts in vaccines, and I had sent an email to correct that, and said, how can we help him?” Houry told “Face the Nation” about trying to provide Kennedy with “appropriate talking points.” There is no fetal debris in vaccines.

    Houry said she was concerned because the spread of misinformation “impacts lives” and could convince people not to get the measles vaccine during an active outbreak. Some 93% of people who contracted measles last year were either unvaccinated or had an unknown vaccination status, according to CDC data.

    “We had children being hospitalized, we had children dying from measles,” she said. “We needed people to respond during a measles outbreak and get vaccinated if they weren’t. Instead, he talked about healers and treatments around, like, steroids and antibiotics, and even vitamin A.”

    In TV appearances and an opinion piece on Fox News, Kennedy declared that vitamin A was an effective measles treatment and pointed to a CDC statement recommending the supplement. He also claimed, “Studies have found that vitamin A can dramatically reduce measles mortality.”

    “We actually saw vitamin A toxicity cases in hospitals. People were taking too much vitamin A because there had been messaging that it was helpful for measles,” she said.

    Congressional Democrats are staying mum about their potential next moves after the Supreme Court dealt a blow to transgender athletes, underscoring a politically fraught issue that continues to divide the party ahead of the November midterm elections.

    The court ruled Tuesday that states may bar biological males from competing on girls and women’s school sports teams, upholding laws in Idaho and West Virginia and effectively preserving similar laws in the 25 other states that restrict participation based on biological sex.

    The ruling, which prompted cheers among Republicans, did not interfere with the remaining states that continue to allow biological males on girls and women’s sports teams.

    Progressive Democrats sharply criticized the decision, while the vast majority of elected officials in the party did not issue public statements. None, however, appeared to outline any legislative response.

    TRUMP ADMINISTRATION THREATENS KANSAS SCHOOL DISTRICT FUNDING OVER TRANSGENDER STUDENT POLICY

    “I want every trans kid to know that there are people here in Congress fighting for you,” Rep. Sarah Jacobs, D-Calif., said in a video posted to social media. “We are going to stand up for all women and girls, which includes trans women and girls.”

    Jacobs, a junior member of House Democratic leadership and co-chair of the Trans Equality Task Force, did not say whether Democrats would introduce legislation in response to the court’s ruling.

    The Congressional Equality Caucus, a Democratic-aligned group advocating for LGBTQ rights, and House Minority Leader Hakeem Jeffries, D-N.Y., also did not outline any legislative response. The Equality Caucus, however, posted a series of comments on social media slamming the decision, including decrying the outcome as “devastating” for transgender athletes.

    Fox News Digital reached out to spokespeople for Jacobs, Jeffries and the Congressional Equality Caucus for comment but did not hear back.

    The relatively muted response comes as public polling has consistently found broad opposition to transgender athletes in women’s sports, including among Democrats, suggesting that some lawmakers may be out of step with their own voters.

    A survey conducted by The New York Times in 2025 found that nearly eight in 10 Americans opposed biological males competing in women’s sports. Roughly 70% of Democrats or those who “lean Democrat” held that view, according to the poll.

    Democrats hailing from the centrist side of the party were largely quiet about the court’s ruling.

    Few Democratic lawmakers facing competitive re-election challenges from Republicans commented on the court’s decision, a Fox News Digital analysis of Cook Political Report election data found.

    Rep. Don Davis, D-N.C., who is seeking a third House term in a Republican-leaning district, issued a positive statement following the court’s ruling.

    “The U.S. Supreme Court delivered a significant ruling affirming that states possess the legal authority to maintain separate sports teams based on biological sex,” Davis said in a written statement. “Title IX has played a vital role in expanding athletic opportunities for women and girls, and we must continue safeguarding those opportunities.”

    DEMOCRATS REVOLT OVER ‘BIOLOGICAL’ WORDING IN WOMEN’S HISTORY MUSEUM BILL

    Rep. Marie Gluesenkamp Perez, D-Wash., a top GOP target in November’s midterm elections and a member of the Equality Caucus, acknowledged Wednesday that the trans rights movement misses some of the “nuance” about women’s sports.

    “At those town halls, what I saw was that the people who were the most upset, a lot of them had spent the last 12 years driving their girls to sports practice, and they view their best shot of their student getting a college education as an athletic scholarship,” Perez told CNN in an interview. “And, so, when we rush to moralize and be like, ‘This is all about love vs. hate,’ I think we miss some of the nuance.”

    The Washington Democrat did not directly state whether she agreed with the court’s ruling.

    In the Senate, responses to the decision were few and far between. Requests for comment from several Democratic lawmakers’ offices on whether they would seek to challenge the court’s decision should they regain a majority in the upper chamber went unanswered.

    Notably silent on the issue was Senate Minority Leader Chuck Schumer, D-N.Y., who lauded the Supreme Court’s decision upholding birthright citizenship the same day and had posted about attending New York City’s Pride parade days before.

    Some of the most vocal supporters of trans rights in the upper chamber did, however, weigh in, vowing to “keep fighting” for transgender athletes.

    Sen. Ed Markey, D-Mass., one of the earliest supporters of LGBTQ rights in the Senate, who introduced the Trans Bill of Rights, charged that the court’s decision “again cleared the way for Trump and MAGA Republicans to discriminate against the trans community.”

    “This decision tears trans athletes from their teams and the sports they love,” Markey, who is in a tight bid for re-election against Rep. Seth Moulton, D-Mass., said on X. “We will keep fighting. Discrimination and hate will not win.”

    Sen. Elizabeth Warren, D-Mass., also weighed in, accusing “right-wing extremists and the MAGA movement” of being “determined to single out, target, and harm the trans community.”

    “My heart is with trans kids and their loved ones,” she said on X. “I won’t stop fighting for them.”

    President Trump’s recent financial disclosure finally put a dollar amount on the web of crypto ventures he’s continued to pursue since returning to office. But the revelation he made $1.4 billion off the fledgling industry has rekindled another mystery about his finances: how much is he paying in taxes?

    The president’s crypto windfall appears to be taxable. One accountant who specializes in cryptocurrency income said it was reasonable to believe Mr. Trump would have to pay at least $250 million on this income.

    Still, multiple tax experts told CBS News that Mr. Trump’s actual bill may be far lower, but it would be hard to know because of the lack of transparency around the corporate entities holding the income. Unlike several past presidents, Mr. Trump does not make his tax returns public.

    “What we know is that he did very well for himself, but we don’t know how the beneficial ownership is structured,” said Omri Marian, a law professor who specializes in cryptocurrency taxation. “This is like looking at a black box and I can’t see inside.”

    The White House declined to respond to questions about any taxes Mr. Trump paid on the crypto income, whether it was taxed on an individual or business basis and whether any operating losses were applied to his crypto-related tax bill.

    If the entire $1.4 billion were to be taxed at a federal individual income rate, the president would owe the IRS $518 million, based on the maximum statutory rate of 37%, without accounting for potential deductions.

    According to the IRS, digital assets are subject to the same capital gains taxes as transactions of traditional securities. But Marian said because of the limited descriptions of the income sources on his financial disclosure, it’s impossible to determine whether the money would be considered capital gains or ordinary income.

    For example, the $625 million Mr. Trump collected from his$TRUMP meme coin is described as a royalty from a licensing agreement with a company called Celebration Coins. According to the disclosure, World Liberty Financial, the crypto company he co-founded with his sons, paid him more than $590 million in proceeds from the sales of digital tokens and sale of an equity stake in the business.

    Then there is the question of whether the income is ultimately being paid to Mr. Trump himself or to a business associated with the president. The latter would command a lower corporate tax rate, but in either scenario, Mr. Trump could offset his gains with losses.

    “It’s really, really difficult for me to say what the tax consequences are for him personally and for the entities involved, without knowing much more about them,” Marian said.

    Knowing much more is likely to prove elusive.

    According to a controversial settlement agreement the Justice Department signed in May, the IRS and the Treasury Department are “FOREVER BARRED and PRECLUDED” from pursuing claims against Mr. Trump or his company, based on prior tax returns. The agreement settled a lawsuit by the president that accused the IRS of failing to protect his tax returns by allowing a government contractor to leak the documents to news outlets including the New York Times in 2020.

    The settlement included a more than $1.7 billion “anti-weaponization” fund that would offer payments to people who alleged they were victims of government “lawfare.” The fund outraged Democrats and Republicans alike, and its creation was paused by a federal judge. Acting Attorney General Todd Blanche subsequently told Congress the Justice Department was “not moving forward with the fund.”

    An Obama-appointed federal judge has issued a final ruling allowing an anti-Trump “86 47” flag to be flown, delivering a win to a progressive activist group as the National Mall remains a hot zone for vandalism and threats against President Donald Trump.

    Progressive group Accountability Now USA flew the flag near the National Mall, and alleged that the National Park Service (NPS) violated their First Amendment rights by threatening to revoke their permit. U.S. District Judge Randolph Moss in Washington, D.C., ruled on Monday that the flag is protected political speech.

    The administration has previously interpreted the number “86” as a political threat, pointing to its common use in the restaurant industry to mean removing or refusing service, while 47 appears to refer to Trump as the 47th U.S. president.

    “This opinion is from an Obama-appointed judge. Flying a flag that is a threat to the Office of the President of the United States should not be permitted under any administration,” a Department of Interior spokesperson told Fox News Digital. “In what world have we lost all decency to demand that any threat against the President be taken very seriously?”

    “[Its] ‘8647’ flag… is not a true threat to the President or incitement of violence,” Moss said in his ruling.

    The group also displayed two flags accusing President Trump of sexually assaulting a minor. Moss ruled that those displays are “not legally obscene” and therefore remain protected by the First Amendment.

    Moss was appointed to the federal bench by former President Barack Obama after previously serving in former President Bill Clinton ’s Justice Department. He has also contributed to and volunteered for Democratic candidates and causes.

    The judge noted in a previous order on the case that “a true threat to the life or safety of the President would undoubtedly outweigh the interest of the public or the speaker in continuing to urge that unlawful conduct.”

    The dispute over the nature of the messaging comes amid heightened administration scrutiny of “86 47” messages after the giant numbers appeared to be etched into the grass between the Washington Monument and the World War II memorial last month.

    OFFICIALS ASK FOR HELP IDENTIFYING PERSON IN REFLECTING POOL DAMAGE INVESTIGATION

    Grass samples were also collected for testing and examination in the area by investigators.

    America’s 250th birthday brings major events to the nation’s capital as D.C. braces for massive crowds, tight security, road closures and heightened law enforcement presence.

    Trump will attend the “Salute to America” event on July 4th. His remarks are expected to begin around 9 p.m. ET, prior to a massive fireworks display on the National Mall that has been touted by the administration as the largest in history.

    In April, there was an assassination attempt against Trump at the White House Correspondents’ Association Dinner, where a shooter attempted to break into the ballroom. The fallout from the latest attempt comes as the anniversary of the Butler, Pa., rally approaches on July 13.

    A bullet came close to ending Trump’s life that day in 2024 after it grazed his ear. And just two months later, another attempt on his life occurred when a man with a rifle was arrested in Southern Florida after he stuck a rifle through the bushes where Trump was golfing that day.

    Meanwhile, the National Mall has garnered special attention this year following a string of vandalism against the Reflecting Pool and monuments. The pattern emerged after Trump ordered a restoration and repainting of the reflecting pool, which was then met with “razor-blade cuts” to its lining, according to the White House.
