俄愿遵守核军控条约限制 前提是美国也遵守

俄罗斯说，俄方将继续遵守已到期的美俄军控条约中设定的核武器限制，前提是美国也遵守相关上限。

美国和俄罗斯在2010年签署《新削减战略武器条约》（New START），取代1991年的《削减战略武器条约》。条约在2011年2月5日生效，最初有效期为10年，并在2021年延长条约五年。

根据条约，美俄承诺将已部署战略核弹头的数量上限设定在1550枚。两国也同意把核弹头运载平台数量限制在700架以内。

法新社报道，《新削减战略武器条约》于2月5日到期。此前，俄罗斯总统普京提议将双方核武库规模上限延长一年，但华盛顿对此未作出回应。

（里约热内卢／纽约综合电）美国财长贝森特说，美国希望与中国公平竞争，且不寻求与中国脱钩，但必须降低所面对的国家和经济安全风险。

他也透露，将在未来几周内与中国副总理何立峰会晤，为总统特朗普4月访华做准备，让中美可在战略竞争中维持平稳的经贸关系。

贝森特星期二（2月10日）在巴西圣保罗出席一个商业论坛时说：“美中关系现在处于很理想的状态，我们会是竞争对手，但我们希望竞争是公平的…… 我也认为竞争会让彼此一直进步，避免停滞。”

贝森特表明，美国正在重建关键矿产、半导体和制药等关键行业的本土产能，以从中国手中“取回主权”。不过，他强调：“我们并非要跟中国脱钩，但也确实须降低风险。”

他也指出，全球经济“不能一直维持着中国年复一年取得1万亿美元贸易顺差的情况”，呼吁北京改变发展模式，重新平衡经济。

为筹备习特会 贝森特未来几周内与何立峰会晤

据报，特朗普将于4月首周访华，与中国国家主席习近平在北京会面。为了筹备习特会，贝森特将于未来几周内与何立峰会晤，但贝森特未具体透露时间和地点。

贝森特与何立峰上一次碰面是去年10月，在马来西亚讨论中美贸易战停火框架。特朗普与习近平最终在10月底于韩国达成协议，北京延迟稀土等出口管制一年并恢复购买美国大豆，换取华盛顿调降对华关税。

贝森特也借星期二的巴西论坛，阐述美国欲加强与拉丁美洲国家经济与政治关系的战略目标。他说，现在是华盛顿与拉美政府加强关系的“世代机遇”，并称特朗普与巴西总统卢拉的关系已改善。

特朗普多次与卢拉隔空交锋，还对巴西祭出高达50%的关税。据贝森特透露，巴西代表团将在3月初到华府，寻求化解双边贸易问题及扩大经济合作。

卢特尼克：英伟达须遵守对华出口晶片许可条件

另一方面，美国商务部长卢特尼克星期二在参议院一场听证会上指出，英伟达必须遵守向中国销售H200晶片所附带的许可条款。

他强调，相关许可条件非常详细，由美国商务部与国务院共同制定，须获得遵守。被问及是否相信北京政府会遵守H200晶片的使用限制时，卢特尼克称，这个问题须由特朗普回答。

路透社上周引述消息报道，英伟达仍未同意遵守对华出口晶片的相关条件，包括落实客户身份识别，以确保中国军方不能获得这些晶片。

去年10月底的习特会上，美方同意暂缓实施对华科技限制令一年，特朗普政府过后允许英伟达出口人工智能（AI）晶片到中国，包括较高端的H200晶片。

在听证会上被询及有关决策时，卢特尼克再次推给特朗普，称中美之间的“复杂关系”是由特朗普和国务卿鲁比奥负责，商务部只是听令行事。

他说：“我们对关键矿产和稀土磁铁被武器化的课题已耳熟能详了，这些课题都由总统做决策。”

FAA grounds all flights into and out of El Paso for 10 days “for special security reasons”

The Federal Aviation Administration says it has halted all flights into and out of El Paso until very late on Feb. 20 for what it calls “special security reasons.” There’s been no indication of what those reasons are.

The agency said the airspace it closed is being classified as “national defense airspace” and the “government may use deadly force” against an airborne aircraft if it’s “determined that the aircraft poses an imminent security threat.”

It also warned that pilots who don’t comply with the restrictions “may be intercepted, detained and interviewed by law enforcement/security personnel” and could be hit with civil penalties and lose their pilot’s licenses, and might have criminal charges brought against them.

The restrictions apply to flights below 18,000 feet so planes at cruising attitude can continue over El Paso.

El Paso International Airport issued an advisory on social media saying, “All flights to and from El Paso are grounded, including commercial, cargo and general aviation. The FAA has issued a flight restriction halting all flights to and from El Paso effective from February 10 at 11:30 PM (MST) to February 20 at 11:30PM (MST). Travelers should contact their airlines to get most up-to-date flight status information.”

The airport said in another statement that the FAA move was made “on short notice” and also was also in effect for “our neighboring community, Santa Teresa, NM.”

It added that, “Airport staff has reached out to the FAA, and we are pending additional guidance. In the meanwhile, commercial airlines operating out of El Paso are being informed of the restriction.”

The airport is adjacent to Biggs Army Airfield and is across the border from Juarez, Mexico.

It says it operates about 55 departures a day involving six major carriers, mainly Southwest Airlines, American and United.

CBS News has reached out to the FAA and the El Paso airport for more information.

Canada is in shock after nine people were killed in a mass shooting on Tuesday — the country’s deadliest school shooting in decades. The tragedy occurred in Tumbler Ridge, a remote mountain town in British Columbia. At least seven victims were killed at a high school, while two others were found dead at a residence believed to be connected to the incident. Dozens more were injured, many suffering serious or life-threatening injuries. The suspected shooter, described in an emergency alert as a brown-haired woman wearing a dress, was found dead at the school with a self-inflicted wound. Authorities said they are working to determine a motive.

3️⃣ Flight restrictions

The FAA has halted all flights to and from El Paso, Texas, and an area of southern New Mexico for 10 days due to unspecified security concerns. According to the agency’s website, the pause over El Paso and Santa Teresa, New Mexico, is due to “special security reasons,” but provided no further explanation. El Paso International Airport, which issued a notice late Tuesday, said all commercial, cargo and general aviation flights would be grounded until February 20. The FAA said pilots who violate the restriction could be intercepted and detained, and that the US government “may use deadly force” if an aircraft poses an “imminent security threat.”

4️⃣ Pride flag removed

The Trump administration has removed an LGBTQ Pride flag from the Stonewall National Monument in New York City — the United States’ first national monument to LGBTQ rights. This comes as the administration moves to alter displays at National Park sites and other cultural institutions to reflect President Donald Trump’s priorities. The iconic gay bar is widely viewed as the birthplace of the modern LGBTQ rights movement in the US: It was the site of a 1969 police raid that sparked a fierce backlash from its patrons and led to days of protests and skirmishes between LGBTQ rioters and police. Former President Barack Obama designated the monument in 2016.

President Trump is expected to meet with Israeli Prime Minister Benjamin Netanyahu at the White House today, where the two leaders are set to discuss potential military options regarding Iran. A source says Netanyahu plans to present Trump with fresh intelligence on Iran’s military capabilities amid heightened tensions in the Middle East. The upcoming meeting follows a series of high-level exchanges in recent weeks, and after Trump threatened to strike Iran if it refuses to sign a nuclear deal. Iranian officials, meanwhile, have repeatedly said that while Tehran doesn’t want war, it is ready for it.

Former Rep. Marjorie Taylor Greene slammed President Donald Trump’s endorsement record again after he backed Republican Rep. María Elvira Salazar of Florida for re-election.

“She supports illegals more than most democrats. His endorsements are an insult to his base,” Greene wrote Tuesday in a post on X.

Fox News Digital reached out to Salazar’s campaign and sent a direct message to the lawmaker on X seeking comment but did not immediately receive a response. The White House also did not immediately respond to a request for comment.

The incumbent congresswoman, who has served in the House of Representatives since early 2021, thanked the president for his support.

Greene, a longtime staunch Trump ally who left office early last month after a bitter falling out with the president last year, slammed Trump’s endorsement track record in January, asserting in a post on X, “Trump’s endorsements do not drain the swamp, his endorsements solidify the swamp and ensure the swamp is never drained.”

（渥太华综合电）加拿大西部偏远地区发生严重校园枪击案，造成包括枪手在内的10人死亡。案发期间，有学生滞留在封锁的教室里长达两小时。

加拿大总理卡尼对这起案件表示震惊。他推迟原定当天在哈利法克斯宣布新国防工业战略以及赴德国参加慕尼黑安全会议的行程。

加拿大广播公司（CBC）报道，这起星期二（2月10日）发生在不列颠哥伦比亚省塔布勒岭（Tumblr Ridge）中学的枪击案，一名“身穿连衣裙的棕发女性”是唯一嫌疑人，在作案后自杀死亡。警方尚未确定枪手的作案动机。

特朗普曾威胁要轰炸伊朗，理由包括伊朗发展核子和弹道导弹计划、支持中东代理组织，以及镇压国内异议分子。伊朗革命卫队随即警告，如果伊朗领土遭到袭击，他们将打击美国的军事基地。

特朗普星期二（10日）接受以色列第12频道采访时说，如果与伊朗的谈判未能达成协议，美国将不得不采取“非常强硬的措施”。

他也告诉以色列第12频道和美国新闻网站网站Axios，他还在考虑向中东派遣第二艘航母。

美伊第一轮会谈之前，美国已在中东部署林肯号航母。

路透社引述美国官员说，目前在亚洲的华盛顿号航母和位于美国东海岸的老布什号航母，是最可能部署到中东的第二艘航母，但它们要驶向中东都需要至少一周时间。此外，五角大楼也可能把位于加勒比海的福特号航母调过去。

《华尔街日报》引述美国官员报道，特朗普政府也考虑扣押运输伊朗石油的油轮，以压缩伊朗主要收入来源。但美国也担心伊朗采取报复行动，如扣押运输美国地区盟友石油的油轮，甚至在霍尔木兹海峡布设水雷。

报道说，伊朗的“任何举措都可能大幅推高油价，使白宫面临政治风暴的风险”。

特朗普星期二也告诉福克斯商业频道节目，他认为伊朗希望与美国就核武器和弹道导弹计划达成协议，如果伊朗不这样做，那将是“愚蠢的”。

不过，由于在上周的阿曼会谈后，特朗普曾表明与伊朗达成仅涵盖核问题的协议“是可以接受的”，引起以色列的担忧。

内坦亚胡再晤特朗普磋商美伊协议

以色列总理内坦亚胡定星期三上午11时（新加坡星期三午夜）到白宫同特朗普举行会谈。预料他将敦促特朗普推动伊朗全面削减它在中东的军事活动和弹道导弹计划，而不只是接受范围较窄的核协议。

分析员则认为，由于伊朗希望将美伊谈判范围限制在核计划上，美伊达成实质性协议的可能性几乎为零。

彭博地缘经济中东事务负责人伊斯凡迪亚里说：“谈判最终会破裂，因此我们可能还是会在某个时候看到军事打击。关键问题是谈判能持续多久才破裂，以及特朗普的耐心能维持多久。
