    April 2 (Reuters) – The sidelining by U.S. Health Secretary Robert F. Kennedy Jr. of the advisory panel that decides access to ​free preventive healthcare is delaying updates to screening guidelines for cancer, heart disease and other conditions, medical experts say.

    The 16-member U.S. Preventive ‌Services Task Force last met over a year ago. Three successive planned meetings were canceled and new members have not been named to replace the five volunteers whose terms expired in December.

    The panel, established in 1984, determines which medical tests and treatments, such as routine cancer screening or HIV prevention, are provided cost-free under health insurance plans. It can also decide that a test or ​treatment should not be routine.

    Without the task force “commercial insurances can choose or not choose to cover these new preventive services,” said Dr. Alex Krist, ​a family practice physician at Virginia Commonwealth University and a former chair of the preventive care panel.

    Early cancer detection saves lives and ⁠money, according to the American Cancer Society, but there are upfront costs. A recent study calculated the lifetime cost of mammograms for an average-risk U.S. woman at ​around $7,000.

    The task force, which usually issues around 22 draft and final recommendations annually, last year posted seven and none have been issued so far this year.

    The panel was ​in the earlier stages of updating guidelines including for prostate cancer screening, genetic testing for a mutation linked to breast cancer, and the use of drugs to prevent people at high risk from developing breast cancer.

    TRUSTED EXPERTS

    “We have to rely on a trusted group of experts who have really weighed the benefits and risks and are looking at overall population health and doing ​no harm,” said Dr. Julie Gralow, chief medical officer at the American Society of Clinical Oncology. “Patients do trust these as well.”

    Medical groups, which don’t always agree with the ​panel’s guidelines, have called on Congress “to protect the integrity” of the task force. Last month, 19 U.S. senators sent a letter to Kennedy urging him to support the work of the ‌panel.

    Sidelining the ⁠task force aligns with broader goals outlined by President Donald Trump to reshape federal health regulation.

    “The current administration would not only like to cut back on regulation, they would definitely like to cut back on required benefits under the Affordable Care Act,” said Joseph Antos, senior fellow emeritus at conservative think tank the American Enterprise Institute.

    The U.S. Supreme Court in a 2025 ruling involving insurance coverage for HIV prevention, affirmed that the Health Secretary has authority over the preventive care panel.

    The panel in 2023 recommended that people ​at high risk be treated with drugs ​to prevent HIV infection, but that ⁠has not been updated to include Gilead Sciences’ GILD.O newer twice-yearly injection, Yeztugo.

    As a result, patient costs for Yeztugo are set by individual plans, UnitedHealthcare, the largest U.S. health insurer, said in an email. The insurer said its commercial plans cover older ​HIV prevention medications at zero cost to patients.

    An update to cervical cancer screening remains in the draft stage. After ​the first at-home pap smear ⁠was approved by regulators last year, a different federal agency stepped in to require that it be covered by insurers starting in 2027.

    Other recommendations under review involve screening for unhealthy alcohol use or depression and whether vitamin D prevents fractures and falls in older people.

    Cardiovascular medical groups recently advised that adults at high long-term risk of heart disease start cholesterol-lowering ⁠treatment as ​early as age 30 instead of the current 40.

    The guidelines are expected to affect millions, but ​unless the federal task force matches them, insurers are not required to cover wider testing or treatment, the trade group America’s Health Insurance Plans and UnitedHealthcare said in emails.

    “Primary care is kind of struggling ​with what we should do,” Virginia Commonwealth’s Krist said. “The task force is meant to be objective.”

    A priceless gold 2,500-year-old helmet from Romania that was stolen last year in the Netherlands has been recovered, Dutch art detective Arthur Brand told AFP on Thursday.

    “It’s amazing. It’s the best news we could have got,” said Brand, confirming that the lost Helmet of Cotofenesti had been found.

    Prosecutors are expected to make an official announcement later on Thursday.

    A gang of robbers used firework bombs to break into the Drents Museum in the northern Netherlands in January 2025, and smashed display cases once inside.

    They made off with the 5th-century BC golden Helmet of Cotofenesti and three gold bracelets.

    The theft and the search for the booty regularly makes headline news in the Netherlands and sparked outrage in Romania, where the items are considered national treasures.

    “This is a dark day,” Harry Tupan, general director of the Drents Museum, said at the time. “In its 170-year existence, there has never been such a major incident.”

    The Dutch government had set aside 5.7 million euros ($6.5 million) for a likely payout following the brazen theft.

    “Indiana Jones of the Art World”

    Brand, nicknamed the “Indiana Jones of the Art World”, has made headlines around the globe for his high-profile recoveries of stolen pieces of art.

    In July 2025, he recovered a priceless trove of stolen documents from the 15th to the 19th century, including several UNESCO-listed archives from the world’s first multinational corporation.

    The 48-day Department of Homeland Security shutdown is one step closer to ending after the Senate moved to fund most of the department Thursday morning.

    The Senate agreed via voice vote to send a bipartisan deal funding the whole department except for President Donald Trump’s immigration enforcement and border security efforts to the House for consideration.

    The chamber is not expected to vote on the legislation until House lawmakers return to Washington on April 13.

    The Senate vote follows GOP leaders endorsing a two-track approach to funding DHS on Wednesday, with President Donald Trump giving lawmakers a hard deadline to end the record-breaking funding lapse.

    HOUSE CONSERVATIVES RAGE AGAINST SENATE DHS SHUTDOWN DEAL

    The Senate bill accomplishes the first phase of the plan by working with Democrats to fund as much of DHS as possible on a bipartisan basis. However, it would zero out funding for ICE and much of the Border Patrol, save for $11 billion in customs funding going to the agency. Additionally, $10 billion teed up for ICE won’t be funded under the measure.

    As for ICE and the Border Patrol, Republicans have said they will seek three full years of funding for both of these agencies in a party-line budget reconciliation package that will bypass Democrats’ opposition. Trump says he wants the forthcoming bill on his desk by June 1.

    “We are going to work as fast, and as focused, as possible to replenish funding for our Border and ICE Agents, and the Radical Left Democrats won’t be able to stop us,” Trump wrote on Truth Social on Wednesday.

    The Senate bill’s passage on Thursday was a déjà vu moment for Senate Majority Leader John Thune, R-S.D., who helped steer the same measure through the upper chamber last week.

    But House GOP leadership sharply rejected it, calling the measure’s exclusion of ICE and CBP money a “crap sandwich” and warning about the risks of funding those entities using the budget reconciliation process. The chamber then put forward a rival proposal that Senate Minority Leader Chuck Schumer, D-N.Y., made clear was “dead on arrival” in the Senate.

    House Speaker Mike Johnson, R-La., appeared to relent Wednesday after Trump issued a statement outlining an end to the shutdown that appeared to side with Thune’s two-part approach to funding the department.

    GOP INFIGHTING, DEMOCRATS’ UNMET DEMANDS AND A CLEAR WINDFALL: WHO’S WINNING AND LOSING THE DHS SHUTDOWN

    As the DHS shutdown drags on, Trump and congressional Republicans are gambling that budget reconciliation will be the way to fund immigration enforcement for several years to come. Some Republicans have floated funding ICE not just through Trump’s term, but up to a decade.

    The GOP used the same process to fund ICE last year, teeing up $75 billion for enforcement operations for the next four fiscal years.

    But the party-line process comes with a host of challenges that could test Republican unity in an election year.

    GOP lawmakers will have to identify spending cuts to pay for it. When Republicans used the process to pass Trump’s One Big Beautiful Bill Act in July 2025, lawmakers nearly stumbled at the finish line over disagreements on cuts to federal Medicaid spending and food assistance programs.

    Without a looming deadline like the expiration of Trump’s 2017 tax cuts that Republicans extended in July 2025 through the “big, beautiful bill,” some GOP lawmakers have voiced concern that the party will stay unified.

    Republicans have proposed adding other issues into the reconciliation mix, including supplemental funding for the Iran war, affordability measures, the president’s tariff regime and pieces of the election integrity-focused SAVE America Act.

    The budget reconciliation process allows a party with control of the White House and both chambers of Congress to pass tax and spending priorities with a simple majority threshold, though the process is governed by stringent requirements for what is eligible to be included.

    Punting ICE and CBP money to a future spending bill could also negatively affect support staff employed by both agencies who have not been paid during the seven-week shutdown.

    Democrats have repeatedly blocked funding for ICE and the Border Patrol in the Senate since the beginning of the shutdown in mid-February. Though none of their proposals to reform immigration enforcement have been adopted, Democratic leaders claimed victory on Wednesday.

    “Throughout this fight, Senate Democrats never wavered,” Senate Minority Leader Chuck Schumer, D-N.Y., said Wednesday. “We were clear from the start: fund critical security, protect Americans, and no blank check for reckless ICE and Border Patrol enforcement. “We were united, held the line, and refused to let Republican chaos win.”

    The Senate deal funding most of DHS could still face roadblocks in the House. A handful of conservatives have already said they will vote “no” while using the same messaging employed by House GOP leadership to oppose the bill last week.

    “Let’s make this simple: caving to Democrats and not paying CBP and ICE is agreeing to defund Law Enforcement and leaving our borders wide open again,” Rep. Scott Perry, R-Pa., wrote on social media Wednesday. “If that’s the vote, I’m a NO.”

    Higher gas prices have cost U.S. drivers an additional $8.4 billion, Democrats say

    American drivers have paid an additional $8.4 billion in fuel costs since the Iran war started, according to a new estimate from the Joint Economic Committee’s Democratic minority.

    The lawmakers’ calculation is based on daily average gasoline prices as tracked by AAA between Feb. 28, when the U.S. and Israel attacked Iran, through March 31. The figure also draws on information from auto researcher Edmunds on the tank sizes of top-selling gas vehicles in the U.S. and on federal fuel consumption data from the Federal Highway Administration and Energy Information Administration.

    The average cost of gas across the U.S. rose to $4.06 a gallon on Wednesday after topping $4 the previous day for the first time since 2022, according to AAA data.

    Drivers of Toyota RAV4s now spend $58.26 to fill up their tanks, an increase of $15.02, or 35%, from before the war, the analysis finds. A Ford F-150 pickup truck costs $144.65 to fill up, an increase of $37.29, while Toyota Camry sedan owners are spending $52.23 to fill their tank, or $13.46 more than before the conflict started last month.

    Despite higher gas prices in March, credit card data shows consumers are continuing to spend, suggesting households so far are weathering the financial impact of higher fuel costs, according to Navy Federal Credit Union.

    But the Conference Board Consumer Confidence Index, released on March 31, shows fewer Americans are planning big-ticket purchases over the next six months, a sign some households could be feeling the effects of higher fuel costs.

    “The strain is starting to show, especially as gas hits $4 a gallon nationwide,” said Heather Long, chief economist at Navy Federal Credit Union, in an email. “It’s almost certainly going to be a muted second quarter for spending and GDP growth as the worst of the inflation shock hits consumers.”

    The White House didn’t immediately respond to a request for comment.

    The Trump administration has said that the recent spike in gas prices is temporary and that fuel costs will subside when the Iran war ends.

    “When Operation Epic Fury is complete, gas prices will plummet back to the multi-year lows American drivers enjoyed before these short-term disruptions,” White House spokeswoman Karoline Leavitt told CBS News in an email on Tuesday.

    A recent CBS News poll of 3,335 adults found that rising gas prices are heightening concerns about the U.S. economy.

    About one-third of Americans are making changes to their spending or savings habits to cope with higher gas prices, while another 35% said they plan to adjust their budgets if fuel costs remain elevated, according to a new LendingTree study.

    Texas and California residents have faced the sharpest increase in gas costs due to their large populations and number of drivers. Texans have paid an additional $1.04 billion in fuel costs since Feb. 28, while Californians have paid an extra $970 million at the pump over the same time, the JEC Minority report estimates.

    Other states with significant increases include Florida, with $684 million in extra gas costs, and North Carolina, with an extra $361 million in spending, the analysis said.

    Members of the Virginia NAACP gathered Wednesday morning to denounce mailers they said were misleading voters about the upcoming redistricting referendum in their state.

    “Today, we confront a legacy that echoes the Jim Crow era – disinformation designed to sow confusion and suppress the voices of Black voters. We are here to affirm that we will not be deterred, we will fight back,” said Rev. Cozy Bailey, president of the NAACP Virginia State Conference. “I urge you all to remain vigilant, to educate yourselves about the purpose of this referendum, and to advocate fiercely for the rights of Black voters in Virginia.”

    The mailers feature images of former President Barack Obama and quotes in which he criticizes gerrymandering, including one statement from six years ago, when he wrote on X: “For too long, gerrymandering has contributed to stalled progress and warped our representative government.” Large block letters on the mailers urge Virginians to “Vote No.”

    But that obscures that Obama is among those supporting Democrats’ push to redraw congressional lines in Virginia, part of a cascading fight over partisan redistricting begun by Texas Republicans last summer at President Donald Trump’s behest.

    The argument over Obama reflects the conundrum that is worrying some Democratic allies ahead of an April 21 referendum. Having promoted nonpartisan redistricting in the past, Obama, Virginia Gov. Abigail Spanberger and other top Democrats now have to motivate voters to turn out for a special election to impose a gerrymander that could leave Republicans with just one out of 11 US House seats in the state.

    Any Democratic gains in Virginia could be crucial for the midterms, with Republicans pursuing new redistricting plans in red states and a pivotal Supreme Court decision on the Voting Rights Act that could come this summer and further upend the 2026 landscape.

    Already, Republicans in Texas and Democrats in California have enacted redistricting plans aimed at adding five seats to their respective columns – virtually offsetting each other.

    Last week as the Obama mailers began to circulate, the National Democratic Redistricting Committee issued a statement condemning the “dishonest mailer that features an unauthorized photo of President Barack Obama and lies about his position on the Virginia referendum.”

    Reached for comment, former state delegate A.C. Cordoza, the chairman of Democracy and Justice PAC, defended the mailers. “No one can refute the accuracy of the quotes we’re presenting. Barack Obama, Abigail Spanberger, and others have already spoken against this kind of gerrymandering – I’m simply reminding voters where they stood,” Cordoza said.

    Democrats still have financial and political advantages

    Texas’ GOP-controlled state legislature passed a measure at Trump’s urging. California’s response was put to the state’s predominantly liberal electorate last November.

    Virginia went against Trump in each of the last three presidential elections but has a more moderate bent.

    “Virginia’s not California,” Rep. Jennifer McClellan, a Virginia Democrat, told Punchbowl News. “It’s apples to oranges.”

    Democrats are pouring resources into the effort to pass the referendum and are still hopeful for several reasons.

    In the early vote so far, the ratio of Democratic to Republican primary participants is running roughly on par with the ratio at this point in last year’s election, which saw Democrats sweep the top three statewide offices and expand their majority in the Virginia House of Delegates. While voters in Virginia do not register with a political party, the primary participation history of voters can indicate which party they generally align with.

    National Democrats, through their nonprofit House Majority Forward, have contributed roughly half of the nearly $40 million in funding for the largest group on the “Yes” side, Virginians for Fair Elections. Another leading liberal advocacy organization, The Fairness Project, contributed an additional $10 million.

    That’s helped Democrats outspend Republicans on advertising for the vote by about $32.5 million to $2.5 million, according to data from the ad tracking firm AdImpact.

    Obama, as he did for California’s referendum, appears in a TV ad for redistricting proponents that has received more than $2 million in airtime. “Republicans want to steal enough seats in Congress to rig the next election and wield unchecked power for two more years, but you can stop them by voting yes,” Obama says in the spot.

    With three weeks to go, funds are rushing in on the Republican side to help close the messaging gap. House Speaker Mike Johnson is set to attend a fundraiser in Virginia this month for the opposition effort. And the leading group opposing redistricting, Virginians For Fair Maps, received $5 million on the last day of March from an affiliated, anonymous nonprofit, which more than doubled its fundraising total to about $8 million.

    Jason Miyares, former Virginia attorney general and one of the leaders of Virginians For Fair Maps, described the spending mismatch as “a little bit of David versus Goliath,” and argued redistricting proponents were “flooded with outside money from Illinois and California and New York.”

    “But, as I remind people, David won,” Miyares added.

    The new Democratic Gov. Abigail Spanberger has not personalized her state’s redistricting fight as Gov. Gavin Newsom did in California, though she appeared in a recent ad for the referendum.

    “Do I wish that we didn’t have to even consider this? Sure,” she told the Washington Post. “But in the world that we are living in … I do think that Virginia, because we have the ability to be responsive, I think that it’s important that we give that option to voters.”

    Groups supporting the new map also say they are counting on a surge of Democratic voters in the days ahead as counties open additional in-person voting locations. Starting Saturday in northern Virginia’s populous and heavily Democratic Fairfax County, for instance, early voting sites will grow from three sites to 16.

    “Virginia is not California, right? But it’s still a Democratic state, though. And I also think Democrats probably just generically have kind of … an enthusiasm advantage,” said Kyle Kondik, an elections analyst at the University of Virginia.
