    April 1 (Reuters) – U.S. defense stocks have declined even as the Iran war drags on, indicating that the typical “buy-on-conflict” trade had largely peaked in the ​weeks before in anticipation of tougher action by President Donald Trump.

    The NYSE Arca Defense index (.DFII), which includes 34 small and large-cap U.S. ​companies, fell nearly 8% in March, compared with the broader S&P 500’s (.SPX) 5% drop. In contrast, it had gained about 12% in February 2022, when Russia invaded Ukraine.

    The sluggish performance, strategists said, signaled investors were unwinding positions after a strong run this year and does not reflect fading demand or doubts about longer-term defense spending.

    “A lot of conflict premium was in ​their valuations,” said David Bianco, Americas chief investment officer at German asset manager DWS.

    “We saw gold and oil and defense rally, part of the ​reason was messages from the administration, when Trump was sending the armada to the Middle East. Nobody knew anything, but ⁠they saw chances of a conflict.”

    Bianco said he began reducing his “overweight” position on defense stocks before the Middle East conflict began.

    There were signs well before the ​U.S.-Israeli bombing began in late February that Washington was preparing for a confrontation with Tehran.

    Reuters reported in the weeks leading up to the war that the U.S. was ​building up forces in the Middle East and preparing for a weeks-long operation if diplomacy failed.

    Similarly, the European defense sector (.SXPARO) fell 11% in March, marking its biggest monthly loss since the pandemic amid a broad selloff on worries of a potential energy shock due to the war.

    Defense shares had rallied for weeks as European governments announced sweeping rearmament plans following Russia’s ​invasion of Ukraine.

    Earlier this year, Trump proposed a $1.5 trillion U.S. military budget for 2027, well above the $901 billion approved for 2026, but uncertainty remains over whether Congress ​will pass such an increase.

    “Nothing that has happened so far suggests that a $1.5 trillion 2027 defense budget could be exceeded. For these reasons, one should not expect upside to come ‌from the ⁠current conflict,” Bernstein analyst Douglas Harned said in a recent note.

    The defense index has surged more than 150% between 2020 and 2025, leaving the sector at historically elevated valuations.

    The S&P 500 Aerospace & Defense sub-index (.SPLRCAERO) trades at about 32 times 12-month forward earnings, well above the broader S&P 500’s multiple of roughly 20 times, according to LSEG data.

    Strong earnings expectations on new orders, budget growth propel shares

    EARNINGS EXPECTATIONS MUTED DESPITE WAR

    Market reaction has also been subdued to the Pentagon’s attempts to boost production to replenish depleted missile and ammunition stockpiles.

    Any revenue gains will take ​time to materialize as long production cycles ​and capacity constraints limit how ⁠quickly output can ramp up, analysts say.

    Expectations for 2026 earnings growth hovered around 12% at the end of March versus about 15% at the start of 2026 for General Dynamics (GD.N), Lockheed Martin (LMT.N), Northrop Grumman (NOC.N), L3Harris (LHX.N) and RTX (RTX.N), according to Tajinder Dhillon, ​head of earnings and equity research at LSEG Data & Analytics.

    “The conflict would need to last longer, or expand materially, ​for (earnings) estimates to ⁠move higher,” said Sameer Samana, head of global equities at Wells Fargo Investment Institute.

    SUPPLY CONSTRAINTS, POLICY PRESSURE

    Beyond valuations, investors pointed to limited production flexibility.

    Richard Safran, senior analyst and managing director of aerospace and defense at Seaport Research Partners, said funding of defense firms gets diverted to immediate operational needs rather than modernization or development needs during conflicts.

    The ⁠Trump administration ​is also pressuring defense firms to prioritize production over shareholder payouts, exacerbating uncertainty around capital returns.

    The sector’s ​medium-term outlook depends heavily on U.S. budget decisions, with key spending details expected on April 21, Bloomberg News reported.

    (华盛顿/基辅综合电)据报道,美国总统特朗普曾威胁停止向乌克兰提供武器,以迫使欧洲盟友加入重开霍尔木兹海峡的“自愿联盟”。

    英国《金融时报》引述知情者说,特朗普威胁要停止向北约的“乌克兰武器采购计划”提供武器。这项计划由欧洲国家出资,为乌克兰采购用于抵御俄罗斯侵略的武器。

    报道说,北约秘书长吕特随后推动法国、德国、英国等国在3月19日发表联合声明,称准备参与霍尔木兹海峡护航行动。

    Trump administration won’t say if Iranians held by ICE could face deportation to a warzone

    Two gay Iranian men seeking asylum in the United States over fear they could be executed in Iran are facing an uncertain future, with U.S. officials offering no clarity about whether they could be deported amid the ongoing U.S.-Israeli war with Iran if their asylum cases are unsuccessful.

    Ali and Adel, who are using assumed names to protect their identities, entered the U.S. from Mexico in 2025, just before President Trump took office for his second term. They were facing charges at home over their sexuality, Rebekah Wolf, director of the Immigration Justice campaign at the American Immigration Council, told CBS News.

    In Iran, “they were charged with a crime that is punishable by execution, by hanging, in fact,” Wolf said. “In many cases, it is not so stark or obvious what an asylum seeker is facing. I think this is by far the clearest case of why our asylum system exists. They are facing execution by a regime that we believe should not be in power. That, we’ve demonstrated through our own actions … in United States foreign policy.”

    The couple initially fled from Iran to Turkey and “stayed there for a number of years” before traveling through South and then Central America to reach the U.S., Wolf told CBS News.

    “Turkey is not particularly friendly to the LGBT community either, but also … they don’t have laws that allow you to seek permanent asylum there,” Wolf said. “The question of whether or not there were other places that they could have stayed, there’s sort of two answers to that. One is that many of those countries themselves are not friendly to LGBTQ communities.”

    The other reason, she said, was that at least some of the countries they traversed “have policies about certain nationalities and they, you know, saw significantly higher barriers to being able to resettle in one of those countries” as Iranian nationals, she said.

    Since arriving in the U.S. and being detained on the southern border in January 2025, Wolf said Ali and Adel have been held in poor detention conditions and faced mistreatment by guards.

    “They are experiencing a sense of impunity by guards and ICE officials who don’t have any kind of repercussions for small things like calling them names, outing them to other individuals in detention, things of that nature that we did not see in previous administrations,” Wolf said.

    Adel said he was hurt in an attack in Mexico before he and Ali crossed the border into the U.S., and Wolf said his injuries, which haven’t been properly treated, left him wheelchair-bound.

    The two men were unable to retain lawyers for their initial immigration hearings, because counsel in such cases is not assigned for free, Wolf said. Both had asylum applications rejected for reasons Wolf and the American Immigration Council said could have been prevented if they’d had legal representation. They are both appealing the earlier decisions in their cases.

    “They can’t be removed while a case is ongoing, but we have not received any assurances that, if those stays are lifted for whatever reason, that they would not be removed,” Wolf told CBS News.

    Deportations to an Iranian warzone?

    Ali and Adel have almost been deported to Iran three times already, Wolf told CBS News, all before the U.S. and Israel launched the war on Iran.

    “They have been moved to a detention facility in what’s called a staging — so being prepared, being told they’re going to be sent back to Iran — and then getting all the way up to the date of a deportation,” Wolf said. “The mental stress of constantly being in fear of being removed to a place that wants to execute them, combined with the conditions of detention, are really, really difficult for them.”

    She said she believes there has been a pause in deportations from the U.S. to Iran since the war began, though she said the American Immigration Council had not been told anything officially.

    “In order to deport people to any country, including Iran, you have to have agreement from the receiving country. You have to have a negotiation with that country,” she said.

    CBS News asked the White House several times whether there has been a pause in deportations to Iran amid the war and was told the administration does not comment on specific cases. The White House referred CBS News to the Department of Homeland Security.

    DHS did not answer questions about the poor conditions that Wolf said Ali and Adel have been held in, nor about whether there has been a pause in deportations to Iran. The agency told CBS News on Wednesday that the two men were detained by border patrol agents on Jan. 5, 2025.

    “All of their claims were heard by a judge and found not to be valid,” DHS said, adding that Ali and Adel had received final orders of removal about one year ago.

    “They received full due process. They are currently in ICE detention where they will remain pending their removal,” the agency told CBS News.

    Meanwhile, Wolf told CBS News the two men’s continued presence in the U.S. during the war could make the situation they face if they’re deported to Iran worse.

    “We know that in times of conflict, in countries like Iran, anyone who is seen as at all connected to the ‘enemy’ is seen with suspicion, and that, often, in and of itself, is a basis for punishment or execution,” she said.

    WASHINGTON, April 2 (Reuters) – Federal funding ​for the U.S. Department of Homeland Security remained ‌in limbo on Thursday despite the Senate clearing the way for the House of Representatives to pass legislation that would end a nearly seven-week ​partial shutdown.

    The measure provides no additional funding for ​immigration law enforcement activities that already are robustly ⁠funded.

    The House held a brief session without acting upon the ​legislation that was passed by the Senate late last week.

    The House ​is next scheduled to meet on Monday.

    House Speaker Mike Johnson was scheduled to hold a call with his rank-and-file later on Thursday ​to discuss next steps.

    Senate Majority Leader John Thune, speaking ​to a near-empty chamber, cleared the way for progress on ending ‌the ⁠DHS funding fight by killing a 60-day, stopgap bill that had been passed by the House but had no chance of getting enough support to pass the Senate.

    The Senate ​ignored that ​bill on ⁠Friday and began a recess that telegraphed its opposition to the measure.

    Meantime, Senate and House Republican ​leaders announced on Wednesday that they had ​reached ⁠a deal to finally end the DHS shutdown. But it was unclear whether House Republican rank-and-file would support that agreement.

    Former National Counterterrorism Center Director Joe Kent — who quit his government role last month over his opposition to the Iran war — suggested in a Wednesday night post on X that President Donald Trump will only be able to declare victory in Iran if he “restrains” Israel.

    “The purpose of POTUS’s speech this evening was to show that we can declare victory when we choose. This is only possible if POTUS restrains the Israelis 1st. Israel needs us committed indefinitely, we are seeking a quick end to the war. We have drastically different goals than Israel & must act accordingly,” Kent asserted in the post.

    Kent made the comments after Trump — who launched the controversial U.S. war against Iran last month in conjunction with Israel — delivered an address to the nation about the ongoing conflict on Wednesday night.
