    The Supreme Court on Monday sided with a death row inmate in Florida who was blocked from challenging his sentence even though a lower court acknowledged a key witness lied on stand, marking the third time the conservative high court has backed an inmate sentenced to death in recent weeks.

    In an unsigned opinion, the court threw out a decision from a federal appeals court that sided with the state because, it said, the judges considered DNA evidence that had not been presented at trial. Over a dissent from two conservative justices, the Supreme Court’s summary decision will require the federal appeals court to take another look at the case.

    It was the latest of several high-profile death penalty cases in which the Supreme Court has sided with a defendant over the objection of some members of the court’s conservative wing.

    Last week, the court ruled in favor of a Black man on death row in Mississippi who said the prosecutor engaged in racial bias by striking Black jurors. A week earlier, the court let stand an appeals court decision that barred Alabama from executing a man that lower courts found is likely intellectually disabled.

    Especially on its emergency docket, the Supreme Court rarely steps in to stop an execution. In May, the court denied requests to halt executions in Tennessee and Florida.

    But the record is more mixed in merits cases. Last year, the Supreme Court ordered a new trial for Richard Glossip, whose appeal drew national attention and support from the state’s conservative attorney general. After nearly three decades in prison and three last meals, Glossip was released on bond last month.

    The Florida inmate, Gary Richard Whitton, was convicted in 1992 for the 1990 murder of his friend James Maulden in a motel. Whitton has denied his guilt and is attempting to have his conviction overturned. The case, initially tried before a Florida jury, has made its way through five Florida or federal courts in over 30 years, most recently the Florida Supreme Court and the Atlanta-based 11th US Circuit Court of Appeals.

    Maulden was found in his room at the Sun and Sand Motel in Destin, Florida. His skull was fractured, court records show, and he had been repeatedly stabbed in the chest and other parts of his body.

    Whitton had unsuccessfully appealed to the Supreme Court twice before.

    The Supreme Court’s decision Monday drew a sharp dissent from Justice Clarence Thomas, who said his colleagues had overread the significance of the 11th Circuit’s focus on the DNA testing. And, Thomas wrote, the majority had been willing to swoop into Whitton’s case even when it has failed to do so in a series of other cases he felt were just as worthy.

    The justices were reviewing an 11th Circuit decision that acknowledged prosecutors failed to disclose that a key witness named Jake Ozio had been previously arrested as a juvenile, even though he claimed on the stand that was not the case. But the federal appeals court ruled that it didn’t matter due to other “overwhelming” evidence against Whitton.

    That other evidence, the appeals court said, included a 2002 DNA retest that linked splattered blood on Whitton’s boots to the victim. But that test was conducted a decade after the trial and was never admitted in court.

    “The Court of Appeals did some­thing peculiar: It considered not only the evidence that was presented to the jury at Whitton’s trial, but also evidence the jury never saw,” the Supreme Court said in its decision Monday. “The evidence in question relates to blood stains on Whitton’s boots, which were seized the day after the murder.”

    At Whitton’s trial, the jury heard an opposite account of the blood from a DNA specialist who said the blood found on Whitton’s boots did not match the victim’s DNA. Two co-inmates of Whitton, including Ozio, also testified that he told them he “stabbed the bastard,” while in jail, but both have since recanted their statements.

    Whitton’s attorney argued that the circuit court should not be allowed to consider the 2002 test. Florida officials counter that the boots were not central to the 11th Circuit’s reasoning, and they note that federal law restricts the ability of courts to review state criminal convictions.

    And that is the point that Thomas made in a dissent joined in part by Justice Samuel Alito.

    Thomas wrote that the court was basing its decision on “one-and-a-half sentences” in the appeals court opinion.

    “In rejecting one of Whitton’s claims — which would fail on other grounds anyway — the Eleventh Circuit mentioned a fact that was notable but certainly not dispositive to its analysis: DNA testing had since further confirmed that Whitton is guilty.”

    Toward the end of the opinion, Thomas also opined about several other non-death penalty cases in which the Supreme Court has declined to weigh in with a summary decision. That included a high-profile case the Supreme Court declined to hear two years ago dealing with whether three elite Boston public schools violated the Constitution with a zip-code based admissions policy intended to ensure racial diversity.

    “Even when presented with multiple opportuni­ties to vindicate the rights of families to pursue education for their children on color-blind terms, this court ‘refused to correct a glaring constitutional error,’” Thomas wrote in his dissent.

    The conservative justice also pointed to a recent case the court declined to hear last year involving Indiana University’s “bias response team,” an effort to lower the temperature of heated rhetoric that critics say winds up chilling speech on campus.

    “It is unfortunate that the court chose to intervene at the request of a convicted murderer to correct the Eleventh Cir­cuit’s inconsequential foot fault,” Thomas wrote. “What makes it even worse is that the court does so even while it refuses to correct far more consequential errors for law-abiding citizens, such as the discriminated-against families in Boston.”

    GENEVA, June 1 (Reuters) – The International Labour Organization has rescinded the appointment of a top U.S. official to be deputy head of ​the UN agency because of delays in payments from the United States, it ‌said on Monday.

    “Sheng Li (United States of America) will therefore not assume the position of Deputy Director-General in July as previously foreseen,” it said in a statement to Reuters.

    The U.S. Department of Labor did not immediately respond to ​Reuters’ request for comment.

    Sheng Li was appointed to the role by the ILO in April after ​months of delays. However, the ILO has since told the U.S. that ⁠the appointment will not go ahead unless it pays its dues.

    “This decision is without prejudice to ​the possibility of the United States settling its arrears and thereby regaining its position as the ​largest contributor in assessed contributions,” the ILO said.

    The cash-strapped organisation has already frozen hiring and non-essential travel for staff, and is considering reforms to relocate some staff to lower-cost countries. The ILO is yet to set out how ​the cuts will affect its operations in the longer-term.

    Three diplomats told Reuters that Washington is ​being asked to pay at least $50 million of the contributions it owes, casting new uncertainty on the agency’s fragile financial ‌situation ⁠and potential job cuts.

    The U.S. usually holds the deputy role as the biggest donor, paying 22% of the ILO budget.

    As of May 29, the U.S. owes 257 million Swiss francs ($328 million) in total for 2026 and previous arrears from 2024 and 2025, according to figures on the Geneva-based agency’s ​website.

    “The DG has said ‘You ​need to pay by ⁠this date’,” a diplomat said, describing it as an ultimatum. The ILO told Reuters that it did not issue an ultimatum.

    “We are faced with ​enormous uncertainty,” said a staff member. If by September members states do ​not pay ⁠their arrears, including the U.S., the organisation faces a liquidity gap of 27 million francs meaning the ILO will launch emergency measures and by January 120 positions could be cut, they added.

    Washington — Congress is returning from recess this week to resume work that went unfinished before lawmakers left town, when GOP leaders were forced to scrap plans to fund immigration agencies after a Republican revolt over the Trump administration’s “anti-weaponization” fund.

    Senate Republicans were preparing to begin a marathon vote series to fund the Department of Homeland Security’s immigration enforcement agencies last month through the budget reconciliation process. And although Senate Republicans appeared largely ready to pass the long-sought funds, the announcement of the controversial DOJ fund at the eleventh hour imperiled the path forward.

    The $1.776 billion fund aims to provide taxpayer-funded payouts to people who allege the legal system has been “weaponized” against them. Established as part of a settlement of a suit by President Trump against the IRS, the fund has divided Republicans, especially as some Trump allies and people charged for their involvement in the Jan. 6 attack on the Capitol have expressed eagerness to submit claims.

    During a heated conference meeting, Senate Republicans expressed consternation over the fund to Acting Attorney General Todd Blanche, who had been deployed to smooth over GOP concerns. GOP Sen. Ted Cruz of Texas called it “one of the roughest meetings I’ve seen in my entire time in the Senate.”

    Democrats had vowed to force votes on amendments targeting the fund during the Senate’s marathon vote series on the $72 billion immigration enforcement package, complicating the path forward for Republicans. Leaving the GOP meeting, a number of Republicans indicated they had reservations, with lingering questions about how the fund will operate and who might receive payments from it, along with possible guardrails to prevent people who assaulted law enforcement from being compensated.

    Plans to move forward with the DHS funding, which the president wanted on his desk by June 1, were scrapped, and senators headed quickly for the exits.

    Now, as the Senate returns Monday, Republicans remain bedeviled by the fund and how to move forward. As they look to proceed with a “vote-a-rama” on the reconciliation package, the DOJ fund still remains to be addressed — whether by the administration or by the Senate.

    Former Vice President Mike Pence, who was a target of rioters on Jan. 6, 2021, said on “Face the Nation” on Sunday that he hopes the administration will drop the fund entirely. Pence said he’s been “heartened by the number of Republicans in the Senate who have spoken out against it.”

    With the Senate set to reconvene, Democrats are poised to ramp up their opposition to the DOJ fund. Senate Minority Leader Chuck Schumer pledged in a “Dear Colleague” letter Monday to launch a coordinated effort to quash the fund. He said “no matter what Republicans do, we will force them to vote.”

    “There will be no escape hatch. No fake guardrails or backroom promises to hide behind,” Schumer wrote in the letter. “No Justice Department announcement that makes this corruption acceptable.”

    The fund has also sparked pushback in the House, where plans to remain in town after Senate action on the reconciliation package were quickly canceled last month. Some Republicans, like Rep. Brian Fitzpatrick of Pennsylvania, expressed “urgent concern” about the anti-weaponization fund. In a letter to Blanche, Fitzpatrick said it “represents a dangerous backsliding in the transparency of our institutions and our commitment to the American taxpayer.”

    Congress’ return comes after a federal judge temporarily barred the Justice Department from moving forward with work on the fund last week. But the DOJ has continued to express confidence in the fund’s legality amid a handful of challenges to its implementation.

    Meanwhile, another fight is hanging over both chambers this week as the war with Iran — and a possible peace plan — weighs on lawmakers.

    The House abruptly canceled a vote on reining in Mr. Trump’s war powers in Iran before leaving town for recess last month, when it became clear that Republicans didn’t have the votes to defeat the resolution. The chamber is now expected to vote this week. A vote earlier last month fell just short of a majority in a 212-212 split. At the time, three Republicans backed the resolution, and more could join them this week.

    In the Senate, GOP leaders will be looking to bolster attendance to ward off more progress on a Democrat-led war powers push that has successfully siphoned off a handful of Republicans, and resulted in a resolution being discharged from committee in a 50-47 vote last month. Three Republican senators were absent.

    A new report argues that speeding up Food and Drug Administration reviews could unlock trillions of dollars in economic value and get lifesaving treatments to patients faster.

    “It takes about a decade from start to finish to come through FDA,” economist and former acting chairman of the White House Council of Economic Advisers Tomas Philipson told Fox News Digital in an interview. “Most of that time is not spent on safety. Most of it time is spent on effectiveness trials.”

    The paper, titled “The Multi-Trillion Dollar Opportunity in Reforming the FDA,” estimates that cutting FDA effectiveness-review timelines by one year could generate more than $10 trillion in economic value by getting new treatments to patients sooner and encouraging additional medical innovation.

    Philipson argued that most delays in the drug approval process stem from determining effectiveness rather than safety.

    “FDA is charged by Congress to enhance both safety and effectiveness of new drugs,” Philipson said. “People recognize the role of the government potentially ensuring safety and consumer protection, but it’s a unique role that FDA has of ensuring effectiveness.”

    He also argued that faster approvals could help lower prescription drug costs by increasing competition among manufacturers.

    “Reforming FDA would have a big impact on drug affordability for patients because it would allow for far more competition between drugs that come out faster,” he said.

    The authors also warn that China’s faster, lower-cost clinical trial system could lure investment and drug development activity away from the United States.

    Philipson said the competitive challenge from China underscores the need for policymakers to rethink the pace of FDA approvals.

    台湾在野的中国国民党主席郑丽文星期一(6月1日)启程访美。她表示,希望这次访美能深化对于两岸和平、区域和平稳定的愿望跟努力,“这样的承诺跟努力,不只是来自于两岸,更需要来自国际社会,尤其美国的支持”。

    郑丽文星期一在中央党部召开行前记者会,作上述表示。她并透露,此行在华府会见到美国联邦政府官员,在其他地方也会跟官员会面,包括国务院、国防部和涉台系统等,至于见面的层级、对象与内容,向来尊重美方惯例,都是保密的。
