    The Senate confirmed Sen. Markwayne Mullin, R-Okla., as the ninth Homeland Security secretary, capping a sprint to replace embattled outgoing Secretary Kristi Noem.

    It also caps off a 13-year career in Congress that began in the House and saw Mullin score a seat in the Senate in 2021 where he became the de facto bridge between both chambers, helping to build trust between the House and Senate during last year’s push to pass the “big, beautiful bill.” Ahead of the vote he arrived flanked by his family, and was excited to cast his final vote on himself.

    Mullin, who was picked by President Donald Trump earlier this month to lead the Department of Homeland Security, was confirmed on a largely party-line vote. Sens. John Fetterman, D-Pa., and Martin Heinrich, D-N.M., joined nearly every Republican to clinch his nomination.

    Heinrich said he bucked his party because he has seen that Mullin — who co-chairs the Senate Legislative Branch spending committee with him — “is not someone who can simply be bullied into changing his views.”

    “And I look forward to having a secretary who doesn’t take their orders from Stephen Miller,” Heinrich said.

    Sen. Rand Paul, R-Ky., was the only Republican to vote against Mullin, citing their chilly relationship and Mullin’s past comments that his 2017 assault was “justified.”

    Mullin’s confirmation also saw the close of a whirlwind month in which Noem was reassigned after an explosive pair of hearings on Capitol Hill, as well as the deaths of Renee Nicole Good and Alex Pretti, who were fatally shot by Immigration and Customs Enforcement agents.

    Still, Noem’s ousting and Mullin’s ascension have done little to shift Senate Democrats from their position. They continue to demand sweeping reforms to ICE and have so far blocked funding to the agency five times, along with several GOP attempts to temporarily extend funding to DHS.

    The path to ending the shutdown appeared to become more complicated over the weekend.

    Both sides began meeting for the first time during the shutdown, with Senate Majority Leader John Thune, R-S.D., and Senate Minority Leader Chuck Schumer, D-N.Y., characterizing the talks as “productive.”

    However, Trump threw a wrench into negotiations Sunday night, writing on Truth Social: “I don’t think we should make any deal with the Crazy, Country Destroying, Radical Left Democrats unless, and until, they vote with Republicans to pass ‘THE SAVE AMERICA ACT.’”

    “In other words, lump everything together as one, and VOTE!!! Kill the Filibuster, and stay in D.C. for Easter, if necessary,” Trump said.

    That comes after Thune suggested to the president that Republicans could carve out ICE and Customs and Border Protection funding from a broader DHS package and instead fund those agencies through budget reconciliation.

    Canceling recess may be a hard sell in the upper chamber, given that votes this past weekend were plagued by absences. When asked if he would cancel the upcoming two-week break, Thune said, “We’ll see.”

    A cohort of Senate Republicans met with Trump ahead of Mullin’s confirmation vote. Sen. Katie Britt, R-Ala., told reporters after that the meeting went “really well.”

    When asked if Republicans had a solution to end the closure, she said, “We do.”

    Still, Senate Democrats remain unified in their opposition to the Safeguarding American Voter Eligibility (SAVE) Act.

    “We’re ready to meet with the White House today to keep talking,” Schumer said. “In fact, we were going to meet this morning with Tom Homan. But apparently the White House pulled that meeting because of Donald Trump’s temper tantrum. They’re all scrambling around there in the White House. They don’t know what to do.”

    Washington — The Senate confirmed Markwayne Mullin as secretary of the Department of Homeland Security on Monday, finalizing President Trump’s shakeup of DHS following months of scrutiny of Kristi Noem’s leadership.

    In a 54-45 vote, the Senate confirmed Mullin, an Oklahoma Republican who’s been in the Senate since 2023. Democratic Sens. John Fetterman of Pennsylvania and Martin Heinrich of New Mexico voted in favor of Mullin’s confirmation. Sen. Rand Paul of Kentucky was the sole Republican to oppose Mullin.

    The upheaval at DHS culminated in Noem’s ouster as secretary earlier this month. Noem’s handling of two deadly shootings by federal agents during the immigration crackdown in Minneapolis in January prompted criticism from Democrats and Republicans and kickstarted an impasse over funding for the agency that has persisted. But it was criticism over Noem’s advertising spending at a congressional hearing days before her ouster that appeared to seal her fate.

    Mullin will take over DHS at a critical period, with the shutdown of the department nearing 40 days. Democrats have opposed funding DHS without reforms to its immigration enforcement agencies. But the two sides have appeared more willing to engage in recent weeks, especially as TSA staffing shortages have snarled air travel and increased pressure on lawmakers to reach a deal. Senators have been negotiating with White House border czar Tom Homan, but Mullin could take on a leading role in the talks going forward.

    Mullin said at his confirmation hearing last week that his leadership will differ from Noem’s. He said his style is “empowering people.” And he indicated that agents will be required to secure judicial warrants to enter homes and businesses, marking a key change from DHS’ previous position.

    Asked Monday about what changes he wants to see at DHS under Mullin, the president told reporters that “he’s going to be fantastic. He’ll make his own changes.”

    “He’s a fantastic guy,” Mr. Trump said. “I think he’s just the right guy.”

    In the Senate, Mullin has served as a key communicator between the upper and lower chamber, as well as the White House. Before coming to the Senate, Mullin represented Oklahoma in the House for a decade. The 48-year-old business owner and former MMA fighter has been known to work across the aisle and has strong relationships with some Democrats, which Heinrich and Fetterman have cited for their support.

    Heinrich said in a statement Sunday that he and Mullin have “a very honest and constructive working relationship.” He stressed that Mullin is “not someone who can simply be bullied into changing his views,” adding that he looks forward to having a DHS secretary who doesn’t “take their orders” from the White House.

    “This is going to surprise some people, but I consider Markwayne Mullin a friend,” Heinrich said. “We often disagree and when we do, we work to find whatever common ground we share.”

    For Mullin, it was support from a Democrat that allowed his nomination to move forward. Paul, the sole Republican to oppose Mullin’s confirmation, chairs the committee that conducted his confirmation hearing. He wasted no time conveying his distaste for Mullin, quickly calling him out at the hearing for allegedly calling him a “freaking snake,” along with saying he understood why a neighbor attacked Paul in 2017. Paul questioned whether “someone who applauds violence against their political opponents is the right person to lead an agency that has struggled to accept limits to the proper use of force.”

    Paul ultimately voted against advancing Mullin’s nomination out of the committee, but Fetterman provided the key vote allowing it to move forward.

    Mullin’s confirmation opens a seat in the Senate, which Oklahoma Gov. Kevin Stitt is expected to quickly fill by appointing a replacement. Stitt is widely expected to tap Alan Armstrong, an oil and gas executive, who would serve in the Senate until voters select a replacement to serve out the remainder of Mullin’s term.

    WASHINGTON, March 23 (Reuters) – The detention by federal officers of a crying woman at the San Francisco International Airport on Sunday drew condemnation from local officials in California after the clips went viral.

    One video posted by an NBC affiliate on Monday showed the woman in tears and screaming as officers held her down. Her daughter could be seen looking on and crying.

    State Senator Scott Wiener, a Democrat, said the incident showed that such federal action brought “nothing but fear and chaos.” San Francisco Mayor Daniel Lurie, also a Democrat, said what had happened was “upsetting.”

    The U.S. Department of Homeland Security, whose Immigration and Customs Enforcement agency has overseen Republican President Donald Trump’s immigration crackdown, said on X the clips showed the arrest of people who were in the U.S. illegally.

    “ICE officers arrested Angelina Lopez-Jimenez and Wendy Godinez-Lopez at the San Francisco International Airport,” the DHS said on X, adding the family had an outstanding final order of removal to Guatemala from 2019.

    Democratic U.S. Representative Doris Matsui said the woman detained by ICE lived in Sacramento and described her as “our neighbor and a member of our community.”

    Trump’s immigration crackdown and his administration’s use of ICE agents has been widely condemned by human rights advocates who say the crackdown violates due process and free speech rights, and has created an unsafe environment, particularly for ethnic minorities.

    Trump says his actions aim to improve domestic security and reduce illegal immigration.

    The airport said it was not involved in or notified in advance of the incident, which it cast as “isolated.”

    Airport operations continued without disruption, and there was no impact to flights or passenger processing from that incident, the airport added. San Francisco Police also issued a statement saying it did not participate in the incident.

    The DHS said the incident took place on Sunday before ICE officers were deployed to airports.

    On Monday, Trump deployed armed immigration agents to help ease hours-long security lines at major airports strained by staff shortages.

    Democrats have refused to fund the DHS without new curbs on the actions of immigration agents. There was little sign the standoff between Trump’s Republicans and opposition Democrats would end soon.

    Pentagon to remove media offices from building after judge strikes down rules for reporters

    The Defense Department said Monday it will remove media outlets’ office spaces from the Pentagon after a federal judge sided with The New York Times in a lawsuit challenging limits on reporters’ access to the building.

    An area of the Pentagon known as “Correspondents’ Corridor” that reporters have used for decades to cover the U.S. military will close immediately, department spokesperson Sean Parnell said. Journalists will eventually be able to work from an “annex” outside the building, which he said “will be available when ready.” He offered no details about how long that will take.

    The New York Times quickly responded by arguing the decision violated the judge’s order and was unconstitutional. Times spokesperson Charlie Stadtlander said in a statement: “We will be going back to court.”

    The Pentagon Press Association called the policy a “clear violation of the letter and spirit of last week’s ruling.”

    “At such a critical time, we ask why the Pentagon is choosing to restrict vital press freedoms that help inform all Americans,” the group wrote in a statement, referring to the war with Iran and the recent U.S. operation in Venezuela.

    The new policy is the latest dispute over press access during President Trump’s administration, which has limited legacy media while boosting conservative outlets.

    Dozens of reporters — including from CBS News, ABC News, NBC News, CNN and Fox News — gave up their Pentagon credentials last fall, after the military required journalists to sign onto a host of new restrictions in order to maintain daily access to the building. The policy suggested that reporters who “solicit” classified or sensitive information from military personnel could be deemed a security risk and barred from the building.

    The Times sued the Pentagon and Defense Secretary Pete Hegseth in December, claiming the agency’s new credentialing policy violated journalists’ constitutional rights to free speech and due process.

    U.S. District Judge Paul Friedman in Washington, D.C., last week sided with the newspaper. He ordered the Pentagon to reinstate the press credentials of seven Times journalists and struck down some of the agency’s restrictions on news reporting, including the policy on soliciting information.

    Friedman said the “undisputed evidence” shows that the policy was designed to weed out “disfavored journalists” and replace them with those who are “on board and willing to serve” the government, in what he viewed as an instance of illegal viewpoint discrimination in violation of the First Amendment. He also said the policy was unconstitutionally vague, and it wasn’t clear to reporters what kinds of conduct do and don’t violate the rules.

    Parnell said the Defense Department disagrees with the ruling and is pursuing an appeal. He said security concerns prompted restrictions on press access, a claim that journalists have pushed back on.

    Under the latest Pentagon rules announced Monday, journalists will still have access to the Pentagon for press conferences and interviews arranged through the department’s public affairs team, but they will have to be escorted, Parnell wrote on social media.

    The policy that was enacted last year also had new restrictions on which parts of the building journalists could access. Friedman did not strike down those portions.

    The current Pentagon press corps comprises mostly conservative outlets that agreed to last year’s policy. Reporters from outlets that refused to consent to the new rules have continued reporting on the military.
