    March 23 (Reuters) – California Attorney General Rob Bonta said on Monday he has sued the U.S. ​Department of Energy to stop it from using a Cold War-era law ‌to restart the long-disputed Sable Offshore (SOC.N), opens new tab pipeline system linking the Santa Ynez offshore platform to California refineries.

    U.S. Secretary of Energy Chris Wright earlier this month restarted the pipelines using powers granted to him ​by President Donald Trump through an executive order that invoked the Defense Production Act ​to supersede state laws.

    “We won’t let this outrageous federal overreach go ⁠without a fight,” Bonta said in a press conference Monday. Bonta alleged Wright’s restart ​order violates state law, state court orders and a settlement approved by a federal ​court.

    Spokespersons for the U.S. Department of Energy and Sable Offshore did not immediately respond to requests for comment on the lawsuit, opens new tab, which was filed in San Francisco federal court.

    California is asking the court to ​rule that Wright’s restart order violated federal law and the U.S. Constitution, and to ​prohibit the Energy Department from relying on the order to operate the Santa Ynez platform and ‌its ⁠pipelines.

    The Santa Ynez platform was shut down due to a 2015 spill that dumped more than 100,000 gallons of crude oil into the Pacific Ocean and onto beaches near Santa Barbara.

    The lawsuit is the latest in a series of conflicts between Trump, who wants ​to supercharge domestic fossil ​fuel production, ‍and California ⁠Governor Gavin Newsom, a Democrat who has championed his state’s ambitious climate change agenda.

    Wright’s order came as fuel prices have surged across ​the globe due to the U.S.-Israeli war on Iran. Sable said ​earlier this ⁠month it began shipping hydrocarbons from Las Flores Canyon to Pentland Station on March 14, and that it expects to sell 50,000 barrels per day by April 1.

    A group giving a voice to victims impacted by illegal immigrant crime says that more than 300 families who have been the victim of weak border policies are urging members of Congress to support the nomination of Sen. Markwayne Mullin, R-Okla., to serve as Secretary of the Department of Homeland Security.

    The American Border Story (TABS), which works to give a platform for those who have lost loved ones as the result of crimes committed by individuals who are unlawfully present in the United States, wrote a letter to GOP Senate Majority Leader John Thune and Democratic Senate Minority Leader Chuck Schumer on Monday, shortly before the Senate is expected vote to confirm Mullin.

    “For the families we represent, border security is not an abstract policy debate,” TABS said in its Monday letter. “Senator Mullin has demonstrated a clear understanding of these stakes. Throughout his time in Congress, he has consistently engaged on issues related to border security, public safety, and the operational challenges facing federal and local authorities. Just as importantly, he has shown a willingness to listen directly to impacted families and elevate their concerns in policy discussions. We believe Senator Mullin would bring to the Department of Homeland Security strong leadership, practical experience, and a clear commitment to protecting American communities.”

    The group praised Mullin’s background, “coupled with his direct engagement on border-related issues,” and said that the families they represent “are not focused on politics.”

    “They are focused on ensuring that no other family has to endure the same tragedy,” the letter concluded, adding that their consensus is Mullin understands “that responsibility” and “the seriousness” that the role DHS Secretary demands.

    The U.S. Senator from Oklahoma [survived a key test vote] this weekend, largely along party lines, on his way to becoming the next Homeland Security Secretary. Sens. Martin Heinrich, D-N.M., and [John Fetterman], D-Pa., were the only Democrats who strayed from the party line and voted to confirm Mullin.

    Should Mullin survive the final confirmation vote, he will replace DHS Secretary [Kristi Noem], who Trump fired following explosive hearings on the Hill and after the deaths of Renee Nicole Good and Alex Pretti during immigration operations in Minnesota. He would take the reins of an agency that is currently shut down, as Senate Democrats, led by Senate Minority Leader [Chuck Schumer], D-N.Y., have blocked DHS funding five times in their quest to get stringent reforms to Immigration and Customs Enforcement (ICE).

    Pope Leo XIV put the Rev.Edward Joseph Flanagana step closer topossible sainthoodMonday as he proclaimed the “heroic virtues” of the founder of Boys Town, a Nebraska home for at-risk youths that gained national renown and inspired an Oscar-winning biopic performance.

    With Leo’s proclamation, the priest commonly known as “Father Flanagan” is now officially declared “venerable.” Later steps on a possible path of sainthood would include beatification and ultimately canonization.

    Omaha Archbishop Michael McGovern said he is “overjoyed” with the news.

    “We continue to pray that he will one day be beatified and ultimately declared a saint,” the archbishop said in a statement. “In the meantime, may we work to affirm the dignity of every person created in God’s image by serving the poor, the abandoned and the vulnerable, especially at-risk youth.”

    Flanagan was born in Ballymoe, Ireland, in 1886 and immigrated to the U.S. in 1904. He was ordained a priest in 1912 and began work in the Diocese of Omaha in 1913.

    He provided shelter for homeless men, whose stories convinced him that many adult troubles are rooted in broken homes and parental neglect, according to his biography on the website of the Father Flanagan League, a society dedicated to promoting his cause for sainthood.

    Flanagan began mentoring boys in the juvenile justice system and established his first home for boys in 1917 in downtown Omaha. In 1921, he bought a farm on the western outskirts of Omaha and began building what became the campus known as Boys Town, still located there in a village of the same name.

    By the 1930s, hundreds of boys lived at the site, which included a school and dormitories where boys elected their own mayor, council and commissioners, according to the organization’s website.

    Flanagan traveled to postwar Japan to help develop a child welfare program. In 1946, he visited his native Ireland and criticized its system of putting children in industrial schools and reformatories, decrying them as exploitative.

    Flanagan died of a heart attack in 1948 at age 61 while visiting Germany. His tomb at Dowd Memorial Chapel in Boys Town displays one of his most famous quotations: “There are no bad boys. There is only bad environment, bad example, bad thinking.”

    His work was depicted in the 1938 movie “Boys Town,” starring Spencer Tracy as a heroic Flanagan and Mickey Rooney as one of the boys in his care. The movie yielded Oscar wins for Tracy (best actor) and for writing (original story).

    The Boys Town organization has opened various locations around the country and began admitting girls to its residential programs in 1979.

    The Boys Town organization applauded the Vatican announcement in a Facebook post on Monday.

    Flanagan “believed that children had the right to be valued, to have the basic necessities of life and to be protected,” it said. “His lifesaving work continues across the country today.”

    Flanagan is the second U.S. cleric with Midwestern connections to be moved closer to sainthood this year under the pontificate of theChicago-born Pope Leo. In February, the Vatican approved the beatification ceremony ofArchbishop Fulton Sheenin his native Illinois after years of delays.

    The Vatican’s Dicastery for the Causes of Saints reviewed a lengthy dossier on Flanagan’s life, writings and works. Leo, on Monday, signed the decree attesting that Flanagan lived a life of heroic virtue. Such a decree doesn’t mean he was free of sin or mistakes, but it means he had a reputation of holiness by living all the Christian virtues in a heroic manner.

    The next step toward possible sainthood is beatification. For Flanagan to be beatified, the postulator — the person responsible for advancing the cause — has to find someone who was miraculously healed by praying for Flanagan’s intercession. The process involves vetting by theological and medical experts. If convinced, the dicastery sends the case to the pope, who signs a decree saying the candidate can be beatified.

    A second miracle is needed to declare the candidate a saint. Martyrs — people killed for their faith — can be beatified without a miracle. A miracle is needed, however, for martyrs to be canonized.

    A pope can also bypass the miracle requirements in declaring a saint, as Pope Francis did on occasion during his 12-year papacy. Francis canonized St. Junipero Serra during a 2015 Washington, D.C., visit, even though the Vatican hadn’t confirmed a second miracle attributed to his intercession.

    Speaker Mike Johnson, R-La., is ratcheting up pressure on Senate Minority Leader Chuck Schumer, D-N.Y., and Democrats in the upper chamber as the Department of Homeland Security (DHS) shutdown creeps into a sixth week with no end in sight.

    House GOP leaders are poised to hold votes Thursday on a pair of bills aimed at putting Democrats on the spot for the shutdown, Fox News Digital has learned.

    Johnson is having the House vote for a third time on funding DHS through the end of the fiscal year on Sept. 30. The bill is based on a bipartisan deal struck earlier this year, but Democrats walked away from it en masse in protest of President Donald Trump’s strategy to crack down on illegal immigration.

    The second measure is a nonbinding resolution led by Rep. Ryan Mackenzie, R-Pa., expressing support for all agencies under DHS’s purview.

    It comes as the DHS shutdown, now in its 38th day, is wreaking havoc for airline travelers across the country. Major airports in Houston, New Orleans, New York City, and other areas are seeing hours-long delays caused by Transportation Security Administration (TSA) staffing shortages, with scores of TSA agents calling out of work amid missed paychecks due to the shutdown.

    TSA agents are poised to miss their paychecks this Friday, the second full pay period missed of the ongoing shutdown.

    The TSA is one of several agencies that operate under DHS, along with Immigrations and Customs Enforcement (ICE), Customs and Border Patrol (CBP), the Cybersecurity and Infrastructure Security Agency (CISA), and the Federal Emergency Management Agency (FEMA), among others.

    “Anyone waiting for hours just to miss their flights will not soon forget, and Republicans are going to continue reminding Americans that it’s the Democrats putting their safety at risk just to protect criminal illegal aliens,” a House GOP leadership aide told Fox News Digital on Monday.

    “The problem for Democrats in their latest shutdown is they are hurting American citizens in an effort to protect criminal illegals and reopen our border, as evidenced by their own words and bills they are pushing to defund Customs and Border Patrol.”

    Negotiations on funding DHS have ground to a halt with Republicans rejecting key demands from Democrats for ICE and CBP reforms — specifically requiring judicial warrants for immigration operations and banning agents from wearing face masks — as non-starters.

    Trump also recently threw a wrench in the talks by demanding Republicans not accept any offer from Democrats until left-wing lawmakers agree to advance an unrelated election integrity measure called the SAVE America Act.

    In the Senate, at least a handful of Democrats are needed to overcome a filibuster and advance any DHS funding legislation.

    The House, which operates on a simple majority, passed congressional negotiators’ initial DHS funding bill twice — and will likely do so a third time on Thursday.

    The third iteration of the bill is being led by Rep. Juan Ciscomani, R-Ariz.

    “This standoff has gone on long enough,” Ciscomani told Fox News Digital on Monday. “The men and women who keep our country safe here at home are a critical part of our national security—they need to get paid, now. These professionals should never be caught in the middle of political games, yet that’s exactly what has happened. It’s shameful.”

    The nonbinding resolution honoring DHS is also likely to pass, but it’s unclear how much Democratic support it would get.

    “Instead of joining the bipartisan majority in supporting full funding for DHS, including commonsense reforms like body cameras and de-escalation training, Democratic leadership is afraid of the radical ‘Defund ICE’ movement and unwilling to compromise in order to protect the American people,” Mackenzie told Fox News Digital. “This situation is unacceptable, and it must end immediately.”

    Democrats have tried to push legislation to fund DHS except for agencies related to Trump’s immigration crackdown, efforts that have been shunned by the GOP.

    Both Schumer and House Minority Leader Hakeem Jeffries, D-N.Y., have argued that ICE’s controversial operations in Minneapolis and other blue cities are reason enough to block any proposal that funds further immigration operations.

    Polymarket buckles down on insider trading after scrutiny over suspiciously timed bets

    Polymarket is moving to quash insider trading as prediction markets face scrutiny over whether some users draw on classified or other closely held information to gain an edge in betting on events.

    The New York-based company said Monday that it has updated its rules to prohibit trades based on “stolen confidential information” or illegal tips. Polymarket also clarified that traders cannot place a bet if they “hold a position of authority or influence” that may influence the outcome of a certain event.

    For example, CEOs of a public company would not be allowed to trade on a market focused on how many times they will use a certain word during an earnings call with Wall Street analysts. Polymarket’s rules, which are now posted on a “market integrity”page on its website, apply to the company’s U.S. exchange and offshore operations.

    “Concern around trading”

    Companies like Polymarket and rival Kalshi let users wager money on the outcome of elections, sports contests and many other events. Yet while their popularity has exploded, the companies are attracting attention from lawmakers and other critics who say they violate anti-gambling regulations and who raise concerns about the integrity of trading activity on the platforms.

    “There had been a lot of concern around trading on the U.S. market from outside the U.S. borders and vice versa,” said Stephen Piepgrass, a partner at Troutman Pepper Locke who leads the law firm’s regulatory practice. “So I do think part of this is about trying to create an approach that applies everywhere.”

    Polymarket said it uses a “multi-layered monitoring system” and partners with surveillance and technology specialists to determine if users are violating its terms of use. The prediction platform outlined several steps it could take if it detects questionable trading activity, including referring the matter to law enforcement and taking other disciplinary actions.

    “Markets thrive on clarity,” Neal Kumar, chief legal officer of Polymarket, said in a statement. “These rule enhancements make our expectations abundantly clear for every participant across both platforms and highlight the compliance infrastructure we have already built.”

    Staying ahead of regulators

    Polymarket has raised eyebrows in recent months after some of its customers placed suspiciously well-timed bets on the capture of former Venezuelan President Nicolás Maduro and the outbreak ofwar in Iran. One user appeared to make hundreds of thousands of dollars on wagers related to the timing of U.S. strikes on Iran.

    The incident prompted Senator Ruben Gallego, a Democrat from Arizona, to write on social media: “Insider trading in broad daylight.”

    Piepgrass said Polymarket and Kalshi are likely trying to firm up their own rules against insider trading to preempt any move by Congress to impose restrictions.

    “I think the concern is, if these market platforms don’t implement their own regimes, then someone’s going to do that for them,” he told CBS News.

    The Commodity Futures Trading Commission, which regulates prediction markets, earlier this month issued guidance on what measures prediction markets should take to prevent insider trading.

    As part of a proposed rulemaking process, the agency also encouraged exchanges to engage with its staff when designing event contracts to identify potential “manipulation or price distortion risks.”

    “In some ways, this may be an effort to get in front of that process,” Piepgrass said.

    Kalshi on Monday also announced that the company is enhancing its ability to detect insider trading and tightening its policies against market manipulation.

    “We’re launching new technological guardrails that preemptively block politicians, athletes and other relevant people from trading in certain politics and sports markets,” the prediction market said in a statement.

    Kalshi also said it is adding a whistleblower feature in its platform that lets users flag potential violations of its rules.

    TSA lines at Houston airport turn into a 3-floor nightmare amid staffing shortage

    With nearly 40% of TSA employees at George Bush Intercontinental Airport calling out as the partial government shutdown drags into a sixth week, Houston has a problem.

    The security line in Terminal A on Monday turned into a three-floor nightmare stretching into the airport’s underground train system. The wait starts inside the terminal with a long slog in the subway corridor below, winding past baggage claim before climbing into ticketing — a slow-moving maze that travelers call confusing and inefficient.

    Out of the airport’s five terminals, only two had TSA staffing, and the wait times could exceed four hours, the airport told travelers. Some passengers in Terminal A told CBS News they’d been waiting longer — five or six hours.

    The traffic in Terminal E was moving somewhat faster on Monday, but passengers in both terminals with TSA officers told CBS News they had been waiting more than three hours. PreCheck and CLEAR lanes were both closed, pushing everyone into the same clogged lines.

    To help relieve the staffing shortage, the Trump administration sent Immigration and Customs Enforcement agents to some of the airports that have been hit particularly hard.

    The Department of Homeland Security did not confirm where the agents were deployed due to “operational security reasons,” but White House border czar Tom Homan said ICE agents are currently stationed in 14 U.S. airports.

    CBS News spotted about two dozen immigration officers — most armed, with badges that identify them as ICE Enforcement and Removal Operations — at George Bush Intercontinental Airport on Monday. The agents are stationed at the security lines, along with Houston police, emergency management personnel and airport staff.

    While ICE agents could be seen directing passengers and trying to keep lines moving at the worst choke points, TSA officers are still handling ID checks and running screening machines.

    Throughout the Houston airport, there’s a warning playing on the loop to all passengers. It says, “Attention passengers — due to the federal government shutdown TSA wait times are currently exceeding four hours. If your flight is departing soon, you may not clear security in time. Please consider contacting your airlines now for rebooking options.”

    Some travelers told CBS News they walked in, saw the security line and immediately rebooked their flight.

    One woman said she broke down in tears on Sunday after hearing the final boarding call for her flight to Philadelphia while still stuck in line — a gate agent later told her that she was one of 40 passengers to miss that leg. She returned on Monday to again face the long wait time.

    Another passenger told CBS News he plans to spend the night at the airport ahead of a flight Tuesday out of Terminal A just to make sure he gets on.

    With no access to food while waiting, families were struggling to calm babies and small children. The line also does not follow an Americans with Disabilities Act-compliant route, so wheelchairs have to be directed to a separate area. Airport staff were seen handing out water, but little else.

    For travelers, the frustration is pointed, but most say they’re not interested in the political blame game — they just want Washington to solve the issue.

    A top Virginia Democrat appeared to admit that state Democratic lawmakers’ effort to redraw the commonwealth’s congressional map is more about stopping President Donald Trump and his agenda than about ensuring fairness for voters in the Old Dominion.

    A referendum drafted by Richmond’s Democratic majority and set to go before voters in April would allow the assembly to redraw Virginia’s congressional map in a way that Richmond Democrats signaled would draw out four of five Republican congressmen and draw the populations of most new districts from dense, left-wing Fairfax County.

    In comments to NBC News, Rep. Donald Beyer, an Alexandria-Fairfax Democrat, appeared to admit redistricting’s true purpose while commenting on early voting figures that appeared to lean in the GOP’s favor.

    Beyer said the redistricting effort is “not a done deal by any means” and that Democrats need to “effectively make the case that even though this seems unfair in Virginia, it’s totally fair for America, for those of us who believe that taking back the House is the most significant thing we can do to stop Donald Trump.”

    “Don said the quiet part out loud,” Virginia House Minority Leader Terry Kilgore, R-Gate City, told Fox News Digital on Monday.

    “This is manifestly unfair for the Commonwealth of Virginia. We’re a 51-49 state, not a 90-10 state. If they’re willing to silence nearly half the Commonwealth’s voters in the name of ‘fairness,’ what else are they willing to do?” Kilgore said. His legislative seat in the far southwest would sit in the sole Republican-favored congressional district under the new map.

    “Last November, Democrats sold Virginians a fake ‘affordability’ agenda that is false, a total hoax, and a con job,” Senate Minority Leader Ryan McDougle, R-Hanover, said.

    “Now they are back at it, trying to shove another partisan power grab down our throats, this time wrapped in the phony label of ‘fairness,’” he told Fox News Digital.

    Fox News Digital reached out to Beyer for further comment and to Gov. Abigail Spanberger for her take on his admission.

    The text of the amendment facing voters next month asks whether the Constitution of Virginia should be amended to allow the General Assembly to temporarily adopt new congressional districts to restore fairness in the upcoming elections.

    The tagline “restore fairness” has become a clarion call for critics who claim exactly what Beyer appeared to admit: that the definition of “fairness” used is questionable at best.

    “Representative Beyer said the quiet part out loud. This isn’t about fairness, transparency, or representing Virginians,” Rep. Ben Cline, R-Va., said. His Shenandoah Valley district stands to be chopped into several Fairfax-connected pieces under the new map.

    “It’s about political power and Democrats’ determination to rig the map to ‘take back the House.’ When Democrats admit they’re willing to defend an unfair process in Virginia for the sake of national political power, it exposes exactly what’s driving this effort, and it has nothing to do with the people they’re supposed to represent,” Cline told Fox News Digital.

    Five of Virginia’s 11 congressional districts would originate in Arlington or Fairfax counties and encompass meticulously drawn swaths of the state’s conservative interior, including one district ridiculed for resembling a lobster or scorpion, as it begins at the Potomac River and winds southwest through Democratic suburbs before splitting into two halves. One half includes rural Greene, Rockingham, and Augusta counties closer to West Virginia, while the other stretches down the Zachary Taylor Highway into Goochland and Powhatan counties west of Richmond.

    In turn, a likely Democrat-majority district would form, narrowly connecting the independent cities of Harrisonburg, Staunton, and Waynesboro within Rockingham and Augusta counties and linking them via conservative areas like Nelson County with Lynchburg and Roanoke far to the south.

    Beyer’s current district would likely become the new 8th and stretch down the west bank of the Potomac River through current Rep. Rob Wittman’s, R-Va., rural 1st District in the Northern Neck, collecting nearly a dozen small red counties in the state’s oyster country anchored by the deep-blue city.

    The only Republican deemed safe under the map would be Rep. Morgan Griffith, R-Va., in the far southwest, which would become an overwhelmingly Republican seat.

    Rep. Jennifer Kiggans’ evenly split Eastern Shore and Hampton Roads district would draw in just enough urban and suburban population to potentially turn blue.

    Since early voting began this month, yard signs emblazoned with “VOTE NO” have begun popping up in several red counties threatened by the new map, including Culpeper, Shenandoah, Highland, Orange, and Page, home to Luray Caverns.

    “VOTE YES” signs were, in turn, observed in rural Clarke and suburban Prince William counties over the weekend.
