    美以伊战争进入第二个月,特朗普连日来在媒体采访和全国讲话中一再公开宣称,战争两三周内结束,美军很快会撤出伊朗。

    以色列总理内坦亚胡似乎也在配合特朗普发表类似言论。他周一(3月30日)告诉保守派媒体美国大全新闻网(Newsmax),伊朗战争的目标已实现过半。

    REGINA, Saskatchewan, April 3 (Reuters) – Farm machinery salespeople are wrapping up ​a dismal season of farm shows across North America as farmers gear up for spring planting without much new equipment.

    Farmers have ‌not stopped buying, but many have slashed spending and are avoiding big-ticket items due to high machinery, fertilizer and fuel prices, as well as a global grains glut pushing down crop prices.

    “They might not buy the million-dollar combine, but they’ll buy a $100,000 implement,” said Chad Jones of manufacturer Degelman Industries, standing among his company’s rockpickers, harrows, rippers ​and other yellow-painted equipment at Canada’s Farm Show in March.

    Farmers are still spending money, but far less than in other years, ​according to sales data from the Association of Equipment Manufacturers, the organization that represents big players in the North ⁠American industry.

    The group told Reuters that sales of big-ticket items like tractors and combines were down between 30% and 40% in the U.S. in ​March compared to a year ago.

    Farm machinery sales have been hammered by a squeeze on farmer finances exacerbated by U.S. President Donald Trump’s trade war ​tariffs that have escalated the production cost of already-expensive machines like tractors and combines. These items, known by farmers as “big iron,” are manufactured from large amounts of steel and often with imported components.

    The Trump administration is reported to be planning a 25% tariff on the value of finished imported goods that contain steel and aluminum, rather than just ​50% on the metals content of those goods. That will likely raise the overall price of those products. However, goods that are mostly made ​from steel and aluminum, including tractors and combines, will still face the 50% tariff that has been in place for almost a year.

    In its most recent quarterly ‌earnings call, ⁠a John Deere DE.N official said the company estimates tariffs will cost it $1.2 billion in 2026, and that not all of 2025’s tariff costs had been passed on to farmers.

    Last Friday, Trump called on the manufacturers to cut prices in order to help farmers.

    But for the beleaguered industry, Trump’s tariffs are the problem. The easiest way to bring the cost of machinery down would be “to significantly scale back on the tariffs that are hitting the manufacturers, and ​the retaliatory tariffs that are hitting ​farmers,” said Kip Eideberg of the ⁠Association of Equipment Manufacturers.

    Trade fights have hurt U.S. crop export sales, with China absent from the U.S. soybean exports market for months, depressing North American crop prices and creating huge stockpiles.

    “They were looking at profitability being very tight ​to even potentially negative for the upcoming growing season, and this has led to slower decisions on equipment ​replacement,” said Farm ⁠Credit Canada economist Leigh Anderson. Farmers have delayed planned purchases, hanging on to aging equipment for longer, he said.

    Signs of that lack of interest could be seen at the farm show in Regina, with few farmers kicking the tires of tractors and other large machinery. Despite over 5,000 people attending the show, ⁠many of the ​equipment displays were relatively quiet.

    “It’s fair to characterize it as purchasing behavior shifting from ​wants to needs,” said Eideberg of AEM. Fertilizer and machinery production costs are hard to reduce once they have risen, which is why the AEM is hoping to see tariffs chopped.

    “That’s ​the immediate relief that will make a significant difference for farmers and manufacturers,” said Eideberg.

    Senate Democrat demands that TSA lift its “shoes-on” policy, calling it a “reckless” safety risk

    A key senator is demanding the Transportation Security Administration reverse its decision to let travelers keep their shoes on their feet while passing through airport screening, a controversial policy at the center of a classified security warning — escalating pressure on the agency following months of scrutiny over airport security vulnerabilities.

    In a letter obtained exclusively by CBS News, Sen. Tammy Duckworth demanded that TSA immediately rescind its “shoes-on” policy, calling it a “reckless act” that may be placing the flying public at risk.

    The Illinois Democrat, who serves as ranking member of the Senate subcommittee overseeing aviation, warned that the policy was likely implemented “without meaningful consultation with TSA.” She cited an investigation by the Department of Homeland Security’s internal watchdog that found it created a new security vulnerability in airport screening systems.

    An “outrageous” danger to the flying public

    Duckworth’s demand marks the first direct call from a lawmaker to reverse the policy, following CBS News’ reporting on a classified inspector general audit that used covert “red team” testing to identify serious vulnerabilities in TSA screening nationwide.

    The classified watchdog report found that TSA scanners are unable to effectively screen shoes, raising concerns that threat items could evade detection. But those findings were buried by DHS leadership, according to previous reporting by CBS News.

    Duckworth writes that the inspector general flagged the issue as urgent in a rare “Seven-Day Letter” to then-Homeland Security Secretary Kristi Noem — but no corrective action was taken.

    She called that failure “outrageous, unacceptable and dangerous to the flying public.”

    “Allowing a potentially catastrophic security deficiency to remain in place for seven months and counting betrays TSA’s mission,” wrote Duckworth. “At a minimum, TSA’s failure to swiftly implement corrective action warrants the immediate withdrawal of Secretary Noem’s reckless and dangerous policy that increases the risk of a terrorist smuggling a dangerous item onto a flight.”

    Did the TSA violate federal law?

    In her letter to acting TSA Administrator Nguyen McNeill, dated April 3, the Illinois senator argues that TSA’s lack of response may actually violate federal law. She wrote that the agency missed a legally required 90-day deadline to outline corrective actions after receiving the watchdog’s findings — a lapse she says undermines both oversight and safety.

    “Such inaction violates Federal law, Office of Management and Budget (OMB) guidance and DHS’s own directives,” Duckworth wrote.

    A policy dating back to the “Shoe Bomber” plot

    The rule requiring passengers to remove shoes was implemented several years after the 2001 “shoe bomber” plot, when a passenger attempted to detonate explosives hidden in his footwear aboard a U.S.-bound flight.

    DHS lifted that rule and implemented a “shoes-on” policy on July 8, 2025, under Noem.

    At the time, the agency said the move would “increase hospitality for travelers and streamline the TSA security checkpoint process, leading to lower wait times.” DHS argued the decision would not impact security standards due to “our cutting-edge technological advancements and multi-layered security approach.”

    CBS News’ reporting found the agency has yet to issue a required response to the inspector general’s findings months later, leaving recommended fixes “open and unresolved” and raising broader questions about whether known security gaps are being addressed.

    While delivering an update to the nation on Operation Epic Fury on Wednesday night, President Donald Trump said the families of the 13 slain U.S. service members have urged him to “please finish the job” to defeat Iran.

    Trump emphasized that “every single one of the people, their loved ones, said, ‘Please, sir, please finish the job.’ Every one of them.”

    He commended the fallen service members who served in the Army and Air Force.

    “We salute them,” he said. “And now we must honor them by completing the mission for which they gave their lives.”

    Thirteen U.S. service members, ages 20 to 54, have been killed in the Middle East since the Trump administration launched its Iran operation.

    Six U.S. Army soldiers were killed in a March 1 Iranian drone strike at a command center in Port Shuaiba, Kuwait. Six others, U.S. Air Force airmen, died in a refueling plane crash on March 12 in Iraq. Another, Army Sgt. Benjamin Pennington, died in an Iranian attack on Prince Sultan Air Base in Saudi Arabia.

    During his Wednesday night address, Trump announced that the “core strategic objectives” of the operation “are nearing completion.”

    “As we celebrate this progress,” Trump said, “we think especially of the 13 American warriors who have laid down their lives in this fight to prevent our children from ever having to face a nuclear Iran.”

    Trump has traveled to Dover Air Force Base in Delaware twice since the start of the conflict to honor the fallen service members as their remains were returned to the U.S. in a dignified transfer for burial.

    “I wanted to be with those heroes as they returned to American soil,” Trump said. “And I was with them and their families, their parents, their wives, their husbands.”

    Trump touted America’s military might. He said the U.S. is “on track” to complete all of its objectives “very shortly.” However, he announced, “We are going to hit them extremely hard over the next 2 to 3 weeks,” adding, “We’re going to bring them back to the Stone Ages where they belong.”

    The US State Department on Wednesday announced a series of changes to the US foreign service test with a specific focus on eliminating alleged “diversity, equity, and inclusion” as the Trump administration attempts to reshape the diplomatic corps.

    In its statement announcing the changes, which also includes new curriculum for diplomats’ orientation process, the State Department called on “patriotic Americans” to apply.

    “Applicants will be tested on American history, foreign policy concepts, and logical reasoning, while questions intended to test alignment with ideological agendas have been eliminated,” a statement from the State Department. A separate fact sheet said it had removed questions on the written test related to “the diversity, equity, and inclusion agenda.”

    The announcement has sparked concern about the possible politicization of personnel who serve as the face of the United States overseas. It follows broader changes at the US State Department unveiled last year that moved to align the agency with the administration’s priorities and worldview.

    The recruitment effort comes after the department fired nearly 250 foreign service officers last year and drove out scores of other experienced diplomats, including ambassadors.

    “None of this happens in a vacuum,” said John Dinkelman, the president of the American Foreign Service Association (AFSA). “This is on the tail end of a year of considerable disruption, where you’ve literally flushed out thousands of individuals from the Foreign Service and from foreign affairs.”

    “You’re scrambling to try to rebuild a diplomatic corps, which, frankly, is going to be a bunch of new entry-level officers who are easily malleable into the ways that you want them to go, at the expense of having had some strong veterans out there with tremendous geographic, regional and functional experience who are now on the sidelines or even out of the picture,” he said.

    The fact sheet from the State Department said the foreign service onboarding program, A100, has also been “transformed.”

    “Foreign Service Officers will now receive substantive content on policy and tradecraft, which includes lectures on diplomatic history and America First foreign policy,” it noted, referencing President Donald Trump’s “America First” foreign policy framework.

    The State Department did not provide CNN with examples of questions it viewed as problematic on the foreign service exam when asked. However, an article from the conservative outlet the Daily Caller pointed to questions about the number of an applicant’s immediate friends that “have a first language other than English” and how often applicants “socialized with members of different ethnic and cultural groups” or “seek out activities with diverse ethnic and cultural groups.”

    Such questions could be expected on the past exams, Dinkelman said.

    The US diplomatic corps has historically had the reputation of being “pale, male, and Yale,” referencing a largely White, male, and Ivy League educated group. Under the Biden administration, there were efforts to promote diversity at the US’ oldest cabinet agency. Trump, on the first day of his second term, ordered an end to DEI programs in the federal government, and the Trump administration has aggressively targeted alleged DEI initiatives.

    In a statement, AFSA noted that it took issue with the claim that the previous exam included “questions intended to test alignment with ideological agendas.”

    “We see a far greater risk that political ideology could now be introduced into the selection process,” said the organization, which served as the union for foreign service officers.

    “The Trump administration is modernizing the Foreign Service to prepare America’s diplomats to advocate for our national interest on a dynamically changing world stage,” State Department deputy spokesperson Tommy Pigott said.

    Dinkelman, who was an A100 instructor for more than five years, told CNN that “it is not normal to inject what are so blatantly administration-specific agenda items into orientation.”

    The fact sheet released Wednesday noted that “the onboarding program now features required and recommended readings on American history and international relations, including speeches and writings from George Washington, John Quincy Adams, and James Monroe, selections from the Federalist Papers, and works from George Kennan, Angelo Codevilla, and Samuel Huntington.”

    “Lecture content concerning bureaucratic tedium has been reduced to a minimum,” it said. However, Dinkelman noted that such lessons in bureaucracy are needed to adequately prepare personnel who have never worked for the State Department, or perhaps even the US government, in the past.

    Washington — President Trump continues to dangle potential military action against Cuba, appearing to be emboldened by his administration’s interventions in Venezuela and Iran.

    After the U.S. military captured Venezuelan President Nicolás Maduro in January, Mr. Trump warned that he had his sights set on Cuba. Standing alongside Mr. Trump at a news conference about the raid on Jan. 3, Secretary of State Marco Rubio said the regime should be “concerned.”

    Since Iranian Supreme Leader Ali Khamenei was assassinated in U.S. strikes on Iran in February, Mr. Trump’s rhetoric against Cuba has escalated. On March 16, Mr. Trump told reporters in the Oval Office that he believed he would have “the honor of taking Cuba.”

    “Taking Cuba in some form, yeah,” he said. “Taking Cuba. I mean, whether I free it, take it — I think I could do anything I want with it, if you want to know the truth.”

    “Cuba’s going to be next,” Mr. Trump told reporters Sunday on Air Force One.

    Rubio, the son of Cuban immigrants, has been more direct about the administration’s possible goals in Cuba, testifying to Congress in January, “we would love to see the regime there change,” saying it would be of “great benefit” to the U.S. Weeks later, Rubio said Cuba has to “change dramatically.”

    “I mean Cuba has an economy that doesn’t work and a political and governmental system that can’t fix it,” Rubio said on March 17 in the Oval Office. “The people in charge, they don’t know how to fix it. So, they have to get new people in charge.”

    Rubio reiterated the need for economic reform and political reforms on Tuesday, telling Fox News the administration will “have more news on that fairly soon.”

    “You cannot fix their economy if you don’t change the system of government,” he said.

    For now, experts on the region view the threats of military action in Cuba as bluster, saying it would involve much more effort than in Venezuela because of the political structure. Forcing gradual economic change, along with the resignation of Cuban President Miguel Díaz-Canel, through the threat of economic collapse and other sanctions is a more likely scenario, they said.

    “I think there are a number of factions within the administration where some would be happy to do a deal with most of the existing Cuban government if it gave greater access to businesses, and particularly to Cuban Americans to come back and invest,” Paul Hare, who served as the British ambassador to Cuba from 2001 to 2004, told CBS News. “The other faction, I think, is insisting on a complete regime change.”

    The Trump administration has been trying to choke Cuba’s economy by imposing an oil blockade that experts say has pushed the Communist-ruled island to its most dire state since the collapse of the Soviet Union, which heavily subsidized Cuba’s economy.

    The two governments have been talking, though Díaz-Canel said earlier in March that they are “still far from an agreement.” The deputy foreign minister of Cuba, Carlos Fernández de Cossío, said in an interview with NBC that his nation does not see U.S. military action as “probable,” but their military is “prepared” for any U.S. aggression. Cossío added that regime change is “absolutely” off the table.

    What regime change could look like is another question.

    Christopher Hernandez-Roy, a senior fellow and deputy director of the Americas Program at the Center for Strategic and International Studies, said “regime management” is the “only realistic option.”

    “Regime change is probably harder to accomplish than in Venezuela. Regime management, I would also argue, is probably harder to accomplish than in Venezuela because you have a power structure that’s been in place for almost 70 years and is expert at repression and expert at sniffing out dissent. So is there a pressure point at which certain elements in Cuba think that it’s better to change course? I think it’s possible. But is it as easy as it is in Venezuela? I don’t think so. I think it’s probably harder,” he told CBS News.

    “A purely diplomatic solution that doesn’t rest on any sort of coercion, I don’t think is possible,” he added.

    Raúl Castro handed the presidency to Díaz-Canel in 2018, marking the first time since 1959 that a Castro was not formally leading the country. But Díaz-Canel is widely considered a figurehead and the Castros still have considerable influence.

    “He’s not the person that actually wields the power in the country, but it would be seen as a symbolic win by the United States,” Hernandez-Roy said.

    It’s also unclear who would step in to run the country.

    One scenario could be a Delcy Rodríguez figure who would lead the island “very much in concert with and under the pressure of the United States,” according to Lawrence Gumbiner, a career diplomat who led the U.S. Embassy in Havana during Mr. Trump’s first term.

    “The first steps would be economic openings,” Gumbiner said of how the U.S. could exert pressure over a regime-aligned leader. “I think the clear message will be like it is with Ms. Rodriguez — that you will do as we say, or else.”

    Gumbiner said the “or else” carries the threat of military action, although he believes such a threat is minimal, and potential indictments. The top federal prosecutor in Miami has been exploring potential charges against Communist Party leadership, including economic crimes, drugs, violent crimes and immigration-related violations.

    A more ambitious move would involve bringing in someone from outside the regime who would push for constitutional changes, Hare said.

    Gumbiner said that Mr. Trump is less concerned about political change, instead seeing the nation as a big opportunity for U.S. businesses.

    “Whether it’s shipping, whether it’s transportation, whether it’s tourism, whether it’s construction, I think Trump sees Cuba as kind of virgin territory, where it’s been been kind of dormant for six decades, and where the U.S. business community can come in and really dominate the scene,” he said.

    Gumbiner said Rubio likely wants to see broader change in Cuba than Mr. Trump, but he added that “there are a number of reasons why that’s going to be complicated.” The former diplomat said an upheaval to the nation’s political structure “would involve tremendous U.S. effort.”

    “It’s important to realize that Trump, he does not want to do nation building,” he said. “Rebuilding Cuba would be a nation building exercise if you want to redo it in a democratic, pluralist model. Whereas, making economic changes piecemeal is easier.”

    Facing increasing pressure from the Trump administration, the Cuban government announced that it would allow Cuban nationals living abroad to invest in companies on the island. It marked a notable shift for the country, which had heavily restricted residents from starting private businesses until recent years.

    This week, the U.S. allowed a Russian oil tanker to reach Cuba. Mr. Trump indicated Sunday it was a humanitarian gesture.

    “They have to survive,” he said.
