    随着多个州誓言要对其视为非法赌博业务的机构加强监管甚至直接取缔,整个行业正面临重大风险。特朗普家族也可能受到波及——他们正计划开设自己的预测市场平台。

    当前预测市场的公平性在一定程度上取决于交易平台本身。尽管近期的头条新闻显示,所有平台都正经历青春期般的成长阵痛,且监管层已对此感到担忧,但各家平台的内部政策和规则各不相同。

    Are prediction markets safe places for news junkies to bet on events – or dens of insider trading?

    A lot is at stake as states vow to heavily regulate or even ban what they view as illegal gambling operations. Even the Trump family could be impacted as it lays plans to open its own prediction market.

    Just how fair prediction markets are now depends partly on the trading venue. They all have different internal policies and different rules, though recent headlines suggest they’re all going through adolescent growing pains – and the adults are worried.

    Part of the problem is no one on the outside can tell who exactly is placing the winning bets, fueling suspicion some participants are trading on non-public information and triggering demands for Washington to crack down.

    “There has been very much a laissez-faire” attitude toward the industry, said Richard Warr, professor of finance at NC State University. “Regulation always takes time to catch up.”

    The two dominant players in the industry approach the business differently.

    Polymarket operates primarily outside the U.S. and gives the impression of being a no-holds-barred wild child. It was even banned for a time from operating in the U.S. after the Biden administration ruled it wasn’t complying with regulations.

    Polymarket uses cryptocurrencies to settle bets, enabling customers to use pseudonyms and remain anonymous. Critics say that encourages people with inside information to take a chance, though experts note that Polymarket should know who such people are from when the accounts and payments were verified.

    Kalshi has been a U.S.-regulated exchange since 2020. By contrast, it requires its customers to show ID and so knows all their names on the back end, though it is shields their identities from other bettors on its site. And since it operates onshore, it also has to follow U.S. “Know Your Customer” rules to make sure money launderers and other assorted crooks are not using its market for criminal activities.

    In the competition for customers, Kalshi is seeking to portray itself as the responsible, clean actor.

    “Not all prediction markets are the same,” said Kalshi spokesperson Elisabeth Diana as calls grew for a crackdown earlier this month following the ceasefire bets. She added, “We support Congress and regulators taking action to police insider trading.”

    The latest news of alleged insider trading came this past week after the arrest of an army special operations soldier accused of using inside information to bet in Polymarket before the capture of former Venezuelan leader Nicolas Maduro.

    Polymarket emphasized that it had alerted federal authorities that something was awry with the soldier’s account, though it’s not clear whether customers view this as evidence the company is a good policeman or just overwhelmed by too many bad actors. “We flagged this, referred it, and cooperated throughout the process,” Polymarket CEO Shayne Coplan posted on X. “This happens constantly behind the scenes, despite what many are led to believe.”

    Kalshi took a different take and seized upon the news to say the same soldier – Gannon Ken Van Dyke, who had netted $400,000 on his trades – had tried to make a Maduro bet earlier on Kalshi but didn’t pass muster and was turned down.

    “Unlike competitors whose trading activity is mostly offshore and unregulated, we ban and police insider trading and don’t allow war markets,” a Kalshi spokesperson told the AP.

    Earlier this year, Israeli authorities arrested two soldiers for allegedly trading on secret information on its country’s operations against Iran last year, among other things.

    On Wednesday, Kalshi announced that three politicians running for federal office had gambled on their own elections. The candidates, one running for the Senate in Virginia and two congressional hopefuls from Texas and Minnesota, were fined and banned from Kalshi for five years.

    The industry is scrambling to clean things up

    Last month, Kalshi said it would ban political candidates from trading on their own campaigns, and it would preemptively block anyone involved in college or professional sports from trading contracts related to the sports they play or are employed by.

    Polymarket also recently rewrote its rules to say clearly that users can’t trade on contracts where they might possess confidential information or could influence the outcome of an event.

    The federal government maintains that oversight belongs to one of its agencies, the Commodity Futures Trading Commission, and prediction markets aren’t under the purview of state gambling laws. After all, it argues, the CFTC already oversees financial derivatives sold by banks to companies as a hedge against risks, and these prediction market bets are similar.

    Some states fervently dismiss that argument.

    “Gambling by another name is still gambling,” said New York state attorney general Letitia James after suing two new players – Coinbase and Gemini – for allegedly operating illegal gambling businesses. “It is not exempt from regulation.”

    In big states like California and Texas, where bettors are using the markets to get around sports betting bans, the pushback to the CFTC’s support for prediction markets has been especially fierce. “I don’t remember the CFTC having authority over the ‘derivative market’ of LeBron James rebounds,” Republican Gov. Spencer Cox of Utah wrote in response to a social media post from CFTC chairman Michael Selig in February. Cox vowed to use “every resource” to block the market from his state.

    Congress is vowing a crackdown, too.

    Members on both sides of the aisle are pushing for more oversight of bets on war, assassinations, terrorist attacks and a person’s death. Federal law already gives the CFTC the authority to bar some of these so-called event contracts, but some lawmakers are seeking an outright ban. “There is no justification for gambling on lives,” said Democratic Sen. Adam Schiff last month, noting that bets on war could also tip off U.S. enemies and therefore are national security risks.

    Mr. Trump’s family stands to profit if the industry grows — yet another conflict in a presidency rife with them.

    His oldest son, Donald Trump Jr., has a stake in Polymarket through a venture capital fund in which he’s a partner. He’s also an adviser to both Polymarket and Kalshi. And the Trump business that runs the social media platform Truth Social has plans to build its own prediction market, called Truth Predict.

    As for the president himself, its not clear if he’s going push for more regulation, though he has turned somewhat critical.

    “I was never much in favor, and I don’t like it conceptually, but it is what it is,” he said Thursday, referring to the online bests. “Now, I think that I’m not happy with any of that stuff.”

    Big companies position themselves for payday from $50B federal rural health fund

    Tory Starr is worried about the people who get medical care at Open Door Community Health Centers along California’s North Coast.

    “They’re the folks that work at restaurants. They’re the teacher’s aides,” said Starr, a registered nurse who became Open Door’s chief executive more than six years ago. Those patients, he said, are “really the heart and soul of rural America.”

    He said if his remote health centers don’t get a share of the billions of dollars Congress earmarked to transform health care in rural America, patients may soon lose services. About 50% of Open Door’s 60,000 patients are on Medicaid, the joint state and federal insurance program that, together with the related Children’s Health Insurance Program, covers about 76 million people with low incomes or disabilities.

    When Congress approved the One Big Beautiful Bill Act last summer, it cut nearly $1 trillion from Medicaid over the next decade. Now, Starr hopes the $50 billion Rural Health Transformation Program, which was part of the same bill, will help keep his patients covered.

    Yet, small community health care providers, such as Open Door, may find they are sharing the billions with an army of corporate giants before it reaches their patients.

Open Door has 13 clinical sites in two counties in Northern California, and about 50% of its patients are on Medicaid, the state and federal insurance program for low-income people.     Months after federal leaders announced that all 50 states won first-year awards, ranging from $147 million for New Jersey to $281 million for Texas, state plans reveal that a heavy dose of prescribed spending will go to companies that can increase the use of electronic health records, strengthen cybersecurity, and improve state and health system technology platforms.

    And at least four large-scale coalitions of companies are now pitching multipronged services to the states. Many of the companies already work with regional health systems and states through Medicaid contracting or mobile and telehealth operations.

    How those services will help improve the health care of rural Americans at places such as Open Door remains an open question.

    States stare down reporting deadlines

    Federal regulators were “really interested in seeing digital health investments” when they crafted the five-year rural health program rules last year, said Maya Sandalow, an associate director at the Bipartisan Policy Center, a think tank based in Washington, D.C. She co-authored a recent report on how the 50 states plan to invest in technology, including modernizing health care infrastructure and expanding virtual care options such as telehealth and remote patient monitoring.

    “The rural health fund isn’t really designed to directly replace or offset the lost Medicaid funding,” Sandalow said, noting that the federal staffers in charge of the program capped provider payments — money that could help rural hospitals and clinics pay for patient care — at 15% of the total funding awarded to a state.

    Federal regulators also established tight reporting deadlines, forcing states to move quickly.

    States must file progress reports by the end of August and obligate all first-year funding by Oct. 30, according to the Centers for Medicare & Medicaid Services, the federal agency overseeing the program. States could see their awards decreased or terminated at any time if they fail to follow federal requirements, according to the CMS notice of funding opportunity.

    As of early April, CMS had not approved or had only partially approved some state budgets, including those of Wyoming, Colorado, and Vermont, according to state officials. CMS spokesperson Catherine Howden, who declined to say which states still needed revised budgets approved, said the agency does not provide “state-by-state updates.”

    In Alaska, the budget is approved but the state has not announced when it will release full grant proposals and awards, said Tricia Franklin, program coordinator for Alaska’s rural health transformation.

    “Early summer was the target,” Franklin said. But the response from vendors and applicants has been “much greater than expected, so it may take us a little longer.”

    Working with consulting companies is an established way for states to “quickly and effectively” meet federal deadlines and roll out grant money, said Morgan McDonald, national director for population health at the Milbank Memorial Fund, a nonprofit focused on state health policy work.

    Upgrading technology, modernizing rural health

    Science Applications International Corp., a Fortune 500 government contractor, pulled together the Alliance for Advancing Rural Healthcare. SAIC does a variety of technology work such as cybersecurity and engineering support. The alliance also includes Walgreens and Mission Mobile Medical, which turns RVs into primary care clinics. A data analytics company, a telemedicine and software company, and a company that helps place medical graduates in health systems are also part of the coalition.

    The SAIC alliance offers “an ecosystem” of companies that can coordinate the work states have promised, said Suresh Soundararajan, SAIC’s Rural Health Transformation Program lead and a former chief information officer for the Virginia Department of Health. Each of the companies has representatives focused on the rural program, he said.

    A lack of digital infrastructure — such as electronic health records at different clinics and hospitals that can talk to one another — has been a consistent barrier for rural medical care teams, said the Bipartisan Policy Center’s Sandalow.

    “The funding hasn’t always been there in order for rural areas to create the infrastructure that’s needed to fully adopt remote patient monitoring, telehealth, artificial intelligence in ways that will really be supportive,” Sandalow said. “It takes things like updating infrastructure, changing workflows.”

    Sandalow’s recent report found that Maine and Utah are investing in cybersecurity; Indiana, Missouri, and New Mexico plan to modernize their electronic health records; Oklahoma plans to buy hardware and software, subsidize subscriptions, and give technical support to rural providers; and states such as Arizona and South Carolina will use funds to create telehealth hubs or buy remote patient monitoring equipment.

    Federal regulators, when creating the rural program’s spending rules, also said no more than 5% of a state’s total funding awarded could be used to replace electronic medical records systems that already meet federal standards. Sandalow said that means states will focus on enhancements and upgrades to their current systems.

    Gainwell Technologies, which operates the systems for dozens of state Medicaid programs, is spearheading another coalition. Rushil Desai, a Gainwell senior vice president, said states’ detailed spending plans are “changing in real time.”

    Maine’s Medicaid plan contracts with Gainwell, and the state’s initial application listed four contracts worth more than $16 million over five years for the company. The state confirmed it has received federal approval for only its first year of spending, which includes a $250,000 contract to implement changes to the state’s Medicaid claims system.

    James Lomastro, a senior-care advocate in rural Massachusetts with the nonprofit Dignity Alliance, said he worries that large vendors and health systems will get the state’s transformation dollars.

    Clinics, home care agencies, and nursing homes that “actually provide day-to-day support in the community are mostly on the margins” of state discussions about how to spend the money, he said. A spokesperson for Massachusetts’ Executive Office of Health and Human Services, Olivia James, said state officials would “ensure that everyone has a seat at the table” with training, financial incentives, and direct investments.

    Arizona’s rural fund budget, which is $167 million for the first year, allocates up to about $30 million for medical diagnostic equipment and technology upgrades, including to electronic health records, specifically for rural health care facilities.

    But it also prioritizes grants for county public health departments, said Pima County Public Health Director Theresa Cullen. The approved budget includes up to $4 million for grants to support community health workers.

    “In these rural communities, you need to be present,” Cullen said.

    Alina Czekai, director of the CMS rural health transformation office, said her team plans to visit all 50 states. She spoke at the National Rural Health Association’s policy conference in Washington, D.C., in February and told the audience that her team wants “the money to go to rural communities, rural providers, rural patients.” The association’s members include rural hospitals and clinics, which are expected to suffer big losses under the Medicaid cuts.

    In California, Open Door’s Starr said he provided input on his state’s initial application, which won $234 million in first-year funding, but he is not clear on what the next steps will be for getting money from the program.

    For his patients, Starr said, money is needed for technology upgrades. After all, he said, updated electronic health systems could operate seamlessly and store the documentation needed to keep a patient enrolled in Medicaid.

    Updated technology could be exactly what Open Door and other area clinics need to “help keep people covered,” Starr said.

    Photos show British royal visits to the U.S. through history as King Charles III makes a state visit

    King Charles III is making a state visit to the U.S. this week, marking the first time the British monarch has visited the U.S. since becoming king in 2022.

    King Charles and Queen Camilla will visit the U.S. from Monday to Thursday. On Tuesday, Charles will address a joint meeting of Congress and the royal couple will attend a banquet dinner at the White House. Then on Wednesday, they will visit New York City.

    Though it’s Charles’ first state visit to the U.S. as king, he traveled here 19 times before his coronation. Many of his royal relatives have also made memorable trips over the years, with experiences ranging from trying a hot dog for the first time to dancing with actor John Travolta.

    Here’s a look back at some British royal visits to the U.S., both official and unofficial.

    1939: King George VI and Queen Elizabeth visit Washington, D.C.

    The first official state visit of reigning British monarchs was in June 1939, when King George VI and Queen Elizabeth, later known as the Queen Mother, visited the U.S. before World War II. During a picnic hosted by President Franklin D. Roosevelt, King George VI ate a hot dog for the first time.

    1951: Princess Elizabeth and Prince Philip visit Washington, D.C.****

    In October 1951, then-Princess Elizabeth and Prince Philip visited the White House as it was undergoing renovations. They stayed at the Blair House with President Harry Truman, and Princess Elizabeth gifted the president with a 17th‑century framed mirror and oil painting and a candelabra.

    1957: Queen Elizabeth II and Prince Philip return to Washington

    Now, as queen, Elizabeth II and Prince Philip returned to the U.S. for a formal state visit in October 1957 to celebrate the 350th anniversary of the Jamestown settlement.

    The royal couple visited Arlington National Cemetery to lay wreaths at the Tomb of the Unknown Soldier and attended a state dinner at the White House

    The British monarchs also went to a Maryland football game, where Queen Elizabeth famously asked the governor, “Where do you get all those enormous players?”

    1965: Princess Margaret’s 14-day tour

    Princess Margaret, Queen Elizabeth II’s younger sister, visited Washington, D.C., in November 1965 as part of a 14-day U.S. tour. She attended a formal dinner at the White House with President Lyndon B. Johnson.

    At the top of her U.S. tour, she made stops in California, where she rode a cable car in San Francisco and met Alfred Hitchcock on the set of “Torn Curtain” in Hollywood.

    1970: Prince Charles meets President Nixon, takes in a baseball game

    As the 21-year-old heir to the throne, Prince Charles made his first official visit to the U.S. in July 1970 with his sister, Princess Anne. He met with President Richard Nixon, was honored with a formal White House dinner and went to a baseball game with first daughter Tricia Nixon.

    1976: Queen Elizabeth II visits for bicentennial

    Queen Elizabeth II made a state visit to the U.S. in July 1976 to help celebrate America’s bicentennial — 200 years of independence from Britain. Hosted by President Gerald Ford and first lady Betty Ford, the British monarchs attended a state dinner in the White House Rose Garden, visited the U.S. Capitol and laid a wreath at Arlington National Cemetery.

    The queen presented President Ford with a soup tureen that featured a painted image of the White House and Independence Hall.

    1985: Prince Charles and Princess Diana visit Washington, D.C.

    Prince Charles and Princess Diana met with President Ronald Reagan and first lady Nancy Reagan at the White House in November 1985. The visit included tea and a gala dinner where Diana famously danced with actor John Travolta to music from “Saturday Night Fever.”

    1991: Queen Elizabeth II returns to Washington, D.C.

    Queen Elizabeth II returned to Washington, D.C., in May 1991, when President George H. W. Bush and first lady Barbara Bush hosted a state dinner. The queen ceremonially planted a tree, a little-leaf linden, on the South Lawn.

    In what eventually became known as the “talking hat” speech, because the lectern was not adjusted for her height, only the queen’s hat was visible over the microphones to the audience as she delivered remarks. Two days later, she joked in a speech to Congress, “I do hope you can see me today.”

    2007: Queen Elizabeth II attends the Kentucky Derby

    Queen Elizabeth II and Prince Phillip’s last official visit to the U.S. came in May 2007, when she was hosted by President George W. Bush to celebrate the 400th anniversary of Jamestown.

    The royal couple attended a white-tie state dinner, visited the Children’s National Medical Center and laid a wreath at the World War II Memorial.

    Prior to their stop in D.C., the British monarchs appeared at the 133rd Kentucky Derby. The queen was a racing fan and owned and bred racehorses.

    2014: Prince William and Catherine visit NYC and Washington

    Prince William and his wife Catherine, now the Princess of Wales but then known as the Duchess of Cambridge, visited the U.S. in December 2014 for a three-day visit. It was Prince William’s first meeting with President Barack Obama at the White House.

    The prince also spoke at the World Bank and attended a Brooklyn Nets game in New York, where he and Catherine met Jay-Z and Beyoncé as well as NBA star LeBron James.

    2015: Prince Charles and Camilla visit U.S.

    Then-Prince Charles and Camilla, known at the time as the Duchess of Cornwall, came to the U.S. on a four-day official tour in March 2015, where the royal couple met with President Obama and then-Vice President Joe Biden at the White House.

    “I think it’s fair to say that the American people are quite fond of the royal family,” Obama said.

    The future king and queen also visited the National Archives, Arlington National Cemetery and George Washington’s Mount Vernon estate in Virginia, and made a stop in Louisville, Kentucky.
