    WASHINGTON, April 22 (Reuters) – U.S. Senate Republicans were ​poised on Wednesday to advance their $70 billion plan to fund the Immigration and Customs Enforcement and Border ‌Patrol agencies for the next three years, while ignoring demands from Democrats for guardrails on immigration enforcement agents and their operations.

    The funding plan, laid out in a nonbinding budget resolution that Republicans unveiled on Tuesday, is a crucial step in their effort to end a partial shutdown that has ​gripped the Department of Homeland Security since mid-February.

    “Republicans want to shell out billions of dollars to Donald Trump’s ​private army without any common sense restraints or reforms,” Senate Democratic leader Chuck Schumer told a ⁠press conference.

    At the same time, Republicans have accused Democrats of wanting to “defund” crucial immigration and Border Patrol operations.

    “Republicans are moving ​forward with a budget resolution that will allow us to fund critical functions that Democrats refuse to support: law enforcement, ​drug interdiction, border security, protecting children,” Senate Majority Leader John Thune said on the Senate floor.

    The Senate was expected to begin a marathon “vote-a-rama” session late on Wednesday, with multiple votes on proposed amendments expected ahead of a final vote on passage before lawmakers leave Washington on Thursday. Senate ​passage would send the measure to the House of Representatives.

    “Republicans must stick together and UNIFY to get this done,” Trump ​said in a social media posting on Wednesday.

    Republicans hope to push the new funding for ICE and Border Patrol through Congress with a ‌rarely ⁠used procedure known as budget reconciliation, which allows some budget-related legislation to bypass Democratic opposition. Such measures require only a simple majority for passage in the 100-member Senate, instead of the usual supermajority of 60 votes or more. Republicans hold a 53-47 seat majority.

    If the budget resolution passes both the House and the Senate, congressional committees would begin filling in the details on ​how the $70 billion would be ​spent in separate legislation ⁠that Trump would have to sign into law. The new funding would be expected to run through Trump’s presidency.

    Funding for most of DHS ran out more than nine weeks ago, as ​Democrats pressed Republicans and the White House to accept new constraints on ICE and Border ​Patrol, which operate ⁠under the direction of DHS.

    After two U.S. citizens were fatally shot by immigration enforcement agents in Minneapolis, Democrats insisted that ICE and Border Patrol should be subject to the same operational rules as police forces across the United States, including a requirement that judicial ⁠warrants be ​obtained before agents can enter private homes. But weeks of negotiations ended ​in a stalemate.

    The Senate has since passed legislation to fund DHS operations other than ICE and Border Patrol. But the measure has stalled in the House, where ​hardline Republicans have demanded funding for those two entities as well.

    WASHINGTON, April 22 (Reuters) – A number of U.S. lawmakers expressed concerns about a potential federal government rescue of bankrupt Spirit ​Airlines, with the Republican chair of the Senate Commerce Committee calling it a “terrible idea.”

    “This ‌is an absolutely terrible idea,” Senator Ted Cruz said on social media. He added that “the government doesn’t know a damn thing about running a failed budget airline.”

    Reuters reported that President Donald ​Trump’s administration was nearing a deal to rescue low-cost carrier Spirit Airlines ​that could include up to $500 million in government-backed financing to ⁠help it exit bankruptcy, its second restructuring since 2025.

    The package would likely be ​a loan to keep Spirit running during bankruptcy, which would later become a longer-term ​loan when the airline exits bankruptcy, with warrants giving the U.S. government a potential stake of up to 90%, the sources said.

    The White House and Spirit did not immediately comment.

    Republican ​Senator Tom Cotton said: “If Spirit’s creditors or other potential investors don’t think they ​can run it profitably coming out of its second bankruptcy in under two years, I doubt ‌the ⁠U.S. Government can either. Not the best use of taxpayer dollars.”

    Democratic Senator Elizabeth Warren said, “Donald Trump’s war with Iran caused the sky-high fuel prices that finally did Spirit Airlines in.” She added: “What do the American people get out of this ​taxpayer bailout? Will ​the failed airline ⁠executives be held accountable?”

    Transportation Secretary Sean Duffy, in an interview Tuesday with Reuters, expressed serious concerns about a potential bailout. “What ​we don’t want to do is put good money after ​bad, and ⁠there’s been a lot of money thrown at Spirit, and they haven’t found their way into profitability. And so would we just forestall the inevitable and then own ⁠that?” ​Duffy said. “We can’t make dumb investments.”

    Duffy said it ​appears no one wants to buy Spirit. “What would someone buy?” Duffy asked. “If no one else wants to ​buy them, why would we buy them?”

    WASHINGTON, April 22 (Reuters) – Navy Secretary John Phelan has ​been fired, a U.S. official and a person familiar with the matter said on Wednesday, in another wartime shakeup ‌at the Pentagon coming just weeks after Defense Secretary Pete Hegseth ousted the Army’s top general.

    The Pentagon announced his departure in a brief statement, saying he was leaving the administration “effective immediately.” But it did not provide a reason or say ​whether it was his decision to go.

    His firing was first reported by Reuters.

    The sources, who spoke ​on condition of anonymity, said Phelan was dismissed in part because he was moving ⁠too slow to implement reforms to speed shipbuilding and because he had fallen out with key Pentagon ​leadership.

    One source cited bad relationships with Hegseth, Hegseth’s deputy, Steve Feinberg, as well as the Navy’s No. 2 ​civilian, Hung Cao, who the Pentagon said will now take over as acting Navy secretary.

    The source also cited an ethics investigation into Phelan’s office.

    A billionaire seen as having close ties to President Donald Trump, Phelan is the first administration-picked service secretary ​to be fired since Trump came back into office last year.

    His departure fits within a broader context ​of upheaval at all levels of leadership at the Pentagon under Hegseth’s watch, including the firing last year of the chairman ‌of the ⁠Joint Chiefs of Staff, Air Force General C.Q. Brown, as well as the chief of naval operations and Air Force vice chief of staff.

    On April 2, Hegseth fired Army Chief of Staff Randy George without citing a reason. Two U.S. officials said the decision was tied to tensions between Hegseth and Army Secretary Daniel ​Driscoll.

    The latest departure comes during ​a tense ceasefire with Iran, ⁠as the U.S. flows more naval assets into the Middle East.

    The U.S. military is relying on naval assets to carry out a blockade of Iran, which President Donald ​Trump is hoping will pressure Tehran to negotiate an end to the conflict ​on his ⁠terms.

    The Navy is under intense pressure to expand its fleet. China’s shipbuilding industry now dwarfs the U.S., which was once a global powerhouse.

    Trump’s $1.5 trillion defense budget request for fiscal year 2027 includes over $65 billion to procure 18 warships ⁠and 16 ​support ships made by General Dynamics (GD.N), opens new tab and Huntington Ingalls Industries (HII.N), opens new tab.

    It is ​part of what the Pentagon is calling the “Golden Fleet” initiative, which officials say is the largest shipbuilding request since 1962.

    WASHINGTON, April 22 (Reuters) – U.S. President Donald Trump claimed on Wednesday without evidence that a Virginia vote to redraw the state’s congressional map in a way that favors Democrats had been “rigged,” as a county judge moved to block the measure.

    On Tuesday, Virginia voters approved a redistricting referendum that could help Democrats flip as many as four Republican-held seats in the U.S. House of Representatives and boost Democrats’ chances of winning control of the chamber in November.

    Trump, a Republican, wrote in a social media post that “A RIGGED ELECTION TOOK PLACE LAST NIGHT IN THE GREAT COMMONWEALTH OF VIRGINIA!” and blamed mail-in ballots for the outcome.

    The post was the latest example of Trump casting doubt on election outcomes he dislikes by portraying ordinary vote counting, particularly the tabulation of mail ballots, as evidence of fraud without offering proof.

    The referendum has already faced multiple legal challenges. The Supreme Court of Virginia allowed the referendum to proceed but may end up invalidating it, making the results moot.

    And in a separate case that also looks likely to end back up at the Supreme Court, a Virginia county judge, in response to a lawsuit filed by the Republican National Committee, blocked the new map on Wednesday, ruling lawmakers had not followed the rules for the constitutional amendment that the map redrawing required.

    Virginia Attorney General Jay Jones, a Democrat, said he would ask the state’s Court of Appeals to overturn Circuit Court Judge Jack Hurley Jr.’s order, which called the ballot language “flagrantly misleading” and blocked the state from certifying Tuesday’s referendum results.

    The referendum in Virginia is the latest twist in the nation’s redistricting arms race, which Trump and Texas Republicans began last year as they sought to defend the party’s slim House majority during the midterm elections in November.

    Trump, who has not accepted that he lost the 2020 presidential election despite having failed in dozens of courts to challenge the results, has consistently sought to undermine faith in the voting process.

    After his 2020 loss to President Joe Biden, Trump falsely claimed widespread fraud and backed efforts to overturn the result, including pressuring his then vice president, Mike Pence, to not certify the election results.

    Courts, state election officials and his own administration have since found no evidence of fraud on a scale that would have changed the outcome.

    In recent months, the Trump administration has stepped up its effort to revive claims of widespread voter fraud in the 2020 election. The Justice Department is seeking a swath of state voter data, while the FBI has reopened old election-fraud allegations in battleground states including Georgia.

    Hungary drops veto, clearing path for $106 billion EU loan to Ukraine

    The European Union issued preliminary approval on a $106 billion loan for Ukraine Wednesday, after Hungary lifted its months-long veto on the funds.

    Most of the funding will go toward Ukraine’s defense sector, which officials in Kyiv say is central to Europe’s long-term security. The move may also signal a more constructive relationship with the bloc following the ouster of Hungarian Prime Minister Viktor Orbán earlier this month.

    The loan, originally introduced in December, had been held up by a dispute between Hungary and Ukraine over an oil pipeline that runs through Ukrainian territory. Orbán vetoed the funds in February, accusing Ukraine of shutting down the Druzhba Pipeline, which delivers Russian oil through Ukraine to Hungary and Slovakia.

    But on April 12, Orbán lost Hungary’s parliamentary elections to center-right challenger Peter Magyar, who took a more supportive stance toward Ukraine during the campaign. Ukrainian President Volodymyr Zelenskyy says that the Druzhba Pipeline is now repaired and that Russian oil flows to Hungary and Slovakia have resumed.

    The loan must still be officially approved by the EU after the EU ambassadors issued preliminary approval during a meeting on Wednesday, but with Hungary’s veto dropped, no serious roadblocks remain.

    Ukrainian officials say that a majority of the funds will go toward military production.

    “We know that roughly two-thirds will be spent on our defense industry,” Yuriy Sak, an adviser to Ukraine’s Ministry of Strategic Industries, told CBS News. “Our defense industry is capable of producing $50 billion worth of weapons but the government right now can only buy $15 billion.”

    The funds come at a crucial time for Ukraine’s military, which has been slowly advancing during its fifth year of war with Russia, but with increasingly limited resources at its disposal.

    “The lack of those funds has been harmful,” Heorhii Tykhyi, spokesperson for Ukraine’s Ministry of Foreign Affairs, told CBS News. “There have been certain defense projects that have already been under-funded or basically not put into action because of the lack of these particular funds, so we are very happy that this is finally moving forward.”

    Kyiv has also welcomed the loan as a sign of a more constructive relationship with the EU, which increasingly views Ukraine as a crucial security partner.

    “It is money for Ukraine’s defense, but I think people now appreciate that this is for the European Union’s defense,” Sak said.

    Said Tykhyi: “This loan is not an act of charity. It is not an act of solidarity with Ukraine. It is money intended to defend Europe from the Russian threat.”

    Hungary, which remains heavily reliant on Russian energy, could still complicate Ukraine’s relationship with the bloc. But Ukrainian officials remain hopeful for a more productive relationship with Budapest’s new government.

    “Orban has been a bone in our throat,” Sak said. “We have been getting mixed messaging from Magyar so we will have to see how it goes, but we know he is not going to be as disruptive as Orban.”

    Zelenskyy, speaking to journalists in Kyiv on Wednesday, was optimistic about the future of the relationship.

    “I very much hope that Hungary’s position will be constructive toward us. We will also demonstrate steps to meet them halfway,” he said. “We, as neighbors, surely must live in peace.”

    April 22 (Reuters) – Federal prosecutors on Tuesday charged a Louisiana man with illegally possessing a firearm and lying to federal agents after the ​weapon was used in Sunday’s massacre of eight children in Shreveport.

    Police say ‌Shamar Elkins used that gun to kill seven of his own children plus a nephew, ranging in age from 3 to 11.

    Police said Elkins also shot his ​wife, the mother of several of the children, who was hospitalized ​with serious injuries, and another woman. Police fatally shot Elkins ⁠during a vehicle chase, officials said.

    Prosecutors charged Charles Ford, 56, with being ​a felon in possession of a firearm and making false statements to ​federal agents, the U.S. Attorney’s Office for the Western District of Louisiana said in a statement.

    The firearm linked to the charges – a short-barreled, AR-style weapon – was the same one ​Elkins used in the attack, prosecutors said.

    Investigators traced the gun to ​its original purchaser, who told them she had given it to Ford, the statement said.

    Ford, ‌a ⁠convicted felon prohibited from possessing firearms, initially denied having had the weapon when federal agents interviewed him, prosecutors said. He later admitted that he possessed the rifle, saying he kept it under his seat and believed ​Elkins took it, according ​to the ⁠criminal complaint.

    “Law enforcement partners are investigating every angle of how this tragedy came to occur,” U.S. Attorney Zachary Keller ​said in the statement. He said prosecutors hoped holding ​others accountable ⁠would provide “some small bit of solace” to the community.

    Ford faces up to 15 years in prison if convicted of the gun charge and up to ⁠five ​years for the false statement count.

    The typical monthly rent in March was $1,910 per month, up 1.8% from a year ago. That represents the slowest rate of growth in rental costs since December 2020, according to a new Zillow study.

    “Rents surged after the pandemic due to a sharp increase in demand colliding with limited supply and strong fiscal support,” Zillow senior economist Kara Ng told CBS News in an email. “Growth is now slowing as new supply comes online, demand normalizes and affordability constraints reduce landlords’ pricing power.”

    In another boost for some renters, people’s income rose faster in March than rental costs, giving people a bit more financial wiggle room.

    According to the online real estate marketplace’s findings, single-family rents rose 2.5% on an annual basis in March, the slowest rate Zillow has recorded since 2015, when it started collecting the data. Zillow defines single-family homes as attached or semi-attached row houses, duplexes, quadruplexes and townhomes. Multifamily home rents were $1,757 in March, up 1.3% from a year ago.

    Among the largest U.S. cities, monthly rents cooled the most in Austin, Texas, where prices are down 2.3% as of March compared to a year ago. Rents are down 1.6% year over year in both Tampa, Florida, and San Antonio, Texas, Zillow found.

    While the cost of keeping a roof over your head is cooling, Americans still spend a large chunk of their income on rent. The median household spent 26.5% of its income on rent last month, Zillow found.

    Meanwhile, a household must earn at least $76,400 a year to comfortably afford the typical monthly rent of $1,910 — that’s up 35% from before the pandemic. The data shows single-family rents have surged nearly 45% since early 2020, while multifamily rents have jumped 28% over that period.

    Two doctoral students at the University of South Florida have gone missing, according to authorities. Family and friends of the pair, both from Bangladesh, say they haven’t heard from them since last Thursday.

    Zamil Limon and Nahida Bristy, both 27, were last seen in the Tampa area on April 16, the University of South Florida Police Department said in a news release. In a statement to CBS News, the Hillsborough County Sheriff’s Office, which is also investigating, said detectives are actively following leads and conducting searches in multiple locations, including Hillsborough and Pinellas counties.

    Limon is studying the use of AI in environmental science and was set to present his doctoral thesis this week, his family said. He was last seen around 9 a.m. last Thursday at his residence in Tampa, the USFPD said. Bristy is studying chemical engineering. She was also last seen on April 16, at approximately 10:00 a.m. on the USF Tampa campus, authorities said.

    Loved ones say their disappearances are out of character and are concerned for their well-being.

    “He was extremely busy, and Tuesday [April 14]…he also informed us that, please don’t call me unless it is… [an] emergency,” Ahmed told CBS News. There has been no further contact with Limon confirmed since Thursday, April 16, authorities said.

    A friend of the pair told CBS News that Limon had put on a shared Outlook calendar at the lab that he was planning to work from home on the day he and Bristy went missing.

    “He took a work-from-home to work on [his] thesis,” said Omer Hossain, the friend. “He put it in the Outlook calendar.”

    Hossain said the pair were part of the same friend group, and that friends were unaware that the two may have had a romantic relationship.

    Ahmed said the pair had developed feelings, “gradually they thought about having a future together, but they preferred their study first.”

    Bristy’s older brother, Zahid Pranto, told CBS News that Bristy would typically be in touch with her family on a daily basis.

    “There has been no single day without contact with her,” Pranto said. “My family is just devastated.”

    According to the families, the disappearances also don’t make sense because the pair already had flights booked to travel to Bangladesh for summer break.

    WASHINGTON, April 22 (Reuters) – Prediction markets platform Kalshi said on Wednesday it has suspended three U.S. congressional candidates for “political insider trading,” building ​on its efforts to block politicians and athletes from betting on contests in which ‌they are involved.

    “All three cases concern political insider trading and were flagged because of our newly released safeguards to block political candidates from trading on their own elections,” the company said.

    Kalshi identified the ​candidates as Democratic Minnesota state Senator Matt Klein, who was seeking the nomination ​to run for the U.S. House of Representatives seat representing his state’s ⁠2nd district; Republican Ezekiel Enriquez, who is seeking his party’s nomination for the U.S. ​House seat representing the 21st district in Texas; and Mark Moran, an independent running for ​U.S. Senate in Virginia.

    Moran admitted to having bet $100 on himself, saying he wanted to get caught.

    “I traded $100 on myself, knowing this would happen (also knowing that I wouldn’t be vying for the Democratic nomination) and ​the attention it would create to highlight how this company is destroying young men and ​as Senator I will go after Kalshi and impose significant penalties on them – 25% – a vice tax – ‌to ⁠pay down our national debt,” Moran wrote on X.

    Klein apologized for his $50 bet on his primary race, calling the move a mistake. He said he has paid the penalty.

    The other candidates could not immediately be reached for comment.

    Prediction markets have surged in popularity since ​the 2024 U.S. presidential ​election, when participants bet ⁠heavily on Donald Trump’s victory.

    However, there is a growing concern about insider trading on them after an unknown trader made more than $400,000 betting that ​Venezuelan President Nicolas Maduro would be ousted from his position ahead ​of a ⁠U.S. mission to capture the leader.

    California barred state officials last month from using inside knowledge to bet on platforms such as Kalshi and its rival Polymarket.

    New York Governor Kathy Hochul on ⁠Wednesday ​issued an executive order prohibiting state employees from engaging ​in insider trading on prediction markets.

    “Getting rich by betting on inside information is corruption, plain and simple,” Hochul said ​in a statement.
