    (伦敦综合电)英国最高情报机构警告,外国势力正通过从资金捐赠到色诱等多种手段进行干预,这带来了潜在风险。

    温指出,新医院选址实际上比旧址更容易发生洪水,且由于附近有一条小溪以及西部山区可能的风暴径流,该地块用于开发”风险极高”。不过,他补充说,新址的洪水强度将比旧址小,通过抬高医院或修建土堤可以减轻影响。

    Hospital flooded by Hurricane Helene to be rebuilt in another flood plain

    A small Tennessee hospital that was destroyed by a surging river during Hurricane Helene will soon be rebuilt on low-lying farmland that could face several feet of flooding in a much smaller storm, risking another disaster if the new facility is not built to withstand extreme weather, according to a KFF Health News analysis.

    Ballad Health announced in January that it would spend about $44 million to rebuild the 10-bed Unicoi County Hospital in a field behind a Walmart in Unicoi, Tennessee, about 7 miles from the shuttered hospital that was the site of catastrophic flooding and a daring helicopter rescue on Sept. 27, 2024.

    But the new location also faces significant flood risk, according to a KFF Health News review of information from Fathom and First Street, two climate data companies whose flood modeling is considered more sophisticated than outdated flood maps published by the Federal Emergency Management Agency. Both Fathom and First Street estimate that a 100-year flood — a weather event more common and less intense than Helene — could cover much of the hospital site with more than 2 feet of water.

    “The proposed site is so obviously a flood plain geomorphologically,” said Oliver Wing, chief scientific officer at Fathom. “You don’t need a model to see that.”

    Wing said the new hospital site was actually more likely to flood than the old site and “very risky” for development due to a nearby creek and potential storm runoff from mountains to the west. But the flooding would be less powerful than at the old site, Wing said, and its impact could be lessened by elevating the hospital or building earthen embankments.

    Ballad Health confirmed the new hospital location but did not respond to questions about flood risk or defenses planned for the site. In a brief written statement, spokesperson Molly Luton said Ballad was working with geotechnical professionals, Zurich Insurance Group, and a high-profile architecture firm in Nashville, Earl Swensson Associates, to “plan and build a safe hospital for the Unicoi County community.” Luton said Ballad is also working with FEMA, which is providing about $7.4 million for the rebuild.

    FEMA has served as the nation’s de facto authority for estimating flood risk for half a century and its flood maps generally determine which buildings must be designed to withstand a flood. But those maps are often incomplete and do not account for the impacts of climate change. FEMA’s flood maps of Unicoi, last updated in 2008, do not identify the new hospital site as a flood hazard zone.

    Nationwide, FEMA maps don’t capture much of the flood risk identified by Fathom and First Street, which use sophisticated computer models and detailed terrain data to create flood simulations that are relied on by major developers, insurance companies, and government agencies. First Street publishes much of its modeling online, while Fathom shared data with KFF Health News through a data-use agreement.

    Chad Berginnis, executive director of the Association of State Floodplain Managers, said that while the hilly terrain of northeastern Tennessee may limit Ballad’s options to rebuild, it should not ignore the data from Fathom and First Street or rely purely on FEMA’s maps, which suggest the hospital could be built with minimal flood protections.

    If Ballad builds behind the Walmart, Berginnis said, it should follow the latest standards from the American Society of Civil Engineers, which recommend elevating hospitals enough to withstand a 1,000-year flood — like the one caused by Helene.

    According to those standards and Google Earth elevation data, that could require earthwork to raise the ground of the Unicoi site by at least 8 feet and as much as 18 feet before construction.

    “It’s going to require some elevation, and there is going to be some cost,” Berginnis said. “But, my God, you just lost your dang hospital.”

    The destruction of Unicoi County Hospital in 2024 prompted a KFF Health News investigation into hospital flood risk, which used Fathom data to identify more than 170 hospitals across the nation that face the greatest risk of significant or dangerous flooding. Of those hospitals, at least 39 faced circumstances similar to Unicoi’s: Nearby rivers or creeks were predicted to swell beyond their banks and engulf the facility.

    Ballad Health, which owns Unicoi and 19 other hospitals in Tennessee and Virginia, is the nation’s largest state-sanctioned hospital monopoly and the only option for hospital care for most residents in a 29-county region of Appalachia.

    In a news release announcing the Unicoi reconstruction, Ballad said it was finalizing a land purchase for the new hospital site and expected construction to begin in the spring and last two years. Ballad Health Chief Operating Officer Eric Deaton said the reconstruction announcement was “a long-awaited step toward healing.”

    “Rebuilding Unicoi County Hospital is about more than bricks and mortar,” Deaton said in the release. “It’s about keeping care close to home for people who have been through so much.”

    Tennessee state Rep. Renea Jones, a Republican whose district includes both the old and new Unicoi hospital sites, praised the reconstruction plan in Ballad’s news release. The release did not mention that Ballad would buy about 15 acres of land for the new hospital from Jones’ family, which was first reported by local television station WJHL and later confirmed by Tennessee public records.

    Jones did not agree to be interviewed about the sale of the property or its flood risk.

    The destroyed Unicoi County Hospital, which cost $30 million, was built along a bend of the Nolichucky River even though FEMA had labeled that area a flood zone for decades. Mountain States Health Alliance began construction in 2017, then later became Ballad Health, which opened the hospital in 2018.

    Alan Levine, who was the CEO of Mountain States and now leads Ballad, told KFF Health News in a 2024 interview that Mountain States was aware of the flood risk when Unicoi was built but believed levees could protect the facility.

    “I feel like everything we did when we built it was done the right way,” Levine said.

    Helene proved too much to handle. As the hurricane carved a deadly path across Southern states and into Appalachia, heavy rainfall caused the Nolichucky to overspill its banks and engulf the hospital in as much as 12 feet of water.

    Floodwater pushed inside the hospital and cut the power, forcing patients and staff to evacuate to the roof in hopes of rescue. Ultimately, helicopters plucked 70 people from the roof and the rushing water, narrowly avoiding fatalities.

    Angel Mitchell, a Unicoi survivor who was airlifted to safety with her ailing mother, said she was appalled that the hospital would be rebuilt in an area that was vulnerable to another flood.

    But the worst part, Mitchell said, was that locals would have little choice but to tolerate the risk because of Ballad’s monopoly.

    “It’s ridiculous,” Mitchell said. “We want to go somewhere to heal, not somewhere to worry.”

    GOP Rep. Thomas Massie of Kentucky and Democratic Rep. Ro Khanna of California have each said that they will visit the Department of Justice on Monday to view unredacted documents from the Epstein files.

    The bipartisan duo spearheaded the push to pass the Epstein Files Transparency Act last year.

    “The survivors standing in front of the Capitol twice is why @RepThomasMassie & I were able to pass the Epstein Transparency Act. Tomorrow, Massie and I will go together to DOJ to see the unredacted files. We will not rest until the Epstein class is brought to justice,” Khanna declared in a Sunday post on X.

    东京电力公司星期一发声明宣布,位于新泻地区的柏崎刈羽核电站已于当地时间9日下午2时(新加坡时间下午1时)重新启动。

    东电官员说,在重启并完成另一轮全面检查后,核电站预计将于3月18日或之后开始商业运行。

    As Hong Kong’s Jimmy Lai sentenced to 20 years in prison, family warns he’ll “die a martyr”

    Hong Kong— Jimmy Lai, the pro-democracy former Hong Kong media tycoon and a fierce critic of Beijing, was sentenced on Monday to 20 years in prison in the longest punishment given so far under a China-imposed national security law that has virtually silenced the city’s dissent.

    Lai, 78, was convicted in December of conspiring with others to collude with foreign forces to endanger national security, and conspiracy to publish seditious articles. The maximum penalty for his conviction was life imprisonment.

    His co-defendants, six former employees of his Apple Daily newspaper and two activists, received prison terms of between 6 years and 3 months, and 10 years on collusion-related charges.

    Lai smiled and waved at his supporters when he arrived for the sentence. But before he left the courtroom, he looked serious, as some people in the public gallery cried. When asked about whether they would appeal, his lawyer Robert Pang said no comment.

    The democracy advocate’s arrest and trial have raised concerns about the decline of press freedom in what was once an Asian bastion of media independence. The government insists the case has nothing to do with a free press, saying the defendants used news reporting as a pretext for years to commit acts that harmed China and Hong Kong.

    Lai was one of the first prominent figures to be arrested under the security law in 2020. Within a year, some of Apple Daily’s senior journalists also were arrested and the newspaper shut down in June 2021.

    Family warns Lai “will die a martyr behind bars”


    In a statement, Lai’s son, Sebastien, said the “draconian” prison term was devastating for his family and life-threatening for his father. “It signifies the total destruction of the Hong Kong legal system and the end of justice,” he said.

    His sister Claire called the sentence “heartbreakingly cruel” in the same statement. “If this sentence is carried out, he will die a martyr behind bars,” she said.

    Lai has been in custody for more than five years already.

    In January, his lawyer Pang said Lai suffered health issues including heart palpitations, high blood pressure and diabetes.

    The prosecution said a medical report noted Lai’s general health condition remained stable. The government claimed Lai had requested to be held in solitary confinement.

    Lai’s sentence condemned around the world


    Lai’s sentencing could heighten Beijing’s diplomatic tension with foreign governments, which have criticized Lai’s conviction and sentencing.

    President Trump, who is expected to visit China in April, said in December that he felt “so badly” after the verdict was handed down, and he noted that he had spoken with Chinese leader Xi Jinping about Lai and asked him “to consider his release.”

    British Prime Minister Keir Starmer’s government also has called for the release of Lai, who is a British citizen. U.K. Foreign Secretary Yvette Cooper called the prosecution “politically motivated,” saying the prison term is tantamount to a life sentence.

    Human Rights Watch’s Asia Director Elaine Pearson said the harsh 20-year-sentence is effectively a death sentence, calling it cruel and unjust.

    Chinese leaders say Lai’s sentence “deeply gratifying”


    Hong Kong leader John Lee said Lai’s sentence demonstrated the rule of law, calling the crimes he was convicted of “heinous and evil in the extreme.”

    The newspaper mogul’s “heavy sentence of 20 years’ imprisonment demonstrates the rule of law, upholds justice and is deeply gratifying,” Lee said in a statement.

    Lin Jian, a spokesperson for China’s foreign ministry in Beijing, said Lai was “a key planner and participant in a series of anti-China and disruptive activities in Hong Kong,” and lauded the sentencing as “reasonable, legitimate, and legal,” adding: “There is no room for argument.”

    Lin urged “relevant countries” to respect the rule of law in Hong Kong.

    Lai prosecuted under China’s broad new security law


    Lai founded Apple Daily, a now-defunct newspaper known for its critical reports against the governments in Hong Kong and Beijing. He was arrested in August 2020 under the security law that was used in a yearslong crackdown on many of Hong Kong’s leading activists.

    In their ruling, three government-vetted judges wrote that the starting point of Lai’s sentence was increased because they found him to be the mastermind of the conspiracies. But they also reduced his penalty because they accepted that Lai’s age, health condition and solitary confinement would cause his prison life to be more burdensome than that of other inmates.

    “Lai was no doubt the mastermind of all three conspiracies charged and therefore he warrants a heavier sentence,” they said. “As regards the others, it is difficult to distinguish their relative culpability.”

    They took into account that Lai is serving a prison term of five years and nine months in a separate fraud case and ruled that 18 years of Lai’s sentence in the security case should be served consecutively to that prison term.

    A chilling effect on China’s journalists and academics


    Urania Chiu, lecturer in law at Oxford Brookes University, said the case is significant for its broad construction of seditious intent and application of the term “collusion with foreign forces” to certain activities by the media. The implication is particularly alarming for journalists and those working in academia, she said.

    “Offering and publishing legitimate critiques of the state, which often involves engagement with international platforms and audiences, may now easily be construed as ‘collusion,’” Chiu said.

    The former Apple Daily staffers and activists involved in Lai’s case entered guilty pleas, which helped reduce their sentences Monday. They earlier admitted to the prosecution charge that said they conspired with Lai to request foreign forces to impose sanctions or blockades, or engage in other hostile activities against Hong Kong or China.

    The convicted journalists are publisher Cheung Kim-hung, associate publisher Chan Pui-man, editor-in-chief Ryan Law, executive editor-in-chief Lam Man-chung, executive editor-in-chief responsible for English news Fung Wai-kong and editorial writer Yeung Ching-kee. They received prison terms ranging between six years and nine months, to 10 years.

    The two activists, Andy Li and Chan Tsz-wah, were sentenced to six years and three months, and seven years and three months respectively.

    The penalties for Cheung, Chan and Yeung, alongside the two activists, were reduced in part because they served as prosecution witnesses and the judges said their evidence had “significantly” contributed to the conviction of Lai.

    Before sunrise, dozens of people stood in line outside the court building to secure a seat in the courtroom. One of them was former Apple Daily employee Tammy Cheung.

    “Whatever happens, it’s an end — at least we’ll know the outcome,” Cheung said before the sentence was delivered.

    Lai founded Apple Daily in 1995, two years before the former British colony returned to Chinese rule. Its closure in 2021 shocked the local press scene. Hong Kong ranked 140th out of 180 territories in the press-freedom index compiled by media freedom organization Reporters Without Borders in 2025, far from its 18th place in 2002.
