    The House Ethics Committee announced on Monday that it has opened an investigation into misconduct allegations against Rep. Eric Swalwell.

    The news comes as the California Democrat is under increasing scrutiny after CNN and the San Francisco Chronicle reported that a former staffer accused him sexual assault, describing a night of drinking that ended with Swalwell having sex with her when she could not consent. Swalwell, who suspended his campaign for California governor this weekend, faces calls for expulsion from Congress.

    The committee said in a statement that it has opened an investigation into allegations that Swalwell “violated the Code of Official Conduct or any law, rule, regulation, or other applicable standard of conduct in the performance of his duties or the discharge of his responsibilities, with respect to allegations that he may have engaged in sexual misconduct, including towards an employee working under his supervision.”

    The panel stated that “the mere fact that it is investigating these allegations, and publicly disclosing its review, does not itself indicate that any violation has occurred.”

    Washington— The Department of Homeland Security has ordered thousands of furloughed employees back to work, according to internal emails obtained by CBS News, even as most of the agency technically remains shut down and unfunded by Congress.

    The directive, which was issued to employees at DHS agencies like the Federal Emergency Management Agency and the Cybersecurity and Infrastructure Security Agency, marks a significant shift in how the administration is managing the funding lapse, effectively blurring long-standing distinctions between furloughed employees and those who remain on the job during a government shutdown.

    “All DHS employees … are being returned to a work and paid status,” DHS Chief Human Capital Officer La’ Toya Prieur wrote in an April 10 notice to staff, adding that employees are to report “on your next regularly scheduled duty day.”

    A separate internal message to FEMA personnel states more bluntly: “All FEMA employees will be placed in exempt status and are expected to report in person to their normal duty station.”

    Historically, during lapses in federal funding, only “excepted” employees — those deemed necessary for the protection of life and property — continue working, usually without pay. Non-excepted workers are typically furloughed and barred from performing their duties.

    DHS’ move upends that framework. Under the new guidance, the department said it has determined that employees’ roles “advance the purpose of available appropriations,” which allows them to resume “normal duties” despite the funding gap.

    DHS acknowledged in its notice to employees that it is relying on limited funding streams. “DHS is using available funds to ensure employees are paid,” the notice stated, saying that a new status update will be issued if those funds run out.

    Paying DHS employees

    The directive comes on the heels of a presidential memorandum issued April 3 that directed the department to find a way to provide back pay for DHS workers since the start of the shutdown, which began on Feb. 14. More than 35,000 DHS employees began receiving paychecks last Friday, the first time they had been paid in weeks.

    As CBS News first reported last week, newly confirmed DHS Secretary Markwayne Mullin said that most department employees would see money covering recent missed pay periods in their accounts by Monday.

    “The majority of everybody will be paid by then,” Mullin told CBS News while on his first official visit as DHS secretary in Chimney Rock, North Carolina.

    But the secretary warned that future checks for DHS employees — outside of law enforcement officials — would depend entirely on lawmakers.

    “Going forward, we’ve got to wait on Congress. This was kind of a rifle shot,” he said, noting the high cost of covering DHS’ payroll every two weeks. The department told employees this week that they would not be paid again until the congressional impasse over funding the agency ends.

    The timeline for a resolution on Capitol Hill is unclear. The Senate struck a deal last month to fund DHS with the exception of Immigration and Customs Enforcement and Customs and Border Protection. House Republicans initially balked at the plan, but GOP leaders and the president have since coalesced around a strategy that would fund DHS through the normal appropriations process while funding ICE and CBP through budget reconciliation, which would not require Democratic votes.

    Some House Republicans have said they won’t support the broader DHS funding bill until progress is made on passing the reconciliation package. President Trump has stated he wants a reconciliation bill on his desk by June 1.

    Legal and operational questions

    Recalling thousands of furloughed staffers to work despite the ongoing shutdown raises immediate legal and budgetary questions, particularly around the Antideficiency Act, which restricts federal agencies from obligating funds that are not appropriated by Congress.

    By issuing the return-to-work notice, the Trump administration appears to be invoking emergency authorities or reinterpreting what qualifies as “excepted” work, expanding it to cover a broad category of homeland security operations.

    The administration has framed the move as necessary to maintain national security and disaster readiness.

    Emails obtained by CBS News reference the president’s order “directing the immediate payment and recall of all furloughed Department of Homeland Security employees.”

    For DHS employees, the recall brings a return to normalcy but also uncertainty.

    While the department promised to pay workers using “available funds,” it cautioned that those funds may be temporary. “Should the Department exhaust currently available funds… you will receive a new notification of your work status,” the email stated.

    Employees were also warned that failure to report could result in discipline: “Failure to report for duty as directed… may result in administrative or disciplinary action.”

    Implications for disaster response

    For FEMA, the change could have immediate operational benefits — at least in the short term.

    With hurricane season approaching and spring flooding already underway in parts of the country, bringing back the full workforce allows the agency to resume some level of planning, training and logistical coordination that would otherwise stall during a shutdown.

    However, the constraints remain significant. Recalled employees are barred from overtime, a key tool during disaster response, and must limit their work to “excepted” functions.

    Additionally, while disaster response and recovery can continue through a shutdown, the money within the Disaster Relief Fund is running low as the shutdown drags on. The stalled DHS appropriations bill would replenish the fund with more than $26 billion.

    Dominic Frimpong of Ghanaian Premier League club Berekum Chelsea was killed after the team’s bus was attacked by a group of suspected armed robbers, the country’s soccer association said Monday.

    The incident happened on Sunday as Berekum Chelsea was returning from its game against Samartex in Samreboi in southern Ghana, the club said in a statement.

    “Masked men welding guns and assault rifles started shooting at our bus as the driver tried to reverse. The players and staff fled into nearby bushes to take cover,” the statement read.

    The club said one of the players was badly injured and receiving medical attention at a nearby hospital.

    The Ghanaian Football Association later said 20-year-old winger Dominic Frimpong was reportedly killed in the incident.

    “This tragic incident is not only a huge loss to Berekum Chelsea but also to Ghana football as a whole. Dominic was a promising young talent whose dedication and passion for the game embodied the spirit of our league,” the governing body said in a statement.

    In a social media post, the president of the Ghanaian Football Association, Kurt Edwin Simeon Okrakru, called the incident “heartbreaking.”

    “May Dominic’s soul rest in perfect peace,” he wrote.

    Frimpong joined Berekum Chelsea FC on loan from Aduana Stars FC at the beginning of the year. He played 13 games and scored two goals for the club, according to local media.

    Nearly two years after three young girls were stabbed to death in one of the most shocking acts of violence in recent British history, the head of a public inquiry into the attack said it “could have been, and should have been, prevented.”

    Six-year-old Bebe King, 7-year-old Elsie Dot Stancombe, and 9-year-old Alice da Silva Aguiar were killed on July 29, 2024, when 17-year-old Axel Rudakubana carried out a frenzied knife attack at a Taylor Swift-themed dance event in the town of Southport, in northwest England. Ten other people were wounded in the attack.

    Sixteen additional people, many of them children, continue to live with serious psychological trauma.

    A day after the attack, with false rumors spreading on social media — and amplified by far-right figures — that Rudakubana was Muslim and had entered the U.K. crossing the English Channel on a small boat, violent disorder broke out in towns across the country.

    For six days, anti-immigration riots — which included racist attacks, arson and looting — swept the country, as Southport became a byword for tensions over immigration, integration and national identity in the U.K.

    By July 2025, a year after the unrest, police had made 1,840 arrests, with more than 1,100 charges brought.

    The inquiry, which heard evidence over nine weeks, was set up to examine how the teenager, who was known to multiple public agencies — including police, social services, education, and health care — was able to carry out the attack.

    The head of the inquest, Sir Adrian Fulford, wrote in his report, published Monday, that the attacker’s “trajectory towards grave violence was signposted repeatedly and unambiguously” but that agencies failed to act “with the cohesion, urgency or clarity required.”

    He accused institutions of “repeatedly passing the risk to others and closing or downgrading their own involvement,” adding: “This failure lies at the heart of why [Rudakubana] was able to mount the attack, despite so many warning signs.”

    “This attack could have been — and should have been — prevented,” he concluded.

    U.K. Prime Minister Keir Starmer called the inquiry’s finding “harrowing” Monday and has promised to make “fundamental changes.”

    “No risk to others”

    From as early as 2019, Rudakubana — who was born in Cardiff, Wales, to Rwandan parents — was in and out of contact with authorities. He was referred multiple times to Prevent, the U.K.’s counterextremism program, after concerns about his fixation on violence, including school shootings and mass casualty attacks.

    But the inquiry found a lack of clarity over whether Prevent should handle individuals like him — those with a fascination with violence but no fixed ideology — and concluded that it was “simply the wrong decision” not to pursue further action in his case.

    One of the most striking examples of failure came just days before the attack. Rudakubana had been under the care of Child and Adolescent Mental Health Services for five years. But in a report published six days before the killings, clinicians concluded that he posed “no risk to others.”

    The inquiry also highlighted repeated failures in information-sharing between government agencies, with risk details “lost or diluted over time,” both between and within institutions.

    As a result, escalating warning signs were underestimated, and opportunities to intervene were missed.

    The report is also critical of the attacker’s family, saying they “created significant obstructions to constructive engagement” with authorities.

    Fulford writes that if the “full extent” of the family’s concerns had been shared — including in the days immediately before the attack — “it is almost certain this tragedy would have been prevented.”

    The inquiry describes a pattern in which the parents minimized or defended their son’s behavior, including incidents where he brought a knife to school multiple times and carried out a violent attack with a hockey stick.

    It also points to failures to monitor or intervene in his online activity, where his interest in violence continued to escalate.

    Among the materials later recovered from his devices were an al Qaeda training manual, anti-Muslim and antisemitic material and documents on multiple conflicts, including the genocide in Rwanda.

    Rudakubana is currently 15 months into a prison sentence of at least 52 years after pleading guilty to three counts of murder, 10 counts of attempted murder, and terrorism-related offenses.

    “A fascination with violence”

    The case has raised urgent questions about how authorities should respond to individuals who pose a risk of serious violence but have not yet committed a crime that meets the threshold for arrest.

    Expanding state powers to intervene earlier could prevent future attacks, but critics warn that preemptive restrictions risk undermining civil liberties — particularly when applied to young people.

    The issue is expected to be central to the inquiry’s second phase, which will examine why a growing number of young people are being drawn toward extreme violence without a clear ideological framework.

    David Anderson, the U.K.’s independent Prevent commissioner, told CBS News that the nature of the threat is changing, particularly among younger people.

    “It used to be Islamists and, to some extent, extreme right-wing individuals being referred to Prevent,” he said. “Increasingly, what we’re seeing — particularly in much younger demographics — are people who have absorbed a lot of extreme ideas online.”

    “They don’t necessarily follow any particular ideology or conspiracy theory,” he added, “but have a fascination with violence, school shootings and massacres, whoever is perpetrating them.”

    南洋理工大学拉惹勒南国际研究院(RSIS)国防与战略研究所高级研究员林财强,接受《联合早报》采访时,预计中国将加快调整进口结构,增加采购俄罗斯等国的原油,以降低对伊朗的依赖。

    作为全球原油进口大国,中国石油对外依存度长期维持在70%以上。但有分析指出,由于原油来源地多元化及新能源布局,使中国受这场中东战事的影响有限。

    Guam and other U.S. island territories in the western Pacific Ocean on Monday braced for the most powerful storm of the year so far, which could bring destructive winds and widespread flooding over the next 48 hours, forecasts show.

    Super Typhoon Sinlaku was traveling west-northwest toward the Marianas Islands just after 9 a.m. ET — or 11 p.m. in the local time zone — according to the National Weather Service office in Guam, which is home to three U.S. military bases. The Marianas are an archipelago comprising 15 different islands, including Guam, in the western Pacific, about 1,500 miles east of the Philippines. They are U.S.-held territories.

    The typhoon’s maximum sustained winds stabilized at 175 mph as the massive storm approached the island chain, after peaking at 180 mph on Sunday. This is the strongest storm to develop in 2026, behind typhoons Narelle and Dudzai, which respectively peaked at 149 and 147 mph, said CBS News meteorologist Nikki Nolan.

    In the Southwest Pacific, “typhoon” is the term used to describe a tropical storm that forecasters would call a hurricane in the U.S. They’re just two different names for the same kind of weather system.

    Atlantic hurricanes are ranked on a scale of 1 to 5 that categorizes them by their capacity to cause damage. The highest ranking, Category 5, is assigned to storms that have sustained winds of at least 157 mph. In the Pacific, a typhoon of that intensity is called a “super typhoon.”

    Although Sinlaku is expected to weaken before crossing the Marianas near the neighboring islands of Tinian and Sapian later on Tuesday, forecasters say the system could still arrive with winds equivalent to those of a Category 4 or 5 storm.

    Residents of islands in or near the typhoon’s path have been advised to prepare for thunderstorms and heavy rain, potentially causing flooding, in addition to extremely strong winds. As of the weather service’s latest update, typhoon-force winds extended outward for up to 80 miles from Sinlaku’s center, and tropical-storm-force winds extended outward for up to 275 miles.

    A typhoon warning was in place for the Marianas islands of Rota, Tinian and Saipan, while tropical storm warnings were in place for Guam as well as the islands of Pagan and Alamagan, and a tropical storm watch was in place for the island of Agrihan, according to the weather service. A typhoon watch was also effective for Guam, where officials warned people to remain indoors and out of the water.

    “While the threat of typhoon-force winds has significantly diminished, this remains a serious weather event,” Guam’s Joint Information Center said in an advisory. The advisory noted that Sinlaku could bring tropical-storm-force winds to Guam, ranging from 39 to 73 mph, for an extended period of time between Monday night and Wednesday.

    Stock dip, oil prices jump after U.S. begins partial blockade Strait of Hormuz

    Oil prices jumped above $100 a barrel on Monday and U.S. stocks dipped amid concerns about the impact of President Trump’s plan to blockade Iran’s ports and a partial blockade of the Strait of Hormuz, a key chokepoint for oil, fertilizer and other commodities.

    The price of Brent crude, the international benchmark, jumped $7.15, or 7.5%, to $102.30 a barrel, while West Texas Intermediate, the U.S. benchmark, rose more than 7% to $104.20, according to Oilprice.com.

    Investors didn’t seem as ruffled by the blockade news, with the three major indices down less than 1% after the opening bell. The Dow Jones Industrial Average slid 392 points, or 0.8%, while the S&P 500 fell 24 points, or 0.4%. The tech-heavy Nasdaq Composite was down 0.4%.

    Mark Luschini, the chief investment strategist at Janney Montgomery Scott, told CBS News that there’s growing investor sentiment that the conflict has passed its peak escalation and could ease further.

    “I think investors realize that this is probably a little bit more brinkmanship than necessarily the start of a significant re-escalation of the war, given the fact that we’re still theoretically in the midst of this two-week ceasefire, in which negotiations still have a chance of coming back together,” he said.

    Blockade begins

    Mr. Trump said the U.S. blockade of Iran’s ports will begin at 10 a.m. ET Monday, an announcement that came after the failure of negotiations in Islamabad over the weekend to reach a peace agreement in the U.S.-Iran war.

    Because Iran exports much of its oil to China, the move to block its ships from leaving the strait could be designed to put increased pressure on Tehran as well as convince Beijing to play “a more active role in mediating a ceasefire,” Capital Economics group chief economist Neil Shearing said in a research note.

    “In practice, however, [the blockade] risks creating new potential flashpoints,” Shearing said. “Would the U.S. Navy seize allied ships that have paid tolls to Tehran? Would it target Chinese vessels in the Strait? Either outcome would represent a significant escalation.”

    Oil prices have been rising as shipping through the strait has essentially stalled since late February. Brent crude has climbed from roughly $70 per barrel before the war in late February to more than $119 at times. That, in turn, has pushed U.S. gas prices above $4 a gallon, pinching household budgets.

    The declines in equity markets Monday morning weren’t as steep as some had projected following the failed negotiations over the weekend, said Adam Crisafulli, an analyst with Vital Knowledge, in a research note before the opening bell.

    “The Hormuz blockade in reality isn’t as draconian as it initially appeared — the U.S. Navy is focused on interdicting ships traveling to/from Iranian ports, not all vessels moving through the waterway,” Crisafulli said.

    U.S. Central Command said the U.S. Navy won’t stop vessels heading through the strait to and from non-Iranian ports.

    Traffic in the Strait of Hormuz, through which about 20% of the world’s energy supplies are shipped, has been significantly curtailed since the war began in late February. In April, an average of about 10 ships passed through the Strait each day, far below the roughly 129 ships that traveled through the waterway in the month before the war, marine transit data shows.
