    Kyiv— Ukraine is implementing “enhanced security measures in the northern regions” near its border with Belarus as Russia holds joint nuclear drills with its close ally, for which Moscow says “nuclear munitions were delivered” to field storage facilities.

    Russian state media, citing the country’s defense ministry, said Thursday that test launches of intercontinental ballistic missiles and Zircon and Dagger type hypersonic missiles were carried out as part of the exercises, while Belarusian forces test launched Russian-made Iskander missiles. All of the missiles are types that can be equipped with nuclear warheads.

    Kyiv announced its heightened security posture along its northern border after warning for weeks of a possible fresh attack coming from Belarus, Russia’s chief regional ally. Russia used Belarus as a springboard to launch its ongoing, full-scale invasion of Ukraine in February 2022, and officials in Kyiv say Moscow could be planning to stage a new offensive from the north, including toward the Ukrainian capital.

    Ukraine’s Security Service (SBU) said its units and the army were “carrying out a comprehensive set of enhanced security measures in the northern regions of our country.”

    The measures — including stepped up checks and controls of individuals and properties — “will serve as an effective deterrent to any aggressive actions or operations by the enemy and its ally,” the SBU said in a statement.

    The Kremlin on Monday dismissed Ukrainian allegations that it wanted to drag Belarus further into the war as “an attempt at further incitement.”

    But Thursday, Russia’s Defense Ministry said in a statement that, “as part of the nuclear forces exercise” with Belarus, “nuclear munitions were delivered to the field storage facilities of the [Russian] missile brigade’s position” in the country.

    A https://t.me/modmilby/55945 posted Thursday on social media by Belarus’ Ministry of Defense, which appeared to have been created by the Russian Defense Ministry, showed a truck driving through a forest and unloading an item said to be related to the nuclear munitions.

    Russia’s military said the missile brigade in Belarus was carrying out training to receive munitions for mobile Iskander-M tactical missile launch systems, including exercises in loading munitions onto launch vehicles and moving them clandestinely in preparation for a hypothetical launch.

    Speaking Wednesday, NATO Secretary General Mark Rutte said the alliance was monitoring the Russian-Belorussian exercises and warned that it’s reaction to any Russian nuclear attack would be “devastating,” according to the Kyiv Independent.

    There has been little significant change in the trajectory of the war, now well into its fifth year, in recent months, though Ukrainian forces — taking advantage of drone warfare technology — have, according to multiple reports, managed to at least slow the rate of Russia’s encroachment.

    A Wall Street Journal report published this week argued that Ukraine had in fact “wrestled Russia’s much-larger army almost to a halt in recent months, having gained a tactical and technological edge,” but it cautioned that it was too soon to declare the war had reached “a strategic turning point.”

    Five Italians killed in a Maldives diving incident may have taken the wrong tunnel on their way out of an underwater cave, the head of the company that recovered their bodies said Thursday.

    Finnish divers working for DAN Europe found the Italians in a corridor with a dead end inside the cave complex, which sits about 165 feet underwater, Italy’s la Repubblica daily reported.

    “There was no way out from there,” the company’s CEO Laura Marroni was quoted by la Repubblica as saying.

    The Italian divers were identified as Monica Montefalcone, an associate ecology professor at the University of Genoa; her daughter Giorgia Sommacal; marine biologist Federico Gualtieri; researcher Muriel Oddenino; and diving instructor Gianluca Benedetti. A Maldivian military diver also died while searching for the missing Italians.

    Montefalcone and Oddenino were in the Maldives on an official scientific mission to monitor marine environments and study the effects of climate change on tropical biodiversity, the University of Genoa said in a statement Friday.

    The Finnish divers found the cave near Alimatha begins with a large, very bright cavern with a sandy bottom, Marroni told the newspaper.

    At the end of this room is a corridor where there is little light, but “visibility, using artificial lighting, was excellent,” she said.

    The corridor is almost 30 meters long and 3 meters across and leads to a second chamber of the cave, which is a large, round space with no natural light.

    Between the corridor and the second chamber is a sandbank.

    It is easy to get over the sandbank into the second chamber, but when you turn around to leave again the bank almost looks like a wall, hiding the corridor, the paper said.

    On the left of the sandbank is another corridor — only a few dozen meters long.

    “The divers’ bodies were all found inside, as if they had mistaken it for the right one,” the paper said.

    If they had taken that corridor by mistake, “then it would have been very difficult to return, especially with the limited air supply,” Marroni said.

    The divers were using standard tanks, meaning they had very little time at that depth to visit the second cave, she said.

    “We’re talking about 10 minutes, maybe even less,” Marroni said.

    “Realizing that the path is the wrong one and having little air, perhaps after going back and forth, is terrifying. Then you breathe quickly and the air supply decreases,” she said.

    According to Italy’s foreign ministry, 25 Italian tourists were on board the “Duke of York” yacht, including the five divers who died.

    Divers exceeded recommended limits

    Authorities in the Maldives are investigating how the Italians were allowed to descend to a depth of 60 meters when the Indian Ocean country permits a maximum depth of 30 meters for tourists.

    Cave diving is a highly technical and dangerous activity that requires specialized training, equipment and strict safety protocols. Risks increase sharply in environments where divers cannot head straight up and at depth, particularly when conditions are poor. Experts say it’s easy to become disoriented or lost inside caves, particularly as sediment clouds can sharply reduce visibility.

    Local officials called the incident the worst single diving accident in the history of the Maldives, a nation of 1,192 tiny coral islands scattered some 500 miles across the equator in the Indian Ocean.

    Diving and water sport-related accidents appear to be relatively rare in the South Asian nation, although several fatal incidents have been reported in recent years.

    A British female tourist died while diving in December, and her distraught 71-year-old husband died a few days later after falling ill.

    A 26-year-old Japanese tourist went missing after a diving expedition near the capital in June.

    Local media reports said at least 112 tourists had died in marine-related incidents in the archipelago in the past six years, with 42 of them falling victim to diving or snorkeling accidents.

    President Donald Trump’s quest to have the tallest arch in the world took one step closer to being realized on Thursday after a key agency approved a revised design of the structure.

    However, the overall height of the monument will be lower than previously proposed.

    While the arch remains 250 feet tall in the revised design, the overall height of the structure shrank with the removal of an eight-foot-tall base that had been included in a previous version presented to the Commission of Fine Arts, an agency that advises the president and Congress on design plans for monuments, memorials, coins and federal buildings.

    Four gold lions that had previously adorned the side of the arch along the base have also been removed – a change the CFA had pushed for given that lions are “not native to the United States.”

    When the elevation off the ground is included, the previous plan would have brought the total height of the monument to over 280 feet.

    The approval came despite an overwhelmingly negative public response to the project and was rammed through “at unprecedented speed, except for the White House ballroom,” a source with knowledge of the process said.

    The committee, to which the president has appointed a slew of loyalists, had already approved a preliminary set of designs for the arch.

    In the iteration passed during the commission’s meeting Thursday, granite – and not Trump’s favorite material, marble, which had also been under consideration – will be used for the exterior owing to its strength and durability.

    At the same time, the depth of the arch has widened in the new designs.

    Mary Anne Carter, one of the CFA panel members, said she appreciated the removal of the embellishments in the new design as it would better bridge the aesthetic between the arch and the somber markers of Arlington National Cemetery on the other side.

    Concerns previously raised by James McCrery, the architect Trump originally hired to build a new ballroom at the White House and now member of the CFA, over the tall, winged Lady Liberty figure that tops the arch were fiercely downplayed by the administration.

    The president looked at the commission’s request to change the sculptural figures, “but elected not to pursue such an option while respectfully noting the differences of aesthetic opinion that may exist on the subject,” the administration, represented by an official from the Interior department, said.

    The Triumphal arch, modeled after Paris’ Arc de Triomphe, is one of numerous personal endeavors that Trump has put forward in his effort to remake the style of the capital city. The long list of other changes includes the East Wing ballroom; a sculpture garden of American Heroes along the Potomac river; rechristening the Kennedy Center to include his name; building a golf course and dyeing the waters of the Lincoln Memorial Reflecting Pool – a project that will face a court challenge later on Thursday.

    The arch is planned for the traffic circle between the Arlington National Cemetery’s entrance and the Lincoln Memorial and was envisioned to mark the nation’s 250 th anniversary in July.

    As during previous meetings of the commission, members of the public who were given a chance to speak, including professional preservationists, historians and civic groups, gave withering assessments of the project.

    Location, height, design and lack of proper approval process were all concerns, they said.Since last collection of public comment, the CFA has received 600 new public comments. Of those, 99.5% were negative, the committee admitted.

    The arch has also raised safety concerns over its potential to interfere with air traffic, as it would be situated less than two miles from Ronald Reagan Washington National Airport, one of the busiest in the nation, and add to numerous obstacles already making the crowded airspace tricky to navigate.

    CNN previously reported that the Department of Interior has requested a formal aeronautical study from the Federal Aviation Administration to determine if the arch is a hazard to flights, which was also brought up as a concern by a member of the public.

    It must next win approval from the National Capitol Planning Commission (NCPC), another federal committee that has similarly been stacked with loyalists.

    The arch is facing a legal challenge from a Vietnam War veterans’ group related to its scale and obstruction of the view of the Arlington National Cemetery and has drawn criticism from historians and preservationists.

    The group argues that the project will need Congressional approval to move forward.

    However, the administration has said it plans to use an obscure century-old authorization to bypass getting Congressional permission.

    It has already begun some initial assessment work at the site of the planned arch. Last week CNN observed construction crews with a rig drilling into the ground.

    The Department of Interior said the move was part of “statutorily required” work ahead of a formal approval for the project.

    “Site surveys, such as geotechnical work, have started in Memorial Circle which is statutorily required. This is standard practice to test the grounds and soil. The ongoing geotechnical and site survey work are required before providing a final proposal,” a department spokesperson told CNN.

In its appeal, the company described the case as the most important involving US foreign policy toward Cuba to reach the Supreme Court in decades.

    “Havana Docks has shown that the cruise lines used confiscated property in which Havana Docks had a property interest and to which it owns a claim,” Thomas wrote for the majority.

    The decision Thursday does not decide the case but rather allows the Havana Docks litigation to proceed.

    Kagan argued that the court fundamentally misread the case.

    “The docks belonged to the Cuban Government– not Havana Docks – all along,” she wrote in dissent. “What Havana Docks owned was only a property interest allowing it to use those docks for a specified time. And that time-limited interest expired in 2004 – more than a decade before the cruise lines ever used the docks.”

    During the end of President Barack Obama’s tenure and much of the first Trump administration, the company said, “the cruise lines disembarked nearly one million tourists on those docks, and paid Cuba’s cash-strapped Communist regime at least $130 million in hard currency without paying a penny to either Havana Docks or any Cuban person or entity unaffiliated with the regime.”

    In the cruise ship case, the question was whether the company could collect damages even though its lease on the docks would have expired in 2004 without the Castro takeover. The Atlanta-based 11th US Circuit Court of Appeals sided with the cruise lines and the Havana Docks Corporation appealed to the Supreme Court last year.
