Iran won’t surrender “in a million years,” analyst says, warning regime could push for nuclear weapons

    March 12, 2026 / 6:01 AM EDT / CBS News

The U.S. and Israel underestimated Iran’s capabilities and it’s unlikely the regime will collapse, according to a Middle East analyst, who warned that Iran could now be more determined to obtain nuclear weapons.

In an interview with CBS News on Tuesday, Danny Citrinowicz, a nonresident fellow at the Atlantic Council, a nonpartisan think tank, said he believes the chances of regime change are “very slim,” especially without the use of ground troops — which would be a potentially disastrous gambit, he said.

“We had our hopes too high,” he said. “If somebody thinks that by air campaign, you can topple this regime, despite the fact that it’s weak, but it’s still very strong, I think we should think twice.”

Mojtaba Hosseini Khamenei, the second son of former Supreme Leader Ayatollah Ali Khamenei who has operated quietly behind the scenes for years, was named Iran’s new supreme leader after his father was killed during the initial airstrikes on Tehran on Feb. 28.

Citrinowicz said that if the war ended today, he would not consider it a victory for the U.S. “because the regime is not going to capitulate, not in a million years.”

“As long as this regime is there, [there will be] no unconditional surrender,” he said, adding that the regime is not going to give up its missile or nuclear capacity.

He said the new supreme leader could instead “cross the Rubicon towards a nuclear bomb.” According to Citrinowicz, the late ayatollah “was afraid to cross that threshold,” though he pushed to enrich uranium.

“They don’t have anything else that can deter Israel or U.S. to attack them in the future,” he said. “They will have to find something else. And the something else might be a nuclear bomb.”

Citrinowicz, who served for 25 years with Israeli military intelligence, also questioned the U.S. and Israel’s planning of the strikes on Iran and the exit strategy, arguing it was based on a “flawed assumption” that the regime would collapse if Ali Khamenei was killed.

“All the Iranian experts knew that it’s not going to be the case, that this institution is much more stronger than the human being,” he said. “But it was very hard to convince those in [the] administration.”

“This is why it’s very hard to think now how this war is going to end,” he added, saying there are “major problems in the strategy.”

President Trump has offered shifting timelines for when the war could end, ranging from weeks to “very soon.”

On Monday, Mr. Trump said the U.S. has “already won in many ways, but we haven’t won enough. We go forward more determined than ever to achieve ultimate victory that will end this long running danger, once and for all.”

When asked Wednesday if he could declare victory if the supreme leader remains the ayatollah’s son, Mr. Trump said, “I don’t want to comment on that.”

Gulf states have also been drawn into the war, as Iran hits them with missile and drone strikes. Citrinowicz said it could be a strategy by Iran to put pressure on the Trump administration and Israel to end the military operation.

“For them, the Gulf States are the weakest part of the chain in terms of the fact that they assume they can pressure them,” he said. “They don’t have resilience. And this is why they will pressure, eventually, President Trump to stop the war. And I’m not sure that they are mistaken, by the way.”

Cheap Iranian drone attacks are forcing the Pentagon to rapidly expand layered air defenses in the Middle East, as thousands of U.S. troops stationed across the region face an escalating aerial threat that is testing the limits of traditional missile defenses.

The United Arab Emirates (UAE) said Tuesday its air defenses detected nine ballistic missiles and 35 drones launched by Iran. Eight missiles were intercepted while one fell into the sea.

Of the 35 drones, 26 were shot down and nine crashed on UAE soil, the country said.

[IRAN WAR, 11 DAYS IN: US CONTROLS SKIES, OIL SURGES AND THE REGION BRACES FOR WHAT’S NEXT]

The engagement highlights how the battlefield is shifting.

Ballistic missiles travel high and fast, allowing long-range interceptors such as the Patriot air defense system and the Terminal High Altitude Area Defense system (THAAD) to engage them predictably. Drone swarms, which Iran increasingly has relied on in recent exchanges, present a different challenge to U.S. forces.

They fly lower, move slower and often arrive in clusters, making them harder to detect and more likely to strain defenses built for high-speed threats.

U.S. troops already have been directly affected by one-way attack drones in the region. In a March 1 strike near Camp Arifjan in Kuwait, six American service members were killed and dozens wounded when an Iranian drone hit a tactical operations center.

Each interception also carries a cost.

High-end missile interceptors can run into the millions of dollars per shot.

Many of the drones they are designed to defeat are far cheaper and produced in large numbers — creating what defense officials have described as a growing “math problem” in modern warfare. The U.S. can end up firing expensive missiles at relatively inexpensive drones, a dynamic that becomes harder to sustain if attacks come in waves.

That imbalance is accelerating a push inside the Pentagon to expand a layered counter-drone strategy — combining short-range interceptors, electronic warfare tools and emerging technologies such as high-energy lasers.

For U.S. forces in the region, larger drone waves increase the odds that defenses are stretched, and that even one drone could reach a base or ship.

This marks the first sustained confrontation in which U.S. forces are facing large-scale, state-backed drone waves as a central feature of the battlefield — forcing commanders to adapt in real time and draw on lessons learned from Ukraine, where mass-produced Shahed drones reshaped air defense strategy.

    Lasers and staying power

Among the new U.S. systems drawing renewed attention are high-energy lasers.

Directed energy is being developed and tested for counter-drone missions and has been used in limited domestic contexts.

U.S.defense officials say lasers offer a potentially significant advantage: Once powered, they can fire repeatedly without expending traditional ammunition.

Unlike missile interceptors, which must be replaced after each launch, a laser system can continue engaging targets as long as sufficient power is available. In theory, that provides sustained defensive capacity during large drone waves.

“It’s a function now of our procurement system, moving those things to the troops as fast as we can,” retired Vice Adm. Kevin Donegan, former commander of U.S. Naval Forces Central Command and the U.S. 5th Fleet, told Fox News Digital.

Donegan acknowledged the technology is real but not yet fully fielded across combat zones.

Scaling high-energy systems requires power generation, integration and infrastructure — all of which take time.

A U.S. official confirmed to Fox News Digital that directed energy systems have been tested and employed to counter drones in combat scenarios, and the Pentagon “continues to work to scale this capability as quickly as possible.”

Central Command, the U.S. military command tasked with overseeing the Middle East, declined to comment on whether lasers are part of its current drone defense system against Iran.

    Building defensive depth

While lasers represent a longer-term evolution, commanders are relying on multiple defensive layers today.

The recent deployment of the Merops drone-on-drone interceptor into U.S. Central Command reflects that approach.

Developed by U.S.-backed defense firm Perennial Autonomy, Merops is a mobile counter-drone system that launches small interceptor drones from a truck-mounted platform to disable incoming threats. The system was battle-tested against Shahed drones in Ukraine and fielded in NATO countries such as Poland before being accelerated into the Middle East as drone activity intensified.

A former defense official familiar with counter-drone operations said effective counter-UAS capability depends on overlapping systems integrated around high-value targets rather than reliance on a single interceptor.

“Effective counter-UAS capability is overlapping,” the official said. “No one system solves the drone problem by itself.”

[AYATOLLAH’S ARSENAL VS. AMERICAN FIREPOWER: IRAN’S TOP 4 THREATS AND HOW WE FIGHT BACK]

U.S. ships in the region rely on short-range missile systems such as the Rolling Airframe Missile and Sea Sparrow, along with the Close-In Weapon System, a radar-guided rapid-fire gun that can engage threats at close range.

Ground-based defenses incorporate radar detection with specialized interceptors such as Raytheon’s Coyote family, designed to defeat small unmanned aircraft. Industry systems like Anduril’s Roadrunner add autonomous interceptor drones capable of engaging airborne threats and, in some configurations, returning for reuse.

Success begins with early detection. Radar systems track low-flying drones and give operators time to choose whether to jam, intercept or destroy incoming threats.

“We’ve built into the weapon systems of all our military platforms that are combatants counter-drone capability,” Donegan said.

    Lessons from Ukraine

Iran’s Shahed drones were refined during [Russia’s war in Ukraine], where cities faced nightly waves of low-cost one-way attack aircraft. There, layered defenses combining short-range interceptors, electronic warfare and evolving technologies proved essential in absorbing sustained attacks.

Ukrainian officials have said some cities faced more than a hundred drones in a single night, forcing air defense crews to remain on alert for hours at a time.

[Ukraine has since offered] to share its battlefield experience with the United States and Gulf partners as Iranian drone activity expands in the Middle East.

Officials say those lessons are influencing U.S. planning.

“JIATF-401 is accelerating procurement of multiple counter-UAS capabilities across several combatant commands, including sensing radars, kinetic interceptors and other available systems, not just Merops, to expand layered defenses in the U.S. Central Command area of operations,” a U.S. official said.

“Some of the capabilities being surged to support our warfighters reflect lessons we are learning and technology we are transferring from the battlefield in Ukraine.”

[CLICK HERE TO DOWNLOAD THE FOX NEWS APP]

The result is expanding defensive depth — designed to absorb and defeat a threat that is [inexpensive, persistent] and increasingly central to modern warfare.

For the troops stationed at those bases and aboard those ships, that layered defense is what stands between a drone intercepted in the sky and one that reaches its target.

As drone production scales and tactics evolve, the contest between low-cost attack drones and layered air defenses playing out in Iran the future of warfare itself.

What’s in the ‘SAVE America Act’ and why is it so important to Donald Trump?

The federal elections overhaul bill that’s a top priority for President Donald Trump already faced near-impossible odds in the Senate, but the White House is making the “SAVE America Act” even more difficult to pass by insisting that Republicans load it up with additional controversial provisions.

The version that passed the House last month – focused on adding strict new ID and proof-of-citizenship requirements for voting – is not expected to get the approval of the Senate because Republicans lack the votes to eliminate the filibuster, which allows the Democratic minority to block the bill.

But Trump has doubled down, commanding Republicans to add provisions that would end the widespread practice of no-excuse mail voting and target transgender policies that have been effective culture war fights for the GOP yet are unrelated to the running of elections.

If either the current iteration of the bill, or the pie-in-the-sky version Trump is now reaching for, were to become law, it would be a massive disruption for this year’s midterm elections. (Under an earlier draft of the “SAVE America Act” some of the provisions would have not taken effect until next year, but a last-minute change to the bill in the House makes those requirements take effect immediately upon enactment),

Election experts say documented cases of voter fraud – especially voting by non-citizens – are exceedingly rare. The right-leaning Heritage Foundation’s database of confirmed fraud cases, for instance, shows fewer than 100 examples of noncitizens improperly casting ballots between 2000 and 2025.

Currently, states that on their own are trying to implement proof of citizenship mandates for voting can only do so for state and local elections, so proponents of the federal legislation say it is a much-needed fix so states can enforce those requirements up and down the ballot. Critics say the legislation puts unnecessary burdens on voters, requiring them to present documents that millions of Americans don’t have easy access to in order to exercise the franchise.

    Current provisions

    Proof of Citizenship

Individuals would have to present to election officials in person documents proving their citizenship, such as a birth certificate, US passport or a naturalization certificate, to register to vote. In cases such as marriage – where the name on a birth certificate doesn’t match the voter’s current name – voter registration applicants would be allowed to submit additional documents that explain the discrepancy.

More than 21 million otherwise eligible voters do not have easy access to those citizenship documents, according to a survey conducted by the Brennan Center, a left-leaning think tank that researches election issues, and other groups.

Supporters of the bill have argued that a REAL ID, such as those required at airports, would suffice for meeting the citizenship document requirement. However, that is only true for the handful of states that issue REAL IDs that indicate a person’s citizenship.

Currently, voters simply sign an attestation, under penalty of perjury, that they are US citizens.

    Voter registration

The bill would complicate a person’s ability to register online or by mail, because those using those registration methods would have to still go to their election office in person to show their proof of citizenship.

Jason Snead, a proponent of the bill who leads the Honest Elections Project, argued because an “overwhelming majority of people register to vote in person through the DMV already,” that extra step would not be a burden for most voters. Still, it would curtail the kinds of voter registration drives that are prominent in the lead-up to elections.

    Voter ID requirement

The bill would require voters to present “valid photo identification” to cast a ballot in federal elections. Acceptable forms of ID include state-issued driver’s licenses, US passports, and those issued to military and tribal members. The bill does not include identification cards issued by schools and colleges among its acceptable photo IDs, which critics say unfairly targets younger voters.

People seeking to vote by mail would need to submit copies of their IDs both when they request an absentee ballot and when they submit it, though there are some exceptions for some voters.

Currently, there is no nationwide requirement for photo ID to vote, although many states mandate some form of voter ID to cast ballots.

    Voter roll database

The bill sets out additional steps states would need to take to remove ineligible individuals from the lists of people who can vote in congressional and presidential elections.

The measure urges states to verify voters’ eligibility by using a federal citizenship-verification tool revamped last year by the Trump administration, as well as other databases. However, some state audits already conducted through that system have incorrectly tagged legitimate votes as suspected noncitizens, and dozens of Democratic officials at the state level have resisted the administration’s efforts to obtain lists of voters in their states.

Those voter roll verification mandates are why the bill’s proof of citizenship would have such a broad reach. Not only would new voters be required to show citizenship documents when they register, currently registered voters whose citizenship status was put into doubt by the voter list reviews would have to provide the documents as well to stay on the rolls.

Consequences for election officials and people unlawfully registered to vote

The legislation adds new penalties for election officials who run afoul of the law. They would face criminal penalties if they register a person to vote who has not met the bill’s proof of citizenship requirement.

The legislation also seeks to give private individuals and groups the ability to file civil lawsuits against election officials for registering people who have not shown proof of citizenship.

Additionally, the “SAVE America Act” would instruct the federal government to investigate and potentially deport non-citizens who have been unlawfully registered to vote.

There is already a high turnover rate in election offices because of the threats and harassment administrators face, said Michael McNulty, the policy director of Issue One, an organization focused on democracy. The additional legal risks could “exacerbate” that turnover.

    What Trump wants added:

    End most mail-in voting

Trump has repeatedly demanded that the legislation ends most mail-in voting altogether. He says that people should only be allowed to vote absentee if they’re disabled, ill, serving in the military, or are traveling.

Currently, 36 states and the District of Columbia allow either no-excuse mail voting or conduct their elections entirely by mail, according to the National Conference of State Legislators.

Given its widespread use in both red and blue states, getting Republicans united behind ending most mail voting would be a challenge. A separate elections overhaul bill, the “Make Elections Great Again Act,” which includes some mail-in voting prohibitions Trump wants has not advanced in either the House or Senate.

Senate Majority Leader John Thune, asked Wednesday about Trump’s proposal to end most mail voting, said “there were questions” lawmakers were asking about the demand. “I understand his passion,” Thune said of Trump, and suggested a narrower proposal that would restrict the collection of mail ballots by third parties would have more support.

“As a general rule, people requesting ballots, and they’ve got legitimate reasons for requesting them, I think a lot of states use that process and use it pretty well,” he said.

    ‘No men in women sports’

Trump has said to add language in the legislation that would prohibit transgender athletes from playing on sports-teams aligned with their gender identity.

Asked by CNN for specifics on the proposal, the White House pointed to comments by spokesperson Karoline Leavitt describing the legislation as “permanently” banning “men from competing in women’s sports.”

Ban on some transgender procedures for minors

Trump also wants language added that would ban “transgender mutilation of our children.” It appears he is taking aim at surgeries associated with transgender care.

It is already very rare for transgender minors to undergo surgical procedures, though in some states, trans minors can obtain hormonal treatments.

    The current state of play

This week, Trump made clear that he wants to expand the legislation to advance other priorities. But even the version of the “SAVE America Act” that already passed the House faces near-insurmountable roadblocks in the Senate.

Thune said this week that as a “clear-eyed realist,” Republicans would not have the 50 votes required to abolish the filibuster – the 60-vote procedural hurdle that allows Democrats to block the bill.

To get around the reluctance to end the filibuster altogether, some conservative advocates have suggested that the Senate could force Democrats to stage a “talking filibuster,” which would in theory put the onus on the legislation’s opponents to continually make floor speeches to stall the bill. However, that idea does not have enough buy-in among Republicans, as it’s seen as effectively nuking the filibuster.

Senate leadership is planning to put the legislation up for a vote next week but is still working out what the process looks like procedurally, Thune told reporters this week.

Trump was asked Wednesday about Thune’s assessment of the vote problems in the Senate.

“Well, he’s got to be a leader,” he said.

Senate to vote again on funding DHS as tempers flare over impasse

    March 12, 2026 / 7:40 AM EDT / CBS News

Washington — The Senate will vote again Thursday on a measure to fund the Department of Homeland Security as an impasse over how to reform immigration enforcement agencies has grown ugly, nearly a month into a partial shutdown.

Since the fatal shootings of Alex Pretti and Renee Good by federal agents in Minnesota in January, Democrats have blocked all funding for DHS, holding out for reforms to Immigration and Customs Enforcement and Customs and Border Protection. Democrats and Republicans alike say they are nowhere near an agreement.

“We are in a negotiation, however, we are not close,” Democratic Sen. Brian Schatz of Hawaii said Wednesday.

The two sides have been trading blame in recent days as the shutdown’s strains have begun to be felt, with long security lines stretching through airports. TSA agents are set to miss their first full paycheck this week. Absences have more than doubled, and hundreds of TSA workers have quit.

“[Democrats] refused to sit down with us this week. Refused,” GOP Sen. Katie Britt of Alabama told reporters Tuesday. “That’s actually absurd.”

Republicans say Democrats aren’t coming to the negotiating table, claiming they refused a recent request to sit down with the White House.

But Senate Minority Leader Chuck Schumer told CBS News “that’s a lot of bull.” He said Democrats are “constantly in communication with the White House” and are “sending things back and forth.”

“It’s a substantive problem,” Schumer said. “The White House will not budge on things that Americans want — like warrants, like de-masking — plain and simple.”

Democrats have sought to restrict immigration agents from wearing masks and require them to display an ID and use body cameras. They have also demanded agents be banned from entering private property without judicial warrants, among other policy changes.

Senators brought the debate to the Senate floor on Wednesday. Democrats tried to approve a measure by unanimous consent to fund the other agencies that DHS oversees, including TSA, FEMA and the Coast Guard. Republicans blocked it, and countered with a measure to extend funding for all of DHS on a temporary basis to allow additional time to negotiate. Democrats blocked that.

Senate Majority Leader John Thune speaks during a news conference following a weekly Republican policy luncheon at the U.S. Capitol on March 10, 2026 in Washington, D.C. Anna Moneymaker / Getty Images

“We are trying to close a deal that would enable us to fund all the agencies that the Democrats say they want funded with reforms — with reforms to ICE,” an animated Senate Majority Leader John Thune said on the Senate floor amid the back and forth.

During the debate, Republicans noted that the latest proposal came from the White House more than 10 days ago, while railing against Democrats for their posture in the negotiations. Thune said that he’d seen the offer sheet from the White House, claiming that it goes “a lot farther” than even Democrats may have thought possible.

“This is a one-sided negotiation in which the White House has put forward a proposal, Senate Republicans have said repeatedly, ‘We are prepared to sit down and talk with Senate Democrats,’ and Senate Democrats … have said, ‘Sorry, we’re not ready to talk,’” Thune said.

Sen. Patty Murray of Washington, the top Democratic appropriator in the Senate, responded to the majority leader, saying that “having a few members talk is not going to resolve a situation where we need an understanding — and a clear understanding — from the White House.”

“I am willing to talk to people, but I’m not willing to sit in a room, have coffee, give away a few things, and have Stephen Miller override whatever we all agreed to,” Murray said.

Regarding the White House offers, Murray said there are “continual conversations at that level.” But she said it’s up to the White House to make it “very clear” that someone is willing to negotiate who “understands what has happened in cities across our country, and in particular in Minneapolis, where two people were murdered.”

“If we can hear those words, then I think we’re on the way to coming to an understanding,” she said.

Thursday’s vote comes after the Senate failed for a third time last week to advance the measure to fund DHS through September.

Asked what Democrats need to hear from the White House to get the negotiations on track, Schatz told CBS News on Wednesday that what the White House doesn’t understand is “the principles that we put forth at the outset, we just need to enact them.” He argued that doing so is also in the administration’s interest.

“They understand that they took one of their biggest political advantages and turned it into one of their biggest political disadvantages,” Schatz said. “So this idea that it’s a gift to us for them to get this rogue agency under control is a misunderstanding of the situation.”
