    HANOI, May 22 (Reuters) – The State of North Carolina has sued Vietnamese EV maker VinFast for its alleged failure to meet ​its commitments to build an electric vehicle and battery factory in ‌the state, Attorney General Jeff Jackson said in a statement.

    • VinFast has abandoned work on the 712-hectare (1,759-acre) site in Chatham County for over a year, according to the statement issued on ​Thursday.
    • VinFast was earlier licenced to build the plant with commitments to ​create 7,500 jobs and invest over $3 billion in North Carolina, the ⁠statement said.
    • “VinFast has defaulted on its agreements with the State, and VinFast’s continued ​inaction all but guarantees imminent further default,” it said.
    • VinFast told Reuters it had ​not yet received any official documentation from the State.
    • “Contracts with contractors have already been signed, and construction activities are expected to commence shortly in accordance with the planned schedule,” it ​said in a statement.
    • In 2022, VinFast said the plant would have an annual ​production capacity of 150,000 vehicles. In 2024, it said it would delay the launch of the ‌plant ⁠to 2028 amid market uncertainties.
    • North Carolina should be allowed to exercise its option to purchase the land for a future manufacturer, and wants to be repaid $80 million allocated to VinFast for site preparation, the statement said.
    • VinFast initially targeted to have ​the factory up ​and running by ⁠July 1 this year, but had later said it couldn’t do so until 2028, according to the statement.
    • The EV maker ​said in the statement that recent changes in U.S. ​policies related ⁠to the EV industry have impacted the project timeline, requiring more time “to evaluate appropriate implementation conditions”.
    • VinFast announced last week it will sell its Vietnamese manufacturing business for 13.3 trillion ⁠dong ($506 ​million) to a group of investors who will ​also assume roughly $6.9 billion in debt.
    • Shares in Vingroup, VinFast’s parent company, fell 3.5% on Friday morning ​in Hanoi.

    The sister of the head of a company that is accused of having close ties to Cuban government operations has been arrested in Miami, Florida, federal authorities announced Thursday.

    Adys Lastres Morera, the sister of Ania Guillermina Lastres Morera — who is the executive president of Grupo de Administración Empresarial S.A., or GAESA — was arrested by Immigration and Customs Enforcement Homeland Security Investigations agents in Miami, the agency said in a news release.

    ICE said that Lastres Morera’s permanent residency status had been revoked by Secretary of State Marco Rubio on Wednesday.

    In a social media post Thursday, Rubio said he revoked Lastres Morera’s green card because she “was managing real estate assets and living in Florida, while also aiding Havana’s communist regime.”

    Rubio said that GAESA is a “Cuban military-controlled financial conglomerate that steals millions in aid for the Cuban people at the behest of the regime.”

    Rubio has previously alleged GAESA has $18 billion in assets and controls 70% of the economy.

    “They profit from hotels, construction, banks, stores and even from the money your relatives send you from the U.S. Everything, everything passes through their hands,” Rubio said Wednesday in a video recorded in Spanish that he said was directed at the Cuban people. “From those remittances, they retain a percentage, but from GAESA’s profits nothing reaches you.”

    According to ICE, Lastres Morera entered the U.S. as a permanent resident on Jan. 13, 2023. But on Wednesday, it was determined she was eligible to be deported under Section 237 of the Immigration and Nationality Act because her continued presence in the U.S. undermined its “foreign policy objectives toward Cuba.”

    Section 237 of the INA outlines criteria under which foreign nationals can be deported. It is the same authority under which Rubio and the Trump administration are attempting to deport Mahmoud Khalil, the Columbia University activist who was arrested following his participation in pro-Palestinian protests.

    Lastres Morera will remain in ICE custody as she awaits removal proceedings, ICE said. Neither Rubio nor ICE have said if Lastres Morera has been or will be charged with any crimes.

    The arrest comes one day after former Cuban leader Raúl Castro and five others were federally indicted in connection with the Cuban military’s fatal downing of two civilian planes in 1996 that killed four people.

    The Trump administration has sought to put pressure on Cuba’s communist regime in recent months through tough sanctions and a blockade that have prevented oil and gas from reaching the island nation. That has prompted an energy crisis and several major blackouts. The U.S. recently offered Cuba $100 million in relief supplies, but said it must be distributed to the Cuban people through authorized charities.

    Last week, CIA Director John Ratcliffe traveled to Havana to meet with senior Cuban officials.

    The United States has arrested the sister of the executive president of GAESA, a sprawling conglomerate of military-run businesses in Cuba, due to her alleged ties to the communist regime.

    GAESA has been cited for reportedly diverting millions in aid meant for the Cuban people “at the behest of the regime,” Secretary of State Marco Rubio said in a post on X Thursday.

    Adys Lastres Morera was taken into ICE custody after the State Department revoked her lawful permanent resident (LPR) status, according to Rubio.

    Morera, who was managing real estate assets while living in Florida, reportedly aided Havana’s communist government, officials said.

    Her status termination was carried out at Rubio’s discretion. Morera entered the United States as a lawful permanent resident in 2023, Reuters reported.

    “Today, Adys Lastres Morera, a Cuban national with ties to the communist regime in Havana, was arrested following the Department of State’s termination of her lawful permanent resident (LPR) status, at my direction,” Rubio said.

    Morera is the older sister of Ania Guillermina Lastres Morera, who was sanctioned earlier this month for her role as executive president of GAESA.

    GAESA has been described by officials as an exploitative communist entity that siphons resources from the Cuban population.

    “While the Cuban people suffer from the collapse of Cuba’s non-functioning communist economy, GAESA functions to allow a small circle of regime elites to plunder all the remaining resources of the island, squirreling away as much as $20 billion in illicit funds away in hidden overseas bank accounts,” Rubio said.

    He added that Ania Guillermina Lastres Morera, as a senior executive, is responsible for managing international assets allegedly used to fund the “lavish lifestyles” of the Castro-era elite, as well as supporting efforts tied to broader ideological influence abroad.

    Rubio also pointed to worsening conditions inside Cuba, including widespread blackouts and severe shortages of food, fuel, and medicine, arguing that GAESA is diverting resources away from basic needs under the communist system.

    “GAESA’s ill-gotten riches are not spent on repairing the collapsing power grid, stocking empty pharmacies, feeding hungry families, or providing for the most basic and essential needs of the Cuban people. Instead, they are used to enrich Havana’s elites and underwrite their ongoing campaign of espionage, subversion, and revolutionary militancy against the free peoples of this hemisphere,” he said.

    WASHINGTON, May 21 (Reuters) – Daylight saving time would stay in effect year-round under a U.S. House proposal that advanced on Thursday, reviving an idea that Americans weary of ​biannual clock switching have long supported but has repeatedly fizzled in Congress.

    The ‌House Energy and Commerce Committee voted 48-1 in favor of the Sunshine Protection Act, which would likely implement the change as part of a five-year transportation bill.

    Supporters of the measure say the time ​shift causes sleep disturbances, greater workplace injuries and more car crashes. They ​also believe brighter evenings would spur more economic activity during winter.

    President Donald ⁠Trump praised the vote on social media, saying it’s “time that people can stop worrying ​about the ‘Clock,’ not to mention all of the work and money that is spent ​on this ridiculous, twice yearly production.”

    The bill still must pass the full U.S. House, and then the U.S. Senate would consider whether to take up the measure, which faces opposition from Republican Tom Cotton ​and others.

    Cotton has said it would result in absurdly late winter sunrises and force ​children to go to school in darkness in much of the country. The law would allow ‌states to ⁠opt out.

    Representative Vern Buchanan, who has put forward the idea every year since 2018, proposed it again this year. The plan is popular in the lawmaker’s home state of Florida because it would allow more evening hours of play on golf courses and ​sports fields.

    The U.S. Senate ​voted unanimously in ⁠March 2022 for the move but the House never voted on the measure.

    Representative Frank Pallone, a New Jersey Democrat, said permanent daylight saving ​time is “better for safety and will boost New Jersey’s tourism industry. ​Let’s stop ⁠changing the clocks twice a year.”

    Daylight saving time – putting the clocks forward one hour during the summer half of the year – has been in place in nearly all of the ⁠United ​States since the 1960s.

    Year-round daylight saving time was used ​during World War Two and enacted again in 1974 in a bid to reduce energy use. But it ​was deeply unpopular and repealed later that year.

    Some Republican senators openly expressed their concerns about the Justice Department’s new “anti-weaponization fund” in a tense meeting Thursday with Acting Attorney General Todd Blanche.

    “You could call it a curveball right at the end, and nobody could hit it,” Alabama Sen. Tommy Tuberville told reporters after the meeting, in reference to the compensation fund.

    Sources inside the meeting say Blanche did not provide adequate answers or clarity about the $1.776 billion Justice Department fund announced earlier this week, which will provide taxpayer-funded payouts to people who allege the legal system has been “weaponized” against them. It’s part of an agreement between President Trump and the federal government to settle his lawsuit against the IRS and Treasury Department over the leak of his tax returns.

    There are major questions about how the fund will operate and who might receive payments from it. The Justice Department has said the fund will be administered by a commission of five people appointed by the attorney general, one of whom will be chosen “in consultation with congressional leadership,” and there will not be any partisan requirements to file claims. Some Trump allies and pardoned Jan. 6 defendants have said they may apply.

    Critics have blasted the settlement agreement, with congressional Democrats casting it as a “slush fund,” which the Justice Department has pushed back on.

    One GOP source who was in the room said the Trump administration dropped the news of the fund on lawmakers at the last minute — and with bad messaging. The source said the administration does not seem to grasp how poorly the public views it.

    A senior Republican aide said that a bill to fund Border Patrol and Immigration and Customs Enforcement that the Senate was supposed to vote on Friday “would have been passed, if not for the actions of the administration. … Members were ready to vote until the DOJ anti-weaponization fund announcement.”

    Now, Congress is going into recess until next month without passing the measure, which Mr. Trump had said he wanted to see on his desk by June 1. If voting had gone forward, it may have opened the floodgates for a number of uncomfortable amendments and votes related to the “anti-weaponization fund,” including on who would be eligible to receive payouts.

    “I’m not going to get into the specific amendments,” Senate Minority Leader Chuck Schumer said of Democrats’ strategy to force votes on the reconciliation bill. “We felt that this corruption was so vile that we were going to do everything we can in reconciliation to try to get it undone.”

    The GOP aide said after the meeting with Blanche that the Justice Department still has a lot of questions to answer. Republican senators are frustrated because the department “didn’t need to settle the case when they did and didn’t need to announce this fund. The administration needs to address member issues on this.”

    Blanche was sent to the Hill to fix the problem his department caused, and didn’t fix it, the aide said.

    In a statement Thursday, a Justice Department spokesperson said the meeting included “a healthy discussion on the settlement.”

    “[Blanche] made clear that the Anti-Weaponization Fund announced Monday has nothing to do with reconciliation, indeed not a single dime from the money the President is seeking in reconciliation would go toward anything having to do with the Fund,” the spokesperson said. “We will continue to work with the Senate to get critical reconciliation funds approved.”

    CBS News has reached out to the Justice Department for further comment on the meeting.

    Tuberville told CBS News that Blanche told lawmakers during Thursday’s meeting that people who assaulted law enforcement would not be compensated under the “anti-weaponization fund.” Blanche did not rule out allowing payouts for Jan. 6 rioters convicted of attacking police when he testified before a Senate appropriations subcommittee earlier this week.

    “We’re not going to reward people that attack policemen and people of authority,” said Tuberville, who generally supports the idea of the fund. “[Blanche] said that.”

    GOP Sen. Susan Collins of Maine also told CBS News that she raised the issue with Blanche and he seemed to suggest people who assaulted law enforcement would not receive settlements from the fund. Still, she wants to see “language” and more clarity from the Justice Department.

    Sen. Bill Cassidy, a Louisiana Republican who has become an increasingly vocal critic of the compensation fund, appeared unswayed by the meeting with Blanche.

    “The kind of gut reaction is that’s not right, and if it’s not right, we shouldn’t be doing it,” Cassidy told reporters.

    Kentucky Senator Mitch McConnell did not attend the meeting due to a hearing that he was chairing but also panned the DOJ fund.

    “So, the nation’s top law enforcement official is asking for a slush fund to pay people who assault cops? Utterly stupid, morally wrong – Take your pick,” McConnell said in a statement provided to CBS News.

    The controversy over the fund comes after Mr. Trump intervened in some Senate Republicans’ primary campaigns. Cassidy lost his primary last weekend after Mr. Trump endorsed his opponent, and Sen. John Cornyn is fighting to save his seat from a challenge mounted by Texas Attorney General Ken Paxton, also endorsed by Mr. Trump earlier this week. Texas Republicans will vote in a primary runoff on Tuesday.

    Senate Majority Leader John Thune of South Dakota suggested to reporters that the dynamic between the White House and Republican senators has been hampered by the president’s efforts to drive out Cassidy and Cornyn.

    “I think it’s hard to divorce anything that happens here from what’s happening in the political atmosphere around us,” Thune said, adding, “There’s a political component to everything we do around here, so yeah, you can’t disconnect those things.”

    Thune also said he was not consulted on the fund before it was announced.

    “It would be nice if they had consulted, and I think they probably would have gotten plenty of advice from lots of folks about it,” he said. “But it’s water under the bridge now, and you know, you play the hand you’re dealt, and we’ll sort it out from here. But you know, obviously, it became a more complicated and bumpy path than we had hoped for.”
