    WASHINGTON, March 26 (Reuters) – U.S. President Donald Trump signed an executive order on Thursday asking federal contractors and their subcontractors to eliminate diversity, equity and inclusion practices, the White House said.

    Trump has cracked down on public and private organizations – from government agencies to private universities – over DEI practices.

    The latest executive order signed on Thursday requires certain federal contracts to include a clause prohibiting contractors and their subcontractors from engaging in DEI, the White House said.

    The order directs the White House Office of Management and Budget to issue guidance to contracting agencies for compliance and identify economic sectors whose players engage in DEI, it added.

    It also directs agencies to cancel, terminate, or suspend contracts – and to suspend or debar contractors – for failure to comply, according to the White House.

    It asks the U.S. attorney general to review some violations of contractual terms prohibiting DEI and to ensure “prompt review” of civil rights actions brought by private persons, the White House said.

    Trump also signed an order last year that directed government agency chiefs to dismantle DEI policies at federal agencies and in the private sector.

    WASHINGTON, March 26 (Reuters) – President Donald Trump’s administration said on Thursday the U.S. Education Department will leave its headquarters ​in Washington and relocate to a smaller office ‌in the U.S. capital as the government continues efforts to dismantle the agency.

    “The U.S. Department of Education will move out of the Lyndon ​B. Johnson headquarters building,” the Trump administration said, ​adding the Education Department headquarters building has been ⁠70% vacant.

    “The U.S. Department of Energy will move out ​of its outdated James V. Forrestal building and assume the ​lease on the Lyndon B. Johnson building,” the joint statement from the Education and Energy Departments added.

    The federal government cast its actions ​as a cost-saving move. It said the Energy Department’s ​move to the Education Department headquarters will save taxpayers over $350 million in ‌deferred ⁠maintenance costs.

    Trump promised during his 2024 election campaign to dismantle the Education Department as part of a bid to shrink the federal government’s role in education in favor ​of more control ​by the ⁠states. The Trump administration has gutted staffing at the agency.

    Late last year, the Education ​Department announced new partnerships with four other federal ​departments – ⁠Labor, State, Interior and Health and Human Services – to share or transfer some of the functions it performed.

    Last week, the ⁠Trump ​administration said the Education Department was ​handing off a portion of its student loan portfolio to the Treasury ​Department.

    GRAPEVINE, Texas, March 26 (Reuters) – Republicans at the annual Conservative Political Action Conference largely rallied behind U.S. strikes on Iran on Thursday, backing President Donald Trump on an issue that has dented his wider approval ​ratings and could jeopardize the party’s prospects in the November midterm elections.

    Speakers ranging from a prominent evangelist to a former Trump adviser and Iranian political activists ‌took to the stage at the conservative gathering in Grapevine, Texas, to argue the moral case for the war before supporters of Trump’s Make America Great Again movement.

    That support stood in contrast to broader national skepticism about the war, which has increased political pressureon Trump to exit a conflict that has roiled global markets. Many Americans say they remain unclear about the rationale for the conflict and question the administration’s upbeat assessments of military progress.

    While acknowledging that Americans ​are concerned about the prospect of a protracted conflict, CPAC senior fellow Mercedes Schlapp used a session featuring two Iranians shot by security forces during 2022 protests to ​press the case for a war she said would liberate its people.

    “The madness needs to stop. We’ve got to make Iran free again and ⁠we are going to make sure America stands strong by their side,” Schlapp, a senior adviser to Trump during his first term, said during the session titled “MAGA vs. Mullah Madness.”

    Trump, however, no ​longer talks of regime change in Iran and the air strikes by the U.S. and Israel over the past four weeks have not triggered any popular revolt against the Iranian leadership.

    VOTER UNEASE ​GROWS OVER WAR, RISING FUEL PRICES

    The conference, a key annual gathering for Republican politicians and conservative activists, comes at a moment of growing voter unease over the war and high fuel prices – factors clouding the party’s chances of retaining its slim majorities in the Senate and the House of Representatives in November.

    Trump’s approval rating has fallen to 36%, its lowest since his return to the White House, a Reuters/Ipsos poll completed on Monday found. Support ​among his core base remains firm, however, with 74% of Republicans backing the strikes.

    On the opening day of the three-day event outside Dallas, no speaker criticized the military operation outright, despite some ​prominent MAGA figures accusing Trump in recent days of breaking his 2024 campaign pledge to avoid entangling the U.S. in foreign wars.

    Former U.S. Representative Matt Gaetz stood out as a rare voice of caution, saying ‌the United States ⁠was too beholden to Israel’s interests, repeating a criticism he has made in the past.

    Reverend Franklin Graham, one of the country’s best-known Christian evangelists, framed the Iran war in religious terms, telling the CPAC crowd that Trump’s decision to attack Iran was necessary to preserve Israel’s existence.

    Evangelicals are a core part of Trump’s political base and many view the modern state of Israel as a fulfillment of a biblical prophecy linked to the Second Coming of Jesus Christ.

    “He stepped up to protect Israel and the Jewish people from what I believe was the possibility of a nuclear annihilation ​by the radical Islamic regime,” Graham said. “Thank God ​for President Trump.”

    IRANIAN-AMERICANS SHOW UP IN SUPPORT ⁠OF TRUMP

    Dozens of Iranian-Americans were in attendance, many of them carrying Iranian and American flags and advocating for the war.

    A group of them planned a rally outside the conference venue on Thursday evening to show support for Reza Pahlavi, the exiled son of Iran’s toppled shah who hopes ​to lead a transitional government but has struggled to win Trump’s support. Pahlavi is due to speak at CPAC on Friday.

    Nima Poursohi, whose ​parents are from Iran, ⁠wore a “Persians for Trump” T-shirt and said he was attending CPAC for the second time to show his support for the war.

    “It is time for this regime to go after 47 years,” Poursohi told Reuters. “Dropping bombs and military action is scary, but living under an Islamic regime is a lot scarier.”

    Support for the war extended to CPAC’s side stages. Conservative journalist John Solomon highlighted the strikes’ lethality on Steve ⁠Bannon’s “War Room,” ​which was broadcasting live, while former Superman actor Dean Cain praised U.S. military strategy during a live showing of ​his MAGA-aligned podcast.

    Frederick and Carol Kurpiel, both 79, said they were moved by the stories of Mersedeh Shahinkar and Raheleh Amiri, two Iranian political activists who spoke to the CPAC crowd about being shot by security agents during protests in ​2022.

    “I was happy when they got Khamenei,” Carol said, referring to the late Iranian Supreme Leader Ayatollah Ali Khamenei. “His death made me happy.”

    WASHINGTON, March 26 (Reuters) – U.S. paper currency will bear President Donald Trump’s signature to mark the 250th anniversary of U.S. independence, the ​Treasury Department said on Thursday, a first for a sitting president, while ‌deleting the Treasurer of the United States’ signature from U.S. money for the first time in 165 years.

    The Treasury said in a statement to Reuters that the first $100 bills with Trump’s signature and ​that of U.S. Treasury Secretary Scott Bessent will be printed in June, followed ​by other bills in subsequent months.

    March 26 (Reuters) – The ​U.S. Department of Homeland Security Inspector ‌General launched an investigation into how contracts have been solicited and handled, including the ​involvement of former Secretary Kristi Noem ​and her aide Corey Lewandowski, CNN ⁠reported on Thursday, citing two sources ​familiar with the probe.

    The investigation is separate ​from an inspector general audit into DHS grants and contracts awarded during fiscal year 2025, ​according to CNN.

    President Donald Trump ordered his newly installed Department of Homeland Security chief to swiftly pay Transportation Security Administration agents in a bid to reduce long lines at airports, as talks to fund the department collapsed on Capitol Hill.

    “I am going to sign an Order instructing the Secretary of Homeland Security, Markwayne Mullin, to immediately pay our TSA Agents in order to address this Emergency Situation, and to quickly stop the Democrat Chaos at the Airports,” Trump wrote on his Truth Social platform.

    A bipartisan group of top senators had made a furious push to come to an agreement, but in a sign the talks had become mired in stalemate, the president said Thursday evening he was ordering the payment.

    It is not immediately clear with what money the administration intends to pay the agents as the shutdown of the department continues.

    Sen. John Barrasso of Wyoming, the majority whip, told reporters Thursday evening that he had just gotten off the phone with the president.

    GOP leadership had held open a vote related to funding the department on the Senate floor for hours, allowing senators to scramble in search of an agreement. The current round of talks, GOP leaders had warned, was Republicans’ “last and final” offer for Democrats to make a deal after nearly six weeks of stalled negotiations.

    “We’ve had the vote open for five hours to give the Democrats an opportunity to come to the table. They have not, and now time is up,” Barrasso said as the talks fell apart.

    He added: “You’re going to see that we’ve had enough of the Democrats who have been delaying and continuing to stand by the side of illegal immigrant criminals, rather than the safety and the security of the American people.”

    Hawaii Democratic Sen. Brian Schatz pushed back on the claim from Republicans that his party was not at the negotiating table, but he would not discuss substance of the disagreement.

    “I will just say that we have been talking all day. Staff has been talking all day on the floor, via text, in person. So it’s just not true that we’re not in a negotiation. It may be that that one person or the other has lost patience, and you know that would be too bad, but we’re still talking,” he said.

    Sen. Chris Murphy said he hopes that Republicans don’t “decide to walk away” from the funding negotiations.

    “We’ve been actively talking all day, trading offers all day, and there’s an active negotiation going on. I hope they don’t unilaterally decide to walk away, but that’s their decision. They ultimately take orders from a higher power,” the Connecticut Democratic senator said.

    At least some Democrats had been feeling positive about the latest GOP counteroffer – which would fund the vast majority of DHS but exclude new money for ICE enforcement and removal operations – but as of Thursday afternoon were seeking clarification on language, including how to ensure money for Customs and Border Protection and other parts of DHS can’t be used for such operations, according to multiple people familiar with the talks. Another source said the offer included at least some provisions to rein in ICE, such as body-worn cameras.

    Multiple sources involved in the talks, however, also acknowledged that things could go south quickly, especially if Trump were to weigh in unfavorably at the last minute.

    At stake is a 41-day standoff over funding for DHS that has withheld pay for thousands of TSA agents and other DHS workers, causing major travel delays and scores of missed flights nationwide. Frustration on Capitol Hill hit new levels this week and GOP leaders pushed hard to end the impasse by Thursday night, given that senators have an upcoming two-week Easter and Passover recess.

    Senate Majority Leader John Thune, however, said the Senate would “probably” cancel the start of its recess and remain in Washington, even through the weekend, if no deal is reached.

    A group of key Democrats, including Schatz and Sens. Patty Murray, Chris Coons and Dick Durbin, were seen huddled on the floor earlier in the day Thursday with the Republican negotiator on the issue, Sen. Katie Britt. And while some Democrats made clear that the GOP’s latest offer wasn’t enough for them, multiple others told CNN they are still going through it.

    “The Dems have the text in front of them. But it’s important that we try and close this down and get it done today,” Thune told reporters.

    Republicans, Thune said, had made what he called their “last and final” offer to Democrats. “The Dems are now in possession of what I think is our last and final. So let’s hope this gets it done,” he said.

    Even if the Senate reached an agreement, the House would still need to pass any deal that emerges from the Senate, which could result in its own headache for Trump and GOP leaders.

    At the start of the week, Senate Republicans projected confidence that they had a new plan that would end the stalemate. They proposed funding DHS except for a small portion of the immigration enforcement budget, in a concession to Democrats. And they planned to try to pass a party-line bill to fund the rest of ICE later. But the plan ran into resistance from Senate Democrats, who continued to demand more changes to ICE tactics and practices.

    Michigan Democratic Sen. Gary Peters said earlier in the day that he’d been involved in “productive” funding talks, even as he stopped short of saying there had been meaningful movement.

    The goal of the talks, Peters said, would be to get widespread support in the Democratic caucus, not just peel off a handful to get it passed.

    “Hopefully we’d get widespread support. That would be the goal,” he said.

    A man who has since fled to China was charged with placing an improvised explosive device outside the visitor’s center at a Florida military base housing US Central Command, which is leading the joint US-Israeli war effort against Iran.

    During a press conference Thursday, US Attorney for the Middle District of Florida, Gregory W. Kehoe, detailed how investigators believe the man, Alen Zheng, placed the IED at the base and how his sister — Ann Mary Zheng — helped him cover up his crime and flee to China.

    Kehoe said investigators do not have evidence that a foreign country is connected to the crime and are still investigating Zheng’s possible motivations.

    According to prosecutors, Zheng — as an unnamed caller — made a 911 call minutes after placing the explosive device on March 10, saying there was a bomb at the MacDill Air Force base while not providing a location for the device.

    The base was searched but no device was located until March 16, six days later, Kehoe said, when the IED was found in a secluded area near the base’s visitor’s center. Federal law enforcement analyzed the explosive and determined it was viable, officials said during the press conference but did not explain why the bomb never detonated.

    By the time they had located the device, Zheng and his sister had fled to China, Kehoe said. Investigators traced the 911 call back to a phone Zheng had purchased at Best Buy and later found explosive material in his home as well as residue from the IED in the car he used to transport the device, Kehoe said.

    Zheng has been charged with three counts including making an explosive device and attempt to damage government property. Zheng’s sister traveled back to the US on March 17 and was later arrested and charged with allegedly helping Zheng flee and sell the car authorities say he used.

    “Why she came back I don’t know,” Kehoe said. She pleaded not guilty to the charges on Thursday, according to court records.

    The siblings are US citizens, Kehoe said, adding that he didn’t know if they held any dual citizenship. Kehoe said that when officials interviewed Ann Mary Zheng and her mother — who they did not name — the two admitted knowing that Zheng had planted the device.

    Zheng’s mother is “in custody for deportation,” Kehoe said, because she overstayed her visa.

    WASHINGTON, March 26 (Reuters) – Major U.S. cities have experienced a population decline, the U.S. Census Bureau said ​on Thursday, which the White House touted as ‌the result of President Donald Trump’s immigration crackdown.

    Although the U.S. population grew by 1.8 million people last year, the Census review found an ​average 0.6% increase in population growth in ​metropolitan areas in the 12 months ending July ⁠1, 2025 – down from an average 1.1% in increase ​in the year to July 1, 2024.

    The three metropolitan ​areas with the steepest declines are all located along the U.S. southern border with Mexico. Those areas are Laredo, Texas; Yuma, Arizona; ​and El Centro, California.

    Laredo, which had growth of 3.2% ​in 2023/2024, only saw a 0.2% increase in the 2024/2025 period. ‌Meanwhile, ⁠Yuma went from 3.3% to 1.4%, and El Centro from 1.2% to -0.7%.

    The White House said the statistic reflected the success of Trump’s border security policies. Trump began ​his second ​term in office ⁠on January 20, 2025.

    Nine in 10 U.S. counties experienced lower net international migration ​during the 2024-2025 period when compared with ​the year ⁠before, the bureau said. It added that the one in 10 counties that did not see a drop ⁠in ​international migration did not see an ​increase either.

    Florida, Georgia, South Carolina, North Carolina and Virginia had the ​fastest-growing counties, the bureau said.
