    Democrats in Florida are hoping to capitalize on the party’s recent special election overperformances and come out on top Tuesday in a special state House election for a Palm Beach district that includes President Donald Trump’s Mar-a-Lago residence.

    It’s an opportunity for Democrats in the ruby-red Sunshine State to notch a win in a state where the party is often short of them. If they win Tuesday night, Mar-a-Lago would be represented by a trio of Democrats across the Florida state House, Senate and US House.

    Democrat Emily Gregory, a business owner and military spouse running for office for the first time, will face off against Republican Jon Maples, a former council-member of nearby Lake Shores who first received Trump’s “Complete and Total Endorsement” in January.

    “Jon is a very successful Businessman and Civic Leader, who is known and loved,” Trump said in another post on Monday reiterating his endorsement of Maples. “Jon will be a terrific Legislator!”

    Trump voted by mail in Tuesday’s special election even as he has decried mail-in voting and sought to sharply limit it with the Republican-backed SAVE America Act, which would end the widespread practice of no-excuse mail-in voting.

    “As everyone knows, the President is a resident of Palm Beach and participates in Florida elections, but he obviously primarily lives at the White House in Washington, DC,” said Olivia Wales, a spokesperson for the White House, in a statement. “This is a non-story.”

    State House District 87 has been vacant since August of last year, when former Republican state Rep. Mike Caruso, who won reelection in 2024 by 19 percentage points, left the seat to become the Palm Beach County clerk and comptroller. Trump won the district by 11 points during the 2024 presidential election.

    Although the shadow of the president looms large in his home district, both Gregory and Maples have largely focused on the issue of affordability, a subject that proved to be successful for Democrats in 2025 elections and one that Republicans have struggled to own during Trump’s second term.

    Gregory, in an interview with CNN on Monday, said she was “good about blocking out the noise” about Trump during the campaign, saying she was staying focused on the more than 180,000 residents in her district.

    CNN also reached out to Maples’ campaign for an interview but has not heard back.

    A string of Democratic wins in special elections

    Special elections often feature low turnout, placing an especially high emphasis on voter enthusiasm that can swing results more effectively than in larger elections.

    But a win by Gregory would be just one more feather in Democrats’ caps after last year, when they flipped more than 20 state legislative seats in special or regularly scheduled elections.

    Since the start of this year, Democrats have flipped seats in Arkansas, New Hampshire and Texas, where they won a state Senate district that had voted for Trump by 17 points in 2024.

    FIRST ON FOX: The United States is advancing a sweeping hemispheric security strategy aimed at dismantling transnational criminal organizations and countering the growing footprint of geopolitical rivals across Latin America, according to Joseph M. Humire, acting assistant secretary of war for homeland defense and Americas security affairs.

    At the center of this effort is the “Shield of the Americas,” a multi-layered initiative designed to integrate military, intelligence, and law enforcement capabilities across partner nations in the Western Hemisphere.

    “Shield of the Americas is a presidential framing to form an alliance in the Western Hemisphere. The Americas Counter Cartel Coalition fits within it, but it’s not exclusive to it. We now have 18 members in the coalition. And in the Shield, there are 13 countries,” Humire said.

    “The proclamation that President Trump signed on March 7, was centered around the coalition, and the coalition is centered around having partner nations in Latin America start looking at partner-led, deterrence-focused operations against cartel infrastructure and targets inside their sovereign territory, both on land and in the maritime territory.”

    Humire said, “In the past, we would provide training, capacity building and a bunch of different things to our partners so that they could go after the cartels. What is different in this administration is we are now accompanying our partners to go after the shared threats. In some cases, we’ve already gotten permission to do that, like in Ecuador, where we have permission from President Daniel Noboa to not just advise and assist his military as they engage in counter-narcotic terrorist operations, but also accompany his military forces when they engage in those operations.”

    Humire says, “The second difference to previous administrations is that we are leaning in on deterrence-focused operations, which means we are encouraging our partners to use hard power to send a signal to the cartels to complement interdiction. We are still seizing narcotics. We’re still arresting major cartel members. We are also now destroying cartel infrastructure and, in some cases, taking out cartel members. That’s something that is new.”

    Mexico

    “Mexico is not a member of the coalition. We are encouraged by Mexico’s recent operation against El Mencho. That was an offensive operation against a high-value individual tied to a major cartel. We look forward to Mexico becoming a member in the future. Our relationship with Mexico is very strong military-wise. We have done a lot of training and capacity building with Mexico. But as of today, we still don’t have U.S. forces accompanying Mexico inside the sovereign territory of the country,” he said.

    “Mexico, like many countries, saw what happened in Venezuela and now understand that there’s a partner of preference inside the Western Hemisphere and in the world, which is the United States, not China, Russia or Iran.”

    Pentagon actions under this framework include the deployment of additional surveillance assets, enhanced maritime patrol operations, and the integration of cyber capabilities to track and disrupt illicit networks. It has also prioritized capacity-building efforts to strengthen partner nations’ ability to sustain long-term counter-cartel operations.

Panama has withdrawn from the Belt and Road Initiative, becoming the first country in Latin America to do so. From the Department of War, we have partnered with Panama to build up an enduring presence on the Panama Canal which includes a jungle operations school on the Atlantic side, and a joint security operation group on the Pacific side.     Humire continued, “The stabilization efforts in Venezuela are going well. Despite Maduro’s very close relationship with Iran, China and Russia, this was not enough to defend him. In the aftermath of Operation Absolute Resolve, we have seen tension among these different external actors, because while they had levels of cooperation, they don’t have the same exact interests.”

    “This is evidenced by the fact that before, during and after Operation Absolute Resolve, neither Russia, China, or Iran, or even Cuba for that matter, were able to do anything to keep Nicolas Maduro in power. They might have sent some equipment and armament, but that didn’t defend Maduro from that operation, and the Cuban security that was with him wasn’t able to defend him. Russia, China, Iran or Cuba could not stop a very successful U.S. military action in support of U.S. law enforcement.”

    “The message to all the countries in Latin America, and frankly the world, is that they need to think twice when they partner with Russia, China or Iran because that partnership does not produce results,” Humire said.

    A large explosion at a Valero oil refinery in Port Arthur, near the Texas Gulf coast, shot plumes of smoke into the air and forced some nearby residents to shelter in place on Monday.

    Port Arthur Mayor Charlotte Moses told CBS News there were no fatalities or injuries and said “Valero is working diligently to contain the fire.” As of late Monday, there were no air quality issues, she said.

    Still, she urged residents in parts of the west side of the city to say put.

    The Texas Commission on Environmental Quality said on social media that “emergency response coordinators and regional staff have been deployed with handheld and mobile air monitoring assets” to the refinery.

    CBS San Antonio affiliate KENS-TV cited a message sent out over the Southeast Texas Alerting Network in reporting that the shelter-in-place was lifted and an area highway reopened just after 5:30 a.m. Tuesday, nearly 12 hours after the explosion.

    Refinery spokesperson Carol Herbert told CBS News, “All personnel have been accounted for. Valero’s emergency response team is responding and coordinating with local authorities. … As always, the safety of our workers is our top priority.”

    The explosion comes amid a spike in gas prices driven by uncertainty over the global oil supply because of the Iran war.

    The refinery has about 770 employees and can process about 435,000 barrels of oil per day, according to Valero’s website. The plant refines heavy sour crude oil into gasoline, diesel and jet fuel.

    Images and video posted online show a large plume of smoke and flames billowing out from the refinery. Some residents reported hearing a loud boom and seeing their windows shake.

    A security camera at a home in nearby Nederland, Texas shook from the blast.

    “For your safety please remain in place until the ‘All Clear’ is given by emergency personnel,” the City of Port Arthur said in a post on its Facebook page.

    Valero didn’t respond to an email or call from The Associated Press seeking comment.

    Texas state Rep. Christian Manuel said in a post on social media that the Texas Commission on Environmental Quality had arrived at the refinery with air monitoring equipment and was working with local and state partners.

    He told nearby residents to stay inside.

    “Please limit outdoor activity, keep windows and doors closed, and follow guidance from local officials,” he said.

    Port Arthur is about 90 miles east of Houston.

    A U.S. Park Police officer was seriously wounded Monday evening in a shooting in Washington, law enforcement officials said.

    Park Service Police Chief Scott Brecht told reporters late Monday night that at least two officers were driving in an unmarked white Tesla during an ongoing investigation when two gunmen ambushed them. The circumstances of the ambush of an unmarked car weren’t clear. The assailants were still at large early Tuesday.

    D.C. Metropolitan Police Interim Chief Jeff Carroll told reporters the officer was targeted.

    Brecht said the officer who was hit kept driving up the road and then pulled over, and got first aid.

    The unidentified officer was airlifted by U.S. Park Police helicopter to an area hospital, said Vito Maggiolo, public information officer for the the D.C. Fire and Emergency Medical Service Department. He said the call came in about 7:30 p.m.

    The officer was shot in the shoulder and was in serious but stable condition, according to a law enforcement official who spoke on the condition of anonymity because they were not authorized to publicly discuss the matter.

    Federal officials said they were assisting in the investigation.

    “I’ve spoken to Mayor Bowser and Police Chief Carroll and was briefed on the shooting,” Attorney General Pam Bondi said in a social media post.

    FBI Director Kash Patel said in his own post that he was “Praying for the Park Police officer shot in Washington, D.C. The FBI is actively supporting the investigation alongside our law enforcement partners and will bring those responsible to justice.”

    The new director of the Kennedy Center is a young, well-liked facilities manager who most recently was “in charge of HVAC and toilets” as one former colleague put it at the renowned performing arts institution.

    Moments after the Kennedy Center board [voted to rename] the institution the “Donald J. Trump and the John F. Kennedy Memorial Center for the Performing Arts,” Matt Floca was outside in the December cold directing the crew [installing the letters] of Trump’s name on the building’s facade.

    Three months later, Floca has been unexpectedly thrust into a pivotal role at the nation’s preeminent arts institution as it prepares to undergo a renovation that will see it [close for two years]. He is well-liked by Trump, with whom he has bonded over a shared passion for building and construction, according to people familiar with the dynamic.

    The president suddenly announced earlier this month that he would [replace Ric Grenell], a longtime ally, with Floca, whose background is rooted in facilities and construction.

    While Kennedy Center insiders say Floca is a capable hand who can steady the ship in the short term, he is being seen as a “Band-Aid” for the institution’s ills who can oversee renovations but not much else.

    “He really will just be overseeing the facility, the renovation, because Matt’s expertise does not lie in marketing, it does not lie in artistic programming, it doesn’t lie in fundraising, it doesn’t lie in literally any other category of arts management other than the facility itself,” a source close to the Kennedy Center told CNN.

    “During the two-year renovation there will no doubt need to be a leader in charge of the everything else,” the person added.

    “He was in charge of HVAC and toilets. He’s deeply an operations guy, he wants to talk about structural engineering and load capacity,” a former colleague at the Kennedy Center said of Floca.

    Still, within the Kennedy Center, Floca is trusted and seen as apolitical. Many see him as a stabilizing force following a tumultuous year with Grenell at the helm, during which the institution saw high-profile [performance cancellations] and plunging ticket sales.

    Floca’s promotion reflected Trump’s urgency to replace Grenell, another source close to the Kennedy Center said. As Trump grew increasingly unhappy with Grenell, having him continue to lead felt untenable, and Floca was put in place as a “stopgap” measure, another person said.

    On Monday, Floca penned a “Dear Colleague” letter to Kennedy Center staff. The email, obtained by CNN, acknowledged the changes and promised an open-door policy to answer questions ahead.

    “I deeply appreciate the trust placed in me during this pivotal time and am committed to carrying out the physical restoration of the Center with the same care and attention to quality as you bring to work every day,” he said in the email.

    CNN asked Floca and the Kennedy Center for comment.

    A spokesperson for the White House, echoing earlier statements from Trump, said that “Matt Floca is a construction professional and he is well-suited to lead the Trump-Kennedy Center into its historic next phase.”

    A Biden-era hire turned Trump building buddy

    Before arriving at the Kennedy Center during the Biden administration a little over two years ago, Floca worked for a decade for the DC government on capital construction and facilities. Before that, he was a project engineer at a construction company. According to his LinkedIn profile, he graduated from Louisiana State University in 2009.

    At the Kennedy Center, his role has been managing “standard issue facilities,” overseeing upgrades to the building and security, a former colleague said. The role has been more limited than that of a predecessor who reported directly to the Kennedy Center president, the person added.

    But he caught Trump’s eye after the president took a personal interest in the Kennedy Center’s renovations. During a walkthrough of the building months ago, Trump was impressed with the young facilities manager who briefed him on the needed renovations for the aging building.

    “Trump is, at the end of the day, a builder and developer,” the source close to the Kennedy Center said, noting that the feeling of admiration was mutual between Trump and Floca, who was impressed with the president’s knowledge of the building and the construction that lies ahead.

    Their relationship has grown fast.

    Many at the Kennedy Center say Floca is now perceived as Trump’s guy, and the president calls Floca often, multiple sources said.

    When Trump suggested covering the iconic Kennedy Center columns in marble, it was Floca who steered him away from the idea, a former colleague told CNN.

    “He seemed to definitely understand the administration,” the source close to the Kennedy Center told CNN.

    Challenges ahead

    The Kennedy Center is expected to close to the public two days after its annual Fourth of July party, when it hosts picnics on the lawn and well-heeled donors watch fireworks from the roof.

    What happens next behind the shuttered doors will be pivotal for the financial health and direction of the institution — and some insiders told CNN they feared Floca will not have the experience to manage all that needs to be done.

    “There is a lot that will need to happen during this closure, including communications, donor management, artist recruitment, patrons — if he’s myopic in focusing on the architecture and these upgrades, who is doing the other 80% of the job?” asked one source, a former colleague.

    Theater companies book out two years in advance, for example, and the center is “already beyond behind the eight ball,” a source close the Kennedy Center said of the programming plans.

    During the closure, an already skeleton staff at the Kennedy Center will be trimmed even more: An estimated 75 to 175 out of the center’s roughly 300 employees will be cut, according to meeting minutes from a board subcommittee obtained by CNN.

    Perhaps the biggest quality going for Floca, a Kennedy Center source said, is the perception that he is “not going to make waves” for Trump since he is in the president’s good graces.

    But that will be a test for Floca, who has not had to navigate a boss who is also the president.

    “Being beholden to the president of the United States doesn’t necessarily mean that Matt’s going to be able to make the best decisions for the building,” the source with knowledge of the dynamic said.

    “He’s never been the person that’s running an organization. He has had no experience with that. He’s always had a buffer,” the source familiar with the dynamic said. He pointed out that, in the past, when Grenell was at the helm and drew Trump’s criticism, it acted as a shield for Floca, who could use his “relatively junior” position and good relationship with the president to deflect the heat.

    “He could always sort of be the good guy that has all of this stuff in common with Trump, like construction,” the person said.

    At the same time, there is an implicit recognition that he may not equipped to address all the challenges the Kennedy Center is facing, another source said. Discussions are taking place to potentially appoint an additional leader alongside Floca who could fulfill the broader needs of an arts institution — as soon as within six months, the person said.

    But another source familiar with the plans pushed back on that notion, adding there is strong support and confidence in Floca.

    Appearing at the White House with Trump and the rest of the members of the Kennedy Center board last week, Floca was seated next to Grenell, who only days before had been ousted by the president.

    “I think he’d do a good job,” Trump said of Floca at the meeting, before adding: “But if I don’t think he will do a good job, I’ll say, ‘Matt, you’re fired. I’m getting somebody else.’”
