    Russian President Vladimir Putin on Thursday declared a 32-hour ceasefire in Ukraine over the Orthodox Easter weekend, following an earlier call from Ukrainian President Volodymyr Zelenskyy for a pause in some of the hostilities to observe the holiday.

    Putin’s decree, released by the Kremlin, orders Russian forces to observe a ceasefire starting at 4 p.m. Saturday and lasting until the end of Sunday.

    Zelenskyy proposed earlier in the week that each side stop targeting each other’s energy infrastructure over the holiday, saying he made the offer through the United States, which has been mediating talks between delegations from Moscow and Kyiv as Russia’s invasion stretches into a fifth year.

    There was no immediate reaction from Kyiv to Putin’s announcement.

    Previous attempts to secure ceasefires have had little or no impact. Putin unilaterally declared a 30-hour ceasefire last Easter, but each side accused the other of breaking it.

    The Kremlin statement announcing the ceasefire said that “orders have been issued for this period to cease hostilities in all directions,” adding that “troops are to be prepared to counter any possible provocations by the enemy, as well as any aggressive actions.”

    “We assume that the Ukrainian side will follow the example of the Russian Federation,” it said.

    Russia has effectively rejected a 30-day unconditional truce proposed last year by the U.S. and Ukraine as a step toward peace, insisting instead on a comprehensive settlement, but Moscow has announced several short, unilateral ceasefires.

    The U.S.-led talks have made no progress on key issues, and Washington’s attention has switched to the Middle East conflict while the Russian and Ukrainian armies remain locked in battle on the roughly 800-mile front line.

    WASHINGTON, April 9 (Reuters) – The U.S. Senate Banking Committee is ​no longer planning to hold a ‌confirmation hearing for Kevin Warsh, U.S. President Donald Trump’s pick to run the Federal ​Reserve, next week, Punchbowl News reported ​on Thursday, citing two sources familiar ⁠with planning.

    As of late Thursday, the ​panel had not yet set or ​announced a hearing date, which under its rules requires a five-day advance notice.

    Property taxes across the U.S. are rising faster than inflation, with the average homeowner last year paying $4,427, up 3.7% from 2024, according to a new analysis from real estate data firm ATTOM.

    By comparison, the Consumer Price Index — a basket of commonly purchased goods and services — rose 2.7% last year. Homeowners in some states have faced considerably larger property tax increases, including an 18% hike in Delaware and an 11.6% jump in Maryland.

    Property taxes are typically levied by local governments to raise revenue for public services, including public schools, road construction, and police and fire departments. They account for 70 cents of every dollar in local tax collections, according to the nonpartisan Tax Foundation.

    Property taxes rose last year even as the average estimated value for single-family homes dropped 1.7% to $494,231 — still among the highest on record but representing a slight year-over-year dip. This shows property taxes are influenced by factors other than property assessments, with some local governments hiking taxes due to the rising cost of providing public services, according to the Tax Policy Center.

    “Property taxes often rise faster than inflation because they’re driven by local government funding needs, not consumer prices,” ATTOM chief executive Rob Barber told CBS News. “Municipalities may increase tax rates or maintain higher levies to keep up with rising costs for schools, infrastructure and public services, regardless of broader inflation trends.”

    Where property taxes are falling

    While property taxes rose in 40 states and the District of Columbia last year, they fell in 10 states, mostly in the West, according to the ATTOM analysis.

    Those declines reflect a push in some states to reduce property taxes, with Wyoming lawmakers approving a 25% cut for properties valued at up to $1 million. About 8 in 10 Montana homeowners got a property tax cut last year because of a new law that introduced a rebate and a tiered tax system.

    “In states with year-over-year declines, property tax reductions are typically driven by policy changes and alternative revenue sources rather than just home price trends,” Barber said. “Strong revenues from sectors like energy or tourism can ease reliance on property taxes, while legislative actions such as rate cuts or tax relief measures can further lower the overall burden.”

    Homeowners in the Northeast, California and Illinois typically pay the most in property taxes, with the average New Jersey homeowner paying about $10,500 a year, the analysis found. The lowest property taxes were in West Virginia, with an average levy of $1,081 per home.

    When the Artemis II Orion crew capsule returns to Earth on Friday after flying around the moon, it will hit the discernible atmosphere some 75 miles above the Pacific Ocean at a blistering 24,000 mph — fast enough to fly from Los Angeles to New York in about 6 minutes.

    Within seconds, temperatures across its 16.5-foot-wide heat shield will climb to some 5,000 degrees — half as hot as the visible surface of the sun — as the ship rapidly slows in an electrically charged fireball of atmospheric friction.

    The four astronauts on board — commander Reid Wiseman, Victor Glover, Christina Koch and Canadian astronaut Jeremy Hansen — are counting on the heat shield to keep them safe, in a comfortable environment, all the way through the peak heating zone to a parachute-assisted splashdown in the Pacific off the coast of California.

    “We have high confidence in the system, in the heat shield and the parachutes and the recovery systems we put together,” Amit Kshatriya, NASA’s associate administrator, said Thursday. “The engineering supports it, the Artemis I flight data supports it. All of our ground tests support it, our analysis supports it, and tomorrow the crew is going to put their lives behind that confidence.”

    The crew and mission managers are confident, they say, despite major problems with the heat shield that was used during the unpiloted Artemis I test flight in 2022, when the Avcoat material making up the shield developed sub-surface cracks and gas pockets that blew away chunks of the protective barrier’s outer “char” layer.

    Based on nearly two years of tests and analysis, engineers were surprised to discover the damage was most likely caused by the Avcoat material’s lack of permeability during a specific phase of the reentry when the shield was experiencing lower external temperatures while internal layers were still extremely high, generating gas that could not escape.

    Agency managers decided to order a different heat shield design for downstream Artemis missions. But the heat shield for the Artemis II flight, identical to the one used with Artemis I, was already installed. Replacing it with a new design would have delayed the mission by 18 months or more.

    Instead, NASA managers opted to launch Artemis II “as is” based on test data and an exhaustive analysis that indicated the shield would work properly if the reentry trajectory was modified to eliminate the temperature and pressure swings that contributed to the damage seen after the Artemis I flight.

    “They did a tremendous amount of research, a lot of groundbreaking research in some facilities that we had not used before, and they discovered the root cause,” Wiseman said.

    “They did wind tunnel testing and laser testing and hyper-velocity testing, and they determined that if we come in with this lofted profile … that this heat shield will be safe for us to go fly.

    “So I think all that points in the direction of goodness,” he said. “And I think if you, as a human being who was about to board this rocket, had sat in the meetings that we sat in and listened to the experts and gone through the data with them, you would have the same comfort.”

    What went wrong with Artemis I?

    During the Artemis I mission, the unpiloted capsule followed a planned “skip” trajectory, similar in concept to skipping a flat stone across still water. After an initial dip into the upper atmosphere, the Artemis I capsule skipped back out again before making its final descent to splashdown. The skip reentry helps reduce the spacecraft’s velocity while offering NASA a wider range of splashdown options in case bad weather makes a targeted landing site problematic.

    Despite the heat shield damage seen after the flight, the Artemis I reentry was successful. The capsule landed on target, and officials said that had any astronauts been aboard, they would have had no problems. But the damage triggered alarm at NASA.

    “NASA identified more than 100 locations where ablative thermal protective material from Orion’s heat shield wore away differently than expected during reentry into Earth’s atmosphere,” NASA’s Office of Inspector General wrote.

    “While the heat shield successfully protected the Crew Module and its systems during the Artemis I mission, upon inspection after Orion’s recovery, engineers noted unexpected variations in the appearance of the heat shield Avcoat — the ablative material that helps protect the capsule from the heat of reentry.

    “Specifically, portions of the char layer wore away differently than NASA engineers predicted, cracking and breaking off the spacecraft in fragments that created a trail of debris rather than melting away as designed,” the office said. “The unexpected behavior of the Avcoat creates a risk that the heat shield may not sufficiently protect the capsule’s systems and crew from the extreme heat of reentry on future missions.”

    Testing revealed the damage was related to the heat shield’s permeability, or rather, its lack thereof. After the initial, relatively deep dive into the atmosphere, the Avcoat material making up the shield was unable to properly dissipate the heat that remained in its lower layers during the skip back out of the atmosphere.

    Entry heating is what makes the Avcoat’s outer char layer permeable enough to allow gas to escape. The Artemis I heat shield worked normally during its initial descent into the atmosphere. But when it climbed back out, reentry heating eased and the outer char layer became much less permeable.

    The underlying material was still extremely hot, undergoing a process known as pyrolysis — combustion without oxygen — and generating gas that had no way to escape. Those buildups eventually blew chunks of the heat shield’s outer layers away.

    “They go back up from that first entry, they’re still hot, they’re still off-gassing,” said an engineer familiar with the investigation. “The fact that the material itself isn’t permeable enough is causing that gas pressure to build up now, very rapidly, because they’re still hot. But the char layer has paused.”

    The outer char layer is “the only part of the Artemis I and Artemis II heat shield that actually allows it to breathe, or allows it to off-gas. So once it stops, now there’s no mechanism in the deeper parts of the heat shield for that gas to escape,” he said.

    “So the pressure built up, and as the capsule came back down and started reheating, the pressure was already there.

    “All those cracks, the pockets had already formed. And now, bang, bang, bang, pop. Avcoat started sloughing off during that second entry,” the engineer said.

    A modified reentry trajectory should solve the problem

    Engineers verified in lab tests that a modified skip-entry trajectory — one with an initial dip into the upper atmosphere followed by a shorter-duration climb back out — would allow the Avcoat to “breathe” throughout, preventing the formation of cracks and trapped gas. An independent review team agreed with those conclusions.

    Interestingly, Apollo engineers were aware of the Avcoat permeability issue and designed that program’s heat shields accordingly. Apollo capsules also used skip reentry trajectories and had no problems. But the Avcoat used in the Artemis heat shields was reformulated slightly, and that ended up affecting its permeability.

    In any case, the downside to the modified reentry trajectory for Artemis II will reduce the distance the Orion capsule can fly to avoid bad weather in the planned splashdown zone. It will also result in higher sustained heating during the descent, but engineers say that is exactly what is needed to maintain permeability in the outer char layer and ensure good performance.

    Former astronaut Charles Camarda disagreed, strongly criticizing the “fly as is” decision. He argues that engineers do not fully understand the root cause of the Artemis I heat shield damage and cannot accurately predict how the Artemis II heat shield will perform or whether the revised entry trajectory might have unintended consequences.

    In a letter to the NASA administrator, Camarda wrote that “history shows accidents occur when organizations convince themselves they understand problems they do not.”

    Like Wiseman, Glover says he trusts the analysis of the Artemis I problem, saying critics “haven’t been in these meetings from day one and met the team and looked them in the eye and shook their hands at the ends of these meetings.”

    That said, he added, “I don’t want to discount the things that they’ve said. Any time you talk about fire, any time you talk about entry and heat shields, talk about parachutes, these are high-risk things that … don’t have fault tolerance built in. They have to work.”

    “And so I appreciate all of that nudging and poking and prodding that they’ve caused,” Glover said. “They have made us sharpen our pencils and put more due diligence, more vigilance into that process. But I think we’ve done that. And so I think the crew is comfortable because of that team.”

    CHICAGO, April 9 (Reuters) – U.S. Health ​Secretary Robert F. Kennedy Jr. on Thursday issued a new charter for a CDC vaccine advisory committee that ‌expands the role of the panel to include a focus on vaccine risks and supposed gaps in vaccine safety evidence.

    The charter, signed by Kennedy on March 31 and posted on Thursday, follows a federal court ruling last month that declared most prior members of Kennedy’s vaccine panel unqualified, and ​put their decisions on hold.

    The Advisory Committee on Immunization Practices, which advises the Centers for Disease Control and Prevention ​on the use of vaccines, had been a key tool in Kennedy’s efforts to reshape U.S. ⁠vaccine policy.

    In a March 16 decision, Boston-based U.S. District Judge Brian Murphy concluded that ACIP had been unlawfully reconstituted after Kennedy, an ​anti-vaccine activist, last year removed all 17 independent experts who previously served on the panel and named several new members who share many ​of his controversial vaccine views.

    The new charter broadens the membership criteria of potential panelists beyond those with expertise in the use and research of vaccines and immunization practices, specifically adding toxicology, data science and those with “expertise in the assessment of vaccine safety and efficacy.”

    Dorit Reiss, a professor of law ​at UC Law San Francisco who focuses on vaccine policy, said the new charter weakens the expertise requirement, requiring members to ​be “knowledgeable,” which could make it harder for judges to demand expertise.

    It also names four new organizations to serve as non-voting liaisons to the committee ‌including the ⁠Association of American Physicians and Surgeons, the Independent Medical Alliance and Physicians for Informed Consent – groups that have expressed anti-vaccine views.

    It also includes the Medical Academy of Pediatrics and Special Needs, which advocates for children with autism. Kennedy has long contended that childhood vaccines cause autism, contrary to decades of science showing them to be safe.

    On Monday, the Department of Health and Human Services led by ​Kennedy published a notice indicating that ​a new charter was coming ⁠that would broaden the list of expertise for individuals who could serve on that panel, which makes recommendations impacting the use and insurance coverage of vaccines, including the U.S. childhood immunization schedule.

    HHS ​spokesman Andrew Nixon said the ACIP charter renewal and its publication “are routine statutory requirements and do ​not signal any ⁠broader policy shift.”

    Daniel Jernigan, former director of the CDC’s National Center for Emerging and Zoonotic Infectious Diseases, said the new charter will make it easier to reconstitute the committee and “further politicizes the discussion at the meeting.”

    Jernigan was one of three senior CDC leaders who left ⁠the agency ​in August in protest over Kennedy’s vaccine policies.

    Richard Hughes IV, lead counsel ​for the American Academy of Pediatrics, which brought the suit against Kennedy’s vaccine policies, said it was premature to say whether the group would challenge the new ​charter. “It really remains to be seen how they reconstitute the committee,” he said.

    The day after his wife disappeared during a nighttime boat ride in the Bahamas, Brian Hooker told a friend that she tried swimming back to him following her apparent fall overboard, but strong winds pushed them apart “pretty quickly,” according to messages reviewed exclusively by CBS News.

    Lynette Hooker, who is from Michigan, has been missing since Sunday. Bahamian officials arrested her husband Wednesday night and are holding him for questioning in connection with her case, but he has not been charged with a crime, according to his attorney, Terrel Butler. Hooker can be held for 48 hours until he has to be either charged or released, Butler said, noting that officials can extend the period to 96 hours if deemed necessary.

    Brian Hooker denies any wrongdoing. He previously told authorities that his wife fell from their dinghy Saturday night while the couple sailed from Hope Town to Elbow Cay in the Bahamas. He said powerful currents swept her away, along with the keys to their boat, which cut power to its engine and prevented him from reaching her.

    He shared a similar account of what happened in Facebook messages to Daniel Danforth, a friend of the Hookers since 2023. Danforth told CBS News he met them because of their shared interest in boating.

    The messages show that Danforth reached out to Brian on Monday after seeing news coverage of his wife’s disappearance.

    “The wind blew me away from her and she swam towards the sailboat and we lost sight of each other pretty quickly as it was just about sundown,” Brian wrote in reply. “I drifted and tried to paddle with one oar for the next 7 hours until I washed up behind the shore of the next Island over and was able to get some help finally.”

    Brian Hooker exchanged messages with his friend Daniel Danforth and described his wife Lynette’s disappearance at sea, saying, “The wind blew me away from her and she swam towards the sailboat.”

    Bahamian police have said Brian Hooker arrived at the Marsh Harbor Boat Yard on the island of Abaco at 4 a.m. Sunday morning, after paddling the dinghy to shore. They said he told someone his wife was missing once he made it there, and that person informed authorities.

    In the messages, he told Danforth his family was “in hell” as search crews failed to locate his wife.

    When Danforth checked in again the next morning, Hooker said he had moved his boat to Marsh Harbor and had been sleeping there, but planned to relocate “for a night or two” to stay with his sister and brother-in-law, who were flying in to meet him. He told Danforth that he planned “on heading back out to the site” after that “and continuing search.”

    After his wife Lynette’s disapparance, Brian Hooker exchanged messages with his friend Daniel Danforth, saying, “I’m trying to take it a day at a time and keep the faith.”

    “I will most likely definitely need help in the future but I just don’t know what it is yet I’m trying to take it a day at a time and keep the faith,” he told Danforth, before congratulating him on his recent sailboat purchase.

    “The stories don’t really match up”

    Danforth told CBS News that he first met the Hookers three years ago, while sailing in the New Orleans area. A Facebook notification from Brian over the weekend initially reminded him of the couple, before he started seeing headlines about Lynette’s disappearance, Danforth said.

    He received the notification because Brian had liked his comment on a post that Danforth’s wife had shared about boating. In retrospect, Danforth said the fact that his friend was scrolling social media and liking posts at that time raised some questions for him.

    “You know, my wife’s missing, Facebook’s the last thing I’m worried about. You’re going to find me on the water riding around,” Danforth told CBS News.

    Danforth said he was concerned that Brian moved his boat from Elbow Cay, where it was anchored, shortly after Lynette went missing. He also noted that, in comparing Brian’s s retelling of Lynette’s disappearance with emerging media reports, “the stories don’t really match up.”

    While police have said Hooker recalled his wife being swept overboard and out to sea, Danforth said his messages reflected “she was casually swimming back toward the sailboat.”

    He also said the Hookers “always had their phones with them” and frequently posted videos online, so he wondered why Brian’s “phone didn’t work or why they didn’t have their phones in the boat” the night Lynette went missing.

    Danforth said his wife was friends with Lynette and he didn’t have concerns about the couple’s relationship, although there had been a period where Brian and Lynette “had separated for a while,” he said.

    “You know, most of the time people do get back together and you don’t want things to be awkward,” he said. “So we didn’t — I don’t really get into a whole lot of personal business because of those reasons.”

    Lynette Hooker’s daughter, Karli Aylesworth, told CBS News in a separate interview that her mother and Brian Hooker had broken up and gotten back together in recent years. Aylesworth said she is seeking answers about the circumstances surrounding her mother’s disappearance and has said she doubts the sequence of events described by Brian Hooker.

    “For one, I don’t understand how she got the key,” Aylesworth said. “Brian’s always driving. So he basically is in charge of the key. So the fact that my mom had it doesn’t make any sense.”

    In an earlier statement, Butler, Hooker’s attorney, said he denied the allegations made by Aylesworth, and added, “He has been cooperating with the relevant authorities as part of an ongoing investigation.”

    Butler has spoken to Hooker on the phone and told CBS News that he was focused on continuing the search for his wife.

    “That’s all he’s been talking about,” Butler said. “Yesterday… he made arrangements to go back out and search for her.”

    The whereabouts of the boat key was also an issue for Danforth, who said pictures and videos the Hookers took while on the dinghy never show either of them with the key, which is usually attached to a lanyard. But he said it’s possible that Lynette Hooker would “reach out in desperation” to grab hold of something as she fell overboard, and “that’s the closest thing.”

    Ultimately, Danforth said he didn’t fully believe strong winds and ocean currents could separate Hooker’s small dinghy from his wife so rapidly. And, if she were swimming toward the dinghy, as Brian Hooker said in his messages, Danforth asked: “Why didn’t he try to go get her?”

    Another Senate Democrat has called for President Donald Trump to be removed from office over the Iran war.

    “I certainly think the president should be removed,” Sen. Andy Kim, D-N.J., said. “I mean, he’s unfit for office. I think the 25th Amendment, and if not, then impeachment.”

    Congressional Democrats, particularly in the House, have recently escalated their position against Trump’s war in Iran, shifting from pushing for Congress to reassert its authority in declaring war to demanding that the president be ousted from office.

    Trump’s comments in the past few days, particularly his threat against Iran that a “whole civilization will die” unless the Strait of Hormuz was reopened, sparked the latest growing push to have him removed from office.

    While there is growing sentiment among House Democrats to jettison Trump from office, it’s not as widespread in the Senate. Still, Kim on Thursday joined a small group of Senate Democrats echoing the desires of their counterparts in the House.

    So far, Sens. Chris Murphy, D-Conn.; Ed Markey, D-Mass.; and Ron Wyden, D-Ore., have all either demanded that Trump be impeached or removed through the 25th Amendment.

    Senate Minority Leader Chuck Schumer, D-N.Y., has stopped short of calling for impeachment, but instead is teeing up another war powers resolution — the fourth since the war began in February — to rein in Trump’s war authority in the region as a fragile two-week ceasefire continues.

    But their calls for removal likely aren’t going to go anywhere now given the political reality in Washington, D.C. Republicans control both chambers of Congress, meaning impeachment is all but a moot point.

    And invoking the 25th Amendment, which has never been used to remove a sitting president, is even more unlikely, given that it would require Vice President JD Vance, a majority of Trump’s Cabinet and then a two-thirds majority vote in Congress to remove him.

    It’s also a desire that Sen. Sheldon Whitehouse, D-R.I., contended was “not realistic right now, given his oddball Cabinet of sycophants and eccentrics.”

    “We’re going to have to buckle down and win this the old-fashioned way,” Whitehouse said.

    Democrats’ position does provide foreshadowing of what could happen if they win big in the midterm elections this fall, however.

    Congressional Republicans are still backing Trump’s actions in Iran despite some straying from the party line over his recent apocalyptic comments.

    Senate Majority Whip John Barrasso, R-Wyo., said, “Iran has been at war with the United States for 47 years, and it’s time for Iran to choose peace.”

    “They haven’t done it yet,” Barrasso added. “What we have seen is American peace through strength, and with this operation that is going on now, incredible success by the United States.

    “We have done what we have talked about doing. Eliminate their missiles and eliminate their missile production and eliminate their missile firing capacity, undermine their ability to ever get a nuclear weapon, and sink the navy.”

    Fox News Digital reached out to the White House for comment and has not yet received a reply.

    In early 2026, then-Attorney General Pam Bondi’s Justice Department took an unusually rapid approach to animal welfare enforcement, as part of her push to use the criminal justice system to crack down on animal cruelty.

    Around New Year’s Eve, Bondi received a voicemail and a text from her friend Lauree Simmons, the founder of the Florida-based Big Dog Ranch Rescue, who told her that a German Shepherd breeder in East Texas was shooting her dogs, sources with direct knowledge told CBS News.

    Simmons also texted another friend, Agriculture Secretary Brooke Rollins, to alert her.

    In less than two weeks, Bondi’s office assembled a multi-agency team, and USDA agents executed a search warrant at the property of breeder Kristine Hicks, who was already facing state cruelty charges.

    Hicks relinquished her dogs, and they were eventually shipped to Big Dog Ranch Rescue for adoption. She was indicted in March on a misdemeanor of operating without a USDA license and a felony wire fraud count stemming from her misrepresentation of the dogs’ lineage to buyers. USDA investigators uncovered her false statements about the dogs when they conducted DNA tests — a highly unusual investigative step — according to multiple sources who spoke with CBS News, the indictment shows.

    Sources familiar with the inspection process by the USDA also told CBS News there has also been an uptick in interest in taking enforcement action against violations involving dogs. In some cases, USDA has been more proactive about suspending or revoking licenses after finding egregious welfare violations, whereas in the past such a move could have taken years to achieve, one of the sources added.

    At the same time, Big Dog Ranch Rescue’s involvement could raise questions about its seemingly outsized role in Bondi’s animal welfare initiative, which has included everything from helping shape the government’s agenda to making criminal and civil referrals to both DOJ and USDA, sources say.

    In the lead-up to Bondi’s animal welfare policy announcement in February, Big Dog Ranch Rescue was involved in discussions about the plans to create a law enforcement “tiger team” to assist with the execution of search warrants and seizures, government records show.

    The rescue also participates in a newly created “Animal Welfare Executive Strategy Team,” according to Simmons, which is mostly made up of Justice Department officials who are supposed to devise enforcement strategies and coordination efforts.

    On Wednesday, Simmons spoke along with Bondi and Acting Attorney General Todd Blanche at a training and animal welfare summit for federal prosecutors at the DOJ’s National Advocacy Center in South Carolina, several sources said, in what is likely to mark Bondi’s last event before she formally steps down, after President Trump ousted her as attorney general last week.

    “An attorney general should try to avoid any appearance where your personal preferences, your personal predilections and your contacts with your friends are a major motivating factor in which crimes to pursue and prosecute,” said Gene Rossi, a former federal prosecutor.

    “This is not about whether we like dogs. This is not about whether we like rescue dogs. Everyone, with few exceptions, loves dogs,” he added. “But this is about the priorities and the policies of the United States Department of Justice and the actions of the attorney general in executing her duties, and this appears to me that she is letting her personal relationships drive the priorities of the Department of Justice.”

    Although many animal welfare advocates are optimistic about the federal government’s increased interest in the subject, Bondi’s initiative was launched without any input from many of the other more traditional animal welfare advocacy groups and appears to lack crucial regulatory elements, numerous legal experts on the subject told CBS News.

    One of Big Dog Ranch Rescue’s board members, meanwhile, is also the target of an ongoing animal cruelty investigation in Florida, after she was accused of injecting a prescription drug into an elderly dog without a veterinary license or the owner’s permission last year, public records obtained by CBS News show. She denies the allegations.

    In an interview with CBS News, Simmons said she met Bondi and Rollins years ago through their mutual interest in animal welfare advocacy efforts. She confirmed texting each of them about the woman shooting her dogs in Texas, adding that no formal tip line existed then to make such referrals.

    “I wasn’t going to sleep that night,” she said. “They got it to the right people, and everyone jumped into action.”

    “I feel strongly that this administration is taking animal welfare seriously,” she added. “For so, so many years, animal welfare issues got pushed under the rug… We’d report a bad puppy mill with abuse that never got investigated.”

    She brushed aside questions about whether her personal friendships with senior government leaders could create ethical concerns about how cases are enforced and which ones get prosecuted.

    “Stop that,” she said. “This is all about people that care about animals. I don’t care what party you’re with. We are a humane country and this needs to stop.”

    A Justice Department spokesperson confirmed that Simmons contacted Bondi about the Texas case, after a video of Hicks shooting a dog went viral.

    The spokesperson added that Simmons has also been involved in helping to develop animal welfare policy, saying “Ms. Simmons was involved along with others. DOJ welcomes any public reporting about violations of the law.”

    “Miracle drug”

    Simmons launched Big Dog Ranch Rescue in 2008. Her organization claims on its website to have rescued more than 80,000 dogs since its creation.

    Simmons, a Trump supporter and Republican donor, said she first met Bondi when she was Florida’s attorney general and the two of them bonded over their support for a measure to ban greyhound racing.

    Her nonprofit, which reported $18.6 million in revenue in 2024, throws elaborate multi-million dollar fundraisers at Mar-a-Lago that have been attended by President Trump himself, as well as Elon Musk and U.S. Attorney Jeanine Pirro. Mr. Trump’s daughter-in-law Lara Trump also sits on the group’s board.

    The state’s investigation centers on allegations that Bilodeau, who is not licensed to practice veterinary medicine, last spring injected an elderly German Shepherd named Birk with a prescription medication called Librela that is used to treat osteoarthritis pain without consent or permission from Birk’s owner, police records show.

    Birk died a few weeks later, and veterinarians told Birk’s owner Howard Leibowitz that Librela should not be administered to dogs with neurological conditions like those Birk had, according to Leibowitz and police records.

    Leibowitz told investigators his dog declined in the weeks after the shot was administered, though it was not immediately clear whether Birk’s death was directly caused by the medication.

    Bilodeau later expressed regret in messages she exchanged with Leibowitz’s attorney Bonnie Navin, saying “I did it. I had nothing but loving intentions, but it was wrong.”

    But in an interview, Bilodeau denied the allegations, saying Leibowitz had previously pleaded with her to help his ailing dog, and that the veterinarians cited in the police reports shown to her by CBS News were not the dog’s primary doctors who were versed in his care.

    She added that she only provided non-medical advice about two different drugs that could help Birk and showed the owner an empty pill bottle and an empty vial, but never offered or administered any medication and told him to consult a medical professional.

    A spokesperson for the drug manufacturer that makes Librela declined to comment.

    Leibowitz said he encountered Bilodeau at an equestrian facility, where she tried to offer him an opened bottle of pills prescribed for a different dog from a Big Dog Ranch vet to help Birk with his pain.

    She returned a few weeks later, where she found Birk with Leibowitz’s colleague, Travis Houp, according to police reports. She asked Houp to hold the dog while she administered the shot, and he complied, mistakenly thinking she was a vet, according to police reports and an interview with Houp. He only realized something was wrong when she said: “Don’t tell Mr. Leibowitz. Let’s surprise him. It’s a miracle drug,” according to the police report.

    Simmons said she was not aware of the allegations against Bilodeau until CBS News brought them to her attention, though Leibowitz’s attorney Bonnie Navin told CBS News she left two detailed voicemails with Big Dog Ranch last year alerting the group about what happened.

    Simmons said she did not believe Bilodeau did anything with malicious intent.

    “She is a huge animal lover. She fosters a lot of dogs for us,” Simmons said. “I don’t feel like Melissa has a malicious bone in her body. But there are rules that need to be followed.”

    Holes in the animal welfare strategy?

    The Animal Welfare Act has not been historically at the center of many federal criminal prosecutions, largely due to the fact that most criminal violations of the law are misdemeanors, not felonies. It is primarily enforced civilly.

    The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service, or APHIS, is responsible for sending inspectors out to licensed businesses, from dog breeders to zoos and aquariums, to ensure compliance with basic standards of care.

    Rollins said in a statement, “We will not allow a handful of bad actors to tarnish the reputation of responsible American breeders or compromise the humane treatment of animals,” and she said the president’s Cabinet is “stepping up enforcement on recurring bad actors and working to end dog fighting once and for all.”

    A USDA spokesperson said that a referral submitted by Big Dog Rescue involved approximately 10 individuals and entities.

    Most violations are handled administratively, though if conditions present an imminent danger to the animals, the Justice Department can use civil provisions of the law to seek an emergency court order to have them removed.

    Apart from animal fighting prosecutions, it has been relatively uncommon for animal welfare violations to rise to the level of a federal criminal case, numerous experts told CBS News.

    The USDA regulations are widely viewed as being out of date, weak and ineffective.

    Staffing levels at the USDA as well as the DOJ are also facing historical lows, without ample inspectors, agents, prosecutors or civil trial attorneys dedicated to working on animal welfare matters. A key position at the DOJ — the role of the counselor for animal welfare — has been vacant since the spring of 2021.

    The highest-profile prosecution in an animal welfare case in the recent past centered on animal research breeder Envigo over its mistreatment of beagles.

    In that case, Justice Department lawyers who handled civil animal welfare matters filed a lawsuit in May 2022 alleging the company was failing to meet basic standards of care for the dogs, and the company surrendered more than 4,000 beagles shortly thereafter.

    The parallel criminal case, by contrast, did not get resolved until about two years later, with the company pleading guilty to animal welfare and environmental violations.

    Bondi’s animal welfare initiative appears to focus its efforts heavily on criminal enforcement of the Animal Welfare Act, even though most of the law is enforced civilly, experts said.

    The Animal Welfare Act “is almost exclusively civil enforcement, because otherwise it is a misdemeanor,” said Mary Hollingsworth, who previously worked on the civil part of the Envigo investigation during her time at the DOJ’s Environment and Natural Resources Division.

    “Given that puppy mills are a priority, the fact that the civil component hasn’t been emphasized — it’s a missing piece.”

    Bondi’s initiative also makes no reference to other animal protection laws, like the Lacey Act or the Endangered Species Act — two statutes used by the Justice Department in the conviction it won against of “Tiger King” reality TV star Joseph Allen Maldonado, known as “Joe Exotic,” for killing tigers.

    The reasons for these omissions were not immediately clear, though a number of people in the animal welfare advocacy world told CBS News that they had not been consulted by Bondi’s office in advance, even after offering to meet.

    “Our coalition has been trying for more than a year to meet her,” said Delcianna Winders, an associate professor of law and Director of the Animal Law and Policy Institute at the Vermont Law and Graduate School.

    Other members of the coalition include the Animal Welfare Institute, the Animal Legal Defense Fund and People for the Ethical Treatment of Animals.

    “There’s a clear disconnect if they’re purporting to be committed to animal welfare, and yet ignoring these groups with decades of collective expertise on these precise statutes who are offering, proactively, their assistance,” Winders added.

    A Justice Department spokesperson disputed that notion, citing a meeting that took place between the American Society for the Prevention of Cruelty to Animals and the head of the Environment and Natural Resources Division last year.
