    新加坡监狱署和不同机构合作在樟宜监狱打造全新的视频庭审设施,将远程上庭隔间从现有的23个增至87个,进一步减少囚犯外出的风险,并确保在遇上疫情等突发情况时,庭审能继续进行。

    新加坡监狱署自1996年便开始通过视讯,让还押监狱的被告和囚犯远程上庭。过去几年,在科技的辅助下,视讯庭审日趋普及,涵盖的范围也从最初的面控、申请保释,逐步扩展到供证、认罪和聆听判决等。

    为了进一步提升远程上庭的功能,并为未来做好准备,监狱署与多方合作,在樟宜监狱B2狱所设立了全新的视频庭审设施(Video Court Facility)。设施由监狱署、内政科技局、内政部和司法体系(Judiciary)合作设立,共有81个隔间,外加八个等候室让囚犯等候上庭。另外六个隔间则设在女子监狱A4狱所。

    律政部兼交通部高级政务部长穆仁理于星期三(4月29日)为新设施主持开幕时说,监狱署自2019年便着手提升视频庭审的能力,并在2020年和2021年疫情期间增设13个隔间,确保法庭能继续审理案件。

    “在2020年至2025年间,监狱署一共安排了约10万4000人次通过视讯上庭,占上庭总人数的九成以上。”

    疫情让当局意识到为未来挑战做好充分准备的重要性,因此,我国司法体系、监狱署和内政部决定扩大视频庭审计划,并建造全新的设施。

    穆仁理说,新设施在设计上考虑到不同囚犯的需求,例如,其中13个隔间可供坐轮椅的囚犯使用。当局还需确保系统能够兼容现代视频会议应用等平台,从而保障远程庭审的质量。

    “如果囚犯在庭审后被释放或出狱,这样的安排能加快手续过程,囚犯无需回到监狱。”

    他也说,法庭会因此更具灵活性,因健康或其他原因无法上庭的囚犯,仍能通过远程方式参与庭审。“除此之外,律师在远程庭审中如果需要与当事人交谈,法庭还能暂停审讯,设立独立的虚拟空间,供两者私下交流。”

    穆仁理透露,当局目前正在试行新计划,让律师通过设施与当事人远程对谈,无须亲自前往监狱。穆仁理没有透露更多相关细节,但指出目前参与这项计划的律师的反馈都很积极正面。

    被安排视讯上庭的囚犯,在进入设施后会被搜身,然后进入等待室等待上庭。等待室里的显示屏会显示囚犯的编号,以及前往指定的隔间。

    监狱署人员能在设施里的控制中心协助操控隔间里的视频庭审,隔间也设有对讲机,方便囚犯在有疑问时联系监狱官。法庭方面也能实时查看系统,确保囚犯参与相应的庭审,并在有必要时直接联系监狱署。

    WASHINGTON, April 29 (Reuters) – The U.S. Supreme Court examines on Wednesday moves by President Donald Trump’s administration to strip humanitarian protections from hundreds of thousands of Haitian ​and Syrian immigrants, part of his signature immigration crackdown.

    The justices will hear arguments in the administration’s appeals of rulings by federal judges ‌in New York and Washington, D.C., halting its actions to terminate Temporary Protected Status, or TPS, previously provided by the U.S. government to more than 350,000 people from Haiti and 6,100 from Syria.

    The State Department currently warns against traveling to either Haiti or Syria, citing widespread violence, crime, terrorism and kidnapping.

    The legal dispute presents a test of Trump’s executive power and the Supreme Court’s ​traditional deference to presidents on matters of immigration, national security and foreign policy. The court last year let the administration end TPS for hundreds ​of thousands of Venezuelans.

    Revoking TPS and other humanitarian protections is part of Trump’s broader rollback of legal and illegal immigration since ⁠he returned to office in January 2025. In defending its actions on TPS, the administration has said such protections were always meant to be temporary. The ​United States first provided these protections to Haitians after a major earthquake in 2010 and to Syrians after their country descended into civil war in 2012.

    Under U.S. ​law, TPS is a designation that allows migrants from countries stricken by war, natural disaster or other catastrophes to live and work in the United States while it is unsafe for them to return to their home countries.

    The Supreme Court, which has a 6-3 conservative majority, has granted the Republican president’s requests to immediately implement various hardline immigration policies while legal challenges ​continue to play out in courts. For instance, it let Trump deport immigrants to countries where they have no ties and let federal agents target people for ​deportation based in part on their race or language.

    The legal dispute could have wide implications, affecting 1.3 million immigrants from all 17 countries currently designated for TPS, according to the plaintiffs. ‌Trump’s administration ⁠has sought to rescind the protections for 13 of those countries so far.

    Lower courts ruled against the TPS terminations, finding that administration officials failed to follow mandatory protocols to assess conditions in a country before revoking its designation.

    The administration has said it followed proper procedures, and has made the broader argument that courts cannot second-guess its TPS decisions in the first place, an assertion that if accepted by the court could doom challenges going forward.

    At issue are actions taken last year by ​Kristi Noem, Trump’s former Department of Homeland ​Security secretary, to revoke the TPS ⁠designations for Syria and Haiti, stating that providing this status to them was contrary to U.S. national interests. Noem’s TPS decisions were not at issue when Trump fired her in March.

    Groups of Syrian and Haitian TPS holders filed class-action lawsuits separately challenging ​the administration’s moves. They said Noem’s actions and the pattern of ending humanitarian designations for various countries show that ​the decisions were a ⁠preordained effort to eliminate the TPS program.

    Also at issue in the Haitian case is a finding by Washington-based U.S. District Judge Ana Reyes that the administration’s action likely was motivated in part by “racial animus,” violating the U.S. Constitution’s Fifth Amendment promise of equal protection under the law. Reyes said it was likely that Noem preordained her termination ⁠decision “because of ​hostility to nonwhite immigrants.”

    Trump has long sought to rescind TPS protections, and while running for reelection ​in 2024 vowed to revoke TPS for Haitian immigrants after making false and derogatory claims that they were eating household pets in Ohio.

    A judiciary hearing in the House of Representatives grew tense on Tuesday when Rep. Brandon Gill, R-Texas, pressed an American University scholar in graphic detail on which abortion procedure she would list as her favorite.

    “What’s your favorite type of abortion?” Gill asked Jessica Waters, a senior scholar at the American University School of Public Affairs.

    Waters, whose research focuses on “reproductive rights law,” “abortion regulation” and “state control of reproductive decision-making,” refused to answer.

    “I’m an advocate for patients having access to the full realm of reproductive healthcare,” Waters said.

    The moment — and the attention it immediately sparked online —highlights the continued priority of the abortion issue among Republican lawmakers and conservatives, and came during a hearing before the Subcommittee on the Constitution and Limited Government.

    Gill leaned into the gruesome picture often left behind by some of the procedures.

    “The first kind is called a ‘suction abortion,’” Gill said.

    “This is when the cervix is dilated and a strong suction, 29 times the power of a household vacuum cleaner, tears the baby’s body apart and sucks it through the hose into a container. Do you prefer that method?”

    “I stand by my former testimony,” Waters said.

    Viewers on social media praised Gill, pointing out his resolve to hold Waters’ feet to the fire despite the terse exchange.

    “This is the conversation Democrats refuse to have. It’s uncomfortable, it’s ugly, but it has to be said,” Nick Craig, a political commentator from North Carolina, said in a post to X.

    Derrick Evans, a former member of the West Virginia House of Representatives, highlighted the moment in a post of his own.

    “Watch her squirm as he starts describing some of the abortion methods,” Evans wrote.

    “If you think congressional testimony is useless, just watch this masterclass,” TPUSA spokesperson Andrew Kolvet said on X.

    “Brilliantly done,” conservative podcast host Matt Walsh wrote on X.

    Despite Waters declining to answer his question, Gill continued to list additional abortion procedures.

    “What about this one?” This one is called dilation and curettage. A sharp knife is inserted into the uterus, the baby’s body is cut into pieces and extracted often by suction. Do you prefer that method?” Gill asked.

    Waters tried to divert the question.

    “What I believe we are here to talk about today is the FACE Act,” Waters said, referring to a piece of legislation making its way through committee.

    “No, you’re a pro-abortion advocate — I’m asking you if you prefer the dilation and curettage method,” Gill interjected.

    “I am an access to reproductive healthcare advocate. I would prefer to talk about the reason the committee called the hearing,” Waters said.

    “Is it because it’s uncomfortable? To talk about? It should be uncomfortable,” Gill said. “I wouldn’t want to talk about this either if I were you.”

    New Delhi— An Indian man dug up his sister’s body and carried it to a bank branch to prove she was dead after being refused access to her account without a death certificate, the lender says.

    Jitu Munda, from a constitutionally recognized tribal community in the eastern state of Odisha, went to an Indian Overseas Bank branch on Monday to withdraw money from his deceased sister’s account.

    But bank staff told him “withdrawals by a third party are not permitted without proper authorization,” the lender said Tuesday.

    Angered by being turned away because he didn’t have her death certificate, Munda returned to the branch carrying the “human remains” of his sister, who had been buried days earlier, the bank said.

    Television networks broadcast footage of Munda carrying what appeared to be a corpse partially wrapped in plastic, with skeletal legs visible and slung over his shoulder.

    “This created a highly distressing situation at the premises,” the bank said.

    It added that the incident stemmed from a “lack of awareness” and the individual’s unwillingness to follow procedures.

    “The claim will be settled on (with) priority, once the death certificate is submitted,” it added.

    Registration of births and deaths is mandatory in India. But gaps in documentation persist, particularly in rural areas, leaving many families without formal certificates.

    A Pennsylvania hearing on transgender sports legislation erupted in chaos Monday, as Republicans accused Democrats of trying to sidestep votes on two related bills.

    Pennsylvania became a focal point of the transgender sports debate in 2022, as UPenn swimmer Lia Thomas competed against female athletes, including the University of Kentucky’s Riley Gaines. Since then, conservatives have sought to codify the separation of biological sexes in scholastic sports and public restrooms nationwide.

    The top Republican on the Pennsylvania House Judiciary Committee told Fox News Digital that the scene captured on official video showed the Democratic chairman trying to “re-refer” two bills to the House Health Committee without fully explaining which bills he was citing.

    Ranking member Rep. Rob Kauffman, R-Chambersburg, said that Republicans ultimately determined the two bills focused on separating scholastic athletes by biological sex and that Democrats resisted any debate before sending them to another committee to restart the process.

    “It’s fascinating. But the key is, in the legislative process, whether it be on the House floor or in any committee meeting, they’ll say the number of the bill and then they’ll give a title or brief description of the bill before anyone votes on it. You don’t just call up a bill by number,” Kauffman told Fox News Digital in a Tuesday interview.

    House Judiciary Committee Chairman Timothy Briggs was doing just that in a Monday hearing, Kauffman said.

    Briggs, D-King of Prussia, sought to move two bills out of the committee quickly, announcing that all Democrats would vote to re-refer them while identifying the measures only by bill number.

    Republicans said they were unaware of the bills’ contents because their titles were not read as Briggs tried to re-refer them to the House Health Committee.

    Briggs asked the clerk to call the roll for the “sole purpose of referring [them] to the Health Committee” and added that “all Democrats will be voting ‘Yes.’”

    “Could we kinda know what the bills are?” interjected Kauffman, before someone in the gallery called out that they were related to transgender athletes in children’s sports.

    HB 158 is the Fairness in Women’s Sports Act from Rep. Barb Gleim, R-Mechanicsburg, and HB 1849 is the related Dads Defending Daughters Act by Rep. Clint Owlett, R-Tioga.

    Briggs sighed and began to speak before Kauffman continued.

    “We can’t vote on a re-referral when we don’t even know what the title of the bill is. Obviously, you don’t want us to know what the title of the bill is,” he said, chuckling as Briggs cut in that the committee is “running out of time.”

    Kauffman quipped that if he ever pulled such a move as chairman, Briggs’ caucus would have “lost your mind.”

    After another pointed exchange between Briggs and Kauffman, the Democrat ordered the clerk to call the roll on the bills and then claimed aloud that some Republicans were refusing to vote.

    One of those named, Rep. Stephanie Borowicz of Lock Haven, objected after learning the bills’ true identities:

    “Now you’re deciding how we’re voting?” said Borowicz, who co-sponsored Gleim’s bill.

    “We might as well be better off in the Russian Duma at this point,” Kauffman added as Briggs plowed through their objections and tried to move past the two bills.

    The blow-up showed that Democrats are “petrified of this issue so much that they broke legislative protocol, parliamentary norms and everything I’ve learned in this legislature in 20 years,” Kauffman told Fox News Digital.

    He said that if the bills were moved to another committee without first being voted out of his own, the parliamentary “clock” would restart and Democrats could continue moving the measures through committee without taking a direct vote on the underlying transgender sports issue.

    Kauffman said the kerfuffle was indicative of the national debate over transgender sports, calling it an “80-90%” issue in favor of separating youth athletes by sex.

    Kauffman added that Democrats will eventually have to confront the issue because the state Senate is advancing its own transgender sports bill, which will be taken up by the House.

    “It’s a mom and dad issue. It’s a biological fact issue. So we’re going to keep at it,” he said, adding that critics are catering to the far-progressive fringe of their party and “generally don’t care what the people want.”

    A representative for the King of Prussia Democrat said he was “regrettably unavailable” for comment.

    The clash came just weeks after a Republican lawmaker’s attempt to define “woman” in a Women’s Month resolution led Democrats to pull the commemoration.

    WASHINGTON, April 29 (Reuters) – The Federal Reserve is expected to hold interest rates steady on ​Wednesday as officials debate whether to flag risks of rising inflation in a policy statement issued after what ‌may be Jerome Powell’s final meeting as head of the U.S. central bank.

    With oil prices high and rising again due to the U.S.-led war with Iran, policymakers ahead of the Fed’s latest two-day session said they were increasingly concerned that elevated energy costs could evolve from a one-off shock into higher underlying inflation, with interest rates needing ​to stay on hold longer than expected or, in the extreme, to move up.

    Stalemated negotiations and the continued closure of the ​strategic Strait of Hormuz have pushed the global benchmark oil price again above $110 a barrel compared to ⁠about $70 before the U.S.-Israeli bombing campaign against Iran started on February 28. The Fed’s preferred measure of inflation is about a percentage point ​above the central bank’s 2% target, and the March numbers due to be issued later this week are expected to rise even higher.

    Traders see little ​chance the Fed will lower rates before the middle of next year, in effect a bet against incoming Fed leader Kevin Warsh’s ability to convince his colleagues that rising U.S. productivity will translate into lower inflation and allow for looser monetary policy.

    “The news since the last meeting in March – better labor market ​data but no change in disappointingly high inflation data – may shade the discussion a bit more hawkish,” but not so much ​that the Fed will hint at the possible need for rate hikes in its statement, said Michael Feroli, chief U.S. economist at JPMorgan. Surprisingly strong job ​growth ⁠in March pushed the unemployment rate lower to 4.3%.

    POWELL ERA COMING TO AN END

    The Fed’s interest rate decision and new policy statement will be released at 2 p.m. EDT (1800 GMT). Powell is scheduled to hold a press conference half an hour later.

    Along with elaborating on the results of the meeting and answering questions about the economic outlook, Powell may well say more about his plans now that Warsh is ​expected to be confirmed as Fed ​chief by the Senate in ⁠time for the central bank’s June 16-17 meeting.

    Warsh’s nomination began moving forward last week after the U.S. Department of Justice dropped a criminal investigation into a Fed building project that key Republican senators saw as a groundless ​attack on Powell and the central bank’s independence. The Senate Banking Committee is scheduled to vote ​on Wednesday to ⁠recommend Warsh be confirmed by the full Republican-controlled Senate.

    Powell’s tenure as Fed chief ends on May 15, but his separate term as a member of the central bank’s Washington-based Board of Governors extends to January of 2028.

    At a press conference in March, Powell said he would not leave ⁠the board “until ​the investigation is well and truly over,” but left open whether he might continue ​serving as a governor even if the probe was ended.

    “I have not made that decision yet. And I will make that decision based on what I think is ​best for the institution and for the people we serve,” Powell said at the time.

    The search has been suspended for five missing crew members of a U.S.-flagged cargo ship that overturned near the Northern Mariana Islands during a typhoon, authorities said Wednesday.

    Six people were aboard the 145-foot ship, called the Mariana. Divers on April 21 recovered one crew member’s body from the overturned ship.

    “We are deeply saddened to announce that despite widespread efforts, we have made the difficult decision to suspend our search for the missing crew members of the Mariana,” Cmdr. Preston Hieb of the U.S. Coast Guard Oceania District said in a video posted on X. “We offer our heartfelt condolences to the families of the Mariana crew, as well as the entire Saipan community.”

    The search lasted more than 100 hours and covered an area larger than the state of California, he said.

    Last week, officials released dramatic video and photos showing members of the U.S. Air Force and Coast Guard searching for the missing crew. The footage and images showed pararescuemen preparing to conduct dive operations. The teams also used a remotely operated underwater drone to search the interior of the ship.

    The search was stopped two weeks after the crew notified the Coast Guard that the ship had lost its starboard engines and needed assistance as Super Typhoon Sinlaku battered the Pacific island chain. The Coast Guard lost contact with the vessel the next day.

    Heavy wind hindered initial search efforts, but the overturned ship was eventually spotted April 18 about 40 miles northeast of Pagan, one of the islands that make up the Northern Marianas, which is a U.S. territory.

    The Coast Guard said debris included a partially submerged inflatable life raft was spotted about 110 miles from the ship.

    “The five remaining crew members are still missing,” Hieb said.

    Super Typhoon Sinlaku battered the Northern Mariana Islands, causing wind damage and flooding. Sinlaku had sustained winds up of to 150 miles per hour when it battered Saipan and Tinian, according to the National Weather Service.
