    (布城综合讯)马来西亚财政部星期五宣布,原定下星期三(7月1日)落实的新柴油补贴机制,西马地区将提前至星期六(27日)落实,东马则按计划在下星期三实施。

    当局选在柔佛州选举星期六提名日当天落实新措施,让柔州许多柴油车主叫好,这对各阵营选情的影响则仍有待观察。

    财政部星期五(26日)发文告说,新柴油补贴机制落实后,符合资格的马国车主能以每公升2.10令吉的补贴价格,每月购买最多200公升柴油。

    财政部也将同步推出多项改进,包括允许车主将柴油补贴资格转让给实际驾驶同一辆车的直系亲属。当局这么做的理由是柴油车辆的实际使用者与登记车主很多时候并非同一人。当局将在确认资格转让机制的技术细节后公布更多详情。

    The attorney who helped persuade the Supreme Court to strike down Hawaii’s private-property concealed-carry restriction on Thursday criticized the state’s reliance on a Reconstruction-era Black Code to defend the law.

    In a 6-3 decision in Wolford v. Lopez, the Court held that Hawaii cannot require licensed gun owners to obtain express permission before carrying firearms onto private property open to the public. Gun-rights challengers dubbed the policy the “vampire rule” because lawful gun owners had to be “invited in” before entering businesses while armed.

    “It is disgraceful that any state would rely on a law specifically aimed at taking away the Second Amendment rights or any constitutional right of Black Americans as it was at that time,” attorney Kevin O’Grady, who represented the plaintiffs, told Fox News Digital.

    “And it’s not surprising, however, that Hawaii would rely on it as they are diametrically opposed to the Second Amendment. We fully expected that the Supreme Court would identify that as the kind of law that one absolutely should not look to determine whether or not something is constitutional because this is the perfect example of something which is not constitutional.”

    A major flashpoint was Hawaii’s effort to justify the law under the Supreme Court’s 2022 decision in New York State Rifle & Pistol Association v. Bruen. Since Bruen, courts evaluating firearm regulations have generally asked whether modern gun restrictions are consistent with the nation’s historical tradition of firearm regulation.

    Hawaii cited several historical laws, including an 1865 Louisiana statute enacted as part of the post-Civil War Black Codes. The law made it unlawful to carry firearms onto another person’s property without the owner’s consent.

    Justice Samuel Alito, writing for the majority, rejected that argument outright, calling the Louisiana statute a “tainted artifact” that was enacted to disarm newly freed Black Americans and leave them defenseless after the Civil War. He concluded the law “cannot be taken seriously” as evidence of the Second Amendment’s original public meaning.

    Justice Ketanji Brown Jackson, however, argued in her dissent the Court skipped an important constitutional question.

    Jackson did not defend the Black Codes, which she acknowledged were racist and used to oppress newly freed Black Americans. But she argued the Court should have first decided whether the Louisiana law itself violated the Second Amendment, or whether the real constitutional problem was that it was enforced in a racially discriminatory way.

    “It might well be that the Black Codes are invalid inputs for Bruen’s test,” Jackson wrote, “but only if they violated the Second Amendment — which may or may not be the case.”

    Instead, she argued that under the Supreme Court’s Bruen framework, the Court could not simply dismiss those laws without first explaining why they should not count as historical evidence.

    She outlined two possibilities: either the firearm restrictions in the Black Codes were constitutional but enforced in a racially discriminatory manner — making the constitutional defect an equal-protection problem — or the restrictions independently violated the Second Amendment. The Court, she argued, never resolved that question before excluding the Louisiana law from consideration.

    “Either history does matter, and if so, all potentially relevant historical experiences must be thoroughly examined,” she wrote. “Or, it does not, and the Court should just admit that the test it has created is boundless.”

    Her reasoning immediately drew pushback from critics, who argued the Fourteenth Amendment was passed in response to laws like the Black Codes that denied newly freed Black Americans their constitutional rights, like the right to bear arms.

    “I would simply point her to what Justice Alito pointed out in the majority ruling — it was in response to these types of laws that the Fourteenth Amendment was enacted in the first place,” Hannah Hill, vice president of the National Association of Gun Rights, told Fox News Digital.

    “That right there is your answer,” Hill continued. “Yes, there was a historical tradition — they enacted a constitutional amendment to fix that deprivation of rights, and that is also in the Constitution now, so I think she should probably go back to law school.”

    Tyler Yzaguirre, president of Second Amendment Institute, echoed O’Grady and Hill’s criticism.

    “Those laws were not legitimate expressions of our Nation’s constitutional tradition; they were examples of government using its power to deprive Americans of a fundamental right,” Yzaguirre told Fox News Digital. “The Court was right to reject the notion that such laws could define the historical limits of the Second Amendment.”

    Businesses may still ban guns by posting or enforcing a “no firearms” policy. But what Hawaii can’t do, the Court said, is treat every business as off-limits to licensed gun owners unless the owner specifically says guns are allowed.

    When an executive at a US law firm’s phone rang in April, the voice on the other end was urgent: A computer virus was spreading through the firm.

    The caller said they were from IT support and needed physical access to the lawyer’s computer because remote fixes to stop the attack weren’t working. The lawyer told his purported colleague to swing by his desk at the law firm’s office in New Jersey.

    The next day, the firm’s receptionist called: The lawyer had a visitor from IT at the front desk.

    “That’s when an alarm bell went off: Why would an IT person need to check in with reception?” said Leeann Nicolo, who handles incident response for cybersecurity insurance firm Coalition, which the law firm hired to investigate the incident.

    The visitor ran out of the building when the lawyer approached the front desk, according to Nicolo.

    It’s one of several incidents at law firms across the country in the last year in which, the FBI and private investigators suspect, the Russian-speaking Silent Ransom Group has hired people in the US to show up in-person and plug thumb drives into law firms’ computers. The physical access could help bypass anti-virus protections that the hackers run up against from afar.

    The group’s millions of dollars in returns contrasts with its modest investments: In a private Telegram channel, the group is offering $500 to people to visit law firms and plug in USB sticks, one cybersecurity professional familiar with the incidents told CNN.

    The hired hands are “cannon fodder” for the Russian-speaking cybercriminals — expendable assets in a much larger cybercrime war, the source said. It’s a rare and risky tactic for hackers to undertake because it leaves a trail of evidence, including surveillance footage, that the FBI can pore over.

    Cybercriminals “are getting increasingly bold in what they recruit people to do over the internet,” a law enforcement official who tracks the group told CNN.

    The goal of these brazen operations is to strengthen the criminals’ hands in multimillion-dollar ransom negotiations by obtaining sensitive data on the law firms’ clients. If the firms don’t pay up, the hackers leak the stolen information.

    Hacking alone has already netted Silent Ransom Group a fortune. They have extorted roughly $100 million from law firms in the last six months alone, according to an estimate from a cybersecurity executive who has facilitated ransom payments to the group. Other sources familiar with the group estimated it had extorted at least tens of millions of dollars.

    When hacking from afar doesn’t yield enough data for a big score, the group has tried to up the ante by outsourcing burglary. Hired hands have visited major US cities, including New York and Washington, D.C., CNN has found.

    In another case, a man posing as IT support entered another US law firm and began speaking Russian into his smart glasses. That was likely intended to give the cybercriminal group a live look at the computers in the building, according to another cybersecurity researcher familiar with the case.

    Before the intruder reached the desk of the lawyer whose computer he wanted to compromise, another member of the crime group called the lawyer’s cell phone, posing as a FedEx dispatcher to lure him away from this desk. The intruder plugged in the thumb drive, but the law firm’s cyber defenses blocked the attack, the researcher said.

    “My expectation is that they’re targeting every major law firm in the US,” the cyber executive involved in payments to the group told CNN.

    Silent Ransom Group is the only “data extortion group” the FBI is aware of that is physically accessing the proprieties of its victims, the bureau said in a statement to CNN.

    There have been “numerous physical access attempts” by Silent Ransom Group in cities across the US, the FBI said. It declined CNN’s request for an interview with an FBI official focused on the cybercrime group.

    Other cybercriminals have posed physical threats before, from “swatting” (in which a caller triggers a massive police response) to threatening violence. But most government and private security experts are still not trained to deal with cyber and physical threats at the same time.

    “Many threat actors have found it easier to conduct things completely digitally, and therefore (the physical aspect) may be a threat that we don’t think about as much,” said Genevieve Stark, head of cybercrime and information operations intelligence analysis at Google Threat Intelligence Group. “It may be a trend where individuals are more likely to trust someone who (shows up) in person because it’s not expected”

    The Silent Ransom Group hackers are no strangers to the FBI. Cybersecurity researchers believe some of its members were involved in the infamous Conti ransomware gang that dissolved in 2022 after a Ukrainian man leaked thousands of the group’s internal chat logs in retaliation for Russia’s full-scale invasion of Ukraine. The leak included evidence that the hackers had connections with Russian intelligence.

    The FBI spent years gathering evidence on Conti and tracking its members’ movements (one alleged member pleaded guilty in US court this month). The Ukrainian man told CNN that the FBI asked him to stop leaking the Conti files, apparently because it might interfere with the bureau’s investigation. Now, the FBI is building a case against the Silent Ransom Group by tracking law firms’ payments on the blockchain, multiple sources familiar with the investigation told CNN.

    The investigation isn’t completely digital.

    Over the last year, at least two US law firms have received extortion letters in the mail demanding payment in cryptocurrency or cash not to leak data allegedly stolen from the firms, according to Nicolo, the executive with cyber insurance firm Coalition. The return addresses on the envelopes were empty offices in Washington, DC, and Boston, she said, calling it “eerie.”

    The letters were signed by a different cybercrime group, but Nicolo thinks it’s a false flag. The forensics show that Silent Ransom Group hacked at least one of the firms, she said.

    “I think we are going to see more and more of that,” Nicolo said, referring to break-in attempts and other physical threats to victim organizations.

    “It’s a fine line between hoping you get paid and/or hacking enough victims that you’re making money somewhere, and having to apply that next level of pressure,” she said.

    Former Speaker of the House Rep. Nancy Pelosi, D-Calif., and Rep. Ilhan Omar, D-Minn., dodged answering questions on the growing influence of the socialist movement after three candidates backed by New York City Mayor Zohran Mamdani dominated in primary elections.

    Mamdani’s political clout was on display Tuesday night after all three House candidates he endorsed — Darializa Avila Chevalier, Brad Lander and Claire Valdez — won their Democratic primaries in New York, beating out more moderate Democrats.

    Pelosi, a moderate Democrat herself, refused to answer Fox News Digital’s question on her reaction to these socialist candidates coming out as victorious.

    The 20-term California congresswoman never formally endorsed Mamdani, but she did endorse a socialist candidate in 2024 — Dean Preston for California’s District 5 supervisor.

    She also said that she will “reject socialism as an economic system” and as a full picture of the Democratic Party in an interview with CBS’ 60 Minutes back in 2019.

    “If people have that view, that’s their view,” Pelosi said in the interview. “That is not the view of the Democratic Party.”

    Omar, a member of the progressive Squad, also ignored questions about the New York primary results, including whether the three socialist candidates could complicate House Democrats and Minority Leader Hakeem Jeffries’ agendas if they’re elected to Congress.

    While Omar has never formally identified as a socialist, she has supported many policies associated with socialism and has also been backed by the Democratic Socialists of America.

    While Pelosi and Omar walked away without responding, Rep. Hank Johnson, D-Ga., welcomed the incoming lawmakers.

    “I think Democrats in New York elected three new Democrats that will join our caucus, and I’m looking forward for them participating,” Johnson told Fox News Digital.

    Asked about criticism that the three candidates have leveled against Israel, Johnson argued they oppose the Israeli government rather than Israel itself.

    “They were not anti-Israel. They were anti-Israeli government,” Johnson said. “The government of Benjamin Netanyahu has done a grave disservice to the nation of Israel and to its people.”

    Lander is Jewish himself and said in his victory speech, “You can criticize Israel and not be antisemitic. You can be an anti-Zionist and not be antisemitic.”

    Johnson then called out Israeli Prime Minister Benjamin Netanyahu’s relationship with President Donald Trump and condemned both of their involvement in starting the war with Iran.

    “The people there will have an opportunity to correct the mistake that they made,” Johnson said. “The same way that the people of America have the opportunity to correct this mistake that we made in electing Donald Trump, who unfortunately got manipulated into war by Benjamin Netanyahu.”

    Louisiana Republican voters already rejected an incumbent senator who was crossways with President Donald Trump. In a primary runoff on Saturday, they’ll decide whether to follow Trump’s lead in choosing a new nominee.

    Rep. Julia Letlow, who is endorsed by Trump, faces state Treasurer John Fleming in a contest that is all but certain to determine the next senator in the deep-red state.

    They are vying to replace Sen. Bill Cassidy, a two-term Republican who finished third in the May 16 primary. Along with Texas Sen. John Cornyn, Cassidy is one of two GOP incumbents ousted in primaries this spring after Trump opposed them. The president’s bid for vengeance in Louisiana came after Cassidy voted in 2021 to convict Trump during his second impeachment trial.

    In the primary, Letlow earned the most votes with nearly 45% support, followed by Fleming at 28% and Cassidy at almost 25%. Because no candidate received a majority, the top two finishers advanced to the runoff.

    Saturday’s election is the latest test of Trump’s grip on the Republican Party. It comes during a midterm primary season that began with Trump pulling off an impressive string of victories — including ousting Cassidy, Cornyn and another intra-party foe, Kentucky Rep. Thomas Massie, as well as defeating Indiana state senators who rejected his calls for redistricting.

    But in recent weeks, GOP voters have snubbed Trump — passing over his picks in Republican primaries for governor in Iowa and Georgia. His choice in South Carolina was also on track to lose ahead of last Tuesday’s primary runoff, so Trump — in a last-minute, face-saving move — also endorsed the other candidate, state Attorney General Alan Wilson, who would go on to win by more than 30 points.

    Trump on Thursday night held a telephone rally for Letlow. He said he has seen Letlow “tested at the highest level” and has “been a fearless champion for the people of your great state, right from the beginning.”

    The president praised Letlow’s vote for his sweeping tax and spending measure last year, touted her support for his immigration enforcement efforts and said she would back his elections bill that would broadly ban mail-in voting, require voter identification and more.

    “She’s fantastic. She’s going to do a great job. She’s a warrior,” Trump said during his appearance, which lasted about six minutes.

    Little daylight between the candidates

    Despite Trump’s endorsement, the ideological differences in the GOP race are relatively scant.

    Fleming, 74, has campaigned on his support for a “pro-Trump agenda.” In one ad, Fleming’s campaign touts his time working in the White House during the first Trump administration, brags that he “opposes liberal nonsense” and describes Fleming as a “MAGA conservative,” using the acronym for Trump’s “Make America Great Again” movement.

    Letlow, a 45-year-old former university administrator, was first elected to Congress in 2021. She won a special election to fill a vacancy created when her husband, Luke Letlow, died from Covid-19 in December 2020, weeks after winning the 5th District House seat but before taking office.

    (华盛顿综合电)美国总统特朗普关税政策冲击全球经贸,但全球化并没有因此终结,而是在经历一场结构性转型,各国选择绕过美国继续深化经贸关系,寻求开创新的增长出路。

    国际货币基金组织(IMF)首席经济师古兰沙(Pierre-Olivier Gourinchas)星期五(6月26日)接受媒体访问时提出上述观点。他说:“全球化肯定还没死……我们还未经历去全球化,而是看到它正在蜕变。”

    古兰沙点出,在特朗普关税政策影响下,全球贸易流向和贸易关系正发生明显变化,各经济体短时间内达成许多贸易协议,且美国都不在其中。例如欧盟与拉丁美洲和印度的贸易协议之前谈了很多年,“突然在不到一年内,两项协议都签了。这并非偶然,而是大家不得不跟其他国家深化贸易联系”。
