    The Defense Department can require journalists to be escorted on Pentagon grounds while the Trump administration appeals a judge’s decision to block its enforcement of a new press access policy, an appeals court ruled Monday.

    The ruling by a divided three-judge panel from the U.S. Court of Appeals for the District of Columbia Circuit isn’t the final decision in The New York Times’ lawsuit against the Pentagon. But the panel’s majority opinion said the Trump administration is likely to succeed in showing that the policy’s escort requirement is legally valid.

    The panel granted the government’s request to suspend an April 9 decision by U.S. District Judge Paul Friedman, who ruled that the Defense Department was violating an earlier order to restore access to the Pentagon for reporters.

    Last fall, the Pentagon required reporters who cover the military to sign on to a host of restrictions in order to maintain daily access to the building. Many media organizations — including CBS News, ABC News, NBC News, CNN and Fox News — declined to sign on to the new rules.

    The Times sued, and Friedman sided with the newspaper and struck down parts of the policy last month. He found that many of the restrictions were unconstitutional, including one that suggested reporters who “solicit” sensitive information from military personnel could be deemed a security risk and expelled from the building.

    Then, earlier this month, Friedman ruled that the Pentagon violated his order by issuing a revised press policy that barred reporters from the building altogether unless they were accompanied by government escorts.

    In Monday’s ruling, Circuit Judges Justin Walker and Bradley Garcia — Trump and Biden nominees, respectively — wrote that “an agency may respond to an adverse ruling by adopting a revised policy.”

    Biden-appointed Circuit Judge J. Michelle Childs dissented from the 2-1 majority. “Reporters can hardly verify sources, gather information, or speak candidly with Department personnel with an escort looming over their shoulders,” she wrote.

    Defense Department spokesperson Sean Parnell said it welcomes the panel’s decision and looks forward to arguing the merits of its “full case” before the same panel. In a statement posted on social media, Parnell said unescorted access to the Pentagon has led to the “regular unauthorized disclosure of sensitive and classified national defense information.”

    “Since implementing the current access policy, the Department has seen a meaningful reduction in these unauthorized disclosures, which when they occur can endanger the lives of service members, intelligence personnel, and our allies,” he wrote.

    Theodore Boutrous, an attorney for The Times, said the panel’s ruling is “a narrow, preliminary one” and “casts no doubt” on the strength of the newspaper’s constitutional arguments.

    “We look forward to defending the full scope of the district court’s rulings in The Times’s favor in this appeal,” Boutrous said in a statement to The Associated Press.

    Hundreds of Google employees are urging CEO Sundar Pichai to refuse to make the company’s artificial intelligence tools available for the Pentagon in classified settings.

    In an open letter to the chief executive, Google workers assigned to AI systems voiced concerns about the tech giant’s ongoing negotiations with the U.S. Department of Defense, saying the technology not appropriate for “classified workloads.”

    “We feel that our proximity to this technology creates a responsibility to highlight and prevent its most unethical and dangerous uses,” the letter read. “Therefore, we ask you to refuse to make our AI systems available for classified workloads.”

    Neither Google nor the Pentagon immediately responded to CBS News’ request for comment on the letter.

    They fear that if made available for military applications, Google’s AI systems could be used in “inhumane or extremely harmful ways,” the employees wrote.

    The letter cited lethal autonomous weapons and mass surveillance as examples of potentially harmful applications of AI.

    “Making the wrong call right now would cause irreparable damage to Google’s reputation, business and role in the world,” the letter added.

    Google is negotiating a possible deal with the Defense Department to deploy its AI in classified work, according to reporting from The Information.

    OpenAI earlier this year struck an agreement with the Pentagon, which agreed not to use Open AI technology for mass domestic surveillance or to direct autonomous weapons systems.

    WASHINGTON, April 27 (Reuters) – The U.S. Department of Homeland ​Security said on Monday that past statements espousing what it labeled extremist views from immigrants applying ‌for green cards and naturalization would “warrant closer scrutiny,” causing free speech advocates to raise concerns that it could stifle First Amendment rights.

    The DHS statement came in response to a weekend report by the New York Times, which cited documents saying that under ​new guidance by President Donald Trump’s administration, immigrants can now be denied a green card for expressing ​political opinions, like participating in pro-Palestinian protests, criticizing Israel and desecrating the American flag.

    “Certain ⁠behaviors and statements may raise serious concerns for USCIS (U.S. Citizenship and Immigration Services) personnel reviewing an applicant’s file, ​including espousing terrorist ideologies, expressing hatred for American values, advocating for the violent overthrow of the United States ​government, or providing material support to terrorist organizations,” USCIS spokesman Zach Kahler said.

    “Such actions warrant closer scrutiny,” he added. USCIS is a part of DHS.

    The Trump administration includes criticism of Israel as a potentially disqualifying factor, with DHS training materials, citing as ​an example of questionable speech a social media post that declares, “Stop Israeli Terror in Palestine” and shows the ​Israeli flag crossed out, the newspaper reported.

    Immigration officers were told to weigh those factors as “overwhelmingly negative,” it added.

    Critics and rights ‌groups have ⁠raised free speech and due process concerns.

    “Trump plans to deny legal residency in the U.S. based on whether he agrees with your speech. Since when did it become ‘anti-American’ to criticize the actions of a foreign government?” Democratic U.S. Senator Chris Van Hollen wrote on the social media platform X.

    “This is an incredibly disturbing attack on ​free speech, with the ​government deciding who can enter ⁠the country based purely on their expression of political views,” civil liberties group Defending Rights and Dissent said.

    Trump has cracked down on pro-Palestinian movements by attempting to deport ​foreign protesters, threatening to freeze funds for universities where protests were held and scrutinizing ​immigrants’ online speech.

    Last ⁠year, the Trump administration said it would vet immigration applications for “anti-Americanism” and antisemitism.

    Trump alleges pro-Palestinian movements are antisemitic and support extremists.

    Activists, including some Jewish groups, say the government conflates criticism of Israel’s assault on Gaza and its occupation of Palestinian ⁠territories with ​antisemitism, and advocacy for Palestinian rights with support for extremism.

    In one ​attempted deportation case, the sole basis authorities provided to act against Tufts University graduate Rumeysa Ozturk was an editorial she co-authored in a ​student newspaper criticizing Tufts’ response to Israel’s war on Gaza.

    WASHINGTON, April 27 (Reuters) – Companies seeking to register as medical marijuana dispensaries after U.S. President Donald Trump ordered ​the rescheduling of cannabis can do so starting on ‌Wednesday, according to a notice on the U.S. Drug Enforcement Administration’s website.

    The DEA’s medical marijuana registration portal will go live ​Wednesday at 9 a.m. EST, less than a ​week after the U.S. Justice Department announced that ⁠it would immediately loosen restrictions on some marijuana products ​and move quickly to reclassify the drug as less ​dangerous.

    Applicants will have to pay an annual $794 fee and answer a series of liability questions, including about whether they ever surrendered ​or had a state professional license or controlled ​substance registration revoked or suspended, according to the DEA’s instructions.

    They will ‌also ⁠have to describe security measures present at the locations under consideration to be a dispensary, the application instructions show.

    Marijuana is the most widely used illicit drug ​in the ​world and ⁠in the United States. Nearly one in five U.S. residents use it a year, ​according to the U.S. Centers for Disease ​Control ⁠and Prevention.

    Millions of Americans have been arrested for possession of the drug, even while growing businesses listed on ⁠stock ​exchanges sell cannabis-related products.

    The rescheduling ​move does not legalize marijuana across the United States.

    April 27 (Reuters) – A U.S. judge on Monday paused his decision forcing the ​University of Pennsylvania to provide a federal ‌civil rights agency with information on Jewish students, faculty and campus groups as part of ​an investigation into allegations of antisemitism.

    Actor Nathan Chasing Horse sentenced to life in prison in Nevada for sexual assault

    Nathan Chasing Horse has been sentenced to life in prison for sexually assaulting Indigenous women and girls.

    A Nevada judge gave the “Dances With Wolves” actor his sentence Monday. A jury had previously convicted him of 13 charges, mostly related to sexual assault. He was accused by three women, including one who was 14 when the assaults began. He was acquitted on some charges.

    Accusers and their families told Judge Jessica Peterson they continue to suffer from the trauma caused by Chasing Horse and struggle with their faith after he exploited his position as a spiritual leader.

    Chasing Horse, wearing his navy blue Clark County Detention Center uniform, stared straight ahead as victims read their statements. He denied the charges against him.

    “This is a miscarriage of justice,” he told the judge on Monday.

    Other charges in Canada are still pending

    The sentencing wraps a yearslong effort to prosecute the former actor after he was first arrested and indicted in 2023. That initial arrest reverberated around Indian Country, with law enforcement in other states and Canada following up with more criminal charges. Those charges are still pending.

    The British Columbia Prosecution Service said Chasing Horse was charged with sexual assault in February 2023, though the date of the alleged offense took place in September 2018 near Keremeos, a village about four hours east of Vancouver. In November 2023, the case paused due to Chasing Horse’s charges in the United States, but resumed the following year.

    After all of Chasing Horse’s appeals have been exhausted, British Columbia prosecutors will assess next steps, Damienne Darby, communications counsel for the British Columbia Prosecution Service, said in an email.

    A warrant against Chasing Horse remains outstanding in Alberta, the Tsuut’ina Nation Police Service in Alberta said in a statement following Chasing Horse’s conviction in January. The Tsuut’ina Nation Police Service said that it is in contact with the Alberta Crown Prosecutors Office regarding the warrant.

    January trial focuses on his role as spiritual leader

    Chasing Horse was born on the Rosebud Reservation in South Dakota, which is home to the Sicangu Sioux, one of the seven tribes of the Lakota nation. Following his appearance as the young Sioux tribe member Smiles a Lot in Kevin Costner’s Oscar-winning film “Dances With Wolves,” Chasing Horse traveled across Indian Country to attend powwows and perform healing ceremonies.

    During his trial, Nevada prosecutors said Chasing Horse used his reputation as a Lakota medicine man to prey on Indigenous women and girls.

    Deputy District Attorney Bianca Pucci told the jury that for almost 20 years, Chasing Horse “spun a web of abuse” that ensnared many women.

    Jurors heard from three women who said Chasing Horse sexually assaulted them. The jury returned guilty verdicts on some charges related to all three.

    Multiple victims described how they participated in his ceremonies or went to Chasing Horse for medical help.

    Corena Leone-LaCroix, one of the victims, was 14 in 2012 when Chasing Horse allegedly told her the spirits wanted her to give up her virginity to save her mother, who was diagnosed with cancer. He then sexually assaulted her and told her that if she told anyone, her mother would die, according to Pucci. The sexual assaults continued for years, Pucci said. The Associated Press typically does not use the name of alleged sexual assault victims unless they come forward publicly, as Leone-LaCroix has.

    Chasing Horse denied the allegations and his attorney questioned the main accuser’s credibility, calling her a “scorned woman.” His attorney had filed a motion for a new trial, arguing that a witness was not qualified to talk about grooming and that the statute of limitations had expired. That motion was denied.

    Victims and their family members testified that they struggle with their faith as a result of Chasing Horse’s actions. The mothers of the victims said Chasing Horse betrayed their trust and abused sacred traditions.

    “Even to this day I struggle to regain my faith and spirituality,” a victim’s mother said.

    One victim said she still faces complications after suffering an ectopic pregnancy as a result of the assault and being forced to undergo surgery.

    “I am choosing to see this moment as a fresh start. I will rebuild my life, reclaim my voice and continue fighting for the future I deserve,” one victim said.

    Dr. Crystal Lee, CEO and founder of the organization United Natives, which offers services to victims of sexual abuse, said she hopes the victims find peace with the sentencing. Lee said Chasing Horse’s case shows the importance of holding high-profile perpetrators accountable, and believing the victims involved.

    Chasing Horse used his status as an actor and medicine man to prey on victims, similarly to other faith leaders who abuse their power, Lee said.

    “I think it makes us question who we trust and why we trust,” Lee said.

    WASHINGTON, April 27 (Reuters) – Legislation to fund the U.S. Secret Service and other agencies in the Department of Homeland Security will have to be modified before it can pass the House of Representatives, Speaker Mike Johnson said on Monday, raising the possibility of funding delays days after a gunman opened fire at a Washington dinner attended by President Donald Trump.

    The measure, which the Senate twice passed unanimously, is part of a two-pronged Republican effort to end the partial shutdown that has gripped U.S. homeland security operations since mid-February. Negotiations to fund the department failed to reach agreement on reforms for Immigration and Customs Enforcement and Border Patrol, following the fatal shootings of two U.S. citizens earlier this year.

    The bill would fund all of DHS, with the exception of ICE and Border Patrol. House Republicans had been expected to pick it up this week, after voting on a separate $70 billion funding blueprint for the two immigration enforcement agencies that passed the Senate last week. The House is expected to vote on the budget resolution with funding instructions for ICE and Border Patrol on Wednesday.

    The need to fund the Secret Service has intensified since Saturday’s shooting at the White House Correspondents’ Association Dinner by a man prosecutors say tried to assassinate Trump. U.S. Homeland Security Secretary Markwayne Mullin has said current money for the department, which also includes the Transportation Security Administration, will run out in early May.

    But Johnson told reporters the Senate legislation to fund all of DHS except for ICE and Border Patrol would have to change.

    “We have a modified version that I think is going to be much better for both chambers. It doesn’t change most of the substance. But it makes sure that we’re not going to orphan the primary agencies of DHS,” Johnson told reporters, without providing details.

    House Republican hardliners have balked at the Senate legislation, saying they wanted to fund all DHS agencies including ICE and Border Patrol.

    A modified bill would need to be passed again by the Senate, where Democrats could prevent it from receiving the 60 votes necessary to pass most legislation.

    Senate Majority Leader John Thune, Johnson’s counterpart, told reporters the DHS funding bill and the budget blueprint for ICE and Border Patrol would ultimately provide adequate funds for all homeland security operations.

    “We did everything we can to ensure that everything is appropriately funded,” said Thune. “Hopefully that will be enough to get the House in a comfortable position.”

    The budget resolution the House is expected to take up this week is the precursor for separate funding legislation for ICE and Border Patrol that would circumvent Senate Democratic opposition through a parliamentary maneuver called budget reconciliation. That funding would run through Trump’s presidency, which ends in January 2029.

    Last year, Republicans passed legislation providing around $130 billion in funding for ICE and Border Patrol, separate from their annual appropriations.
