Feb 27 (Reuters) – A federal judge on Friday said he would not allow President Donald Trump’s administration to “terrorize” Minnesota’s 5,600 refugees by arresting and detaining them under a new policy that “turns the refugees’ American Dream into a dystopian nightmare.”

U.S. District Judge John Tunheim in Minneapolis made that statement as he issued a preliminary injunction that extended an earlier, temporary order that blocked the administration from arresting or detaining refugees on the basis that they had yet to obtain lawful permanent resident status, or green cards.

The administration had sought to do so under a policy adopted as part of “Operation PARRIS,” a program announced in January that the U.S. Department of Homeland Security billed as “a sweeping initiative” to reexamine thousands of refugee cases.

DHS at the time said the initial focus of the initiative would be the roughly 5,600 refugees who had yet to be given green cards in Minnesota, the site of a recent immigration enforcement surge operation and benefits fraud scandal.

DHS did not respond to a request for comment.

Refugees from Africa, Asia and Latin America sued in a class-action lawsuit, arguing Trump’s administration was wrongly asserting that immigration law gave U.S. Immigration and Customs Enforcement the power to arrest any refugee who had not been granted a green card after a year in the United States.

Tunheim, who was appointed by Democratic President Bill Clinton, agreed, saying the administration’s policy lacked authorization from Congress, raised constitutional concerns and upended the promise of the Refugee Act of 1980 that refugees could “be given a chance at a new beginning in safety.”

He noted that by law, the refugees could not obtain green cards until a year had passed. Yet he said the administration was claiming the power to arrest them upon the 366th day of being lawfully admitted.

“The Court will not allow federal authorities to use a new and erroneous statutory interpretation to terrorize refugees who immigrated to this country under the promise that they would be welcomed and allowed to live in peace, far from the persecution they fled,” Tunheim wrote.

He ruled shortly after a group of refugees filed a similar but broader lawsuit in federal court in Massachusetts seeking to challenge the policy’s enforcement nationwide.

Kimberly Grano, a lawyer for the Minnesota plaintiffs at the International Refugee Assistance Project, in a statement hailed the ruling, saying the “refugees can now live their lives without fear that their own government will snatch them off the street and imprison them far from their loved ones.”

More than a dozen killed when military cargo plane carrying money crashes in Bolivia, local official says

A Bolivian military cargo plane carrying money crashed Friday near Bolivia’s capital, damaging about a dozen vehicles on a highway, scattering bills on the ground and leaving at least 15 people dead, an official said.

Pavel Tovar, a local fire chief, did not clarify whether the dead were in the plane or in the cars on the highway near the airport in La Paz. He said there were people injured.

The aircraft struck vehicles in the city of El Alto, which is adjacent to La Paz, before coming to rest in a field, according to images circulating on social media. There were conflicting reports of whether the plane was taking off or landing when it crashed.

Debris from the aircraft destroyed cars, and bodies littered the road. According to Tovar, at least 15 vehicles were involved. Firefighters managed to extinguish the flames engulfing the aircraft.

The plane, a Hercules aircraft belonging to the Bolivian air force, was transporting new banknotes from the Central Bank to other cities and a large number of bills scattered on the ground at the crash site.

Authorities temporarily suspended all flights to and from the terminal.

台中市长卢秀燕早前据报将在3月访美，此行前与国民党立委餐叙时称，要避免让美国认为蓝营过于亲陆，因此要与美陆双方都保持沟通，定调“友美睦陆”立场。

综合台湾《联合报》《自由时报》等报道，接近卢秀燕人士称，卢秀燕预定3月11日出访美国，此行不仅是城市外交，更要解决目前台湾乃至蓝营内部面临的三大问题，包括对美军购案能否符合各方期待、美国对等关税到底会否叠加，以及蓝营内部的疑美论。

据悉，卢秀燕星期四（2月26日）晚间与包括林沛祥、罗智强、王鸿薇、徐巧芯、陈菁徽、许宇甄、黄建宾等国民党立委餐叙。

据了解，蓝委在宴席上称，大家普遍表达对党中央军购态度的忧虑。卢秀燕则透露，美方要的金额恐怕不只有国民党版3500亿新台币（141亿新元），但也不是行政院版的1.25万亿新台币。她称赞徐巧芯的8000亿新台币版本“照顾到国家安全、监督的责任”，若真是3500亿新台币版也要有“后扩”方案，希望要多沟通，让党团与党中央步调一致。

谈到如何化解国民党内的疑美论，知情人士转述卢秀燕称，希望国民党的军购版本，不要被贴成“美国敌人”标签，或被美国认为过度亲陆。接近卢秀燕人士则说，普遍共识要传达党主席郑丽文也将访美信息，证明国民党并非外界所想的一味亲陆，而是对美陆双方都有沟通管道，并定调“友美睦陆”。

知情人士透露，国民党主席郑丽文、国民党智库及立院党团总召傅昆萁已密集开会沙盘推演，近日将提出国民党版的3500亿加N军购案。

蓝营高层透露，3500亿新台币是美方去年宣布111亿美元（140亿新元）的八项对台军售清单预算。“N”指的是外电报道的，美国正为台湾准备一笔规模庞大的军售案，金额上看200亿美元，包括爱国者导弹与其他武器。

由于美国白宫和国会民主党人就国土安全部拨款法案仍未达成协议，国土安全部“停摆”将进入第三周。

美国媒体报道，白宫星期四（2月26日）晚向国会民主党人提出了一项新的国土安全部拨款提案。参议院民主党领袖舒默和众议院民主党领袖杰弗里斯的发言人27日在一份联合声明中表示，两人已收到白宫关于结束国土安全部“停摆”的新提案，正在仔细审查。

“民主党人仍然致力于继续争取真正的改革，以约束美国移民与海关执法局并制止暴力。”

报道称，预计国会最早于下周中就拨款法案采取行动。

由于“停摆”持续，国土安全部下属运输安全管理局无薪上岗的联邦雇员面临财务压力，空中交通管制员、机场安检员请病假、缺勤情况增多，将可能导致航班延误和取消。报道援引运输安全管理局工会一名负责人的话说，许多员工已经面临经济困难。

台湾民众党前主席柯文哲在社交平台发文称，228是一个反省历史的日子，但希望不要一直沉浸在悲情中。

为纪念228事件，柯文哲星期六（2月28日）与现任主席黄国昌清晨6时率领民众党公职人员从台北关渡宫出发，挑战台北到高雄的“一日单车行”。

柯文哲在脸书写道，从2016年开始，他每年都在228骑脚踏车从台北到高雄。对台湾而言，228是一个反省历史跟珍惜民主的日子，但也别一直停留在悲情。

他说，在被羁押的这一年中，台湾民众党遭到了严重的政治压迫，但他仍相信，面对挫折打击不是最困难的，最困难的是面对挫折打击没有失去对人世的热情，并强调，“我没有，希望大家也没有”。

柯文哲指出，去年此时他羁押在土城看守所，后来得知民众党支持者“小草”在黄国昌的带领下，从土城出发，以大队接力方式，从土城看守所再到关渡宫，再一路到高雄。虽然少了他的参与，但黄国昌带领大家完成这个挑战。

他强调，这是一种宣示“一个人骑得快，但一群人才骑得远。我们不是一人政党，是一群人，一个有共同的信念而组成的团队”。

柯文哲说，他今年重新回到这个团队，证明了只要有信念，就能够一步一步地踩着踏板前进。“再远的距离我们都会越过去，再大的困难我们都会克服”。

柯文哲坚信，要改变台湾只有一条路，那就是行动，而且是坚定的行动。

Why a Hawaii man chose to tackle his sports gambling addiction by offering free surf lessons to strangers

Honolulu, Hawaii — For Buddy Wiggins of Honolulu, Hawaii, the end result of a yearslong sports gambling addiction has come to this: soliciting strangers on the beach.

The 32-year-old pool cleaner says he heard a voice, a calling, to take his life in a radically different direction.

“I finally came to a point where I lost pretty much everything,” Wiggins told CBS News. “And I’m on my hands and knees, and I’m crying.”

What Wiggins felt called to do was to come down to Waikiki Beach, approach total strangers who had never surfed before, and ask them if they wanted a free lesson.

Wiggins calls it the First Wave Project. Twice a week, he and a couple of friends extend their free offer to the most unlikely surfers they can find.

“The energy that they had made you feel like you could do exactly what he was saying,” surfing student Quest Douglass said.

“They gave me a confidence that I haven’t had since I was in my 30s,” said Manny Fernandez, another student.

It is a confidence that often lasts a lot longer than the ride.

“I think when you overcome things that you never thought was possible, you start thinking, ‘OK, what’s next?’” Wiggins reflected.

So far, Wiggins and his team have helped about 100 people ride that wave of inspiration.

“Especially at a time when I’m struggling financially,” said Wiggins, who added that he does it for free because it provides him “the feeling of giving.”

It’s all thanks to that mysterious voice in his head that told him to tackle his addiction by sharing his passion.

Scouting America reaches accord with Pentagon to maintain military support

Feb 27 (Reuters) – Scouting America has reached an accord with the Pentagon that aims to rid its policies and programs of “radical woke ideology” and restore membership “based solely on biological sex at birth,” Defense Secretary Pete Hegseth said on Friday.

But in its own statements outlining the same agreement, Scouting America disputed the notion that transgender youth would now be excluded from the organization, formerly known as Boy Scouts of America.

“Our mission and commitment to serving all youth remains unchanged,” Scouting America said in a press release explaining the agreement, which it said was reached with the Defense Department to preserve historically close ties to the U.S. military.

“We have transgender people in our program, and we’ll have transgender people in our program going forward,” Scouting America President and Chief Executive Officer Roger Krone said in a separate statement.

In a series of gender-related changes criticized by social conservatives in recent years, the organization lifted its ban on openly gay adult leaders and employees in 2015, welcomed its first transgender member in 2017 and opened its ranks to girls in 2018. It ceased calling members “Boy Scouts” the following year.

Girl Scouts of the USA remains a separate youth organization.

Hegseth said U.S. armed forces’ continued support for Scouting America, including the use of military bases for national Scout jamborees and other events, was contingent on the organization abiding by the terms of the agreement.

One of the main points he outlined was compliance with President Donald Trump’s Executive Order 14173 in January 2025, seeking to end race- and sex-based policy and program preferences instituted in the name of greater “diversity, equity and inclusion,” or DEI.

That means “no more DEI” in Scouting, “zero,” he said.

In a video message released on Friday, Hegseth said Scouting had strayed from its “foundational” mission as an institution that “develops boys into men,” embracing instead “an insidious radical woke ideology that is anti-America and anti-American.”

“They even welcomed the destructive myth of gender fluidity and transgenderism to infiltrate their membership,” he said.

To address this issue, Scouting America would “modify its policy to make clear that membership will be based solely on biological sex at birth and not gender identity,” Hegseth said.

“Any application will have only two sex designations, male and female, and the application must match the applicant’s birth certificate,” he said.

In addition, Hegseth said, “biological boys and girls will not be allowed to occupy intimate spaces together, such as toilets, showers and camping tents.”

Krone said Scouting applicants are already presented with a binary choice of boy or girl on their forms and are already asked about their birth sex.

“We do not put boys and girls together in intimate spaces and in order to do that we need to have some knowledge of who they are,” Krone explained.

Otherwise, Scouting America said it had made various unspecified “programmatic updates to comply with Executive Order 14173.”

Among other changes both sides said were agreed to, Scouting America will discontinue its “Citizenship in Society” merit badge, which Hegseth branded as promoting DEI, and launch a new “Military Service” merit badge instead. Registration fees also will be waived for children of active-duty, Guard and Reserve families, the parties said.

Scouting America, one of the largest youth organizations in the U.S., has served an estimated 130 million young people since its inception in 1910.
