    WASHINGTON, March 31 (Reuters) – President Donald Trump’s administration is revoking the U.S. ​citizenship of a California couple who emigrated from China and pleaded guilty to stealing ‌trade secrets.

    A federal judge in San Diego, California granted the Justice Department’s request to revoke U.S. citizenship from Yu Zhou and Li Chen, a married couple from China who pleaded guilty in 2020 to charges of conspiracy to ​steal trade secrets and wire fraud.

    U.S. District Judge James Simmons found Zhou and Chen had ​committed “crimes involving moral turpitude” when they were legally required to show upstanding character ⁠as part of their immigration process.

    Federal law allows the Justice Department to revoke citizenship from naturalized ​immigrants if citizenship was obtained by concealing or misrepresenting important facts.

    In Trump’s second term, the DOJ has ​secured denaturalization in 13 cases and has 16 pending cases.

    As Trump makes a crackdown on illegal immigration a centerpiece of his policies, revoking citizenship is part of the administration’s wider agenda to portray U.S. citizenship as a privilege that ​can be revoked or redefined.

    Trump’s Justice Department on Wednesday will urge the U.S. Supreme Court to overturn ​the longstanding right to automatic citizenship for nearly anyone born in the United States, known as birthright citizenship, under the 14th ‌Amendment ⁠to the U.S. Constitution.

    “These latest denaturalizations illustrate this Department of Justice’s focus on ensuring that citizenship remains a privilege to obtain, not a right to abuse,” Attorney General Pam Bondi said in a statement on Tuesday.

    A lawyer for Zhou and Chen declined to comment.

    Chen and Zhou, who were researchers at ​Nationwide Children’s Hospital in Columbus, ​Ohio, arrived in the ⁠U.S. on H-1B visas for highly skilled workers in 2007 and 2008, respectively. They became citizens nine years later.

    Zhou and Chen admitted in 2020 ​to plotting to steal trade secrets related to pediatric medical treatment for financial ​gain.

    The Justice ⁠Department last week succeeded in stripping citizenship from natives of Ukraine and Cuba who were convicted of or pleaded guilty to crimes. It is also seeking to revoke the citizenship of a Lebanese immigrant who ⁠had ​pleaded guilty to lying during the naturalization process.

    The Justice Department’s ​Civil Division last year identified denaturalization as one of its top priorities.

    Seven of the 13 denaturalization cases the DOJ has secured ​during Trump’s second term were brought during the Biden administration.

    Trump administration exempts oil and gas drilling in the Gulf from Endangered Species Act

    The Trump administration on Tuesday exempted oil and gas drilling in the Gulf of Mexico from the Endangered Species Act after Defense Secretary Pete Hegseth said environmentalists’ lawsuits threatened to hobble domestic energy supplies as the U.S. wages war against Iran.

    Critics said the move by the government’s Endangered Species Committee could doom a rare whale species and harm other marine life. Nicknamed the “God Squad” by groups who say it can decide a species’ fate, the committee comprises several Trump administration officials and is chaired by Interior Secretary Doug Burgum.

    It met Tuesday for the first time in more than three decades amid global oil shocks and soaring energy prices brought on by the Iran war. The U.S. pumps more oil than any other nation, but that hasn’t insulated it from spiking prices: The national average for a gallon of gasoline topped $4 Tuesday for the first time since 2022.

    “Disruptions to Gulf oil production doesn’t hurt just us, it benefits our adversaries,” Hegseth told the committee. “We cannot allow our own rules to weaken our standing and strengthen those who wish to harm us. When development in the Gulf is chilled, we are prevented from producing the energy we need as a country and as a department.”

    Environmental groups sought unsuccessfully to block Tuesday’s meeting and pledged to challenge the exemption. They say the exemption would speed the extinction of the rare Rice’s whale, which is found exclusively in the Gulf of Mexico. Government biologists say only about 50 of the animals remain.

    “If Trump is successful here, he could be the first person in history to knowingly extirpate a species from the face of the earth. That’s how precarious the condition of the Rice’s whale is,” said Patrick Parenteau, emeritus professor of law at Vermont Law School. Parenteau dismissed Hegseth’s claims of a security threat, since companies have continued to look for and extract oil in the Gulf despite legal challenges over the critically endangered whale.

    Streamlined approvals for drilling

    The federal government has not allowed drilling in federal waters in the eastern Gulf, which includes offshore Florida and part of offshore Alabama, since 1995, because of concerns about oil spills. During his last days in office, former President Joe Biden sought to ban new offshore oil and gas drilling in most U.S. coastal waters, citing the climate crisis.

    President Trump reversed that policy and made increased fossil fuel production a central focus of his second term. The Republican wants to open new areas of the Gulf off the Florida coast to drilling, and has proposed sweeping rollbacks of environmental regulations disliked by industry.

    Hegseth notified Burgum on March 13 that an Endangered Species Act exemption for oil and gas drilling in the Gulf was “necessary for reasons of national security.”

    Hegseth told committee members Tuesday that Iran’s efforts to block shipping through the world’s busiest oil route, the Strait of Hormuz, underscored the national security imperative of robust domestic oil production. He said pending litigation from environmental groups “threatened to halt” oil production in the Gulf.

    Mr. Trump has voiced his own frustration with the 1973 law and similar environmental protections, saying environmentalists are impeding growth. The Trump administration also has other plans to overhaul the Endangered Species Act to make it easier to build in the U.S. where endangered species live.

    Industry observers said the exemption could have significant implications for energy companies by streamlining approvals of new projects and impeding opponents’ ability to derail drilling plans.

    “Serial litigation from activist groups targeting a lawful, well-regulated industry should not be allowed to indefinitely obstruct projects of clear national importance,” said Erik Milito with the National Ocean Industries Association, which represents offshore developers.

    The Gulf of Mexico is one of the nation’s top oil regions, producing 2 million barrels a day. It accounts for almost 15% of crude pumped annually in the U.S., plus a small share of domestic natural gas production.

    The Gulf of Mexico also has been the scene of environmental disasters such as BP’s Deepwater Horizon blowout in 2010 that killed 11 workers and spilled 134 million gallons of oil. Rice’s whale numbers dropped by 22% following the accident and could take decades to recover, scientists said.

    A spill in the Gulf earlier this month off the Mexican coast spread 373 miles, contaminating at least six species and polluting seven protected natural reserves.

    The Trump administration in mid-March approved BP’s new $5 billion ultra-deepwater drilling project in the Gulf.

    Whales, turtles and sturgeon at risk

    Former federal disaster response specialists and national environmental groups have raised concerns that job and funding cuts in the early months of Mr. Trump’s second term could hamper the government’s response to incidents such as last year’s oil spill off Louisiana’s Gulf Coast— a leak that quickly contaminated marshlands and threatened vital wildlife habitats and fisheries.

    A 2025 National Marine Fisheries Service analysis also determined the Gulf oil and gas program was likely to harm several species of whales, sea turtles and Gulf sturgeon. They face potential harm from ship strikes, oil spills and other impacts.

    The Gulf exemption is the first time national security has been cited to justify action by the Endangered Species Committee. Conservation groups immediately condemned the action and asserted it was done illegally.

    “The Endangered Species Act has not slowed an iota of oil from being extracted from the Gulf,” said Defenders of Wildlife President Andrew Bowman. “I cannot stress enough how unprecedented and unlawful this action is.”

    Since 1973, the Endangered Species Act has made it illegal to harm or kill species on a protected list. The committee was formed in 1978 as a way to exempt projects if no alternative would provide the same economic benefits in a region or if it was in the nation’s best interest.

    Before this week, the panel had convened just three times and issued only two exemptions. The first was in 1979 to allow construction on a dam on the Platte River in Wyoming, home to the whooping crane. It last met in 1992, allowing logging in northern spotted owl habitats in Oregon. That exemption request was later withdrawn.

    Its latest meeting follows a federal judge’s ruling on Monday that struck down attempts during Mr. Trump’s first term to weaken rules for endangered species.

    The panel’s members include the secretaries of agriculture, interior and the Army, the chairperson of the Council of Economic Advisers, and the administrators of both the Environmental Protection Agency and the National Oceanic and Atmospheric Administration. They all voted in favor of Hegseth’s request for an exemption.

    American journalist Shelly Kittleson was kidnapped in Baghdad, Iraq, on Tuesday, sources and her media outlet said.

    The US government is tracking her kidnapping and working with the Iraqis to secure her release, a US official said.

    It is unclear who is responsible for her abduction, but sources said that she was warned of threats against her, including kidnapping, from Iranian proxy group Kataib Hezbollah.

    US Assistant Secretary of State Dylan Johnson said in a post on X that “an individual with ties to the Iranian-aligned militia group Kataib Hizballah believed to be involved in the kidnapping has been taken into custody by Iraqi authorities.”

    Kataib Hezbollah is an Iranian-backed militia group that has repeatedly targeted Americans. Kittleson is a journalist specializing in the Middle East and Afghanistan, with work published in international, US and Italian outlets.

    According to one source familiar with the warning, the US government recently warned Kittleson of a Kataib Hezbollah plot to kidnap or kill her. The warning came while she was already reporting in Iraq.

    Another source said that US and Iraqi officials had been tracking threats by an Iranian proxy against Kittleson, including threats to abduct or kill her, and had warned her to leave multiple times in recent weeks.

    “The State Department previously fulfilled our duty to warn this individual of threats against them and we will continue to coordinate with the FBI to ensure their release as quickly as possible,” Johnson said Tuesday, without elaborating on the threats.

    Al-Monitor, a US-based news organization, confirmed Kittleson’s kidnapping earlier Tuesday and called for her “safe and immediate release.”

    Al-Monitor said it was “deeply alarmed” by the abduction of Kittleson, who works as a contributor for the news outlet.

    “We call for her safe and immediate release. We stand by her vital reporting from the region and call for her swift return to continue her important work,” the statement added.

    Iraq’s Ministry of Interior said in an earlier statement that a female foreign journalist was kidnapped in central Baghdad by unknown individuals Tuesday evening.

    Iraqi security forces apprehended one of the suspects and seized one of the vehicles used in the kidnapping, according to the statement. It said security forces have launched an operation to track down those responsible and secure her release.

    The US Embassy in Iraq has repeatedly warned US citizens to leave the country since the conflict with Iran began in late February, cautioning that Iranian-backed militias could attempt to kidnap Americans. “Do not travel to Iraq for any reason. Depart immediately if you are there,” the embassy said in its latest statement over the weekend.

    WASHINGTON, March 31 (Reuters) – U.S. President Donald ​Trump on Tuesday told reporters the government ‌will have to “force ourselves” on Los Angeles when the World Cup happens, saying he did ​not want any crime or problems.

    “We’re ​gonna have to do something when ⁠it comes World Cup time, and we’re ​gonna have to force ourselves upon them, ​which we have the right to do, because we don’t want to have any crime, we ​don’t want to have any problems,” Trump ​told reporters at the Oval Office.

    Washington — President Trump signed an executive order Tuesday requiring states to impose stricter mail-in voting rules and directing his administration to create a list of confirmed U.S. citizens who are eligible to vote in each state.

    The additional requirements, made without any action by Congress, are all but certain to face challenges in the courts. It’s not clear whether or how the order will affect the midterm primary elections, which are already underway in many states.

    “The cheating on mail-in voting is legendary,” the president said in the Oval Office ahead of the signing. He said requiring voters to show identification and proof of citizenship will be issues for another time.

    The order requires the newly confirmed Secretary of Homeland Security, Markwayne Mullin, to create a list of U.S. citizens eligible to vote in each state, using data from the Social Security Administration, a White House official told CBS News. It also says the U.S. Postal Service may only send absentee ballots to people on each state’s federally prepared approved mail-in ballot list. There will be one envelope per ballot.

    States that don’t go along with the executive order are at risk of losing federal funding, a White House official said.

    It’s not clear what would happen if an eligible U.S. citizen is accidentally or improperly left off the list. The Daily Caller was first to report the outline of the executive order.

    The order comes as the president has expressed frustration with Congress for not passing additional restrictions on mail-in voting, which he has called “mail-in cheating” and has alleged — without evidence — is rife with fraud. Mr. Trump voted by mail in Florida’s special election earlier this month, even though he was in town while early in-person voting was available. He defended voting by mail because he’s the president.

    Mr. Trump has been publicly pushing Congress to pass the SAVE Act, which would include proof-of-citizenship requirements aimed at preventing non-citizens from registering to vote, something that is already against the law. Instances of non-citizens voting have occurred, but they’re rare. According to the Trump-aligned Heritage Foundation, since 2000, there have been roughly 100 verified cases of noncitizens voting.

    Mr. Trump’s efforts to change mail-in voting rules without an act of Congress are likely to draw legal challenges. The Constitution gives states the authority to set election rules, and while Congress can pass regulations in some cases, experts say the president has virtually no legal role in overseeing elections.

    Shortly before Tuesday’s order was signed, Democratic election lawyer Marc Elias posted on X: “If Trump signs an unconstitutional Executive Order to take over voting, we will sue. I don’t bluff and I usually win.”

    Democratic officials have strongly criticized the executive order. Arizona Secretary of State Adrian Fontes called it “nothing more than a push to weaponize the sensitive personal information of voters in this country,” and vowed that he “will not let this order stand without a fight and will meet the federal government in court.”

    CBS News reported earlier this week that the Justice Department and the Department of Homeland Security are close to finalizing an agreement that will allow the federal government to use sensitive voter registration data for immigration and criminal investigations, according to sources with direct knowledge of the plan. The Justice Department’s controversial collection of voter roll data is being litigated in dozens of states, and the department has not disclosed its data-sharing plans to any of the courts.

    The Justice Department has sued states for failing to turn over statewide voter rolls sought by Attorney General Pam Bondi. In September, suits were filed against the top election officials in California, Michigan, Minnesota, New York, New Hampshire and Pennsylvania, alleging their failure to provide voter registration rolls violates federal law.

    President Donald Trump floated cutting Congress’ two-week spring recess short as the Department of Homeland Security shutdown continues, but the move is unlikely as lawmakers are still negotiating, Fox News Digital has learned.

    “It’s something that’s under consideration,” Trump told the New York Post on Tuesday, floating the possibility of calling lawmakers back to the nation’s capital as a 45-day partial DHS shutdown continues.

    A GOP Senate source familiar with the matter told Fox News Digital that while it’s possible Trump will call Congress back to the nation’s capital for a special session, it is unlikely, citing that lawmakers need legislative text to vote on — not a “show vote.”

    “You don’t need senators on the floor until you have that something figured out, and that product text ready to go,” the source said. “And if we do have to call people back, they can get here pretty quickly.”

    HOUSE CONSERVATIVES RAGE AGAINST SENATE DHS SHUTDOWN DEAL

    The Constitution grants the president the power to call Congress into a special session. The last time Congress was called into a special session was by President Harry Truman.

    Congress is on recess until April 14.

    Senate Majority Leader John Thune told colleagues over the weekend that he would only bring senators back for DHS action if there were legislative text to vote on, not merely another procedural exercise. Thune is continuing negotiations during the congressional recess.

    On Monday, White House press secretary Karoline Leavitt suggested during a press briefing that Congress’ recess should be cut short.

    “But again, Congress needs to come back,” Leavitt told the briefing room. “Democrats need to fund the Department of Homeland Security so we can formally and fully get these great employees paid long into the future.”

    President Donald Trump on Tuesday signed an executive order that the White House says is aimed at cracking down on mail-in voting.

    “It’s about voter integrity, we want to have honest voting in our country because if you don’t have honest voting, you can’t have really a nation,” Trump said after signing the order in the Oval Office.

    It’s not clear what authority Trump is relying on to carry out the order — given that states, not the president, have broad authority to run elections. Trump has repeatedly and baselessly argued that US elections are rife with fraud and has sought to require proof of citizenship to vote.

    Trump acknowledged the order could be legally challenged by a “rogue” federal judge, but he added, “I don’t see how anybody can challenge it.”

    The order also directs the Homeland Security Secretary, in coordination with the Social Security Administration Commissioner, to compile and transmit “State Citizenship Lists” to the chief election official of each state.

    “The State Citizenship List shall be derived from Federal citizenship and naturalization records, SSA records, SAVE data, and other relevant Federal databases,” the order states. “The State Citizenship List shall be updated and transmitted to State election officials no fewer than 60 days before each regularly scheduled Federal election, or promptly upon request by a State in connection with any special Federal election.”

    Experts note that noncitizen voting in federal elections already is illegal and is exceedingly rare. Foreigners who cast ballots in presidential or congressional elections risk prosecution and deportation if caught.

    White House aide Will Sharf said Tuesday that the order will use federal data to verify eligible voters and direct the United States Postal Service to take new measures to verify that mail-in ballots are being sent to eligible voters and properly returned.

    Commerce Secretary Howard Lutnick said states will be required to receive a bar code from the USPS that will be placed on mail-in ballot envelopes.

    “The states run these elections — if they want to use the US mail, the US Postal Service, they’re going to get a code, a bar code, from the US Postal Service and they’re going to put that on the envelope and we’re going to have one envelope per vote,” Lutnick said, standing behind Trump in the Oval Office.

    House Minority Leader Hakeem Jeffries criticized the order, calling it “an unlawful power grab” and vowed to fight the move.

    “The Constitution is clear. Donald Trump has no power to change the way states conduct their elections,” Jeffries said in a statement. “We will fight back against this desperate Republican scheme to take over our free and fair elections and end the era of voter suppression in America once and for all.”

    In recent weeks, the president has demanded that Congress pass a proof-of-citizenship requirement and other changes to election law as part of a bill dubbed the “Save America Act,” but it has failed to gain traction in the Senate.

    Trump, who has declared voting by mail cheating, defended his own vote by mail in a recent Florida special election, saying, “Because of the fact that I’m President of the United States.”
