    当被问及原告如何证明一项已被法院暂停的政策措施造成的危害时,Epstein表示,本案中的原告仍然必须证明其“诉讼资格”,法院才能提供补救措施。他指出,仅仅因为原告提前提起诉讼并不意味着这一责任就消失了。

    FIRST ON FOX: Conservative lawfare group America First Legal (AFL) has been filing records requests after 15 Democratic-led states and Pennsylvania Gov. Josh Shapiro, D, sued to block President Donald Trump’s executive order banning sex changes for minors, in an attempt to find out whether the harm being alleged in their lawsuit is actually happening.

    Fox News Digital reported last month on how AFL’s more than a dozen records requests to state departments of health were either ignored, or did not include any responsive records documenting the harms the Democratic states’ lawsuit warns stem from the president’s executive order.

    One of the states that AFL said ignored its records requests, Connecticut, did subsequently return to them with responsive records. However, according to AFL, the documents provided by Connecticut’s health department continue to lend evidence that the harm being cited in Democrats’ multi-state lawsuit is nonexistent.

    “I don’t see any impact to HSS funding or federal grants related to this executive order,” said an email that was among what appeared to be three records that the Connecticut Department of Public Health provided to AFL, plus an additional final page that was entirely redacted.

    The email came from Elizabeth Frugale, a section chief for health statistics and surveillance at the Connecticut public health department, in response to a question from a grants management and budget supervisor, Aaron Knight, inquiring whether President Trump’s executive order on transgender surgeries “adversely impacts any of your Federal grants.”

    Frugale’s response stands in contrast to claims in the lawsuit against the president’s executive order on sex changes, which argued the directive had “immediately” jeopardized federal funding and disrupted public health systems.

    “If Connecticut was not financially impacted by the Executive Order, it should have declined to join a lawsuit,” said Dan Epstein, vice president of America First Legal. “To challenge, without cause, Executive Order 14187’s assurance that taxpayer dollars are not used for chemical and surgical mutilation of children, forces the courts to adjudicate political grievances, not actual disputes. AFL will continue to expose unfounded attempts to clog the federal courts as part of state lawfare against the Administration.”

    The third record given in response to AFL’s records request was just an employee notice asking folks to review a Temporary Restraining Order (TRO) halting Trump’s executive directive on trans surgeries for minors.

    When asked how plaintiffs could show proof of harm for a policy measure that has been halted by the courts, Epstein said the plaintiffs in the case still must show “standing” for a court to provide a remedy. He noted that just because the plaintiffs filed their suit early does not mean this responsibility disappears.

    “Because standing is necessary for any federal court to provide a remedy, plaintiffs must plead concrete evidence of harm in their complaint,” Epstein asserted. “Here, plaintiffs’ complaint failed to show an actual, traceable loss tied to the federal action, beyond merely speculative claims of harm or generalized concerns. Filing suit early does not eliminate this requirement to establish standing.”

    AFL’s records requests to all the health departments belonging to states listed in the lawsuit, which was filed on Aug. 1, sought an array of records. Among them were documents showing the states had actually experienced the harms they claimed in their lawsuit, such as evidence of prosecutions or penalties for providers, clinic closures, reduced services and increased medical or mental-health crises for transgender adolescents.

    The group also asked for records showing higher costs for services like counseling, crisis intervention or hospitalizations, worsened mental and physical health outcomes or the states’ inability to meet legal obligations to provide medical care for minors in state custody. AFL asked for any internal communications specifically referencing the executive order and its alleged effects as well.

    Only four states — Massachusetts, Illinois, Nevada and Connecticut — have provided any sort of response thus far. Furthermore, the responses that did arrive indicated there were no responsive records relating to AFL’s requests, even though they asked for documents pertaining to precisely what the multi-state lawsuit against Trump’s executive order alleges.

    Trump’s Executive Order 14187 is also being challenged for alleged discrimination in a lawsuit against the Health and Human Services Department led by New York Attorney General Letitia James.

    Fox News Digital reached out with questions to the Connecticut Attorney General’s Office and the state’s public health department in response to AFL’s allegations, but did not receive a response in time for publication.

    WASHINGTON, Feb 10 (Reuters) – Congressional Democrats introduced legislation on Tuesday that they said would eliminate the statute of limitations that has shielded sex traffickers such as the late financier Jeffrey Epstein.

    Senate Democratic Leader Chuck Schumer and Representative Teresa Leger Fernandez announced the proposal alongside Epstein victims and Virginia Giuffre’s family. The proposal — Virginia’s Law — is named after Giuffre, one of Epstein’s most prominent accusers, who died by suicide last year.

    The bill’s fate in the Senate and House of Representatives, which are both controlled by Republicans, is unclear.

    However, a bipartisan effort was successful last year to compel the Department of Justice to release all unclassified files in its Epstein investigation.

    “Virginia’s dream was to inspire and empower survivors to come forward in a world that too often turns away from abuse and pushes it into the shadows. She wanted to bring light,” said Sky Roberts, Giuffre’s brother.

    A teary-eyed Roberts, speaking at a press conference in the U.S. Capitol, was asked about a photograph that has been made public showing former UK Prince Andrew with his arm around Giuffre.

    “I think he should show up in front of our Congress,” Roberts responded, adding, “He has a lot of questions he needs to answer.”

    The Democrats’ new bill would end the statute of limitations for adult victims or their survivors bringing civil suits, which would include many of Epstein’s alleged victims. It broadens victims’ legal recourse in additional ways, including covering applicable sex crimes occurring beyond U.S. soil if a U.S. court has jurisdiction.

    Though Epstein died in 2019, transparency and accountability for victims of his abuse have led to oversight investigations and passage of the Epstein files law.

    DOJ said it has released nearly 3.5 million pages of documents, though some files are heavily redacted. Members of Congress began reviewing unredacted files on Monday.

    Schumer has been calling for all the unreleased files, which he said number in the millions, to also be made public.

    The House Oversight Committee interviewed Epstein associate Ghislaine Maxwell virtually on Monday in a private deposition. Maxwell, who was found guilty in 2021 for her role in helping Epstein sexually abuse teenage girls, refused to answer questions. She is serving a 20-year prison sentence.

    Former President Bill Clinton and former Secretary of State Hillary Clinton are set to testify separately behind closed doors in the committee’s Epstein investigation later this month.

    Phone records of sitting members of Congress were secretly obtained in a way that blocked lawmakers from invoking constitutional protections, Sen. Chuck Grassley, R-Iowa, alleged Tuesday during a hearing.

    Grassley, chairman of the Senate Judiciary Committee, and Sen. Marsha Blackburn, R-Tenn., who is leading the hearing, signaled that their panel planned to grill hearing witnesses, who included executives from Verizon, AT&T and T-Mobile, about the disclosure of the phone data.

    Grassley noted in his opening remarks that the three companies received a total of 10 subpoenas for 20 current or former Republican Congress members related to Arctic Frost, the FBI probe that led to Smith bringing charges against President Donald Trump over the 2020 election.

    Blackburn, in her opening remarks, called the disclosures an “invasion of privacy and violation of our constitutional rights.” Blackburn pointed to the speech or debate clause, which gives Congress members an added layer of protection from prosecution.

    “It’s critical that each of these carriers go on the record about the decisions they made and why — or why not — they enabled with Jack Smith’s weaponization of government,” Blackburn said.

    The hearing will offer the first public opportunity for Republican committee members, several of whom had a narrow set of their phone data turned over to Smith’s team, to seek answers from each of the phone carriers on how they handled the subpoenas upon receiving them.

    Grassley noted that a federal statute said phone carriers cannot be barred from giving notice to a Senate office about a subpoena unless the member is the target of an investigation. He also said Verizon, in particular, was under a contract that required it to notify the Senate Sergeant at Arms about subpoenas related to senators.

    The subpoenas were accompanied by court-authorized gag orders, which ordered the phone companies not to alert the senators to the records request. Blackburn, Sen. Ted Cruz, R-Texas, and Sen. Mike Lee, R-Utah, are among those on the committee who had their records subpoenaed as part of Arctic Frost.

    While the phone companies come under scrutiny, Grassley also blamed Smith. Smith received the greenlight from DOJ’s Public Integrity Section to seek the senators’ records as part of his investigation, according to emails, but an official from the section also floated that the subpoenas could expose the DOJ to constitutional challenges.

    “Smith and his team irresponsibly steam0rolled ahead while intentionally hiding their activity from Members of Congress. … Smith’s deceitful conduct was a substantial intrusion into the core constitutional activity of constitutional officers,” Grassley said.

    Smith, meanwhile, has repeatedly defended the subpoenas, pointing out that they aligned with DOJ policies at the time.

    A Louisiana National Guard soldier left his service rifle inside a Bourbon Street bathroom in New Orleans’ French Quarter, where he had been on patrol, CBS affiliate WWL reported, citing a National Guard spokesperson who confirmed the incident.

    “The weapon was returned to the Louisiana National Guard, and the soldier and incident are being handled internally,” said Lt. Col. Noel Collins.

    The weapon appeared in a photo that surfaced on social media, which showed an AR-15 rifle leaning against a sink, according to WWL. It was taken inside the Lafitte Hotel on Bourbon Street, at the center of the French Quarter, after a guardsman used the bathroom on Sunday night.

    CBS News has reached out to the Louisiana National Guard for more information.

    The guardsman who left his rifle behind is among the 350 soldiers who were deployed to New Orleans by the Trump administration at the end of December. Under the command of Louisiana Gov. Jeff Landry, they have supported federal and local law enforcement in the city since just after Christmas and are expected to remain there through the end of February, according to the Louisiana National Guard. Their arrival came one year after a terror attack during a New Year’s Eve celebration on Bourbon Street killed 14 people.

    Local residents said they were concerned when they saw the photo of the guardsman’s rifle. Bob Simms, who lives in the French Quarter and co-founded a neighborhood task force that aims to reduce crime and increase security in the area, called it an unfortunate mistake.

    “These guardsmen are here for an extended period of time and they’re working many, many hours a day,” Simms told WWL. “So, it’s a mistake. It’s a pity it happened but mistakes happen.”

    Irish man Seamus Culleton held for months by ICE says he had U.S. work permit, and now fears for his life

    An Irish man who has lived in the U.S. for nearly 20 years has been detained by U.S. immigration officials for almost five months despite insisting he had a valid U.S. work permit and a pending green card case as the spouse of an American citizen. Seamus Culleton has said he fears for his life due to the conditions in the detention center where he’s being held in Texas.

    Seamus Culleton, who lived in Boston, is being held at the El Paso Camp East Montana, an ICE detention facility inside the Fort Bliss Army base in Texas, according to the agency’s detainee locator system. Speaking to Irish state broadcaster RTÉ in a phone interview Monday from the detention center, Culleton described life at the camp as a “nightmare.”

    “You don’t know what’s going to happen on a day-to-day basis. You don’t know if there’s going to be riots, you don’t know what’s going to happen,” he told RTÉ. He characterized the detention facilities as “a bunch of temporary tents.”

    Culleton said he had rarely been outside in the five months since his arrest.

    “I have barely any outside time, no fresh air, no sunshine. We have two TVs on the wall. There are 72 detainees here in total. We get three meals a day, very very small meals — kid size meals, so everybody is hungry,” he said.

    Culleton called the conditions “filthy” and said the toilets and showers were “completely nasty” and “very rarely cleaned.”

    The U.S. Department of Homeland Security, which ICE falls under, denied the allegations about the conditions at the Texas facility on Tuesday, with Assistant DHS Secretary for Public Affairs Tricia McLaughlin telling CBS News in a statement that Culleton’s claims were, “FALSE. ICE has higher detention standards than most U.S. prisons that hold actual U.S. citizens.”

    McLaughlin confirmed that ICE agents arrested Culleton on Sept. 9, 2025, calling him “an illegal alien from Ireland” who entered the U.S. in 2009 under the tourist visa waiver program but then failed to depart the U.S. after the permitted 90 days.

    “He received full due process and was issued a final order of removal by an immigration judge on September 10, 2025,” McLaughlin said. “He was offered the chance to instantly be removed to Ireland but chose to stay in ICE custody … A pending green card application and work authorization does not give someone legal status to be in our country.”

    Under U.S. law, DHS can arrest people with pending immigration applications if they don’t have underlying permanent immigration status, even if they have not been convicted of crimes, but under previous administrations, non-criminals with valid pending applications were rarely arrested, and officials would typically allow a green card case to play out.

    McLaughlin said Culleton was offered a chance to be sent to Ireland “instantly.” She claimed he “chose to stay in ICE custody, in fact he took affirmative steps to remain in detention.”

    Culleton has said he was going through the legal process to obtain lawful permanent residency, or a green card, and that he had a valid U.S. work permit when he was arrested. Spouses of U.S. nationals can obtain a work permit while their green card applications are processed.

    Culleton, a plasterer, said that he was stopped by federal agents while driving home in early September after stopping at a store. He was followed initially by a blue Ford, and then, “out of nowhere, it seemed like there were seven or eight cars and a bunch of officers at the window of the van, telling me to roll down the window.”

    “They asked me if I had a green card. I said I didn’t. I said I was married to a citizen and that I had a marriage-based petition in place and I was just about to receive my green card and that I had a work permit to be here and work,” Culleton told RTÉ, adding that none of those details seemed to matter as the officers proceeded to detain him.

    Culleton was held after “local police ran a license check on his vehicle outside a Home Depot in Massachusetts,” court records from late January show.

    Estimates from the Irish government about a year ago suggested that as many as 10,000 undocumented Irish immigrants were living across the U.S. Many likely came on tourist waivers or temporary work visas but then stayed illegally in the country after those documents expired, effectively living in the shadows.

    A spokesperson for the Irish Department of Foreign Affairs and Trade told CBS News on Tuesday that Irish officials were aware of Culleton’s case and were providing consular assistance to him and his family.

    “Our Embassy in Washington D.C. is also engaging directly with the Department of Homeland Security at a senior level in relation to this case,” the spokesperson said.

    In December, the American Civil Liberties Union and other human rights groups released a letter demanding the closure of ERO El Paso Camp East Montana, alleging a pattern of abuses at the camp including beatings and sexual abuse by officers against detained immigrants, beatings and coercive threats to compel deportation to third countries, medical neglect, hunger and insufficient food, and denial of meaningful access to counsel, among other alleged rights violations.

    “Trump Accounts will be one of the most impactful financial literacy tools in our country’s history,” Comptroller of the Currency Jonathan Gould said Friday before the Financial Literacy and Education Commission. “They present a unique chance for all Americans to own a stake in the most powerful economy on earth, watch their money grow, and begin their investing journey.

    Trump Accounts were created under the “big, beautiful bill” signed July 4, 2025, and are structured as tax-deferred investment accounts for children. Eligible children born between Jan. 1, 2025, and Dec. 31, 2028, who are U.S. citizens with valid Social Security numbers, receive a $1,000 federal seed contribution, while families and employers can also contribute under set limits.

    In addition to the accounts helping bolster children’s ability to secure the “American Dream,” as the administration has celebrated, Gould said the accounts would bolster financial literacy and push back on what he described as an anti-capitalist ideology.

    Fox News Digital obtained Gould’s full remarks at the Financial Literacy and Education Commission meeting that focused on the implementation, consumer education and outreach efforts for Trump Accounts. The commission is a body within the Treasury Department established in 2003 to improve the financial literacy of citizens.

    Gould took aim at “collectivist policies,” such as socialism, arguing financial literacy requires “a foundational understanding of free-market principles” and casting Trump Accounts as a response to what he called growing anti-capitalist ideology.

    Trump Accounts “present a unique chance for all Americans to own a stake in the most powerful economy on earth, watch their money grow, and begin their investing journey,” Gould said. “Trump Accounts offer an opportunity for America’s children to experience the best of our free markets and to own a piece of the American Dream. And they are a direct rebuttal to the philosophical and economic dead-ends of collectivist policies.”

    Gould leads the Office of the Comptroller of the Currency, which is an independent bureau under the Treasury Department’s umbrella that regulates all national banks, federal savings associations, as well as branches of foreign banks licensed to operate in the U.S.

    Recent surveys have found that U.S. adults suffer from financial illiteracy, including the World Economic Forum publishing data in 2024 that found roughly 50% of U.S. adults could not pass a 28-question test on personal finances, called the P-Fin Index. A separate study published in 2024 by WalletHub found Gen Z — the youngest generation in the U.S. workforce — is the least financially confident generation, including 85% reporting they see one or more barriers to financial success.

    Gould continued in his remarks Friday saying that his goal is to “ensure that Americans are equipped with the knowledge to navigate the financial system, strengthen the competitive landscape that supports their communities, and have a regulatory structure that promotes prosperity.”

    He added in his remarks before the commission that banks should use their credibility and standing to inoculate Americans against the rise in “anti-capitalist ideologies” compounding U.S. financial illiteracy after decades of “inattention to the harmful and inaccurate curriculum that too many of our schools and colleges have been teaching.”

    “I strongly encourage banks to use their credibility and standing in the community to combat the rise of anti-capitalist ideologies,” Gould said. “These ideologies are borne of financial illiteracy and reflect decades of inattention to the harmful and inaccurate curriculum that too many of our schools and colleges have been teaching. As one of the central instruments of capitalism, banks have a major stake in this, and they have an important role to play in inoculating Americans from these harmful ideologies.”

    Some Democrat lawmakers and policy groups have spoken out against Trump Accounts, claiming they fall short of addressing financial hurdles Americans face or could widen the wealth gap as poor families unable to add contributions following the seed money will benefit the least, The Associated Press reported.

    President Donald Trumphas celebrated the accounts as providing citizens a better shot at the “American dream” while adding that they are like “real trust funds for every American child.”

    “The federal government will also automatically be making a one-time seed contribution of $1,000 into the tax deferred Trump accounts for every newborn U.S. citizen, fulfilling a promise I made in the 2024 campaign,” Trump said in December while announcing the accounts. “Trump accounts should grow to be worth many thousands of dollars by the time the child is 18 and even more by the time they are 20 or even 30 years old.”

    Emboldened congressional Democrats are once again expanding their battleground map for this year’s midterm elections, when Republicans will be defending their razor-thin majority in the House.

    The Democratic Congressional Campaign Committee (DCCC) on Tuesday added five more offensive opportunities in Colorado, Minnesota, Montana, South Carolina and Virginia to their list of what they consider are vulnerable Republican-held House districts.

    That brings the total number of districts Democrats are hoping to flip to 44. The DCCC notes that all five of the new districts they’re adding to their list of “offensive targets” were carried by President Donald Trump by 13 points or fewer in the 2024 elections.

    Republicans currently control the House by a 218-214 majority, with two right-tilting districts and one left-leaning seat currently vacant. Democrats need a net gain of just three seats in the midterms to win back the majority for the first time in four years.

    The move by the DCCC comes as Democrats are energized, despite the party’s polling woes. Democrats, thanks to their laser focus on affordability amid persistent inflation, scored decisive victories in the 2025 elections and have won or over performed in a slew of scheduled and special ballot box contests since Trump returned to the White House over a year ago.

    Republicans, meanwhile, are facing traditional political headwinds in which the party in power in the nation’s capital normally suffers setbacks in the midterm elections. And the GOP is also dealing with Trump’s continued underwater approval ratings and national polls — including the latest Fox News survey — that indicate many Americans feel things are worse off than they were a year ago and remain pessimistic about the economy.

    “Democrats are on offense, and our map reflects the fact that everyday Americans are tired of Republicans’ broken promises and ready for change in Congress,” DCCC Chair Suzan DelBene emphasized in a statement. “Healthcare, housing, groceries, energy bills — they are all going up, and it’s directly because of Republican policies that favor the wealthiest few while leaving hardworking families behind.”

    And DelBene predicted, “Going into the midterms, Democrats have the winning message, top-tier candidates, and the public on our side, paving the way for a new Democratic House Majority under the leadership of a Speaker Hakeem Jeffries.”

    But the rival National Republican Congressional Committee (NRCC) scoffed at the move by the DCCC.

    “National Democrats are daydreaming while the ground collapses beneath them. Democrats are getting demolished in the money race, their incumbents are hanging by a thread, and their disastrous primaries are producing unelectable far-left socialists.The battleground favors Republicans,” NRCC Spokesman Mike Marinella argued in a statement to Fox News Digital.

    The NRCC is currently targeting what it considers 29 vulnerable House Democrats in the midterms.

    The new districts being targeted by the Democrats are Colorado’s 5th Congressional District, where Republican Rep. Jeff Crank won re-election in 2024 by 14 points. They also include Minnesota’s 1st CD and Montana’s 1st CD, where GOP Reps. Brad Finstad and Ryan Zinke are seeking re-election, and Virginia’s 5th CD, where Republican Rep. John McGuire is running for another term.

    The fifth district the DCCC is adding to their target list is the open seat race in South Carolina’s 1st CD, where Republican Rep. Nancy Mace is running for governor rather than seeking re-election.

    Trump’s isolation of Cuba dries up nation’s jet fuel supplies, forcing airlines to adjust

    Havana — Cuban aviation officials have warned airlines that there isn’t enough fuel for airplanes to refuel on the island, the latest step in its moves to ration energy as the Trump administration cuts the Caribbean nation off from its fuel resources.

    The government of Cuba published the notices to airlines and pilots on Sunday night, warning that jet fuel wouldn’t be available at nine airports across the island, including José Martí International Airport in Havana, starting Tuesday and continuing until March 11.

    Political pressure from President Trump on Latin America has effectively severed Cuba’s access to its primary petroleum sources in Venezuela and Mexico. In late January, Mr. Trump signed an executive order that would impose a tariff on any goods from countries that sell or provide oil to Cuba, a move that could further cripple an island plagued by a deepening energy crisis.

    The orderwould primarily heap pressure on Mexico, where the government has acted as an oil lifeline for Cuba and voiced solidarity with the U.S. adversary, even as President Claudia Sheinbaum has sought to build a strong relationship with Mr. Trump.

    There was speculation in January that Mexico would slash oil shipments to Cuba under mounting pressure by Mr. Trump to distance itself from Havana, but on Monday, Sheinbaum said her country would offer more help to Cuba, and called Mr. Trump’s policies unfair.

    “There will be more support for Cuba,” she said Monday as more than 800 tons of humanitarian aid was loaded onto Mexican Navy ships to be transported to Cuba. She said Mexico was taking the necessary diplomatic steps to resume oil shipments to Cuba.

    “No one can ignore the situation the Cuban people are currently experiencing due to the sanctions being imposed by the United States on any country that sends oil, in a very unfair manner,” Sheinbaum told reporters.

    A spokesperson for the foreign ministry in China, which also maintains close ties with Cuba, told reporters Tuesday that Beijing, “firmly supports Cuba in safeguarding its national sovereignty and security, and opposes foreign interference,” adding that China would ” always provide support and help to the Cuban side to the best of our ability.”

    Airlines forced to adjust to a fuel-less Cuba


    While the rationing may not disrupt shorter regional flights, it presents a significant challenge for long-haul routes from countries like Russia and Canada — a critical pillar of Cuba’s tourism economy.

    On Monday, Air Canada announced it was suspending flights to the island, while other airlines announced delays and layovers in the Dominican Republic before flights continued to Havana.

    One pilot added that while refueling issues have occurred before, an official announcement of this scale is extraordinary even for an island accustomed to perpetual crisis. The last time such cuts occurred — more than a decade ago — aircraft bound for Europe refueled in Nassau, Bahamas, the pilot recalled. Now, regional airlines could avoid problems by bringing extra fuel, while others could refuel in Cancun, Mexico, or in the Dominican Republic.

    Contacted on Monday by CBS News, Delta Air Lines said it was not aware of any issues being caused by the fuel shortages. Southwest Airlines said in a statement that its aircraft flying to Cuba would carry enough fuel to make the next leg of their journeys.

    “Due to the current status of aviation fuel in Cuba, Southwest Airlines is requiring aircraft that fly to Havana to carry enough fuel to also fly onto their next destination. The airline currently operates one flight daily to Havana,” a spokesperson for the airline told CBS News on Monday.

    “We are closely monitoring the situation,” American Airlines was quoted as saying by the Miami Herald on Monday.

    It remains unclear how long the notice will remain in effect and Cuban officials have made no public comments on the matter.

    The fuel shortage deals another blow to a country that relies heavily on tourism, an industry that once generated $3 billion in annual revenue and served as a vital economic lifeline.

    Energy crisis impacting Cuba beyond jet fuel


    Cuban officials also announced Monday that bank hours have been reduced and cultural events suspended. In Havana, the public bus system has effectively ground to a halt, leaving residents stranded as endemic power outages and grueling fuel lines reach a breaking point.

    The energy emergency has forced the suspension of major events like the Havana International Book Fair this weekend and a restructuring of the national baseball season for greater efficiency. Some banks have cut operating hours and fuel distribution companies said they would no longer sell gas in Cuban pesos — and that sales will be made in dollars and limited to about 5 gallons per user.

    The latest measures add to others announced Friday, including cuts to bus transportation and limited train departures.

    On Thursday, Cuban President Miguel Díaz-Canel delivered a two-hour televised address, acknowledging the impact and warning that measures would be taken in the coming days.

    U.S. sanctions against Cuba have been in place for more than six decades and have long stunted Cuba’s economy. But they reached new extremes after a U.S. military operation deposed former Venezuelan President Nicolás Maduro, and Mr. Trump began to take an even more confrontational tone toward Latin America.

    For many Cubans, the crisis has translated into power outages lasting up to 10 hours, fuel shortages for vehicles, and a lack of food or medicine that many compare to the severe economic depression in the 1990s known as the Special Period that followed cuts in aid from what was then the Soviet Union.
