    Feb 23 (Reuters) – U.S. President Donald Trump’s administration is considering new national security tariffs on a half-dozen industries after a Supreme Court decision last week that invalidated many of his second-term levies, the Wall Street Journal reported on Monday.

    The new tariffs, to be issued under Section 232 of the Trade Expansion Act of 1962, would be separate from a 15% global levy Trump announced on Saturday, the report said, citing people familiar with the plans.

    Reuters could not immediately confirm the report. The White House did not immediately respond to a Reuters request for comment.

    The U.S. Supreme Court last week struck down Trump’s sweeping tariffs that he pursued under a law meant for use in national emergencies. In response, Trump imposed a temporary tariff of 10% on U.S. imports from all countries before raising it to 15%.

    The new levies could cover industries like large-scale batteries, cast iron and iron fittings, plastic piping, industrial chemicals and power grid and telecom equipment, the report added.

    ► Health and Human Services Secretary Robert F. Kennedy Jr.’s most recent workout video is a banger in which the chiseled politician exercises shirtless in jeans in a wood-paneled sauna with the entertainer Kid Rock before they drink whole milk together in a hot tub.

    Kennedy has bonded with the music star since Kid Rock “made the decision to change his depraved, debauched and famous dissolute lifestyle,” Kennedy told Fox News.

    In recent weeks, Kennedy, a recovering addict, also opened up to the podcaster Theo Von about his drug-fueled past.

    “I used to snort cocaine off of toilet seats,” Kennedy said, explaining that he wasn’t afraid of Covid-19.

    Kennedy also teamed up this month with Mike Tyson, who served three years in prison for rape in the 1990s, for a PSA to spread the gospel of weight loss by eating “real food.”

    ► Pentagon chief Pete Hegseth has posted multiple videos of himself bench-pressing. Hegseth has worked himself up to 315 pounds on the bench. That impressive weight could make up for the questionable form he exhibited in previous videos featuring pullups and kettlebells.

    Who says the leader of the Department of War, as the Trump administration calls the Pentagon, can’t have a little fun while preparing for possible military action against Iran? Hegseth would not have been able to join in the beer chugging, however; he swore to give up alcohol while in office after his pre-Pentagon partying became an issue at confirmation hearings.

    For these middle-aged men, proving they can be one of the boys is a key part the image they’re presenting online.

    Social media strategy has been an important part of the Trump administration’s PR, including the propagandist action movie-style videos produced by the Department of Homeland Security and DHS Secretary Kristi Noem’s much-discussed photo ops in various uniforms.

    Noem’s videos put her at the center of immigration enforcement. Other top members of Trump’s administration want to seem fit for military service.

    The man at the top, President Donald Trump, is known for engaging in locker room talk — but he is also a teetotaler and is notoriously opposed, on a philosophical level, to the idea of exercise, so don’t look for beer-drinking or workout videos from him. But his campaign benefactor and former DOGE chief Elon Musk posted an AI-generated video of Trump, in a business suit, playing hockey against Canadian players.

    Trump called in on Patel’s phone to congratulate the men’s team after their overtime win and invite them on the fly to Tuesday’s State of the Union Address.

    Trump promised he would do whatever is necessary, including dispatching a military plane, to get the men’s hockey players to Washington, even if it requires landing in the snow.

    He did caution he would also have to invite the women’s team, which also won a thrilling overtime win against Canada last Thursday, or else, “I would probably be impeached.”

    The president has spent a good bit of time during his second term promising to save women’s sports from what he and others frame as the threat of transgender athletes, so it was jarring to hear him mention the dominant women’s team almost as an afterthought.

    The women’s team in a statement on Monday thanked Trump for the offer but declined, citing previous “academic and professional commitments.”

    House Speaker Mike Johnson told reporters Monday that the House would try to figure out the logistics of accommodating hockey players for the speech, Politico reported. The address takes place in the House chamber, which is typically overstuffed for the annual event.

    The Patel video shows the noted hockey fan in a locker room celebration, but he has, like Hegseth, also moved to impose new fitness standards at his agency. He wants FBI agents to be like police in addition to their more traditional investigative role. That includes requiring female agents to do at least one pullup.

    “If you wanna chase down a bad guy and put him in handcuffs, you better be able to do a pull-up,” Patel said during congressional testimony.

    Patel has also posted workout videos, including his attempt at Kennedy and Hegseth’s challenge for service members and others to do 50 pullups and 100 pushups in less than 10 minutes. Patel posted his version from his official FBI director account on X.

    Trump’s Section 122 tariffs could spur new legal battle, experts say

    President Trump’s move to invoke an obscure legal tool to impose a global15% tariff on U.S. imports could face its own legal challenges, trade experts told CBS News.

    The White House said in a fact sheeton Friday that the temporary import duty, imposed under Section 122 of the Trade Act of 1974, addresses a “fundamental international payments problem” and that it will help the Trump administration rebalance the nation’s trade relationships.

    Mr. Trump’s use of Section 122 to apply new tariffs, which will take effect on Tuesday, is unprecedented, legal experts told CBS News.

    “No president has used it until now, so it could be ripe for legal challenges,” Luis Arandia, a partner with Washington, D.C., law firm Barnes & Thornburg focused on customs and international trade partner, told CBS News.

    What is Section 122?


    Section 122 authorizes the U.S. president to impose tariffs to rectify what the statute describes as “large and serious United States balance-of-payments deficits.”

    Yet Mr. Trump is the first president to take any action under Section 122,accordingto the Congressional Research Service, which analyzes legislation for lawmakers. “Section 122 has never been used, and therefore courts have had no occasion to interpret its language,” the agency states.

    But trade and legal experts said Section 122 might not apply in the current context because the large U.S. trade deficit, which Mr. Trump has invoked to justify tariffs, does not qualify as a balance-of-payments deficit. This measure encompasses all the financial and commercial transactions between one country and another.

    By contrast, a trade deficit occurs when a country imports more goods and services than it exports, and it is that imbalance that Trump administration officials have pointed to as justifying sharply higher tariffs.

    “Section 122 is for a balance of payments crisis, which is when you don’t have enough foreign reserves to pay external debts,” Philip Luck, director of the economics program at the nonpartisan Center for Strategic and International Studies. “The U.S. has a very large trade deficit, but so long as we can continue to sell assets to the global market, we have no challenge conducting international trade.”

    The White House did not immediately respond to a request for comment on possible challenges to its legal basis for imposing Section 122 levies.

    The scope of Section 122 is also much more limited than the International Emergency Economic Powers Act (IEEPA) — the 1977 law that the Supreme Court ruled last week did not, in fact, legally authorize Mr. Trump to impose more than half of his administration’s tariffs.

    Notably, any tariffs implemented under Section 122 can only remain in place for 150 days. giving Mr. Trump’s 15% tariff an expiration date of July 24. After that date, Congress would need to vote to extend the tariffs, and that could prove politically challenging, according to Cato Institute trade expert Colin Grabow.

    What is the U.S. tariff rate under Section 122?


    The new, global 15% tariff under Section 122 brings the average effective tariff rate to 14.5%, according to Capital Economics, an investor advisory firm.

    That figure includes exemptions for goods from Canada and Mexico under the 2020 United States-Mexico-Canada Agreement, plus pharmaceuticals, electronics, agricultural goods, and products like steel and aluminum that are already subject to sectoral tariffs.

    Can Section 122 tariffs be extended?


    Yes, lawmakers can vote to extend Section 122 tariffs an additional 150 days. But even if Congress opts against that, the Trump administration has signaled it plans to use the five-month period to impose more durable tariffs under alternative legal trade laws.

    As such, Section 122 tariffs are effectively a fallback plan for the Trump administration as it tries to match the tariffs that were in place under IEEPA, according to Washington, D.C.-based attorney Nate Bolin, head of K&L Gates’ international trade group.

    Bolin also thinks the administration’s use of Section 122 is on a stronger legal footing than its reliance on IEEPA to impose tariffs.

    “There have to be these balance-of-payment issues, which the White House has demonstrated,” he told CBS News. “This is reflective of the fact that the administration has had this in the works and has been planning on this for many months.”

    What does this mean for U.S. businesses?


    The move to replace IEEPA tariffs with Section 122 duties sows more uncertainty for businessesas U.S. trade policies remain in flux, experts said.

    “It’s more harmful than having higher tariffs, because businesses don’t want to invest when they’re not sure what is going to happen,” international trade economist Asha Sundaram, chair of the economics department at Northeastern University, told CBS News.

    “The issue with uncertainty is that companies don’t know if tariffs will remain at that level or change,” she added. “So they will hesitate to make any business decision that’s medium to long-term. They might even stop investing, and that could potentially have negative implications for growth and jobs.”

    The gold medal-winning US Olympic women’s hockey team has declined an invitation to President Donald Trump’s State of the Union address, citing scheduling issues.

    The invite came after Trump regaled the US men’s team by phone Sunday as the players celebrated their historic Olympic victory, even offering to send a military plane to bring them to Washington, DC.

    “We’re giving the State of the Union speech on Tuesday night. I could send a military plane or something, if you would like to. It’s the coolest night. It’s the biggest speech,” the president — over a speakerphone held by FBI Director Kash Patel in the locker room — said to raucous cheers and shouts of “we’re in.”

    Trump added: “I must tell you, we’re gonna have to bring the women’s team — you do know that.” If they weren’t invited, the president said, “I do believe I probably would be impeached, OK?”

    Members of the team laughed. The moment — and the players’ response —prompted significant backlash on social media.

    Both the men’s and women’s hockey teams were formally invited to attend Trump’s address Tuesday, according to a spokesperson for the women’s team. It is not clear whether the male athletes will follow through on the plans, but the women have declined the invitation.

    “We are sincerely grateful for the invitation extended to our gold medal-winning U.S. Women’s Hockey Team and deeply appreciate the recognition of their extraordinary achievement,” the team spokesperson said in a statement.

    “Due to the timing and previously scheduled academic and professional commitments following the Games, the athletes are unable to participate. They were honored to be included and are grateful for the acknowledgment.”

    The men’s team, which was traveling back to the US from Italy, did not immediately respond to CNN’s inquiry on whether they would attend the speech. The White House did not respond to CNN’s request for comment.

    Both American teams secured Olympic gold in extraordinary games against Canada, the women 2-1 in overtime on Thursday and the men in their own 2-1 overtime win Sunday.

    Jack Hughes, who scored the men’s game-winning goal, said one of his first thoughts was women’s team star Megan Keller.

    “The first person I thought of was Megan Keller, who had the gold medal goal the other night,” the New Jersey Devils center said in an interview moments after his win, recalling running into Keller in the Olympic cafeteria after the women’s victory.

    “I saw her in the (cafeteria), and I just said how happy and proud I am of their group and that was one of my first thoughts, was her.”

    Neither Olympic team has much time to soak in their victories as they return to their professional and college-level hockey teams. The Professional Women’s Hockey League resumes its season Thursday, and the National Hockey League resumes on Wednesday.

    The women’s team most recently won gold in PyeongChang during Trump’s first term. They were among the athletes invited to the White House in April 2018 as part of a broader Olympic celebration. The men’s win was the first since the 1980 “Miracle on Ice.”

    WASHINGTON, Feb 23 (Reuters) – Maryland Attorney General Anthony Brown said on Monday that the state had filed a lawsuit against the Trump administration to halt construction of a new federal immigration detention center in the state.

    The U.S. Department of Homeland Security, which has federal oversight of immigration, spent more than $100 million on a 54-acre square-foot warehouse in Maryland’s Washington County to convert into a detention center capable of holding 1,500 people at a time, Brown said.

    The Trump administration, according to Maryland’s attorney general and government, purchased the property without conducting an environmental review or receiving public input.

    However, according to Washington County last month, the federal government did not need to seek local zoning approval for the project. As a result, it said, the county could not legally restrict the Trump administration’s ability to proceed with the detention center.

    “Our people must be heard when the federal government makes decisions that affect their health, their safety, and their communities,” said Maryland Governor Wes Moore, a Democrat.

    He added: “The State of Maryland is filing this lawsuit because DHS must be held to the same legal standard as every other federal agency.”

    DHS did not immediately respond to a request for comment.

    The department plans to spend more than $38 billion in 2026 on detention centers as the Republican Trump administration seeks to ramp up its already aggressive immigration agenda. This would increase Immigration and Customs Enforcement’s (ICE) total bed capacity to 92,600 at its detention centers.

    There are currently more than 200 federal immigration detention centers in the United States.

    The move to increase detention centers in states across the U.S. states has been met with some bipartisan criticism.

    Amid the criticism, four Democratic members of Congress on Monday announced a plan to introduce a bill requiring DHS to seek written approval from state and local officials before constructing, acquiring or operating any ICE processing facility or detention center.

    President Donald Trump on Monday spotlighted victims of crimes by undocumented immigrants with an official proclamation, returning on the eve of his State of the Union address to an issue that most animates his base even as broader public support for his approach erodes.
