    Maiduguri, Nigeria — At least 23 people were killed and more than 100 wounded in suspected suicide bombings Monday night that targeted Maiduguri city in northeastern Nigeria, police said Tuesday. It was one of the deadliest attacks in the conflict-battered city in recent history.

    Residents and emergency services earlier told The Associated Press that three explosions were reported in crowded places in Maiduguri, the capital of Borno state, including in a major market and at the entrance of the University of Maiduguri Teaching Hospital.

    “Regrettably, a total of 23 persons lost their lives, while 108 others sustained varying degrees of injuries,” Borno police spokesperson Nahum Kenneth Daso said in a statement that blamed the attacks on suspected suicide bombers.

    No group has claimed responsibility for the attacks, but suspicion quickly fell on the Boko Haram jihadi group, which in 2009 launched an insurgency in northeastern Nigeria to enforce their radical interpretation of Shariah.

    Boko Haram has since become stronger, with thousands of fighters and different factions, including the ISIS-allied faction in West Africa.

    Maiduguri city had been at the heart of the deadly violence but has in recent years experienced relative peace even as the countryside is often battered by extremists.

    Residents recounted the chaos that followed the explosions.

    “This attack’s been one of the deadliest in Maiduguri in years,” said Mohammed Hassan, a member of a volunteer group assisting security forces in fighting extremists. “We’re in dire need of blood,” he said of the situation hours after the attack.

    The extremists have intensified their attacks against Nigerian military bases, killing several senior officers and soldiers and stripping the bases of stocks of weaponry and ammunition.

    Alleged Latin American narco trafficker Sebastian Marset made his first appearance in a U.S. court on Monday after being handed over to American authorities.

    Marset, who eluded police for years, was captured in Bolivia last week and transferred to U.S. custody. The 34-year-old Uruguayan national faces money laundering conspiracy charges connected with his alleged cocaine trafficking organization.

    Marset is the most notorious drug baron in the southern part of South America and had a $2 million U.S. bounty on his head for alleged money laundering. An indictment unsealed in the Eastern District of Virginia alleges Marset “leads a large-scale drug trafficking organization that is believed to be responsible for moving tons of cocaine from South America to Europe, while generating tens of millions in cash and proceeds,” according to the DEA.

    The Justice Department said he made an initial appearance on Monday in a federal district court in Virginia.

    Marset is accused of leading a large-scale drug trafficking organization that distributed thousands of pounds of cocaine to Europe. According to court documents, Marset’s drug trafficking organization allegedly traffics cocaine in Bolivia, Paraguay, Uruguay, Brazil, Belgium, the Netherlands, Portugal and elsewhere.

    The soccer-loving Marset allegedly laundered the proceeds of his drug enterprise by purchasing and sponsoring lower-level professional soccer teams across Latin America and Europe — and even put himself in the starting lineups.

    He was imprisoned in his native Uruguay for drug trafficking between 2013 and 2018 and later moved around South America, living for a time in Bolivia and Paraguay.

    The Bolivian authorities announced on Monday the seizure of some $15 million in assets from Marset, including 16 planes, five houses and firearms.

    Federico Ezequiel Santoro Vassallo, a close associate of Marset, was sentenced to 15 years in prison by a U.S. court in July after pleading guilty to money laundering.

    “Santoro and, allegedly, Marset threatened violence to protect their drug-trafficking and money laundering activities,” federal prosecutors said.

    Marset could face up to 20 years in prison if convicted of money laundering conspiracy.

    Imitating soccer stars


    A Washington Post profile from 2024 said Marset paid $10,000 in cash to wear the number 10 jersey worn by football icons Pele, Maradona and Messi during his teams’ games.

    He stamped his drug shipments “The King of the South,” the Post added, and gave orders for cocaine to be stashed in shipments of cookies and soybeans.

    He had been on the run since July 2023, when fled his home in Santa Cruz, on the eve of a massive police operation to capture him.

    Bolivia’s center-right President Rodrigo Paz thanked “international organizations from various neighboring countries and the continent” on Friday for their cooperation in his capture.

    Paz has sought to boost ties with the United States since winning office last year in elections that ended two decades of socialist rule begun under Indigenous coca farmer Evo Morales.

    Bolivia’s is the world’s third largest producer of cocaine, which is made from coca leaves.

    Marset’s arrest came just weeks after notorious cartel leader Nemesio Rubén Oseguera Cervantes, also known as “El Mencho,” was killed during an operation in Mexico. He had a $15 million U.S. bounty on his head and was killed in a military shootout.

    Senate Minority Leader Chuck Schumer’s push to revive expired enhanced Obamacare tax credits by contrasting their cost with Pentagon spending is colliding with fresh scrutiny of the Affordable Care Act, as policy experts warn the program is riddled with improper enrollments, fraud vulnerabilities and rising taxpayer costs.

    “We need to reform the ACA, not throw more taxpayer money at it,” Brian Blase, president of the health policy research group Paragon Health Institute, said. He added that “government subsidies don’t make the coverage more affordable. They make it more expensive overall because you have to consider the taxpayer amount.”

    Blase spoke to Fox News Digital this month after Schumer made a viral swipe at Department of War Secretary Pete Hegseth for spending $93.4 billion in the final month of the last fiscal year, including millions of dollars in luxury foods, such as king crab, for the troops.

    The New York Democrat seized on the Pentagon spending figure to make a political point that the same amount could cover extending enhanced ACA tax credits for three years, even though defense funds are not directly fungible with Obamacare subsidies.

    “Hegseth spent $93 billion in one month – roughly the cost of extending the ACA tax credits for THREE YEARS. But instead of lowering American’s healthcare costs, Hegseth used millions of taxpayer dollars on fruit baskets, Herman Miller recliners, ice cream machines, Alaskan King Crabs, and a Steinway & Sons grand piano,” Schumer posted to X last week.

    Blase argued that the ACA is fraught with improper and “phantom” enrollees on top of proven fraud for which the Department of Justice has secured convictions, and that more funding was not the answer. The ACA’s premium subsidies are financed by the federal government, and advance payments of those tax credits are made on eligible enrollees’ behalf directly to insurers to reduce monthly premiums.

    A lot of Democrats have “conflated” the issue of extending enhanced ACA subsidies, but the “original Obamacare subsidies remain in place, and they are very generous,” Blase said, noting that those original subsidies are permanent and in place by statute and that the enhanced subsidies are merely a costly bonus.

    The enhanced subsidies, introduced during the COVID-19 pandemic, made some marketplace plans free for certain low-income enrollees. Paragon Health estimated that more than 6.4 million enrollees may have reported incomes low enough to qualify even though many likely earned more.

    “That’s significant improper enrollment,” Blase said.

    About 23 million people enrolled in healthcare plans in the ACA marketplace for 2026, but an estimated 3 to 4 million enrollees are likely “phantom enrollees,” Paragon Health found, describing them as those who are either fictitious or do not know they are enrolled in a plan. Blase said “unscrupulous” brokers and agents, who are incentivized to enroll people in healthcare plans, can enroll them without their consent.

    Using data released by the Centers for Medicare & Medicaid Services last year, Paragon Health found that from 2021 to 2024, a growing number of ACA enrollees never used their health plans. In 2024, 35% never used their coverage.

    Blase said that figure was suspicious, noting that “in a normal health insurance market, there’s about 15% of people that don’t use their health insurance in a given year.”

    Democrats and Republicans were locked in a standoff last year over extending the ACA subsidies, a fight that helped fuel a six-week government shutdown. Democrats have cited sharp rises in premium costs for individuals as they continue to push to extend the credits.

    Blase said that even without the enrollment problems, the program is massively burdensome to taxpayers because insurers perpetually raise their premium costs.

    “For the typical enrollee, the government is paying 80% of the premium. For lower income enrollees, the government is paying more than the premium,” Blase said, adding that the “taxpayer share of the premium continues to grow on autopilot.”

    He added that the average person has health insurance through their employer.

    “So they’re actually harmed because they get no relief, and they have to pay higher taxes so we can send money directly to health insurance companies, and the money that we send directly to health insurance companies just leads them to increase premiums, and it just increases their profits,” Blase said.

    On top of improper enrollment and the broader taxpayer burden, the DOJ has ramped up its efforts to combat fraud in the ACA marketplace in recent years and focused on unauthorized enrollment schemes.

    DOJ prosecutors secured high-profile 20-year prison sentences for two insurance executives in February after they were convicted by a jury of orchestrating a $233 million ACA fraud scheme by enrolling vulnerable people without their knowledge.

    A review by the Government Accountability Office found fraud risks persist in the ACA’s advance tax credit program. In undercover testing for 2025, the ACA marketplace approved coverage for most of GAO’s made-up applicants, and the watchdog found that 18 of 20 fictitious enrollees remained actively covered as of September 2025 and received more than $10,000 a month in subsidies. The report also flagged broader vulnerabilities, including tens of thousands of Social Security numbers used for multiple enrollments.

    Schumer’s jab to reallocate the Pentagon’s end-of-year spending comes as defense spending is historically modest compared to past decades, representing a small fraction of the United States’ gross domestic product at 3.7%, according to an analysis by the Federal Reserve Bank of St. Louis. Extending the controversial ACA tax credits would also come as the growing national debt is set to eclipse about $39 trillion this month.

    White House spokesman Kush Desai called Schumer’s remarks a “vapid PR stunt” in a statement to Fox News Digital.

    “If Chuck Schumer really cared about healthcare affordability, he would drop the vapid PR stunts and spend his time working with the Administration and Republicans to pass President Trump’s Great Healthcare Plan to lower premiums and slash drug prices,” Desai said.

    Schumer’s office did not respond to Fox News Digital’s request for comment on Blase’s remarks.

    Social media users swiftly panned Schumer for the X post last week, accusing him of cherry-picking a politically convenient moment to care about spending, lambasting him for not supporting high-quality meals for military members and pointing out that Schumer was silent when the Biden administration had similar expenses.

    The Pentagon’s September costs nearly mirrored the $79 billion Defense Secretary Lloyd Austin spent in September 2024. Spending at the end of the fiscal year has been notoriously high across administrations as agencies face pressure to “use it or lose it” to justify the next year’s budget.

    US race to counter Iranian drones echoes response to roadside bombs in Iraq and Afghanistan

    Facing deadly Iranian drone attacks across the Middle East, the US military has been rushing defensive systems into the region while adjusting to a threat that has come to dominate modern battlefields and carries echoes of a weapon that haunted service members during the 20 years of the war on terror.

    Chairman of the Joint Chiefs of Staff Gen. Dan Caine and Defense Secretary Pete Hegseth told lawmakers in a closed-door briefing this month that the one-way drones were posing a bigger problem than anticipated, and that US air defenses wouldn’t be able to intercept all of them.

    A drone was responsible for the first American military deaths of the war, striking a temporary operations center from above, killing six US soldiers and wounding more.

    George Barros, director of innovation and open source tradecraft with the Institute for the Study of War, said there was some level of shock within the national security community that the US did not appear fully prepared for the threat given how drones have transformed warfare in Ukraine.

    “We were kind of all aghast,” Barros said, “because it was clear the extent to which the American planners had not been truly implementing or properly internalizing the lessons that we thought were learned from the war in Ukraine.”

    The US military is working to buttress defenses that were in place ahead of the war, including traditional air defense systems, directed-energy weapons, and other new systems that have been proved on the battlefield in Europe.

    The Army purchased 10,000 Merops anti-drone systems in the last couple of months, along with 13,000 Bumblebee counter-drone systems, a US official said. It’s unclear the extent to which those systems were already deployed in the Middle East before operations began in late February, or how many systems have been sent into theater since.

    But the urgency over the last few years for the US to adjust to the new reality of the battlefield — an urgency that has become more acute now — is reminiscent of another pressing threat two decades ago: improvised explosive devices.

    “Both were new threats that the United States scrambled to adapt to and develop countermeasures, and willing to spend a fair amount of money to do that,” Mark Cancian, a retired Marine Corps colonel and senior adviser with the Center for Strategic and International Studies Defense and Security Department, told CNN.

    “The difference is that the IEDs were new; we did not anticipate that … but the counter-drone is something we’ve been thinking about for a decade and have started thinking very seriously and much more aggressively since the beginning of the war in Ukraine.”

    Pentagon spokesperson Sean Parnell placed blame on the Biden administration for ignoring “the battlefield evidence” of drones, saying it “did not meaningfully increase budgets, organize around drones or field them.” Hegseth “has done all three,” Parnell said, “demanding urgent change when he launched Drone Dominance last July and organizing a coherent defense by establishing Joint Interagency Task Force-401 in August.”

    The task force has bought “over $262 million of equipment, including thousands of interceptors and sensors,” a task force spokesperson told CNN.

    At the start of the war on terror in Iraq and Afghanistan, the threat of improvised explosive devices, or IEDs, was similarly ever-present. By 2006, the bombs were responsible for half of combat casualties in Iraq, a Congressional Research Service report said at the time, and roughly 30% of combat casualties in Afghanistan. The US military set up task forces and consulted academics, industry leaders and other experts to develop countermeasures to save lives as troops didn’t initially have the equipment or training to counter the threat.

    With their light price tag, IEDs were produced by the thousands, and counter-IED equipment, like heavily armored vehicles, were very expensive and took years to be fully rolled out.

    The lessons learned and technology developed continue to shape US military planning.

    The building that was struck killing six US soldiers in Kuwait was protected by tall concrete barrier walls that are helpful for guarding against IEDs on the ground. But they do little to protect troops from threats coming from above.

    Since the start of operations in late February, roughly 200 US troops have been wounded, the vast majority of whom have since returned to duty. Eight were considered seriously wounded. Caine said the majority of those casualties were due to drone strikes.

    ‘We’re moving as quickly as we can’

    The damage that relatively cheap drones can do and how the military should combat them has been top of mind for military leaders for years, particularly while watching the war between Russia and Ukraine and the latter’s dire need for counter-drone technology. The Pentagon has thrown itself into catching up, training troops on not only building cheap drones, but also fighting with them, and pushing the industrial base to produce more, faster, before the war with Iran started.

    A source familiar with current US operations in the Middle East said military planners had certainly been watching the war between Ukraine and Russia, but still said the US was “not prepared for the scale” of the drone threat from Iran.

    Others, however, say it’s an unfair criticism to say the US wasn’t adequately prepared, particularly when US military officials have worked closely with the Ukrainians and other European partners over the last few years. Many US Army officials have leaned into solving the problem aggressively, including Secretary of the Army Dan Driscoll, who is referred to by President Donald Trump as the “drone guy.”

    The US official said that the Army has been “pushing as hard and as fast as they can” to accelerate counter-drone purchases and innovations but that one of the biggest frustrations has been Congress, which has not bought in quickly enough.

    “We’re moving as quickly as we can and the congressional appropriations process is challenging, especially when they want to fight us on multiyear buys from some things, flexible funding for other things,” the official said.

    “I think [the military’s] perspective as we were watching it is, now everybody’s going to see what we’ve been screaming into the void for, and why we’ve been pushing as hard as we can for these things,” they added.

    Cancian said that similar to how the US adapted to IEDs, the counter-drone era will be one of constant adjustment, both on the US’ side and on the side of those employing drones against American forces.

    “Iran and other countries will be watching what happened and will be developing new tactics and new adaptations of drones,” Cancian said. “This dynamic of measure, counter-measure, counter-counter-measure will be seen here with drones, just as we saw with IEDs.”
