Arkansas law requiring Ten Commandments be displayed in public schools struck down by federal judge

    2026-03-18T06:30:00-0400 / CBS/AP

    Updated on: March 18, 2026 / 6:49 AM EDT / CBS/AP

Baton Rouge, La.— An Arkansas law requiring that the Ten Commandments be prominently displayed in public school classrooms was struck down by a federal judge Monday.

The law is among those pushed by Republicans, including President Trump, to incorporate religion in public schools. Arkansas, Louisiana and Texas all have enacted similar laws requiring the Ten Commandments be displayed in classrooms. And as such, each mandate has faced legal challenges that many expect to eventually be decided by the U.S. Supreme Court.

Last year, seven Arkansas families of various religious and nonreligious backgrounds filed a lawsuit challenging the state’s new law requiring all public elementary and secondary schools to display the Ten Commandments in every classroom and library. The lawsuit named six school districts in Arkansas as defendants.

While it is unclear how many school districts or publicly-funded universities have hung up posters, local media outlets have cited multiple examples over the past five months. That includes the Ten Commandments being posted at the University of Arkansas on the Fayetteville campus, the Arkansas Advocate reported in October.

Critics argue that the mandate is unconstitutional and violates separation of church and state. Proponents of the legislation say the Ten Commandments have historical significance and are part of the foundation of U.S.

On Monday, U.S. District Court Judge Timothy L. Brooks said in his written judgment that “nothing could possibly justify hanging the Ten Commandments – with or without historical context – in a calculus, chemistry, French, or woodworking class, to name a few.”

Brooks, who was nominated by former President Barack Obama, went on to write that there is “no need to strain our minds to imagine a constitutional display mandated” by the 2025 law; “One doesn’t exist,” he wrote.

While Brooks’ judgment blocks the requirement, it’s unclear how broadly his decision can be applied – if it is limited to the specific school districts named in the lawsuit or if it applies to the entire state.

The American Civil Liberties Union of Arkansas called the ruling “a victory for religious freedom and church-state separation.”

The ruling “is a resounding affirmation that public schools are not Sunday schools. The Constitution protects every student’s right to learn free from government-imposed religious doctrine,” said John C. Williams, legal director for the ACLU of Arkansas.

Megan Bailey a spokesperson for the ACLU of Arkansas said the ruling “makes clear the law is unconstitutional. Given that, it would be unwise for any school district in Arkansas to move forward with posting the Ten Commandments,” Bailey told The Associated Press.

Gov. Sarah Huckabee Sanders said in a statement that she plans to appeal the ruling and “defend our state’s values.”

In 2024, Louisiana became the first state to mandate poster-sized displays of the Ten Commandments in every public school classroom, from kindergarten through college.

While the challenge has wound its way through federal courts for nearly two years, a ruling last month vacated an earlier court order that had prevented the law from taking effect – clearing the way for displays to be installed in classrooms.

Immediately following the Feb. 20 ruling from the full 5th U.S. Circuit of Appeals, Gov. Jeff Landry instructed schools to follow the law and post the Ten Commandments. In a letter to educators, Landry wrote that the court’s decision “removes any obstacles to the implementation of Louisiana’s Ten Commandments law” and that schools “should now proceed with placing the posters in classrooms.”

The law requires schools to accept donated Ten Commandments posters, which must have “large, easily readable font.” Earlier this year, a conservative advocacy group, Louisiana Family Forum, sent posters to most of the state’s parish school systems, The New Orleans Advocate/The Times-Picayune reported.

There have not yet been widespread reports of schools hanging up the posters, with some school officials expressing worries about potential litigation. However, others say it is imminent. Among them is Louisiana State University President Wade Rousse, who said the university intends to comply with the law but, as of last week, has not received donated posters.

Last year, a similar mandate in Texas took effect – marking the widest-reaching attempt in the nation to hang the Ten Commandments in public schools.

With no shortage of strong opinions among teachers, parents, and students, the posters began going up in classrooms as school districts accepted donations or paid to have them printed. About two dozen of the state’s roughly 1,200 school districts were barred from hanging the posters after federal judges issued injunctions in cases against the law.

In January, the 5th U.S. Circuit Court of Appeals heard arguments over the Texas law and litigation is pending.

Republicans signal no retreat on SAVE Act as marathon Senate debate kicks off

GOP lawmakers signal the debate over the SAVE America Act could last weeks as Democrats call it voter suppression

Senate Republicans dug in for the long haul as they embarked on their floor takeover and signaled that the hours of debate that crept well beyond the upper chamber’s usual twilight business hours were just the beginning.

The GOP launched its plan to control the Senate floor earlier Tuesday and spent the ensuing hours lauding and defending the Safeguarding American Voter Eligibility (SAVE) America Act as Senate Democrats hammered the bill as a tool of voter suppression.

But without Democratic support, the bill is destined to fail. And the vote to open the marathon debate session, which lawmakers predict could last days if not weeks, was an indicator that the support did not exist in the upper chamber to pass the SAVE America Act.

Still, Sen. Mike Lee, R-Utah, the bill’s sponsor in the upper chamber and the lawmaker who led lobbying efforts with Senate Republican leadership to get the bill on the floor, argued late Tuesday night that Senate Republicans would be remiss to waste the opportunity ahead of them.

‘This is our moment,’ Lee said. ‘Stand for a simple principle; let the American people see who is willing to defend their sacred right to vote and who is not.’

Several other lawmakers took to the floor throughout the late afternoon and evening, with debate often weaving in and out of the topic at hand and stretching into other matters of the day, like President Donald Trump’s war in Iran or honoring the Ohio service members who died in a midair refueling mission in the Middle East.

Democrats charged that the bill went far beyond just voter ID and was designed to suppress a plethora of groups from voting.

Sen. Alex Padilla, D-Calif., accused Republicans of using the floor exercise to distract from other pressing issues.

‘Instead of focusing on the affordability crisis or trying to save us from endless wars, Senate Republicans are once again doing Donald Trump’s bidding,’ Padilla said. ‘This time, they’re making his conspiracy-fueled election takeover bill their top priority.’

Sen. Jeff Merkley, D-Ore., said that repeated probes and investigations found that ‘you are more likely to get struck by lightning than for a noncitizen to vote.’ Republicans argue the bill is explicitly designed to end that practice.

Merkley countered that the legislation was about ‘rigging the November election.’

‘And that’s exactly what Trump said — ‘You give me [this bill, my party will win November and every other election for a long time to come,’’ Merkley said.

Sen. Eric Schmitt, R-Mo., who is leading an amendment to include several changes to the bill requested by Trump, argued that ‘a republic has the right to distinguish citizens from noncitizens.’

‘That should not be controversial,’ Schmitt said. ‘That should not even be difficult. The vote is not a global entitlement. The vote is not a participation trophy for anyone who happens to cross our borders.’

The floor debate is expected to continue for the next several days. In the meantime, some Republicans believe they can wear down Senate Democrats enough to pass the legislation, despite the challenge of the 60-vote filibuster threshold.

Lee and a cohort of like-minded Republicans pushed for Senate Majority Leader John Thune, R-S.D., to turn to the talking filibuster to pass the SAVE America Act, which, after possibly several weeks of debate, would lower the threshold to pass the bill to a simple majority.

Despite pressure from within his conference, Trump and conservatives beyond the walls of Congress, the notion has become an insurmountable math problem that Republicans have not been able to unify behind.

Lee, however, was ready for the long haul Tuesday night.

‘Let’s face it, there is no legitimate reason to oppose this bill,’ Lee said. ‘And I stand by that, and I will continue to stand by that in the coming days and weeks. And I’m ready for many, many weeks. We’re going to stay on this bill until it damn well passes, because the American people demand and deserve nothing less than that.’

NEW YORK, March 18 (Reuters) – President Donald Trump and his allies are attacking news organizations for their coverage of the Iran war, a conflict the administration says is going well for the United States but is unpopular with the public and has plunged the Middle East into chaos.

While Trump has for years disparaged news coverage he deems unfavorable, his recent ‌comments mark an escalation of threats against the news media. Some press freedom advocates worry about a chilling effect on journalism during wartime, and point to freedoms of speech and the press enshrined in the Constitution.

Only one in four Americans approves of February strikes by the United States and Israel on Iran, according to a March 1 Reuters/Ipsos poll. About half – including one in four Republicans – believe Trump is too willing to use military force. At least 13 U.S. service members have died in the war.

Criticism of reporting on the war ramped up on Friday, when Defense Secretary Pete Hegseth at a news conference singled out CNN, calling a source-based report “patently ridiculous” for saying the administration had underestimated risks to oil shipments through the Strait of Hormuz. Hegseth said the sooner CNN’s new owner David Ellison takes over the network, the better.

The White House followed up with an email accusing CNN of “lying” to undermine the military operation’s “crushing success.”

CNN Chairman and Chief Executive Mark Thompson said in a statement to Reuters: “We stand by our journalism.”

    ‘FAKE NEWS MEDIA’

U.S. Federal Communications Commission Chairman Brendan Carr on Saturday posted on X that broadcasters who air “fake news” now have a chance to “correct course before their license renewals come up.” His remarks were accompanied by a screenshot of Trump’s Truth Social post earlier in the day claiming “Lowlife ‘Papers’ and Media actually want us to lose the War.”

The FCC has not revoked a broadcast TV station license in more than 40 years, and any attempts to do so by the Trump administration because of reporting would likely be met with lawsuits grounded in the First Amendment, which protects the freedom of the press.

In a Sunday evening post on Truth Social, Trump accused unspecified “fake news media” of working with Iran to spread AI-generated images of a burning U.S. aircraft carrier and said they should be charged with treason.

Iranian state media had falsely claimed Iranian military struck the carrier. But the assertion was not widely reported by Western outlets, several of which instead published accounts debunking the videos showing the ship on fire as fake.

Trump’s reference to treason — ‌a charge that carries a maximum penalty of death under U.S. law — took his threats against the media to a new level. Trump has long labeled the press as “fake news” and “the enemy of the American people.” He has personally attacked individual reporters with insults such as “piggy” and “sleazebag.”

Treasury Secretary Scott Bessent said on CNBC that mainstream media reporting of the war reflected “a dislike for President Trump.”

“President Trump is right,” said White House spokeswoman Olivia Wales in a statement. “Many in the media are working overtime to discredit President Trump, his Administration, and the United States military while carrying water for a regime that has killed Americans for nearly 50 years. This is a complete disgrace.”

    TRUMP HAS LONG CRITICIZED MEDIA

Jameel Jaffer, executive director at the Knight First Amendment Institute at Columbia University, said in a statement that the president’s recent rhetoric was an intensification of a “long-running effort to bring news organizations into closer alignment with his own political and ideological agenda.”

“President Trump is free to criticize news coverage he thinks is inaccurate or unfair, but the First Amendment gives news organizations the right to decide for themselves what to report, and how to report it,” Jaffer said. “This is constitutional bedrock, if anything is.”

Jeanette Hoffman, a Republican consultant, said the administration has had some success in exerting influence over media outlets, pointing as an example to Paramount’s decision to pay $16 million to settle a lawsuit filed by Trump claiming that CBS News deceptively edited an interview with his 2024 presidential rival, former Vice President Kamala Harris.

“A lot of these companies are vulnerable to government threats when mergers and pending deals are on the line with the FCC – as in the case of CNN – so you may see some rethink their coverage and reporting strategies,” Hoffman said.

Jason Roe, a Republican political strategist, said that while he doesn’t necessarily agree with the president’s approach, he sees some merit in Trump’s argument that the media has downplayed U.S. military successes in the war.

Roe, who has been critical of Trump at times, said if the war is resolved relatively quickly and viewed ultimately as successful, Trump’s latest comments bashing the press will likely be seen as “one more blip in the rhetorical excesses of Donald Trump” that in the end probably won’t “have any lasting impact.”

WNBA, players’ union reach agreement in principle on new pact

    Updated on: March 18, 2026 / 6:11 AM EDT / CBS/AP

New York — The WNBA and its players’ union reached a verbal agreement on a transformational new collective bargaining agreement early Wednesday morning, both sides said.

Specifics still need to be finalized over the next few weeks as lawyers on both sides work on the new CBA. A term sheet should be done in the next day or two. It will then need to be voted on by the players and the league’s Board of Governors.

“I just want to say we have aligned on key elements of a new collective bargaining agreement together. We still need to finalize a formal term sheet, but the progress made in these discussions marks a transformative step forward for players and the league,” WNBA Commissioner Cathy Engelbert said. “It underscores a shared commitment to the continued growth of the game. So, we’ll share additional details as they become available.

“We just had some congratulations with each other,” she said. “It’s been, obviously, a process, but we’re very proud to be leading women’s sports. These players are amazing, and we’re going to have an amazing 30th season tipping off in May.”

WNBA commissioner Cathy Engelbert speaks prior to Game 1 of a WNBA basketball final playoff series between the Las Vegas Aces and the Phoenix Mercury, Oct. 3, 2025, in Las Vegas. John Locher/AP

The deal is expected to greatly increase player salaries, with a good chance for million dollar players — a first for the league entering its 30th season, which would start on time. It would increase salaries fourfold from last season.

“For the first time, player salaries are tied to a truly meaningful share of league revenue, driving exponential growth in the salary cap, increasing average compensation beyond half a million dollars and raising the standard across facilities, staffing and support,” union president Nneka Ogwumike said.

The deal came after the two sides spent the past eight days in intense in-person negotiations that lasted more than 100 hours. They came to the agreement at about 2:20 a.m. Wednesday after more than 10 hours of discussions on Tuesday.

“This is historical for women’s sports. I told Cathy it’s not just for the players that are entering the league or the players that aren’t already here,” Ogwumike added. “We’re just really grateful to be able to come to a deal. We’re proud of ourselves.”

WNBA leadership and the union met with reporters together in the lobby of a New York hotel shortly before 3 a.m.

The deal comes 17 months after the players opted out of their previous agreement and five months after the previous deal was initially set to expire, with talks often becoming contentious.

“We opted out because what we were giving to this league and what we were getting back didn’t match,” union executive committee member Alysha Clark said. “You could feel the growth everywhere, but it wasn’t showing up for the players the way it should. So we stayed with it until it did.”

Revenue sharing has been the biggest hurdle over the course of the negotiations. Other key issues that were slowing down getting a deal done included housing and franchise tags on players.

“I hope young girls and women see this and feel it, to know their voice matters, their value matters, and they don’t have to settle for less than that,” said executive committee member Brianna Turner. “Now, we get back to the game. Back to competing, back to that feeling, and back to being out there with our fans.”

The league now has to sprint over the next two months to get to opening day on May 8.

An expansion draft for new teams in Toronto and Portland needs to take place. Also, teams will need to negotiate with the more than 80% of players who are free agents this offseason. Training camps are set to open on April 19 — six days after the college draft.

The league has been steadily growing in popularity and broke its single-season attendance record in August, attracting upwards of 2.5 million fans to games around the country up to that point, the league said. WNBA regular seasons run from early May through late September.
