WASHINGTON, March 23 (Reuters) – President Donald Trump’s administration said on ‌Monday it had launched two more probes against Harvard University, marking its latest crackdown against ​top U.S. educational institutions.

The U.S. Education ​Department said its civil rights office “opened ⁠two new investigations into Harvard University ​amid allegations that it continues to discriminate ​against students on the basis of race, color, and national origin” in violation of federal law.

The ​latest probes will look into whether ​Harvard uses race-based preferences in admissions after the U.S. ‌Supreme ⁠Court’s 2023 ruling that ended affirmative action in higher education and into allegations of antisemitism on Harvard’s campus, the Education Department ​said.

Harvard, which ​did ⁠not immediately respond to a request for comment, has previously condemned ​all forms of discrimination and ​said ⁠it aims to combat bigotry. Harvard task forces released reports last year saying Jewish and ⁠Muslim ​students at the university ​had faced bigotry and abuse.

BOSTON, March 23 (Reuters) – A federal judge on Monday ​blocked U.S. President ‌Donald Trump’s administration from enforcing a new ​policy that would ​subject thousands of refugees ⁠to arrest and ​detention if after a ​year in the United States they had yet ​to obtain green ​cards.

U.S. District Judge Richard Stearns ‌in ⁠Boston acted at the request of six refugees and ​two advocacy ​groups ⁠who argued the U.S. Department ​of Homeland Security’s ​new ⁠policy was an unlawful departure from ⁠decades ​of practice.

House GOP targeting vulnerable Dems over DHS shutdown, TSA chaos

House Republicans are targeting vulnerable districts in the 2026 midterms over the Department of Homeland Security shutdown and burgeoning Transportation Security Administration security chaos.

“House Democrats shut down Homeland Security while TSA agents work for free and Americans sit in hours-long security lines,” National Republican Congressional Committee spokesperson Mike Marinella wrote Monday in a statement, announcing the targeting of Democrats in 28 districts most impacted by TSA security checkpoint delays.

The NRCC launched a paid ad campaign, focusing on Democrats it accuses of shutting down DHS and forcing TSA agents to work without pay as travelers face long security lines.

“Democrats are being blamed by the American people for the catastrophe going on right now at our airports and at other points of transportation and beyond,” President Donald Trump told a Monday gathering on addressing crime in Memphis, Tennessee.

And we want the public to know we’re not going to let them out of this trap that they created for themselves.

The NRCC airport-focused campaign ad targets a list of battleground and open-seat districts across California, Florida, Indiana, Maine, Michigan, North Carolina, New Hampshire, New Jersey, New Mexico, Nevada, New York, Ohio, Texas, Virginia and Washington.

The targeting comes as Trump has sent Immigration and Customs Enforcement agents to airports with long TSA security lines that have forced Americans to show up to check in up to five hours in advance or potentially missing their flights over the first weekend of spring travel – one of the busier times of the year.

“We’re not going to have the Democrats destroy our country,” Trump told reporters in an under-wing gaggle before boarding Air Force One on Monday morning in West Palm Beach, Florida. “These people are the most destructive sick people, the Democrats.”

Airports in the Northeast were also hit by a shutdown at LaGuardia Airport in New York City, where an Air Canada jet crashed trying to avoid a Port Authority Police Department fire truck that was cleared to cross the runway as the jet was landing.

The LaGuardia ground stop forced travelers to other New York City and New Jersey airports and led to cancellations and delays around the country that was relying on the availability of those jets grounded.

“In addition, after the appalling lines and massive disruptions at major airports nationwide last weekend, I am again demanding that Democrats in Congress immediately end their disgraceful shutdown of the Department of Homeland Security and restore the full funding for airport security and the TSA,” Trump told the Memphis event.

“They are holding it up because they want to take care of illegal immigrants coming into our country. They want to take care of criminals that are in sanctuary cities.”

On the proverbial political tarmac, House Republicans are clinging to a narrow 217-214 majority. That tally includes one newly designated independent – Rep. Kevin Kiley, I-Calif., who vowed to continue to caucus with Republicans.

There are three outstanding vacancies yet to be filled after the resignations of former Reps. Mikie Sherrill, D-N.J., and Marjorie Taylor Greene-R-Ga., and the Jan. 6 death of late Rep. Doug LaMalfa, R-Calif.

During a Memphis roundtable Monday, President Donald Trump called for Republicans not to agree to a Department of Homeland Security funding deal unless it includes the SAVE America Act.

President Donald Trump on Monday said he wants to tie the SAVE America Act to Department of Homeland Security (DHS) funding as the stalemate between lawmakers on both sides of the political aisle continues.

Speaking at a roundtable in Memphis, Tennessee, to tout the Memphis Safe Task Force (MSTF), a multi-agency, federal-led law enforcement initiative launched in late 2025 to combat violent crime in the city, Trump spoke of the chaos unfolding at airports across the country amid a lapse in DHS funding.

He also called for the passage of the SAVE America Act, which would require proof of citizenship to vote.

“We want voter ID, we want proof of citizenship as part of our funding,” he said. “We want to merge them so that we can get the great, big, beautiful bill in action.”

“I’m suggesting very strongly that [the Republicans], in going for the SAVE America Act, that you welded into exactly this because voter ID is part of Homeland Security,” he added. “Think of it. We’re talking about two separate items, but they’re really the same. Voter ID is part of Homeland Security and citizenship. Proof of citizenship is part of homeland security. So I think it should be welded in. I think it should be together.”

Trump urged Republicans to put the pressure on Democrats to include voter ID requirements with legislation to reopen the DHS.

“I’m suggesting strongly to the Republican Party, don’t make any deal on anything,” he said. “The most important thing we can have is what’s called the SAVE America Act. Don’t make any deal on anything unless you include voter ID, and you have to be a citizen to vote.”

Republicans have pushed for voter ID in an effort to shore up the federal election system. Democrats remain opposed, saying the requirement would disenfranchise millions of voters.

Meanwhile, many airports across the country have seen long security lines after Congress failed to reach an agreement on DHS funding.

While most other federal agencies are fully funded and open, DHS has been operating without a budget for more than one month. Transportation Security Administration (TSA) workers have not been paid, leading to increased callouts and longer security lines, sometimes up to three hours in major hubs.

On Monday, U.S. Immigration and Customs Enforcement (ICE) agents were deployed to airports to assist the TSA with managing crowds and other duties.

“We’re trying to release TSA resources to get into positions where they really have expertise,” he said on “Fox News Sunday.” “We’re going to relieve TSA and augment TSA… and hopefully it will move the lines quicker.”

EU blocks U.S. resolution to define gender as men and women at UN | Fox News

The United States stood alone at the United Nations in early March after a European-led procedural move blocked a vote on defining gender in biological terms at one of the world’s leading forums on women’s rights.

At the conclusion of the U.N. Commission on the Status of Women, the U.S. was the only country to oppose the body’s annual “Agreed Conclusions,” citing concerns that the language departs from biological definitions of women and girls. No other member state voted with the United States.

At the center of the dispute is how the United Nations defines “gender.” Current U.N. frameworks, rooted in the 1995 Beijing Declaration, do not provide a fixed definition and instead rely on evolving interpretations tied to broader concepts of gender identity, according to EU officials.

The U.S. proposal sought to anchor the term explicitly in biological sex.

The U.S. introduced a resolution titled “Protection of women and girls through appropriate terminology,” which sought to clarify how gender is understood across U.N. policy.

The draft states that the term “gender” should be interpreted “according to its ordinary, generally accepted usage, as referring to men and women.”

The proposal never reached a vote. Belgium, speaking on behalf of the European Union, introduced a “no action motion,” a procedural tool that blocks debate and prevents a proposal from being considered.

The motion passed, halting the U.S. resolution before it reached the floor.

That distinction carries practical implications. U.N. language shapes global standards tied to development funding, humanitarian programs, education policy and anti-discrimination frameworks.

Bethany Kozma, director of global affairs at the Department of Health and Human Services, told Fox News Digital the move reflects a broader effort to shut down debate at the U.N.

“While our redlines were ignored, the United States Government will not stand by and watch as malicious forces misuse multilateral organizations to promote their ideologies and social agendas, obstructing nations’ abilities to exercise their national sovereignty,” Kozma said. “We will always protect women and girls from dangerous gender ideology and affirm biological truth.”

She added that the decision to block the vote was driven by political calculation.

“The EU blocked our resolution to define gender to mean men and women at the U.N. because they feared we would win and they would lose,” Kozma said. “We will not give up on doing what is right for women and girls. Even if we stand alone like we did at the U.N. last week, we will always stand to protect women and girls from dangerous radical gender ideology and always affirm biological truth.”

A State Department official, speaking on background, described the move as part of a broader coordinated effort led by European countries.

“These are procedural games that these countries are not prepared for,” the official said, referring to smaller delegations that may lack guidance on complex procedural votes.

The official said the maneuver allowed opponents to block a vote despite what the U.S. believed was growing support. These claims could not be independently verified.

The European Union rejected the U.S. criticism, saying the proposal was flawed and rushed.

“The draft resolution presented by the U.S. was factually incorrect,” said David Jordens, spokesperson for Belgium’s foreign ministry, adding that it “misquotes and contradicts” language agreed to in the 1995 Beijing Declaration.

“While the EU respects member states’ prerogative to put forward new initiatives for consideration, CSW members should not be forced to rush a decision on an issue of this importance by the unilateral initiative of one member state, without any prior consultations or negotiations,” Jordens said.

He added that “there is no universally agreed definition of the term ‘gender’. As reflected in the outcome of the Fourth World Conference on Women, the term was understood in accordance with its ordinary and generally accepted usage, without establishing a fixed or exhaustive definition. The United Nations should continue to approach gender equality in an inclusive and forward-looking manner, respectful of diversity. Any effort to revisit or reinterpret internationally agreed language must take place through broad, transparent consultations with the full membership.”

Taco Bell, Dunkin’ franchisee to pay $1.5 million in NYC scheduling case

March 23 (Reuters) – A Taco Bell and Dunkin franchisee has agreed to pay more than $1.5 million to settle claims by New York City that its managers ​at two dozen restaurants violated a local law requiring fast food businesses to give ‌workers advance notice of their schedules and other protections, the city’s Department of Consumer and Worker Protection said on Monday.

Mayor Zohran Mamdani, who took office in January, campaigned in part on strengthening enforcement of worker protection laws, and is ​scheduled to make an announcement about the settlement in the coming days.

Salz Management LLC, according ​to the city’s worker protection department, routinely failed to give workers sufficient notice ⁠of their schedules, pay extra wages for “clopening” shifts that require workers to close a store one ​night and open it the next morning, and offer available shifts to existing workers before hiring new ​ones, among other claims.

The city also announced on Monday it is filing suit against another Dunkin franchisee, QSR Management LLC and its managing corporate officer Ronny Nader, on allegations that the business violated New York City scheduling laws for ​roughly 1,000 workers at 21 Dunkin stores in Staten Island. The same franchisee was required by ​the city in 2022 to pay relief to more than 100 workers.

Neither franchisee responded to a request for comment ‌by ⁠publication time.

In December, New York City announced that Starbucks would pay $38.9 million to settle claims it violated the city’s scheduling law. The office of then-mayor Eric Adams said it was the largest settlement involving worker protection in the city’s history.

On the day the Starbucks settlement was announced, Mamdani praised the agreement ​at a press conference ​he held alongside Senator ⁠Bernie Sanders at a picket of striking Starbucks workers.

Yum Brands and Inspire Brands, parent companies for Taco Bell and Dunkin respectively, did not respond to ​a request for comment.

New York City was one of the first in ​the U.S. ⁠to limit “on-call scheduling,” a practice in which retail, fast food and other service businesses call workers in or cancel shifts with little notice. Oregon has adopted a similar law, along with Los Angeles, Chicago, San ⁠Francisco and ​several other U.S. cities.

In 2025, the city opened 57 investigations ​against fast food employers for possible violations of the scheduling law, according to public metrics.

Business groups have criticized the laws, saying ​they are unworkable and can lead businesses to cut jobs.

Dozens feared dead in military plane crash in southwestern Colombia

Dozens of people are feared dead after a Colombian military cargo plane crashed Monday in the southwestern part of the country, Colombian officials said. The crash happened shortly after the plane took off, according to Colombia’s defense minister.

Soldiers were on board the plane when it crashed. It was carrying 114 passengers and 11 crew members, according to the latest numbers released by the Colombian Air Force, which reported that at least 48 people had been rescued from the crash site and suffered injuries.

Defense Minister Pedro Sánchez said on X that the “tragic accident” occurred in Puerto Leguizamo, a remote municipality in the Amazonian province of Putumayo, which borders Peru and Ecuador.

Sánchez did not specify the number of troops who were aboard the Hercules C-130, a plane that can be configured to carry up to 120 people. He said rescue teams had been sent to the site of the crash and that the cause of the crash still hasn’t been determined.

“I hope there will be no deadly casualties in this accident that should have not occurred,” Colombian President Gustavo Petro wrote on X.

Petro seized on the accident to promote what he called his long-time campaign to modernize planes and other equipment used by his country’s military, saying those efforts have been blocked by “bureaucratic difficulties” and suggesting that some officials should be held accountable.

“If civilian or military administrative officials are not up to the challenge, they must be removed,” Petro said.

Sánchez wrote that the accident was “profoundly painful for the country,” adding that: “We hope that our prayers can help to relieve some of the pain.”

EXCLUSIVE: A key lawmaker charged with oversight of the Transportation Security Administration (TSA) believes President Donald Trump’s new plan addressing the partial Department of Homeland Security shutdown will reduce hours-long airport delays nationwide.

“I think it will help and it’ll speed up the process greatly,” Rep. Carlos Gimenez, R-Fla., chair of the House Homeland Security Committee’s subcommittee on transportation, told Fox News Digital.

“Right now, we’re losing TSA agents not only due to sickness, but some of them are actually getting up, you know, basically saying, ‘That’s it, I’ve had enough. Every six months I’ve got to put up with this stuff.’ And they say, ‘This is not for me.’ We need to stop this.”

Trump announced Sunday that Immigration and Customs Enforcement (ICE) agents would be deployed to airports across the country to help ease travel chaos brought on by the ongoing Department of Homeland Security (DHS) shutdown, which is now in its 37th day.

“On Monday, ICE will be going to airports to help our wonderful TSA Agents who have stayed on the job despite the fact that the Radical Left Democrats, who are only focused on protecting hard line criminals who have entered our Country illegally, are endangering the USA by holding back the money that was long ago agreed to with signed and sealed contracts, and all,” Trump wrote on Truth Social.

He followed it with another post Monday calling on ICE agents working at airports to do so without wearing face coverings. Masks have been a point of fierce contention in DHS funding talks, with Democrats demanding that they conduct immigration enforcement operations without them while Republicans insist they are critical to agents’ safety.

“I started out in the private sector. And in the private sector, the customer is always right. …The U.S. citizen is our customer, and so we can’t allow them to go through these long waits because we have less and less TSA agents,” Gimenez said.

FLIGHT PASSENGERS ARE WARNED THINGS COULD GET WORSE AMID DHS SHUTDOWN, DELAYS AND CALLOUTS

“In light of the fact that the Democrats will not do the right thing and fund DHS, then I think you have to do what you have to do. And if their plan is to use ICE agents in order to supplant and speed up the lines at the airports, I’m fine with that.”

Tens of thousands of TSA agents have been forced to work without pay for weeks as the shutdown draws on with no end in sight. It’s led to hours-long delays at airports in Houston, New Jersey, New York, and Louisiana, among other major hubs.

While they’re guaranteed to get back pay when the shutdown is over, the current lack of regular paychecks has forced scores of agents to call out sick and find other means of making ends meet.

Democrats have balked at Trump’s plan given ICE’s controversial tactics on immigration in the past. Sen. Richard Blumenthal, D-Conn., for example, called it “unacceptable morally, legally, politically” in a statement on X.

But Gimenez pointed out that DHS, and therefore ICE, will be under new leadership soon, with Sen. Markwayne Mullin, R-Okla., poised to replace Kristi Noem as Cabinet secretary.

He also said he was “heartened” about ICE’s direction after a recent conversation with border czar Tom Homan.

“I think you’re going to see a different emphasis by ICE when they are helping TSA agents,” Gimenez said. “If [Democrats] are worried about ICE agents now at TSA facilities, why don’t you just fund DHS and then you don’t have to worry about having ICE agents at TSA facilities?”

The government was plunged into a partial shutdown earlier this year after Democrats walked away en masse from a bipartisan deal to fund DHS in protest of Trump’s immigration crackdown in Minneapolis and other parts of the country. They’ve insisted on stricter guardrails on federal agents conducting immigration enforcement, several of which the GOP has dismissed as non-starters.

The president himself later threw a wrench into negotiations for a new deal, urging Republicans to reject any plan until Democrats pass an unrelated election integrity bill called the SAVE America Act.

Republicans have also rejected Democrats’ demand to fund all of DHS excluding agencies responsible for immigration enforcement.

Unlike last year’s full government shutdown, the longest in U.S. history, the current shutdown solely affects DHS — a wide-ranging department that includes a variety of agencies including ICE, Customs and Border Protection (CBP), the TSA, and the Federal Emergency Management Agency (FEMA).

The cost of owning a pet has skyrocketed. Here are some tips to trim rising expenses

The cost of caring for your pet is skyrocketing. One in five pet owners carries at least $2,000 in pet-related debt, according to a study from MetLife Pet Insurance.

For Jeanne Warsaw, who has two cats named Idris and Elba, a regular vet visit that used to cost $50 is now double that.

“If you do get one that does — at an early age develop issues like Elba has — which she has seizures, so she’s epileptic, and she has some skin conditions, I would say that the first month that we adopted her we did spend close to $1,000,” she said.

Warsaw said that, in addition to health care for her cats, food costs have increased.

“Food has gone up because today there’s so many varieties of more healthy options,” she said. “There’s a lot of specific diet options too if your cat has kidney disease, thyroid, diabetes.”

According to the company Rover, pet ownership costs over the past year have increased by up to 10% — with an estimated $32,000 for the lifetime care of a cat and $35,000 for a dog.

Paula Fasseas, the co-founder of Paws Chicago — a nonprofit animal welfare group that operates one of the largest no-kill animal shelters and veterinary clinics in the United States — worries the increased cost of having a pet is forcing more pet owners to surrender animals they can’t afford.

“Ownership relinquishment at animal care and control has been going up 20% every year,” she said.

So far this year, Paws Chicago has seen a 28% increase in pet relinquishments.

Fasseas attributes medical costs to the rising price of being a pet owner.

“The whole business model has changed and now it’s big corporations buying these vet clinics out and it’s just different pricing,” she said.

Tips for cutting down on costs

But there are ways to cut down on pet-related expenses.

Fasseas suggests that pet owners who are struggling financially look online for resources.

“As far as vaccinations, make sure you’re just doing the mandatory ones — you don’t always have to do everything,” she said. “So, we always have supplies available for people that need help.”

She also said that for spaying or neutering, many community clinics, including Paws Chicago, will do it for free or at a low cost.

“When you adopt from a shelter, you’re getting all the medical, the vaccinations, it’s spayed and neutered,” Fasseas said. “Right there you’ve saved thousands of dollars.”

Preventative care, including dental cleanings, annual checkups and vaccines, can help avoid more costly procedures down the road. Another option to consider is pet insurance. However, it can be expensive and often comes with loopholes. Pre-existing conditions are generally not covered.

An Oregon man is back in police custody after threatening to “kill the president” in a slew of text messages to his probation officer.

Diedrich Holgate, 47, was convicted and sentenced last July after making threats on social media and placing several direct calls to the U.S. Secret Service Washington Field Office, threatening to kill then-presidential candidate Donald Trump and then-President Joe Biden.

In a June 2024 call to the Secret Service, Holgate said, “I have the right to kill the president.”

“I will kill everyone,” Holgate said, according to the federal indictment. “The president is going to die. I don’t care if it is Trump or Biden. I will hang everyone for treason.”

Two months later, Holgate called the field office again, threatening to “hang his a** for treason” and saying that no one was safe from him, including the First Lady and Supreme Court justices.

Holgate was released from custody on January 21 and was ordered to live in a halfway house.

Just weeks after being released from prison, Holgate’s probation officer filed a petition to revoke his probation for several violations, including continued death threats toward the president.

“Holgate has made multiple threatening statements via text message to his probation officer,” the petition alleged. “Probable cause has been established that a violation of supervised release has been committed.”

Holgate sent his probation officer several text messages that included “Trump’s gonna fkn pardon me or I’ll kill him!!!!”

“You’re with me or You’re a traitor & infidel that’s taken the Mark of the beast. & Hell? That won’t last forever. Second death. You’ll be erased,” Holgate wrote in another message to his probation officer.

A magistrate judge ruled in a preliminary hearing that there was probable cause to believe Holgate violated the conditions of his release. In addition to making threats, Holgate failed to report to a meeting with his probation officer and left the halfway house. He also violated house rules by smoking a vape.

Holgate will remain in custody until his next hearing is scheduled on March 26.

He was previously convicted in 2018 for sending threatening voicemails to two Texas judges in Travis County.
