    DHS funding talks in limbo after Trump calls on GOP to link bill to SAVE America Act

    Washington — Senate talks aimed at ending the 38-day shutdown of the Department of Homeland Security hit a new roadblock on Monday after President Trump called on Republicans to hold out for passage of an elections bill that Democrats strongly oppose.

    “I’m suggesting strongly to the Republican Party, don’t make any deal on anything,” Mr. Trump said. “The most important thing we can have is called the SAVE America Act.”

    The SAVE America Act, which would require proof of citizenship to register to vote and photo ID to cast a ballot, has already been a headache for Senate Republicans. The chamber has been debating the measure for nearly a week in an attempt to placate conservatives who have demanded that the Senate maneuver around a 60-vote threshold to pass the bill. But Senate Majority Leader John Thune has been clear that the votes aren’t there.

    Speaking at an event in Memphis, Tennessee, on Monday, Mr. Trump said the SAVE America Act’s voter ID and proof of citizenship provisions should be “welded in” to DHS funding.

    “I’m requesting that the Republican senators do that immediately,” Mr. Trump said. “You don’t have to take a fast vote, don’t worry about Easter, going home. In fact, make this one for Jesus.”

    The Senate is scheduled to leave for a two-week recess at the end of the week. But Thune has suggested the chamber could stay in town until the shutdown is resolved.

    Tepid optimism began to emerge among senators late last week that a deal could be possible, with acknowledgement that the two sides still had significant ground to cover. A bipartisan group of senators met Thursday and Friday with border czar Tom Homan. The meetings marked a key step forward as the two sides expressed more willingness to engage. But the weekend showed little progress.

    As the chamber reconvened Monday, Thune told CBS News that the president’s request to link the DHS funding to the election legislation was a “wrinkle” in the talks. He outlined to reporters that despite widespread GOP support for the SAVE America Act, the idea that the Senate would have to guarantee the bill’s passage to reopen the government isn’t “realistic.” He said discussions continue over DHS funding.

    The ramp-up in talks came as the DHS shutdown began wreaking havoc at some airports. As TSA workers continue to go without pay, staffing issues have worsened, creating long security lines and prompting the administration to send ICE agents to more than a dozen locations to help ease the burden. While Democrats have opposed funding immigration enforcement, they have repeatedly offered to approve funding for TSA and the other agencies that DHS oversees.

    Some Republicans have appeared to come around to the idea of funding non-ICE components of DHS in recent days, including Sen. John Kennedy of Louisiana. Kennedy told CBS News on Sunday that “we ought to accept the Democrats’ offer to open everything up but ICE,” before turning to the budget reconciliation process to fund the immigration enforcement agency without help from Democrats. He said “a lot of people are talking about it, but the only person that counts is our majority leader.”

    Thune expressed openness to the idea Sunday as well, telling reporters that “there are lots of ideas swirling right now.” He added on Monday that it would be an option and “we aren’t taking any options off the table.”

    The majority leader and the president spoke about the possible offramp on Sunday. But Mr. Trump said in a post on Truth Social on Sunday evening that Republicans shouldn’t make a deal with Democrats unless they work with the GOP to pass the elections legislation.

    Democrats have warned that the White House must get serious on negotiations. They refused to sit down with Senate Republicans for weeks, saying the White House could dash any agreement that may be reached.

    Senate Minority Leader Chuck Schumer criticized the president for “trying to sabotage negotiations” on Monday. He said “Democrats are going to keep working in good faith.”

    “Both sides talked all weekend long. We had some constructive conversations, but there’s considerably more work to be done, and Democrats are ready to keep negotiating,” Schumer said.

    The New York Democrat said his caucus’ position “has not changed,” and that they want to pay TSA workers and meet with the White House to continue talks. He said they were going to meet Monday morning with Homan, but “apparently the White House pulled that meeting because of Donald Trump’s temper tantrum.”

    “We hope that Donald Trump will stop derailing these talks and let negotiations continue,” Schumer said.

    President Donald Trump’s recent reversal on his big red line for Iran is prompting some questions on what, exactly, is motivating his wartime decision-making.

    On Saturday evening, Trump said Iran had 48 hours to either open up the Strait of Hormuz and unshackle the global economy or he would strike Iran’s biggest power plant. By Monday morning, he said he would give it five more days, citing improved negotiations with Tehran.

    But Iran has denied any dialogue with Washington. And while there’s certainly reason to not take officials at their word, the diverging stories — and Trump’s own credibility problems — open the possibility that something else motivated him to back down. That includes possible fears that such a move could escalate the war and global economic pain.

    Trump’s critics are calling it Trump’s latest TACO — an acronym for “Trump Always Chickens Out.”

    That’s difficult to prove, but the decision follows another undeniable Trump pattern: His announcements often seem conveniently tied to the open and close of financial markets.

    Trump said he was giving Iran more time shortly before the markets were due to open Monday morning, on what was bound to be a pretty brutal day in light of Trump’s threats of escalation. Instead, it turned out to be a strong one.

    And he’s repeatedly made these kinds of announcements at times that seem geared towards the markets — regardless of how substantive and lasting the declarations themselves turned out to be.

    A major one was his “Liberation Day” global tariffs on April 2. The press conference was scheduled for 4 p.m. Eastern time, but after talking for a while, Trump announced the actual details shortly after markets closed at 4:30 p.m.

    He also said the tariffs wouldn’t start until shortly after midnight on Saturday, April 5 — when markets would also be closed.

    A week later, after a historically rough week for the stock market, Trump posted minutes after the markets opened at 9:30 a.m. Eastern Time, “BE COOL! Everything is going to work out well,” and “THIS IS A GREAT TIME TO BUY!!” The next day, after markets had slumped to their lowest level of the year, he announced a 90-day pause on nearly all tariffs over 10% — which then sent stocks to their best single day since 2008.

    On October 10, a Friday, Trump announced 130% tariffs on China 20 minutes after the markets closed for the weekend (those tariffs would also go into effect on Saturday, November 1 — when markets would be closed).

    On January 21, it was 20 minutes before markets opened that Trump announced during an overseas trip that he would not attempt to take Greenland using “excessive strength and force.” Stocks just had their worst day since October the day before, and the dollar had its worst day since August.

    Trump, of course, did not invent this type of approach. Companies will often make announcements that could impact their stock either before or after market hours so investors can digest the news before making decisions. And both companies and governments also often try to bury bad news on Friday evenings in what are known as “news dumps.”

    That term feels too trivial to describe the start of a war. But Trump did wait until after the markets closed on a Friday to announce his initial strikes in Iran — posting a video message confirming the attacks on Saturday, February 28 around 2:30 a.m. (Trump’s previous attacks on Iran back in June and his operation to oust Venezuelan President Nicolás Maduro in January also fell on weekends.)

    And two weeks ago, on the afternoon of March 9, Trump told a reporter that the 10-day-old war was “very complete, pretty much.” Once the comments were reported, they immediately sent the struggling markets higher.

    But after the markets closed, Trump had a very different message at a Republican gathering. He signaled there was still much to accomplish, saying, “We’ve already won in many ways, but we haven’t won enough.” (Though it’s worth noting that Trump’s messaging surrounding the war has been consistently inconsistent.)

    Fast forward two weeks, and Trump’s announcement of a five-day delay in his red line on reopening the strait, before the markets opened Monday, probably prevented another especially brutal day.

    It also seems telling that there was still about 12 hours left for Trump to sus out just how serious Iran was about its purported interest in a deal. That might have been wise, given how much Trump has warned Iran can’t be trusted. Why not just wait a bit longer to make sure?

    But now, Trump has conveniently delayed his own red line — as it happens, until after the markets are closed for the weekend.

    Congress launches investigation into California hospice fraud, citing millions in taxpayer losses

    House Republicans announced Monday that Congress will mount an investigation into “rampant hospice fraud,” alleging that potentially tens of millions in taxpayer funds may have been lost in improper payments to Southern California companies.

    The Republican-led House Oversight Committee, which has the authority to investigate, has sent a letter to California’s Democratic governor, Gavin Newsom, asking for documents related to the state’s “oversight and internal controls to detect and prevent fraud for its federally funded hospice programs.”

    “Recent reporting has revealed alarming evidence of fraudulent activity in California’s hospice programs, including agencies overbilling Medicare and fraudulently enrolling beneficiaries without their knowledge,” committee members wrote, citing a recent CBS News investigation.

    The CBS News report examined business and financial records of every hospice currently operating in Los Angeles County, looking for the warning signs that a 2022 state audit identified as potential indicators of fraud.

    The CBS News analysis revealed that over 700 of the roughly 1,800 hospices in LA County triggered multiple red flags for fraud as defined by the state.

    “The Committee is concerned your administration does not have sufficient internal controls to prevent and detect fraud and is not conducting proper oversight of these hospice programs,” the letter to Newsom states. “As a result, Americans across the country are paying for California’s rampant hospice fraud and vulnerable patients are being exploited.”

    A spokesperson for Newsom wrote in a statement: “California took decisive action on hospice fraud years ago. In 2021, Governor Gavin Newsom signed legislation placing a moratorium on new hospice licenses — a policy that remains in effect today, preventing bad actors from entering the system while strengthening oversight of existing providers.”

    Democrats said a move by the Republican-controlled Congress to investigate may represent an attempt to divert attention from other pressing challenges.

    “Many voters are bombarded constantly with these political football games from Republicans,” said Debbie Mucarsel-Powell, a former Democratic member of Congress from Florida who now serves as executive director of George Washington University’s Graduate School of Political Management.

    “The reality is that for most Americans, the cost of living continues to go up, and they’re not seeing any sort of relief from either party at this moment.” she said.

    Republican elected officials and an army of social media influencers have seized on the issue of fraud as politically potent — accusing Democratic state executives of failing to prevent costly schemes, most notably in Minnesota — where the Feeding Our Future pandemic relief scam cost taxpayers hundreds of millions. Minnesota’s Democratic governor, Tim Walz, announced in January that he would no longer seek reelection amid fallout from that scandal.

    The partisan nature of the California probe was evidenced on the signature line of the House committee’s letter — it is signed only by Republican members.

    Hospice fraud remains a nationwide problem. Medicare is a taxpayer-funded health care program for the elderly and disabled that includes coverage of hospice care for terminally ill patients. Americans pay into Medicare through taxes on their paychecks and premiums. When there’s Medicare fraud, it’s tax dollars that are being stolen.

    The U.S. Department of Health and Human Services’ Office of the Inspector General reported in 2023 that suspected hospice fraud totaled an estimated $198.1 million. It has been an acute issue in Southern California.

    Nationwide, the average amount a hospice bills Medicare per patient is $13,200. CBS News found the typical hospice in LA County billed Medicare roughly $29,000 per patient — more than double the national average. The highest rate billed by a single hospice in the county was $74,000 per patient.

    Of the LA County hospices with available Medicare data, CBS News found nearly all of them submitted bills above the national average.

    The congressional letter seeks documents and communications between the governor’s office and several state agencies, including the Department of Health Care Services, the Department of Public Health, the Department of Social Services and the California Department of Justice’s Division of Medi-Cal Fraud and Elder Abuse. The letter requests information from Jan. 1, 2019 to today, with a deadline of April 6.

    Though Medicare is federally administered, the state licenses hospices to be able to operate. A moratorium on issuing new hospice licenses in the state was recently extended through January 2027, because the state missed its deadline to enact new emergency regulations for hospices. Public health officials told CBS News they are balancing public feedback to vet new applicants and hold hospices accountable.

    A spokesperson for Newsom pointed out the governor established a multi-agency hospice fraud task force. “This work is delivering results, as more than 280 hospice licenses have been revoked over the past two years and an additional 300 providers are under investigation. The state continues to take coordinated action to suspend Medi-Cal payments, revoke licenses, and pursue prosecutions,” she said.

    CBS News asked Dr. Mehmet Oz, administrator of the Centers for Medicare and Medicaid Services, if the effort is intended to target Newsom because of his political ambitions.

    “Governor Newsom is not a target. Governor Newsom is the governor of the state of California, where there is an epidemic of fraud that should be addressed and that he has known about for several years,” Oz responded.

    The Republican-led committee is charged with launching investigations into matters of high public interest. It most recently announced a probe into the allegations of fraud in Minnesota’s social service programs. The committee also led an investigation into the private business dealings of the Biden family.

    Oz recently also sent a letter to Florida’s Republican governor, Ron DeSantis, asking for documentation related to efforts to stamp out Medicaid fraud that Oz characterized as “out of control.”

    “Florida has been a hotspot for health care fraud for years. Taxpayers and vulnerable patients deserve better—and it’s time for state leadership to step up and work with us to stop it,” he added.

    Justice Samuel Alito emphasized the literal meaning of the word “day” as the Supreme Court heard arguments Monday about whether states can legally accept late-arriving ballots that are postmarked by Election Day.

    “We have lots of phrases that involve two words, the last of which, the second of which is ‘day,’ Labor Day, Memorial Day, George Washington’s birthday, Independence Day, birthday and Election Day, and they’re all particular days,” Alito, an appointee of former President George W. Bush, said.

    Alito added, “If we start with that, if I have nothing more to look at than the phrase ‘Election Day,’ I think this is the day in which everything is going to take place, or almost everything.”

    The justice’s remarks came after the Republican National Committee sued over a Mississippi law that allows mail ballots postmarked by Election Day to be counted if they are received five days after that day. The U.S. Court of Appeals for the 5th Circuit sided with the RNC in the case in 2024, leading Mississippi to ask the Supreme Court to weigh in.

    Alito was among multiple conservative justices on Monday who appeared skeptical of Mississippi’s law and intent on striking it down. A decision is expected by the summer and would likely affect more than a dozen states that accept postmarked ballots after Election Day.

    While some of the justices seemed persuaded that Election Day should be viewed as a single and final day in an election cycle, Chief Justice John Roberts, a George W. Bush appointee, and Justice Elena Kagan, an Obama appointee, raised concerns that if the interpretation of Election Day was strictly upheld by the court, then early voting might also be affected.

    “If ‘day’ includes a period after a particular day of the election, does it include a particular day before the day of the election?” Roberts asked Mississippi Solicitor General Scott Stewart. “Or does your logic require a different consideration?”

    Former U.S. Solicitor General Paul Clement, a prominent conservative lawyer, argued in support of the RNC, saying the original meaning of an election involved the “combined action” of offering up a vote and an election official receiving the vote.

    “All agree that elections for federal office have to end on the day of the election specified by Congress, and all agree that you can’t have an election unless you receive ballots, and there must be some deadline for ballot receipt,” Clement said. “Nonetheless, Mississippi insists that ballots can trickle in days or even weeks after Election Day. That position is wrong as a matter of text, precedent, history and common sense.”

    The case comes as President Donald Trump has made election security a top focus. The RNC and several election integrity groups that weighed in on the case argued that the Supreme Court should ban late-arriving ballots, except for military ballots, because they sow distrust in elections.

    “Today’s oral arguments in Watson v. RNC clearly show where the Supreme Court should come down: state laws that count ballots received after Election Day violate federal law, expose elections to delays, invite fraud, and fuel public doubt in the democratic process,” Jason Snead, executive director of the Honest Elections Project, said in a statement provided to Fox News Digital.

    At least 14 states and Washington, D.C., currently count ballots received after Election Day if postmarked on time.

    A ruling upholding the 5th Circuit could invalidate those policies and require ballots to be in election officials’ hands by the close of polls, a decision that is expected to affect the 2026 midterms. Critics say election officials could still be counting mail ballots in some states even if the ballots are all received by Election Day because of states’ individual tabulating processes.

    Military and overseas ballots, which are governed by the Uniformed and Overseas Citizens Absentee Voting Act, would likely remain unaffected.

    Since the 2024 midterm elections, four Republican-controlled states, Kansas, Ohio, Utah and North Dakota, have moved to require receipt by Election Day.

    As President Donald Trump was departing Washington last week for Florida, ending the war with Iran appeared the last thing on his mind.

    “You don’t do a ceasefire when you’re literally obliterating the other side,” he said Friday from the White House South Lawn before getting in his helicopter and flying away.

    Three days, one ultimatum and — in his telling — a few conversations with a mystery official in Tehran later, Trump had adopted a different view.

    “They want to settle, and we’re going to get it done,” he declared before a crowd in Memphis, Tennessee, on Monday, before touring Elvis’ Graceland.

    The sudden turnabout and, according to Trump, rapidly advancing peace talks made for an abrupt shift in the administration’s approach to the war after the president threatened Saturday evening to hit Iran’s power plants if the Strait of Hormuz wasn’t opened in 48 hours.

    And now there is an even a proposal for Pakistan to host a meeting between the US and Iran later this week, which Vice President JD Vance could attend, two sources said. CNN has reached out to Vance’s office.

    The change in US posture came after warnings from Gulf allies that the striking civilian power sites in Iran could lead to disastrous escalation, according to people familiar with the conversations. And the announcement of talks, made two hours before the open of US trading on Monday, resulted in a rally on Wall Street and a sharp slide in the price of Brent crude — both areas that had been causing heartburn for Trump and his advisers.

    Who, exactly, is doing the talking — or even whether they were talking at all — instantly became a matter of dispute. Trump, who refused to name the Iranian interlocutor his envoys were engaging, provided few details beyond describing the official as “respected.” And even as the president was speaking, additional Marine units were heading toward the Middle East, fueling skepticism about how real the talks are.

    For its part, Tehran denied any talks and claimed Trump had backed down from his threat because he was afraid of Iranian retaliation.

    “No negotiations have been held with the US,” Iran’s parliament speaker, Mohammad Bagher Ghalibaf, who was rumored to be the official Trump was referring to, wrote on X. He said the US’ postponement of power plant strikes was meant to “escape the quagmire in which the US and Israel are trapped.”

    Still, the denials were carefully worded and did not refute that messages had been passed back and forth testing the waters for a potential resumption of talks.

    Multiple intermediaries between US and Iran

    Multiple countries are now actively working to mediate a deal between the US and Iran as the impacts of the war reverberate across the world, five sources familiar with the matter told CNN. The sources were not aware of any direct negotiations between the US and Iran since the outbreak of the war, despite Trump’s claims.

    The White House refused to elaborate on the discussions, which Trump said were led by his envoys Steve Witkoff and Jared Kushner.

    “These are sensitive diplomatic discussions and the U.S. will not negotiate through the press. This is a fluid situation, and speculation about meetings should not be deemed as final until they are formally announced by the White House,” press secretary Karoline Leavitt said in a statement.

    Pakistan, Turkey, Egypt and Oman are involved in negotiation efforts, the sources familiar said. The diplomatic efforts are aimed at both reaching a ceasefire and securing safe passage for ships through the Strait of Hormuz, they said.

    Two regional sources said the US had shared a 15-point list of expectations for the Iranians via Pakistan, but it was unclear whether Iran had agreed to any of the terms. One source said several of the points would be “next to impossible” for Iran to accept, and the other source said it mirrored the points the US tabled with Iran in discussions last year. Trump on Monday also referenced a 15-point proposal when he claimed the US and Iran had reached “major points of agreement.”

    The Pakistanis are working on a proposal and mediation efforts, and the Omanis have also sent messages back and forth between the US and Iran regarding the Strait of Hormuz, sources said. The Egyptians are also engaged in what sources described as active diplomatic efforts, sources said.

    Pakistan has developed a strong relationship with the Trump administration over the last year, and has long maintained discussions with the Iranian regime. The country shares a long border with Iran and gets about 90% of its oil through the Strait of Hormuz, so the conflict has directly impacted the country, one source pointed out.

    On the Pakistani side, the Intelligence Chief Lt. Gen. Asim Malik is one of the officials now engaging with Witkoff and Kushner, one source said.

    “If both sides agree, Pakistan is always ready to host talks,” Foreign Office spokesperson Tahir Hussain Andrabi told CNN on Monday.

    And there has been a flurry of calls between Turkish Foreign Minister Hakan Fidan and counterparts, including Iranian Foreign Minister Abbas Araghchi and Egyptian Foreign Minister Badr Abdelatty, one source said. Fidan also spoke with Witkoff on Sunday.

    One of the regional sources theorized the administration is reaching out to Iran through multiple countries to ensure its messages are being received by all relevant figures in Tehran. There is an understanding, this source said, that a sustained end to the war will likely be a longer process.

    “Diplomacy is being conducted as we speak, there are multiple proposals in play. The nature of diplomacy is that it’s a free-flowing discussion,” said a source familiar with the discussions. “None of the proposals discussed have reached a stage of maturing or general acceptance.”

    Other governments said they were aware of ongoing talks. “We, the UK, were aware that that was happening,” British Prime Minister Keir Starmer, who spoke by telephone with Trump on Sunday evening, said a day later.

    Senior members of the Trump administration, including the president and Vance, also worked Monday to ensure Israel was aware of the developments, sources said. Both Trump and Vance spoke to Prime Minister Benjamin Netanyahu, whose war objectives have appeared to diverge from the United States’ in recent days.

    A sudden openness to talking

    On Monday, as he touted the supposed talks, Trump detailed several of the specifics among the 15-point proposal — many of which sounded similar to US demands before the war.

    “They’re not going to have a nuclear weapon. That’s number one. That’s number one, two and three,” he said of the list. “They will never have a nuclear weapon.”

    He also said the US would insist on taking possession of Iran’s highly enriched uranium, believed to be buried deep underneath the Isfahan nuclear site, which the US destroyed during a bombing run in June. “We want the nuclear dust. We’re going to want that, and I think we’re going to get that,” Trump said.

    Among the other points on the table: limits on Tehran’s defense capabilities, a cessation of support for proxies and an acknowledgment of Israel’s right to exist, the two regional sources said.

    Trump’s comments Monday were a departure for the president, who for weeks had shrugged off even the idea of restarting discussions with Tehran, suggesting the regime was neither serious about making the requisite concessions nor its leadership intact enough to act as a reliable negotiating partner.

    “All of their leaders are dead, as far as we know. But they’re all dead. We don’t know who we’re dealing with,” he said last week.

    On Friday evening, as he said he was uninterested in brokering a truce, Trump still said he would be open to talking. “We could have dialogue, but I don’t want to do a ceasefire,” he said on the South Lawn.

    An hour later, as he was jetting toward Palm Beach aboard Air Force One, Trump wrote on social media he was considering “winding down” the war as it entered its fourth week.

    But by the next evening, in between dancing for guests in his ballroom and conferring with national security advisers, it had become clearer than ever that his efforts to reopen the Strait of Hormuz — a key waterway for 20% of the world’s oil — had fallen short. He set a 48-hour clock before vowing to “obliterate” Iran’s power plants.

    By Trump’s own narrative, the talks with Iran commenced around the same time Saturday evening he issued his threat. Administration officials appearing on Sunday morning talk shows gave little indication that secret talks were underway that might convince the president to back off.

    “Sometimes you have to escalate to de-escalate,” Treasury Secretary Scott Bessent said on NBC.

    Yet the threat against Iran’s civilian infrastructure alarmed officials in the Gulf, who rushed to warn the US administration that doing so would amount to many steps up the escalation ladder, according to people familiar with the conversations.

    Iran appeared to confirm those fears, warning it would retaliate by targeting energy sites and other infrastructure among the US’ Middle Eastern allies, including desalination plants, which many countries in the region rely on for nearly all their fresh water.

    And some US partners conveyed a view that destroying power infrastructure in Iran could devastate the country, and preclude efforts to rebuild once the war ends.

    But amid new talk of talking, it’s unclear who would give final sign-off for Iran on a deal.

    The health status of new Supreme Leader Mojtaba Khamenei is unknown. His inexperience in high-level diplomacy also begs questions about his involvement. And Araghchi, the foreign minister, is engaged with the Omanis, but it’s not clear that he is also the point person on the Iranian side for messages other countries are sending between the two sides, sources said.

    “We have not heard from the son,” Trump said Monday.

    However, he appeared optimistic his efforts could result in a quick resolution to the war.

    “You have to understand, my whole life has been a negotiation,” the president told his audience in Memphis. “But with Iran, we’ve been negotiating for a long time. And this time, they mean business.”

    Iran has received a message from the United States through mediators as a potential precursor to talks between the two warring countries, a senior Iranian Foreign Ministry official told CBS News on Monday, after President Trump suggested a deal is possible.

    The Iranian official said “we received points from the U.S. through mediators and they are being reviewed.”

    Earlier Monday, Mr. Trump announced on social media that the U.S. and Iran had “very good and productive conversations regarding a complete and total resolution of our hostilities” in recent days. He later told reporters the two sides had about 15 points of agreement and Iranian officials had expressed that “they want peace,” predicting: “I think there’s a very good chance we’re going to end up in a deal.”

    The president also backed off an ultimatum issued over the weekend for Iran to either reopen the Strait of Hormuz — a key oil industry chokepoint — or face strikes on its power plants. He said the U.S. military would hold off on bombing Iran’s energy infrastructure for five days, “subject to the success of the ongoing meetings and discussions.”

    Iran’s Foreign Ministry initially denied that talks were taking place. But Mr. Trump’s comments buoyed hopes that the 23-day-long conflict could be nearing a resolution. The international oil price benchmark, Brent Crude, plunged 10% on the news Monday, and the S&P 500 rallied 1.15%.

    Iran and the U.S. do not have formal diplomatic relations and have historically communicated with each other indirectly, with other countries in the region serving as mediators. Pakistan has sought to position itself as a potential mediator, CBS News reported earlier Monday. Oman has also frequently served as a mediator between the two countries, most recently brokering several rounds of nuclear talks earlier this year.

    Mr. Trump told reporters on Monday that the U.S. was communicating with a “top person” in Iran, but not the new supreme leader, Ayatollah Mojtaba Khamenei. He declined to name the person “because I don’t want him to be killed.”

    The contours of any potential deal are not clear. The president told reporters Monday that Iran had “agreed they will not have a nuclear weapon,” which was one of the war aims that he laid out at the start of the conflict, along with degrading Iran’s conventional military.

    Iran has long denied any interest in building a nuclear weapon. But the two sides were unable to reach a deal over Iran’s nuclear program earlier this year, with Mr. Trump pushing for Iran to give up all uranium enrichment — a demand that Iran has long rejected.

    It’s also unclear whether Israel would be part of any possible U.S.-Iran deal. The U.S. and Israel began striking Iran jointly in late February, but the two allies have occasionally disagreed on how extensively to target the country, with Mr. Trump saying last week that he disapproved of Israeli strikes on a major Iranian natural gas field.
