    NASA announced ambitious long-range plans Tuesday to spend $20 billion over the next seven years to build a moon base near the lunar south pole featuring habitats, pressurized rovers and nuclear power systems. The announcement came just over a week before the planned launch of NASA’s Artemis II around-the-moon mission.

    NASA Administrator Jared Isaacman kicked off a series of meetings with contractors at NASA Headquarters in Washington saying he envisioned launching two moon landing missions per year to establish semi-permanent astronaut occupation on the lunar surface to explore, conduct research and develop the technology needed for eventual flights to Mars.

    “This revised, step-by-step approach to learn, to build muscle memory, to bring down risk and gain confidence is exactly how NASA achieved the near impossible in the 1960s,” he said, referring to the agency’s Apollo program. “But this time, the goal is not flags and footprints. This time, the goal is to stay.

    “Today, we are providing a demand for frequent crewed missions,” well beyond the previously announced moon landings in 2028, Isaacman said. “We intend to work with no fewer than two launch providers with the aim of crewed landings every six months, with additional opportunities for new entrants in the years ahead. America will never again give up the moon.”

    The revised Artemis program was unveiled just a few weeks after Isaacman ordered major changes to near-term missions, adding a flight in low-Earth orbit next year to test rendezvous and docking procedures using Orion crew ships and moon landers being built by SpaceX and Blue Origin.

    Based on the results of the Artemis II and III missions, NASA now plans to launch at least one and possibly two moon landing missions in 2028 — Artemis IV and V — using one or both privately developed moon landers before pressing ahead with a steady stream of flights to develop a base on the moon.

    In the process, NASA will forego development of a planned space station in lunar orbit, known as the Gateway, and repurpose modules and systems already under development to serve as components of the planned moon base.

    Under the old architecture, Gateway would have operated in a highly elliptical orbit where Orion crew ships from Earth would meet up with already docked lunar landers for descents to the surface. As it now stands, Orion astronauts will transfer directly to their landers without stopping at an orbital way station.

    Gateway was intended to accommodate the propulsion capabilities of the Orion crew ship and its service module engine, which does not have the power to get into and out of a low-lunar orbit like the one used by Apollo crews.

    What sort of orbits might be possible in the absence of Gateway was not addressed, but NASA is asking its contractors to help come up with workable alternatives.

    “It should not really surprise anyone that we are pausing Gateway in its current form and focusing on infrastructure that supports sustained operations on the lunar surface,” Isaacman said. “Despite some of the very real hardware and schedule challenges, we can repurpose equipment and international partner commitments to support surface and other program objectives.”

    He added that “shifting NASA workforce priority” to the lunar surface will enable the agency to use the moon as a “proving ground for future Mars initiatives” and that the policy change “does not preclude revisiting the orbital outpost in the future.”

    NASA plans to build a planned moon base in three stages, starting with more frequent astronaut and cargo flights to the moon the develop the infrastructure needed to support long-duration crews. NASA TV

    The Planetary Society, a space advocacy organization co-founded by the late astronomer Carl Sagan, estimates NASA will have spent about $107 billion on return-to-the-moon plans through 2026 in inflation-adjusted dollars. That’s thanks in large part to repeated program changes over the past 20 years by successive presidential administrations.

    Shifting priorities for the space program

    In the wake of the shuttle Columbia disaster in 2003, President George W. Bush ordered NASA to retire the shuttle, build new rockets and return astronauts to the moon by 2020 in what became known as the Constellation program. The Obama administration concluded that program was not sustainable and ordered NASA to focus instead on a flight to a nearby asteroid.

    In his first term, President Trump ordered NASA to shift its focus back to the moon for a proposed 2024 landing in what became known as the Artemis program. The Biden administration generally left Artemis alone, but the program had been slowed by the COVID pandemic, budget shortfalls and a variety of other factors.

    Isaacman has repeatedly talked of Mr. Trump’s continued support of the Artemis program, and the revised architecture the administrator outlined Tuesday clearly has the approval of the White House.

    Speaking of past delays and budget overruns, Isaacman said “the programs we left behind in this effort were not success stories. NASA takes ownership for the shortcomings, but contributing billions more and time that we do not have was not a pathway to success.”

    The moon base will be built in three phases. Phase 1 will transition from infrequent, once-a-year moon missions to “a templated approach that will generate significant learning through experimentation,” he said.

    “We will dramatically expand lunar landings … delivering rovers, instruments and technology payloads that test mobility, power systems … communications, navigation, surface operations and all the science payload that can be incorporated.”

    Phase 2 will see development of habitats and infrastructure “supporting regular astronaut operations on the surface.” Phase 3 will enable “the permanent infrastructure necessary to sustain a human presence,” Isaacman said.

    That includes nuclear and solar power systems, crewed and uncrewed rovers, including machines to prepare sites for construction, a cellphone-like communications network, a lunar GPS system and constellations of lunar observation and communications relay satellites.

    “The moon base will not appear overnight,” Isaacman said. “We will invest approximately $20 billion over the next seven years and build it through dozens of missions, working together with commercial and international partners towards a deliberate and achievable plan.”

    He also said NASA will accelerate work to enable commercial space stations in low-Earth orbit after the International Space Station is retired while maintaining a steady stream of planetary and other science missions like a flight to deliver multiple small helicopters to Mars.

    But the moon was the agency’s central focus Tuesday, and Isaacman made it clear that failure is not an option when it comes to beating China back to the lunar surface.

    “Should we fail, and should we look on as our rivals achieve their lunar goals ahead of our own, we are not going to celebrate our adherence to excess requirements, policy or bureaucratic process,” he said, adding later that “we are not going to sit idly by when schedules slip or budgets are exceeded.”

    “Expect uncomfortable action if that is what it takes, because the public has invested over $100 billion and has been very patient with respect to America’s return to the moon. Expectations are rightfully very high.”

    House conservatives erupt over Senate GOP, White House deal amid SAVE Act fight

    House conservatives are firing a warning shot at their Republican counterparts in the Senate as a deal begins to take shape on ending the six-week Department of Homeland Security (DHS) shutdown.

    Senate Republicans are eyeing a second “big, beautiful bill” via the budget reconciliation process aimed at funding portions of Immigration and Customs Enforcement (ICE) that would likely get little to no Democratic support.

    That bill would also include parts of the Safeguard American Voter Eligibility Act (SAVE America) Act, legislation to require proof of citizenship to register to vote and photo ID to cast ballots in federal elections.

    But a growing contingent of House Republicans who are refusing to vote for any Senate-led legislation are crying foul on that portion of the plan.

    “Senate Republicans refused to force a talking filibuster to pass the SAVE America Act because it would have allowed Democrats to offer unlimited amendments. Now, Senate R’s claim they will pass SAVE America Act via reconciliation (which may not even be possible under the Senate’s arcane rules), which would… checks notes …allow Democrats to offer unlimited amendments,” the conservative House Freedom Caucus said in a statement posted to X on Tuesday.

    “This is gaslighting. The American people are not stupid and will not accept more failure theater from Republicans in Congress.”

    Rep. Randy Fine, R-Fla., who led a letter to Senate Majority Leader John Thune, R-S.D., vowing to oppose Senate bills until the SAVE America Act was passed, signaled he would reserve final judgment until a legislative proposal was released. But he did signal some skepticism in comments to Fox News Digital on Tuesday.

    “It will not resolve my issue. I mean, look, they can say they’ll put it in reconciliation if they want. But I will continue to vote no on all Senate bills until the SAVE America Act is passed,” Fine said.

    He made an exception for funding DHS, however, particularly if the final Senate bill was a modified version of that which the House already passed in January.

    Republican senators huddled with President Donald Trump and others at the White House late on Monday, and emerged hopeful that an end to the shutdown could be in sight.

    MULLIN CONFIRMED AS DHS CHIEF AS LAWMAKERS NEAR SOLUTION ON SHUTDOWN STANDOFF

    The working framework would see ICE funding carved from the broader DHS spending bill, something Senate Democrats have tried to do in recent weeks but were blocked by Senate Republicans. That means most of the agency would be reopened, and ICE would be dealt with in the future through budget reconciliation, the process that nearly ripped the GOP apart last year when they passed the “big, beautiful bill.” And part of the deal would also see Republicans pair portions of the SAVE America Act tossed in with ICE funding, which some Senate Republicans are already skeptical of.

    Only parts of ICE would be left to reconciliation, however, with the majority of the agency, save for its enforcement and removal operations, being funded in the initial compromise deal, according to PBS.

    The remainder of DHS would be funded via a bipartisan deal that could be released as soon as Tuesday.

    But the budget reconciliation process is a long and politically arduous path that could take months — a particularly difficult feat in an election year.

    There’s also been skepticism in both the House and Senate that Republicans’ razor-thin majorities could unite enough to pass another massive bill, like the one signed into law by Trump in July that mainly dealt with his tax plans.

    Conservatives have also noted that there’s little chance many of the SAVE America Act’s provisions could survive the strict guardrails around what can be included in reconciliation.

    A source familiar with the House Freedom Caucus’s thinking also panned the prospective deal to Fox News Digital.

    “Radical progressive Democrats shut down Homeland Security to protect criminal aliens. Why on earth would we hand them exactly what they want by keeping the deportation wing unfunded?” the source said on Tuesday. “We hold the leverage. Don’t surrender it. No more kicking immigration enforcement down the road, so Democrats can take a victory lap.”

    It would put the group at odds with not only Republican leaders in the Senate, but potentially the White House as well.

    A White House official told Fox News Digital before the deal became official that, “Conversations are ongoing, but this deal seems to be acceptable.”

    And a source familiar with negotiations on DHS retorted to Fox News Digital that the Freedom Caucus’ argument comparing the talking filibuster with reconciliation was “not even close to being the same.”

    The key difference is that during reconciliation there is limited debate and only amendments that deal directly with what’s in the package can be offered, while in a talking filibuster there is unlimited debate and unlimited amendments.

    The Senate GOP wanted to avoid the latter scenario, given that they aren’t unified to block every Democratic amendment that could have drastically altered the SAVE America Act.

    Delta suspends special services for lawmakers amid government shutdown

    Delta Air Lines is suspending special services it usually offers to members of Congress as passengers at some airports wait for hours in security screening lines during the partial U.S. government shutdown.

    Absences have soared among TSA officers working without pay amid the funding impasse, leading to staffing shortages and chaos at U.S. airports. Delta said Tuesday that it will temporarily halt “specialty services” for lawmakers, citing the strain on its own resources.

    Ordinarily, such services can include airport escorts for government personnel and so-called Red Coat assistance. With such services suspended, lawmakers traveling on Delta will face the same inconveniences as other passengers.

    “Due to the impact on resources from the longstanding government shutdown, Delta will temporarily suspend specialty services to members of Congress flying Delta,” the airline said in a statement to CBS News. “Next to safety, Delta’s No. 1 priority is taking care of our people and customers, which has become increasingly difficult in the current environment.”

    Some members of Congress may still receive preferred treatment on Delta, depending on their status as SkyMiles members, but not because of their position in government.

    Travelers waiting in long security screening lines at George Bush International Continental Airport in Houston told CBS News’ Nicole Sganga that they want Congress to pass a measure to fund and fully reopen the government.

    Some passengers also complained that they had limited access to water and other essentials, like air conditioning, while waiting in line to be screened, expressing concern about how other emergencies might be handled.

    The Senate is closing in on a deal to fund the bulk of the Department of Homeland Security and end the six-week shutdown. A group of Senate Republicans met with President Trump at the White House on Monday evening and returned to the Capitol optimistic about a possible deal.

    Asked by reporters if Republicans had a solution, Sen. Katie Britt of Alabama said, “We do.” Senate Republicans said they sent Democrats a formal offer on Tuesday as they aim to resolve the impasse later this week.

    Oklahoma’s governor on Tuesday appointed energy executive Alan Armstrong to serve in the US Senate through the end of the year and finish the term of Republican Markwayne Mullin, the new homeland security secretary.

    The choice by Republican Gov. Kevin Stitt, who had pledged to pick a “conservative voice” to fill Mullin’s seat, elevates to the Senate the chairman and former CEO of Williams Companies, a major pipeline operator based in Tulsa.

    “He’s a strong business leader who understands the power of free markets and limited government,” Stitt said.

    Mullin, who was confirmed on Monday to take over the embattled Department of Homeland Security, would have been up for reelection in November.

    The last nine months of his term will now be filled by Armstrong, who under Oklahoma law must agree to not run for a full term this fall. Republican US Rep. Kevin Hern quickly announced his candidacy for the Senate seat and has already been endorsed by President Donald Trump.

    Armstrong, who has never served in elected office, has spent his career with Williams Companies, which employs about 5,800 people and specializes in the collection, storage and transportation of natural gas. He became president and CEO in 2011 and transitioned to executive chairman last year.

    Armstrong, 63, said making it easier to get permits for major infrastructure projects in the US will be one of his top priorities in the Senate.

    “The truth is, it’s gotten very, very hard to build large-scale infrastructure, and it is so critical to our country’s competitiveness in the long term,” he said.

    Armstrong said he met with Trump and believes his previous work with Secretary of Interior Doug Burgum and Secretary of Energy Chris Wright helped him earn the president’s support.

    “Those gentlemen know how hard I’ve been working to get permitting reform done, so he (Trump) was very welcoming and highly supportive,” Armstrong said. “It was a very interesting meeting.”

    Armstrong is a longtime supporter of Stitt, giving him $8,500 in total campaign contributions since 2018, the maximum amount allowed under Oklahoma law.

    Stitt, who will leave office in January and is head of the National Governors Association, made the pick weeks after Trump lashed out at him following a dispute over who was allowed at the group’s annual meeting.

    Former Tulsa Mayor Dewey Bartlett, Jr., described Armstrong as an “even-tempered individual” who is more likely to build consensus around a decision rather than being driven by political ideology.

    Bartlett, whose father served in the US Senate in the 1970s, said Armstrong’s knowledge of the energy industry and its market factors also make him an ideal selection, particularly as the Iran war rattles the global flow of oil.

    “I think that certainly is a great approach, finding consensus for making a decision,” said Bartlett, the president of an oil and gas company.

    In confirmation hearings last week, Mullin tried to present himself as a steady hand to the lead agency following the firing of Kristi Noem, who came under intensifying backlash over immigration enforcement and mass deportation operations carried out under her watch.

    An American man held by the Taliban for more than a year without charges has been released and is on his way home, Special Envoy for Hostage Affairs Adam Boehler told Fox News.

    Dennis Coyle, 64, an academic who spent nearly two decades working in Afghanistan, was taken from his home in Kabul in January 2025 by Taliban intelligence and held in near-solitary confinement, Boehler said, adding that Coyle committed no crime and was used as leverage.

    “The United States welcomes the release of American citizen Dennis Coyle, who was wrongfully detained in Afghanistan for more than a year,” Boehler said in a statement to Fox News.

    “President Trump made clear: the United States will not tolerate the unjust detention of its citizens — anywhere. His personal determination — executed by Secretary of State Marco Rubio and a fully aligned interagency team — has driven a shift to accountability, pressure and results.”

    Coyle’s family said he had been legally working in Afghanistan to support language communities as an academic researcher.

    Rubio welcomed Coyle’s release, saying it was a “positive step by the Taliban,” but added that the United States is still seeking the immediate return of Mahmood Habibi, Paul Overby and all other unjustly detained Americans.

    “The Taliban must end their practice of hostage diplomacy,” Rubio said. “President Trump is committed to ending unjust detentions overseas – Dennis joins over 100 Americans who have been freed in the past 15 months under his second term in office.”

    “We thank the United Arab Emirates for its support in securing Dennis’ release. We also appreciate Qatar’s continued support and advocacy for Americans unjustly detained in Afghanistan.

    To date, the Trump administration has brought home 176 individuals, including more than 100 Americans, from wrongful detention or captivity abroad, Boehler said.

    In Venezuela, all detained Americans were released following the capture of Nicolás Maduro, while in Iran, the Islamist regime has routinely taken Americans hostage over decades and continues to detain Americans today, Boehler said.

    “Behind these outcomes are professionals whose names will never be known—individuals who take real risks to bring Americans home. We will not accept hostage diplomacy. We will impose consequences. Americans remain detained abroad. We will not stop until every single American is home.”

    Republicans on the House Committee on Oversight and Government Reform have launched an investigation into what they categorize as “rampant taxpayer fraud in California’s hospice programs.”

    “Recent reporting has revealed alarming evidence of fraudulent activity in California’s hospice programs, including agencies overbilling Medicare and fraudulently enrolling beneficiaries without their knowledge,” a letter to Golden State Gov. Gavin Newsom states.

    “The Committee is concerned your administration does not have sufficient internal controls to prevent and detect fraud and is not conducting proper oversight of these hospice programs. As a result, Americans across the country are paying for California’s rampant hospice fraud and vulnerable patients are being exploited,” the letter declares.

    The lawmakers are demanding information from Newsom.

    “The Committee is requesting documents and communications regarding California’s oversight and internal controls to detect and prevent fraud for its federally funded hospice programs,” the document notes.

    The letter is signed only by Republicans.

    “California took decisive action on hospice fraud years ago. In 2021, Governor Gavin Newsom signed legislation placing a moratorium on new hospice licenses – a policy that remains in effect today, preventing bad actors from entering the system while strengthening oversight of existing providers,” a Newsom spokesperson said in a statement provided to Fox News Digital on Tuesday.

    A statement released by the governor’s office in January says in part, “The California Department of Public Health (CDPH) facilitates a multi-department and multi-agency Hospice Fraud Task Force that includes representation from the California Health & Human Services Agency (CalHHS), Department of Health Care Services (DHCS), California Department of Social Services (DSS), and California Department of Justice’s DMFEA.”

    In the statement provided to Fox News Digital on Tuesday, the Newsom spokesperson pointed to the task force, declaring, “Under Governor Newsom’s leadership, California also established a multi-agency Hospice Fraud Task Force, bringing together CDPH, CalHHS, DHCS, DSS, and the Department of Justice to share intelligence, investigate wrongdoing, make arrests, and coordinate enforcement. This work is delivering results, as more than 280 hospice licenses have been revoked over the past two years and an additional 300 providers are under investigation. The state continues to take coordinated action to suspend Medi-Cal payments, revoke licenses, and pursue prosecutions.”

    IL Dems decline to defend ‘no’ votes on Laken Riley Act after student’s killing tied to repeat offender

    Nearly a dozen Illinois Democrats are declining to defend their votes against the Laken Riley Act after the killing of a Loyola student allegedly by an illegal immigrant who, under the law, could have been detained following a prior arrest.

    Sheridan Gorman, 18, was shot and killed by Jose Medina-Medina, authorities allege, who had previously been picked up for shoplifting in Cook County. That charge would have qualified him to be held for federal detention and processing instead of being released back onto the streets, where he could reoffend, under the act named for a Georgia college student slain by another illegal immigrant repeat offender.

    DHS Assistant Secretary Lauren Bis told Fox News Digital that Gorman’s death could have been prevented if not for sanctuary state and city policies and if a law like the Laken Riley Act had been in effect sooner.

    “Sheridan Gorman — just like Laken Riley and countless other American victims — would still be with us today and with their families if it were not for sanctuary politicians’ refusal to cooperate with ICE,” Bis said.

    The Illinois delegation voted 11-5 against the Laken Riley Act, with Democratic Rep. Brad Schneider not voting due to a medical emergency but later saying he would have voted “no.”

    All three Republicans, along with Democratic Reps. Nikki Budzinski and Eric Sorenson, voted for the act, but 11 other Democrats opposed it, along with Schneider.

    “While I firmly believe that the government has a responsibility to keep our communities safe and do everything in its power to keep dangerous criminals off our streets, this bill, as written, opens the door to the targeting and detention of innocent people, something clearly prohibited by our Constitution,” Schneider said in a January 2025 statement, going on to say he would support something more along the lines of the Lankford-Sinema immigration bill opposed by President Donald Trump.

    Schneider said at the time the Laken Riley Act used the student’s death to “score cheap political points.” He did not respond to a request for comment Monday.

    Nine of the 11 Democrats who voted “no” did not respond or did not provide comment, except Reps. Jonathan Jackson of Chicago and Jan Schakowsky of Evanston.

    Jackson, the son of the late Rev. Jesse Jackson, told Fox News Digital that Gorman’s murder is a “senseless tragedy.”

    “My deepest condolences go out to her family, friends, and the entire community who are mourning this unspeakable loss. The person responsible for Sheridan’s murder must be held accountable to the fullest extent of the law.”

    “But let’s be clear: this is about more than a single piece of legislation,” Jackson said in reference to the Laken Riley Act.

    “I encourage my colleagues to prioritize bills that strengthen, not divide, our communities and policies which would build safer, thriving communities, and save lives, by investing in effective community-based violence interventions.”

    A Schakowsky spokesperson directed Fox News Digital to a public statement by the retiring Democrat:

    “There are no words for a loss like this. Sheridan Gorman was just 18 years old, with her whole life ahead of her. My heart is with her family, her friends, and every member of the Loyola community mourning this senseless tragedy,” Schakowsky said, while however offering no comment on the Laken Riley Act itself.

    DHS was adamant that Gorman’s death was preventable had the Laken Riley Act been made law.

    “These politicians would rather release criminal illegal aliens from jails into our communities to perpetuate more crimes and create more victims. Sheridan Gorman was failed by open border policies and sanctuary politicians who released this illegal alien twice before he went on to commit this heinous murder,” Bis told Fox News Digital.

    She called on Illinois Gov. JB Pritzker and Chicago leaders to stop releasing criminal illegal immigrants back on the streets and said President Donald Trump signed the Laken Riley Act to prevent cases just like Gorman’s.

    She said 21,400 illegal immigrants have been arrested or detained thanks to the Laken Riley Act in one year since its passage.

    Meanwhile, nine other Illinois Democrats remained officially mum on their no votes.

    A representative for Rep. Danny Davis of Chicago said the congressman was on another call when a reporter followed up earlier, but Fox News Digital never received a callback.

    Requests for comment were sent to Reps. Delia Ramirez, Robin Kelly, Mike Quigley and Jesus Garcia of Chicago; Bill Foster of Aurora; Lauren Underwood of Naperville; Sean Casten of Downers Grove; and Raja Krishnamoorthi of Schaumburg.

    Sens. Richard Durbin and Tammy Duckworth also voted “no” and did not respond to requests for comment.

    Rep. Mike Collins, R-Ga., who authored the House version of the Laken Riley Act, said in a statement that he did so to get criminals like Medina-Medina off the streets.

    “This young woman (Gorman) had her whole life ahead of her, and it was taken away by an illegal alien who had already been arrested in a sanctuary city,” Collins said. “If [the act] had been law in 2023, she would still be alive today.”
