    伊朗致函联合国:“非敌对船只”可通过霍尔木兹海峡

    伊朗在写给联合国安全理事会和国际海事组织(IMO)的一份照会中表明,“非敌对船只”在与伊朗当局协调后,可以通行霍尔木兹海峡。

  • 民主党再次在停摆问题上妥协了吗?

    国土安全部的停摆似乎很快就会结束。全国范围内机场日益严重的混乱和长达数小时的等待时间,似乎促使国会朝着可能的解决方案迈进。

    细节仍在敲定中,事情不到最后一刻就不算完成。包括参议院少数党领袖查克·舒默在内的民主党人表示,他们需要一些真正的让步。一些参议院共和党人正在抱怨。唐纳德·特朗普总统听起来并不兴奋,而且他曾在最后一刻破坏过协议。

    It’s looking like the shutdown of the Department of Homeland Security could soon be over. Increasing chaos and hours-long wait times at the nation’s airports appear to have pushed Congress toward a possible resolution.

    Details are still being ironed out, and it’s not done until it’s done. Democrats, including Senate Minority Leader Chuck Schumer, have said they need to get some bona fide concessions. Some Senate Republicans are grumbling. President Donald Trump doesn’t sound thrilled and has blown up deals at the last minute before.

    But the two sides seem to have made serious progress, and Trump hasn’t rejected anything, even if he’s a little sour.

    Still, it’s likely the resolution will disappoint many Democrats.

    After federal agents shot and killed Renee Good and Alex Pretti in Minneapolis in January — and large majorities of Americans became critical of Trump’s immigration crackdown and Immigration and Customs Enforcement (ICE) — Democrats moved to withhold DHS funding in the name of pushing accountability measures on federal immigration enforcement.

    The emerging deal doesn’t appear likely to give them many — and certainly not the major ones.

    So why would Democrats support this? And what’s in it for them?

    First, let’s dig into what we know about the deal.

    The basic idea is that the two sides agree to fund everything under the DHS umbrella except immigration enforcement. In exchange, Democrats could get some of the smaller things they were looking for to restrict that enforcement — we’re still waiting on those details — but not the big-ticket items. Those bigger asks were things like prohibiting federal agents from wearing masks, a uniform code of conduct for agents and requiring judicial warrants for searching homes.

    The passage of the deal would, in turn, kick that immigration enforcement funding to a bill Republicans would try to pass later through the “budget reconciliation” process. Reconciliation is a maneuver under which the legislation would require only a simply majority in the Senate and, thus, wouldn’t need the votes of Democrats.

    But by agreeing to the deal, Democrats would effectively be giving away much of their leverage to demand a larger overhaul of Trump’s immigration enforcement — which was, again, their reason for the shutdown in the first place.

    The political idea with shutdowns is to create significant pain points — in this case, the chaos at the airports — that force the other side to eventually give in.

    That hasn’t happened here. And that’s going to be frustrating for some Democrats — especially given many of the things they were pushing for have appeared to be quite popular.

    Democratic Sen. Peter Welch of Vermont tried to argue Monday that his party has gotten wins out of this process, including the ouster of Homeland Security Secretary Kristi Noem earlier this month.

    “The fact is, we’ve made significant progress. Noem is gone. That’s a big deal. She was reckless, lawless, corrupt. That’s big progress,” Welch said. “Number two, ICE is out of Minneapolis. We owe that, basically, to the brave citizens in Minneapolis who, in the face of enormous violence, stood up to protect their neighbors. And then you’re seeing out of the White House an acknowledgement that this mass roundup policy is way over the top.”

    All of those might be bona fide wins for Democrats, but they weren’t leveraged from the shutdown fight. And they don’t necessarily preclude a repeat of the immigration crackdowns we saw in Minneapolis and Chicago.

    Ahead of the latest dealmaking, there was evidence that Democrats still had leverage. A CBS News-YouGov poll released Sunday showed Americans leaned more toward Democrats’ demands than Republicans’ position of holding out for the status quo.

    It wasn’t a big gap — and the war with Iran made it difficult for Democrats to focus the public on the intricacies of the DHS funding debate — but it suggested they could have played this out. If the airport chaos fell at Republicans’ feet, it could have pushed them to make bigger concessions. Trump has in recent days sent ICE agents to help at airports, which some Democrats suggested could wind up helping their party by reminding Americans of their distaste for ICE.

    At the same time, there are political reasons for Democrats to take this deal.

    One is that it would mean they won’t have to vote to fund Trump’s immigration enforcement, which is a vote many of them would probably like to avoid.

    But perhaps the more significant one is that it sets Republicans up for a potentially arduous reconciliation process.

    There would seem to be a reason, after all, that Senate Majority Leader John Thune had previously dismissed the idea of pursuing one of these processes in an election year.

    And this one will potentially be even thornier.

    That’s because Trump has demanded in recent days that the “SAVE America Act” be part of any DHS funding deal. That legislation would require Americans to provide proof of citizenship in order to register to vote, among other provisions.

    But reconciliation has certain budget-related restrictions for what can be included, and the Senate parliamentarian could very well rule that the voting changes don’t qualify. Will Trump just accept that? Or will he blow the whole thing up by keeping up his demands?

    Republican Sen. Mike Lee of Utah, a strong proponent of Trump’s voting bill, on Tuesday cautioned that it would be “essentially impossible” to pass it through reconciliation.

    The reconciliation bill could also seemingly include the additional $200 billion that the White House is apparently going to seek for the war with Iran, which has proven a tough sell even for many GOP lawmakers.

    Indeed, any of these issues could test the willingness of at least some Republicans to vote for the bill, and GOP lawmakers don’t have much room for error in either the Senate (53-47 Republican) or the House (217-214).

    The most recent reconciliation bill last year also wound up being one of the most unpopular pieces of legislation in modern history; Democrats are now greasing the skids for Republicans to try another one just a few months before the 2026 midterm elections — in what could be a drawn-out process.

    Plus, letting Republicans fund Trump’s immigration crackdown without major changes could give Democrats an issue to hammer Republicans on in those midterms.

    That seems to be the calculation that Democrats made when they gave up on the larger government shutdown last year — that they could make Republicans own the fact that they declined to extend popular enhanced Obamacare subsidies. Now, Democrats may think, they can make the GOP own Trump’s unpopular immigration crackdown, too.

    It’s hardly a foolproof strategy. Who knows how relevant these issues will be in seven months?

    But it’s the strategy Democrats could be choosing — again.

    U.S. expected to deploy troops from 82nd Airborne to Middle East for Iran war

    The Pentagon is expected to send parts of the 82nd Airborne division to the Middle East as the Iran war extends into its fourth week, according to two sources.

    A command element and some ground forces are expected to be part of the deployment, according to a source familiar with the planning. The deployment is expected to be fewer than 1,500 troops, a U.S. official said.

    CBS News reported last week that the U.S. was preparing to make the deployment, and that senior military commanders had submitted specific requests aimed at preparinwig for the use of ground troops in the Iran conflict.

    So far, the U.S. has been conducting an air war in Iran, relying on fighter jets, bombers and drones to carry out over 9,000 combat flights that have struck over 9,000 military targets, including IRGC headquarter buildings and intelligence sites, ballistic missile sites, missile defense systems, military manufacturing and Iranian navy vessels, according to U.S. Central Command.

    While the president considers the use of of ground troops, Mr. Trump said Tuesday that direct negotiations with Iran are underway with Secretary of State Marco Rubio, Vice President Vance, special envoy Steve Witkoff, his son-in-law, Jared Kushner, and “a number of people.”

    “The other side, I can tell you, they’d like to make a deal,” the president said of Iran. Publicly, Iran has dismissed reports of ongoing negotiations as “fake news” intended to steady oil markets.

    The Pentagon deferred questions about the expected deployment to the White House. A White House spokesperson said that announcements about troop deployments would come from the Pentagon.

    Thousands of Marines are already on their way to the Middle East. Three warships and about 2,200 Marines from an expeditionary unit departed California last week, the second Marine Expeditionary Unit deployed since the war began on Feb. 28.

    Trump said he could not disclose what the gift was, but said it was “[oil and gas-related]” and was connected to the Strait of Hormuz.

    The Iranian regime was previously charging some tankers millions of dollars to pass through the global shipping choke point, according to a report from Iran International.

    Trump added the unspecified present was “very significant.”

    “That meant one thing to me — we’re dealing with the right people,” Trump said. “… It was a very nice thing they did. … They said they were going to do it, and it happened. And they’re the only ones that could have done it.”

    When asked about control of the Strait of Hormuz, he said the U.S. will “have control of anything we want.”

    “They can’t have certain things,” Trump said. “It starts with [no nuclear weapons], and they’ve agreed to that. … They’re not going to have enrichment — any of those things. … We are in about the best bargaining position. We’re way ahead of schedule.”

    North Carolina State Senate leader Phil Berger on Tuesday conceded his primary race to Rockingham County Sheriff Sam Page, a political earthquake that took down arguably the most powerful politician in a pivotal swing state.

    A full machine recount last week held Page’s narrow 23-vote lead in the March 3 Republican primary election for state Senate District 26. Berger conceded after a partial hand recount failed to net any new votes.

    An endorsement from President Donald Trump and millions of dollars in outside spending weren’t enough to save Berger, whose loss hinged on a very local complaint.

    Backlash surrounding a failed casino expansion proposal pushed by Berger grew into bitter resentment in his district, which borders Virginia. Page, the county’s cowboy hat-wearing sheriff since 1998, accused Berger of being out of touch with the constituents he’d long represented.

    In 2023, Page helped lead the effort to oppose a casino that Berger wanted to bring to the district. The longtime Senate leader touted the project as an economic investment that would bring jobs to the rural area. But skeptical residents accused Berger of making deals behind closed doors and trying to “sneak” the casino into their community. Many cited their conservative Christian and community values for not wanting it.

    Berger eventually abandoned the effort, but for many, the resentment remained.

    The district is considered a safe Republican seat in November.

    At the end of election night, Page was up by just two votes. After the counties completed their canvasses, the sheriff’s lead expanded to 23 votes.

    Berger also withdrew several election protests on Tuesday, according to the North Carolina State Board of Elections. With those protests withdrawn, the board of elections will be able to move forward with certification of the race.

    “While this was a close race, the voters have spoken, and I congratulate Sheriff Page on his victory,” Berger said in a news release conceding the election. “Over the past 15 years, Republicans in the General Assembly have fundamentally redefined our state’s outlook and reputation. It has been an honor to play a role in that transformation.”

    In a statement, Page said he appreciated Berger’s concession call and years of service to the state.

    “I thank him for wishing me the best moving forward,” Page said. “This was a hard-fought campaign, and I’m honored that the voters of Guilford and Rockingham counties placed their trust in me. Now it’s time for our community to come together and focus on winning in November.”

    Berger, a 73-year-old attorney, has served in the state Senate for over a quarter century. During his 15-year tenure atop the Senate, he helped secure and never lost the North Carolina GOP majority.

    Last fall, Berger helped fast track a mid-cycle congressional map that aims to give Republicans an additional US House seat, as Trump had requested.

    A few weeks later, in December, Berger secured an endorsement from the president. In the “Complete and Total Endorsement” of Berger, Trump noted that Page was “GREAT” but he wanted the Sheriff to come work with his administration in Washington instead of challenging the state Senate leader. He called both men “outstanding people.”

    March 24 (Reuters) – More than 450 Transportation Security Administration officers have quit since the ​start of a partial government shutdown on February 14, leading ‌to massive delays at U.S. airports, the Department of Homeland Security said on Tuesday.

    About 50,000 TSA officers are going without pay and are set to ​miss a second full paycheck on Friday.

    Hundreds of U.S. immigration ​agents and Homeland Security Investigations officers began deploying at ⁠14 U.S. airports on Monday to aid security screening, including at ​some airports where wait times have topped three or four hours. ​DHS said on Monday nearly 11% of TSA officers nationally – or more than 3,200 – did not show up for work.

    ICE and other law enforcement personnel at ​DHS are getting paid during the shutdown.

    On Monday, more than ​30% of TSA workers were absent at New York JFK, Baltimore, Houston Hobby, Atlanta ‌and ⁠New Orleans airports, DHS said.

    At New York LaGuardia, ICE officers were walking the terminal on Monday and not performing duties handled by TSA officers. Social media posts from other airports showed ICE agents ​standing near TSA ​officers who ⁠were checking identification.

    DHS rushed to deploy ICE agents after President Donald Trump said over the weekend they ​would be placed at airports if Democratic lawmakers did ​not ⁠make a funding deal.

    Democrats have held up funding for DHS while demanding a change in rules governing its immigration operations, after agents in ⁠Minneapolis shot ​and killed U.S. citizens Renee Good and Alex ​Pretti, sparking public outrage. Republicans have rejected Democratic proposals to fund TSA while negotiating ​over ICE reforms.

    WASHINGTON, March 24 (Reuters) – Delta Air Lines said on Tuesday it would suspend special services for members of Congress, citing the impact ​of a partial government shutdown that has disrupted U.S. air travel.

    “Due ‌to the impact on resources from the longstanding government shutdown, Delta will temporarily suspend specialty services to members of Congress flying Delta. Next to safety, Delta’s ​no. 1 priority is taking care of our people and ​customers, which has become increasingly difficult in the current environment,” ⁠the Atlanta-based U.S. air carrier said in a statement.

    Delta, like ​other U.S. airlines, typically provides special services for lawmakers who fly frequently ​back and forth from Washington and oversee the nation’s air travel system.

    Members of Congress will not get airport escorts or VIP treatment for other services like seat ​upgrades or rebooking, the airline said, though lawmakers will still have ​access to a special phone line for reservations.

    Travelers have endured hours-long waits at ‌security ⁠screening checkpoints in recent days as resignations and have risen among Transportation Security Administration employees, who have gone without pay since mid-February, when Congress allowed funding for the Department of Homeland Security to expire ​due to a ​dispute over immigration ⁠enforcement. President Donald Trump has deployed immigration agents to more than a dozen airports to help with crowd ​control, over the objections of TSA workers who say ​they ⁠are not properly trained for the job.

    Delta CEO Ed Bastian told CNBC last week that it was time to pay TSA workers.

    “It’s inexcusable,” Bastian ⁠said, ​noting that TSA officers were forced to ​miss paychecks last fall as well. “It’s ridiculous to see them being used as political chits. ​We’re outraged.”
