    A record share of Americans are unable to pay off their monthly credit card bills, compounding money woes for U.S. residents grappling with affordability concerns, according to a recent analysis.

    Roughly 111 million people — 50% of Americans with a credit card and 40% of the U.S. adult population — carry credit card debt, according to a joint report from The Century Foundation, a left-leaning think tank, and the advocacy group Protect Borrowers. That’s a 17% increase from the 95 million who were in the same situation five years earlier, the report found.

    The findings show that Americans were unable to pay their monthly credit card bills even before the war in Iran drove up oil and gas prices, now closing in on $4 a gallon, The Century Foundation president Julie Margetta-Morgan told CBS News. With fuel costs about 34% higher than a month ago, many households may find themselves even more financially strained, she said.

    “We were already in an impossible financial situation for most consumers. Now gas prices are rising, and those are rippling throughout the economy,” she said.

    Skipping meals

    One-quarter of Americans say they have skipped meals to cover their monthly expenses, while one-third report delaying or skipping medical care, a separate study from The Century Foundation found in December.

    “And that was before gas prices spiked,” Margetta-Morgan said.

    Credit card debt is costly to hold, with the average interest rate standing at 23.7%, according to LendingTree.

    Consumers “are both carrying a high level of debt and paying exorbitantly high levels of interest on it,” Margetta-Morgan said. “We are in an unprecedented situation that keeps growing month to month.”

    With financial pressures mounting on many households, some are tapping other sources of money, with a record share of Americans dipping into their 401(k)s to cover emergency expenses. Financial experts caution against such a step because tapping retirement assets can lead to penalties and may reduce a person’s financial readiness for retirement.

    $2.1 trillion in credit card interest

    President Trump in January floated a proposal that would cap credit card interest rates at 10%, to prevent Americans from being “ripped off” by card issuers, he said at the time. But the cap has not come to fruition.

    The banking industry has pushed back on Mr. Trump’s proposed limit, arguing that it would crimp consumers’ access to credit and direct them toward riskier lending products.

    Margetta-Morgan said high credit card interest rates are a profit center for banks and card companies, and accused them of “jacking up the cost of debt for people at every turn.” Americans have paid banks and card companies $2.1 trillion in credit card interest since 2010, according to the report.

    A 10% cap would save Americans $368 million in interest a day, the report found.

    Margetta-Morgan is concerned that rising gas prices could be the factor the push some 40% of the population over the financial brink.

    “People are just squeezing out minimum payments on credit cards, and it’s very possible that we’ll see people tipping over the edge and be unable to afford keeping up with their debt,” she said.

    Record-high temperatures possible in 17 states today as heat wave expands

    Temperatures could reach record highs in 17 different states on Wednesday, as a heat wave that has been scorching the West since last week expands into the middle of the country.

    The unusually warm weather has the potential to break more than 60 records across the western half of the U.S. over the course of the day, said CBS News meteorologist Nikki Nolan.

    Arizona, Arkansas, California, Colorado, Idaho, Kansas, Minnesota, Missouri, Montana, Nebraska, Nevada, New Mexico, Oklahoma, South Dakota, Texas, Utah and Wyoming may all be affected, with forecasts showing temperatures rising up to, or above, 90 degrees in at least eight major cities throughout the region.

    The heat wave that has been scorching the western U.S. since last week is forecast to slowly move eastward, reaching the East Coast on Friday. CBS News

    Phoenix was expected to see the most extreme conditions, after weathering triple-digit temperatures on multiple days already since the heat wave began, according to NOAA’s National Digital Forecast Database. The Arizona capital could have a 100-degree day on Wednesday, which would exceed its daily record by four degrees. The city’s current record-high temperature for this date was set in 2022.

    Other cities that may break their daily records include Albuquerque, Austin, Las Vegas, Oklahoma City, Tucson and Tulsa, each of which is forecast to see temperatures reach at least 90.

    Tucson could experience its hottest March 25th since 1896 if temperatures exceed 94 degrees on Wednesday, as forecasts suggest they might. Meanwhile, Tulsa could see its hottest daily temperature since 1970.

    Denver and Salt Lake City could potentially break daily records set in 2012 and 2022, respectively.

    More than 200 additional daily temperature records could be broken through Sunday, said Nolan. The heat wave is forecast to slowly move eastward this week and eventually reach the East Coast on Friday.

    Central states are expected to see temperatures of 30 or 40 degrees above average for the time being, and Nolan warned that warmth settling into the Northern Plains will increase fire risks in that region through Thursday.

    Numerous fire weather alerts were in effect Wednesday for a large strip of the central U.S., from Montana to Texas, and forecasters warned that there is a “critical threat” of fire weather through Thursday for sections of the Rocky Mountains down to the Southern Plains. In addition to the heat, wind gusts in those areas could reach up to 40 or 50 mph this week, while relative humidity is expected to drop to as low as 4% in certain places, said Nolan. Those types of dry, blustery conditions can be conducive to wildfires.

    NEW YORK, March 25 (Reuters) – U.S. Democratic Senator Elizabeth Warren on Wednesday pressed top Federal Reserve official and former veteran Wall ​Street bank attorney Randall Guynn to explain how he is handling potential conflicts ‌of interest in his new role, according to a letter reviewed by Reuters.

    Reuters was first to report last month that Guynn, who worked for the biggest U.S. banks during his 40-year career at law firm Davis ​Polk, has been tapped to be director of the Fed’s supervision and regulation division, ​a powerful Fed position policing the industry. He will report to Fed Vice Chair ⁠for Supervision Michelle Bowman.

    The supervision and regulation division is responsible for the Fed’s broad oversight ​of the banking sector, which includes setting rules for and examining the nation’s largest, most ​complex financial institutions.

    Bowman initially brought Guynn in as an adviser in 2025 to help execute a sweeping overhaul of banking rules and supervision practices that were introduced following the 2008 financial crisis. The overhaul is part ​of a broader deregulatory push by President Donald Trump’s administration, which says red tape ​is hurting economic growth.

    “These matters almost certainly implicate the interests of your former clients, and some of these ‌topics ⁠are matters on which you directly represented clients,” Warren wrote to Guynn in the letter dated March 25.

    Warren pressed Guynn on how he has so far handled potential conflicts and for details of when he has recused himself.

    A Fed spokesperson confirmed receipt of the letter, but ​declined to comment further.

    Guynn ​previously led the ⁠Financial Institutions Group at Davis Polk, which he joined in 1986, and is widely recognized as an expert on banking regulation. He has ​represented a raft of banks and other financial institutions, including the ​nation’s eight largest ⁠lenders and multiple industry trade groups, and counselled them on regulatory proposals, according to his Davis Polk biography.

    His appointment to be director of the supervision and regulation division marks a departure for the central bank, ⁠which since ​at least 1977 put long-tenured Fed career staff in ​that role, according to a Reuters review of Fed press releases.

    Guynn is due to testify at a hearing held ​by lawmakers in the House of Representatives on Thursday.

    Senate Democrats rejected Republicans’ latest offer to reopen Homeland Security, despite the deal giving them much of what they asked for.

    Senate Republicans crafted a framework to reopen the Department of Homeland Security (DHS) after meeting with President Donald Trump earlier in the week that would carve out immigration enforcement funding and include some reforms to immigration operations.

    It mirrors a similar proposal that Democrats tried to advance on the Senate floor twice during the shutdown, which entered its 39th day on Wednesday. But Senate Minority Leader Chuck Schumer, D-N.Y., and Democrats aren’t satisfied with the latest offer, which is still being finalized.

    “Negotiations are ongoing, and they’ve sent us an offer,” Schumer said. “And we’ll be sending them an offer back. And I can assure you it will contain significant reform in it.”

    But by Wednesday morning, Senate Democrats had yet to send an offer to Republicans.

    After meeting with Trump and hoping that they had a workable deal, Republicans are now frustrated that Democrats are balking.

    “We finally just said, ‘Stop. We’ll just fund everything but [[Enforcement and Removal Operations (ERO)],’” Sen. James Lankford, R-Okla., told Fox News Digital. “That’s what you said you wanted at the beginning. Let’s do that.”

    “That’s what we’re doing,” he continued. “So no extra language, no extra playing with it. We’re doing just the baseline. We don’t like it. They don’t like it. It opens everything up and gets everybody funded again.”

    Republicans’ framework also hit a snag on Tuesday when Trump acknowledged that the GOP was getting “fairly close, but I think any deal they make, I’m pretty much not happy with it.”

    Democrats still want stringent reforms to Immigration and Customs Enforcement (ICE) baked into any deal and have shut down previous offers from the White House that addressed most of their main concerns, minus requiring judicial warrants for DHS agents and unmasking.

    “If we are talking about funding any part of ICE or Customs and Border Protection, we absolutely must take some key steps to rein them in,” Sen. Patty Murray, D-Wash., said. “The current Republican offer in front of us does not do that.”

    The latest chapter in the ongoing back-and-forth comes after negotiations between both sides appeared dead in the water, but reignited last week.

    Republicans were hopeful that after finally getting Democrats into a room, they could break through the logjam and reopen the agency as thousands of federal workers go without pay, lines at airports produce staggering delays, and worries about attacks on the homeland increase.

    That shifted over the weekend when Trump demanded that the GOP combine DHS funding with the Safeguarding American Voter Eligibility (SAVE) America Act, which had a chilling effect on the talks between Democrats and Republicans.

    Now, despite concessions on ICE funding, Democrats say funding for that portion of DHS wasn’t the real problem.

    Sen. Chris Murphy, D-Conn., told Fox News Digital that immigration enforcement wasn’t just happening at ERO, but operating through Homeland Security Investigations (HSI) and Customs and Border Protection (CBP).

    “They’ve created this problem in which it’s really hard to address an immigration enforcement operation that’s out of control because it is funded out of almost every part of the DHS budget,” Murphy said.

    Sen. Angus King, I-Maine, who has been involved in direct talks with Senate Republicans and Trump officials, said that the remaining question was to ensure that funding that is going to HSI and CBP does make its way back into ERO, effectively requiring strict guardrails to prevent any funding from going where it shouldn’t.

    “The idea is, HSI should do what HSI should do, CBP does what CBP should do, but not end up augmenting and running the pause on the funding of enforcement,” King said.

    Still, Republicans aren’t happy with Democrats turning their back on the framework that they believed gave them exactly what they wanted. Sen. John Hoeven, R-N.D., told Fox News Digital that Democrats couldn’t just “back up” every time a deal was put on the table.

    “Look, we did all this work, we talked about framework, we get it squared away with the White House, we get it squared away with our caucus, and then they want something more,” Hoeven said. “So I’m not sure.”

    WASHINGTON, March 25 (Reuters) – The U.S. Supreme Court ruled on Wednesday Cox Communications cannot ​be held liable for piracy by its internet service subscribers of songs owned by Sony Music, Warner Music ‌Group, Universal Music Group and other labels, ending their billion-dollar-plus music copyright lawsuit.

    The 9-0 ruling overturned a lower court’s decision to order a new trial to determine how much the internet service provider owed the record labels for a form of liability called contributory copyright infringement. Cox had said a retrial ​could have produced a verdict against the Atlanta-based ISP of as much as $1.5 billion.

    More than 50 labels joined together ​to sue Cox in 2018.

    Internet service providers like Cox are generally not considered liable under U.S. law ⁠for infringement by their users if they take reasonable measures to address it. But the labels accused Cox, the largest unit ​of privately owned Cox Enterprises, of failing to respond to thousands of infringement notices, cut off internet access for repeat infringers or ​take other piracy-deterrence steps.

    Conservative Justice Clarence Thomas authored the ruling on Wednesday finding that Cox was not liable for copyright infringement.

    “Cox provided internet service to its subscribers, but it did not intend for that service to be used to commit copyright infringement,” Thomas wrote. “Holding Cox liable merely for failing to terminate ​internet service to infringing accounts would expand secondary copyright liability beyond our precedents.”

    Cox spokesperson Todd Smith called the decision “a decisive victory ​for the broadband industry and for the American people who depend on reliable internet service,” and said it “affirms that internet service providers are not copyright ‌police ⁠and should not be held liable for the actions of their customers.”

    A jury in Alexandria, Virginia, in 2019 found that Cox owed the labels $1 billion for user infringement of more than 10,000 copyrights. The jury found Cox liable both for contributory infringement and vicarious infringement, two forms of secondary copyright infringement liability.

    The Richmond, Virginia-based 4th U.S. Circuit Court of Appeals threw out the damages award in 2024. The 4th ​Circuit ordered a retrial on ​the award’s size after affirming ⁠the jury’s finding of contributory infringement but reversing its finding of vicarious liability.

    Contributory infringement involves holding parties liable for someone else’s infringement because they knew about it and contributed to it. Vicarious infringement ​involves holding parties liable for someone else’s infringement because they had the ability to control the ​infringement and benefited ⁠financially from it.

    Cox argued that the position taken by the labels in the case would expand the concept of contributory infringement too broadly. Cox said this stance would threaten to cut off access for thousands of innocent internet users including “entire households, coffee shops, hospitals, universities” and ⁠others “merely because ​some unidentified person was previously alleged to have used the connection to infringe.”

    The ​Supreme Court heard arguments in the case in December. A lawyer for President Donald Trump’s administration argued in support of Cox. Alphabet’s Google, Amazon, Microsoft and other internet-focused tech companies ​supported Cox in the case. Music, film and book industry trade groups backed the labels.
