据中国应急管理部网站消息，中央组织部有关负责人星期五（3月27日）下午出席应急管理部领导干部会议，宣布中央决定，张成中任应急管理部党委书记。

公开资料显示，张成中出生于1970年10月，曾任辽宁省阜新市委常委、常务副市长，阜新市委副书记、市长，盘锦市委书记等职务。

2021年12月，辽宁省委换届，张成中任辽宁省委常委，后兼任省委秘书长。

2023年7月，张成中跨省履新，任河北省委常委、常务副省长。2024年11月，他担任唐山市委书记，至此次调职应急管理部。

前任应急管理部党委书记、部长王祥喜，今年1月31日被官宣落马，他是应急管理部组建后的第三任部长，也是首个被查的该部“一把手”。

U.S. appears to drop anti-tank mines in Iranian village near Shiraz, analysts say

The U.S. may have dropped anti-tank mines over a village in southern Iran, the open-source research group Bellingcat reported Thursday, as images posted on social media appeared to show American BLU-91/B scatterable anti-tank landmines in the southern suburbs of Shiraz.

Iranian state media reported that “explosive packages” slightly larger than tuna cans had been dropped by aircraft over the area, and that some had exploded after being handled.

Several people were killed by the devices, Iranian state TV said, and it urged members of the public to report the items’ locations to authorities and not touch them.

CBS News was unable to independently verify the images, and U.S. Central Command declined to comment when asked if the U.S. had deployed the munitions.

Bellingcat cited three independent weapons experts as saying the munitions shown by Iranian state media appeared to be BLU-91/B mines, which are delivered by American Gator anti-tank mine systems. It noted that the U.S. is the only party in the Iran war known to have Gator Scatterable Mines, the system that uses the BLU-91/B devices.

BLU-91/B anti-tank mines are designed to be triggered by a large vehicle driving by and disrupting the mine’s magnetic field, Richard Weir, a senior adviser in the Crisis, Conflict and Arms Division at Human Rights Watch, told CBS News.

Weir warned, however, that the mines could be detonated by other types of vehicles, and they have a self-destruct setting which could mean they explode hours or even days after being dropped.

“So there’s a number of different things about this mine that make it very dangerous for people who may come across it, anybody who comes across it, including the fact that it could just spontaneously detonate for anybody who’s nearby that doesn’t know it’s present,” Weir said.

The BLU-91/B mines are anti-vehicle mines, as opposed to anti-personnel mines, which are banned under the U.N. Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. Over 100 countries are signatories of that convention, though the U.S. is not.

Anti-personnel mines “are typically smaller,” Weir said, explaining, “they are devices that are triggered by an individual, by their presence or their proximity to the weapon.”

“Anti-tank and anti-vehicle mines aren’t covered as part of the treaty itself, but they do present similar risks, because they don’t discriminate between their target,” he said.

The U.S. hasn’t used anti-tank mines in any meaningful way since the first Gulf War in 1991, Weir said, and it hasn’t used anti-personnel mines since 2002 in Afghanistan.

“This is something that is very rare,” Weir told CBS News. “And so the consequences of this are almost invariably more civilian harm. And these are the kinds of things, their effects for affected communities extend not just for days or even months but oftentimes for many, many years.”

WASHINGTON, March 27 (Reuters) – Democrats in Congress have waged a battle to place new legal restrictions on President Donald Trump’s immigration agents, knowing that they were unlikely to win Republican ​support but hopeful they might win a bigger prize: control of Capitol Hill in the November elections.

The exact outcome was still unknown as House of Representatives Republicans on Friday rejected a ‌Senate compromise bill passed in the early morning hours to end the partial government shutdown. House Republicans then crafted their own remedy that Senate Democrats vowed to reject.

Throughout the standoff, Democrats were steadfast in sending a message against the aggressive tactics used by Immigration and Customs Enforcement agents across the country.

“We’ve been clear from day one: Democrats will fund critical homeland security functions, but we will not give a blank check to Trump’s lawless and deadly immigration militia without reforms,” Senate Democratic Leader Chuck ​Schumer said on Friday.

The White House and congressional Republicans have framed the stepped-up enforcement as carrying out the president’s pledge to deport people in the country illegally.

Democrats have high expectations for seizing ​control of the House and in recent months have been heartened by races in some Republican-held Senate seats becoming more competitive. Democrats cite their success in ⁠a series of special elections and polling that has shown Trump’s approval rating sinking to 36% amid rising gas prices and the U.S.-Israeli war on Iran.

DEMOCRATS AVOID VOTING TO FUND ICE

Despite taking a stand on ICE, Democrats ​are likely to come away with little else they wanted, such as requiring ICE agents to identify themselves and stop wearing masks; ceasing stakeouts at churches, hospitals and schools; and obtaining judicial warrants before entering private homes.

Republicans, who narrowly control ​the Senate, rejected most of those proposals, saying they would hobble deportation efforts.

But despite losing those battles, Democrats can say they refused to fund ICE operations, as well as claim other recent wins on immigration such as the drawdown of ICE agents in Minneapolis, where two U.S. citizens were shot and killed by federal agents.

Representative Salud Carbajal, a California Democrat, said simply not voting to fund ICE is “absolutely” a win for Democrats “because we have made it clear that we are not willing to give ​another cent or dime or penny to ICE and CBP until they make all the reforms that we have been asking for.”

This will have little effect on ICE, which is currently fully funded through the One ​Big Beautiful Bill Act passed last summer.

REPUBLICANS FUND ICE, BUT LOSE VOTING REFORMS

Congressional Republicans have not been able to carry out Trump’s demand to jam a major voting reform bill, the SAVE America Act, through Congress by attaching it ‌to Department of ⁠Homeland Security funding.

That bill would have required proof of citizenship to register to vote and possibly eliminated mail-in voting, if Trump got his way on the version of the bill he has been pushing.

They also failed to secure full funding for all ICE and Customs and Border Protection operations through September, even though both agencies have plenty of money to continue their operations.

“I’ll be honest, they (Democrats) won in the Senate bill,” House Republican Conference Chair Lisa McClain told Reuters. “We were surprised we got the bill that we got.”

But Republicans can still go to voters with a tough election-year message, the kind that resonated with much of the electorate in the ​2024 presidential election when Trump’s vow to ramp up ​immigration enforcement was key to his victory.

“I think ⁠Democrats have put the interests of illegal aliens, their desire to keep illegal aliens, even criminal illegal aliens in this country rather than putting the interests of the American people first,” said Republican U.S. Representative Bob Onder of Missouri.

A four-day Reuters/Ipsos opinion poll completed on Monday showed that while most Americans view Republicans as ​the better party on immigration, they disapprove of the Trump administration’s tactics for rounding up migrants, including, in some cases, U.S. citizens.

BOTH PARTIES SKIRT BLAME FOR ​AIRPORT DELAYS

Should they reach a ⁠deal, both parties would be able to end a chaotic situation at the nation’s airports, where nearly 500 Transportation Security Administration agents have quit their jobs over a lack of pay.

Voters “care most about not having to wait four hours and miss their flights,” said Republican Senator John Cornyn, who is in a tight primary runoff race in Texas. “They want us to do our job. Unfortunately, it’s easier said than done.”

In addition to long waits, Trump’s dispatch of ICE ⁠agents to ​more than a dozen U.S. airports to assist the TSA has rattled some travelers.

Diane Price, who flew on Monday from Oregon to ​Arizona, said she found it “intimidating” and “scary” to see ICE agents inside the Phoenix airport.

“Because of what’s going on in our country, it’s so hard, all of this happening. I just, I don’t know what to say,” she said as she fought back tears.

She and ​her husband, Mike, expressed relief that ICE agents were not masked, as they have been at other operations.

President Donald Trump went viral for going on a tangent during Thursday’s Cabinet meeting to describe his favorite White House pen.

President Donald Trump turned heads again this week for a viral Cabinet meeting tangent about a favorite custom White House Sharpie. He said the marker is an example of how he can get “better” results for less cost.

The president brought up the pen while criticizing Federal Reserve Chair Jerome Powell over a new headquarters, which he said costs the government $4 billion.

“If it was properly done and planned, you would have done that building for — I would have done it — for $25 million, and it would be better,” he said.

He then reached for a marker on a table and said, “See this pen right here? This pen is an interesting example.”

Trump said he was having issues with the old Oval Office pens, which he said were inlaid with gold and silver, running out of ink. He said he also felt “guilty” about wasting money by handing them out to as many as 40 people every time he signed an executive action.

So, he decided to replace the expensive pens with customized White House Sharpies.

“It’s the same thing,” he told his Cabinet and members of the press. “This pen is very inexpensive, but it writes well; I like it.

“I came here, and they have thousand-dollar pens, and you hand pens out. You’re signing, and you’re handing them out. You’re handing them out with all these people. Sometimes, you have 30, 40 people, and they were a thousand dollars apiece,” he said.

“Beautiful pen, ballpoint, a thousand. There was gold, silver. Gorgeous. But I’m handing it out to kids that don’t even know what they are. ‘What is this, Mommy?’ It’s kids, they’re getting a pen for a thousand dollars, and they have no idea what it is.”

He said he felt “guilty” because “I want to save money.”

“So, I’m saying this is crazy,” he explained. “And it had another problem. They didn’t write well.”

However, despite his preference for Sharpies, Trump said he couldn’t “have the pen the way it was.”

The president said he considered signing documents in a separate room, or “I could do like Biden did, you know, give it to somebody else to sign or an autopen.

“This is when I called the guy. I said, ‘I’d like to use your pen, but I can’t have a grey thing with a big ‘S’ on it saying ‘Sharpie’ as I’m signing a trillion-dollar airplane contract to buy brand-new fighter jets – brand new B-2 bombers, of which we just ordered plenty. I can’t do that with the press, use your pen, but I like the pen the best.”

According to Trump, a Sharpie representative then said, “Well, I could make it nicer.”

“I said, ‘What can you do?’ He said, ‘I’ll paint it black.’ I said, ‘That’s nice,’” Trump related.

The president said the representative even offered to paint the White House and Trump’s signature on it “in gold, almost real gold, not bad.”

After relating the story, Trump noted, “By the way, this was not staged.”

“I just saw the pen sit there; I thought that this is an example of how $25 million spent by me at the Federal Reserve building would be a better job than the $4 billion that they’re spending.”

New York City passes buffer zones limiting protests at schools and houses of worship

The New York City Council approved legislation Thursday that would require police to publish plans to establish buffer zones at schools and houses of worship during protests.

The move places Mayor Zohran Mamdani in the middle of another political fight. He declined Friday to say whether he would sign or veto the legislation, citing concerns that the bills could limit New Yorkers’ constitutional rights.

The first bill was spearheaded by New York City Council Speaker Julie Menin and passed 44-5, enough votes to override a potential Mamdani veto.

New York City lawmakers introduced the bill following a November pro-Palestinian protest outside of Park East Synagogue on the Upper East Side of Manhattan. The synagogue was hosting an event for Nefesh B’Nefesh, a nonprofit that works to facilitate and support North American Jews moving to Israel.

Dozens of pro-Palestinian protesters gathered wearing keffiyehs and waving Palestinian flags just steps outside of the synagogue. The group chanted slogans including “Death to the IDF,” or Israel Defense Forces, and “globalize the intifada,” an Arabic term for rebellion and a reference to Palestinian uprisings around the turn of the century, and one that Jewish leaders warn normalizes violence against Jews.

Menin’s initial proposal in January included up to a 100-foot buffer zone from houses of worship. The version that passed would require Police Commissioner Jessica Tisch to establish a plan for control of protests at places of religious worship while still protecting free speech. The plans would include considerations for the New York Police Department to use in determining whether, when, and the extent to which security perimeters may be used, according to the bill. Tisch would be required to submit a proposed plan to Mamdani and Menin shortly after the bill’s effective date.

“The council is proud to take immediate and impactful steps to uphold safety and freedom that should be guaranteed to everyone. That’s what it takes to protect New Yorkers, and that’s what our legislation delivers,” Menin said during a press conference Thursday.

“This is a deeply personal issue for me. I am the daughter of a Holocaust survivor. I’m the daughter and granddaughter of Holocaust survivors. My grandfather was killed in the Holocaust,” Menin added.

The second bill, which was sponsored by Council Member Eric Dinowitz, a former public-school teacher, requires the NYPD to establish similar plans at educational facilities across NYC.

“It is incredibly important that we are protecting our students as they are entering and leaving schools. This bill is the culmination of listening to student voices, and it creates a thoughtful strategy that preempts tragic occurrences,” Dinowitz told reporters during a press conference.

On Friday, Mamdani wouldn’t commit to whether he would veto either bill.

“I’ll say that when it comes to this legislation, I’m aware of the serious concerns that New Yorkers have raised regarding these bills limiting New Yorkers constitutional rights, and I will consider those concerns in my decision making,” he said, reading from a statement at an unrelated press conference.

City Hall chief counsel Ramzi Kassem said in an interview with NY1 that Mamdani has made clear, “he does not view protest as a security concern, and he does not think that there is any kind of contradiction between prayer and protest in New York City, both rights coexist, and we can continue to uphold both rights.”

The New York Democratic Socialists of America chapter has been vocal in their opposition to the bills. Gustavo Gordillo, the co-chair of the NYC DSA, fears the bills would “severely limit our first amendment right to protest, our right to organize, and our right to picket and take action as workers,” he said in a statement. “These bills fail to combat hate – they aren’t evidence-based solutions. In a time of rising repression, it is crucial that our representatives safeguard the right to protest, not erode it.”

Council Member Shahana Hanif, an ally of Mamdani’s, said during a hearing on Thursday that the bills “give the NYPD too much power to police speech and raise constitutional concerns.”

Last year, following the protests outside of the Park East Synagogue, then mayor-elect Mamdani faced backlash for his response to the demonstrations.

Issuing a statement that condemned the language used by demonstrators but also noted that “sacred spaces should not be used to promote activities in violation of international law,” a reference to Israeli settlements on land Palestinians hope to have for a future state. His team issued a follow-up statement making clear the mayor-elect’s commitment to protecting Jewish spaces.

Mamdani has 30 days to decide on the bills. When asked at a press conference on Friday when he will announce make his decision, the mayor said, “By the legal timeline.”

Artemis II astronauts arrive in Florida to prepare for launch to the moon

The Artemis II astronauts flew to the Kennedy Space Center Friday to prepare for the scheduled April 1 launch that will take them on a nearly 700,000-mile voyage around the moon and back, the first crew to leave Earth orbit since the final Apollo mission a half century ago.

Artemis II commander Reid Wiseman, Victor Glover, Christina Koch and Canadian astronaut Jeremy Hansen made the trip to Florida from the Johnson Space Center in Houston aboard sleek T-38 jets, setting down on the spaceport’s three-mile-long runway around 2:10 p.m. Eastern Time.

“Hey, let’s go to the moon!” exclaimed Wiseman, pumping his fists on the runway. “I think the nation and the world has been waiting a long time to do this again. And on behalf of myself, Victor, Christina, Jeremy, we are really pumped to go do this for this entire team.

“It has been a lot of work. It’s been a great journey. It’s great to be down here in the Florida. The vehicle looked amazing on the pad on the way in…It’s just been an awesome start to this journey here at Kennedy.”

Countdown clocks are expected to begin ticking at 4:44 p.m. EDT Monday, setting up a launch attempt at 6:24 p.m. Wednesday, the opening of a two-hour window.

The crew originally hoped to blast off in early February but the flight was delayed, first by hydrogen leaks detected during a fueling test, and then by problems pressurizing the rocket’s upper stage propulsion system.

That problem could not be fixed at the launch pad, forcing engineers to haul the 322-foot-tall SLS rocket back to NASA’s cavernous Vehicle Assembly Building. The issue was quickly traced to an out-of-place seal, and after recharging a variety of batteries in the rocket, the vehicle was hauled back out to the pad.

While tests and checkout indicated the rocket and Orion crew ship are ready to go, Wiseman said the crew was prepared for another delay if necessary.

A larger-than-usual crowd of reporters and photographers greeted the Artemis II crew on the Kennedy Space Center runway, indicating broad interest in NASA’s first moonshot in more than 50 years. NASA

“We are ready to launch,” he told CBS News correspondent Mark Strassmann. “But we’re also humans, trying to load millions of pounds of propellant onto a giant machine and send it to the moon. So it could very well be that we get to April 1st and we’re behind (the) timeline and we’re just not ready to launch…We are ready for that.”

Because of the constantly changing positions of Earth and moon, along with lunar lighting and solar power requirements, the crew has until April 6 to get off the ground, or the flight will be delayed another four weeks or so when conditions will again be favorable.

It will be only the second flight of an SLS rocket, the most powerful operational launcher in the world, and the first with a crew on board. The same applies to the Orion crew ship at the top of the rocket.

Before the astronauts head for the moon, they will spend a full day in Earth orbit putting the Orion capsule through its paces, making sure its life support systems and other critical components are working properly.

“That one 24-hour orbit gives us time to check out all of (Orion’s) environmental control, life support systems,” Wiseman said in an earlier interview. “Can it scrub our carbon dioxide? Can it keep us alive? Can we drink water? Can we go to the bathroom? All those basic human functions that we did not test on Artemis I. We’ve got to go get those things tested before we press out to the moon.”

Coming along for the ride: a small plush toy named “Rise” that will serve as the crew’s informal zero gravity indicator, a contest-winning design submitted by a California second grader.

“The crew personally participated in selecting our buddy, our stowaway, to fly with us,” Koch said. “And this little guy, Rise, really resonated with us because the theme is actually the Earthrise photo taken on Apollo 8, which is inspirational to all of us.”

A small zippered pocket in the toy will carry a computer card with the names of nearly six million people around the world who responded to the agency’s “send your name around the moon” campaign.

If all goes well, the Orion capsule will pass within about 4,100 miles of the moon on April 6, giving the astronauts an unprecedented view of the lunar far side as the moon’s gravity bends the spacecraft’s trajectory back toward Earth. Re-entry and splashdown in the Pacific Ocean near San Diego is targeted for April 10.

Artemis II will set the stage for a follow-on flight in Earth orbit next year when another crew will test rendezvous and docking procedures with commercial moon landers being built by SpaceX and Blue Origin.

If those flights go well, NASA hopes to launch one, and possibly two, lunar landing missions in 2028 before beginning work to build a moon base near the lunar south pole for long-duration stays on the surface.

“We have talked a lot about the exciting changes that have been announced and how we’re approaching fulfilling our destiny in space and our journey to the moon and on to Mars,” Koch said. “And the one thing the crew all agrees on is that it has been motivating. It has been inspiring, and it has fired us up.”

Tiger Woods charged with DUI after rollover crash in Florida, authorities say

Golf legend Tiger Woods was charged with DUI after a vehicle crash in Jupiter, Florida, on Friday afternoon, the local sheriff said.

The incident happened when a pickup truck towing a small trailer was pulling into a driveway and saw a Land Rover overtaking him at “high speeds,” Martin County Sheriff John Budensiek told reporters during a news conference. While they didn’t know the speed of the vehicle, Budensiek said the area has a 30 mph speed limit.

The Land Rover, driven by Woods, swerved at the last minute to avoid a collision but ended up clipping the back end of the trailer, flipping onto the driver’s side of the vehicle and sliding, Budensiek said, adding that the vehicle didn’t roll completely over but slid up the road for a “decent space” before it came to a stop.

Woods, 50, was able to crawl out of the vehicle on the passenger side, and neither driver suffered injuries, the sheriff said. There were no passengers in the Land Rover.

Woods showed signs of impairment, Budensiek said, and did several roadside tests. Woods took a Breathalyzer test and “blew triple zeroes” but refused a urine test, the sheriff said.

Experts who evaluated Woods after the crash “believe from on scene that he was not impaired on alcohol. They believe it was some type of medication or drug,” Budensiek said. No drugs or medication were found in the vehicle, he said.

Woods was arrested and charged with DUI, property damage and refusal to submit to a lawful test, Budensiek said.

He will be jailed for eight hours, per a Florida statute that requires it following a DUI arrest, starting at 3 p.m., before he can be released on bond, according to the sheriff. Woods was being held at Martin County Jail, though not with the general population.

Jupiter Island police had initially responded to the scene before calling the sheriff’s office for assistance, Budensiek said, noting that the police are “fully capable” but that the sheriff’s office “has more repetitions.”

The Martin County Fire Rescue Department told CBS News it responded to a motor vehicle accident in the Jupiter Island area around 1:30 p.m. The department could not share details on patient information due to privacy laws, a spokesperson said.

Woods, who has won 15 majors throughout his golf career, has been weighing whether or not he could play the Masters in April, according to The Associated Press. Woods had his seventh back surgery in September 2025, and had ruptured his Achilles tendon in March of that year.

In 2021, Woods was seriously injured in a rollover crash in Los Angeles. Authorities said at the time that the SUV he was driving careened downhill, traveling several hundred feet and flipping multiple times before landing on a hillside in Rolling Hills Estates, a Los Angeles suburb. Woods was trapped inside the SUV, forcing first responders to use tools to pry open the windshield to pull him out.

Woods’ vehicle had been traveling between 84 and 87 mph in an area with a 45 mph speed limit, Los Angeles County Sheriff Alex Villanueva said at the time. The primary cause of that crash in 2021 “was driving at a speed unsafe for the road conditions and the inability to negotiate the curve of the roadway,” the sheriff said.

Woods was also arrested on a DUI charge in 2017 when Florida police found him asleep behind the wheel of his car. Woods said later he had taken a bad mix of painkillers.
