    FIRST ON FOX: Senate Republicans launched a test of Senate Democrats’ resolve against voter ID legislation, and while it may not look like what many wanted, Senate Majority Leader John Thune, R-S.D., argued it was the only path forward.

    Thune has been pressured by President Donald Trump, a cohort in the Senate GOP, and a fervent online network of conservatives demanding that he activate the talking filibuster to pass the Safeguarding American Voter Eligibility (SAVE) America Act.

    But it’s a floor tactic that Thune argued has never proven successful in passing legislation.

    “Nobody really knows how this ends, and the people who are out there saying they do, don’t,” Thune told Fox News Digital in an interview. “Because it’s never been done, or at least hasn’t been done in modern history.”

    Proponents of the talking filibuster view it as a method to blow through the Senate’s 60-vote filibuster threshold and ensure that the SAVE America Act is passed. But it comes at the steep price of the upper chamber’s most valuable currency — floor time — which, during an ongoing shutdown, is not something lawmakers would want to give up.

    Thune added that Senate Democrats have also considered the move in the past under former Senate Majority Leader Harry Reid, D-Nev., and Senate Minority Leader Chuck Schumer, D-N.Y., and noted that they “opted against it in both cases because I think they felt like the price that we would make them pay wasn’t worth whatever it was they were trying to get done.”

    “If I saw a pathway, even if it was a small-percentage pathway of getting an outcome, I’d be more inclined to do it,” Thune said. “But we looked at it, ran all the contingencies, gamed it out, mapped it out, what it would look like on the floor, did the research, studied the history, and couldn’t find a single example in modern Senate history where a talking filibuster actually led to a piece of legislation passing.”

    Instead, Thune and Senate Republicans are doing a version of the talking filibuster that does allow for unlimited debate but prevents an unlimited number of amendments from Senate Democrats that would drastically alter the bill and that Republicans know they don’t have the votes to kill.

    It’s not a move he made on his own, either. The nature of Thune’s leadership style, which helped secure him the top spot in the Senate GOP, is to avoid unilateral decision-making and instead allow Republicans to come to an agreement on a plan.

    Still, there are critics who are unhappy with the plan Republicans landed on given that it doesn’t lower the threshold to pass the bill. But the pressure Thune felt from all sides wasn’t enough to make him cave and pull the trigger on the talking filibuster.

    “I think there’s a sort of a leadership guru who, one of his main points is, the first responsibility of a leader is to define reality, and so I try and figure out what’s achievable,” he said. “And there are a lot of folks out there who are over-promising and creating false expectations about what we can get done here.”

    Republicans’ plan has seen the Senate engage in three straight days of debate on the SAVE America Act in a bid to force Senate Democrats to argue against the legislation. When that debate comes to an end is still in the air.

    Some, like Sen. Mike Lee, R-Utah, who is the lead sponsor of the bill, want the Senate to spend time on the bill for “as long as it takes” to wear down Senate Democrats.

    New VA-DOJ agreement on guardianship could put homeless veterans at risk, advocates warn

    Veterans’ advocates are raising concerns that a new agreement between the departments of Veterans Affairs and Justice could take away veterans’ autonomy over their health care decisions and deter them from seeking care, particularly those facing homelessness.

    The memorandum, announced by the departments last week, would authorize VA attorneys to “initiate and participate in state court guardianship or conservatorship proceedings” while serving as special assistant US attorneys appointed by the Justice Department.

    Guardianship “doesn’t take away your physical autonomy, but it can take away your right to vote, your right to marry, your right to engage in some financial transactions,” Jennifer Mathis, deputy director at Bazelon Center for Mental Health Law, told CNN. “That’s a big deal. We shouldn’t take that lightly.”

    The VA said in a statement the agency serves “hundreds of Veterans” who cannot make their own health care decisions and don’t have family or legal representation,including those experiencing homelessness.

    Under the memorandum, VA attorneys will be able to initiate guardianship proceedings “in cases where a legal decision-maker is required for post-acute transitions of care.” If the court approves, a third-party, “who is not a VA employee” will be appointed as a guardian, VA press secretary Peter Kasperowicz told CNN.

    When a court grants guardianship, it allows a family member or someone appointed by the court to make some or all decisions for another individual. A Department of Justice webpage says that “guardianship results in the removal of an individual’s legal rights and restricts their rights to make their own decisions. For that reason, state laws recognize that it should be a last resort.”

    Mathis told CNN she is concerned the memorandum “is that this may be a way to discharge veterans (experiencing homelessness) who are sitting in hospitals to settings that they might not choose.”

    “If people are sitting in a VA hospital and not being discharged, it’s very likely because there aren’t enough services or housing, not because they don’t have guardianship,” Mathis said.

    Asked about advocates’ concerns that the memorandum particularly impacts veterans facing homelessness and puts them at risk, Kasperowicz said, “VA’s announcement is not aimed at homeless Veterans. It is aimed at roughly 700 Veterans across the country who are currently in VA facilities and are unable to make their own health care decisions and have no family or legal representation to help them.”

    “These Veterans remain in VA hospitals, which may not be the most appropriate setting for them, with no way of transitioning to more appropriate care,” he added. “Some are homeless or at risk of homelessness, but the key characteristic is not homelessness, it is the lack of capacity to make their own medical decisions.”

    Thomas O’Toole, VA’s acting assistant undersecretary for health for clinical services, relayed a similar message to the House Committee on Veterans’ Affairs on Wednesday. He told lawmakers, “It is not intended as a homeless initiative.”

    Mathis told CNN it is an unusual move to have VA’s lawyers petition for guardianship. However, Kasperowicz pushed back on the claim and said it’s similar to “health care providers and hospitals” filing guardianship petitions, stressing that the lawyers would have to follow the same rules as other petitioners.

    Kathryn Monet, the CEO of National Coalition for Homeless Veterans, said with the memorandum, the departments are “trying to make it easier to place veterans in the conservator- or guardian-type situation.”

    She told CNN she worries that “there’s a lot of opportunity for misuse,” pointing to the Trump administration’s actions on homelessness, which she described as being “focused on forced treatment and penalizing people for being outside.”

    Last summer, for example, President Donald Trump signed an executive order making it easier for local jurisdictions to remove homeless people from the streets. Kasperowicz told CNN the memorandum “has nothing to do with” the president’s executive order and pushed back against concerns of misuse.

    Nearly 33,000 veterans facing homelessness

    According to a Department of Housing and Urban Development report published in 2024, there are nearly 33,000 veterans facing homelessness and nearly 14,000 of them are unsheltered. According to National Coalition for Homeless Veterans, around 5% of adults experiencing homeless are veterans.

    Monet told CNN that stigmas around homelessness may make it easier for doctors to mistake veterans’ choices and behaviors as a sign of mental illness rather than in response to the conditions of poverty.

    Another risk, she added, is once placed in conservatorship, a veteran experiencing homelessness may not have “the means to a legal defense to get out of this situation.”

    Monet also acknowledged the possibility that the memorandum could deter veterans from seeking care.

    “That’s the last thing that I want to see happen for a veteran facing housing instability, because VA, for a long time, has been a really strong provider of health care, and the place that is, you know, a resource for folks in poverty,” Monet said.

    Democratic Rep. Mark Takano, the ranking member of the House Veterans’ Affairs Committee, also raised concerns that the memorandum will put veterans’ autonomy at risk. He said in a statement, “Veterans fought for our freedom and theirs. The federal government should not be engineering ways of taking it away.”

    VA Secretary Doug Collins and Attorney General Pam Bondi have touted that allowing VA lawyers to petition for guardianship would make proceedings more efficient and ensure that veterans receive “timely” care.

    “The Department of Justice is proud to partner with the Department of Veterans Affairs to support our nation’s brave Veterans by ensuring that they have the best legal resources available when it comes to making medical decisions and receiving timely care,” Bondi said in the statement. “We owe our Veterans a debt we can never fully repay — but we can give them the support they deserve.”

    But even one supporter of the move said it would be tricky to implement.

    Stephen Eide, who studies homelessness as a senior fellow at the conservative-leaning Manhattan Institute, told CNN he strongly believes “there should be more use of involuntary interventions to deal with the mental health crisis and the homeless crisis.”

    “There is a certain kind of individual — who is homeless or at risk of it — who has a condition like schizophrenia and is not being treated, who simply cannot be relied on to seek treatment voluntarily,” Eide said. “For this type of person, the choices are either no treatment or some kind of involuntary treatment. And I’ll go with involuntary treatment.”

    However, he added that addressing the issue “from the federal level is very awkward.”

    “It will require a lot of coordination between police, social workers, state and local governments,” Eide said. “There will be complexity in the execution of this.”

    The former vice president, who has long been a proponent of strong American deterrence around the world, highlighted that “around this administration, and to some extent in this administration, there have been some increasingly loud voices calling for America to pull back from our role as leader of the free world. Isolationist voices have taken hold in some quarters of the Republican Party.”

    “But fortunately, President Trump turned a deaf ear to those voices last year when he struck Iran, and this year, when he launched Operation Epic Fury,” Pence emphasized. “I think it’s greatly to his credit.”

    Pence argued that it’s “reflective of where the overwhelming majority of Republicans are. Republicans understand that America is the arsenal of democracy, that we’re the leader of the free world, that we have obligations to lead.”

    And pointing to his former boss during Trump’s first administration, Pence said, “I’ve told people many times, I’m proud of President Trump for making the decision to launch operation Epic Fury. But I’m not surprised, because the President I serve with is no isolationist.”

    The military attacks by the U.S. and Israel have resulted in the death of Iranian Supreme Leader Ayatollah Ali Khamenei and other top officials, and the decimation of the country’s military.

    But Iran has retaliated with attacks against Israel and many of its other neighbors in the volatile Middle East.

    Iran has also targeted energy facilities with missile and drone attacks in a number of Persian Gulf nations. It has also made the Strait of Hormuz nearly impassable to commercial shipping, bringing to a halt roughly 20% of the world’s oil supply, which has sent fuel prices skyrocketing in the U.S. and across the globe.

    But Pence emphasized that he “couldn’t be more proud of President Donald Trump for making the decision to send our troops directly against an enemy that has literally claimed thousands of American lives, including nearly 1,000 service members.”

    The former vice president said Trump has “unleashed the armed forces of the United States to take the fight directly to the source of global terrorism. And I think at the end of the day, the American people understand that this is a fight that we have to win, and it’s going to be important that we finish the threat that Iran has posed to the American people, to our cherished ally, Israel, to nations across the region and across the West, once and for all.”

    And Pence said that if he were advising Trump, he would urge the president “to finish the threat that the mullahs and Tehran have posed to the people of this country once and for all.”

    WASHINGTON, March 20 (Reuters) – Intelligence briefings reviewed by Reuters have warned of the potential for extremists and criminals to target the World Cup at a time when hundreds of millions of dollars of approved security funds have been delayed, causing U.S. preparations to fall behind.

    The previously unreported ​briefings from U.S. federal and state officials and FIFA, the international federation overseeing the World Cup, outlined the risk of extremist attacks, including attacks on transportation infrastructure and civil unrest related to ‌President Donald Trump’s immigration crackdown.

    The soccer World Cup, one of the globe’s biggest sporting events, will be held in June and July this year across three countries – the United States, Canada and Mexico.

    While security at such events is always intense, U.S. law enforcement officials have been on especially heightened alert since the start of the war on Iran and have raised concerns over retaliatory threats.

    Officials working to prepare for the World Cup in the United States have increasingly sounded alarms in recent weeks over a stalled $625 million in federal security grants for the ​event that were part of a Republican-backed spending bill passed in July 2025.

    The Federal Emergency Management Agency, tasked with distributing the money, said in November that it was expecting to allocate the funds no later ​than January 30.

    Following inquiries by Reuters this month after officials and organizers complained that they had still received nothing, FEMA announced on Wednesday that it had awarded the grants, ⁠saying the money would “bolster security preparations.”

    With the first matches kicking off in Mexico on June 11 and then the U.S. and Canada the next day, states and cities hosting the events are deep into planning, including how to safeguard ​from possible attacks. The delayed funding and threat warnings have compounded an already complex process, multiple officials involved told Reuters.

    The grant money distribution process normally takes months, and efforts to buy technology and equipment can take even longer, according to ​Mike Sena, president of the National Fusion Center Association, which represents a network of 80 information centers across the U.S. that facilitate federal, state and local intelligence sharing.

    “It will be extremely tight,” he said.

    A December 2025 intelligence report from New Jersey looking at potential threats to matches in the state – which will include the final – flagged recent domestic attacks, disrupted terror plots and a proliferation of extremist propaganda. The report also noted the possibility of spontaneous gatherings related to tensions between countries.

    Another intelligence report, dated September 2025, described an online post ​appearing to encourage attacks on railroad infrastructure during the World Cup that said there were “plenty of opportunities for us to knock it off the tracks” and highlighted matches on the West Coast of the U.S. and Canada. The documents ​were obtained through open records requests by the transparency nonprofit Property of the People.

    DELAYED FUNDING, WORRIES ABOUT ICE

    Democrats have blamed outgoing U.S. Department of Homeland Security Secretary Kristi Noem for delaying the release of the money. Under Noem’s leadership, DHS also withheld, opens new tab hundreds of ‌millions of dollars ⁠in homeland security funds last year from a dozen Democratic-led states and Washington, D.C., while pressing them to increase immigration enforcement.

    In response to a request for comment, White House spokesman Davis Ingle faulted Democrats for the delayed funding, citing disagreements over immigration enforcement tactics.

    “The president is focused on making this the greatest World Cup ever while ensuring it is the safest and most secure in history,” Ingle said in a statement. “The Democrats need to stop playing games.”

    Trump’s immigration crackdown has already cast a pall over the event and raised concerns about the presence of U.S. Immigration and Customs Enforcement officers. Since Trump took office in January 2025, masked immigration agents have rounded up suspected immigration offenders in U.S. cities and ​detained some tourists at airports.

    That has coincided with a Trump-era ​dropoff in overall international visitors, according to U.S. Commerce ⁠Department data. Early signs have however indicated still strong appetite for flight bookings and ticket sales for the tournament.

    In a FIFA weekly intelligence briefing dated January 28, analysts warned that anti-ICE activism in U.S. cities in response to immigration enforcement could lower the barriers “to hostile actions by lone actors or extremist elements.”

    Trump has also placed full or partial travel bans on ​nationals of more than three dozen countries, including Iran, which is in talks with FIFA to move its matches to Mexico due to its current conflict with the United States. ​Three other countries whose fans face ⁠Trump travel bans – Haiti, Ivory Coast and Senegal – have also qualified for the tournament.

    SECURITY CONCERNS EXTEND TO FAN EVENTS

    Several World Cup and state officials have said “FIFA Fan Festival” events are a particular concern. The events allow large numbers of people to watch matches together on open-air screens.

    A Fan Festival event that had been planned in Liberty State Park in Jersey City for the duration of the tournament was canceled unexpectedly last month and replaced with smaller gatherings.

    New Jersey Governor Mikie Sherrill said at the ⁠time that many ​smaller events would allow more people in the area to enjoy the experience. Security concerns also factored in the decision, a person familiar ​with the planning said.

    U.S. Representative Nellie Pou, a Democrat representing a district in New Jersey that includes MetLife Stadium, one of the sites where games will be played, said that each of the World Cup’s 104 matches would be equivalent to a Super Bowl.

    “Local government, local law enforcement, will ​certainly have their hands full,” Pou said. “They need every single dollar that they are eligible to receive, and they need it now.”
