Minneapolis hospitality workers wary of ICE’s promises to pull back, union says

    • Dozens of businesses report staff absences and operational stress due to ICE presence
    • ICE agents have detained hotel, airport workers regardless of immigration status, union says
    • CPED estimates $10 million-$20 million weekly revenue loss for businesses

NEW YORK, Feb 3 (Reuters) – Hundreds of unionized workers in Minneapolis, including those at hotels, restaurants and an airport, are still staying out of sight as they wait to see if U.S. immigration enforcement tactics change in coming weeks, a union official said.

Federal agents have said they would take a less confrontational approach, and would focus on immigrants with criminal charges or convictions, amid widespread criticism of the Trump White House’s aggressive immigration enforcement efforts.

    Sign up here.

Despite that promise, many who work in hotels, restaurants and Minneapolis-Saint Paul International Airport remained fearful of encountering Immigration and Customs Enforcement agents, either at their place of work or in public, according to the Unite Here union.

One-third of U.S. hospitality industry workers are foreign-born. Unite Here Local 17 said that in the Minneapolis area, some workers are too afraid to leave their homes as ICE continues to carry out operations.

U.S. border czar Tom Homan, newly appointed to lead the immigration crackdown in Minneapolis, said ICE would target people with prior arrests or convictions, but that its agents would still be allowed to arrest someone with no conviction if they encountered them.

He said he would look to reduce the 3,000-strong force of agents deployed to the city, depending on “cooperation” from state and city leaders.

Reuters could not establish the number of ICE agents currently deployed in Minneapolis.

“There’s just a different level of fear in the hotels,” said Christa Sarrack, president of Unite Here Local 17, which has up to 7,000 members in the region’s hospitality industry.

“Regardless of immigration status, regardless of the color of their skin, they’re scared to go into the rooms because they know that this is a group of people that have proven time and again to be violent.”

The Department of Homeland Security, which includes ICE, did not respond to a request for comment.

The administration’s approach has drawn widespread criticism, particularly since ICE agents killed two U.S. citizens in separate incidents in January.

Unite Here said it had about 200 members who were avoiding public places, and was directly providing support like food and money for rent and utilities to many of them. The union said it did not ask its members about their immigration status.

    HOTEL WORKER ARRESTED

On January 19, ICE agents staying at the Hilton Homewood Suites in the Minneapolis suburb of St. Louis Park arrested a refugee from Nicaragua who worked at the same hotel, after assuring his boss he would not be detained if he reported to work, according to a federal court filing.

The worker, identified in a court filing as Darvin M., was sent to a detention center in El Paso, Texas, despite having a valid work permit and an application pending for permanent residency.

His attorney did not respond to requests for comment or say whether he had been released following a judge’s order. Hilton Worldwide Holdings HLT.N did not respond to a request for comment.

    ECONOMIC STRAIN

ICE’s presence is straining economic activity in Minneapolis. Businesses are losing about $10 million to $20 million a week in revenue, the Minneapolis Community Planning and Economic Development department estimates, with some businesses reporting a nearly 80% revenue decline year-over-year in the past two months.

“That is nothing short of catastrophic for many of our businesses, workers and families,” said Erik Hansen, CPED’s director.

About 90 Minneapolis businesses, including restaurants, hotels and retail shops said fear or stress was affecting operations, with 72 reporting staff absences, according to a January survey of about 100 businesses by Meet Minneapolis, the city’s destination marketing firm.

“Until there is real accountability and ICE is off our streets, the members will not feel safe,” said Sarrack.

Breaking down some boldface names in the Epstein files

    2026-02-03T11:43:43.730Z / https://www.cnn.com/2026/02/03/politics/epstein-files-musk-lutnick-branson-emails

The major headlines from the latest dump of files related to convicted sex offender Jeffrey Epstein focus on President Donald Trump, former President Bill Clinton, Bill Gates, Elon Musk and the former Prince Andrew, among others. And rightly so. Those names are sprinkled throughout the documents.

Epstein’s alleged victims, meanwhile, were horrified that the Department of Justice posted unredacted nude images before taking them down, according to reporting that first appeared in The New York Times.

The overdue saga of releasing files related to the convicted child sex offender Jeffrey Epstein will continue. Millions of files have now been released; more are expected.

    Ad Feedback

There are many boldface names sprinkled throughout the millions of documents released so far. Some mentions seem to contradict previous statements, such as Elon Musk’s apparent desire in an email to attend a “wild” party on Epstein’s island. Musk denies ever going to the island or attending such a party.

There are countless awkward revelations in the files, including Martha Stewart trying to get Epstein’s cell phone number and Katie Couric commending a “ROCKIN” lasagna she had at his party. The crown princess of Norway offered some strange comments about infidelity. The celebrity doctor Peter Attia made crass jokes. New York Giants co-owner Steve Tisch was apparently in pursuit of women.

These are some of the glimpses of the rarefied air in which Epstein traveled, even after the controversial 2008 plea deal in which he was convicted on charges related to the solicitation of a minor.

The inclusion of a person’s name in the file release does not indicate they participated in or were aware of Epstein’s crimes, although most of the exchanges below occurred after his initial conviction.

The long relationship between Gates and Epstein is well documented. The latest document release only raises new questions. It’s not clear who wrote what look to be draft messages from 2013 saved in Epstein’s email account. But they appear to document, in stream-of-consciousness style, feelings of betrayal aimed at the Microsoft co-founder. The drafts mention marital discord between Gates and his then-wife Melinda. There is discussion of business deals, the idea of Gates having concerns about a sexually transmitted disease, and soured business ventures. The draft message expresses concern that a public divorce between Bill and Melinda Gates would hurt their foundation. Later, that divorce would be a yearslong process.

“These claims — from a proven, disgruntled liar — are absolutely absurd and completely false. The only thing these documents demonstrate is Epstein’s frustration that he did not have an ongoing relationship with Gates and the lengths he would go to entrap and defame,” a Gates representative told the New York Times.

Musk, rather than ‘REFUSE’ an invite, tried to coordinate trip to Epstein’s island

Elon Musk has previously said he rebuffed Epstein’s attempts to invite the Tesla and SpaceX billionaire to his private island. But in released documents, it is Musk who appears to be involved in trying to set up a visit.

In a 2012 email, Epstein asked Musk how many people will need a helicopter ride to the island. Musk wrote back that it would be only him and his then-wife Talulah Riley, and wondered what night would yield the “wildest party.”

The detailed emails between the two men run counter to Musk’s claim last year that he’d “REFUSED” to attend a party on Epstein’s island.

After Friday’s files release, Musk said this on X:

I have never been to any Epstein parties ever and have many times call for the prosecution of those who have committed crimes with Epstein. The acid test for justice is not the release of the files, but rather the prosecution of those who committed heinous crimes with Epstein.

Lutnick wanted coordinates for his boat captain to find Epstein’s private island

In December 2012, Trump’s now-secretary of commerce was trying to get coordinates for his boat captain in order to link up with Epstein, presumably at Epstein’s private Caribbean island, for dinner. Lutnick was on his boat with his wife, another couple, and each family’s four children. They later discussed meeting for lunch. Lutnick sent a message to an unidentified recipient with directions:

Below from Jeffrey: come sat or sunday lunch? little st jamcs on the map, behind christmans cove

Years later, in 2015, Lutnick tried to invite Epstein to a political fundraiser for Hillary Clinton.

“Secretary Lutnick had limited interactions with Mr. Epstein in the presence of his wife and has never been accused of wrongdoing,” a Commerce Department spokesperson told CNN.

The Virgin Group founder was a known Epstein acquaintance before the release of documents. In one 2013 email released by the Department of Justice, Branson told Epstein he’d be happy to meet any time the two are in the same area “as long as you bring your harem!”

Branson also counseled Epstein to get Bill Gates to vouch for him after Epstein was required to register as a sex offender.

In a statement to the New York Times, a Virgin Group spokesperson said the “harem” comment referred to adult women who accompanied Epstein during a meeting with Branson.

“Any contact Richard and Joan Branson had with Epstein took place on only a few occasions more than twelve years ago, and was limited to group or business settings,” the Virgin Group spokesperson told The Times. “Richard believes that Epstein’s actions were abhorrent and supports the right to justice for his many victims.”

Separately in that email exchange with Branson, Epstein referred to the head of the committee that awards the Nobel Peace Prize, former Norwegian Prime Minister Thorbjørn Jagland, staying at his New York house.

Jagland exchanged many emails with Epstein; so too, separately, did Norway’s Crown Princess Mette-Marit. Both have said they showed poor judgment in their relationship with Epstein

The New York Giants co-owner is a new face in the documents. He emailed Epstein asking about a woman he met at Epstein’s house and wondered if she was a professional or a “civilian.” In another exchange, Epstein said he would have a “present” for Tisch. Days later, Epstein described a woman he would introduce Tisch to as “tahitian speaks mostly french, exotic.”

Tisch asked if she was a “working girl.” Epstein said “Nwver.”

In a statement to CNN, Tisch said this:

“We had a brief association where we exchanged emails about adult women, and in addition, we discussed movies, philanthropy and investments. I did not take him up on any of his invitations and never went to his island. As we all know now, he was a terrible person and someone I deeply regret associating with.”

The NFL said Monday it will look into Tisch’s association with Epstein.

The former Harvard president, treasury secretary and economic adviser to former Presidents Bill Clinton and Barack Obama has long been known as an acquaintance of Epstein’s. After a first tranche of Epstein files was released, Summers left the board of the firm OpenAI and stopped teaching at Harvard. In newly released emails from 2017, Summers and Epstein gossiped about President Donald Trump during his first term and insulted Trump’s intelligence.

“Your world does not understand how dumb he really is,” Epstein told Summers in one email.

Summers was also, as previously reported, named as executor in an early version of Epstein’s will.

“Mr. Summers had absolutely no knowledge that he was included in an early version of Epstein’s will and had no involvement in his financial matters or the administration of his estate,” a Summers spokesperson told CNN back in December.

Summers had previously said he is “deeply ashamed” and takes “full responsibility for my misguided decision to continue communicating with Mr. Epstein.”

The viral anti-aging influencer had a chummy relationship with Epstein. The men exchanged hundreds of emails. Attia acknowledged that being friends with Epstein was not something he could share publicly. They discussed a 2018 Miami Herald story that identified Epstein victims.

Attia also made jokes about sex acts and the female anatomy.

Attia said in a statement that while he was not involved in any criminal activity, “I apologize and regret putting myself in a position where emails, some of them embarrassing, tasteless, and indefensible, are now public.”

The TV host and journalist Katie Couric emailed about stopping by Epstein’s house in 2010 and thanked him for dinner and what was apparently a tasty lasagna, for an “eclectic crowd” that included her and someone she refers to as “Brooks.” Couric at the time was dating Brooks Perlin.

At one point, when Couric declined an invitation for tea, Epstein said he and someone named Andrew were disappointed they wouldn’t see her.

In 2011, Couric emailed the publicist Peggy Siegal perhaps ironically thanking her for an Epstein invite. Couric wrote:

Oy, thanks for the Jeffrey Epstein invite… it’s brought me a world of trouble!

Siegal forwarded the message to Epstein as evidence of a “witch hunt” against him and Andrew and offered her services to help.

Couric recounted the dinner, alongside other celebrities and Andrew, in her 2021 memoir. She described the atmosphere at Epstein’s home as “creepy” and conceded she “should have done a little more research” into Epstein. Reached by text on Monday, she declined further comment.

Epstein’s assistant Lesley Groff asked Epstein if it was okay to give his cell number to Stewart’s assistant in 2013. Groff also included Stewart’s cell number in the email and said Stewart would be on St. Croix starting December 23 that year.

On December 26, a calendar entry for “martha stewart st. croix” blocks off an hour on the morning of December 26.

A few years later, Groff emailed a “Martha Stewart” contact in her address book to invite Stewart to a dinner with Epstein, Woody Allen and Allen’s wife Soon Yi. Groff included Epstein’s New York address and said the party would start at 7 or 7:30, but she was still working on the time. It’s unclear whether she accepted the invitation.

A spokesperson for Stewart did not immediately respond to a request for comment.

In 2016, Epstein emailed a contact for Deepak Chopra wondering if “l=o dicaprio would want to have dinner with Woody.”

“I can certainly ask him if he is around,” Chopra replied.

It’s not clear what, if anything, came of the idea.

In 2017, there are emails inviting the TV personality Dick Cavett and his wife Martha to another dinner with Woody Allen and Soon Yi. Cavett was unable to attend.

A powerful lawyer, Brad Karp, contacted Epstein about getting his son, then a Cornell student, work on an Allen film.

“i will ask, of course,” Epstein responded.

Epstein corresponded frequently with Chopra. They exchanged news articles and set up meetings. Chopra was unable to make one 2017 dinner with Epstein, Allen and Slovakian then- Foreign Minister Miroslav Lajčák, due to being delayed in Washington, DC.

In a 2016 exchange, Chopra asks Epstein if he knows Marla Maples, Trump’s former wife and the mother of Tiffany Trump. Epstein says that when Trump found out Maples was pregnant, Epstein lost a $10,000 bet, which he said he paid to Trump with a truck full of baby food.

Lajčák was, at the time of the planned dinner with Chopra, Epstein and Allen, President of the UN General Assembly. He resigned from his position as an adviser to the current Slovakian government after the latest Epstein release, according to Reuters.

Josh Harris, the billionaire co-owner of the NFL’s Washington Commanders, NBA’s Philadelphia 76ers, and NHL’s New Jersey Devils, also appears several times in the files.

The files released in September revealed that Epstein invited Harris to an “intimate” breakfast at his estate in New York in 2014, where “Bill Gates will be in attendance.”

While it was previously unclear whether Harris accepted the invitation, Friday’s new files indicate Harris did meet with Epstein. Epstein asked Harris about a week after the intended meeting date “did you hve fun at breakfast,” to which Harris responded, “Yes very much. Thank you for inviting me.”

In a statement to WJLA-TV, a spokesperson for Harris said, “Josh Harris never had an independent relationship with Jeffrey Epstein. Harris sought to prevent Epstein’s attempts to develop a corporate relationship with Apollo. As these emails indicate, Harris sought to avoid meeting with Epstein, canceling meetings and having others return his calls.”

The newly released files include photos of Bret Ratner, the director of Melania Trump’s new Amazon film, lying on a sofa with Epstein as they both embrace young women. The release by the Justice Department came one day after Ratner appeared on the red carpet for his film Melania,” for which Amazon paid $40 million in rights and another $35 million in marketing.

Ratner was accused of sexual impropriety by six women in 2017. He has denied any wrongdoing. Ratner told Fox News he did not have a personal relationship with Ratner and that he was engaged to one of the women pictured on the sofa at the time the photo was taken.

New text messages reveal the depth of the relationship between Epstein and Steve Bannon, the populist strategist and one of Trump’s closest advisers in his first term.

Epstein and Bannon frequently messaged about Trump, including poking fun at the president and Bannon’s influence over him

In reference to an Axios post about the president’s schedule, Bannon wrote: “Brother is out of gas.” Bannon also referred to Trump sarcastically as a “‘Stable Genius’ bringing himself down.”

In reference to Bannon’s efforts to start building a private border wall outside El Paso, Texas, Bannon wrote to Epstein “I can’t seem like I’m running trump’s nose in his own incompetence.” This border wall construction led to Bannon facing federal charges for defrauding donors of more than a million dollars, for which Trump pardoned him in the final hours of his first administration

In another message, Bannon wrote “Dude: I just got him to pull the trigger on $400 billion in tariffs on china.”

Among the newly released files is nearly two hours of video of an interview between Bannon and Epstein, including discussion of Epstein’s classification as a sex offender. Bannon asks Epstein what class of predator he is, to which Epstein responds, “Tier one,” or “the lowest.”

Bannon did not immediately respond to CNN’s request for comment.

Sergey Brin, the billionaire co-founder of Google, appears multiple times in the files. Brin exchanged multiple messages with Ghislaine Maxwell, including offering to bring along Google’s then-CEO, Eric Schmidt, to a dinner at Epstein’s residence in New York. That exchange occurred in 2003, long before Epstein’s conviction as a sex offender. Maxwell told Brin, “Dinners at Jeffrey’s are always happily casual and relaxed.”

Epstein accuser Sarah Ransome had previously claimed in court documents in 2024 that she met Brin and his then-fiancée, Anne Wojcicki, on Epstein’s private island.

Brin did not immediately respond to a request for comment sent to Google.

Relations between President Donald Trump and Colombian President Gustavo Petro have swung sharply from open confrontation to cautious engagement over the past year, setting the stage for a pivotal White House meeting scheduled for Tuesday.

Once considered a model partnership in the Western Hemisphere, U.S.–Colombia ties are now being tested by deep disagreements over drug policy, security cooperation and migration.

Speaking to reporters ahead of the visit, President Donald Trump suggested the tone between the two leaders has shifted in recent weeks, while underscoring that drug trafficking will dominate the talks.

“I mean, he’s been very nice over the last month or two,” Trump said during a press availability. “They were certainly critical before that. But somehow after the Venezuelan raid, he became very nice. He changed his attitude. Very much so.”

Trump said he is looking forward to meeting Petro in person, while making clear that narcotics remain a central concern. “He’s coming in. We’re going to be talking about drugs because tremendous amounts of drugs come out of his country,” Trump said. “And I look forward to seeing him. We’re going to have a good meeting.”

Colombia has long been one of Washington’s closest partners in South America, particularly on counternarcotics and security. Bilateral cooperation expanded dramatically under Plan Colombia beginning in 2000, with U.S. military and law-enforcement assistance playing a central role in Colombia’s fight against insurgent groups and drug trafficking networks. That cooperation helped stabilize the country and eventually led the United States to designate Colombia a major Non-NATO ally. U.S. officials and analysts say that foundation has eroded in recent years amid diverging priorities and growing mistrust.

Tensions first erupted in January 2025, when Petro initially refused to allow U.S. deportation flights carrying Colombian nationals to land. The standoff prompted Trump to threaten tariffs, travel bans and visa restrictions before Colombia reversed course and agreed to accept the flights. The episode marked the first major rupture between the two leaders following Trump’s return to office.

Relations deteriorated further in September 2025, when Petro traveled to New York for the United Nations General Assembly, participated in protests and publicly urged U.S. soldiers to “disobey the orders of Trump.” The remarks prompted the U.S. State Department to revoke Petro’s visa on Sept. 27, 2025. The following month, the Trump administration announced punitive measures targeting Petro and members of his inner circle, citing concerns about drug trafficking and security cooperation.

Colombian officials denounced the moves as politically motivated. Trump publicly labeled Petro a “drug leader,” suspended U.S. aid and threatened additional punitive measures, pushing relations to what observers described as their lowest point in decades.

Signs of de-escalation emerged last month when the two leaders spoke by phone for the first time since the diplomatic breakdown. Trump later described the call as a “great honor,” saying he appreciated Petro’s tone and looked forward to meeting him in person. Both sides agreed to restart dialogue on contentious issues, including counternarcotics, migration and trade. Colombia subsequently resumed U.S. deportation flights as part of broader efforts to stabilize relations, paving the way for Tuesday’s face-to-face meeting.

Melissa Ford Maldonado, director of the Western Hemisphere Initiative at the America First Policy Institute, said the visit highlights how much is now at stake for both countries.

“Colombia remains the most important U.S. partner in South America, but that status is conditional, and lately it’s been under real strain, largely because of President Gustavo Petro’s tolerance for criminal networks that threaten both Colombian sovereignty and American security,” Maldonado told Fox News Digital.

She said the Trump administration’s objectives heading into the meeting are likely focused on restoring what she described as “real cooperation” on counternarcotics and security after years of drift.

“Counternarcotics and security cooperation will likely dominate the conversation,” Maldonado said, pointing to record cocaine production and what she described as growing tolerance within parts of the Colombian state for criminal networks. She argued that Washington has increasingly treated Colombia as failing to meet U.S. expectations in the fight against illegal drugs.

Maldonado said the administration has signaled it is no longer willing to accommodate governments it believes enable narco-criminal ecosystems.

“What to watch going forward is whether Colombia chooses to course-correct or continues drifting toward the model next door, which blurred the line between the state and organized crime,” she said. “Colombia earned its status as a major Non-NATO Ally through decades of sacrifice. That trust has been badly damaged, but it is not beyond repair if Colombia demonstrates genuine resolve against cartels, rejects political cover for criminal groups and realigns clearly with the United States on hemispheric security.”

She added, “This visit should make one thing unmistakable: the United States wants a strong, sovereign Colombia. It is in America’s best interest. However, it will not tolerate ambiguity when it comes to narco-terrorism, regional security or the safety of the American people,” Maldonado said.

Hennepin County Sheriff Dawanna Witt says she feels “scapegoated” by feds but is open to some cooperation

    2026-02-03T06:05:00-0500 / CBS News

Minneapolis — Hennepin County Sheriff Dawanna Witt says she’s felt “scapegoated” during the federal immigration crackdown in the Twin Cities — but also says she’s open to limited cooperation with immigration authorities.

Witt says the Trump administration’s high-profile immigration operation has caused strain on local sheriffs deputies, deepened trauma within her community and shattered trust between Minneapolis residents and law enforcement wearing every uniform.

Until now, Witt had not publicly told her side of the story, but in her first sit-down interview since federal immigration agents descended on Minneapolis and St. Paul, Witt spoke with CBS News about “Operation Metro Surge” and its effect on Hennepin County law enforcement.

“We’ve definitely been scapegoated. I’m looking for people who really are looking for solutions, people who really know the meaning of negotiation and understand it’s not a one-side-takes-all, and let’s do this together.”

Trump administration officials have repeatedly accused local and state officials in Minnesota of not cooperating with immigration enforcement and of releasing hundreds of dangerous criminals into the streets rather than turning them over to federal immigration agents. The commissioner of the Minnesota Department of Corrections called these claims “fundamentally false.”

“We cooperate with ICE and ICE detainers,” Paul Schnell told CBS News in an interview earlier this month. “We have, as a matter of policy, done that for a long, long time.” Detainers are federal requests to local law enforcement to detain individuals for up to 48 hours after they’re set to be released from criminal confinement — which gives ICE time to decide whether to take them into custody to begin deportation proceedings.

Witt rejects claims that her office won’t work with federal partners, noting that for years, deputies on task forces with the Bureau of Alcohol, Tobacco, Firearms and Explosives, Drug Enforcement Administration, U.S. Marshals, and Homeland Security Investigations have partnered on criminal investigations into human trafficking and sexual exploitation.

But she also drew a firm boundary. “We do not do civil or immigration enforcement. We never have.”

Asked about White House border czar Tom Homan’s blanket request that Hennepin County allow access to her jails, Witt countered, We already make our roster public. But if you want us to hold people, get a judge to sign a warrant.”

Homan, she said, warned her that there might be “too many” such inmates for judicial warrants. Witt scoffed at that suggestion.

“Too many for who? There are fewer than 100 detainers in county [jails] statewide. If that’s too many, then the problem isn’t sheriffs — it’s the system.”

Witt also argues that local sheriffs should not have to act as the backstop for federal failures, but says both she and Homan agree the immigration system is fundamentally broken.

“We just don’t agree on how to fix it,” she said.

Nonetheless, she has left the door open to limited cooperation. The sheriff of Minnesota’s largest county, home to Minneapolis, says she’s considering whether to notify ICE before releasing people accused of the “worst of the worst” crimes: murder, rape and violent felonies.

But “we will not hold anyone one minute past their court-ordered release,” Witt said emphatically, citing legal liability. “If we slow-walk releases, we get sued.”

Witt added that she is concerned that criminals looking to prey on her community are seeking to take advantage of Minneapolis’ busy and overstretched law enforcement ranks. “We can’t take our eyes off the fact that there are still crimes happening right here, and there are people looking to see how they can capitalize on all this madness.”

An “exhausting” two weeks for Hennepin law enforcement

The past two weeks, Witt said, have been “exhausting” for her deputies, who have been deployed around the Whipple Federal Building as protests tied to “Operation Metro Surge” continue. In addition to the emotional and physical costs, the price tag is steep.

“We are over $500,000 in overtime expenses,” Witt said. The funds have been diverted from a department that was already understaffed and undergoing a formal staffing study.

Hennepin County is Minnesota’s most populous county, home to the state’s largest jail, which Witt says operates at roughly 85% capacity on most days. More than 90% of those incarcerated there, Witt added, are held on violent felony charges.

“We don’t have room in our jails for someone whose only offense is a civil immigration violation,” she offered bluntly.

    The fatal shooting haunting Minneapolis

No moment underscored the crisis in trust in Hennepin County more than the fatal shooting of Alex Pretti. Asked about her reaction to the video, Witt said, “People film us all the time. Mr. Pretti should not be dead.”

She continued, “Filming is not justification to shoot someone. That is absolutely absurd.”

On Monday, the Hennepin County Medical Examiner ruled the death of Alex Pretti a homicide.

“I can’t fathom where in one of the most noble professions that becomes acceptable,” Witt said. “We need more people in law enforcement to speak up about that.”

    Trust already shattered

Witt says the actions of some of the federal agents in the Twin Cities over these past several weeks have damaged her community.

“The reputation of all law enforcement — local, state, federal — is tarnished by the behavior of some,” she observed.

Witt added, with visible frustration, that complaints about federal conduct have reached her office, as she referenced a stack of constituent emails and call logs next to her.

“We’ve seen it. And it’s ridiculous. It hurts their reputation, and it hurts ours.”

Witt posed this question: “What happens to the good cops? The ones doing everything right who now get blasted for something they didn’t do?”

She added, “When Operation Surge is done, it’s going to be local authorities who have to clean up this mess.”

Homan has said he’s working on a plan for a drawdown of federal agents in Minnesota, but Witt said she has yet to see evidence of that.

“We are robbing them of their futures”

After the Columbia Heights School District closed for a day over a credible threat, Witt spoke not as a sheriff, but as a mother. Her voice tightened as she described what her own daughter, who works as a special education assistant teacher in that district, has witnessed.

“We talk about trauma all the time — and here we are,” she said. “Haven’t we learned anything?”

According to the school district, at least six students have been detained by federal immigration authorities since the surge began in December, including Liam Ramos. The five year old Ecuadorian preschooler was held for more than a week with his father at an immigration facility in south Texas after being arrested by ICE agents before a federal judge ordered his return over the weekend.

“We are traumatizing these kids. We are robbing them of their futures,” Witt said. “We know that Minnesota – we have fallen further behind. This is the last thing we need. Our kids should go to school and feel safe. Our kids need to know that they’re going to come home and their families are safe. They should not be having the worries of adults at their young age. It’s going to have an everlasting impact on them.”

Witt added that many schools in her county have requested assistance and additional patrols around facilities.

Pressed on whether federal officials were listening to the concerns of parents and families, Witt offered bluntly: “If they are, I haven’t seen it. All I hear is, ‘This is your fault — blue cities, blue states.’ No — it’s everybody’s fault.”

Critics have accused Witt of siding with ICE by deploying deputies and the National Guard near the federal courthouse. Witt pushed back.

“The Whipple building is my primary patrol area,” she said. “That’s my job.” The building houses federal offices including an immigration court and ICE detention facilities.

She added that her presence has been about de-escalation and protecting protesters’ First Amendment rights.

“People asked in 2020, ‘Where were the police?’ Now we’re there — and people accuse us of helping ICE.”

Still, she said many residents have expressed gratitude to her for keeping protests peaceful. “We protect life, property, and liberty — even when people are angry,” Witt remarked.

Figuring out what has to change

Looking ahead, Witt wants the “right people” at the table — including the U.S. attorney from Minneapolis — to clarify what’s legal, what isn’t, and what must realistically change to enable a drawdown of federal agents from the Twin Cities. She’s also reached out to sheriffs across the country and to former federal prosecutors to reconcile conflicting legal interpretations, acting as a behind-the-scenes conduit for change.

“My top priority is to keep my community safe — period,” Witt said.

She acknowledged that her city still feels the impact of George Floyd’s killing by Minneapolis police in May 2020, and admitted that she worries constantly about the repercussions of a drawn out, aggressive federal surge.

“If this continues, kids will grow up thinking fear of law enforcement is normal,” she said. “That cannot be the norm.”
