    Homeland security officials watching for response by cartel’s U.S.-based networks after leader killed

    Homeland security officials are watching for a response from Jalisco New Generation Cartel’s U.S.-based trafficking and financial networks after Mexican security forces killed Nemesio Rubén Oseguera Cervantes in a raid Sunday.

    The cartel, also known as CJNG, maintains distribution, logistics and money-movement infrastructure across the United States. While officials say there is no indication of an imminent threat to the U.S. as a result of the operation that killed Cervantes, law enforcement agencies are monitoring any potential increases in violence, coercion or debt-collection activity inside domestic trafficking corridors.

    Mexican authorities in recent months have also transferred dozens of cartel suspects into U.S. custody in several batches, part of a broader bilateral enforcement surge that has placed CJNG and other groups under sustained pressure.

    According to a source briefed on the operation, the raid was the culmination of intensified U.S.-Mexico counter-cartel cooperation under Mexican President Claudia Sheinbaum. Intelligence sharing has markedly expanded in recent months through newly emphasized joint interagency channels tied to U.S. Northern Command.

    A defense official told CBS News on Sunday a counter-cartel task force the Pentagon established underU.S. Northern Command in January “played a role in that the Joint Interagency Task Force regularly works with the Mexican military,” but the official emphasized that this was a Mexican military operation, “so the success is theirs.”

    Mexico’s Defense ministry said in a statement that “complementary information was provided by U.S. authorities within the framework of bilateral coordination and cooperation with the United States.”

    No American personnel were on the ground for the operation. The source described a “synergy of efforts” in which Mexican special forces executed the mission while U.S. personnel provided intelligence and operational advice from outside Mexico. This source did not disclose the precise nature of U.S. intelligence support, but pointed to prior high-value cartel targeting operations, in which U.S. agencies relied on longstanding human sources and technical information collection of cartel movements, vehicles and communications.

    More than 20 Mexican National Guard members have been killed in retaliatory attacks so far, a source said. CJNG has evolved into a diversified transnational criminal enterprise with paramilitary capabilities. It has used drones to carry C4 explosives and deployed heavy weaponry in Mexico’s internal conflict zones. Despite the loss of its founder, the cartel is expected to retain substantial operational capacity, according to the source.

    Still, a succession struggle inside CJNG has begun, with regional cartel commanders battling for power and control. In the past, the removal of cartel leaders in Mexico has often resulted in their organizations splintering and in secondary violence, rather than collapse. The early indications are that this pattern is repeating, with revenge attacks and destabilization efforts across as many as 20 Mexican states.

    Trump’s tariff troubles might not be over

    Hours after the Supreme Court struck down his tariff policy on Friday, President Donald Trump insisted the ruling had actually, somehow, rendered him “stronger.”

    He was overcompensating. His other potential options are objectively weaker.

    And his stated alternative, that he would institute a global 15% tariff under a different authority, could easily fizzle — and bring his entire tariffs gambit down with it.

    That’s because the law he’s now relying upon, Section 122(a) of the Trade Act of 1974, was intended to address different situations. It’s meant not for trade deficits, which the Trump administration has cited as the justification for the president’s now-nixed emergency tariffs, but rather a severe “balance of payments” deficit.

    To the extent the Trump team can justify the global tariffs under this authority, they’ll need to offer a completely different justification than they’ve been using to this point.

    Or they’ll have to convince judges of a rather novel reading of Section 122 in which trade deficits are balance-of-payments deficits.

    But on both counts, their past arguments could come back to haunt them.

    What Section 122 says

    Section 122 holds that a president can unilaterally implement tariffs of up to 15% for 150 days to deal with “large and serious United States balance-of-payments deficits.” After 150 days, congressional approval would be required to extend the tariffs.

    What is a balance-of-payments deficit? It’s complicated, but it basically refers to when the record of transactions that come into and go out of the United States is out of whack.

    Even when we pay US dollars for imports, the countries that receive the money need to send the dollars back to the United States in order to use them, at some point. Over time, the balance of payments should be close to zero.

    So trade deficits are a piece of this equation, but they are not the equation itself.

    The Trump team previously suggested Section 122 might not work

    Importantly, the Trump team itself has acknowledged this distinction. Indeed, in a filing last year in the tariffs case, officials conceded that the administration couldn’t necessarily use Section 122 authority to address trade deficits.

    It said that Section 122 didn’t “have any obvious application here, where the concerns the President identified in declaring an emergency arise from trade deficits, which are conceptually distinct from balance-of-payments deficits.”

    Saying it didn’t have an “obvious application” doesn’t rule out some level of application. But the Trump team clearly downplayed the applicability of Section 122.

    That suggests Trump would have to declare a new justification — after spending nearly a year saying this was about trade deficits and many other things that aren’t balance-of-payments deficits.

    Other difficulties

    The Trump team could seemingly reverse itself and argue that trade deficits are a form of a balance-of-payments deficit. Indeed, its “fact sheet” on Trump’s announcement Friday continued to cite trade deficits as part of its case. And it has also floated using Section 122 for trade deficits in the past.

    But that could be a difficult argument to make in court, irrespective of what the Trump team said before.

    That’s because Section 122 later refers separately to “balance-of-trade surpluses” — and offers different authorities for that scenario. The fact that it refers to “balance-of-payments” and “balance-of-trade” separately suggests the drafters of the law viewed them as distinct from one another.

    And the other point here is that it’s just not at all clear we have anything that could be construed as “large and serious United States balance-of-payments deficits.”

    The conservative National Review has featured a pair of compelling pieces arguing that we’re not in such a situation. One argues that our balance-of-payments deficit is actually near zero. In another, Andrew C. McCarthy argues that the scenario for which Section 122 was drafted simply doesn’t apply to our modern setup, in which the dollar is no longer anchored to the price of gold and has a floating value.

    “These new tariffs are even more clearly illegal than Trump’s IEEPA tariffs,” McCarthy wrote, referring to Trump’s emergency tariffs that were just struck down.

    Even those who drafted that law might agree with that argument.

    A 1974 report from the Senate Finance Committee conceded that “under present circumstances,” Section 122 “is not likely to be utilized.” But the panel said it nonetheless wanted to give it to the president because “circumstances can change rapidly.”

    Indeed, half a century later, Section 122 has never previously been used, according to the Congressional Research Service.

    What happens if Trump’s tariffs are struck down … again

    The tariffs are limited at 150 days, and the legal process could actually take longer than that. There’s a possibility that judges let these tariffs run their course, rather than move quickly to temporarily block them.

    But Trump is at the very least risking a double-rebuke from the courts on his signature economic policy.

    If that were to happen, it could sting even more. It would not only be a second strike, but it could also make it even more difficult to revive his tariffs using other authorities that the White House has floated.

    At that point, congressional Republicans might run out of patience for Trump’s tariffs gambit — especially given many of them have been skeptical from the start. And that’s doubly so in an election year, in which tariffs appear to be hurting Republicans.

    Lost leverage

    It’s also worth re-emphasizing that these tariffs aren’t nearly as beneficial for Trump.

    The fact that he’s limited to 15% means he can’t jack up tariffs on individual countries in an instant like he has before. Trump on Monday threatened to raise tariffs on “any Country that wants to ‘play games’” after last week’s Supreme Court decision. But he just doesn’t have the same flexibility.

    The time limit — and the fact that Congress almost certainly would not extend the tariffs beyond 150 days — also means other countries could simply wait Trump out rather than feel compelled to cut trade deals with him. So these tariffs are smaller overall and also provide less leverage.

    Despite those bothersome details, Trump actually claimed Friday that Section 122 was “stronger” and “probably the direction that I should have gone the first time.”

    But given the potential problems ahead, it’s likely his team foresaw this being a potentially rocky road as well.

    You could be forgiven for thinking Trump is just trying this because it’s the best option he has left — and that he’s hoping to salvage his pride as much as his tariffs.

    Government documents reveal the fall of drug kingpin “El Mencho” over the weekend was the culmination of an aggressive, more than yearlong strategy of “total elimination” pursued by the Trump administration against the ruthless Jalisco New Generation Cartel (CJNG), which is present in almost all 50 U.S. states.

    Ruben “Nemesio” Oseguera Cervantes, known as “El Mencho,” the leader of the CJNG, was killed Sunday in a Mexican military operation in Tapalpa, Mexico, authorities said. Though the operation was carried out by Mexican forces, the United States laid the groundwork, making El Mencho’s fall possible.

    On President Donald Trump’s first day in office, he signed an executive order directing the State Department to designate several cartels and international criminal groups “foreign terrorist organizations” (FTOs), a designation unlocking military-grade surveillance and “material support” prosecutions. Though lesser known than MS-13 or Tren de Aragua, CJNG was one of the groups designated an FTO by the administration.

    Shortly after Trump’s executive order, on Feb. 5, Attorney General Pam Bondi sent a policy memorandum to all Department of Justice employees, announcing a “fundamental change in mindset and approach” to cartels and transnational criminal organizations to a policy of “total elimination.”

    Rather than simply seeking to mitigate the harms of cartel activity, Bondi said the DOJ would be suspending red tape to “empower federal prosecutors throughout the country to work urgently with the Department of Homeland Security and other parts of the government toward the goal of eliminating these threats to U.S. sovereignty.”

    The memo said the DOJ would be prioritizing cartel managers and leaders.

    According to the Drug Enforcement Administration’s 2025 National Drug Threat Assessment, CJNG is one of the most ruthless cartels in Mexico and a key supplier of fentanyl to the U.S., making it “one of the most significant threats to the public health, public safety, and national security of the United States.”

    The DEA said CJNG operates vast distribution networks within the U.S., with associates, facilitators and affiliates operating in “almost all 50 U.S. states.” The DEA also said CJNG has been increasing its involvement in non-drug crime, including extortion, taxing human smuggling and fraud schemes.

    A 2019 DOJ statement to the Senate Committee on Homeland Security and Governmental Affairs states that CJNG is “one of the most powerful and fastest growing cartels” and operates key drug distribution hubs in Los Angeles, New York, Chicago and Atlanta. The Department of National Intelligence estimates the group has approximately 15,000–20,000 members.

    Recognizing the threat posed by CJNG, the administration announced major results just over one month after Trump’s inauguration. On Feb. 27, Bondi announced the U.S. had secured the extradition of 29 high-ranking cartel leaders from Mexico, including top-tier CJNG leaders, a key money broker and a family member of El Mencho. Among those extradited and charged was Antonio Oseguera Cervantes, also known as “Tony Montana,” El Mencho’s brother, who was charged in the District of Columbia for his alleged leadership role in the cartel.

    On March 7, El Mencho’s son and heir apparent, Ruben Oseguera-Gonzalez, known as “El Menchito,” was sentenced in Washington, D.C., to life in prison plus 30 years and ordered to forfeit $6 billion in drug proceeds. El Menchito had been extradited to the U.S. during the first Trump administration in 2020.

    The next week, on March 15, the president again upped the ante against the cartels by designating fentanyl as a weapon of mass destruction, authorizing the use of advanced military assets for supply-side interdiction at the border. The move had a major impact on CJNG’s drug smuggling operations.

    June was another high-impact month in the fight against CJNG. El Mencho’s brother-in-law, José González Valencia, “La Chepa,” was sentenced to 30 years in federal prison. Another high-ranking leader, José González Valencia, co-founder of the CJNG’s financial wing “Los Cuinis,” was also sentenced to 30 years.

    The same month, the Treasury Department used the FEND Off Fentanyl Act for the first time to cut off three major Mexican banks, CIBanco, Intercam and Vector, from the U.S. dollar system for allegedly laundering CJNG funds.

    In August, the administration secured the extradition of another 26 high-ranking cartel leaders from Mexico, including Abigael González Valencia, another brother-in-law of El Mencho known as “El Cuini,” who was the head of a major money-laundering organization for the cartel.

    Not letting up, the next month, the DEA and Department of Homeland Security launched a massive, nationwide weeklong operational surge targeting CJNG distribution networks. The effort led to 670 arrests and the seizure of $18 million in currency and $29 million in assets. The operation also resulted in the seizure of 92.4 kilograms of fentanyl powder and 1,157,672 counterfeit fentanyl pills.

    Announcing the seizures, DEA Administrator Terrance Cole said the administration “is targeting the Jalisco New Generation Cartel as what it is—a terrorist organization—at every level, from its leadership to its distribution networks and everyone in between.”

    “Let this serve as a warning,” said Cole at the time. “DEA will not relent … This focused operation is only the beginning — we will carry this fight forward together until this threat is defeated.”

    By the end of 2025, the DEA was reporting that it had seized a total of 47 million fentanyl pills, enough to represent more than 369 million lethal doses, from cartel smugglers, including CJNG.

    At the start of 2026, the administration again increased its targeting of CJNG and other cartels. The Department of War established the Joint Interagency Task Force-Counter Cartel (JIATF-CC) under U.S. Northern Command as the “next step” in the whole-of-government approach to “identify, disrupt, and dismantle cartel operations posing a threat to the United States along the U.S.-Mexico border.”

    On Feb. 19, just 72 hours before the Tapalpa raid, the Treasury sanctioned Kovay Gardens, a CJNG-controlled resort in Puerto Vallarta, cutting off a $300 million revenue stream flowing into the cartel’s coffers.

    Following the raid, White House Press Secretary Karoline Leavitt confirmed the U.S. provided intelligence support to the Mexican government to assist in the operation.

    Leavitt added that Trump “has been very clear the United States will ensure narcoterrorists … are forced to face the wrath of justice they have long deserved.”

    Strike on alleged drug boat in Caribbean kills 3 people, U.S. military says

    The U.S. military said Monday that it carried out a strike on a boat accused of smuggling drugs in the Caribbean Sea, killing three men.

    The boat was “transiting along known narco-trafficking routes in the Caribbean and was engaged in narco-trafficking operations,” the U.S. Southern Command said in a statement on X. “Three male narco-terrorists were killed during this action. No U.S. military forces were harmed.”

    Southern Command’s post on social media included a video of a stationary boat being destroyed in an explosion.

    Monday’s strike comes less than a week after 11 people accused of smuggling drugs were killed in Latin American waters as part of the Trump administration’s monthslong campaign against alleged traffickers.

    Since the administration began targeting those it calls “narcoterrorists” in small vessels last year, at least 148 people have been killed in the strikes.

    Like most of the military’s statements on the dozens of known strikes, U.S. Southern Command said it targeted alleged drug traffickers along known smuggling routes but didn’t provide further details.

    Most Democratic lawmakers have criticized the boat strikes, arguing the administration hasn’t provided enough evidence that the boats were trafficking drugs to the U.S. and has failed to get authorization from Congress for the military campaign. Several efforts by congressional Democrats to restrict the boat strikes have fallen short in the House and Senate.

    A former U.S. Immigration and Customs Enforcement instructor responsible for educating new ICE officers on proper use of force said the agency’s efforts to rapidly scale up its ranks will place recruits on the streets without the training they need to lawfully carry out immigration enforcement.

    “Without reform, ICE will graduate thousands of new officers who do not know their constitutional duty, do not know the limits of their authority, and do not have the training to recognize an unlawful order,” wrote the instructor, Ryan Schwank, in an excerpt of prepared remarks he planned to deliver before Congress.

    Schwank, an attorney and career ICE employee who resigned from the immigration agency less than two weeks ago, is set to testify on Monday at a hearing organized by congressional Democrats. A spokesperson for Whistleblower Aid, the legal group representing Schwank, said he quit the agency in protest. It stands as one of the first instances of an ICE official who has served under the second Trump administration publicly rebuking the agency and the adequacy of its training. Schwank resigned from ICE on Feb. 13, according to congressional aides.

    The hearing, organized by Democratic Sen. Richard Blumenthal of Connecticut and Rep. Robert Garcia of California, comes as calls for accountability grow in the wake of several incidents where federal immigration officers have deployed deadly force, including the January killing of Renee Good in Minneapolis. Schwank’s testimony will likely fuel Democrats’ refusal to fund the Department of Homeland Security until the Trump administration agrees to a number of reforms for ICE, including a prohibition on agents wearing masks.

    “I am duty bound to tell you the ICE Basic Immigration Enforcement Training Program is now deficient, defective, and broken,” Schwank wrote in his prepared remarks. He alleged ICE officials are lying about the amount of training new recruits receive.

    In addition to Schwank’s testimony, CBS News obtained internal agency documents that were part of a disclosure he and a second U.S. government whistleblower shared with Congress. They include a July 2025 syllabus for the ICE officer training program, and an updated one dated February 2026. Within the 7-month span, training dropped from 72 to 42 days, and multiple courses dealing with use of force appear to be removed.

    The documents also include a model daily schedule from January 2026 that shows at least some of ICE’s new recruits are receiving about half the training hours as previous cohorts, according to an analysis by Democratic staff with the Senate Permanent Subcommittee on Investigation. A list of required exams from October 2025 shows cadets are only graded on a fraction of the topics that were necessary to become an officer four years earlier. Eliminated evaluations appear to touch on use-of-force protocols, such as “Encounters to Detention” and “Judgment Pistol Shooting.”

    In a statement, the Department of Homeland Security, which oversees ICE, denied that any training requirements for new recruits had been eliminated.

    “DHS has streamlined training to cut redundancy and incorporate technology advancements, without sacrificing basic subject matter content,” the statement read. “Under these new improvements, candidates still learn the same elements and meet the same high standards ICE has always required. No subject matter has been cut.”

    DHS said the training still includes “multiple classes dedicated to use of force policy and the proper use of force.”

    During a hearing before Congress earlier this month, Acting ICE Director Todd Lyons said recruits with law enforcement experience are undergoing more abbreviated training.

    “We reduced the timeline for the previous certified federal law enforcement officers or special agents — where we went to ones who are already trained in firearms and defensive tactics and criminal procedure, we adapted to a shorter program, so they would just have the extensive Immigration Nationality Act training, immigration law and ICE-specific training,” Lyons said.

    According to the documents disclosed to Congress, ICE expects about 4,000 new recruits will graduate from the training program by the end of September. The administration has said it will be hiring 10,000 new officers through the funding allocated by the One Big Beautiful Bill Act.

    Schwank was first hired by ICE in 2021, according to a biography provided by congressional aides in advance of his testimony. In addition to his role training new recruits, Schwank has also represented the agency during immigration proceedings and served as an on-site legal adviser at ICE’s family detention facility in Dilley, Texas.

    He first raised concerns anonymously, in a whistleblower complaint shared with Congress in January, where he alleged Trump officials leading ICE have encouraged current immigration enforcement officers to embrace tactics that are unconstitutional.

    That earlier disclosure revealed a directive signed by Lyons reversing longstanding rules that barred officers from entering homes without judicial warrants. Historically, ICE told its officers these warrantless entries violated constitutional protections. But Lyons’ memo stated ICE agents could forcibly enter homes, without a judicial warrant, when they are targeting an individual with a deportation order.

    Department of Homeland Security general counsel Jimmy Percival has defended the practice, arguing that warrants signed by ICE officials were sufficient because immigrants in the U.S. illegally aren’t afforded the same constitutional rights as U.S. citizens. He noted ICE only uses these so-called administrative warrants when an individual “has received a final order of removal from an immigration judge.”

    Stevan Bunnell, a former DHS general counsel who will appear alongside Schwank at Monday’s hearing, said the Supreme Court has found such administrative warrants unconstitutional.

    “The police can’t sign their own warrants,” Bunnell wrote in prepared remarks.

    Documents the whistleblowers disclosed to Congress also show ICE plans to graduate more than 3,000 new enforcement officers by June. In a statement, Blumenthal said by speaking out, Schwank was meeting “a moral imperative”.

    “To anyone else who is repulsed by what you’re seeing or what authorities are asking you to do, please know that you can make a real difference by coming forward,” he wrote.

    ICE has been under intense pressure from the White House to ramp up arrests and deportations under the Trump administration, which has promised to oversee the largest deportation in American history. Last year, White House deputy chief of staff Stephen Miller said ICE should carry out a minimum of 3,000 arrests per day.

    In President Trump’s first year back in the White House, ICE carried out nearly 400,000 arrests, or roughly 1,000 per day, well below the 3,000 target but also up from the 300 average in 2024. According to an internal DHS document obtained by CBS News, less than 14% of arrestees had violent criminal records. Overall, 60% of those arrested by ICE over the past year had criminal charges or convictions, and about 40% did not have any criminal records, beyond civil immigration violations.

    据《经济学人》《金融时报》等报道,越来越多中国富人正携资金迁往迪拜。据估计,目前有约37万中国公民居住在阿联酋,超过1万5000家中企在当地运营,这两项数据均较2019年翻倍。

    家族办公室数量的增加尤其具指标意义。官方数据显示,截至去年上半年,迪拜离岸金融中心的家族相关实体数量已增至1000家,高于2024年底的800家。虽然官方没有披露国籍构成,但私人银行业者和高净值人群顾问指出,增幅中有显著比例来自中国。

    新年要勇于做自己想做的事,不要过于迁就他人,也不必把过年想得太麻烦……九名本地艺人在春到河畔的舞台上,将节日祝福自然融入自创流行音乐之中。

    星期一(2月23日)是大年初七,也是俗称的人日,这让下午赶到滨海湾花园绿坪参加春到河畔的公众,对当晚的流行音乐S-Pop之夜,又多了一份期待。

    罗美仪和Royal Pek(白汶諹)带来的新年歌《新年不马烦》,专为国人创作,鼓励大家抛开各种顾虑,只要备好“红包”,吃的可以叫“外卖”,不必太担心农历新年的准备工作。

    罗美仪告诉《联合早报》记者:“我在马来西亚长大,过年时,大家喜欢往外跑,因为有很多活动……新加坡稍微有点含蓄,大家与朋友和家人聚,也有人感到过年有些麻烦,我们的歌曲想让大家知道,过年其实并不麻烦,如果不想煮饭,外卖都可以解决。”

    另一名创作歌手叶玉棂(Yokez),用她的新作Don’t Worry(别烦恼)从另一个层面鼓励国人在新年生活得更洒脱。

    “前几年,发现不管我做什么都会有人来批评,最后往往只有妥协,但我并不开心……我在马年推出这首歌,希望大家在新年里多做自己想做的事。”

    新加坡网红马一朵,当晚也带来一曲和朋友们共同创作的《马上HUAT来》,祝福大家新年快乐,还说今年会创作更多作品。

    当晚演出让不同年龄层的观众一饱耳福。23岁的餐饮业经理杨德毅,专门赶来体验节日气氛,他说:“自创歌曲,比较有感情,能反映制作人当下的想法。”

    退休夫妇郭亚烈(78岁)和蔡美金(68岁),特地选在流行乐曲之夜来参加春到河畔。郭亚烈说:“流行乐最热闹,让我们能更好地感受农历新年的气氛。”

    迈入第40个年头的春到河畔,从本月15日举行至24日,压轴戏是24日的和谐之夜。

    春到河畔由新加坡宗乡会馆联合总会、新加坡中华总商会、新报业媒体华文媒体集团、新加坡旅游局及人民协会联合主办。

  • 美国改征新关税 专家吁东南亚各国观望莫急于重新谈判

    美国政府统一向全球各国征收15%进口关税,早前已与美国达成对等贸易协议或框架的印度尼西亚、马来西亚及泰国等东南亚国家,目前正陷入执行协议或重新谈判的政策十字路口。

    印尼上星期四(2月19日)刚与美国签署贸易协议,将对等关税锁定在19%,岂料美国最高法院隔天裁定特朗普此前征收对等关税的做法违宪。特朗普随即宣布向所有贸易伙伴统一征收10%关税,不到24小时又提高到15%。这使得各国在过去一年因担忧美国威胁性对等关税而仓促谈妥的协议,陷入是否继续有效还是该重新谈判的两难。

    面对局势突变,上周六(21日)还在美国访问的印尼总统普拉博沃发表声明,称印尼做好准备面对任何可能性,并将尊重美国国内政治。

    印尼经济事务统筹部长艾尔朗加告诉印尼媒体,印尼与美国签署的协议拥有独立机制,不会因美国最高法院裁决自动无效。他透露,印尼已向美国贸易代表处提出要求,必须落实在协议中承诺给予印尼特定商品的零关税优惠,确保相关商品无须面对15%的新关税。

    马国国内对协议是否还有效,有不同解读。促成协议的前贸工部长扎夫鲁星期一(23日)说,美马敲定的19%税率,已随美国最高法院裁决而不复存在。首相安华星期天(22日)则说,贸工部正在研究美国最高法院裁决对美马协议的影响,马国将与美国和亚细安各国协调,以商讨接下来应采取的策略。马国内阁星期五(27日)将开会商讨美马贸易协议。

    马国和柬埔寨去年10月与美国签署对等贸易协议,美国对这两国商品征收19%关税。美国贸易代表格里尔星期天说,与美国达成协议的国家必须遵守协议所定下的税率。

    泰国去年10月与美国达成协议框架,面对19%的税率。泰国副首相兼财政部长埃尼提星期一说,美国对所有国家统一征收15%关税,缩小泰国与竞争对手的距离,为泰国商品创造更公平的竞争环境。

    新关税有效期150天 专家建议先观望

    新加坡尤索夫伊萨东南亚研究院客座资深研究员梅农(Jayant Menon)接受《联合早报》访问时说,除了新加坡,新关税令反而让多数东南亚国家处于较有利位置。他解读,个别国家与美国签订的协议中的关税豁免项目将保留,其他商品面对的关税可能从19%下调至15%。

    一些国家内部已呼吁政府暂停核准与美国签署的对等贸易协议。梅农说,这些国家是否认为有必要与美国重新谈判,取决于他们怎么看待现有的协议。

    “现任美国政府在贸易政策上极度反复无常,近乎莽撞……大家会尽可能不去扰乱局面。这些协议中的一些措施是有益的,协议中减免关税带来的益处应多边化,以避免贸易转移。”

    这位亚洲开发银行前首席经济师也指出,新颁布的税率只能维持150天,特朗普在此期间必有新动作,各国应保留现有协议中的豁免项目,并采取观望态度。

    立杰律师事务所竞争与贸易业务主管卡拉(Kala Anandarajah)向《联合早报》指出,新关税并不使所签署的贸易协议和关税税率失效。个别国家须自行决定,所签署的协议是对自己更有利,还是要同美国重新磋商,但重新磋商的结果可能更不利,这是各国得考虑的风险。

    “比起现阶段直接重启谈判,更有利的做法或许是保留谈好的税率,观察事态发展。这么做也能为企业提供一定程度的确定性……各国还是应该采取通往重新谈判的步骤,但要找到对的时间点。在短期可预见的未来,还是得观望。”
