    As President Donald Trump’s envoys gear up for another go at diplomacy with Iran, a major question hovers over their efforts: do the officials they’re communicating with have the juice to make a deal?

    It’s not entirely clear to American officials whether the regime figures receiving their messages — which have been passed along by Pakistan and Turkey — have the ultimate authority to sign-off on any peace agreement, let alone implement one, US and Gulf officials said.

    So far, Trump appears willing to test the relative power of his new Iranian interlocutors, who no one in the administration is willing to identify publicly. Even as Tehran has called the US’ 15-point proposal to end the war “unrealistic” and as Trump amasses troops in the region, the president says talks are going well and has cast new negotiators as “more reasonable.”

    Still, it remains unclear whether this indirect back-and-forth, which could eventually produce in-person talks, will spur Iran to make concessions it was unwilling to make before the war. Some in the Iranian regime are distrustful of the US after earlier rounds of diplomacy were scuttled by American attacks, according to one source familiar with the situation.

    And now, with most of the regime knocked out, there’s uncertainty around who would make the final decision about any deal to end the war.

    “No one can tell anyone today that whomever shows up to Islamabad has the power for the Iranian regime,” said one regional source, referring to the Pakistani capital that’s a rumored potential location for eventual in-person talks between the US and Iran.

    Who US officials are speaking with

    American and regional sources said the Trump administration has been indirectly exchanging messages with Iranian Foreign Minister Abbas Araghchi and Parliament Speaker Mohammad Bagher Ghalibaf, the latter being seen by officials as someone — potentially the only one — who could have influence with new Supreme Leader Mojtaba Khamenei.

    But the administration continues to cast a wide net for officials to speak with given the uncertainty around who is making decisions in the Iranian regime, four regional sources said.

    When top security Iranian official Ali Larijani was killed by an Israeli airstrike about two weeks ago, it led to even more questions about who was in charge. Regional and US officials had viewed Larijani — who was part of the Iranian negotiating team — as within the inner-circle and someone who could reliably engage on behalf of the regime’s decision-makers, whomever they may be.

    So diminished are the upper ranks of Iran’s Islamic government that even the second options for many positions were taken out as part of the joint US-Israeli war that began a month ago.

    “The one regime was decimated, destroyed, they’re all dead. The next regime is mostly dead,” Trump said Sunday night on Air Force One. Now, the president said, Iran has moved onto a “third regime” that US officials are indirectly negotiating with, calling them “a whole different group of people.”

    Complicating matters is the unknown status of Mojtaba Khamenei. Top American officials have said publicly they believe he is wounded or even dead, though Iranian officials insist he is alive and in charge. He hasn’t been seen or heard since he was elevated to supreme leader after his father was killed, and communicates only through written statements.

    “No one has seen him. No one has heard from him,” Secretary of State Marco Rubio said on Al-Jazeera on Monday. He said the regime structure in Iran is “very opaque right now. It’s not quite clear how decisions are being made.”

    Mediators from Pakistan and Turkey are also running into difficulty communicating with Iranian officials, since they are often away from phones or devices for long stretches, hunkered down to avoid being killed.

    “It is not easy to get response in a short time from that country, so more time has to be afforded as a prerequisite for dialogue down the line,” said a source familiar with the ongoing efforts.

    Those communication challenges have only aggravated doubts among US officials about who has real authority in Tehran. Still, officials inside the administration insist the negotiations are real, if preliminary, and that Trump remains hopeful for a deal.

    “At the end of the day, we have to see these people end up being the ones in charge, seeing if they’re the ones that have the power to deliver. We’re going to test it,” Rubio said in a separate interview on ABC News, adding that the US has to be ready for the “probability” that those in charge are not more reasonable than the regime leaders before the conflict.

    The secretary of state conveyed some of the administration’s thinking on talks with Iran, including uncertainty around the decision-makers, to his counterparts at a Group of 7 meeting in France last week, according to people familiar with the conversations.

    So far, both sides are privately taking the talks seriously, even if an in-person meeting doesn’t appear likely this week, US and regional officials said. Trump’s envoys Steve Witkoff and Jared Kushner have been leading the American diplomatic efforts, and Vice President JD Vance could represent the US at potential talks if they materialize, officials have said.

    Iranian distrust

    Yet there remains a deep lack of trust in some elements of the Iranian regime that the US is negotiating in good faith, given what happened before the onset of the conflict: a string of meetings that appeared to yield progress, only for Trump to approve a massive round of airstrikes.

    A subset of regime figures remains opposed to negotiations, given that history, the person familiar with the situation said. That group doesn’t want to be fooled again by Trump, particularly as he sends additional American troops into the region and issues threats against Iran’s civilian infrastructure.

    The White House on Monday downplayed Iran’s pessimistic response to its 15-point proposal, which the foreign ministry called “unrealistic, illogical and excessive.”

    “What is said publicly is, of course, much different than what’s being communicated to us privately,” press secretary Karoline Leavitt told reporters. She added later that “these folks are appearing more reasonable behind the scenes privately in these conversations than perhaps some of the previous leaders, who are now no longer on planet Earth.”

    Some regional players believe Iran’s decision to green light a higher number of vessels to pass through the Strait of Hormuz was a signal that Tehran wants to set conditions for talks, even if they haven’t replied to the full US proposal. The stranglehold on the key waterway has caused a spike in oil prices.

    But even if both sides more actively engage in negotiations soon, regional sources expect an overall agreement is far from being reached.

    “Whoever shows up, high level or low level, we don’t expect these issues to be resolved in a few weeks,” the regional source added. “The diplomatic track is quite complex and it will take a long time.”

    Interested parties are floating some proposals that strictly focus on safe passage through the strait, one source said, without addressing the larger war. The expectation is that any potential agreement on that front would be separate from an overall US-Iran deal, the source said, describing such a plan as a short-term “confidence building-measure.”

    The war is ongoing

    While Trump pushes for a deal, his military operation has continued apace. The White House said Monday that 11,000 targets had been struck over the course of the war and 150 naval vessels had been sunk.

    According to the administration’s early estimations, the war was expected to last between four and six weeks, meaning the window for ending it has now opened. Leavitt restated that planned timetable Monday.

    Yet Iran continues to fire missiles and drones toward its neighbors and keep the Strait of Hormuz in a stranglehold. It also retains nearly 1,000 kilograms of highly enriched uranium believed to be buried deep underground. While the White House insists the regime is increasingly eager to make a deal, others in the region see a different reality.

    “They want to take their time,” the regional source said, calling Iran’s ability to snarl the strait “a big factor” in its calculations.

    And despite the ongoing military operations, the Iranian regime remains highly ideological, and therefore unlikely to easily bend.

    “You’re dealing with people who are 10 times worse than Hamas,” that source said.

    TSA officer absence levels still elevated at some airports, even as workers begin to receive back pay

    The shortage of TSA officers is still slowing security lines at major airports, where staffing shortages are more severe than the national average, but wait times seemed to be stabilizing Monday. TSA officers were calling out absent at elevated rates Sunday, even as there were signs that part of their back pay over the 45-day partial shutdown was beginning to reach their bank accounts.

    Although Congress has failed to reach a deal to fund the Department of Homeland Security and lawmakers have left town Friday for a two-week recess, President Trump signed an executive order directing the DHS secretary to pay TSA workers during the shutdown.

    Nationwide, the call-out rate stood at 10.6%, or 3,101 officers Sunday, down from a peak of 12.4% on March 27. Even so, the figure remains well above typical levels, which generally fall in the low single digits — around 2% — underscoring continued strain on airport screening operations.

    Baltimore/Washington International Airport reported a 38.5% call-out rate, while Houston’s George Bush Intercontinental had a 36.4% rate and the city’s William P. Hobby Airport had a 34.1% absence rate. New Orleans and Atlanta each topped 33%, while major Northeast hubs including JFK, LaGuardia and Philadelphia airports all reported rates near or above 20%.

    Immigration and Customs Enforcement agents were sent to assist TSA at BWI Airport and other airports over the weekend, and White House border czar Tom Homan told CBS News Face the Nation with Margaret Brennan that officers would be in place until the airports “feel like they’re 100%.” On Monday, all of BWI’s checkpoints were open.

    “Now that I received the deposit, the cars are all gassed up and I’m ready to go to. I’ll be, I’ll be at my checkpoint tomorrow,” TSA officer and union official Pasqual Contreras told CBS News Monday. Last week, he ran out of gas money to make the two-hour round trip daily commute to Phoenix Sky Harbor Airport.

    “It pays the rent. it pays March, but as we can all see, we’re in April already. So it doesn’t go far,” Contreras said. “It’s enough to — maybe not continue staying in the red — but not by much.”

    CBS News obtained a notice sent to TSA workers indicating that they have received pay for 160 hours, covering the period from Feb. 22 to March 21. They’re still missing pay for Feb. 14-21, and it’s also not yet clear whether they’ve been paid for overtime hours worked during the shutdown. After last fall’s government shutdown, it took several pay periods to sort out missed pay issues.

    DHS officials said some paychecks began to be deposited in workers’ accounts as early as Monday, with other workers expected to receive payments Tuesday. The department’s goal is to have most workers paid by close of business Tuesday, with an outside deadline of Wednesday, April 1, when a number of bills tend to be due.

    The staggered timing reflects banking practices, rather than differences in payroll. DHS transmitted payments on the same schedule, but some financial institutions release funds as soon as they receive notice of an incoming deposit, while others wait until the official settlement date.

    The payments follow weeks of disruption during the partial DHS shutdown, which left roughly 50,000 TSA officers working without pay and contributed to widespread airport delays, high absenteeism and staffing shortages. The financial strain forced more than 510 TSA officers to quit.

    The president’s executive order only covers pay for TSA workers. ICE agents have continued to be paid because Congress provided funding for them in last year’s One Big Beautiful Bill Act, but tens of thousands of DHS workers are continuing to work without pay, among them, Coast Guard, FEMA and Cybersecurity and Infrastructure Security Agency employees.

    CBS News has asked DHS for additional details on which appropriations or funding mechanisms are being used to cover the payments, as well as how long they can keep this up.

    Amid Democrats’ failed attempts to block President Donald Trump’s military action in Iran, some progressive lawmakers are turning their focus to another target.

    Rep. Rashida Tlaib, D-Mich., recently unveiled a resolution that would prevent Trump from participating in or assisting Israeli military operations in Lebanon absent congressional approval.

    The progressive lawmaker could force the House of Representatives to take up the measure when the chamber resumes session in mid-April. Progressive Reps. Delia Ramirez, D-Ill., and Nydia Velazquez, D-N.Y., are co-sponsoring the measure.

    Tlaib’s resolution notably does not mention the Iranian-backed terror group Hezbollah, who joined the war against Israel after the killing of Iran’s Supreme Leader Ali Khamanei.

    The Lebanon-based terror group has launched rocket attacks on Israel since the start of the Iran conflict, including a coordinated strike with Iran involving cluster munitions earlier in March.

    Hezbollah’s attacks were met with Israeli counterstrikes and a major ground offensive by the Israeli Defense Forces (IDF) in southern Lebanon, aimed at pushing the militant group out of range of Israeli communities.

    The United States military has not joined the conflict.

    “This ethnic cleansing campaign is only possible because of U.S. support, funded by our tax dollars,” Tlaib, the sole Palestinian-American serving in Congress,” said. “We must act now to stop these crimes against humanity and illegal invasion of Lebanon.”

    A spokesperson for Tlaib did not respond to a Fox inquiry about whether she condemned Hezbollah and the Iran-backed group’s strikes on Israel.

    Tlaib’s war powers push comes after a bipartisan resolution targeting Trump’s military authority in Iran failed to pass the House earlier in March.

    Tlaib also rolled out a separate resolution that would order the Trump administration to call on Israel to end its military campaign in Lebanon and cut off all weapons transfers to Israel.

    The measure similarly does not mention Hezbollah but accuses Israel of plotting “crimes against humanity and genocide” in Lebanon.

    “[T]he United States is coauthoring this destruction through the weapons, intelligence, logistics, and diplomatic cover it provides the Israeli Government,” the resolution says in part.

    Tlaib is a vocal critic of Israel and has previously faced scrutiny for possible ties to foreign terrorist entities.

    Israel severely weakened Hezbollah after the terror group repeatedly attacked the country in support of Hamas after the Oct. 7 attacks. However, the Iran-backed militia has still proven to be a threat in the current conflict.

    The Army is investigating after musician Kid Rock posted video showing Apache helicopters hovering around his Nashville-area home.

    A spokesperson for the 101st Airborne Division told CNN in a statement that the Army is aware of video that appears to show AH‑64 Apache helicopters operating near a private residence in the Nashville area.

    “An administrative review is underway to assess the mission and verify compliance with regulations and airspace requirements,” Maj. Jonathon Bless said. “Appropriate action will be taken if any violations are found.”

    “Army aviators must adhere to strict safety standards, professionalism, and established flight regulations,” he said.

    CNN has reached out to the Creative Artists Agency, which represents Kid Rock, for comment.

    In the first video that Kid Rock posted on X on Saturday, the longtime supporter of President Donald Trump salutes a helicopter that briefly hovers by a swimming pool outside his home, dubbed “The Southern White House.” In another video, he pumps his fist as two helicopters fly by him.

    Washington — Florida Gov. Ron DeSantis signed a bill Monday to rebrand the Palm Beach International Airport after President Trump.

    The airport’s new name, the President Donald J. Trump International Airport, is still subject to approval from the Federal Aviation Administration. If approved, the name change would take effect on July 1.

    Mr. Trump’s family business filed a trademark application for the name in February, according to United States Patent and Trademark Office records. The application also listed numerous travel-related items and merchandise, including luggage, flight suits and plastic shoe protectors for the airport security screening process.

    The Trump Organization said the trademark application was prompted by the Florida bill, but that it did not seek to profit off the name change.

    “To be clear, the President and his family will not receive any royalty, licensing fee, or financial consideration whatsoever from the proposed airport renaming,” the company said in a statement in February.

    Eric Trump, the president’s son, celebrated the rebrand on Monday, writing on X that he was “proud to have played a small role in making this happen.”

    A growing standoff between President Donald Trump and a key NATO ally escalated Monday after Spain blocked U.S. military aircraft involved in the Iran conflict from using its airspace, marking the latest rupture between Washington and Madrid over defense policy and the war in the Middle East.

    Spanish Defense Minister Margarita Robles confirmed the move, saying Spain has denied both airspace access and the use of joint U.S.-Spanish bases for any operations tied to the Iran conflict.

    “This was made perfectly clear to the American military and forces from the very beginning,” Robles said. “Neither the bases are authorized, nor, of course, is the use of Spanish airspace authorized for any actions related to the war in Iran.”

    Spain already had refused to allow U.S. forces to use the strategically critical Rota and Morón bases in southern Spain, installations long viewed as key hubs for American military operations into Europe, Africa and the Middle East. The expansion of that restriction to Spanish airspace effectively cuts off another logistical pathway for U.S. operations and signals that Madrid is willing to directly limit U.S. military movement despite its NATO membership.

    The dispute has increasingly become a direct clash between Trump and Spain’s left-wing government under Prime Minister Pedro Sánchez, which has taken one of the most outspoken positions in Europe against U.S. and Israeli military action.

    Sánchez has described the Iran war as “illegal,” “reckless” and “unjust,” and his government has framed its refusal to cooperate as a matter of international law and national sovereignty.

    “This decision is part of the decision already made by the Spanish government not to participate in or contribute to a war which was initiated unilaterally and against international law,” Economy Minister Carlos Cuerpo said in a radio interview when asked whether the move could further strain ties with the United States.

    A White House official downplayed Spain’s latest move.

    “The United States Military is meeting or surpassing all of its goals under Operation Epic Fury and does not need help from Spain or anyone else,” the official told Fox News Digital.

    The U.S. maintains a significant military presence in Spain under long-standing bilateral agreements, including Naval Station Rota and Morón Air Base, which serve as key hubs for American forces moving between the United States, Europe and the Middle East. Naval Station Rota, in particular, supports U.S. Navy operations in the Mediterranean and hosts warships tied to the U.S. Sixth Fleet, some of which have been operating in the broader Iran conflict.

    Spain’s earlier decision to bar the use of those bases for Iran-related operations forced U.S. aircraft, including refueling tankers, to relocate to other European bases such as Germany and France.

    The standoff also reflects broader, long-running friction between Trump and Spain over defense spending and burden-sharing inside NATO, where Madrid has lagged behind alliance targets — an issue Trump has repeatedly used to pressure European allies.

    Spain’s decision underscores a deeper divide within NATO over how to respond to the Iran conflict, with Madrid emerging as one of the clearest dissenting voices willing to translate political opposition into operational limits on U.S. military activity.

    Robles reiterated that position Monday, calling the war “profoundly illegal and profoundly unjust,” underscoring Spain’s continued resistance despite pressure from Washington.

    The Spanish embassy and NATO could not immediately be reached for comment.

    While thousands of Department of Homeland Security employees have gone seven weeks without a paycheck, some lawmakers are defending a planned recess as the funding stalemate drags on.

    Sen. Chris Coons, D-Del., objected Monday to the idea that senators should have stayed in session until lawmakers come to an agreement to fund DHS. The Democratic lawmaker traveled to the U.S. Capitol to block potential floor action related to ending the partial government shutdown from Republicans during a planned “pro forma” session.

    “How do you justify being off for the next two weeks?” CBS News congressional correspondent Nikole Killion asked Coons. “We’re 45 days in. Can Democrats and Republicans keep affording to play this blame game?”

    “You know very well that we’re not off,” Coons responded. “We’re working every day in our home states. For most of us, this is when we have time to go up and down our state and to meet with our constituents and listen to their concerns.”

    DEMS BLOCK DHS FUNDING AFTER GOP REJECTS THEIR COUNTER, THUNE SAYS SCHUMER ‘GOING IN CIRCLES’

    The fiery exchange comes as tens of thousands of DHS employees have been furloughed or are reporting to work without pay during the record-breaking funding lapse. Though President Donald Trump has taken executive action to pay the Transportation Security Administration (TSA) workforce with existing funds, many other DHS employees have not received a full paycheck in over seven weeks.

    With both chambers of Congress scheduled to be in recess until mid-April, those individuals will continue to have their pay withheld as the funding impasse drags on.

    Lawmakers, however, continue to be paid, but have the option to defer their salary during a government shutdown.

    The House of Representatives approved a two-month DHS funding extension measure largely along party lines late Friday evening after rejecting a bipartisan Senate deal that would have funded the whole department except for DHS and parts of the Border Patrol.

    Republicans advanced the measure despite Senate Minority Leader Chuck Schumer, D-N.Y., arguing the bill would be “dead on arrival” in the upper chamber due to opposition from Democrats.

    Though no Senate Republican attempted to ask for unanimous consent Monday to approve the House bill, Coons voiced frustration that lawmakers could pursue that approach during the Senate’s recess.

    “It is incredibly inconvenient for members to have to come back to Washington just to be there for five minutes,” Coons said. “But ultimately, if that’s what it takes, I’m willing to be the one who comes in again.”

    Senate Democrats have consistently refused to fund Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) without sweeping reforms to rein in Trump’s crackdown on illegal immigration.

    House Republicans, conversely, have fiercely objected to not including DHS and CBP money in a DHS funding bill.

    “Republicans are not going to be any part of any effort to reopen our borders or to stop immigration enforcement,” House Speaker Mike Johnson, R-La., said Friday.

    TSA WARNS OF ‘LONGSTANDING’ SHUTDOWN FALLOUT EVEN AFTER FUNDING CLEARS, AND A MAJOR EVENT COULD MAKE IT WORSE

    Sen. John Hoeven, R-N.D., also defended the planned recess on Monday, telling reporters that lawmakers are continuing to negotiate as the shutdown enters its seventh week. The North Dakota lawmaker chaired a “pro forma” session during which no Senate business was considered.

    “TSA is getting paid, because of the president’s action, and we appreciate that very much,” Hoeven said. “Also, ICE and CBP, there is funding there from the ‘big beautiful bill.’ So they’re getting paid as well. Third, we’re working to set up the reconciliation bill and continuing negotiations.”

    Both ICE and CBP are relying on an unprecedented amount of cash from Trump’s One Big Beautiful Bill Act. However, certain civilians and support staff employed by these agencies have not received a paycheck during the funding lapse.

    When asked by Fox News about the thousands of DHS employees who are not being paid, Hoeven said Republicans are considering a second “big, beautiful bill” that could make DHS shutdown proof for the remainder of Trump’s presidency.

    “We want to now do reconciliation for three years,” Hoeven said, referring to a three-year DHS funding extension. “So the Democrats can’t do this to us again.”

    A second budget reconciliation package is likely to be an arduous task in an election year and could take several months to accomplish. The approach also risks dividing Republicans. House GOP Conference Chairwoman Lisa McClain, R-Mich., told Fox News Digital on Friday that she would prefer funding DHS through the normal appropriations process.

    Amid the funding stalemate, some Senate Republicans are calling on their colleagues to return to Washington and cancel the recess.

    “We can’t reward unprecedented obstruction with two-week recesses,” Sen. Mike Lee, R-Utah, wrote on social media on Sunday evening, referring to Senate Democrats.

    The Utah Republican was not present during the upper chamber’s pro forma session Monday.

    3 arrested in U.K. after nearly $100 million worth of cocaine found hidden in bananas

    Three people have been charged in the United Kingdom,after they allegedly attempted to traffic nearly $100 million worth of cocaine in a container of bananas, authorities said, marking the latest instance of the illicit drug being concealed in a shipment of the tropical fruit.

    Joshua Berry, 28, Daniel Dumitru, 37, and Andrew Smyth, 46, were all arrested in Southhampton, England, where they are next scheduled to appear in court on April 17, according to the country’s National Crime Agency.

    Berry was the last of the three to face charges in the case and appeared at his first court hearing on Friday, the agency said. Dumitru and Smyth were each taken into custody and charged almost two weeks ago.

    Their arrests are part of the crime agency’s investigation into an enormous cocaine haul that was seized at Southhampton Docks earlier this month. Officers with the border agency discovered more than 2,000 pounds — approximately 1 ton — of cocaine inside a shipping container filled with bananas that arrived at the Southhampton port from Panama, although authorities said it originally set sail from Nicaragua. The drugs carried a street value equal to about 75 million British pounds, or roughly $98.9 million.

    The three men who have been charged could face maximum penalties of life in prison if they are convicted, according to U.K. sentencing guidelines.

    “This is a massive amount of cocaine which was destined for the streets of the UK,” said Saju Sasikumar, a National Crime Agency branch commander, in a statement. “Seizing these drugs deprives the crime group behind the importation of huge profits that cannot be ploughed back into further offending.”

    The choice to hide cocaine inside a shipment of bananas is not an unusual one. Authorities around the world have said in recent months that the substance had been seized from shipments of the fruit, including in Russia, Norway, the Dominican Republic, Greece and Bulgaria, in addition to the U.K.

    In February 2024, British authorities said they discovered more than 12,500 pounds of cocaine inside a shipment of bananas, which was also seized at Southhampton Docks. At the time, that was the country’s largest single seizure of hard drugs on record.
