    Washington — Lawmakers are returning to Washington this week from a two-week break to face major developments in the war with Iran, a lingering Department of Homeland Security shutdown and possible expulsion votes for some of their own members.

    Congress has been away from Washington since well before President Trump threatened that a “whole civilization will die tonight” if Iran didn’t agree to a deal to end the war, followed by a two-week ceasefire. Vice President JD Vance left Islamabad after marathon talks over the weekend failed to yield an agreement. And Mr. Trump announced on Sunday that the U.S. Navy will impose a blockade preventing ships from passing through the Strait of Hormuz.

    Now, support for the war is expected to come center stage on Capitol Hill. And Democrats are vowing to force votes aimed at limiting the president’s ability to carry out further military action in Iran.

    Lawmakers mull support for Iran war

    Lawmakers will face new questions about their support for the war — and how far it extends.

    While Democrats have continued to rail against the president, a growing number of Republicans have indicated that their support could run out if the war doesn’t end before the 60-day mark — the cap on any unauthorized engagements under the 1973 War Powers Resolution.

    Support for the war could be put to the test with a supplemental funding request from the White House. The Washington Post reported last week that the administration is expected to request between $80 billion and $100 billion in supplemental funding, scaling back the $200 billion the Pentagon had appeared to initially seek last month.

    Democratic leaders are vowing to force votes to curb the president’s war powers, stressing that a two-week ceasefire is not sufficient.

    “We need a permanent end to Donald Trump’s costly and reckless war of choice, and House Democrats are committed to bringing about that outcome,” House Minority Leader Hakeem Jeffries said last Thursday.

    The minority leader said Democrats are “in active conversations with Republicans to secure an additional handful of our Republican colleagues,” stressing that only a few votes are needed to stop “this reckless war of choice.”

    The House has previously rejected an attempt to limit the president’s Iran war powers. Last month, the chamber voted 212 to 219 on the measure, with four Democrats joining all but two Republicans to kill it.

    The Senate has also defeated multiple war powers resolutions regarding Iran. But Senate Minority Leader Chuck Schumer announced last week that the Senate would force another vote, arguing that the fragile two-week ceasefire “is not a strategy, it’s not a diplomatic solution, it’s not a plan.”

    “Congress must reassert its authority, especially at this dangerous moment,” Schumer said. “No president, Democrat or Republican, should take this country to war alone. Not now, not ever.”

    The DHS shutdown drags on

    The House and Senate left town late last month after failing to agree on a plan to fund the Department of Homeland Security, which has been shut down since Feb. 14. In the meantime, President Trump has directed all DHS employees to be paid with alternate funding sources.

    The latest stalemate in Congress came after the Senate unanimously approved funding for DHS while leaving out funds for Immigration and Customs Enforcement and some of Customs and Border Protection, which Democrats have opposed. Rather than approving the funding, House Republicans moved forward with an alternate measure to fund the entirety of DHS on a temporary basis.

    Though House Speaker Mike Johnson had initially rejected the Senate plan, which he called a “joke,” he and Senate Majority Leader John Thune announced an agreement days later to fund the department under the initial Senate plan, while pursuing additional funding for immigration enforcement through the budget reconciliation process. A day later, the Senate took the first step toward funding the department, teeing up House consideration.

    The focus is back on the House, where Johnson is also under deadline pressure this week to reauthorize the Foreign Intelligence Surveillance Act’s Section 702, a key national security surveillance law. But the funding plan is still facing pushback, with some House Republicans threatening to oppose it until the reconciliation process is complete, while the conservative House Freedom Caucus has demanded that all of DHS be funded through the reconciliation process.

    A new reconciliation push

    Senate Republicans are aiming to quickly move forward with ICE and CBP funding through reconciliation, which allows them to advance a bill without support from Senate Democrats.

    Thune told reporters last week that the Senate will “hop on it right away,” facing a June 1 deadline to get the funding through both chambers. To do so, Republicans intend to keep the bill narrowly focused on the funding, rather than attaching other priorities.

    After meeting with GOP Sens. John Barrasso of Wyoming and Lindsey Graham of South Carolina late last week, Mr. Trump said in a post on Truth Social that the process is “ON TRACK, and we are moving FAST and FOCUSED.”

    Republicans haven’t ruled out another reconciliation package in the near future to address other priorities. But whether lawmakers would be able to move the packages remains to be seen.

    Under the budget reconciliation process, lawmakers must first adopt identical budget resolutions in both the Senate and the House. Committees then draft legislation reconciling spending with the new budget goals, before incorporating the recommendations into a legislative package. Republicans used the process last year to pass the One Big Beautiful Bill Act, a massive tax package that served as the centerpiece legislation of Mr. Trump’s first-year agenda.

    Lawmakers push for accountability amid member scandals

    Congress is also facing a week that could be marked by personal scandals. In the wake of sexual assault allegations against Democratic Rep. Eric Swalwell of California, some lawmakers are making a push for accountability for multiple members.

    GOP Rep. Anna Paulina Luna of Florida announced that she intends to force a vote to expel Swalwell over the allegations. And Democrats are expected to counter the move with a vote to expel embattled Republican Rep. Tony Gonzales of Texas. Gonzales admitted last month to having an affair with a staffer who later died by suicide. He dropped his reelection bid but has not resigned from Congress.

    Swalwell has denied the multiple sexual misconduct allegations, including from a former staffer who alleged he sexually assaulted her. Amid intense pressure to drop out of the race, including from House Democratic leaders, Swalwell suspended his bid for California governor late Sunday.

    Investigations by the House Ethics Committee typically precede floor action to reprimand or expel members. But an investigation isn’t required.

    Lawmakers are considering additional expulsion votes targeting other members, including GOP Rep. Cory Mills and Democratic Rep. Sheila Cherfilus-McCormick, both of Florida. The expulsion votes would require support from two thirds of the chamber, making it a high bar. Just six lawmakers have ever been expelled in the House’s history, with the latest being George Santos in 2023. But lawmakers could pursue other avenues for accountability as well, like censure.

    A senior Pakistani government official confirmed to CBS News that Islamabad has intensified diplomatic efforts to bring Tehran and Washington back to the negotiating table over the Iran war.

    Despite the lack of a breakthrough in the historic face-to-face round of talks over the weekend, Pakistani authorities said they remain cautiously optimistic about the prospects for continued engagement between both sides.

    Notably, there appears to be an element of rebranding underway, with officials now increasingly referring to the “Islamabad Talks” as the “Islamabad Process,” a shift that suggests an effort to frame the engagement as an ongoing diplomatic track rather than a one-off meeting.

    The top-level source also said Monday that Pakistan is in active contact with both Washington and Tehran, urging them to resume dialogue at the earliest opportunity. The primary objective is to reach a workable understanding before the current ceasefire— set to expire around April 22 — ends in order to prevent a return to all-out-war. Efforts are now underway to facilitate a second round of talks within this narrow window.

    According to the source, these diplomatic initiatives are being pursued under the direct instructions of Pakistani Prime Minister Shehbaz Sharif and Army Chief Field Marshal Asim Munir. Both played a key role in bringing the two sides together, were present at varying times throughout the 21 hours of inconclusive talks, and have been working intensely to move the process forward.

    CBS News has been told Pakistan is now waiting for responses from both the U.S. and Iran.

    On Monday, Qatar’s foreign minister told his Iranian counterpart that Iran and the U.S. should engage positively with mediation efforts, warning that maritime routes must not be used as “bargaining tools.”

    Qatari Foreign Minister and Premier Sheikh Mohammed bin Abdulrahman Al Thani “also emphasised the need to open maritime routes, guarantee freedom of navigation, and refrain from using them as a tool for pressure or bargaining,” according to the foreign ministry’s X account.

    A new global player?

    Pakistan, a nuclear power with a population of 250 million, has been trying to rebrand itself to attract investment and stabilize its crippled economy.

    Successfully mediating such peace talks would be a diplomatic coup and go some way toward helping the nation’s desire to be seen as a global player.

    If the current ceasefire holds, Pakistan may have some wiggle room as it tries to bring the Americans and Iranians back around the table.

    But with U.S. threats to blockade the Strait of Hormuz, and Iranian promises to retaliate, officials might be counting the time they have at their disposal in hours, rather than days.

    April 13 (Reuters) – A federal judge on Monday dismissed Donald Trump’s defamation lawsuit against the Wall Street Journal, a ​setback for the U.S. president in his legal campaign against media companies he accuses of treating him unfairly.

    The case was one of several that ‌Trump, a Republican, has filed during his presidency against major media outlets over reporting he has characterized as unfair or false. That has led to concern among Democrats and press freedom advocates that he is seeking to use defamation cases to quell critical coverage.

    Trump’s lawsuit said the Rupert Murdoch-owned newspaper tarnished his reputation with an article describing a birthday card to deceased sex offender Jeffrey Epstein bearing Trump’s ​signature. Trump and his lawyers said the card is fake, even after it was released by lawmakers investigating Epstein’s case.

    Trump filed the lawsuit in July 2025 as ​his administration faced criticism from its conservative base and congressional Democrats over its handling of the case against Epstein, a financier ⁠who died in a Manhattan jail cell in 2019 after being arrested on child sex trafficking charges.

    Miami-based U.S. District Court Judge Darrin P. Gayles, an appointee of former ​President Barack Obama, said in tossing the case that Trump had not come close to meeting the “actual malice” standard that public figures must clear in defamation.

    That means they must ​prove not only that a public statement about them was false but also that the media outlet or person who made the statement knew or should have known that it was false.

    “This complaint comes nowhere close to this standard,” Gayles wrote. “Quite the opposite.”

    Gayles said Trump could file an amended version of the lawsuit by April 27.

    A spokesman for Trump’s legal team said he would refile the ​lawsuit.

    Neither News Corp nor Dow Jones responded to requests for comment.

    DEMOCRATS RELEASED COPY OF LETTER

    Gayles wrote that the Journal’s reporters reached out to Trump for comment beforehand, and ​printed his denial. That allowed readers to decide for themselves what to conclude, cutting against Trump’s assertion that the newspaper acted with actual malice, the judge said.

    The ruling did not address ‌whether the article ⁠was true.

    The Epstein case generated conspiracy theories that the government covered up the financier’s ties to the rich and powerful and obscured details about his death, which was ruled a suicide.

    Trump amplified such conspiracy theories about Epstein during the 2024 presidential campaign and vowed to open the government’s investigative files if he won. He reneged on that promise but has called the ensuing scandal a Democratic hoax.

    Trump and Epstein were once friends, but Trump says he severed ties before Epstein pleaded guilty to prostitution charges in 2008. ​Trump has consistently denied knowing about Epstein’s ​crimes.

    His lawsuit against the Wall Street ⁠Journal came in response to an article asserting that Trump’s signature was on a 2003 birthday card for Epstein that included a drawing of a naked woman and a reference to shared secrets in an imaginary dialogue between Trump and Epstein.

    Trump’s lawsuit repeatedly ​asserts the card is fake and takes the Journal to task for not publishing it as proof, but a copy ​was later released by Democrats ⁠in Congress who obtained it from Epstein’s estate.

    WSJ WARNS OF CHILLING EFFECT ON SPEECH

    In seeking to dismiss the case, the Wall Street Journal said the lawsuit was meritless and threatened to chill the speech of those who would dare to publish content the president does not like.

    Trump has also sued the BBC, citing misleading editing of a speech, the New ⁠York Times over ​articles and a book about him, and a newspaper in Iowa over a poll that showed ​him trailing Vice President Kamala Harris in the 2024 presidential campaign.

    All three outlets have denied wrongdoing.

    ABC settled with Trump after he sued over an anchor’s inaccurate comments about a civil case accusing him of sexual abuse. ​CBS struck a similar deal after Trump sued over its edits to an interview with Harris.

    The push to forcibly remove multiple scandal-ridden members of Congress is picking up steam with several potential expulsion votes on deck this week.

    Reps. Eric Swalwell, D-Calif., and Tony Gonzales, R-Texas, are expected to face an immediate expulsion threat when the House returns from a two-week recess on Tuesday.

    Swalwell, who dropped out of California’s 2026 gubernatorial race Sunday, is facing multiple sexual assault and misconduct allegations, including at least one involving a former staffer. The Manhattan district attorney’s office has also opened a criminal investigation into an incident that allegedly occurred in New York City.

    Swalwell has repeatedly characterized the allegations as “false,” though he acknowledged a lack of judgment on Sunday. He has pledged to vigorously defend himself.

    Gonzales, who has admitted to having an affair with a staff member who later died by setting herself on fire, dropped his re-election bid in March after House GOP leadership called on him to suspend his campaign. He is under investigation by the House Ethics Committee.

    Rep. Anna Paulina Luna, R-Fla., said over the weekend that she would introduce a resolution to expel Swalwell from the chamber if he does not resign. Meanwhile, Rep. Teresa Leger Fernandez, D-N.M., is vowing to draft a measure that would expel Gonzales.

    The female lawmakers have said they support expelling both men from the House of Representatives. A growing share of lawmakers in both parties appear to share that view.

    “That vote comes to the floor, I will be voting yes on both measures,” Rep. Byron Donalds, R-Fla., said on NBC’s “Meet the Press” on Sunday. “These allegations are despicable, and they demean the integrity of Congress. These things are just completely unacceptable. And as far as I’m concerned, both gentlemen need to go home.”

    “I think that this is very important that we believe women and that we show people across the Capitol and across the country that we will not accept this kind of behavior,” Rep. Pramila Jayapal, D-Wash., also said.

    PELOSI, CALIFORNIA DEMS SLAM SWALWELL OVER BOMBSHELL SEXUAL ASSAULT ALLEGATIONS: ‘INDEFENSIBLE’

    Expelling a member of Congress is an incredibly high bar, and it is currently unclear whether both expulsion resolutions can obtain the two-thirds majority required to pass. To be successful, a significant portion of lawmakers will have to vote in favor of removing a member of their own party.

    Former Rep. George Santos, R-N.Y., who was removed from the House in 2023, is the most recent member to be expelled. President Donald Trump pardoned Santos in 2025 after he was convicted of wire fraud and identity theft and sentenced to more than seven years in prison.

    Both House Republican and Democratic leadership have yet to comment on rank-and-file efforts to expel Swalwell and Gonzales.

    Reps. Sheila Cherfilus-McCormick, D-Fla., and Cory Mills, R-Fla., could also become potential targets of expulsion resolutions, though just a handful of members have thus far signaled they would support the removal of the lawmaker from their own party.

    “They should resign IMMEDIATELY. If they don’t, we should expel all of them,” Rep. Nancy Mace, R-S.C., wrote on social media Sunday, referring to Swalwell and Gonzales, too.

    Cherfilus-McCormick is facing more than five decades in prison after allegedly funneling more than $5 million in disaster relief money to fund her congressional campaign and personal lifestyle.

    A House Ethics adjudicatory subcommittee in March found her guilty of more than two dozen violations as part of an investigation separate from the federal criminal indictment. The panel is expected to formally recommend its suggested punishment later this month, which could be as severe as expulsion.

    House Democratic leadership has indicated they will withhold judgment on Cherfilus-McCormick until the ethics panel announces its decision.

    Mills, a former Army combat veteran, has faced myriad controversies, including allegedly misrepresenting his military service, domestic violence and threatening to release sexually explicit photos of a former girlfriend, and abusing his committee assignments to benefit defense contracting firms he owns. He is also the target of a House Ethics Committee investigation.

    Both lawmakers have denied any wrongdoing and are running for re-election.

    Judge dismisses Trump suit against Wall Street Journal over Epstein birthday letter for now

    Washington — A federal judge in Miami handed President Trump a setback in his defamation lawsuit against the Wall Street Journal over a story about a birthday book for Jeffrey Epstein, saying the president’s legal team failed to clear the legal bar needed to establish their claim.

    In a 17-page ruling, Judge Darrin Gayles of the U.S. District Court of the Southern District of Florida ruled that the president came “nowhere close” to showing the paper acted with “actual malice” towards him, the standard for bringing a defamation suit as a public figure.

    Actual malice requires that plaintiffs prove that statements made about a public figure were published with the knowledge that they were false, or with disregard for whether they are true or not.

    “Because President Trump has not plausibly alleged that Defendants published the Article with actual malice, both Counts must be dismissed,” Gayles wrote.

    However, the judge said Mr. Trump can refile the case by April 27 to amend the complaint and allege the paper acted with actual malice.

    Gayles added that Mr. Trump’s “conclusory allegation” in the complaint — that the Journal “had contradictory evidence and failed to investigate” — is “rebutted by the Article and is insufficient to establish actual malice.”

    A spokesman for Mr. Trump’s legal team said the president “will follow Judge Gayles’s ruling and guidance to refile this powerhouse lawsuit against the Wall Street Journal and all of the other Defendants.”

    “The President will continue to hold accountable those who traffic in Fake News to mislead the American People,” the spokesman said.

    CBS News has reached out to the White House for comment on the ruling.

    The Journal reported in July 2025 that a book with letters from Epstein’s friends prepared for his 50th birthday in 2003 included a “bawdy” message inside the outline of a nude woman with Mr. Trump’s signature underneath. The president dismissed the story as “FAKE” and filed a $20 billion lawsuit against the paper, its parent company News Corp, the company’s CEO, the reporters who wrote the story and Rupert Murdoch, News Corp’s chairman emeritus.

    House lawmakers later subpoenaed and obtained a redacted version of the birthday book from Epstein’s estate, which included the letter at the center of Mr. Trump’s lawsuit. White House press secretary Karoline Leavitt said at the time that “it’s very clear President Trump did not draw this picture, and he did not sign it.”

    In his ruling on Monday, the judge declined to “make a factual finding, at this time, that the documents produced by the Epstein Estate are the same documents referenced in the Article.”
