    Washington — Democratic Rep. David Scott, who represented Georgia in the House for more than two decades, has become the fifth member of the 119th Congress to die in office. He was 80.

    All five members who died since the start of the current Congress in January 2025 were between the ages of 65 and 87.

    The deaths come against the backdrop of a narrow House GOP majority, where just one or two absences, vacancies or defections can play a role in whether legislation passes. Scott’s death means Democrats now have 212 seats, compared to 218 for Republicans, including one GOP-leaning independent.

    During the 118th Congress, four members died in office, all between the ages of 65 and 90. The eldest was the late Democratic Sen. Dianne Feinstein of California, whose determination to remain in office despite her evident decline frustrated many Democrats.

    When the 119th Congress began in January 2025, 117 House and Senate members were over the age of 70, according to the Pew Research Center, and 19 were over 80.

    Scott, who represented the Atlanta suburbs, was seeking his 13th term in office when he died. A lifelong champion of civil rights, he was elected to the Georgia State House in 1974 and to the Georgia State Senate in 1982 before he was elected to Congress in 2002. Scott was the first Black member to chair the House Agriculture Committee, and prioritized strengthening access to nutrition, particularly for children from low-income families.

    Rep. Doug LaMalfa, 65

    Republican Rep. Doug LaMalfa died at 65 in January 2026 during surgery necessitated by a medical emergency. He represented California for over a decade in the northern part of the state. LaMalfa was a fourth-generation rice farmer and a businessman who championed rural and agricultural issues in the House.

    Rep. Gerry Connolly, 75

    Rep. Raúl M. Grijalva, 77

    EXCLUSIVE: A coalition of pro-life groups, including Lila Rose’s Live Action, Students for Life, CatholicVote and others, is urging the Senate to take urgent action to enact a decade-long ban on federal funding for Planned Parenthood and other abortion providers before a July 4 deadline.

    Senate Republicans hope to nail down the first step of their party-line funding package for immigration operations this week.

    The current prohibition on federal tax dollar funding for abortion businesses, which President Donald Trump signed as part of last year’s budget bill, is set to expire this Independence Day. With the deadline fast approaching and congressional majorities subject to change this November, the groups stressed in a letter to Senate Majority Leader John Thune that the lives of unborn children — and hundreds of millions in annual tax dollars — are at stake.

    In their letter to Thune, the pro-life leaders wrote that extending the prohibition is a matter of urgent fiscal responsibility, saying the “financial stakes are significant” and that a 10-year extension “would represent one of the most meaningful pro-taxpayer reforms Congress can enact.”

    Before the big, beautiful bill’s provision took effect, Planned Parenthood, the largest abortion business in America, received nearly $800 million annually in taxpayer funding, primarily through federal health programs.

    The letter asserts that “at a time of historic federal debt and growing budgetary pressure, continuing to subsidize the abortion industry is neither fiscally responsible nor defensible.”

    Though federal law bans taxpayer money from covering most abortions, many Republicans have long argued that abortion businesses such as Planned Parenthood use Medicaid money for other health services to subsidize abortion. Under the tax provision in Trump’s 2025 spending bill, Medicaid payments are barred from going to abortion businesses, including Planned Parenthood.

    The letter states that this prohibition “reflected longstanding concerns that many of the nation’s largest abortion businesses engage in activities that extend beyond traditional healthcare services.”

    These services, the letter says, include “providing and promoting abortion as a core organizational activity,” offering or referring for gender transition interventions, including for minors, and delivering sex education programs that “promote inappropriate content to minors while denying parents meaningful transparency.”

    The letter states that the budget reconciliation process “remains the appropriate and proven legislative vehicle to achieve this objective” and that “defunding provisions fall squarely within reconciliation’s fiscal and policy scope.”

    “As the nation approaches the 250th anniversary of American independence,” the pro-life leaders argue that “Congress has an obligation to ensure that federal spending reflects fiscal discipline, accountability, and respect for life.”

    They further framed a ten-year extension as consistent with longstanding bipartisan precedent separating abortion from federal spending. Such an extension, the letter says, would also “provide long-term policy stability, protect taxpayers, and prevent future administrations from restoring funding through executive action alone.”

    In response, a spokesperson for Planned Parenthood shared a statement in which the organization slammed Republicans for including a provision to make the prohibition permanent in a 2026 reconciliation package framework released by the Republican Study Committee.

    Planned Parenthood has said that 23 of its health clinics have been forced to close due to Trump’s spending bill. More than 50 clinics closed in 18 states last year, with most located in the Midwest.

    The organization called the 2025 budget bill’s bar on federal dollars for abortion businesses “unconstitutional,” adding that the closure of its locations has left “thousands of patients with fewer options, higher costs, and less freedom to make their own decisions about their lives, bodies, and futures.”

    Alexis McGill Johnson, president of Planned Parenthood Action Fund, said that “any member of Congress who supports this proposal is choosing to sacrifice our health care system and Planned Parenthood health center patients who already struggle to get care, just so they can score points for their anti-abortion agenda,” adding that “people’s ability to get the health care they need is on the line.”

    “President Trump and his backers in Congress have already caused irreparable harm when they passed a law ‘defunding’ Planned Parenthood,” said Johnson, concluding that “Planned Parenthood Action Fund will never stop fighting to protect everyone’s access to sexual and reproductive healthcare.”

    Meanwhile, Rose emphasized in a statement to Fox News Digital that “if Congress does not act, the abortion industry will once again have access to hundreds of millions of taxpayer dollars.”

    “This letter makes clear why that cannot be allowed to happen,” wrote Rose, adding, “Planned Parenthood’s core business is abortion. It exists to kill preborn children for profit. It has also become a major promoter of gender ideology, including puberty blockers and cross sex hormones for minors.”

    “The Senate should use reconciliation again and enact the strongest defunding measure possible under the law,” she added. “American taxpayers should never be forced to subsidize an industry that distributes cross sex hormones to vulnerable kids and kills millions of preborn American babies through abortion every year.”

    In addition to Rose, the letter was signed by Students for Life President Kristan Hawkins, Catholic Vote President Kelsey Reinhardt, Susan B. Anthony Pro-Life America President Marjorie Dannenfelser and 34 other pro-life leaders from across the country.

    Wife of Army soldier to be released after being arrested by ICE

    The wife of an Army soldier who was detained by Immigration and Customs Enforcement after an immigration appointment last week is going to be released from federal custody, her husband, Sgt. First Class Jose Serrano, told CBS News Wednesday.

    Serrano’s wife, El Salvador native Deisy Rivera Ortega, was arrested by ICE on April 14 during an appointment related to a pending application for an immigration program, known as Parole in Place, designed to protect military spouses and parents from deportation.

    Serrano, who has served in the Army for 27 years, including three deployments in Afghanistan, first revealed to CBS News earlier this week that his wife had been arrested by ICE after living in the U.S. for a decade.

    On Wednesday, Serrano said he was informed his wife would be released from an ICE detention center in El Paso.

    “I’m really happy, sir,” he told CBS News. “I won’t sleep tonight.”

    The Department of Homeland Security told CBS News at the time that Rivera Ortega had been arrested because of a deportation order dating back to 2019. DHS said she was convicted of entering the U.S. illegally, a federal misdemeanor.

    Because Rivera Ortega was granted a legal protection in 2019 from being deported to El Salvador, Serrano said he was informed she could be sent to a third country, like Mexico, where she has no ties.

    CBS News has reached out to representatives for the DHS for comment on Rivera Ortega’s release.

    It’s not just gasoline. U.S.-Iran war could drive prices higher for many products derived from petroleum.

    It might be hard to imagine the Iran war weighing on stuffed toys with names like Snuggle Glove, Bizzikins and Wobblies, but even plush playthings aren’t immune when oil shipments from the Middle East are constrained.

    Like many soft toys, the creatures developed by a manufacturer in Fort Lauderdale, Florida, are made with polyester and acrylic, synthetic fibers derived from petroleum. Three weeks after the war started, suppliers in China notified Aleni Brands that getting the materials already was costing them 10% to 15% more, CEO Ricardo Venegas said.

    “I think this situation demonstrates how much oil permeates throughout our system, and we can’t get away from it,” said Venegas, who founded Aleni Brands last year and is in the process of adding product lines. “Who would have thought that the price of a toy would have a direct relationship with oil?”

    Wide range of items affected

    It’s not just toys. Petrochemicals derived from oil and natural gas go into making more than 6,000 consumer products, according to the U.S. Department of Energy. Computer keyboards, lipstick, tennis rackets, pajamas, soft contact lenses, detergent, chewing gum, shoes, crayons, shaving cream, pillows, aspirin, dentures, tape, umbrellas and nylon guitar strings are just a few of them.

    The war is also threatening the world’s supply of helium and aluminum, key materials used in products such as semiconductor chips, medical equipment and other everyday goods.

    So far, the war’s most tangible and immediate effect for many people outside the conflict zone has been spiking gasoline prices. Travelers also are seeing higher airfares and flight fees as airlines respond to the rising cost of jet fuel. Consumers may find themselves paying more for food, furniture or any of the myriad of goods transported by trucks that run on diesel.

    But crude oil isn’t just refined as fuel. It gets turned into chemicals, waxes, oils and other mixtures that appear in a vast array of everyday items, including most made with plastic and rubber. Petroleum derivatives also are used in a lot of packaging. With disruptions to global oil supplies now in their eighth week, higher production costs also could make things more expensive for shoppers, according to trade groups and some companies.

    Venegas, a 30-year toy industry veteran, said he would absorb higher material costs for now but expects to increase prices for customers by early 2027 if the war goes on another three to six months.

    While 85% of global oil consumption is in the form of fuel, the rest goes into a wide range of consumer products, according to Gernot Wagner, a climate economist at Columbia University’s School of Business.

    The science involved

    Crude oil is mostly a complex mixture of hydrocarbons, which are compounds made of carbon and hydrogen atoms. Refineries and chemical plants separate and break them down to convert them into smaller chemical building blocks known as petrochemicals.

    Six petrochemicals – ethylene, propylene, butylene, benzene, toluene and xylenes – are the major foundations of plastics and synthetic materials like nylon and polyesters, which manufacturers in turn use to design and deliver products. More from the Department of Energy: Automobile parts, ballpoint pens, curtains, dice, eyeglasses, fertilizer, golf balls, hearing aids, insect repellant, kayaks, luggage, mops and nail polish.

    Materials account for a big share of production costs for many manufacturers, including those that supply carpets, clothing and tires, according to Andrew Walberer, partner and global lead in the chemicals practice of global strategy and management consultancy Kearney.

    Take a button-down shirt, for example. Walberer estimated that materials account for 27%-30% of how much it costs a manufacturer to make one. Labor costs contribute 10% to 30%. Business expenses tied to marketing, distribution and administration comprises the rest, he said.

    Experts say if oil holds above $90 per barrel for the next several months, cost pressures will accelerate throughout the supply network.

    Footwear Distributors and Retailers of America CEO Matt Priest said most of the trade organization’s members keep a two- to three-month inventory of finished products, providing a temporary cushion against higher materials costs.

    Roughly 70% of the materials in synthetic shoes are petrochemical-based, and 30% of the costs for those materials are directly tied to oil price rate swings, according to a report the organization published last month on the U.S. footwear industry’s “exposure to oil prices & the impact on shoe costs.”

    The FDRA analysis estimated that between materials, factory energy and transportation, companies paying more for petroleum could translate into a 1.5% to 3% increase in the price shoppers pay for a pair of shoes by late summer and the fall.

    By the end of April, U.S. shoe and clothing manufacturers need to start signing contracts with suppliers, mostly outside the U.S., for orders of polyester staple fiber and polyester filament yarn to get their designs on retail shelves and online for the holiday shopping season, according to Nate Herman, executive vice president of the American Apparel & Footwear Association.

    One kilogram, or a little over two pounds, of the materials used in polyester textiles, has increased in price from an average of 90 cents before the U.S. and Israel attacked Iran to $1.33 per kilogram, Herman said. He estimated that each garment will cost 10 cents to 15 cents more to produce as a result.

    Trying to shield consumers

    Some businesses are looking for ways to offset rising costs.

    Lisa Lane is the founder of Rinseroo, which sells portable shower head, bathtub and sink attachments for cleaning, pet grooming, and bathing. She recently tripled the number of the slip-on hoses she procures from China each month after her manufacturer said the cost would be 30% higher in another 30 days. She had a few days to decide whether to place a three-month advance order.

    The components of Rinseroo’s products include petroleum derivatives like polyvinyl chloride, Lane said. After purchasing 240,000 units instead of her usual 80,000, she is also evaluating cost-cutting options.

    Lane said she wants to hold off on increasing prices for retailers that sell the attachments since Rinseroo did that last year to offset higher U.S. tariffs on imports from China. For example, a hose for washing pets in a bathtub went up to $33.95 from $29.95 on retail websites, she said.

    “We want to stay at that sweet spot where people want to continue to buy from us and feel like they’re getting a good value,” Lane said.

    Another company, which sells wound care products like bandages, dressings, pads and sponges to nursing homes and other medical facilities, plans to raise its prices by 15% in a matter of weeks. Gentell CEO David Navazio noted that adhesives in the products rely on several petrochemicals.

    Including energy for production and materials, Navazio estimated the company’s costs are going up by 20%.

    Gentell, which is based in Yardley, Pennsylvania but has its main manufacturing location in Toronto, also makes private label products for other companies, including a medical technology firm that supplies retail stores like CVS.

    Because bandages and dressings are necessities, Navazio said he doesn’t think his business will suffer if it raises customer prices. Less certain is whether prices will come down once the war ends and oil shipments stabilize.

    “In the past, I’ve seen transportation costs come down, but I’ve never seen prices of raw material come down,” he said.

    Man charged for previously having gun used to kill 8 children in Louisiana says it was stolen from his truck

    A man who previously had the gun used to kill eight children in a Shreveport, Louisiana mass shooting says Shamar Elkins, the suspect identified by police, stole it from his truck weeks before the tragedy took place, authorities said Tuesday. Shreveport resident Charles Ford, 56, admitted to believing that Elkins took possession of the assault-style rifle after initially lying to investigators, according to the U.S. Attorney’s Office for the Western District of Louisiana.

    Ford told investigators he suspected Elkins, who was the father of seven of the children killed, because he was one of the few people to ride with him, according to a criminal complaint filed in Louisiana federal court. Ford allegedly said it was around March 9 when he noticed the gun was missing.

    Ford said he confronted Elkins about the missing weapon. But when Elikns became “offensive,” Ford “let it go,” according to a court affidavit filed Tuesday.

    The affidavit is in support of federal charges against Ford. He faces charges for being a felon in possession of a firearm and making false statements to federal agents, with both allegedly relating to the gun that Elkins used to carry out the shooting, according to the attorney’s office.

    The office said that authorities interviewed the person who originally purchased the gun, pictured below, and that person said she gave it to Ford. Shreveport police and the Bureau of Alcohol, Tobacco and Firearms have initiated a trace on the firearm to track its history.

    Ford originally denied having the gun when first approached by investigators after the shooting Sunday, according court records.

    “Elkins’ death means that our community will never see him face justice,” U.S. Attorney Zachary A. Keller said in a statement. “Our hope, as we continue to investigate and prosecute this case alongside our law enforcement partners, is that holding the person whose gun Elkins used to perpetrate the crime accountable will give some small bit of solace to our Shreveport community.”

    Ford does not currently have an appointed legal representative and is expected to receive a federal public defender, according to federal court records.

    An attorney who previously represented Ford could not immediately be reached for comment. Efforts to reach family members of Ford could not be immediately contacted at other phone numbers associated with him.

    Elkins died after fleeing and a police pursuit. It was not clear whether he was killed by officers who fired or from a self-inflicted gunshot, according to police.

    Elkins’ wife and another woman were also shot and wounded in the rampage, which unfolded across two houses before dawn.

    Officials said the children who died — three boys and five girls — ranged in age from 3 to 11 years old.

    Elkins pleaded guilty in 2019 to a felony of illegal use of weapons, according to court documents. As a result, a Caddo Parish district judge sentenced Elkins to 18 months of supervised probation, and Elkins turned his handgun into police as a condition of probation, court filings show.

    Under Louisiana law, a person convicted of certain violent felonies — including illegal use of weapons — are banned from having a gun for at least 10 years after completing their sentence and probation.

    Officials have not addressed whether Elkins was legally prohibited from having a weapon.

    The tragedy in Louisiana is one of the nation’s deadliest mass shootings in recent years.

    “Families should be able to feel safe at home, but this tragedy shows how gun violence can shatter lives in an instant,” said Lindsay Nichols, policy director for Giffords Law Center, which is an organization that aims to curb gun violence.

    For years, advocates for stronger gun control have sought to tighten Louisiana’s loose firearm regulations. Democrats routinely propose red flag laws, but Republicans in the reliably red state block the measures.

    A Malaysia-based maker of condoms said it may raise its prices due to global supply chain disruptions caused by the Iran war, according to media interviews with the company’s chief executive.

    Karex CEO Goh Miah Kiat told Reuters on Tuesday that the manufacturer faces a shortage of synthetic rubber, while the company’s input costs for some materials in its products have doubled. Rising freight costs and shipping delays have also left the company’s customers with leaner than usual stockpiles, Goh told the news outlet.

    Karex has been able to fulfill its supply needs so far, but if disruptions from the war continue Karex could raise its prices by 20% to 30%, Goh told Reuters.

    The Iran war has led to a virtual stoppage in ships traversing the strategically vital Strait of Hormuz, constraining the flow of global energy supplies. That has affected a range of petroleum-derived products, including plastics and rubber. Petrochemicals, which come from oil and natural gas, are used in more than 6,000 consumer products, according to the U.S. Department of Energy, including lipstick, tennis rackets and pajamas, to name a few.

    Founded in 1988 in Johor, Malaysia, Karex bills itself as the “world’s largest condom maker.” According to the company, Karex produces 5 billion condoms annually, which it exports to over 130 countries. The company is a supplier to U.S.-based condom company Trojan, as well as the British company Durex, according to Reuters.

    The news outlet said that Karex’s shipments to destinations such as Europe ⁠and the U.S. normally take a month to arrive, but are now taking close to two months due to shipping disruptions. Amid the shortages, demand for condoms has risen about 30% this year, Goh told Reuters.

    中国最新司法解释规定,下月起民营企业员工职务犯罪与公职人员同罪同罚,入刑门槛从6万元(人民币,下同,约1万1197新元)降至3万元。分析认为,新规有助于提高民企合规意识,但执行中也应将民企与公职人员犯罪的危害性差异纳入考量。

    中国最高法院、最高检察院4月10日联合公布的《关于办理贪污贿赂刑事案件适用法律若干问题的解释(二)》,提出非国家工作人员受贿罪、对非国家工作人员行贿罪、职务侵占罪、挪用资金罪的定罪量刑标准,分别参照受贿罪、行贿罪(单位行贿罪)、贪污罪、挪用公款罪的定罪量刑标准执行,落实对不同所有制企业依法平等保护。

    此前,非国家工作人员受贿、对非国家工作人员行贿、职务侵占等犯罪的立案和升档标准,分别为公职人员对应犯罪数额标准的两倍和五倍。

    以受贿罪为例,公职人员入罪门槛为3万元,民企员工门槛则是6万元;国企领导贪污20万元即定义为“数额巨大”,而民企高管职务侵占达到100万元才达到“数额巨大”。标准统一后,非公职人员入罪门槛大幅降低。

    此外,上一版司法解释对非公职人员受贿罪并未明确“数额特别巨大”起点,而新版解释将其拉平到和公职人员一样的300万元,对应10年以上刑期。

    10年前初版《解释》发布时,最高法主办的《人民司法》杂志曾刊文说明,“双轨制”定罪量刑标准考量之一,是非公职人员相关罪行均不涉及公共财务和公职人员职务廉洁性,一般认为危害性较低,因而将入罪门槛适度上提。

    长期从事企业合规与风险管理工作的华商(上海)律师事务所律师彭述刚向联合早报指出,随着民企规模越做越大,相应社会责任也应动态调整。“大型企业的职务犯罪,涉及资金体量和影响也很大。越来越多中国企业走出国门之际,新规能促使他们提高合规意识,这也是对股东和员工利益的保护。”

    从更广维度上看,彭述刚认为新规还有助于净化营商环境、铲除官员腐败土壤。“除了严惩腐败官员,削减民企行贿动机,也从另一个层面推动反腐工作。”

    近年来多家头部民企已加码反腐力度。互联网大厂字节跳动去年全年辞退逾300名违规员工,其中超过20人移交司法机关。另一家科技巨头华为去年3月通报处理91名违规员工;今年2月又通报,原终端业务集团多媒体技术部部长邓某因涉嫌受贿罪被检方批准逮捕。

    北京企业法律风险防控研究会等机构本月发布的《中国民营企业腐败犯罪研究报告(2025)》显示,当前民企腐败犯罪呈现罪名集中、行业地域集中、刑罚轻缓化等特征。在罪名分布上,职务侵占罪占比达51.6%;刑罚方面,判处五年以下徒刑案件占比超过八成。

    《中国新闻周刊》引述西南政法大学教授陈伟分析,新司法解释总体信号是“织密法网、规范适用”,系统覆盖了股权代持、预期利益、艺术品变现等隐性腐败形态,填补了单位犯罪量刑空白。

    不过,新规也引发对民企量刑过重、令企业求存更难的顾虑。有中国网民吐槽:“民企福利还没和国企对齐,刑期倒是先看齐了。”

    方达律师事务所律师庄燕君团队撰文解读,国家工作人员行受贿,侵犯的是国家公权力的不可收买性;民企员工受贿,侵犯的则是公司经济利益与员工忠实义务,两者社会危害性存在实质差异。

    对此,新版《解释》规定,办理非公职人员职务犯罪案件时,“应当综合考虑犯罪的性质、情节、后果等,准确评估社会危害性,确保罪责刑相适应”。

    庄燕君团队认为,该条款赋予司法机关在处理个案时一定的自由裁量权,“但如何精准适用该条款,避免机械执法,仍然有待司法实践进一步检验”。

    民调:伦敦5月地方选举 工党恐遭空前挫败

    英国执政工党的支持率持续下滑,预计会在5月伦敦地方选举中遭遇历史性的挫败,选票可能同时流向左翼绿党和右翼改革党。

    彭博社报道,舆观(YouGov)星期三(4月22日)发布的最新民调核心预测显示,5月伦敦地方选举,工党会在32个行政区中的15个获得最高得票率,较四年前的21个有所下降。

    绿党预计在四个行政区领先,改革党(Reform UK)则在三个行政区领先,而这两个政党此前从未在伦敦任何区议会中执政过。

    这项调查针对4500名伦敦成年人展开,结果反映出工党首相斯塔默在即将到来的地方选举中面临险境。
