WASHINGTON, Feb 24 (Reuters) – Over the past four decades, it has become a ritual for presidents, and more recently lawmakers, to invite guests to the presidential State of the Union address to a joint session of Congress.

Here are some of those invited to sit in special galleries above the House floor during President Donald Trump’s speech at 9 p.m. ET on Tuesday (0200 GMT on Wednesday):

Democratic Representatives Jamie Raskin of Maryland and Suhas Subramanyam of Virginia have invited Sky and Amanda Roberts, the brother and sister-in-law of Epstein victim Virginia Giuffre, who died by suicide in 2025.

    OLYMPIANS

The White House said it was trying to bring the U.S. Olympic men’s hockey team to Washington in time for the speech. The team won the gold medal in Italy on Sunday against Canada.

U.S. House of Representatives Speaker Mike Johnson told reporters he expected the U.S. women’s hockey team, which also won the gold medal by defeating Canada, to be invited. However, media reports said they declined because of previous commitments.

Johnson also noted difficulties had to be resolved to accommodate the large number of athletes, who cannot be seated on the House floor under the chamber’s rules.

A list of other White House guests was not immediately available.

    WORRIED FARMERS

Farmer Doug Rebout, president of the Wisconsin Soybean Association, is an invited guest of Democratic Representative Mark Pocan, whose congressional district includes Madison, Wisconsin.

Many U.S. soybean producers worry Trump’s tariffs on foreign goods have hurt American farmers, resulting in retaliation from China that has at times interrupted soybean trade and has contributed to higher prices for many consumer goods.

    ICE DETAINEE

Raiza Contreras, the New York City mother of Dylan Lopez Contreras, is Senate Democratic Leader Chuck Schumer’s guest. Schumer said in a statement that Dylan entered the United States legally from Venezuela and was detained by Immigration and Customs Enforcement agents after he attended a mandatory court hearing. Schumer, who represents the state of New York, said Dylan was the first New York City public school student reported to be detained as part of Trump’s mass clampdown on immigrants.

DHS shutdown looms over Mar-a-Lago shooting as unpaid Secret Service agents neutralize armed suspect

Austin Martin, 21, brandished shotgun inside secure perimeter before agents and deputy neutralized threat during DHS shutdown

The U.S. Secret Service-involved shooting of a man with a shotgun inside the secure perimeter of Mar-a-Lago over the weekend brought the Department of Homeland Security’s partial shutdown into new focus.

Two USSS agents and a Palm Beach County Sheriff’s Office deputy confronted and later shot and killed Austin Martin, 21, who authorities said slipped through a vehicular exit gate that had opened for a car before brandishing his weapon.

“They confronted a white male that was carrying a gas can and a shotgun. He was ordered to drop those two pieces of equipment that he had with him – at which time he put down the gas can, raised the shotgun to a shooting position… the deputy and the two Secret Service agents fired their weapons and neutralized the threat,” according to Palm Beach County Sheriff Ric Bradshaw.

Those agents are among the many working their dangerous jobs without pay due to the ongoing partial shutdown of DHS, which Republicans say was brought on by Democrats’ demands that ICE, which remains funded through other means, be reformed.

Rep. Randy Fine, R-Fla., who represents Daytona Beach just up the coast from Mar-a-Lago, said the incident proves the bravery of the Secret Service no matter the circumstances.

“The attempted assassination of President Trump at Mar-a-Lago is a stark reminder of growing leftist political violence in our country,” Fine said in a statement.

“Grateful to the Secret Service who neutralized the terrorist. Even as Democrats refuse to pay them because of their shutdown of the Department of Homeland Security, these men and women continue to stand their post.”

Top White House aide Stephen Miller offered an even more pointed response to the dynamic:

“Democrats voted to defund Secret Service, Homeland Security Investigations (who partner with Secret Service) and all the intelligence and law enforcement functions that support Secret Service,” Miller said.

“Never before in history has federal law enforcement been purposefully defunded.”

House Small Business Committee Chairman Roger Williams of Texas added that Americans should take note of the agents who responded whether paid or not.

“As we continue to learn more about the armed man at Mar-a-Lago this morning, we must remember that the brave agents who responded are serving our country without pay due to the Democrat-led shutdown,” Williams, R-Texas, said.

Prior to the incident, Senate Majority Whip John Barrasso, R-Wyo., warned that the Secret Service and other agencies like FEMA would be put in a bad spot if the partial shutdown went forward.

“Democrats are prioritizing illegal immigrant criminals ahead of the safety of the American people,” he said in a February 12 floor speech.

An aerial view shows the Mar-a-Lago estate and the north gate in Palm Beach, Florida, following reports of a shooting incident, February 22, 2026.(Fox News)

At least one Democrat did react to the agent-involved shooting.

Rep. Lois Frankel of Florida, for whom Trump is technically a constituent at his Mar-a-Lago address, said that “political violence is never the answer.”

“Thank you to the Secret Service and Palm Beach County law enforcement for their swift response today and for their continued work in keeping the president safe,” Frankel said.

The Northeast blizzard presents separate challenges for resource-suspended agencies like FEMA, while certain Homeland Security-run services, such as TSA escorts for members of Congress, are also suspended.

Feb 24 (Reuters) – Consumers expecting a drop in prices after the U.S. Supreme Court struck down the White House’s emergency tariffs are likely to be disappointed, as businesses plan to use any relief to offset elevated costs and gird themselves to chase refunds.

But the decision also opened a bureaucratic labyrinth for importers, lawyers, and government officials, because the court did not say how the government should return the estimated $175 billion it had already collected. Because businesses expect a long wait for refunds, consumers shouldn’t expect to see relief either, small business owners told Reuters, as Trump imposes new tariffs.

“We absorbed almost all of the cost of the tariffs; we don’t think there’s a reason to, like, pay anybody back,” said Eva St. Clair, co-owner of apparel company Princess Awesome. The company, which in April brought one of the first legal challenges against the emergency tariffs, paid $30,000 in levies, and survived in part by setting up a tip jar for customers that raised $8,000, she said.

Trump’s tariffs, imposed through a series of executive orders targeting imports from nearly all U.S. trading partners, have pushed up prices and contributed to a decline in U.S. consumer confidence. A February 12 Federal Reserve Bank of New York study concluded that U.S. consumers and companies are bearing about 90% of the cost of the tariffs.

Anger over tariffs has soured Americans’ view of Trump’s handling of the economy. As of mid-February, his approval on the issue stood at 34%, just off the worst marks of his second term and far below his first, according to Reuters/Ipsos polling.

As Ukraine war enters fifth year, Zelenskyy says Russia failing at its goals — and Kremlin agrees

    February 24, 2026 / 5:53 AM EST / CBS/AFP

Kyiv, Ukraine — President Volodymyr Zelenskyy marked the start of the fifth year of the Ukraine war by saying Russian counterpart Vladimir Putin has failed to achieve his war goals. And the Kremlin agreed.

In a video address that showed Ukrainians carrying out acts of resistance against Russian soldiers in the opening days of the conflict, Zelenskyy added that Ukraine was ready to do “everything” it could to secure a strong, lasting peace.

Hundreds of thousands have died on both sides since Russia invaded its neighbor on Feb. 24, 2022, unleashing the deadliest war on European soil since World War II.

Talks between the two sides, relaunched last year by the United States, have so far failed to halt the fighting that has devastated the country and left it facing a mammoth reconstruction task.

“We have defended our independence, we have not lost our statehood; Putin has not achieved his goals. He has not broken Ukrainians; he has not won this war. We have preserved Ukraine, and we will do everything to secure peace and justice. Glory to Ukraine!” Zelenskyy said in his address, which he posted on social media.

“We want peace. Strong, dignified, and lasting peace,” Zelenskyy said, adding that any agreement “must not simply be signed, it must be accepted by Ukrainians.”

Kremlin spokesperson Dmitry Peskov said Tuesday Russia hasn’t yet achieved all its war aims in Ukraine and will fight on until it does.

“The goals haven’t been fully achieved yet, which is why the military operation continues,” Peskov told reporters.

Zelenskyy told AFP last week that Ukraine wasn’t losing the war, and he urged European countries to deploy troops to the front line in the case of any ceasefire to protect against Russia attacking again.

The leaders of Ukraine allies, including Finnish President Alexander Stubb and Swedish Prime Minister Ulf Kristersson, were in the country on Tuesday to mark the anniversary.

European Commission chief Ursula von der Leyen was also there, saying she wanted to reaffirm that Europe stood “unwaveringly with Ukraine, financially, militarily, and through this harsh winter.”

“And to send a clear message to the Ukrainian people and to the aggressor alike: we will not relent until peace is restored. Peace on Ukraine’s terms,” she said in a video posted to social media.

She is expected to attend a “commemoration ceremony” and visit a Ukrainian energy facility damaged by Russian strikes before meeting Zelenskyy and taking part in a videoconference with Kyiv’s allies, including Britain, France and Germany.

    Ukrainian soldier perserveres

CBS News correspondent Holly Williams, who’s covered the war since it began, caught up last week with a Ukrainian soldier she first met on the front lines three days before Russia invaded.

At the time, Williams says, she assumed Valeriy Kashkarov and his comrades had been killed when Russia moved in.

But when CBS News tracked him down, he laughed when Williams said she was surprised he’s still alive.

    “Me too,” Kashkarov remarked.

He said he was shot by a Russian sniper. Though he survived, many of his fellow soldiers didn’t make it.

“I get upset,” Kashkarov told Williams.

“It’s a lot of pain,” Williams observed..

“Yeah,” Kashkarov responded, “Especially … young brothers in arms (fellow soldiers) dead, and a lot of them. On a daily basis.

“It’s like – ah – what the hell,” he reflected.

    Territorial gains in dispute

The United States has been pushing for an end to conflict, which has destroyed much of eastern and southern Ukraine, but Moscow and Kyiv remain at odds over territory.

Russia, which occupies around 20 percent of Ukraine, is pushing for full control of Ukraine’s eastern Donetsk region as part of any deal and has threatened to take it by force if Kyiv doesn’t cave at the negotiating table.

Ukraine has rejected the demand and said it wouldn’t sign a deal without security guarantees from allies, including the U.S., to deter Russia from invading again.

Moscow has in recent months escalated its attacks on Ukrainian energy infrastructure, cutting heating and power to millions of Ukrainians during this harsh winter.

Kyiv’s allies have slapped heavy sanctions on Moscow, forcing it to redirect its key oil exports toward new markets, particularly in Asia.

Despite heavy losses, Russian troops have in recent months advanced slowly on the front line, particularly in the eastern Donbas region, which Moscow wants to annex.

Russia has rejected Ukrainian proposals for the deployment of European troops in Ukraine after any ceasefire deal. Putin has repeatedly warned that he will pursue his objectives by force if diplomacy fails.

    Reconstruction will be huge

The grinding four-year war has devastated Ukraine, which even before the fighting was one of the poorest countries in Europe.

The cost of post-war reconstruction is estimated at around $588 billion over the next decade, according to a joint World Bank, EU and UN report with Kyiv published on Monday.

Russia cast its decision to send troops into Ukraine as a defensive move to halt Ukraine’s ambition of joining NATO.

On Monday, during a medal ceremony to mark “Defenders of the Fatherland Day,” Putin said his soldiers were defending Russia’s “borders” to ensure “strategic parity” between powers and fight for the country’s “future.”

    Image 48: placeholder

    Image 51: placeholder

    TrumpRx.gov

    Image 52: placeholder

EXCLUSIVE:President Donald Trump’s State of the Union address will put the economy front and center, pairing working-family guests with a data-driven case on affordability — while also making economic policy announcements, Fox News Digital learned.

Trump is slated to begin his speech at 9 p.m. Eastern Standard Time Tuesday evening from the U.S. Capitol. The State of the Union is equal parts constitutional check-in between the president and Congress, as well as a political showcase that gives the president a national stage to claim wins and set the agenda for the coming year.

The 2026 address will be forward-looking but rooted in what the White House described as measurable progress on cost-of-living pressures, with Trump expected to list off statistics and data on the economy following the sky-high inflation rates of the Biden administration, while showcasing everyday Americans who have benefited from Trump policies, Fox News Digital learned.

    Image 48: placeholder

“President Trump’s State of the Union Address will celebrate 250 glorious years of our nation’s independence and excellence, highlighting incredible stories of American heroes throughout the speech,” White House press secretary Karoline Leavitt told Fox News Digital ahead of the speech.

Image 49: President Trump, Vice President Vance and Speaker Johnson in the Capitol

President Donald Trump will deliver his fourth State of the Union address across his presidential tenure Feb. 24, 2026.(Win McNamee/Getty Images)

“In one year, President Trump has turned our country around from the brink of disaster, and he will rightly declare the State of Our Union is strong, prosperous and respected,” she continued. “The president will proudly tout his administration’s many record-breaking accomplishments, and also layout an ambitious agenda to continue bringing the American Dream back for working people.”

Touting Trump Accounts, tax cuts in the “big, beautiful bill,” lowering drug prices and working to ease the ability of American families to purchase a home are among Trump’s top orders of business, Fox News Digital learned. The president also is expected to make undisclosed economic policy announcements during the speech.

The economy is a top concern for voters as they prepare to vote for a new Congress in November, which follows Democrats’ 2025 winning campaign strategy around “affordability.”

Across Trump’s first year of his second administration, the president’s economic vision has focused on evening the U.S. trade field with tariffs, “unleashing” U.S. energy in the oil, coal and natural gas sectors, lowering drug costs on consumers, as well as other efforts aimed at Trump’s vision of ushering in a “golden age” for the U.S.

Trump is expected to tout his efforts to lower drug costs Tuesday, including giving a shoutout to the White House’s recent launch of TrumpRx.gov, which aims to deliver the lowest-priced pharmaceuticals to American patients.

Image 50: Trump joint address 2025

The president also is expected to make undisclosed economic policy announcements during the speech. (Reuters)

    Image 51: placeholder

TrumpRx.gov initiative is a government-run portal designed to steer consumers toward lower-cost prescription drugs offered by manufacturers and is central to Trump’s effort to tie U.S. drug prices to those paid in other wealthy countries, a policy known as “most favored nation” pricing.

A White House official told Fox News Digital that Trump invited guests tied to the various economic initiatives in his speech, including Catherine Rayner of Norfolk, Virginia. Rayner and her husband have been navigating fertility complications and in vitro fertilization for five years, with Rayner becoming the first patient of the portal earlier in February when it rolled out.

The couple’s spending on fertility medications dropped from roughly $4,000 to $500 under the program, Fox Digital learned.

The president is expected to invoke his well-known populist tone in the speech, including to speak out against “special interest groups” that have been entrenched in power despite “ripping off” and leaving working Americans behind, a White House official told Fox News Digital.

TRUMP LAUNCHES MIDTERM PUSH IN IOWA, WARNS LOSSES WOULD DERAIL AGENDA: ‘WE GOTTA WIN’

The president also will reflect on how policies within the “big, beautiful bill” have benefited everyday Americans, Fox News Digital learned.

The “big, beautiful bill” is a massive piece of legislation Trump signed into law on the Fourth of July 2025 that champions the administration’s agenda from securing the border to beefing up defense spending to “no tax on social security.”

    Image 52: placeholder

The president also invited Pennsylvania mom Megan Hemhouser to the speech, who spends her days homeschooling her two children and working as a waitress in the evenings.

She and her husband, a heavy machinery operator, have benefited from a $5,000 increase in take-home pay due to Trump’s “no tax on tips,” and “no tax on overtime” policies under the bill, Fox News Digital learned.

Trump’s speech comes after the Supreme Court delivered a blow to his tariff policies Friday, with the court invalidating his use of an emergency law to impose sweeping tariffs on most U.S. trading partners.

Tariffs are a key piece of Trump’s overarching economic plan for the U.S., touting the duties since the start of his second administration as bringing parity to foreign nations “ripping off” the U.S. for decades via “unfair” trade policies, while simultaneously promoting manufacturing on U.S. soil.

In response to SCOTUS’s decision, Trump imposed a 10% global tariff on foreign nations under a different law — specifically, Section 122 of the Trade Act of 1974 — before upping that global tariff to 15% Saturday as the administration maps out “new and legally permissible Tariffs, which will continue our extraordinarily successful process of Making America Great Again,” Trump posted on Truth Social.

Trump’s speech is expected to predominantly focus on domestic economic policies, but will be backdropped by world events, including heightened tensions between the U.S. and Iran as potential strikes loom, and Russia’s ongoing war on Ukraine.

Democrats have spoken out against Trump’s domestic and foreign policies at most political turns in the past 13 months and have staged protest stunts during Trump’s previous State of the Union addresses.

Former Speaker of the House Nancy Pelosi, for example, tore up Trump’s 2020 speech, and Texas Rep. Al Green heckled Trump during his joint address in 2025, ultimately leading to Green’s ejection.

STRATEGY SESSION: TRUMP’S TEAM HUDDLES ON MIDTERM MESSAGING WITH SPOTLIGHT ON ECONOMY

Democrats are again expected to show their resistance to the administration. However, House Minority Leader Hakeem Jeffries has urged colleagues to tone down protests.

“The two options that are in front of us in our House (are) to either attend with silent defiance or to not attend and send a message to Donald Trump in that fashion, which will include participation in a variety of different alternate programming that is going to take place in and around the Capitol complex,” Jeffries told reporters earlier in February.
