    France has restricted U.S. Ambassador Charles Kushner’s access to senior government officials after he failed to attend a summons from the French Foreign Ministry over comments regarding the death of a French activist.

    Speaking Tuesday in an interview with public broadcaster France Info, French Foreign Minister Jean-Noël Barrot said Kushner’s decision not to appear at the Quai d’Orsay “will naturally affect his ability to carry out his mission in our country,” and demanded “explanations” from the ambassador.

    Barrot described the no-show as a “surprise,” saying that when an ambassador has “the honor of representing your country in France,” they are expected to “respect the most basic practices of diplomacy” and respond to summons from the ministry.

    The diplomatic dispute stems from social media posts by official U.S. government accounts following the death of Quentin Deranque, a 23-year-old activist who was killed in Lyon earlier this month.

    The Associated Press reported that Deranque, described as a fervent nationalist, was beaten during clashes between far-left and far-right activists and later died of brain injuries sustained in the attack.

    “Reports, corroborated by the French Minister of the Interior, that Quentin Deranque was killed by left-wing militants, should concern us all. Violent radical leftism is on the rise and its role in Quentin Deranque’s death demonstrates the threat it poses to public safety,” the U.S. State Department’s Bureau of Counterterrorism said in a Feb. 19 post on X. “We will continue to monitor the situation and expect to see the perpetrators of violence brought to justice.”

    The U.S. Embassy in France later shared the statement on its official account.

    Barrot said the remarks amounted to an “injunction” toward France and rejected what he characterized as foreign interference in the country’s domestic political debate.

    “We have no lessons to learn in matters of maintaining order or public order in matters of violence and we have no lessons to learn at all from the reactionary international, simply,” he told France Info.

    The State Department did not immediately respond to Fox News Digital’s request for comment.

    Parents of National Guard member fatally shot in D.C. will attend State of the Union

    The parents of Sarah Beckstrom, the 20-year-old National Guard member who was killed in an ambush-style attack while patrolling the streets of Washington, D.C., a day before Thanksgiving, will be among the special guests at President Trump’s State of the Union address Tuesday.

    Another guest for the speech at the U.S. Capitol will be 7-year-old Dalilah Coleman, who was critically injured in a six-car pileup in California allegedly caused by a truck driver who was in the country illegally, White House officials told CBS News.

    Mr. Trump intends to acknowledge these guests during the part of his speech on the southern border and homeland security.

    When Coleman was 5 years old, a commercial tractor-trailer crashed into the car she was riding in, fracturing her skull, breaking her femur and causing a traumatic brain injury, according to her father, Marcus Coleman, who is also a truck driver, and her mother, Ileana Krause.

    A man from India, Partap Singh, was undocumented but was driving with a valid driver’s license issued in California when, according to the Department of Homeland Security, he failed to stop for traffic and a construction zone.

    Immigration and Customs Enforcement officials took Singh into custody in August 2025.

    Since emerging from a coma after the crash, Dalilah Coleman has been recovering but is nonverbal and has diplegic cerebral palsy, her family has said.

    Mr. Trump also invited Evalea and Gary Beckstrom, the mother and father of Army Spc. Sarah Beckstrom, one of the two West Virginia National Guard members who was shot not far from the White House on Nov. 26.

    The other, Air Force Staff Sgt. Andrew Wolfe, 24, underwent surgery and is recovering.

    The suspect, an Afghan national, pleaded not guilty this month to multiple charges, including first-degree murder, as well as two counts of assault with intent to kill in connection with two Guard members who subdued him at the scene.

    “He went cuckoo. I mean, he went nuts,” Mr. Trump has said of the shooter. “It happens too often with these people.”

    Beckstrom worked for a behavioral health agency before her deployment, supporting those at risk of psychiatric hospitalization.

    She volunteered to serve in the Trump administration’s D.C. National Guard deployment and was assigned to the 863rd Military Police Company, 111th Engineer Brigade at the time of the shooting.

    The Supreme Court on Tuesday ruled against a Texas woman who is attempting to sue the Postal Service, claiming it withheld her mail because she is Black.

    Justice Clarence Thomas wrote the 5-4 opinion ruling that federal law exempts the USPS from such lawsuits even in some cases where mail carriers intentionally refuse delivery.

    “Given the frequency of postal workers’ interactions with citizens, those suits would arise so often that they would create a significant burden for the government and the courts,” Thomas wrote for the majority.

    Lebene Konan, a Texas real estate agent and landlord, claimed that the USPS has for years intentionally declined to deliver her mail because of a “racially motivated harassment campaign.”

    Konan alleged the post office that covers two rental properties she owns in suburban Dallas changed the lock on her post office box and then declined to deliver the mail to the property. She claimed that happened because the carrier and postmaster did not “like the idea that a Black person” owned the properties. She filed more than 50 administrative complaints, according to court records, and received written confirmation from postal authorities that she was entitled to have her mail delivered.

    At one point, Konan said, local postal officials taped a sign to her mailbox announcing in bright red letters that they would not deliver the mail to her tenants.

    A federal district court in Texas granted the USPS’ request to dismiss the case. While Americans may generally sue the government for harms that it causes, Congress carved out an exception for claims involving the “loss, miscarriage, or negligent transmission” of mail. The federal court reasoned that what happened to Konan was covered by that exemption.

    But the New Orleans-based 5th US Circuit Court of Appeals reversed that decision, allowing the lawsuit to proceed. The exemption, the appeals court ruled, was intended to cover unintentional loss of mail and similar problems – not intentional acts. The Supreme Court’s decision on Tuesday threw out that appeals court decision.

    Advocates on Konan’s side said the case was about more than just the delivery of mail, but also about ensuring that Americans have the ability to sue the government when it intentionally causes harm.

    “The majority concludes that the postal exception captures, and therefore protects, the intentional nondeliv­ery of mail, even when that nondelivery was driven by ma­licious reasons,” Justice Sonia Sotomayor wrote in dissent. “Because this interpretation expands the scope of the exception beyond what it can reasonably sup­port, and undermines the FTCA’s sweeping waiver in the process, I respectfully dissent.”

    Sotomayor was joined by Justice Neil Gorsuch, a conservative, and two other liberals, Justices Elena Kagan and Ketanji Brown Jackson.

    Chief Justice John Roberts, along with Justices Samuel Alito, Brett Kavanaugh and Amy Coney Barrett joined Thomas in the majority.

    The Justice Department told the Supreme Court that the mail was withheld for a technical reason. Konan, it said, was required to maintain a directory of her current tenants and failed to do so. Whether the postal officials were justified in withholding the mail was not at issue at the Supreme Court – and will now be decided by lower courts.

    “Here, there are no allegations that Konan’s mail was destroyed or that it was misplaced by unintentional action,” the appeals court ruled in a unanimous opinion. “Instead, the facts present a continued, intentional effort not to deliver Konan’s mail over a two-year period.”

    In fiscal year 2023, the US Postal Service delivered more than 116 billion pieces of mail to more than 166 million delivery points across the nation, the government noted. If courts embraced Konan’s position, the government said, it could open up the USPS to a flood of lawsuits.

    That was an argument that appeared to resonate with Alito during the oral arguments in October.

    “What will the consequences be if all these suits are filed and they have to be litigated?” Alito asked at one point. “Is the cost of the first-class letter going to be $3 now?”

    State of the Union could be Trump’s best chance to sell voters on Iran plans

    WASHINGTON, Feb 24 (Reuters) – Tuesday’s State of the Union address provides President Donald Trump with a nationally televised opportunity to persuade skeptical American voters to rally behind his threatened strikes against Iran over its nuclear program.

    Advisers have urged Trump to focus on the economy, immigration and other domestic policy issues when he takes the U.S. House of Representatives podium for the speech at 9 p.m. ET (0200 GMT on Wednesday).

    That has not been his focus to date.

    Instead, the run-up to the event has been overshadowed by a huge buildup of U.S. military forces in the Middle East and preparations for a conflict with Iran that could last for weeks if Tehran does not reach a deal to solve a longstanding dispute over its nuclear program.

    On Monday, Trump dismissed talk that some members of his administration have doubts about going to war with Iran.

    “I am the one that makes the decision, I would rather have a Deal than not but, if we don’t make a Deal, it will be a very bad day for that Country and, very sadly, its people,” Trump said in a social media post.

    Trump rose to the top of U.S. politics with the passionate support of a political base that embraces his “America First” policies and his vow to end an era of “forever wars” like the long conflicts in Iraq and Afghanistan.

    Trump’s fellow Republicans also took control of both the House of Representatives and Senate as his “Make America Great Again” message resonated with many Americans, but opinion polls show the party will struggle to keep control of Congress.

    The risks from an Iran conflict are not merely political.

    Trump and his aides have touted his successful capture last month of Venezuelan President Nicolas Maduro, but Iran, a nation of 93 million people with a large supply of missiles, is a more formidable foe.

    Trump asserted in July that U.S. strikes on Iran the previous month had been so successful that they “obliterated” the country’s nuclear facilities, saying, “It would take years to bring them back into service.”

    However, as U.S. ships and other military equipment amassed near Iran, Trump’s special envoy Steve Witkoff, who leads nuclear negotiations on the U.S. side, said on Sunday on Fox News that Iran was “probably a week away from having industrial-grade bomb-making material.”

    Trump’s audience on Tuesday includes Democrats in Congress who criticized him for scrapping a 2015 agreement that limited Iran’s nuclear program in return for sanctions relief only to later threaten military action while seeking a new pact.

    “Trump is bumbling his way toward war with Iran in a feeble attempt to accomplish what had already been done by a diplomatic deal that was effectively curbing Iran’s nuclear program — until Trump tore it up, over the objections of his then-Secretaries of Defense and State,” Senator Tim Kaine of Virginia said in a statement.

    Feb 24 (Reuters) – A dozen public health experts are arriving in South Carolina to help the state contain the largest U.S. measles outbreak in more than 30 years, but they’re not coming from the Centers for Disease Control and Prevention.

    The South Carolina Department of Public Health told Reuters it has requested personnel from the nonprofit CDC Foundation instead. The foundation is an independent entity created by Congress to support the CDC through charitable contributions and grants from individuals, corporations and other organizations.

    Dr. Linda Bell, South Carolina’s epidemiologist, said the foundation will provide at least 12 infectious disease experts to work full-time in the state for several months, “increasing our capacity for case investigation, contact tracing and data management.” Some staff began working with South Carolina last week, according to the foundation, and more are scheduled to start next week.

    The foundation is typically used as an auxiliary group to bolster the CDC response to an outbreak, but does not usually replace CDC staff, three former agency officials said. Under the administration of President Donald Trump, the CDC has faced a diminished role and has been without a permanent director since August.

    In South Carolina, childhood immunization rates have declined in recent years as local political leaders and parents criticized the CDC’s handling of the COVID-19 pandemic and pushed back against COVID-related lockdowns and vaccine mandates. Amid the current measles outbreak, South Carolina’s Republican governor, Henry McMaster, has championed personal choice on vaccines.

    Seeking assistance from the CDC Foundation “may be much more politically palatable than asking CDC to help,” said Dan Jernigan, former director of the CDC’s National Center for Emerging and Zoonotic Infectious Diseases.

    In response to a large measles outbreak in Texas last year, a CDC official said the agency had deployed at least 15 personnel to assist state health officials. The CDC Foundation said Texas didn’t request additional support.

    Bell told Reuters the CDC generally provides scientists and medical officers for brief deployments of a few weeks. “This level of expertise does not necessarily fulfill our needs for support for daily job functions,” she said.

    South Carolina’s measles outbreak has quickly become the nation’s largest since 1992 with 973 cases reported as of Friday. At least 20 adults and children have been hospitalized.

    During previous major outbreaks, the federal government has led the charge to encourage widespread vaccination and coordinate efforts among states to curb the spread of disease.

    U.S. Health Secretary Robert F. Kennedy Jr., who has a history of anti-vaccine activism, has not made any major statements regarding the measles outbreak in South Carolina.

    The U.S. Department of Health and Human Services said it sent $1.4 million last month to South Carolina to aid in its measles response.

    HHS in a statement said the “CDC continues to investigate transmission patterns and work closely with South Carolina health officials, including through regular coordination meetings,” adding: “Vaccination remains the most effective way to prevent measles.”

    FOUNDATION ASSIST FOLLOWS FUNDING CUTS


    Last year, South Carolina’s public health department lost about $100 million in federal funding when HHS cut billions of dollars in COVID-era grants nationwide. Some of those federal grants supported childhood immunizations and laboratory testing for infectious diseases in South Carolina, according to the state.

    Bell told Reuters that “CDC crisis response funds” were used to hire some temporary staff to conduct case investigations and perform other outbreak-related activities. She also credited the CDC with providing assistance with testing, clinical advice and free vaccines.

    When asked whether state officials directed the public health department not to request CDC personnel, Bell said her agency determined its staffing needs and that the CDC Foundation option best serves those needs.

    Overall, there are about 90 public health department staff spending a majority of their time on the outbreak response, according to Bell.

    She said local staff are better suited when it comes to persuading residents to get vaccinated. “CDC cannot provide staff well known to the impacted community,” she said.

    The CDC Foundation said it would provide “12 public health professionals for a short-term surge” that could last up to six to eight months. The foundation said it is funding epidemiologists and data analysts who can help strengthen disease surveillance and accelerate case investigation.

    The CDC’s last permanent director, Susan Monarez, was fired in August after a series of clashes with Kennedy over vaccine policy and dismissal of senior CDC staff. Last week, National Institutes of Health Director Jay Bhattacharya was also named acting director of the CDC.

    At a press briefing last week, Bell said it was encouraging that the number of new cases being reported in South Carolina had slowed. However, she warned, “we are not out of the woods.”
