    A federal judge on Thursday froze major parts of an executive order by President Donald Trump aimed at cracking down on mail voting, blocking the administration from taking further steps to implement it as it would affect two-dozen states that challenged the directives in court.

    US District Judge Indira Talwani, an Obama appointee who sits in Boston, is the latest judge to push back on Trump’s broader efforts to insert the federal government into election administration, a task largely designated by the Constitution to the states.

    “The Constitution does not grant the President any specific powers over elections,” she wrote.

    Her ruling partially halts a Trump directive that would have imposed new requirements on states’ mail voting programs in order for the US Postal Service to deliver the ballots. USPS cannot carry out its plan for the new regulations in the 23 Democratic-led states and the District of Columbia.

    The order also blocks for those states Trump’s order that Department of Homeland Security create lists of each state’s voting-age citizens ahead of the election. She explicitly halted the administration from “taking any steps to create a new federal program to superintend and control Plaintiff States’ maintenance of their voter rolls,” or bringing prosecutions against election officials in those states based on the executive order’s instructions

    Her ruling came in one of several lawsuits challenging Trump’s March 2026 executive order, and she agreed with the challengers that he had exceeded his authority in issuing it.

    Trump’s order contemplates giving the USPS and DHS new roles in screening the mail voting process and in the search for potential non-citizen voters.

    Under a plan proposed to comply with his instruction, USPS would require states to submit lists of their mail voters 30 days before the election in order to use the postal service for transmitting ballots. The plan also mandates that states put individualized ballot tracking barcodes on ballot envelopes — barcodes that also would be provided to the mail carrying agency.

    Critics say the plan is practically infeasible, while running afoul of both the Postal Service’s statutory obligations and the Constitution’s separation of powers.

    DHS, meanwhile, has been ordered by Trump to use federal databases to assemble lists of citizens that could be provided to states. The March executive order did not connect the DHS provisions to the instructions for USPS. But in court filings since, the administration has indicated that DHS is exploring data-sharing with the postal agency to “identify anomalies that may suggest voter fraud or misuse.”

    Even before the March 2026 order, the Trump administration was ramping up efforts to use federal immigration data to hunt for non-citizens. However, the DHS citizenship data program that has been commonly used in that exercise is known to turn up false positives, prompting fears that eligible voters will be wrongly purged from the voter rolls.

    In a separate case in Washington, DC, this week, a federal judge blocked the use of that citizenship data system for purging voter rolls.

    A group of conservatives is vowing to grind the House floor to a halt until Republicans pass the SAVE America Act.

    “There’s going to be no votes this week, and it’s going to be as long as it takes,” Rep. Anna Paulina Luna, R-Fla., who is leading the effort, told Fox News Digital in an interview.

    The hardball tactics led House Republican leadership to pull a series of votes on Wednesday. House Speaker Mike Johnson, R-La., is expected to put legislation that had already been teed up for a vote Thursday, but it is unclear whether he will be able to convince Luna and other conservatives to end their blockade, effectively freezing the House floor.

    “The president’s been very clear,” Luna told Fox News Digital. “He’s not playing these games anymore, and I’m going to fully back him, and I have the votes to do it.”

    President Donald Trump has repeatedly insisted the SAVE America Act is his top legislative priority. The sprawling legislation, which would enact voter ID requirements, crack down on mail-in voting and ban sex change procedures for minors, has stalled in the Senate amid widespread opposition from Democrats.

    House conservatives are pressuring their Senate colleagues to fight for the bill, but a version that incorporates all the president’s priorities has yet to receive a vote in their chamber.

    Johnson is scheduled to meet with Trump later Thursday in a likely attempt to break the logjam. Given the speaker’s razor-thin majority, just a few dissenting Republicans can have an outsize impact on whether legislation can be advanced through the House.

    Johnson floated Wednesday incorporating a narrow version of the SAVE America Act into a third budget reconciliation package. The provision would create a grant program encouraging states to require federally verified REAL IDs at the ballot box.

    But Luna indicated to Fox News Digital that the speaker’s proposal was an inadequate fix.

    “I want to warn the American people that you cannot get SAVE America Act on reconciliation,” Luna said, referring to a potential third party-line package. “It’s not possible to be done, so we’re not drinking the Kool-Aid on that. Unless the Senate decides to fire the parliamentarian, nothing will change.”

    The impasse is not expected to resolve soon, with the Senate leaving Wednesday to begin a two-week recess around the July 4 holiday.

    No senators objected to starting the planned break early.

    Luna also dismissed the significance of the bipartisan housing bill that passed the lower chamber this week. Republicans have pointed to the legislation — aimed at expanding the nation’s housing stock — as crucial to their affordability messaging ahead of November’s midterm elections.

    “They don’t get to go home and say that they’re getting wins for the American people when they’re not even able to deliver on that 80/20 issue,” Luna said, referring to the SAVE America Act.

    “And I really applaud the president for saying that he’s not going to sign it into law. I think that he reserves the right to veto,” the Florida lawmaker continued.

    US Supreme Court scales back Roundup cancer lawsuits

    WASHINGTON, June 25 (Reuters) – The U.S. Supreme Court reined in thousands of lawsuits pursued in state courts accusing Bayer
    of failing to warn users that the active ingredient in its Roundup weedkiller causes cancer, handing a major legal victory on Thursday to the German company.

    The justices in a 7-2 decision overturned a ​jury verdict in Missouri awarding $1.25 million to a man named John Durnell who said he was diagnosed with non-Hodgkin lymphoma after years of exposure to glyphosate in Roundup. The Supreme Court agreed with Bayer ‌that a U.S. law that governs pesticides precludes failure-to-warn claims that are brought under state law from moving forward in court.

    Bayer shares jumped nearly 18% following the ruling.

    President Donald Trump’s administration backed Bayer in the case.

    Conservative Justice Brett Kavanaugh, who authored the ruling, said the U.S. Environmental Protection Agency, or EPA, has concluded glyphosate does not cause cancer and has not required a cancer warning on Roundup.

    The law preempts Durnell’s claim because it “would require Monsanto to add a cancer warning to Roundup’s label even though federal law requires Monsanto to use the EPA-approved label without a cancer warning,” Kavanaugh wrote.

    Liberal ​Justice Ketanji Brown Jackson, in a dissent joined by conservative Justice Neil Gorsuch, said that Durnell’s claim would impose equivalent labeling requirements on Monsanto that the federal law requires and so should not be preempted.

    Jackson called the ​ruling “remarkable and regrettable, for it unjustifiably closes the courthouse doors to state tort plaintiffs like Durnell.”

    Bayer acquired Roundup as part of its $63 billion purchase of agrochemical company Monsanto in 2018. More ⁠than 100,000 plaintiffs have filed cases in U.S. state and federal courts alleging a cancer link, and the German drugmaking and crop science company had said that the lawsuits could threaten its ability to supply the herbicide to farmers.

    The torrent of litigation ​already prompted Bayer to remove glyphosate from its consumer version of Roundup. Bayer said before the Supreme Court ruled that a decision in its favor could largely end the Roundup litigation.

    “The U.S. Supreme Court decision is good for science, farmers, and industries ​that depend on regulatory clarity for innovation. It should help significantly contain the Roundup litigation after nearly a decade of legal battles. The ruling should result in the dismissal of current warning-based claims and bar future failure-to-warn claims,” company spokesperson Tino Andresen said in a statement.

    The company emphasized throughout the litigation that the EPA repeatedly found that glyphosate does not cause cancer and approved its product labels without a warning.

    Facing billions of dollars in potential liability, Bayer announced in February a proposed $7.25 billion settlement to resolve tens of thousands of current and future lawsuits. The settlement would not affect ​claims that stem from pending appeals or that fall outside the deal, according to the company. Those amount to nearly $1 billion, it said.

    ‘ A DISASTER FOR PUBLIC HEALTH’

    Environmental activists and others criticized the court’s ruling on Thursday.

    “Once again, the Supreme Court has sided ​with big business over people and the environment. Today’s ruling is a disaster for public health,” said Tarah Heinzen, legal director at the advocacy group Food and Water Watch.

    “The harm from this decision will perpetuate our cancer, infertility and general chronic disease epidemic for generations ‌to come,” said ⁠Kelly Ryerson, co-executive director of advocacy group American Regeneration and a Make America Healthy Again activist who posts on social media under the moniker “The Glyphosate Girl.”

    The sprawling dispute centers on a U.S. law called the Federal Insecticide, Fungicide and Rodenticide Act, or FIFRA, that governs the sale and labeling of pesticides and bars states from imposing differing or additional requirements.

    The measure prohibits pesticides that are “misbranded” with labels that lack an adequate warning to protect health and the environment.

    Bayer has argued that Durnell’s claims are preempted by this law. The EPA has repeatedly approved labels without such a cancer warning, demonstrating that these products are not misbranded, the company said, adding that labels cannot be substantially changed without the agency’s approval.

    Durnell’s lawyers said that despite the EPA’s registration of Roundup, the ​label may still be challenged as misbranded. They also said ​Durnell’s claims are not preempted because Missouri state law ⁠that requires products to adequately warn of dangers imposes the same requirements as FIFRA’s prohibition on misbranding.

    ‘ A NEW ERA’

    Union Investment fund manager Markus Manns called Thursday’s ruling a significant milestone for Bayer, adding that a decade after the Monsanto acquisition, the company is “entering a new era.”

    “While future lawsuits are not entirely off the table, they will become considerably more difficult. A final breakthrough ​would come if the settlement is accepted by the plaintiffs and approved by the competent court in July. This would bring Bayer’s glyphosate litigation chapter to a definitive close, allowing ​management to fully refocus on operational ⁠and strategic matters,” Manns said.

    Durnell sued Monsanto in Missouri state court in 2019, claiming it failed to warn users of the dangers associated with Roundup and glyphosate.

    He was diagnosed with a rare and often aggressive form of non-Hodgkin lymphoma, a cancer that starts in the white blood cells, and attributed the disease to his exposure to Roundup starting in 1996. For about 20 years he was the “spray guy” for a neighborhood association in St. Louis, killing weeds at local parks without protective equipment, according to court papers.

    A jury sided with ⁠Durnell in 2023, ​and in 2025 a state appeals court upheld that verdict.

    Some activists with the “Make America Healthy Again” movement that backs Trump’s Health Secretary Robert F. Kennedy ​Jr have criticized the Trump administration’s support for Bayer. Also backing Bayer in the case were a number of crop farming and agricultural industry groups. Several environmental, farm worker and public health groups backed Durnell.

    The Supreme Court heard arguments in the case in April.

    June 25 (Reuters) – A Republican lawmaker ‌on Thursday proposed legislation that would require AI model developers to report dangerous capabilities, security breaches and safety incidents.

    The draft legislation, introduced by U.S. Representative Nathaniel Moran of Texas, would mandate AI companies to report to the U.S. ​Commerce Department within seven days of discovering dangerous activity, with Commerce required to ​notify Congress within 48 hours of the most serious incidents.

    “It’s a catch-it-early ⁠and sound-the-alarm bill,” Moran said in an interview about the AI Incident Reporting Act.

    The ​bill comes as ever-more powerful AI models raise the risks to national security and public safety. ​On June 12, the Commerce Department took action against Anthropic’s latest models in the name of national security that resulted in Anthropic disabling access to them globally. The government directive exposed the absence of a transparent framework ​to govern frontier AI.

    Reportable activity under the draft legislation includes a model attempting to evade ​human oversight, circumvent safeguards, and otherwise undermine the ability of human operators to control the model. It ‌also ⁠includes unauthorized access to model weights, which help determine a machine’s decision-making, and chemical, biological, nuclear, and other threats to public safety.

    The bill is the latest AI regulation to be proposed in Congress, which has struggled to pass legislation amid debate over whether federal law ​should preempt state laws ​and whether innovation and ⁠the U.S. competition with China would be slowed by guardrails.

    Earlier this month, two lawmakers in the House of Representatives released a discussion ​draft of broad AI legislation known as the Great American Artificial ​Intelligence Act, ⁠which included reporting critical safety incidents to Commerce.

    Moran said his more targeted approach could find a quicker path to law, and thought it would bring in bipartisan support quickly.

    “No legislation on ⁠AI has ​had much of a chance, but I think there’s ​a growing demand from the public to see some action,” said Mark Beall, president of the AI Policy Network, ​who supports Moran’s proposed legislation.
