    BARCELONA, April 24 (Reuters) – Leading medical journal The Lancet will decline a request to provide evidence for a U.S. Senate inquiry ​into the origins of the COVID-19 pandemic, its editor-in-chief Richard Horton ‌told Reuters in an interview on Friday.

    “We have received a request to go and give evidence at a Senate inquiry, which we’re not going to do,” Horton told ​Reuters at the Reuters Pharma event in Barcelona.

    Horton said that the ​journal would not engage “with an administration that has attacked some ⁠of the foremost scientists of our age”, citing the treatment by President Donald ​Trump’s administration of a former top U.S. health official, Anthony Fauci, who led the ​country’s COVID-19 response.

    He has faced threats since then as well as the ire of Trump and fellow Republicans. Trump cancelled Fauci’s federal security protection last year.

    Horton wrote in February that ​the Lancet had been asked in December 2025 to provide all records ​relating to coronaviruses from 2018 to 2022, including emails, notes and studies. The journal ‌Science was ⁠asked the same thing, according to a story on its website.

    Horton was referring to an inquiry by U.S. Senator Rand Paul, who has been looking into U.S. funding provided to a virology lab in Wuhan, China, the city ​where the Covid-19 ​pandemic began in ⁠2020. Paul chairs the Homeland Security and Governmental Affairs Committee.

    Paul’s office did not immediately respond to a request for ​comment.

    “They’re still perseverating over Wuhan and what took place there ​in ⁠the latter part of 2019,” Horton said.

    The World Health Organization and most scientists say a spillover from nature is the most likely cause for the pandemic. ⁠Investigations have ​been hampered by a lack of data ​from China, but U.S. intelligence services said last year that a lab leak was probably the ​cause.

    NEW YORK, April 24 (Reuters) – Groups representing ethanol producers, farmers, and fuel retailers urged Congress on Thursday to allow gas stations to ‌sell higher-ethanol gasoline blends year-round to combat the higher pump prices that have persisted since the start of the war in Iran.

    The groups are supporting an amendment to the omnibus Farm Bill that would allow, but not require, fuel retailers to offer gasoline that ​contains 15% ethanol for sale nationwide on a year-round basis. That blend, known as E15, is typically barred ​during summer months due to smog concerns, though the Trump Administration has temporarily waived that ⁠restriction to try to bring down the cost of retail gasoline that has surged to more than $4 a gallon, ​a pain point for low- and middle-income consumers.

    The amendment was submitted to the House Committee on Rules by a group ​of more than 20 lawmakers, led by Representative Michelle Fischbach, a Republican from Minnesota on Wednesday. That committee is set to consider the legislation next week as part of the Farm Bill, the most important piece of agricultural legislation that is brought up every five ​years.

    The Environmental Protection Agency, using emergency waivers, has allowed fuel retailers to sell E15 since late March. Prices have steadily ​marched higher due to a global energy supply crunch caused by Iran’s effective blockade of the crucial Strait of Hormuz following U.S.-Israeli ‌strikes ⁠on that nation, with retail U.S. gasoline surpassing $4 a gallon in early April.

    As of Friday, the average price nationwide was $4.06 per gallon. With gasoline futures continuing to rise, motorists could feel more pain in coming weeks. E15 is typically cheaper than conventional gasoline because ethanol usually costs less than petroleum blendstock.

    “Maintaining access to E15 year-round empowers consumers at the ​pump with more options, particularly ​during periods of tight supply ⁠and high fuel costs, while allowing refiners and retailers to meet the demands of the market,” the organizations including the American Petroleum Institute, the National Association of Convenience Stores ​and the National Corn Growers Association wrote in a letter addressed to members of ​Congress on Thursday.

    President Donald ⁠Trump has previously said he supports year‑round E15 sales and would sign legislation approving them without delay.

    Jake Barron, communications director at biofuels group Growth Energy, said year‑round E15 sales could save consumers up to 30 cents a gallon.

    Refining industry groups, including the ⁠American Fuel & ​Petrochemical Manufacturers, have opposed the move citing additional compliance costs.

    The White House has tried ​various moves to limit the economic fallout of the surge in global oil prices, including a large release of U.S. emergency crude stockpiles and the extension of a 90‑day shipping waiver to ease transport of oil, fuel and fertilizer.

    WASHINGTON, April 24 (Reuters) – U.S. President Donald Trump’s special envoy Steve Witkoff and son-in-law Jared Kushner will travel to Pakistan soon for talks with Iran’s foreign minister, a U.S. official told Reuters on Friday.

    Vice President JD Vance is not currently planning to attend but he will be on standby to travel to Islamabad if negotiations progress, according to CNN, which first recorded the travel plans.

    NEW YORK, April 24 (Reuters) – A U.S. ​Army soldier charged with making $400,000 by using insider information to bet on the removal of ousted ‌Venezuelan President Nicolas Maduro has been released on $250,000 bond, a Justice Department spokesman said on Friday.

    Gannon Van Dyke, who prosecutors say was involved in planning and executing the January 3 capture of Maduro from his Caracas home, was indicted on Thursday in Manhattan federal ​court on charges including commodities fraud, wire fraud and unlawful use of confidential information for personal gain.

    In ​ordering Van Dyke, 38, released on Friday, U.S. Magistrate Judge Brian Meyers in Raleigh, ⁠North Carolina, also required him to surrender his passport and give up his firearms unless ordered to possess ​them through military command. Van Dyke did not enter a plea.

    Van Dyke is due to appear on Tuesday before ​U.S. District Judge Margaret Garnett in Manhattan, who will oversee his case going forward. Reuters could not immediately identify his defense lawyer.

    In the Justice Department’s first-ever filing of insider trading charges involving a prediction market, prosecutors said Van Dyke bet more than $33,000 on ​Polymarket between December 27, 2025, and January 2, 2026, that Maduro would soon be out of office and that ​U.S. forces would soon enter Venezuela.

    At the time, the markets assigned low probabilities to those events, meaning the wagers earned him ‌more ⁠than $400,000, according to the indictment.

    Van Dyke withdrew the funds from Polymarket after Maduro’s capture, prosecutors said. He later allegedly asked the prediction market to delete his account, in what prosecutors called an effort to conceal his identity.

    Polymarket said it referred the matter to the Justice Department and cooperated with the investigation.

    “We work proactively with all relevant authorities ​on any suspicious activity on ​our marketplace,” Polymarket founder ⁠and Chief Executive Shayne Coplan said in a post on X on Friday.

    Van Dyke, a master sergeant with U.S. Army Special Forces, has been an active-duty soldier since ​2008 and is stationed at Fort Bragg in North Carolina.

    Prosecutors said Van Dyke was ​involved in ⁠the “planning and execution” of the Maduro capture, but did not elaborate. The indictment made note of a photograph Van Dyke uploaded to his Google account in the early morning of January 3, hours after the U.S. military brought Maduro to ⁠the ​USS Iwo Jima amphibious assault ship.

    “That photograph depicts Van Dyke on ​what appears to be the deck of a ship at sea, at sunrise wearing U.S. military fatigues, and carrying a rifle, standing alongside three ​other individuals wearing U.S. military fatigues,” the indictment read.

    Trump administration to re-terminate legal status of migrants who used Biden-era app

    BOSTON, April 24 (Reuters) – The Trump administration again plans to terminate the legal status of hundreds of thousands of migrants, after a judge blocked its initial effort ​to revoke permissions to live in the United States granted under Democratic ‌President Joe Biden.

    The administration detailed its intention in filings in federal court in Boston, where a judge had ruled in March that the U.S. Department of Homeland Security acted unlawfully when it ended the legal ​status of more than 900,000 people who were allowed to live in ​the country after using the Biden-era app CBP One.

    That judge, Allison Burroughs, ⁠on Friday scheduled a May 6 hearing to consider barring DHS from following through ​on its plans.

    DHS did not respond immediately to requests for comment.

    Under Biden, immigrants had ​been generally granted two-year terms of humanitarian parole after using CBP One, an app that allowed them to schedule an appointment with U.S. Customs and Border Protection to cross the U.S.-Mexico border.

    After Republican ​President Donald Trump returned to the White House, many non-citizens who received parole through ​the CBP One process received an email in April 2025 from DHS saying it was terminating ‌their ⁠parole and it was “time for you to leave the United States.”

    Burroughs, who was appointed by Democratic President Barack Obama, last month concluded DHS needed to undo the parole terminations, saying DHS failed to provide a necessary record showing an official determined the purposes ​of parole had been ​served.

    The U.S. Department ⁠of Justice this week told Burroughs that while the administration was complying with her order, it was also issuing new parole termination ​notices to those migrants pursuant to a Tuesday memo from ​CBP’s head, ⁠Rodney Scott.

    The memo is not public, but according to the Justice Department, Scott provided an explanation for why, in his opinion, “parole is no longer appropriate for those aliens.”

    Lawyers at the ⁠groups Democracy ​Forward and Massachusetts Law Reform Institute, representing migrants ​challenging DHS’ actions, in a Thursday filing urged Burroughs to intervene and prevent what they called a “deliberate attempt to ​evade compliance with the court’s order.”

    WASHINGTON/NEW YORK, April 24 (Reuters) – A U.S. Army soldier charged with placing bets ​tied to the capture of Venezuelan leader Nicolas Maduro on Polymarket was blocked from opening an account on Kalshi, a competitor, a person ‌familiar with the matter said Friday.

    The differing outcomes on rival prediction market platforms underscore the unsettled regulatory environment for a burgeoning industry that has ties to President Donald Trump’s administration.

    The soldier, Master Sergeant Gannon Ken Van Dyke, a 38-year-old Army Special Forces member involved in planning Maduro’s capture, allegedly made $400,000 from a series of bets he placed in December and early January on Polymarket, which prosecutors say he ​accessed while masking his geographic location on the internet.

    According to the complaint by the Commodity Futures Trading Commission (CFTC), the soldier allegedly tried to create an account ​on another unnamed event contracts platform in late December, but that platform blocked him.

    The other platform was Kalshi, the source said. ⁠The source requested anonymity as the matter is confidential.

    In the days leading up to Maduro’s capture on January 3, Van Dyke used classified information to place several bets ​on Polymarket that U.S. forces would enter Venezuela and that Maduro would be out of power, according to the complaint.

    The charges are not the first time U.S. authorities have ​identified possible illicit conduct on Polymarket. In early 2022, the CFTC fined Polymarket $1.4 million for illegally offering event contracts on an unregistered platform.

    Federal authorities later began investigating the company on suspicion of improperly allowing access to Americans, raiding the CEO’s home in 2024. Bloomberg reported last year that the CFTC and Justice Department had closed the investigation.

    “The allegations further show how individuals can circumvent the restrictions prediction ​market platforms supposedly have in place to prevent misconduct,” said Ben Schiffrin, head of securities policy at Better Markets, which advocates for tougher regulation of Wall Street.

    “That is ​why an investigation into whether Polymarket was abiding by its agreement not to allow access to US users was so important.”

    The Justice Department referred questions to the U.S. Attorney’s office in ‌Manhattan, where a ⁠spokesperson declined to comment. The CFTC did not immediately respond to a request for comment.

    Chairman Michael Selig told lawmakers this month his agency would aggressively prosecute insider trading. The CFTC in March also began the process of crafting prediction market regulations.

    Polymarket did not respond to a request for comment on Friday. The company’s chief legal officer, Neal Kumar, had said Thursday on X that Van Dyke’s arrest “proved just how easy it is to find & charge criminal insider trading when markets are onchain. It’s not anonymous — you will be ​found just like this guy.”

    HEIGHTENED SCRUTINY

    The case ​marks the first time that the ⁠Justice Department has filed insider trading charges involving a prediction market platform, and comes as such platforms are attracting increased scrutiny from lawmakers.

    In March, both Kalshi and Polymarket updated their rules to highlight that certain types of bets, which included wagers made using ​confidential information and illegal tips, would not be allowed on their respective platforms. Those rules affected Polymarket’s offshore trading venue, ​and also its U.S.-regulated platform, ⁠which recently secured the required licenses to operate in the U.S. and is currently in beta mode.

    When Van Dyke tried to open an account at Kalshi, the platform’s safeguards that include ID requirements blocked him, the source said.

    Unlike other U.S.-based prediction market platforms, Polymarket’s users on its offshore platform do not have to provide any form of identification to open ⁠accounts and start ​trading, a separate source familiar with the situation said. Polymarket did not immediately provide comment on ​its account opening procedure.

    Reuters could not immediately identify a defense lawyer for Van Dyke. A federal judge in North Carolina provisionally released him on $250,000 bond ahead of a court appearance on Tuesday in New York, according ​to the Justice Department.

    The implications of the Iran war on energy markets will extend well beyond this year, according to a new report from the International Energy Agency (IEA) on Friday.

    The conflict in the Middle East, now in its second month, is expected to crimp global natural gas supplies for two years as damage to liquefied natural gas (LNG) facilities in Qatar disrupts supply, the IEA predicts.

    The war has closed the Strait of Hormuz, effectively cutting off one-fifth of global oil and LNG supplies. IEA head Fatih Birol on Tuesday called the disruption “the biggest crisis in history” in an interview with France Inter radio.

    Iranian strikes on Ras Laffan Industrial City, a liquefied natural gas export terminal in Qatar, last month reduced its LNG capacity by 17%, Qatar’s energy minister said. It could take up to five years to repair the damage, the energy minister added.

    “Beyond the immediate disruption, the crisis is expected to have implications for the medium-term outlook. Damage to LNG liquefaction infrastructure in Qatar is set to reduce projected supply growth and delay the impact of the anticipated global LNG expansion wave by at least two years,” the IEA said in its quarterly report on Friday.

    Short-term supply losses, combined with slower capacity growth, could lead to a cumulative loss of 120 billion cubic meters of LNG supply through 2030, the agency estimates.

    “While new liquefaction projects in other regions are expected to offset these losses over time, the impact will prolong tight markets through 2026 and 2027,” IEA said in its report.

    The group noted that natural gas demand fell in March, in part due to higher commodity prices and demand-side policy measures.

    “A number of Asian countries are undertaking demand-side and fuel-switching measures to reduce the use of natural gas,” IEA said. “The duration of the effective closure of the Strait of Hormuz is a key uncertainty that will affect global gas demand in 2026.”

    WASHINGTON, April 24 (Reuters) – New York Mayor Zohran Mamdani will participate in a 9/11 memorial wreath-laying ceremony ​with Britain’s King Charles when he visits next week, ‌his office said on Friday.

    The memorial marks the site of the September 11, 2001, attacks on the Twin Towers, the deadliest ​attack on the United States. Some 67 Britons were ​among at least 2,606 people who died after ⁠militant Islamists of al Qaeda crashed hijacked jetliners into ​the World Trade Center buildings.

    The mayor’s press secretary Joe ​Calvello said King Charles and Mamdani will not meet privately.

    The British monarch is slated to make stops in Washington, D.C., New York ​and Virginia during his April 27 to April 30 ​state visit.

    During the trip, King Charles will deliver a joint address ‌before ⁠the U.S. Congress, the first by a British monarch since Queen Elizabeth II spoke in 1991.

    U.S. President Donald Trump will meet privately with King Charles, and host a ​state banquet for ​the king ⁠and his wife, Queen Camilla.

    The trip comes amid strained U.S. relations with the ​United Kingdom. Trump told the BBC on ​Thursday that ⁠he believes King Charles could help repair Washington’s relationship with London.

    “I know him well, I’ve known him for years. ⁠He’s ​a brave man, and he’s a ​great man. They would absolutely be a positive,” Trump said.
