    Rep. Rashida Tlaib, D-Mich., introduced legislation last week that would significantly expand rights for the homeless and overhaul how the government treats Americans living on the streets by siphoning billions from defense spending.

    The “Unhoused Persons Bill of Rights” calls for government-led intervention to end homelessness over the next three years and introduces more than a dozen protections for homeless people.

    If passed, Tlaib’s legislation would include freedom of movement for homeless people in public spaces, affordable housing, “livable” wages, universal healthcare and panhandling.

    Under the resolution, homeless individuals would have the “right to uninhibited access” to public parks, transportation, facilities, sidewalks, buildings, restrooms and other spaces — meaning they could legally set up camp in such public spaces.

    A spokesperson for Tlaib did not immediately respond to Fox News Digital’s request for comment regarding how that provision would work in practice.

    While the resolution is nonbinding, meaning it does not carry the force of law, Tlaib’s recommendations indicate how the left could push for changes to homeless policy if Democrats retake power in Washington after the 2026 midterms.

    Tlaib’s proposal would, however, grant the homeless population “freedom from harassment” by law enforcement, private businesses, property owners and “housed residents.”

    Specifically, homeless individuals would be given protections against “banishment” from private property, which the Michigan Democrat’s measure characterizes as a violation of an individual’s “fundamental civil and human rights.”

    The homeless population grew to more than 771,000 in January 2024, its highest-ever recorded level, according to a Housing and Urban Development (HUD) report released that year.

    Several provisions of Tlaib’s resolution appear to directly challenge a Supreme Court ruling in 2024 that made it easier for cities to crack down on homelessness by allowing local ordinances to enforce bans against camping on public property.

    More than 100 local governments across the United States prohibited homeless camping following the court’s decision, NPR reported.

    Tlaib’s measure sharply criticizes state and local governments that have banned “panhandling, loitering, sleeping in tents or vehicles,” among other activities associated with the homeless population.

    The resolution also directs the federal government to achieve a long-shot goal of ending the “unhoused crisis” by 2029.

    Among Tlaib’s recommendations is requiring the Trump administration to siphon off at least $168 billion in defense spending to “permanently end and prevent” individuals from experiencing homelessness.

    Her resolution does not specify what the nearly 20% of annual defense spending would be used for.

    “Having access to a safe place to live is a human right,” Tlaib said in a statement upon introducing the legislation. “Every year, Congress passes another record-breaking military budget, and President Trump just requested a $1.5 trillion Pentagon budget this year. Experts say it would cost a fraction of this to end homelessness in our country.”

    Mysterious world beyond Pluto may have an atmosphere, astronomers say

    A new study suggests that a tiny, icy world beyond Pluto harbors a thin, delicate atmosphere that may have been created by volcanic eruptions or a comet strike.

    Just 300 miles or so across, this mini Pluto is thought to be the solar system’s smallest object yet with a clearly detected global atmosphere bound by gravity, said lead researcher Ko Arimatsu of the National Astronomical Observatory of Japan.

    “This is an amazing development, but it sorely needs independent verification. The implications are profound if verified,” said Southwest Research Institute’s Alan Stern, the lead scientist behind NASA’s New Horizons mission to Pluto and beyond. He was not involved in the study.

    If confirmed, the rock would become just the second world past Neptune in our solar system to host an atmosphere — after only Pluto itself.

    The finding offers fresh insight into our solar system’s farthest, coldest objects in a region known as the Kuiper Belt. Researchers used three telescopes in Japan to observe the object in 2024 as it passed in front of a background star, briefly dimming the starlight.

    “It changes our view of small worlds in the solar system, not only beyond Neptune,” Arimatsu said in an email. Finding an atmosphere around such a small object was “genuinely surprising,” he added, and challenges “the conventional view that atmospheres are limited to large planets, dwarf planets and some large moons.”

    This so-called minor planet — formally known as (612533) 2002 XV93 — is considered a plutino, circling the sun twice in the time it takes Neptune to complete three solar orbits. At the time of the study, it was more than 3.4 billion miles away, farther than even Pluto, the only other object in the Kuiper Belt with an observed atmosphere.

    This cosmic iceball’s atmosphere is believed to be 5 million to 10 million times thinner than Earth’s protective atmosphere, according to the study appearing Monday in the journal Nature Astronomy.

    It’s 50 to 100 times thinner than even Pluto’s tenuous atmosphere. The likeliest atmospheric chemicals are methane, nitrogen or carbon monoxide, any of which could reproduce the observed dimming as the object passed before the star, according to Arimatsu.

    Further observations, especially by NASA’s Webb Space Telescope, could verify the makeup of the atmosphere, according to Arimatsu.

    Ice volcanoes or comet collision?

    The researchers could not say for sure what created the atmosphere, which is nowhere near thick enough to support life.

    But they suggested it could have been made by gas being shot out from the world’s interior by erupting ice volcanoes.

    Or it could have been kicked up by a comet smashing into the world, which would mean it will gradually disappear.

    Jose-Luis Ortiz, a Spanish astronomer not involved in the research who studies dwarf planets beyond Neptune, said the results were interesting, but urged caution.

    “I still doubt that it is an atmosphere. We need more data,” he told AFP.

    An alternative explanation for the observations could be that the object has a ring close to its body, Ortiz said.

    Ko Arimatsu acknowledged that he could not rule out “exotic alternatives” to an atmosphere.

    However, “a nearly edge-on ring does not seem consistent with the main features of our observations,” he added.

    Both astronomers called for further observations to reveal more about this strange world — particularly with the James Webb space telescope.

    There have also been suggestions that a dwarf planet called Makemake, which is slightly smaller than Pluto, could have a very thin atmosphere, though some scientists are skeptical. Pluto was long considered our ninth planet, but in 2006 the International Astronomical Union reclassified Pluto as a dwarf planet.

    Last week, NASA administrator Jared Isaacman suggested the space agency was considering reinstating Pluto as a fully-fledged planet.

    “I am very much in the camp of ‘make Pluto a planet again,’” Isaacman said.

    Isaacman made the comments while endorsing a proposal to halve NASA’s science budget, riling some astronomers.

    “It’s wild to ‘make Pluto a planet again’ while decimating the careers of those of us that study it!” planetary scientist Adeene Denton wrote on Bluesky.

    LUSAKA, May 4 (Reuters) – Zambia’s government said on Monday that it opposed a U.S. attempt ‌to tie health funding to access to critical minerals, giving details for the first time about why negotiations with Washington over two proposed agreements have stalled.

    Zambia’s Foreign Minister Mulambo Haimbe said ​the United States had offered support of up to $2 billion over ​the next five years in a proposed health agreement, but that some ⁠of the terms regarding data sharing would violate Zambians’ right to privacy.

    Separately, he ​said Zambia had objections to the content of a proposed critical minerals agreement.

    “A further ​concern… is the coupling of the proposed agreements and frameworks to one another such that the conclusion of the critical minerals agreement is made conditional to the conclusion of the ​Health MOU,” Haimbe said in a statement.

    “The Zambian Government has been consistent that ​the agreements must be considered separately on their respective merits,” he added.

    He did not specify ‌what ⁠health data the U.S. was asking for.

    Regarding the critical minerals agreement, he said Zambia was reluctant to accept the terms due to an insistence on preferential treatment for U.S. companies.

    The U.S. State Department has said that it does not disclose ​details of bilateral ​negotiations.

    Health advocates had ⁠warned that the proposed health deal linked the money to mining access and brought data-sharing risks, but Zambia’s government previously ​said only that parts of it were not aligned with ​the country’s ⁠interests.

    A number of African nations have signed memorandums of understanding which represent the Trump administration’s new approach to foreign aid. Ghana and Zimbabwe have rejected them over data sharing demands.

    The statement ⁠from ​Haimbe was issued in response to criticism from ​outgoing U.S. ambassador Michael Gonzales, who accused Zambia of failing to engage on the health funding offer, ​something which Haimbe denied.

    Lizzo is opening up about her new music amid a yearslong legal battle and why she indefinitely placed a project on hold last year.

    Her highly anticipated album is set to be released on June 5 and the singer hopes it empowers women with the use of a single word.

    “The album is called ‘Bitch,’” Lizzo said. “After the song … I always have a title track.”

    The album’s title track samples Meredith Brooks’ feminist anthem of the same name as well as Missy Elliott’s song, “She’s a Bitch.”

    “I feel like what both of those women did was they pushed that word forward in a way that empowered it, instead of taking the power away. Like that’s a word that used to get hurled at women,” Lizzo told “CBS Mornings” co-host Gayle King in an exclusive interview. “It’s my favorite word.”

    “The truth will come out”

    The Grammy winner’s new music comes amid her legal trouble.

    In 2023, three of her former backup dancers filed a lawsuit against the singer, alleging a hostile work environment and sexual harassment during her world tour. One dancer also claimed she was shamed for her weight.

    The weight shaming allegation was ultimately dismissed.

    But some of the sexual harassment claims still remain, including the dancers’ allegation that Lizzo pressured them to engage with nude performers at a burlesque club in Amsterdam.

    Lizzo is appealing that ruling and said she will not settle.

    “I’m fighting the case because I know that it’s not true,” she said. “Just like the fat shaming one is not true.”

    If the case goes to trial, Lizzo said she’s ready to testify, saying, “the truth will come out, and that’s why I’m not afraid of it.”

    “The truth is less salacious than the headlines,” she added.

    Lizzo said because it is an ongoing case, she can’t talk about the details, but added she “cannot wait for it to be dismissed.”

    Last year, the singer was set to release another studio album, “Love in Real Life.” Two of the singles didn’t reach the Billboard charts and later the project was put on hold indefinitely, which Lizzo said was her decision.

    “I didn’t delay anything,” she said. “I think that I have been working on an album and I put a lot of pressure on me for a long time, and I think what I learned last year was like, I’m here to make music. I’m here to give music to my fans.”

    Weight loss journey

    Lizzo has also made headlines for her weight loss journey.

    “I released the anxiety I was going through. I released depression and I also released some weight on my body.”

    She said she’s “not a skinny person” and is not trying to be.

    “I mean if I came out today as a brand new artist with this body, I would still get the same criticisms I got back in 2019.”

    Responding to rumors that she used weight loss medications, Lizzo explained her weight loss journey was done “with a calorie deficit, cardio and protein.”

    But she admitted she tried a GLP-1 drug years ago, and said it didn’t work for her.

    “I’m scared of needles and it just did not work out for me,” she explained. “So when I decided to do the weight release journey in 2023, which was years after, I was like, ‘I’m gonna have to do it the old fashioned way.’”

    Focusing on music

    As for the future, the four-time Grammy winner said she’s looking forward to touring again soon.

    “I know the music is good and I know my heart is good,” she said. “So if I know that, I have nothing to worry about. People are gonna say what they wanna say. They’re gonna think what they are going to think.”

    She said believing in her heart and craft she hopes to “inspire other people to do it too.”

    Congress left Washington, D.C., without flexing its legal muscle against President Donald Trump’s Iran war, despite growing concern among Republicans about what comes next in the Middle East.

    The 60-day deadline, enshrined into law by the War Powers Act Resolution, requires that Congress authorize or halt the war. That mark came and went Friday while lawmakers were back home.

    While Senate Democrats have voted six times in lockstep to handcuff Trump’s war powers in Iran, Republicans broadly have not wanted to interfere with the administration’s plans.

    Senate Majority Leader John Thune, R-S.D., said he didn’t see a desire from most Republicans to take action on the deadline and noted that lawmakers were getting “readouts from our military leadership on a somewhat regular basis” to guide their decision-making.

    Still, some Republicans want to put guardrails on Trump when Congress returns.

    Sen. Lisa Murkowski, R-Alaska, has been working on an Authorization for Use of Military Force (AUMF) that she described as more than an authorization, but also a “restraint.”

    “If we pass this 60-day mark from the start of hostilities with still a lack of a credible plan and information from the administration, it is one — it is something that I intend to introduce once the Senate reconvenes here,” Murkowski said.

    Trump wrote to congressional leaders on Friday that he never needed their say-so and noted that hostilities in Iran — despite scant skirmishes and an ongoing blockade of the Strait of Hormuz — had been “terminated.”

    “On April 7, 2026, I ordered a two-week ceasefire,” Trump wrote. “The ceasefire has since been extended. There has been no exchange of fire between the United States Forces and Iran since April 7, 2026. The hostilities that began on February 28, 2026, have terminated.”

    Democrats contend that a ceasefire doesn’t mean that the war is over.

    “The ceasefire just means bombs aren’t dropping,” Sen. Tim Kaine, D-Va., told Fox News Digital. “It doesn’t mean that the war’s not on. I mean, we’re still using the U.S. Navy to block anything going into and out of any port in Iran. That’s war. We would consider — if somebody was doing it to us, that’s war.”

    Without action from Congress on last week’s deadline, the Trump administration now has 30 days to wind down military actions in Iran absent authorization from lawmakers.

    If the administration doesn’t follow through with that requirement, Democrats have signaled taking legal action. But some don’t see that as a winning strategy, given the likelihood that the Supreme Court would side with Trump.

    “It’s hard for me to imagine them constraining this president and his war-making power in any way,” Sen. Adam Schiff, D-Calif., said. “So I would not want the country to have to rely on this Supreme Court.”
