    California probes Trump administration deal to cancel offshore wind lease

    May 4 (Reuters) – California energy officials on Monday opened an investigation into the Trump administration’s agreement with an ​offshore wind company to cancel a planned ‌project off the state’s central coast.

    The state said it was seeking information about the $120 million government payout to determine whether ​it violated the law.

    The refunds of offshore lease ​payments, in exchange for fossil fuel investments, are ⁠part of a recent strategy in President Donald ​Trump’s year-long effort to stymie the nation’s young offshore ​wind industry.

    The California Energy Commission said it had issued a subpoena to Golden State Wind LLC, a joint venture between ​Ocean Winds and London-based offshore wind investment firm ​Reventus Power. Ocean Winds is a partnership between France’s ENGIE ‌and ⁠Portugal’s EDP Renewables.

    “Californians deserve immediate answers about the nature of this payout,” CEC Chair David Hochschild said in a statement. “Taxpayer dollars should be used to ​build a ​sustainable energy ⁠future, not to pay to make projects disappear.”

    California has a goal to install 25 ​gigawatts of offshore wind by 2045 to ​help ⁠meet its climate change goals. The state said it had invested more than $100 million to develop port ⁠and ​transmission infrastructure needed for offshore ​wind.

    WASHINGTON/NEW YORK, May 4 (Reuters) – Elon Musk settled the U.S. Securities and Exchange Commission’s civil lawsuit accusing the world’s ​richest person of waiting too long in 2022 to disclose his initial purchases of Twitter, now known as X.

    A trust in Musk’s name will pay ‌a $1.5 million civil fine, under the settlement disclosed on Monday in the Washington, D.C., federal court.

    Musk did not admit wrongdoing, and won’t have to give up any of the $150 million he allegedly saved from the delay.

    The settlement requires approval by U.S. District Judge Sparkle Sooknanan, who in February rejected Musk’s bid to dismiss the case.

    It ends more than seven years of fraught battles between Musk and the regulator, starting in September 2018 ​when the SEC charged him with securities fraud for tweeting he had “secured” funding to potentially take his electric car company Tesla private.

    Musk settled that case by paying ​a $20 million civil fine, letting Tesla lawyers review some Twitter posts in advance, and giving up his role as Tesla’s chairman.

    “Mr. Musk ⁠has now been cleared of all issues related to the late filing of forms in the Twitter acquisition, as we said from the outset he would be,” his lawyer Alex ​Spiro said in a statement.

    The SEC declined to comment.

    ‘EMBARRASSING DAY,’ FORMER SEC CHIEF’S AIDE SAYS

    In its January 2025 lawsuit, the SEC said Musk’s 11-day delay in revealing his initial 5% Twitter ​stake in late March and early April 2022 let him buy more than $500 million of shares at artificially low prices, before he finally revealed a 9.2% stake.

    The SEC had argued that Musk should pay a civil fine and repay the $150 million he allegedly saved at the expense of unsuspecting investors.

    Musk called the delay inadvertent, and accused the SEC of violating his free speech rights by targeting him.

    The SEC sued Musk six ​days before former U.S. President Joe Biden left the White House and was replaced by Donald Trump. Current SEC Chairman Paul Atkins has been refocusing the regulator’s enforcement priorities.

    “It’s ​an embarrassing day for the SEC,” said Amanda Fischer, former chief of staff to Gary Gensler, who chaired the regulator during the Biden administration. She said the settlement “should cause the public to question whether ‌the SEC ⁠is protecting White House insiders at the expense of ordinary investors.”

    Musk led the Trump administration’s Department of Government Efficiency, which focused on cost-cutting, before leaving last May.

    Robert Frenchman, a partner at the Dynamis law firm in New York, said the $1.5 million penalty was a “modest sum for the richest person on the planet” but could deter similar violations by others.

    “That is a statement to the market that the rules apply to everyone, even to Elon Musk,” he said.

    Musk completed the $44 billion Twitter purchase in October 2022.

    He later folded Twitter into his artificial intelligence company xAI, ​and then folded xAI into his rocket ​company SpaceX. Forbes magazine says Musk is ⁠worth $789.9 billion.

    SETTLEMENT FOLLOWS SEC ENFORCEMENT CHIEF’S DEPARTURE

    Both sides had disclosed on March 17 they were in talks to settle, one day after SEC enforcement chief Margaret Ryan abruptly left her job after just over six months.

    Ryan’s departure followed clashes with other leaders at the agency over enforcement, people ​familiar with the matter have said.

    A lawyer for Ryan did not immediately respond to a request for comment on Monday.

    Musk’s civil ​penalty is the largest ⁠in SEC history for the type of violation he was accused of, a person familiar with the settlement said.

    The case is separate from a civil lawsuit where a San Francisco jury held Musk liable on March 20 for having defrauded Twitter shareholders after announcing the buyout.

    Shareholders in that class action alleged that Musk questioned whether Twitter was overrun by fake and spam accounts, known as bots, ⁠in an effort ​to force Twitter to renegotiate the takeover price or let him back out.

    The shareholders said Musk’s comments ​caused Twitter’s stock price to fall, and that they suffered losses by selling shares at depressed prices. They have estimated that damages could total $2.5 billion.

    Musk’s lawyers including Spiro want that case dismissed or a new trial, calling the ​verdict “the result of bias and prejudice toward a polarizing defendant.”

    WASHINGTON, May 4 (Reuters) – The ‌U.S. Secret Service said on Monday its officers confronted an armed and “suspicious individual” near the White House who later fired at them before fleeing on foot and being shot by law enforcement.

    The incident led to a ​brief lockdown at the White House.

    Agents patrolling the outer perimeter of the White House ​complex identified a person who Secret Service Deputy Director Matthew Quinn said ⁠was a “suspicious individual that appeared to have a firearm.”

    He briefly fled on foot after being ​approached by Secret Service officers and fired in their direction, Quinn said at a press ​conference.

    Secret Service then fired at the suspect who was hit and subsequently hospitalized, Quinn added.

    Vice President JD Vance’s motorcade transited through the area “not long before” the incident, Quinn said. There was no indication that the ​suspect intended to approach Vance’s motorcade, the Secret Service deputy director said.

    A juvenile bystander was ​hit by the suspect but did not receive any life-threatening injuries and was being treated at a hospital, ‌Quinn ⁠added.

    Agents observed “visual print of a firearm” in considering the individual’s behavior as suspicious when he was spotted, Quinn told reporters.

    The suspect was not on the White House property, Quinn said.

    Law enforcement have been on alert in recent days in the U.S. capital following a shooting at the ​White House Correspondents’ Association ​Dinner late last month ⁠over which a man has been arrested.

    Quinn was asked if Monday’s incident was linked to “other recent attempts” on President Donald Trump’s life. Trump was ​in the White House when this incident unfolded.

    “Whether or not it ​was directed ⁠to the president or not, I don’t know but we will find out,” Quinn said.

    The Secret Service deputy director confirmed that a weapon was recovered from the suspect but did not elaborate.

    The ⁠Secret Service said ​earlier its personnel were on the scene of the ​officer-involved shooting at 15th Street and Independence Avenue in Washington, D.C.

    The DC Police Department was handling the probe.

    WASHINGTON, May 4 (Reuters) – The California Department of Insurance said on Monday it was seeking million of dollars in penalties ​against insurance company State Farm for allegedly mishandling claims ‌related to the January 2025 Los Angeles wildfires.

    The company denied that it mishandled or underpaid claims.

    • The January 2025 wildfires killed 31 people ​and destroyed or damaged more than 16,000 structures.

    Blake Lively and Justin Baldoni have reached a settlement in the lawsuit brought by the actress over allegations of sexual harassment on the set of the movie “It Ends With Us.”

    “It is our sincere hope that this brings closure and allows all involved to move forward constructively and in peace, including a respectful environment online,” attorneys for the involved parties said in a joint statement.

    Lively had claimed that Baldoni conspired with publicists to preemptively destroy her reputation after she privately accused him of sexually harassing her on the movie set. Baldoni had denied harassing her or orchestrating a smear campaign. He’d claimed the complaints about his behavior were made up by Lively as part of an effort to seize creative control of the movie.

    A federal judge in New York had previously tossed out Lively’s sexual harassment claims, originally brought in 2024, but left intact two retaliation claims and said some sexual harassment allegations may be put to a jury to support those claims. Judge Lewis J. Liman ruled that Lively couldn’t pursue the harassment claims under federal law because she was an independent contractor rather than an employee when she worked on the movie.

    Baldoni and his production company, Wayfarer Studios, had countersued Lively and her husband, actor Ryan Reynolds, accusing them of defamation and extortion. Those claims were dismissed last June.

    A trial on the remaining claims had been set to begin later this month.

    “It Ends With Us,” an adaptation of Colleen Hoover’s bestselling 2016 novel, was released in August 2024, exceeding box office expectations.

    In her lawsuit, Lively said that during filming, Baldoni made inappropriate comments about her appearance, violated physical boundaries while filming a love scene and pushed for nudity — against Lively’s wishes — during a scene in which her character was giving birth.

    Baldoni denied doing anything outside the realm of the normal creative process of making a movie.

    The judge, in the decision tossing out the sexual harassment claims, acknowledged the complexity of the matter, noting that creative artists “must have some amount of space to experiment within the bounds of an agreed script without fear of being held liable for sexual harassment.”

    The trial was to focus on Lively’s claim that Baldoni and the studio retaliated against her sexual harassment complaints by hiring publicists to turn the public against her. Her lawyers said that campaign included hiring a “digital army” to post bogus negative content about Lively on social media platforms, and feeding “manufactured content to unwitting reporters.”

    The lawsuit said the purpose was to “retaliate against Ms. Lively by battering her image, harming her businesses, and causing her family severe emotional harm.”

    Baldoni’s lawyers have claimed it was Lively who was strategically manipulating Baldoni’s public image, partly by leveraging help from her famous friends.

    Lively appeared in the 2005 film “The Sisterhood of the Traveling Pants” and the TV series “Gossip Girl” from 2007 to 2012 before starring in films including “The Town” and “The Shallows.”

    Baldoni starred in the TV comedy “Jane the Virgin,” directed the 2019 film “Five Feet Apart” and wrote “Man Enough,” a book challenging traditional notions of masculinity.

    House Minority Leader Hakeem Jeffries, D-N.Y., is eyeing New York for potential redistricting gains as Republicans race to redraw congressional maps in several Southern states ahead of November’s midterm elections.

    Jeffries unveiled the New York Democracy Project on Monday to explore redrawing the Empire State’s congressional map to benefit Democrats, who hold 19 of the state’s 26 congressional seats. The initiative is part of his efforts to push blue states to consider new partisan gerrymanders after the Supreme Court restricted the use of race in drawing electoral districts last week — a move that could put more than a dozen Democratic-held seats in jeopardy.

    Jeffries also mentioned Colorado, Illinois and Maryland as top places where Democrats will seek to gerrymander more seats ahead of 2028 in an interview with Politico.

    “This is just the beginning,” Jeffries said in a statement on Monday. “Across the nation, we will sue, we will redraw, and we will win.”

    “House Democrats will not allow a MAGA majority to be built on rigged maps and the dilution of Black voting strength,” the top Democrat added. “Ultimately, this will end poorly for Republican extremists. It’s the American people who get to decide who wins the majority in Congress, not Donald Trump.”

    Though Democrats face several hurdles in drawing a new congressional map in New York this year, Gov. Kathy Hochul said that she would work with the state legislature to redistrict before 2028.

    “New York has always led the fight for voting rights, and we’ll lead again,” Hochul said of the possible new gerrymander after the Supreme Court’s ruling last week.

    Jeffries said Monday that he directed Rep. Joe Morelle, D-N.Y., to meet with the state legislature to discuss redrawing the state’s congressional map. Passing a constitutional amendment as early as 2027 to allow the state legislature to draw a Democratic-friendly gerrymander is an option under consideration, according to his statement.

    RON DESANTIS UNVEILS NEW FLORIDA CONGRESSIONAL MAP THAT WOULD GIVE THE GOP AN EXTRA FOUR SEATS

    New York Republicans sharply criticized the redistricting initiative on Monday.

    “Jeffries, Hochul, and other New York Democrats insult the intelligence of voters, who strongly supported redistricting reforms in 2014, including a ban on partisan gerrymandering,” New York Republican Party chairman Ed Cox said in a statement. ” Democrats tried to torpedo that reform but the people rejected their efforts in 2021. I am confident that they will do so yet again.”

    Jeffries’ announcement came shortly after Gov. Ron DeSantis, R-Fla., signed a new GOP-friendly congressional map that could net Republicans as many as four seats in the Sunshine State.

    The top Democrat has sharply criticized DeSantis for calling a special session to redraw Florida’s map, which he argued is “blatantly illegal” in a statement on Monday. Jeffries has also pledged to aggressively target vulnerable GOP lawmakers in Florida as Democrats look to retake control of the House this November.

    “Democrats have brutally thwarted the MAGA midterm power grab, and we will continue to push back aggressively,” Jeffries said in a statement. “See you in court.”

    Cheyenne, Wyoming — Flying in over the Wyoming prairie aboard the Air Force’s new Grey Wolf helicopter, the commanders of U.S. Strategic Command and Air Force Global Strike Command are taking us to a place that was once so highly secure that trespassers could be shot on sight — a Minuteman III Intercontinental Ballistic Missile, or ICBM, silo.

    Hundreds of these active nuclear silos dot the landscape from Colorado up to the Canadian border.

    “There are always approximately 400 (ICBMs) ready to go at any moment,” says Air Force Global Strike Command General S. L. Davis over the Grey Wolf’s comms system.

    CBS News traveled with Davis and Admiral Rich Correll, Commander of U.S. Strategic Command, for an exclusive look at the modernization of America’s ground-based nuclear deterrent from the Minuteman III to the new Sentinel. They are leading the effort and are in Wyoming to inspect the progress at F. E. Warren Air Force Base in Cheyenne.

    We land at Echo 10 near the border with Colorado. It’s the first silo to go offline as the Air Force shifts to Sentinel. But even for being a decommissioned silo, security is tight. An Air Force rapid response team, trained to retake nuclear silos from a hostile force, is already on the ground.

    Greeting us at the entrance is Colonel Terrance J. Holmes, the Wing Commander of the 90th Missile Wing at F. E. Warren, home to 150 Minuteman III ICBMs.

    “It is a heavy weight,” he says about commanding so many nuclear warheads. “But I can tell you that our defenders, our operators and the support personnel that drive the mission of the 90th Missile Wing, stand ready every single day, 24/7.”

    The upgrade to Sentinel is about a decade behind schedule. But as Minuteman IIIs go offline, Holmes insists his forces will still be able to act if the president calls upon them.

    “I am focused on maintaining day to day nuclear surety and deterrence for the nation, and that mission does not and will not ever stop even during the transition to the Sentinel,” he says.

    We climb down a ladder through a circular shaft, past feet of concrete, and into a world designed to destroy worlds. The equipment reflects Minuteman III’s age.

    “The system was originally designed for a decade,” says Correll. “We’ve been operating it since 1961. So, it’s well past its design life.”

    Around the silo, 60-year-old technology lines the walls, with a shaft several stories high in the middle that once housed a 60-foot nuclear missile.

    “The Minuteman III that’s on alert today is the Minuteman III that I took command of as a lieutenant over 35 years ago. The launch facility that supports the Minuteman III [was] built before I was born,” says Davis.

    Back at F. E. Warren, the commanders show where the missiles and warheads will be assembled. The new buildings contrast with the base’s red brick buildings constructed when calvary charges still dominated the battlefield.

    “(Sentinel) is bigger, it’s faster. It has longer range and it can carry more payload,” says Davis. “It’s safer, it’s more secure and it’s more reliable.”

    The Sentinel program is currently 80% over budget and is costing U.S. taxpayers roughly $141 billion. The Air Force is constructing over 450 new launch silos and between 50 to 75 launch centers and other facilities to support the program.

    The commanders insist once it’s up and running, it’ll be cheaper to operate than the Minuteman III because it’ll require less maintenance. The new Grey Wolf helicopter will also provide better security, reach and reaction time to any silo around the country.

    Critics may argue that this is all unnecessary spending for a weapons system that is never used, but Correll disagrees.

    “We use it every single day. Deterrence is active,” he says. “The absence of action on the part of the adversary to do us harm is employment of that system day after day.”

    America’s adversaries are also upgrading their nuclear weapons programs, including China, Russia and North Korea. The Pentagon is upgrading other parts of the country’s nuclear triad by replacing the B-2 Stealth bomber with the B-21, and Ohio Class nuclear-powered ballistic submarines with the Columbia Class.

    “Our nation’s nuclear deterrent is safe, secure, reliable and credible,” Correll says. “America will be safer.”

    WASHINGTON, May 4 (Reuters) – U.S. intelligence assessments indicate that the time Iran would ​need to build a nuclear weapon has not changed since last summer, when analysts estimated that a U.S.-Israeli attack had pushed back the timeline to up to a year, according to three sources familiar ‌with the matter.

    The assessments of Tehran’s nuclear program remain broadly unchanged even after two months of a war that U.S. President Donald Trump launched in part to stop the Islamic Republic from developing a nuclear bomb.

    The latest U.S. and Israeli attacks that began on February 28 have focused on conventional military targets, but Israel has hit a number of significant nuclear facilities.

    The unchanged timeline suggests that significantly impeding Tehran’s nuclear program may require destroying or removing Iran’s remaining stockpile of highly enriched uranium, or HEU.

    The war has stalled since the U.S. and Iran agreed an April 7 ​truce to pursue peace. Tensions remain high as both sides appear deeply divided, and as Iran has choked traffic through the Strait of Hormuz, blocking some 20% of world oil supplies and igniting a global energy crisis.

    Secretary ​of Defense Pete Hegseth has said publicly that the U.S. aims to ensure Iran does not obtain a nuclear weapon via ongoing negotiations with Tehran.

    U.S. intelligence agencies had concluded prior ⁠to June’s 12-day war that Iran likely could produce enough bomb-grade uranium for a weapon and build a bomb in around three to six months, said two of the sources, all of whom requested anonymity to discuss U.S. intelligence.

    Following the June ​strikes by the U.S. that hit the Natanz, Fordow and Isfahan nuclear complexes, U.S. intelligence estimates pushed that timeline back to about nine months to a year, said the two sources and a person familiar with the assessments.

    The attacks destroyed or badly ​damaged the three enrichment plants known to have been operating at the time. But the U.N. nuclear watchdog has been unable to verify the whereabouts of some 440 kilograms of uranium enriched to 60%. It believes that about half was stored in an underground tunnel complex at the Isfahan Nuclear Research Center, but it has been unable to confirm that since inspections were suspended.

    The International Atomic Energy Agency assesses the total HEU stockpile would be enough for 10 bombs if further enriched.

    “While Operation Midnight Hammer obliterated Iran’s nuclear facilities, Operation Epic Fury built on this ​success by decimating Iran’s defense industrial base that they once leveraged as a protective shield around their pursuit of a nuclear weapon,” said White House spokeswoman Olivia Wales, referring to the June operation and the latest war that began in February.

    “President ​Trump has long been clear that Iran can never have a nuclear weapon – and he does not bluff.”

    The Office of the Director of National Intelligence did not respond to a request for comment.

    STOPPING TEHRAN’S NUCLEAR PROGRAM A KEY U.S. GOAL

    U.S. officials, including Trump, repeatedly cite ‌the need to ⁠eliminate Iran’s nuclear program as a key objective of the war.

    “Iran can never be allowed to obtain a nuclear weapon. That is the goal of this operation,⁩” Vice President JD Vance wrote on X on March 2.

    The unchanging estimate of how long it would take Iran to build such a weapon reflects in part the focus of the latest U.S. and Israeli military campaign, the sources said.

    While Israel has struck nuclear-related targets, including a uranium-processing facility in late March, U.S. attacks have concentrated on conventional military capabilities, Iran’s leadership and its military-industrial base.

    The unchanged estimates may also stem from a lack of major nuclear targets that can be readily and safely destroyed following June’s military action, according to some analysts.

    Eric Brewer, a former senior U.S. intelligence ​analyst who led assessments of Iran’s nuclear program, said it ​was not surprising that the assessments have not changed ⁠because recent U.S. strikes have not prioritized nuclear-related targets.

    “Iran still possesses all of its nuclear material, as far as we know,” said Brewer, vice president of the nuclear materials study program at the Nuclear Threat Initiative arms control think tank. “That material is probably located in deeply buried underground sites where U.S. munitions can’t penetrate.”

    In recent weeks, U.S. officials have contemplated dangerous operations which ​would significantly impede Iran’s nuclear efforts. Those options include ground raids to retrieve the HEU believed to be stored in the tunnel complex at the Isfahan site.

    Iran has repeatedly ​denied seeking nuclear weapons. U.S. intelligence ⁠agencies and the IAEA say Tehran halted a warhead development effort in 2003, though some experts and Israel contend that it secretly preserved key parts of the program.

    POSSIBLE IMPACT FROM KILLING OF SCIENTISTS

    Precisely evaluating Iran’s nuclear capacity is difficult, even for the world’s leading intelligence services, say experts.

    Several U.S. intelligence agencies have independently studied Iran’s nuclear program, and while the sources described a broad consensus regarding Iran’s capacity to build a nuclear weapon, outlying assessments do occur.

    It is possible Iran’s nuclear ambitions have been set back further than ⁠the intelligence estimates ​suggest.

    Some officials, including U.S. Secretary of State Marco Rubio, have argued that U.S. strikes on Iranian air defenses have reduced the nuclear threat by diminishing ​Iran’s ability to defend its nuclear sites should it decide to rush toward weaponization in the future.

    There also is the impact of Israel’s assassinations of Iran’s leading nuclear scientists.

    David Albright, a former U.N. nuclear inspector who runs the Institute for Science and International Security, said the killings have added significant uncertainty ​to Tehran’s ability to build a bomb that would function as intended.

    “I think everyone agrees knowledge can’t be bombed, but know-how certainly can be destroyed,” he said.
