    她补充道,至少自2020年以来,该船运营商就知晓违规使用冲洗泵及其带来的风险。事故发生后,部分员工还试图隐瞒这一做法。

    Federal prosecutors charge operator of ship in Baltimore’s Key Bridge collapse

    The operator of the container ship that lost power and slammed into Baltimore’s Francis Scott Key Bridge more than two years ago, killing six people and causing the bridge to collapse, is facing federal charges.

    An indictment unsealed Tuesday morning charges Synergy Marine’s Singapore- and India-based operations with conspiracy to defraud the United States, failing to inform the U.S. Coast Guard of a known hazardous condition, misconduct or neglect by ship officers causing death, false statements and obstructing an agency proceeding. Shore-based technical superintendent Radhakrishnan Karthik Nair, a national of India, was also indicted.

    “The Key Bridge collapse forever changed Maryland,” Jimmy Paul, the special agent in charge for the FBI Baltimore Field Office, said at a press conference announcing the charges.

    “The collapse should never have happened,” he said, adding that “those who were responsible for the ship’s operation deliberately cut corners at the expense of safety.”

    The indictment marks the first criminal charges in connection with the M/V Dali, which crashed into the Key Bridge while heading out to sea from the Port of Baltimore early in the morning of March 26, 2024. Six highway construction workers died. A project to replace the bridge is expected to cost billions of dollars and take until the end of the decade.

    Federal prosecutors allege the defendants improperly used a “flushing pump” to supply diesel to two of the Dali’s generators, rather than normal fuel supply pumps that have redundancies and can automatically restart. That pump’s failure has been blamed for the second of two power outages in the moments leading up to the collision.

    Kelly Hayes, the U.S. attorney for the District of Maryland, said that “the indictment alleges that if the Dali had been using the proper fuel supply pumps, then the vessel would have regained power in time to safely navigate under the Key Bridge.”

    “But because the ship was using the flushing pumps, which did not have redundancies, the ship did not regain power in time,” she said at the press conference.

    She added that since at least 2020, operators of the vessel knew about the improper use of the flushing pump and the risks it presented. After the disaster, she said some of the employees sought to hide its use.

    Nair, who worked as the Technical Superintendent for the Dali at the two indicted corporate entities, later “falsely told the National Transportation Safety Board that he was unaware the Dali was using the flushing pump,” Hayes said. The company and Nair were charged with obstruction and making false statements during the NTSB’s investigation.

    CBS News is reaching out to Synergy and Nair for comment.

    The indictment and an NTSB report blame the crash on two onboard power outages. The first outage was caused by a loose wire in the ship’s switchboard that became disconnected, causing the Dali’s main engine to shut down because the pumps that supplied water to cool the engine turned off, the NTSB said. The ship’s steering system was also briefly offline.

    The crew restored power quickly, but the Dali then faced a second blackout that the NTSB blamed in part on the flushing pump referenced in the indictment. Unlike a pump that’s designed specifically to supply diesel to a generator, the NTSB said the flushing pump, which was designed to clear fuel out of piping for maintenance, didn’t have redundancies and couldn’t restart automatically after an outage. The report called the use of that pump “inappropriate.”

    The NTSB wrote at the time of its report, which was released last November, that managers for Synergy “were unaware that the flushing pump on the Dali was being used as a service pump.” It quoted an unnamed manager who said it would not be acceptable to use the flushing pump as the generators’ fuel source.

    Prosecutors on Tuesday alleged that the ship’s operators concealed the use of the pump, including by “omitting and removing any mention of the flushing pump in ship documents” like audits, engineering logs and crew notes. Nair is also accused of falsely telling the NTSB that he didn’t know the flushing pump was used to supply fuel.

    The indictment alleges that the Dali began using the flushing pump to supply fuel at least as early as 2020, and the pump was linked to another blackout the day before the collision. Another ship operated by Synergy — the M/V Maersk Saltoro — also faced a blackout in December 2022 due to its use of a flushing pump, prosecutors say.

    Beyond Tuesday’s criminal charges, the Dali’s operator and owner — Synergy and Grace Ocean Private Limited, respectively — have faced a complicated web of civil claims from the federal government, the state of Maryland, the city and county of Baltimore, the families of the victims, the owners of cargo and a range of other parties who have alleged negligence.

    Synergy and Grace Ocean settled with the Justice Department for more than $100 million in 2024, and they struck a settlement with the state of Maryland last month. Other claims are expected to go to trial next month, with the owner and operator denying negligence and arguing that their liability is limited to the value of the ship and its contents.

    (北京/新加坡路透电)中国和美国可能在本周举行的元首峰会上达成农产品协议,扩大中国对美国谷物和肉类的采购。不过,市场观察人士认为,除去年10月已达成的协议外,中国不太可能进一步大幅增加美国大豆采购。

    美国总统特朗普将在星期三至星期五(5月13日至15日)访华,并与中国国家主席习近平会面。农业被视为中美关系中争议较少的领域之一,但官员、交易员和分析师普遍认为,此次峰会最终能达成哪些成果,仍存在不确定性。

    知情人士称,白宫正寻求中国在大豆及其他农产品采购方面作出更大承诺。一名美国高级官员在未说明具体产品的情况下说:“他们知道这是他们需要的东西,也知道这是我们希望出售的产品。所以,相关协议究竟会在此次访问期间,还是稍后达成,还有待观察。”

    根据协议,从今年起未来三年,中国将每年进口2500万吨美国大豆。若这一安排落实,将成为中国自2022年以来最大规模的美国大豆采购。

Internal discussions, revealed by a leaked New York Times report, show Democrats considering an unusual gambit to replace the entire state Supreme Court, potentially forcing retirements by lowering the retirement age of justices. This move has drawn sharp criticism from Republicans.

    President Donald Trump says he’ll be “watching closely” as lawmakers in the Republican-dominated South Carolina legislature on Tuesday begin redrawing their state’s congressional district map to erase the only Democrat-dominated U.S. House seat.

    At the same time, Republican officials in solidly red Alabama are moving forward with a redrawn congressional map that would likely eliminate one of the state’s two Democratic-held U.S. House seats in time for this autumn’s midterm elections, when the GOP will be defending its razor-thin congressional majority.

    This week’s moves in Alabama and South Carolina, along with similar efforts in Louisiana and Tennessee, come two weeks after a ruling by the conservative majority on the Supreme Court to slash a key Voting Rights Act protection.

    And they’re giving Trump and the GOP a major boost in their ongoing political fight with Democrats to redraw congressional district maps ahead of the midterms. At stake in this nationwide redistricting showdown is which party will control the House during the final two years of Trump’s second term in the White House.

    In South Carolina, the state Senate is expected to vote Tuesday on whether to agree with the state House to take up rare but not unheard of mid-decade redistricting. State lawmakers would also need to push back South Carolina’s U.S. House primaries from early next month to August. Early voting in the state’s primary is scheduled to kick off in two weeks.

    South Carolina Republicans are likely to advance a new map that could put longtime Rep. Jim Clyburn, the only Democrat in the state’s seven-person House delegation, out of a job.

    Clyburn this past week remained optimistic he could still win re-election.

    “I don’t know why people think I could not get re-elected if they redistrict South Carolina,” Clyburn said in a CNN interview. “I have a district that’s about 45 percent African-American. I have no idea what the number will be after the legislature finishes, but whatever that number is, I will be running on my record and America’s promise.”

    Trump, in a social media post Monday night, urged “South Carolina Republicans: BE BOLD AND COURAGEOUS.”

    “Move the U.S. House Primaries to August, leave the rest on the same schedule. Everything will be fine. GET IT DONE!” he added.

    Trump’s message comes a week after five Indiana Republican state senators who in December helped sink congressional redistricting in the solidly red Midwestern state were ousted by Trump-backed challengers in GOP primaries.

    It’s back to the future in Alabama, after the Supreme Court, in a 6-3 ideological ruling, cleared the way for the state to put in place a map Republicans drew up in 2023 that had been blocked by lower courts. The map would eliminate one of the state’s two blue-leaning congressional seats.

    The Supreme Court’s decision two weeks ago reshaped the landmark 1965 Voting Rights Act by ruling that race should not dictate the redrawing of legislative district maps. And the opinion specifically ruled that Louisiana’s congressional district map was unconstitutional.

    Last week, the Supreme Court said that its decision declaring Louisiana’s map unconstitutional should go into effect immediately, breaking with its usual procedure of waiting roughly a month before its opinions become official.

    That cleared the way for the GOP-controlled state legislature to begin the process of reshaping the map, and hearings got underway on Friday.

    Republican Gov. Jeff Landry, a top Trump ally, took swift action in the immediate aftermath of the high court’s ruling, when he delayed the May 16 U.S. House primary elections in Louisiana.

    Louisiana Republicans are aiming to erase one or both of the two Black-majority House seats, which are represented by Democrats.

    Republicans in Tennessee moved even faster.

    The GOP-dominated Tennessee legislature on Thursday quickly adopted a new map that would eliminate the only Democrat-controlled congressional district in the state, and would likely give Republicans control of all nine districts.

    GOP Gov. Bill Lee quickly signed the new maps into law.

    Democratic Rep. Steve Cohen, who represents the majority Black district that’s being carved up, vowed legal action.

    “Trump knows he HAS TO rig the game to keep his majority in November. And the TN GOP was willing to go along with it. It’s shameful,” Cohen wrote on social media. “Next stop is the courts.”

    Trump praised Tennessee Republicans in his social media post and urged GOP lawmakers in South Carolina to act “just like the Republicans of the Great State of Tennessee were last week.”

    BLOCKBUSTER SUPREME COURT VOTING RIGHTS RULING IGNITES REDISTRICTING WAR ACROSS SOUTHERN STATES

    In Florida, Republican Gov. Ron DeSantis last week signed a bill by the GOP-dominated state legislature that overhauls the red-leaning state’s congressional districts, adding four more right-leaning seats by eliminating districts currently controlled by Democrats.

    Republicans currently control Florida’s U.S. House delegation by a 20-8 margin.

    Democrats are fighting back.

    On Monday, Democrats filed an emergency appeal with the U.S. Supreme Court seeking to halt a Virginia state Supreme Court ruling invalidating a ballot measure that would have given their party an additional four left-leaning U.S. House seats.

    Last week’s ruling in Virginia means the map used in the 2024 elections will stay in place for the 2026 ballot box showdowns. Democrats currently control the state’s U.S. House delegation by a 6-5 margin. The now overturned map could have resulted in a 10-1 advantage for Democrats in the blue-leaning but competitive state.

    How we got here

    The battle over the maps ignited last spring when Trump, aiming to prevent what happened during his first term in the White House when Democrats reclaimed the House majority in the 2018 midterms, first floated the idea of rare, but not unheard of, mid-decade congressional redistricting.

    The mission was simple: redraw congressional district maps in red states to pad the GOP’s fragile House majority to keep control of the chamber in the midterms, when the party in power traditionally faces political headwinds and loses seats.

    When asked by reporters last summer about his plan to add Republican-leaning House seats across the country, the president said, “Texas will be the biggest one. And that’ll be five.”

    Republican Gov. Greg Abbott of Texas called a special session of the GOP-dominated state legislature to pass the new map.

    But Democratic state lawmakers, who broke quorum for two weeks as they fled Texas in a bid to delay the passage of the redistricting bill, energized Democrats across the country. Among those leading the fight against Trump’s redistricting was Democratic Gov. Gavin Newsom of California.

    California voters in November overwhelmingly passed Proposition 50, a ballot initiative that temporarily sidetracked the left-leaning state’s nonpartisan redistricting commission and returned the power to draw the congressional maps to the Democratic-dominated legislature.

    That led to five more Democratic-leaning congressional districts in California, which aimed to counter the move by Texas to redraw their maps.

    But the fight quickly spread beyond Texas and California.

    Republican-controlled Missouri and Ohio and swing state North Carolina, where the GOP dominates the legislature, drew new maps as part of the president’s push.

    But in blows to Republicans, a Utah district judge late last year rejected a congressional district map drawn by the state’s GOP-dominated legislature and instead approved an alternate that will create a Democratic-leaning district ahead of the midterms.

    And as mentioned, Republicans in Indiana’s Senate in December defied Trump, shooting down a redistricting bill that had passed the state House.

    Virginia representative distances herself after agreeing with radio show host’s offensive comment about Jeffries

    A Republican congresswoman from Virginia is defending herself amid calls for her to resign after she agreed with a radio host’s remark referring to House Democratic Leader Hakeem Jeffries’ “cotton-picking hands.”

    The comment was made during Rep. Jen Kiggans’ appearance on “Richmond’s Morning News” on Monday to talk about her state’s redistricting fight. During the interview, radio host Rich Herrera said Jeffries, who is Black, should “get your cotton-picking hands off of Virginia.”

    “That’s right,” Kiggans said in response. “Ditto.”

    Later Monday, Kiggans, in a post on X, said she doesn’t “condone” Herrera’s language but described the backlash as a “lie and distortion” from Democrats.

    “This is precisely what’s wrong with Democrats. Every lie and distortion is intended to distract from getting their hats handed to them and the Virginia Supreme Court’s clear message: stop trying to rig our elections,” Kiggans said.

    She continued, “The radio host should not have used that language and I do not -and did not – condone it. It was obvious to anyone listening that I was agreeing Hakeem Jefferies (sic) should stay out of Virginia.”

    Merriam-Webster notes that the term is “widely considered offensive” as it calls back to work enslaved Black people were forced to do in cotton fields.

    A spokesperson for Jeffries said in a statement that Kiggans had “tripled down” on the “vile, racist and dehumanizing comments” from Herrera.

    “It was a stunning failure of judgment and leadership for a so-called moderate Member of Congress representing a large, vibrant African American community in Virginia,” said Christie Stephenson.

    Jeffries made history in 2023 as the first Black lawmaker to lead a party in Congress.

    CNN has reached out to Kiggans’ office as well as to Herrera.

    The redistricting fight in the state continued Monday after Virginia Democrats asked the US Supreme Court to reinstate a congressional map that voters approved in a referendum. Last week, the state’s Supreme Court voided the map, which would have helped Democrats win up to four additional House seats in this year’s midterm elections.

    Kiggans’ radio show comments drew swift criticism from Democrats, including some who called on her to resign.

    Rep. Katherine Clark, the No. 2 Democrat in the House, said Kiggans “should immediately apologize and resign.” Jeffries reposted Clark’s post.

    Similarly, Rep. Pete Aguilar, who is also part of House Democratic leadership, said, “This racist rhetoric is absolutely disqualifying from a Member of Congress. Rep. Kiggans must apologize then get the hell out of the House.”

    Meanwhile, Rep. Yvette Clarke, the chair of the Congressional Black Caucus, responded directly to Kiggans’ post defending herself, saying, “No matter what you say now, the fact is that you did not say a thing then — and that is precisely what’s wrong with Republicans!”

    Jeffries “deserves an apology, and the people of Virginia deserve better than bigots and their enablers,” Clarke added.

    WASHINGTON, May 12 (Reuters) – U.S. consumer prices increased at a brisk pace for a second ​straight month in April as the war with Iran pushed up energy costs and food prices surged, heightening political risks for President Donald Trump ‌and his Republican party ahead of November’s midterm elections.

    The back-to-back increases in the Consumer Price Index reported by the Labor Department on Tuesday culminated in the largest annual increase in inflation in three years. Trump won re-election in 2024 in large part because of his promise to reduce inflation, but Americans have soured on his handling of the economy and many blame him for the pain at the pump.

    The ​strong inflation readings added to data last week showing a larger-than-anticipated increase in nonfarm payrolls in April in strengthening economists’ expectations that the Federal Reserve would keep ​interest rates unchanged into 2027.

    “There is a real financial squeeze underway,” said Heather Long, chief economist at Navy Federal Credit Union. “For the ⁠first time in three years, inflation is eating up all wage gains. This is a setback for middle-class and lower-income households and they know it.”

    The CPI increased 0.6% last ​month after surging 0.9% in March, the Labor Department’s Bureau of Labor Statistics said. Economists polled by Reuters had forecast the CPI rising 0.6%. Estimates ranged from a 0.4% gain ​to a 0.9% increase.

    The moderation after posting the largest increase since June 2022 was mostly mechanical. Oil prices shot above $100 a barrel in March following strikes against Iran by the U.S. and Israel, before pulling back to still-high levels after a ceasefire in early April. The war’s impact was immediately reflected in more expensive gasoline, diesel and jet fuel. Economists believe the second-round effects would be felt in the ​months ahead.

    A 3.8% increase in energy prices accounted for more than 40% of the rise in the CPI last month. That followed a 10.9% jump in March. Gasoline prices ​rose 5.4%, while fuel oil increased 5.8%. Consumers also paid higher prices for electricity.

    Food prices accelerated 0.5% after being unchanged in March. Grocery store inflation shot up 0.7%, driven by a 2.7% ‌increase in beef ⁠prices. Fruits and vegetable prices rose 1.8% while nonalcoholic beverages cost 1.1% more. There were also strong increases in the prices of dairy and eggs.

    GLOBAL SUPPLIES GROWING TIGHT

    In the 12 months through April, the CPI advanced 3.8%. That was the biggest year-on-year increase since May 2023 and followed a 3.3% rise in March. The U.S. central bank, which tracks the Personal Consumption Expenditures price indexes for its 2% inflation target, last month left its benchmark overnight interest rate in the 3.50%-3.75% range.

    U.S. stocks opened lower. The dollar rose against a ​basket of currencies. U.S. Treasury yields were ​higher.

    “With no clear end to hostilities ⁠in sight, the primary catalysts for the increase in inflation – energy, oil, gasoline, transportation, and food – are all poised to jump higher in coming months as global supplies grow tight and supply chain stress rises,” said Joseph Brusuelas, chief economist at RSM.

    Excluding food and energy, ​the CPI climbed 0.4% last month. That was the largest gain since January 2025 and partly reflected a one-time adjustment to ​rent measures after last ⁠year’s shutdown of the federal government prevented data collection.

    The BLS splits its rent survey into six panels. Each panel is sampled every six months on a rotating basis. The BLS used a method called carry-forward imputation for rent and OER to account for the missing data, which had artificially lowered the rent indexes. The so-called core CPI increased 0.2% in March.

    Rent of shelter ⁠jumped 0.6% ​after rising 0.3% in March.

    Owners’ equivalent of rent increased 0.5%. High jet fuel prices drove up airline ​fares 2.8%.

    Elsewhere, apparel and footwear prices rose strongly. Household furnishings and operations prices increased 0.7%. Some economists had believed that the pass-through from Trump’s sweeping tariffs was over.

    The U.S. Supreme Court struck down the duties in February, lowering the ​effective tariff rate. Core CPI inflation advanced 2.8% year-on-year in April after rising 2.6% in March.
