    美国童子军协会成立于1910年,数十年来在美国享有盛誉,松木车赛、童子军誓言和鹰级童子军成为了美国文化的一部分。

    Scouting America will alter several policies at the urging of the Pentagon, including one targeting transgender youths, Defense Secretary Pete Hegseth announced on Friday as he pushes a campaign against military support for diversity, equity and inclusion efforts.

    Some of the changes mirror what the organization suggested to the Defense Department in January, which included discontinuing its Citizenship in Society merit badge and introducing a Military Service merit badge as well as waiving registration fees for the children of military personnel.

    Under Hegseth, the Pentagon has taken aim at the military’s partnership with Scouting America, decrying its historic rebrand in 2024 from the Boy Scouts and other changes in recent years that he sees as part of “woke culture” efforts that he wants to root out.

    Hegseth said in a video posted on X that the Pentagon will “vigorously review” the changes the organization has made in six months and will cease its support of Scouting America if it fails to comply.

    “We hope that doesn’t happen, but it could,” Hegseth said. “Ideally, I believe the Boy Scouts should go back to being the Boy Scouts as originally founded, a group that develops boys into men. Maybe someday.”

    Scouting America, which is based in Irving, Texas, didn’t immediately comment.

    The organization began allowing gay youth in 2013, ended a blanket ban on gay adult leaders in 2015 and announced in 2017 that it would accept transgender students. It began accepting girls as Cub Scouts as of 2018 and into the flagship Boy Scout program — renamed Scouts BSA — in 2019. As of May 2024, more than 6,000 girls had earned the coveted Eagle Scout rank.

    The Pentagon said in a statement earlier this month that it was reviewing its relationship with Scouting America, claiming it had “lost its way” in many ways and calling the organization’s diversity, equity and inclusion efforts “unacceptable.”

    “Scouting America’s leadership has made decisions that run counter to the values of this administration,” the February 6 statement said, “including an embrace of DEl and other social justice, gender-fluid ideological stances.”

    The Pentagon previously said it and Scouting America were nearing an agreement to continue their partnership if the organization “rapidly implements the common-sense, core value reforms.”

    “Scouting America remains far from perfect, but they have firmly committed to a return to core principles,” the statement said. “Back to God and country—immediately!”

    The US military and the Boy Scouts have had longtime ties, including the military providing logistical support for the National Boy Scout Jamboree since its inception in 1937.

    The military also has a long history of sponsoring Scout troops and activities on US military bases and has maintained a strong relationship with the Eagle Scouts, whose members often enlist in the armed forces.

    In a statement last year, Scouting America raised concerns following a report from NPR that the Pentagon planned to cut support for Scouting programs on military bases as well as for the National Jamboree and would eliminate increases in pay grade for Eagle Scouts who enlist.

    The Scouts told Hegseth in January that after hearing his suggestions, they had come up with a plan for him to review, which included discontinuing their Citizenship in Society merit badge and introducing a Military Service merit badge, waiving registration fees for military personnel and holding a ceremony to rededicate themselves to leadership, duty to God, duty to country and service, besides dissolving their DEI board committee.

    Founded in 1910, the Boy Scouts of America achieved a vaunted status in the US over the decades, with pinewood derbies, the Scout Oath and Eagle Scouts becoming part of the lexicon.

    Lore has it that American businessman William Boyce was inspired to start the organization after he became lost in the fog in London and was guided to his destination by a youth who turned down a tip, telling Boyce that because he was a scout (they were formed in Britain in 1907) he couldn’t accept money for a good deed.

    Since then, the organization has faced controversies and undergone significant changes.

    In 1990, the organization expelled an Eagle Scout who had become an assistant scoutmaster after discovering he was co-president of his university’s gay and lesbian organization. He sued in 1992 alleging discrimination and lost at the US Supreme Court, which ruled that the Scouts could maintain membership and leadership criteria that excluded gay people.

    Conservative groups rallied around the Boy Scouts, but scores of institutions curtailed support as the ban continued. The ban ended in 2013. In 2015, the organization ended its blanket ban on gay adult leaders while allowing church-sponsored Scout units to maintain the exclusion for religious reasons.

    In 2017, the Boy Scouts announced that they would allow transgender children who identify as boys to enroll in their boys-only programs. That came after an 8-year-old was asked to leave his Scout troop in New Jersey after parents and leaders found out he was transgender.

    The Boy Scouts also faced a flood of sexual abuse claims and sought bankruptcy protection in 2020, when it had been named in about 275 lawsuits and had told insurers it was aware of another 1,400 claims.

    In 2023, a judge upheld the $2.4 billion bankruptcy plan allowing the organization to keep operating while compensating more than 80,000 men who filed claims saying they were sexually abused while in scouting.

    Last year, Scouting America’s President and CEO Roger Krone acknowledged some backlash to the rebrand but described the overall response as a positive one that generated wider interest.

    “The fact that we were going with a more kind of gender-neutral name, a lot of people kind of wanted to know more about it,” Krone said.

    The organization said it saw a gain in membership of about 16,000 new scouts, less than 2% from the prior year. The organization said at the time that it had just over 1 million members.

    Trump says he’s “not happy” with progress in Iran negotiations

    Washington — President Trump said Friday that he is “not happy” with the pace of progress in negotiations with Iran over its nuclear program, as tensions continue to ratchet up amid the administration’s deployment of military assets to the Middle East.

    In remarks to reporters before leaving the White House for Texas, where the president will deliver remarks on energy, Mr. Trump said he has not yet made a decision on whether to authorize strikes against Iran, but said he is not happy with how the Iranians have been negotiating.

    “I’m not happy with the fact that they’re not willing to give us what we have to have,” he said. “I’m not thrilled with that. We’ll see what happens. We’re talking later.”

    Mr. Trump said there is “always a risk” of drawn-out war with the Iranians, and reiterated that they cannot get a nuclear weapon.

    “It’d be nice if we could do it without [the military], but sometimes you have to do it with,” he said. “We have the greatest military anywhere in the world. There’s nothing close. I’d love not to use it, but sometimes you have to.”

    U.S. special envoys Steve Witkoff and Jared Kushner, Mr. Trump’s son-in-law, met with Iranian negotiators in Geneva, Switzerland, on Thursday for talks brokered by Oman that are aimed at averting a potential U.S. military assault. While Middle Eastern nations have warned that strikes could lead to a major international conflict, the president has overseen a buildup of forces, which he calls a naval “armada,” consisting of military jets, two aircraft carriers and guided-missile destroyers in the region.

    On Friday, the State Department authorized non-emergency personnel and their family members to leave Israel “due to safety risks.” It also announced Secretary of State Marco Rubio is set to travel to the country next week to discuss a “range of regional priorities,” including Iran.

    Neither the White House nor Witkoff and Kushner provided a readout of Thursday’s talks in Geneva. Iranian Foreign Minister Abbas Araghchi, who led the delegation for the Iranians, said following the meeting that “there was perhaps more seriousness on both sides than before, with the aim of reaching a negotiated solution.” He said there will be a fourth round of negotiations next week.

    Vice President JD Vance told the Washington Post on Thursday that the president was still considering strikes to “ensure Iran isn’t going to get a nuclear weapon.” But he said there is “no chance” the U.S. would get involved in a yearslong war in the Middle East “with no end in sight.”

    Negotiations between the U.S. and Tehran over its nuclear program come months after U.S. strikes on three Iranian nuclear facilities last June. Mr. Trump said in his State of the Union address Tuesday that the strikes “obliterated Iran’s nuclear weapons program,” but said Tehran wants to “start it all over again.”

    The president has said he prefers a diplomatic resolution to the ongoing standoff with Iran but would use the military if he decides it’s necessary to prevent Tehran from building a nuclear weapon.

    “My preference is to solve this problem through diplomacy, but one thing is certain: I will never allow the world’s number one sponsor of terror, which they are by far, to have a nuclear weapon,” Mr. Trump said during his address to a joint session of Congress. “Can’t let that happen.”

    Rep. Nancy Mace, R-S.C., has introduced a bill to authorize the death penalty as a potential punishment for the sexual abuse of children.

    “We have zero mercy for child rapists. Those who prey on our most vulnerable deserve the harshest consequence we can deliver,” Mace said in a statement.

    The proposal is aptly called the “Death Penalty for Child Rapists Act.”

    “No predator should be allowed to walk away from the most unthinkable crimes against children,” Mace noted.

    “This bill is simple. Rape a child and you don’t get a second chance, you get the death penalty. We will never apologize for protecting America’s children,” Mace added.

    The bill would put capital punishment on the table as an option to punish those who sexually abuse children.

    “INTRODUCING: The Death Penalty for Child Rapists Act to amend Title 18 to authorize the death penalty for aggravated sexual abuse, sexual abuse of a minor and abusive sexual contact offenses against children. It will also amend the Uniform Code of Military Justice (UCMJ) to authorize the death penalty for the rape of a child,” she said in a post on X.

    “We’ve spent months fighting to expose Jeffrey Epstein’s network of powerful predators. We’ve demanded accountability and pushed for transparency. Now we’re making sure anyone who rapes a child faces the ultimate consequence,” she noted.

    Mace has served in the U.S. House of Representatives since early 2021.

    When President Donald Trump arrives at the deepwater port here Friday to talk about his energy agenda, the three Republicans locked in a bitter battle for Texas’ Senate seat hope he has a surprise up his sleeve: an endorsement.

    Trump has so far declined to back a candidate in the hotly contested Texas Senate Republican primary, which culminates Tuesday. The president has given no indication he plans to offer the coveted prize during his event on Friday afternoon and has said he likes all three candidates.

    But that didn’t stop those Republicans — incumbent Sen. John Cornyn, Texas Attorney General Ken Paxton and US Rep. Wesley Hunt — from racing to Corpus Christi in the final days of the contest to join the president, hopeful he may tip his hat in race-altering fashion. Trump, after all, has a flare for last-minute drama.

    The hasty reshuffling of the men’s campaign schedules underscores how much the race has become centered on Trump, and each candidate’s perceived proximity to him.

    Cornyn, an establishment conservative seeking a fifth term, will fly on Air Force One with Trump Friday. The incumbent has aired television ads broadcasting his support for the president’s agenda — looking to project total alignment with Trump, despite their sometimes cool relationship. Cornyn was initially skeptical of Trump’s comeback bid after the 2020 election.

    Paxton, meanwhile, helped lead legal efforts to overturn the results of that contest after Trump lost, engendering goodwill in some corners of the president’s orbit. He earned the endorsement of Turning Point Action, an affiliate of the influential conservative non-profit Turning Point USA founded by the late political activist Charlie Kirk, who had close ties to the Trump administration.

    But Paxton has been plagued by ethics questions, including adultery accusations levied by his wife Angela Paxton, a state senator and longtime political adviser. Cornyn released a scathing attack ad seizing on some of the allegations this week.

    Some top Republicans worry Paxton’s political, legal and personal baggage could put the Senate seat in jeopardy if he wins the primary — and have repeatedly voiced those concerns to Trump. Some senior Republicans fear it could cost the party $200 million to defend the seat if Paxton emerges as the nominee.

    Hunt was an early backer of Trump’s comeback bid and delivered a prime-time speech at the Republican National Convention in 2024. But polls show him trailing the other two candidates, who have higher name recognition in Texas.

    The lack of a clear winner and blurred record of loyalty has led to a rare bout of political indecisiveness for Trump, who says he’s friends with all three.

    “I like all three of them, actually,” he told reporters earlier this month. “Those are the toughest races. They’ve all supported me. They’re all good. You’re supposed to pick one, so we’ll see what happens. But I support all three.”

    And Trump’s refusal to endorse in the race could contribute to further pain and uncertainty for his party. If no candidateclears the 50% benchmark, then it would head to a late May runoff between the top two finishers. That means drawing down more valuable resources that the GOP won’t have for the fall campaign.

    今年下半年起,国民服役人员在军中习得的技能和取得的成就,可纳入“职业与技能护照”,为他们日后求职增添助力。

    国防部高级政务部长扎吉哈星期五(2月27日)在国会拨款委员会辩论国防部开支预算时宣布,国防部和新加坡武装部队正与精深技能发展局合作,将国民服役人员在服役期间取得的证书,加入职业与技能护照(Careers & Skills Passport)。

    职业与技能护照由人力部、教育部、精深局和政府科技局合作推出,整合求职者的就业记录、技能掌握、学术资格及专业认证,方便雇主更快核实背景与能力。

    这意味着,国民服役人员无论在全职服役或战备阶段所掌握的行业相关技能,都可获得政府认证的记录,提升求职时的竞争力。

    这项合作将于今年下半年起,在一些武装部队军训学院试点推行。

    扎吉哈说,为协助服役人员更早规划未来、发挥潜能,国防部也推出多项工读与提前入伍计划,让部分理工学院学生提前一年入伍,在服役期间完成学业,并把所学知识运用到军中岗位上。

    “我们为服役人员创造更多学习技能的机会,也要确保这些技能在他们服役后依然受到认可。”

    目前,国防部共设有10项工读计划及五项提前入伍计划。共和理工学院学生吕玮迅(23岁)两年前在完成电机与电子工程专业第二年学业后,选择提前入伍,加入海军。

    他受访说,提前服役让他更早体验军旅生活,随舰出海开阔眼界,也能提早完成国民义务,投入职场。“无论从职业规划还是经济负担来看,这对我都是更合适的选择。”

    Bobby J. Brown, who was best known for playing a Baltimore police officer in HBO’s “The Wire,” has died at 62.

    His agent, Albert Bramante, confirmed the news of Brown’s passing in a statement to CBS News. He did not give a cause of death.

    “Bobby J. Brown was an actor of incredible depth and a man of great character. Whether in the boxing ring or on a film set, he brought a unique authenticity and dedication to everything he did,” Bramante said. “His passing is a significant loss to the acting community, and he will be deeply missed by all of us at the agency. We ask for the privacy of his family to be respected during this unimaginably difficult time.”

    Brown’s daughter told TMZ the actor died Tuesday of smoke inhalation after being caught in a barn fire. The Maryland Medical Examiner’s Office told CBS News Brown’s cause of death was diffuse thermal injury and smoke inhalation, and that it was an accident.

    According to Brown’s daughter, a fire broke out when the actor attempted to jump-start a vehicle in the barn, TMZ reported.

    Brown was born in Washington, D.C., and began his career as an amateur boxer, with a 73-13 record that included five Golden Glove Championships. Three of those bouts included three fights against Pernell “Sweet Pea” Whitaker, who went on to become one of the greatest lightweight champions in boxing history. Brown went on to train with Carmen Graziano and boxed professionally in Atlantic City, N.J., which led to an acting gig alongside Mickey Rourke in 1988’s “Homeboy,” according to IMDb.

    Brown studied at the American Academy of Dramatic Arts in New York and made his TV debut in an episode of “Homicide: Life on the Street.” In the early 2000s, he appeared in “Law & Order: Special Victims Unit,” “The Corner,” and movies “Love the Hard Way” and “City by the Sea.”

    His breakout role was as Officer Bobby Brown on HBO’s “The Wire.” He appeared in a total of 12 episodes across four seasons.

    Brown also directed two documentary films: “Tear the Roof Off: The Untold Story of Parliament-Funkadelic” in 2016 and “Off the Chain” in 2006.

    他在回答先驱区议员郑德源等人的提问时指出,我国2027年接任亚细安轮值主席国,这一年也是亚细安成立60周年。

    圣保罗电 — 普加皮亚(Pugapia)和她的女儿艾加(Aiga)、巴巴鲁(Babawru)多年来一直是阿昆图苏族(Akuntsu)仅存的成员。这个原住民部落因政府支持的亚马逊雨林部分区域开发计划而人口锐减。随着她们年事渐高却无子嗣延续血脉,许多人认为阿昆图苏族在这些女性离世后将彻底消失。

    2006年,Funai为阿昆图苏族授予领地保护,设立奥梅雷河原住民土地,与卡诺埃族(Kanoe)共享。这两个曾为仇敌的族群开始建立联系,通常由官员从中调解。双方关系复杂,既有合作,也存在文化差异和语言障碍。

    美联社通过Funai请求与这些女性进行采访,但该机构未回应。

    孤立民族观察组织(Observatory of Isolated Peoples)人类学家阿曼达·维拉(Amanda Villa)表示,阿昆图苏族女性依赖卡诺埃族男性完成狩猎、开垦等“男性任务”。两个族群还交换精神知识——例如,现任卡诺埃族精神领袖从已故阿昆图苏族族长处习得传承。

    但对阿昆图苏族未来最关键的进展发生在去年:巴巴鲁与一名卡诺埃族男性怀孕。

    语言学家卡罗莱纳·阿拉贡(Carolina Aragon)是唯一能与三位女性交流的外部人士,多年来她研究并记录了她们的语言。她与Funai紧密合作,几乎每天通过视频通话翻译对话。阿拉贡还在巴巴鲁分娩期间远程提供支持,并陪同她进行确认怀孕的超声检查。

    阿拉贡回忆道,巴巴鲁得知怀孕时十分震惊:“她说,‘我怎么会怀孕?’”她指出,巴巴鲁一直采取措施避免怀孕。

    幸存的阿昆图苏族女性曾决定不生育。这一决定不仅源于社区中无其他男性,也因她们认为世界“混乱无序”,不适合抚养孩子。

    Surprise birth of a boy brings hope for Amazon tribe facing extinction with just 3 women left

    Sao Paulo — Pugapia and her daughters Aiga and Babawru lived for years as the only surviving members of the Akuntsu, an Indigenous people decimated by a government-backed push to develop parts of the Amazon rainforest. As they advanced in age without a child to carry on the line, many expected the Akuntsu to vanish when the women died.

    That changed in December, when Babawru the youngest of the three, in her 40s gave birth to a boy. Akyp’s arrival brought hope not just for the Akuntsu line but also for efforts to protect the equally fragile rainforest.

    “This child is not only a symbol of the resistance of the Akuntsu people, but also a source of hope for Indigenous peoples,” said Joenia Wapichana, president of Brazil’s Indigenous protection agency, known as Funai. “He represents how recognition, protection and the management of this land are extremely necessary.”

    Protecting Indigenous territories is widely seen as one of the most effective ways to curb deforestation in the Amazon, the world’s largest rainforest and a key regulator of the global climate. Researchers warn that continued forest loss could accelerate global warming. A 2022 analysis by MapBiomas, a network of nongovernmental groups tracking land use, found Indigenous territories in Brazil had lost just 1% of native vegetation over three decades, compared with 20% on private land nationwide.

    In Rondonia state, where the Akuntsu dwell, about 40% of native forest has been cleared, and what remains untouched is largely within conservation and Indigenous areas. The Akuntsu’s land stands out in satellite images as an island of forest surrounded by cattle pasture as well as soy and corn fields.

    Rondonia’s deforestation traces back to a government-backed push to occupy the rainforest during Brazil’s military regime in the 1970s. Around the same time, an infrastructure program financed in part by the World Bank promoted domestic migration to the Amazon, including the paving of a highway across the state.

    In the 1980s, Rondonia’s population more than doubled, according to census data. Settlers were promised land titles if they cleared the forest for agriculture and risked losing claims if Indigenous people were present, fueling violent attacks by hired gunmen on Indigenous groups including the Akuntsu.

    Funai made first contact with the Akuntsu in 1995, finding seven survivors. Experts believe they had numbered about 20 a decade earlier, when they were attacked by ranchers seeking to occupy the area. Funai agents found evidence of the assault, and when they contacted the Akuntsu, the survivors recounted what happened. Some still bore gunshot wounds.

    The last Akuntsu man died in 2017. Since then, Babawru lived with her mother, Pugapia, and Aiga, her sister. The women, whose ages aren’t known for certain, have chosen to remain isolated from the non-Indigenous world, showing little interest in it.

    In 2006, Funai granted territorial protection to the Akuntsu, establishing the Rio Omere Indigenous Land, which they have since shared with the Kanoe people. The two groups, once enemies, began maintaining contact, usually mediated by officials. The relationship is complex, with cooperation but also cultural differences and language barriers.

    The Associated Press requested a facilitated interview with the women through Funai, but the agency didn’t respond.

    Amanda Villa, an anthropologist with the Observatory of Isolated Peoples, said Akuntsu women depend on Kanoe men for tasks considered masculine, such as hunting and clearing fields. The two groups have also exchanged spiritual knowledge the current Kanoe spiritual leader, for example, learned from the late Akuntsu patriarch.

    But the most consequential development for the future of the Akuntsu may have occurred last year, when Babawru became pregnant by a Kanoe man.

    Linguist Carolina Aragon is the only outsider able to communicate with the three women after years studying and documenting their language. She works closely with Funai, translating conversations almost daily through video calls. Aragon also supported Babawru remotely during her labor and was with her during an ultrasound exam that confirmed the pregnancy.

    Aragon said Babawru was stunned by the news. “She said, ‘How can I be pregnant?’” Aragon recalled, nothing that Babawru had always taken precautions to avoid becoming pregnant.

    The surviving Akuntsu women had decided they would not become mothers. The decision was driven not only by the absence of other men in their community, but also by the belief that their world was disorganized – conditions they felt were not suitable for raising a child.

    “You can trace this decision directly to the violent context they lived through,” said Villa, the anthropologist. “They have this somewhat catastrophic understanding.”

    The Akuntsu believed they could not bring new life into a world without Akuntsu men who could not only perform but also teach tasks the group considers male responsibilities, such as hunting and shamanism.

    “A breakdown of social relations that followed the genocide shaped their lives and deepened over the years. That does lead people to think and rethink the future,” Aragon said. “But the future can surprise everyone. A baby boy was born.”

    Aragon said the women were embarking on a “new chapter,” choosing to welcome the child and adapt their traditions with support from the Kanoe and Funai. Villa said the fact that the newborn is a boy creates the possibility of restoring male roles like hunter.

    Researchers and officials who have long worked with the three women understood that protecting the territory depended on the Akuntsu’s survival as a people. They sought to avoid a repeat of what happened to Tanaru, an Indigenous man who was discovered after living alone and without contact for decades.

    After the discovery, authorities struggled to protect Tanaru’s territory. After he died in 2022, non-Indigenous groups began disputing the land. Late last year, the federal government finally secured the area, turning it into a protected conservation unit.

    A report published last year by Survival International, a London-based Indigenous rights organization, said nearly 65% of the 196 uncontacted Indigenous groups it had identified in 10 nations faced threats from logging, about 40% from mining and around 20% from agribusiness. It warned that half of the groups “could be wiped out within 10 years if governments and companies do not act” to address those threats.

    Funai’s Wapichana said Babawru’s child “is a hope that this next generation will indeed include an Indigenous person, an Akuntsu, ensuring the continuity of this people.”

    Through years of careful work, Funai secured territorial protection for the Akuntsu and helped foster ties with the Kanoe. The agency also arranged spiritual support from an allied shaman, allowing the women to feel safe bringing new life into the world after decades of fear and loss.

    The Akuntsu form emotional bonds with the forest and with the birds. Now, they are strengthening those bonds with a new human life in their world.

    “What kind of relationship will this boy have with his own territory?” Aragon said. “I hope it will be the best possible, because he has everything he needs there.”
